I am sick and tired of you pirates and bad guys scaring our children.
NOW, you are sneaking off with our wives and girlfriends
WE ARE GOING TO PUT A STOP TO THIS ONCE AND FOR GOOD
We are building a cannon that will bring down a ship with one shot.
Unfortunately, it is too big to mount on a boat, and has to be shot from
landside.
They did do it that way in the olden days, so theoretically we can make this
work.
YOU BAD GUYS HAVE HAD FAIR WARNING, NOW GET OUT

Named Phoebe, Rail
and Blue Stooge for playing the music. We darpated
form Capt'n
Jacks, 1st stop was Kinder's, the next was a quick stop at Lehmann Island,
floated on down Dardenne Slough to Captain Jacks, then Iowa Beach and Grafton
Harbor.
Hats off to our driver, who drank soda and water all day, Chuck
Beach...and his navigator...Sue Schneider....they did an excellent job !
( now married ! )
And thanks to the two guys who dreamed up this idea and put it together
....... Dale WIlliams, of Stripper
Named Phoebe, and Justin Postle, of the band Blue Stooge and the Lookbacks.

Subject: Updated Waterway Action Plan for UMR, ILR, and MOR
NAVNOTICE # 2212
USCG SECTOR UPPER MISSISSIPPI RIVER ISSUES THE FOLLOWING SAFETY ADVISORY:
A. THE FOLLOWING ZONES ARE IN THE EXTREME HIGH WATER RECOVERY PHASE
IN ACCORDANCE WITH THE WESTERN RIVERS WAP ANNEXES:
1. UMR: ZONE 28 (MM 109.9 - 185.4).
2. ILR: NONE.
3. MOR: NONE.
4. FOR UMR ZONE 28, A SAFETY ZONE HAS BEEN ESTABLISHED IN ST. LOUIS HARBOR
(MM 179-184 UMR). SOUTHBOUND TOWS GREATER THAN 600 FEET IN LENGTH, EXCLUDING
THE TOWBOAT, SHOULD LIMIT TRANSIT TO DAYLIGHT HOURS ONLY, AND SHOULD HAVE A
MINIMUM OF 250 HORSEPOWER FOR EACH LOADED BARGE. NORTHBOUND TOWS MUST HAVE
ENOUGH HORSEPOWER TO MAINTAIN A SPEED OF 3 MPH WHILE TRANSITING THROUGH ALL
ST LOUIS HARBOR BRIDGES. ASSESS BRIDGE CLEARANCE WELL IN ADVANCE,
PRE-IDENTIFY LAY-UP AREAS IN EVENT OF RIVER CLOSURE. THE COTP RECOMMENDS
THAT TOWING VESSELS HAVE A PILOT ON BOARD WITH EXPERIENCE IN HIGH WATER,
SIMILAR SIZED TOWS, AND ALL ST. LOUIS HARBOR BRIDGES.
B. THE FOLLOWING ZONES ARE IN THE HIGH WATER RECOVERY PHASE IN ACCORDANCE
WITH THE WESTERN RIVERS WAP ANNEX:
1. UMR: ZONES 17 - 27 (MM 185.5 - 457.1).
2. ILR: ZONES 1 - 7 (MM 0.0 - 180.9).
3. MOR: THE HERMANN REACH (MM 0-100), BRUNSWICK REACH (MM 200 - 300), KANSAS
CITY REACH (MM 300 - 400), ST. JOSEPH REACH (MM 400- 500), OMAHA REACH (MM
300-630), AND SIOUX CITY REACH (MM 630 - 734.8).
C. THE FOLLOWING RESTRICTIONS APPLY TO ALL ZONES CONTAINED WITHIN THIS
SAFETY ADVISORY. ALL TOWBOAT OPERATORS SHOULD BE EXPERIENCED IN HIGH WATER
OPERATIONS AND SHOULD PROCEED AT THE SLOWEST SAFE OPERATING SPEED BASED UPON
PREVAILING CONDITIONS IN ORDER TO MINIMIZE WAKE DAMAGE. ALL TOWBOATS ARE
PROHIBITED FROM LAYING UP ON LEVEES. MARINERS ARE STRONGLY ADVISED TO
CONTACT FLEETERS AT THEIR FINAL DESTINATION TO ENSURE THAT THERE IS SPACE
AVAILABLE. MARINERS ARE ADVISED TO ENSURE THAT FLEETS ARE ATTENDED BY
TOWBOATS AT ALL TIMES, USE CAUTION IN PASSING AND MEETING SITUATIONS, AND
FAVOR THE CENTER OF THE CHANNEL. MARINERS ARE REQUESTED TO REVIEW ANCHORING
REQUIREMENTS AND PRE-IDENTIFY LAY UP AREAS IN THE EVENT OF A RIVER CLOSURE
OR BARGE BREAK AWAY. MARINERS ARE ENCOURAGED TO ENSURE THAT MOORED VESSELS
AND BARGES ARE ADEQUATELY SECURED WITH THE ANTICIPATION OF INCREASED
VELOCITY AND HIGH WATER. DRIFT OF DEBRIS MAY BE A HAZARD TO NAVIGATION AND
MAY DRAG BUOYS OFF STATION. DOWN STREAMING OPERATIONS ARE NOT RECOMMENDED
UNLESS A VESSEL IS EQUAL TO OR GREATER THAN 75 FEET IN LENGTH AND HAS A
MINIMUM OF 1800 HORSEPOWER. ALL MARINERS ARE REQUESTED TO STAY AWARE OF THE
CLOSE PROXIMITY TO RAILWAYS WHEN CHOOSING A LOCATION TO PUSH INTO THE BANK.
WITH CURRENT RIVER STAGES, RAILWAY SYSTEMS CLOSE TO THE RIVERS EDGE MAY
BECOME THREATENED BY THE HEAD OF A TOW WHEN PUSHED INTO THE BANK.

Three Arrested For Pointing Laser At A Tow Boat........
Matthew Mauck, David
Erminger and Todd Manz were arrested Saturday after shining blinding green
lasers at tow vessels, a commercial airliner, police officers as well as a
police helicopter. Manz was released after falsely claiming that he was not
involved in pointing the lasers. Further investigation revealed that Manz
actually pointed the laser at the tow vessels Manz is now wanted for false
reporting........

Point Dam Releases To Increase........
The U.S. Army Corps of
Engineers has announced that they will be increasing the amount of water
flowing through the Gavins Point Dam, to release flood waters stored in the
Missouri River reservoirs. The Corps had been restricting discharges from
the dam, because of flooding downstream. Gradually, the flow will be
increased from 34,000 cubic feet per minute to 40,000 cubic feet per
minute........

TVA Coal Ash Spill Update
Coal Ash Spill Trial To Start in September........
The lawsuits that are
seeking damages from the Tennessee Valley Authority's coal ash spill will go
to trial on September 13, 2011. The court's schedule includes many
pre=-trial hearings and deadlines. Court records have revealed that the
lawyers have yet to agree how long Tom Gilmore, the TVA's top exec, would be
required to answer questions during a deposition slated for August
31st.........

And Son Complete River Journey........
Recently, David Lester
and his son, Bo completed a 43 day, 2,311 mile journey down the Mississippi
River in a Pirogue. The trip was hatched some 12 years ago around a
campfire, with David, Bo and Buddy Lester, along with Ray and Joey
Bergeron. The Bergerons died in a plane accident, and buddy was killed in a
car wreck. David and Bo decided to push on in tribute of the others.......

Riverside Harbor.......
Bill,
I just talked to Cathy from Riverside Harbor and she wanted me to let you
know that they are open for ramping this weekend.
They have 1 ramp open, the gas dock still will not be open due to the
connection still being under water.
The store is open with ice and the employees are waiting to help everyone
out getting their boats into the water!
I know everyone is so anxious to be able to get out on the river. We have
lost a good part of the boating season and a lot of the harbors are still
under water and unable to let boaters ramp. She does ask though, that anyone
that is in the back Dardiene Slough be watchful of their wakes as that area
is still flooded. It’s time to start enjoying the “ole man River” and have
our friends and river family back with us.
Hopefully the river is on the way back into the banks and we can start
enjoying what is left of the season.
Let everyone know to come out an support their local harbors and
restaurants. It’s been another tough year and we need to get back to
having fun again. Looking forward to seeing everyone out there enjoying our
Paradise.

River Swim Drawing To A Close........
It is anticipated that
Mimi Hughes will complete her 981 mile swim down the Ohio River in Cairo,
Illinois around 5 pm on Saturday. Hughes swam the Ohio River to raise
awareness of education and economic opportunities for girls and women.
Since beginning her journey on May 22, Hughes has been fighting an eye
infection, sore shoulders and nausea. To top it all off, the Mississippi
River is backing up into the Ohio River, possibly giving Hughes a negative
current to deal with........

High waters have
prevented boaters from getting out on the Missouri River. Boat ramps are
under water, as are sandbars. Luckily, water levels have fallen enough to
allow boaters to get out of their marinas. Unfortunately, there are no
buoys for guidance and there is plenty of debris in the water........

Bones Of A 32 Foot Vessel Found At Ground Zero........
Workers at World Trade
Center unearthed a rib of a 32 foot vessel with a back hoe on Tuesday
morning. As the remains are fragile, workers are excavating the vessel by
hand. A 100 lb. anchor was uncovered nearby. It is not certain if the
anchor belongs to the ship. Authorities believe that in the 18th century,
the vessel was used as part of the fill used to extend lower Manhattan out
into the Hudson River........

Coast Guard responds to sunken barge, crane in Mobile River....
NEW ORLEANS — The Coast Guard is responding to a barge and crane
that sank in the Mobile River, Thursday.
Personnel at the Coast Guard Sector Mobile, Ala., command center
received a report at approximately 6 p.m., from the motor vessel
Mary Sue that a barge and crane had turned over and sank in the
river near Pinto Island, Ala., half a mile south of the Interstate
10 bridge.
Coast Guard investigators are working with the Army Corps of
Engineers to find the exact position of the sunken barge and crane.
A Safety Marine Information Broadcast has been issued and there are
no navigation restrictions at this time.
There are no reports of injuries or pollution.
The incident is under investigation.

Day 222 and 223 (quick
post)

It's been a busy
two days and it's already way past my bed time so I have to keep
this short. Yesterday (Day 222) I had a short day as I paddled
in to Stony Point near Monroe MI to stay with Kim Harper from
the local paddling club. At dinner Kim and I met up with Ed
Webber with whom I am staying tonight. By giving it to Ed to
take home with him, I took advantage of the rare opportunity to
pass my gear along to my next stop and enjoyed a lighter than
normal boat to paddle today.
At about 10:00 this morning (Day 223) I pulled out of Lake Erie
after entering it just 11 days ago on July 5th. Almost right
away I was faced with the realities of paddling upstream on the
Detroit river. Thank goodness I had the ligher boat because my
speed was already cut almost in half from what it was on the
open lake. It was still a nice paddle and I made it to Bell Isle
where Ed was waiting for me at the only sand beach we could find
in the Detroit area. While Ed was doing me the huge favor of
picing me up, the Detroit Police department was giving him a
ticket. The unsympathetic cop wouldn't skip the parking ticket
and said he was already doing us a favor by not citing us for
landing at that beach without a permit from the parks
department. Isn't it great that we have the police force out
there keeping us safe.
Tomorrow it's a couple more miles upstream on the Detroit river
then across Lake St. Claire and a bit beyond if the weather and
time allows. I'll try to fill out the rest of the story for the
last two days when I have time.
