Main Lock Closure tentativly set for 16 April 2015 to complete work associated with the protection cell at Lock 27, updates will be issued at a later date if date changes.. Continuing until 5:00 p.m., May 11, 2015, L/D27 (auxilairy chamber), in the vicinity of Mile 185.5, will be closed to navigation. Navigation interest should be alert for and abide by any special instructions that may be issued by the lockmaster.

MILE 44.0 - BRIDGE CONSTRUCTION
Daniel Boone Companion Bridge; Superstructure erection is intermittently ongoing. At times work in the main channel may require temporarily blocking the river for up to 8-hours, during those periods the alternate channel will be available for use. Mariners may contact M/V GABRIEL J via VHF-FM Channels 13 or 16, for more information.

MILE 60.1 - BOAT DOCK INSTALLATION
Commencing approximately April 20, 2015 and continuing until approximately May 1, 2015, ABC Corp. will install a boat dock in the vicinity of Mile 60.1, LDB. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Friday. The contractors floating plant will consist of the M/V DREW SCOTT and a barge mounted crane. During non-working hours the contractors floating plant will be moored at the work-site and lighted accordingly. The M/V DREW SCOTT will monitor VHF-FM Channels 13 or 16. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution.

MILE 1.7 - KASKASKIA RIVER GAS LINE REPAIR
Continuing until approximately April 20, 2015, the City of Chester, Illinois will conduct repairs to a gas line in the vicinity of Mile 1.7. Mariners may contact the City of Chester Gas Company at 618) 615-3170, for additional information. Mariners are urged to exercise caution in the area.

Osage River In Osage County, Missouri
Fishing Boat Almost Sinks At The Dam........
On April 10, there were three people fishing in a 1979 Fisher Marine boat, just below the Osage River Lock and Dam. Reportedly, the boat got caught in the boil below the dam's waterfall, and began taking on water.
The three people aboard the boat, Daniel Kingsley, Denise Kingsley, and Robert Poindexter, were able to jump overboard, and swim to safety. The boat eventually emerged from the waterfall, and was recovered by a local fire department.
Only a week before, a man was injured after his boat went over the Osage River Dam, and he fell in the boat........

Creve Coeur Lake
St. Louis County Mulling Carp Warnings........
During Friday's rowing practice for Washington University freshmen, they were surprised by Asian carp jumping out of Creve Coeur Lake. The incident was filmed by varsity captain Ben Rosenbaum.
Thankfully, although the rowers were startled, no one was hurt. Rosenbaum said that during a rowing practice in 2013, he was hit in the ribcage by a flying carp. He added that it was a painful experience.
It is thought that the Asian carp arrived in Creve Coeur Lake during the The Great Flood of 1993. Now, St. Louis County Officials are debating posting Asian carp warning signs for visitors........

What's Really In Your Marina Dock Contract?
BoatUS Consumer Protection Looks at the "Risk Shifting" of Marina Dock Contracts
ALEXANDRIA, Va., April 13, 2015 – Be sure to read your dock contract carefully, or you may be surprised to find that you can be held legally responsible for damages and injuries, even if you or your boat were not the cause. It all could be in the fine print of the marina or boatyard dock contract that hundreds of thousands of boat owners sign this time of year as the boating season returns. Before boaters sign any dock contract, the national advocacy, services and safety organization Boat Owners Association of The United States (BoatUS) has some tips for recreational boaters searching for a marina for their boat.
“While the enforcement of dock contract provisions vary and your options to walk away may be limited, it’s important to know how a dock contract’s language can contain various provisions that may affect your insurance coverage and ability to recover for damages,” said BoatUS Consumer Affairs Director Charles Fort.
BoatUS has identified a trend with some marinas including “risk shifting” language in their customer dock contracts that transfers the responsibility for defense and payment of claims to the boat owner and the boat’s insurance policy, even when the cause of the accident and responsibility for the resulting damages rests with the marina or staff. This includes “Exculpatory Provisions” which attempts to hold the marina harmless for negligent activity, “due to fire, theft, vandalism, collision, marina equipment failure, windstorm, rain, hurricane or other casualty loss.”
Other clauses, such as “Waiver of Subrogation,” may prevent an insurance company from suing a marina or boatyard to recoup its claims payment after damage caused by the marina. Once the waiver is signed, a boat owner has in essence agreed that the marina isn’t responsible if marina staff is negligent, for example, of gouging the gelcoat while hauling out the boat.
“Indemnification” applies to boating guests or invited workers. A boat owner agrees to defend the marina and pay any damages the marina may owe if one of these parties is injured – even if it’s the marina’s fault.
“Requirement of Insurance With Additional Named Insured Clause” asks the boat owner to add the marina as an additional insured on the boat policy at the owner’s expense, essentially asking that the marina be protected the same way as the policyholder is – sort of like adding your Uncle Bob to your policy. That means the marina is also covered, if, while hauling your boat, a marina staffer bumps the vessel into a steel bulkhead and causes damage, much in the same way if the boat owner had done the same thing. But note that it’s the insurer that decides to add this coverage and at what cost. Don’t assume the insurer will pay.
“Let’s also remember that the vast majority of marinas want to keep customers and reputable marinas and yards will often pay when they damage a customer’s boat. But you should always immediately report a claim to your own insurance company,” added Fort. “It’s also not a bad idea to share a marina contract with your insurance company before you sign it so you know where you stand, as some insurers, such as BoatUS, may provide coverage for risk shifting provisions.”

35th Annual Free Kids Fishing Days At Missouri Trout Parks Coming Up........
The Missouri Department of Conservation has teamed up with the Missouri Department of Natural Resources and The James Foundation to present FREE FISHING FOR KIDS aged 15 years and younger at Missouri's 4 trout parks in May. This years event marks 35 years of free fishing to help kids discover fishing.
On Saturday, May 2, Montauk State Park and Bennett Spring State Park will be offering free kids fishing, and other activities from 6:30 am to 8:15 pm.
On Saturday, May 16, Maramec Spring Park and Roaring River State Park will offer free kids fishing, as well as other activities from 6:30 am to 8:15 pm.......

Brunswick: Lower Gas Prices May Mean More Time On The Water........
A recent report from the U.S. Energy Department is predicting that gas prices may fall to their lowest levels in nearly six years. The report says that the national average price is estimated to fall 32% from last year to $2.45 per gallon between April and September.
As of Monday, the average price of gasoline was $2.387 per gallon, down 33% from last year. Tom Kloza, chief oil analyst for OPIS says that the price of gas could drop below $2 per gallon this summer.
John Pfeifer, president of Mercury Marine says that lower gas prices mean more money left in people's pockets, which in turn, will mean more time spent out on the water........

Dwight Yoakam Performing At The Alton Amphitheater........
On Monday, Alton Mayor Brant Walker announced that on July 10, country music star Dwight Yoakam will be performing at the Liberty Bank Alton Amphitheater. The opening act will be the local group, Glendale Riders.
Walker says that over the next several weeks, they will start sharing all of the exciting events slated for the Liberty Bank Alton Amphitheater, which is just a short stroll form the Alton Marina. Walker added that last month, they announced that Alison Kraus & Union Station featuring Jerry Douglas will perform in Saturday, June 13. That concert will benefit Senior Services Plus' Meals on Wheels program.
With each online order for Dwight Yoakam tickets, fans will receive a standard physical copy of his new release, "Second Hand Heart", which will hit the stores on April 14........

Education And Fun At The Earth Day Festival........
On Saturday, April 28, 2015, from noon to 6 pm, Piasa Harbor will be hosting the annual Earth Day celebration. The event will mix fun and nature education, by offering canoeing, disc golf, guided hikes, and tree planting.
Last year was the first year that the event was held at Piasa Harbor, as it had outgrown it's former venue at The Nature Institute. There were approximately 900 attendees to last year's event, roughly three times the number that TNI could handle.
Amy Curry says that The Great Rivers Land Trust owns Piasa Harbor, and has offered the location as a place to celebrate Earth Day. Curry added that the event celebrates the Earth, as showcases local artisans and non-profits with what they do........

Lake Of The Ozarks
Shootout On The Strip Returning To Lake Ozark........
After a two years at the Laurie Fairgrounds, the Shootout Street Party will be heading back to the Bagnell Dam Strip. On Wednesday, April 8, Race Director Ron Duggan made the announcement during a Shootout meeting at Captain Ron's Bar and Grill.
Back in 2013, the event left the strip following a crackdown on an open alcohol container ordinance by the Lake Ozark Board of Aldermen. At the time, businesses on the Strip could not get behind a proposed "Temporary Outdoor Consumption Permit" that the Board required.
The Laurie Fairgrounds proved to be an adequate venue for the event, however, there was a big problem with dust. Apparently, powerboaters were getting frustrated about spending quite a bit of money getting their boats to shine, only to have them end up dirty following one day at the fairgrounds........

Washington River Cleanup And Festival Next Weekend........
On Saturday, April 18, Rennick Riverfront Park in Washington, Missouri will be hosting the Washington River Festival and Missouri River Cleanup.
The festival will run from 11 am to 5 pm, and will feature art, food, music and other family-friendly activities. The river cleanup, which is sponsored by Missouri River Relief and a local group of volunteers, will start a 9 am, and wrap up by 1 pm.
The Missouri River Cleanup will have boats leaving every half hour to ferry volunteers to work sites along the riverbanks and islands to pick up debris that has washed up. Volunteers will get a T-shirt, and trash bags, and they will be provided with gloves and a life jacket........

The Sierra Club Beyond Coal – playing a bean bag toss game with kids and performing a skit at 12:45 on the main stage
The Sierra Club Local Foods -Community Cultivators’ info – planting seeds with kids and getting volunteers for the many local community gardens
Sierra Club - Cool Cities and Cabin Rescue, amongst other pertinent information such as volunteer opportunity flyers
1 Mississippi Campaign – garnering River Citizens and getting folks signed up for the May 9th 20-mile Great River Road Clean-Up
Electronic Recycling - bring anything that used to have a battery or plug to be responsibly recycled. Located at the parking lot entrance from 12-4pm only
Clothing Swap booth near the shuttle stop at the entrance – bring something & take something. Or just take something
The Jaime Hines Discovery Garden will also have a food booth, selling yummy hummus, pitas, and cucumber salad for just $6 a plate as a fundraiser for the garden

Work Day Planned For Earth Day........
The U.S. Army Corps of Engineers is calling on the public to participate in their Earth Day Work Day at the M. W. Boudreaux Memorial Visitor Center. The event will be held Saturday, April 18, from 10 am to 1 pm.
Projects will include the removal of trash, dead plant detritus, weeding and mulching. Earth Day Work Day participants will have an opportunity to harvest plants to take home. Children will have an opportunity to learn how to plant sunflower seeds at a seed planting station.
During this year's Earth Day celebration, sailors from the Mark Twain Lake Sailing Association will be demonstrating water quality sampling........

Paddlefish Snagging Clinics Coming Up........
On Saturday, April 18, the Missouri Department of Conservation will be offering Discover Nature Family Paddlefish Snagging Clinics at the Warsaw Community Building.
The free clinics are intended to give anglers that had never attempted to snag a paddlefish an opportunity to learn how. Classroom space is limited to 18 participants, so anglers are encouraged to register early.
There will be two clinic sessions on April 18, the first from 8 am to 1 pm, and another from 10 am to 3 pm. The MDC will have rods and reels on hand, but participants must bring 5 snagging weights, in the 14 to 20 ounce range........
