A "Historical Graph" of the   Water Temperature of Alton Pool from Jan 2004 until May 2005.     

   

    So when will the water get warmer ?  It is getting warmer each week until a peak temperature is reached sometime in mid - July.  It should get to be about 80 degrees if this year is anything like 2004..

   What was the average temperature last summer ?   The average at Winfield was 77.2 degrees and at Alton it was 80.4 degrees for the months of June, July and August.

Illinois River Is Open, But With No Wake Restrictions...........................

In a news story from centralillinoisproud.com............. While the Coast Guard has opened the Illinois River For recreational boaters this weekend, there are restrictions. No wakes.

The Illinois River is still above the 18 foot flood stage, but water levels are dropping.

Tiffany Drum, manager of East Port Marina states that they are not alarmed about the possible financial losses due to the high water, and with a bit of nice weather, they will be able to recoup some of those losses..............

Work To Close Mississippi River-Gulf Outlet 87% Complete.................

According to a news story from wdsu.com.............. Any navigation along the MRGO is hazardous, as the closure nears completion. So far, nearly 350,000 tons of rocks have been used in the construction of the barrier, bringing the top of the closure to just below the waters surface.

The barrier is 450 feet wide at the base, and 12 feet at the crown, and carries an eight foot top height.

After the barrier is completed, future projects will include restoration of the coastal wetlands, shoreline protection, re-construction of barrier islands, and diversions of freshwater from the Mississippi River............

Tennessee Man Takes First Place in Walmart Bass Fishing League All-American.............

According to a news report from flwoutdoors.com........... Adam Wagner from Cookeville, Tennessee took first place when the Walmart BFL All-American tour dropped in on the Mississippi River at Davenport, Iowa. This acoplishment earned Wagner a $120,000 payday.

Co-angler honors were taken by Jade Keeton, of Florence, Alabama, who caught a paycheck for $70,000.

According to a news story from bassfan.com.............. Responding to grassroots consumer and dealer sentiments, Brunswick has announced that it is expanding their payment assistance program to cover twelve lines.

This program will make up to 9 months worth of boat payments if you loose your job within 12 months of purchasing your boat.

The promotion includes Cypress Cay, Palmetto Pontoon, Harris FloteBote, Kayot, in addition to some models of Crestliner, Lowe, Lund, and Triton aluminum boats. The original brands in the promotion were Bayliner, Maxim, and Trophy.

   Levels Of Toxins In Fish, From Coal Ash Spill, Generally Safe..........

According to a news article from macon.com............... The toxicity results are in on fish caught after the December 22 coal ash spill at the Tennessee Valley Authority's Kingston Fossil Plant, near Knoxville.

The Tennessee Department of Environment and Conservation (TDEC) report states that no changes in the consumption rules for fish caught in the Emery, or downstream Clinch Rivers are in order. This study was conducted in an EPA certified laboratory.

An independent study by the Appalachian Stake and Wake Forest universities stated that their study showed elevated levels of toxins, especially selenium...............

   Narrow Bridges Linking Mo. And Ill. May Be Safer Soon............

 

According to a news report from wifr.com................  Illinois State Representative, Ron Stephens (R), has put forth an effort to improve the safety of two narrow bridges that span the Mississippi River at St. Louis.

Thursday, the Illinois House voted unanimously for the Illinois Department of Transportation to consider the installation of cross-over barriers along the McKinley and Martin Luther King bridges. 

Since 1998, 13 have perished in accidents on the MLK bridge, and 5 have died on the McKinley bridge........

In this photo released by the Coast Guard, six men are rescued off their capsized vessel by a 47-motor lifeboat crew from Station Cape Disappointment, Wash., and MH-60J rescue helicopter crew from Group/Air Station Astoria, Ore., two miles from the mouth of the Columbia River around 10 a.m. Friday, May 29, 2009. The vessel was located with the help of the Coast Guard's Rescue 21 communication system. (

Coast Guard reopens Mississippi and Illinois rivers to recreational vessel traffic
 

 

ST. LOUIS — The Coast Guard has re-opened the Mississippi and Illinois rivers to all recreational vessel traffic.

It is requested when transiting on the Illinois River between Beardstown, Ill., and Kingston, Ill., to proceed at the slowest safe speed to minimize wake damage.

"The summer is fast approaching us and I wish everyone to be safe on the waterways and always remember to wear your life jacket," said Capt. Steve Hudson, commanding officer of Coast Guard Sector Upper Mississippi River.

Free Fishing Days June 5-8 Features Special Events


Illinoisans can give fishing a try – No license needed during Free Fishing Days


SPRINGFIELD, IL – The 2009 observance of Illinois Free Fishing Days on June 5-8 will feature special events throughout the state promoting fishing and encouraging would-be anglers to give fishing a try. Parks and recreation districts, youth and civic organizations, fishing clubs, and other groups have scheduled fishing derbies, clinics, and other events during Free Fishing Days.


Free Fishing Days allows anyone to fish without the need for a fishing license, inland trout stamp, or salmon stamp during the four-day event each June.


"Fishing is a great opportunity for families to get together and enjoy the outdoors, and it is one of the most relaxing ways to spend time outside in Illinois,” said Illinois Department of Natural Resources (IDNR) Director Marc Miller. “Free Fishing Days provides everyone a chance to go fishing and experience the fun. We hope that when people give fishing a try, they’ll be hooked.”


A number of organizations throughout the state plan special events during the annual Free Fishing Days weekend and at other times during the spring and summer. While anyone can fish without a license during the four days of Free Fishing Days, anglers fishing in fishing derbies, fishing tournaments, and other special events held prior to or after Free Fishing Days are required to have a fishing license, unless they are otherwise exempted.

   Lock and Dam No.1 Leaking, Moved Up To 2nd On Safety Priority List...


In a news report from wcco.com............. The U.S. Army Corps of Engineers has made the statement that the Ford Dam, or Lock and Dam No.1, could be unsafe. Dam inspectors believe that water is seeping under the 90 year old structure.

Since the dam has the potential to fail, it has been placed in the second highest safety risk category. Corps engineers state that the Ford Dam is an old design, that is no longer in use.

The Corps states that soil studies are underway, in order to answer the seepage questions...

   Red Wing's Lock And Dam No.3 Gets Stimulus Funds,


According to a news story from republican-eagle.com................. The Feds have granted stimulus money to the tune of $70 million to make safety upgrades to Lock and Dam No. 3 in Red Wing, Minnesota. Safety improvements are needed, as Lock No 3 has been the site of over 100 barge accidents.

The most significant portion of the project is on the Minnesota side, where the concrete guide wall will be extended by several hundred feet. The Wisconsin part of the project will involve the raising and strengthening of the earthen embankments. The embankments are intended to act as stair steps, and keep water in the channel.

The project plan is under fire from the Wisconsin Department of Natural Resources, as it has no provisions for improved fish passage around the dam................

According to a news report from artdaily.com.............. The new exhibit at the Smithsonian's National Museum of American History, "On The Water: Stories From Maritime America" takes visitors on an exploration of America's rich maritime heritage.

Divided into seven sections, the exhibit explores maritime life from the 17th century, to present.

The scope of the exhibit reaches from the inland waterways, as well as the Atlantic and Pacific oceans, as well as the Gulf of Mexico................

ALL VESSELS ARE PROHIBITED FROM PUSHING INTO OR LAYING UP ON LEVEES BETWEEN MM 134 - 134.5 ILR AND ARE REQUESTED TO TRANSIT THESE ZONES WITH CAUTION AND AT THE SLOWEST SAFE SPEED TO MINIMIZE WAKE DAMAGE ESPECIALLY BETWEEN MM 79.0 - 138.0 ILR.

Missouri State Water Patrol K-9 Unit Takes 2nd Place in Narcotics Detection Competition



The Missouri State Water Patrol took second place overall during an April 23rd competition testing the skills of K-9 teams from four states. The 2009 Detector Dog Competition, held at the Von der haus Gill Police K-9 Academy in Wapakoneta, Ohio, brought together police K-9 units from Indiana, Missouri, Ohio, and Pennsylvania. The Missouri State Water Patrol K-9 "Laky", a 4-year-old German Shepherd, and his handler, Patrolman Ryan Zeller trained and competed in the three-day event. There were two days of training with numerous narcotic hides in vehicles, buildings, lockers, luggage and outside areas. The competition was held on the final day and tested the abilities of handlers and K-9's to pinpoint the exact location of hidden narcotics. According to Patrolman Zeller, "Laky did very well and came in 2nd place overall, losing by 1 point. Hopefully, we will be returning next year in an attempt to bring the title back to Missouri!" Patrolman Zeller and Laky are assigned to Table Rock Lake

The Missouri State Water Patrol's K-9 Division currently consists of six K-9/handler units posted throughout the state. The units are certified in narcotics detection, tracking, obedience, and officer protection. They are a tremendous asset in providing service to the state of Missouri.

IDNR Announces Third Consecutive Memorial Day Weekend Without a Reported Water Fatality

Enforcement efforts, increased public safety awareness both key factors in safe holiday weekend


SPRINGFIELD – For the third consecutive year, residents and visitors enjoyed a fatality-free Memorial Day Holiday weekend on public waters in Illinois. The Memorial Day holiday weekend is considered the unofficial start to summer, and the official start of the boating season throughout the country.

The last Memorial Day weekend fatality in Illinois happened in 2006 when two deaths occurred on Illinois public waters, one in Kendall County, the other in Sangamon County.

“Three straight years without a fatality over Memorial Day weekend is great news. I hope it becomes an annual message to share,” said IDNR Director Marc Miller. “I want to commend our Conservation Police for their daily efforts to keep people safe and thank the public for largely acting responsibly on the water this past weekend.”

Over the three-day holiday weekend, the Illinois Conservation Police issued 806 citations and more than 1,100 warnings to boaters. Other detailed enforcement statistics are below.

The 2008 Memorial Day weekend saw Conservation Police issue 566 citations for various violations including 12 instances of Operating Under the Influence (OUI) and 10 instances of Driving Under the Influence (DUI). CPOs also arrested 33 people for various offenses and issued 843 written warnings to the public.

“When people play it safe and practice safety on the water it makes our jobs a lot easier. I want to encourage the public to always wear a life jacket and never drink while operating a boat…and to stay sober when driving a vehicle,” said Illinois Conservation Police Chief Gutierrez.

According to a 2006 study by the National Association of State Boating Law Administrators, those states that have the longest history of boating education requirements also have the lowest average fatality rates of all the states.

Illinois has the fourth longest history of boating education requirements in the U.S. at 29 years. Four other states have had boating education requirements in place for more than 20 years – New York (47 years), Michigan (40 years), Minnesota (32 years) and North Dakota (22 years).

People between 12 and 18 years of age who operate a motorized watercraft by themselves are required by Illinois law to possess a boating safety certificate. State law also requires that anyone under the age of 13 must wear a life jacket while aboard any watercraft under 26 feet in length at all times the boat is underway, unless they are below deck in an enclosed cabin or operating on private property. And all persons, regardless of age, are required to wear a life jacket while operating a personal watercraft or jet ski.

Safety course schedules are available on the IDNR web site here. Illinois also offers an online boat safety education course through the IDNR web site. There is a $15 fee charged for the online course.

   The Walmart Bass Fishing League Will Visit Lake Shelbyville In June.............


According to a news report from flwoutdoors.com............. On June 6, 2009, the Walmart Bass Fishing league, Illini division, will cast off at Lake Shelyville, in Shelbyville, Illinois. This is the second of 5 events in the series.

As many as 200 boaters and 200 co-anglers are expected to show up for the tournament.

Up to $45,000 is up for grabs, with top honors in the boater division earning $6,000. The winning co-angler will get a $3,000 payday..................

According to a news report in STLtoday.com............... The Lt. Robert E. Lee floating restaurant might be docking in St. Charles, Mo.  This may hinge on the owner's ability to gain a historic structure designation for the riverboat, exempting the river boat from some building code requirements.

The riverboat was built in 1969 and falls short of the 50-year age requirement for a historic structure designation in St. Charles..... on the other hand the boat's hull dates to the 1930s when it was built as part of an Army Corps of Engineers snag boat.


The St. Charles' Landmarks Board and Planning and Zoning Commission is scheduled to meet on 8 June 2009 to consider the request.

I heard a story just now that nearly brought a tear to my eye, and would like to share it with every one.

We all know that there are a lot of goofy people, and a lot of stupid things going on in the world right now.

People need to look around, because there are some unknown that I would like to thank.


My wife Terries son Josh was able to get leave from the army to come back to St. Louis for the Memorial day weekend.

Josh, His Girlfriend, and my grandson Joe, went to TGI Fridays for dinner on Sat. night. On their budget, that was splurging, but they were all together.

A man walked up and simply said, THANK YOU FOR SERVING OUR COUNTRY.
Josh replied with , Thank You Sir, and they went on with their dinner. That was pretty much the end of it.

When it came to paying the bill, Their entire evening had been paid for by that man.
NOBODY KNOWS THE NAME OF THAT MAN

I was excited about finding that person, but after thinking about it, I am sure he was one of many that we never here about.

   Mississippi River Still Up, But Is Expected To Fall By The Weekend.............


According to a news article from kfvs12.com.............. Even though the Mighty Mississippi is still above flood stage at points south of St. Louis, Missouri, the good news is that the water levels are dropping.

The River is nearly 3 feet above flood stage at Ste. Genevieve, and Cape Girardeau, Missouri, and Chester, Illinois. However, other than some flooded farmland, no problems have been reported.

The Mississippi River is expected to fall below flood stage by the weekend. Luckily, the water levels have not approached the near record flood of '08....

As The Mississippi River Crests, Residents Warned Not To Dig Near Levees..............

According to a news report from nola.com...............  Since the Mississippi River is nearing it's crest, levee officials are reminding residents not to dig, or excavate near the levees.

Normally, a permit is required for any work within 1500 feet of a levee, after the water rises to 11 feet.  Once the water hit 15 feet, no work, private of public is permitted. 

Patrols are watching the levees, and anyone found digging, will be required to backfill the hole.................

We had to shut down RiverBill's Message Board for a while. 

 

It looks like we have had an external attack on an unseen portion of the message board.  The hackers were using RiverBill's to send out large amounts of e-mails that have been reported to the company we rent server space from as spam with possible malicious content. 

 

To prevent a lock being placed on our web space RiverBill's Message Board was voluntarily shut down Monday evening .......

ST. LOUIS — The Coast Guard has closed portions of the Mississippi and Illinois rivers to all recreational vessel traffic due to safety concerns associated with high water levels Tuesday, May 19, 2009.

The following sections are closed to all recreational vessel traffic:
 

-Chester, Ill., from mile marker 109.9 to 185.4 on the Mississippi River.

-Grafton, Ill., from mile marker 0.0 to mile marker 181 near Chillicothe, Ill., on the Illinois River.

Hi Bill,
I was hoping that you could help me out with something. Everyone is thinking that the Illinois river is closed in front of Grafton Harbor.

The Untied States Coast Guard has declared a waiver to open Illinois River Mile Marker 0 to Illinois Mile Marker 1 so that boaters may visit Grafton Harbor.

   National Insurance Crime Bureau (NCIB) Releases Report On Boat

   Thefts And Recoveries

According to a news article from news.presswire.com........... The NCIB released a report on the theft, and recovery of watercraft in the U.S., Puerto Rico, and the Virgin Islands.

Using data gathered from the National Crime Information Center (NCIC), for the time period from January 1, 2006 through March 31, 2009, the total number of watercraft thefts were 19,854. Over the time period, thefts decreased by 2.47%, and of those thefts, almost 46%, or 9,060 vessels were recovered.

The top states for vessel theft are: Florida, California, Texas, Michigan, and North Carolina. The states that were tops in theft recoveries were: Florida, California, Texas, Washington, and Michigan..............

Summary : 

The subjects were on a float trip and had one adult female and five children in a canoe. The canoe was pushed against a log jam due to strong current and tipped over. The single adult onboard was able to grab two of the children and swim to shore. Two of the other children were secured by adults on scene while the fifth child was pinned between the canoe and the log jam.

Portion of Lake Murphysboro State Park Reopening
Sections of park still off-limits as storm damage cleanup continues


MURPHYSBORO, IL – The Illinois Department of Natural Resources (IDNR) will reopen a portion of Lake Murphysboro State Park at noon on Thursday, May 21, while sections of the park remain closed due to severe damage that occurred during the May 8 storm that ripped through the region.

Lake Murphysboro State Park’s boat access area and concession facility will reopen, along with the Big Oak campground. Only Class A campsites will be open in the Big Oak campground.

All other areas of the park remain closed while cleanup of storm-damaged trees and debris continues. Some areas of the park remain impassible because of significant damage.

Lake Murphysboro State Park is located on Ill. Rt. 149 approximately two miles west of Murphysboro in Jackson County. For more information, contact the site office at 618/684-2867

   Drunken Boater Arrested After T-Shirt Fouls Propeller..............

 

According to a news story from mlive.com...............  A man from Connecticut was arrested for drunken boating on the Grand River, after authorities found him in the water, with his shirt caught in the propeller. 

 

The t-shirt apparently stopped the outboard motor, but fastened him to the motor. 

Once free of his t-shirt, the man refused medical treatment.

   Some Missouri Waters Swimming With Cash Rewards
 

In an effort to plae catfish management on a firm scientific footing, the Missouri Department of Conservation is willing to pay you for your story if you land one of a few very special tagged catfish in the state.     Anglers who return tags from the special blue and flathead catfish to MDC can receive up to $150 !

 

The Missouri Department of Conservation has tagged thousands of blue and flathead catfish in streams and lakes all over the state. Those tags use to carry a reward ranging from $25 to $50 when an angler reported his catch. The Department of Conservation  has "upped the ante."  An Angler can now receive as much as $150 per tagged catfish.

   Minneapolis' White Water Rapids May Be Due To Return.................

According to a news report from minnpost.com............... For thousands of years, the Mississippi River had it's own white water rapids. Until the Ford Dam was erected. And, with the impending Ford assembly plant closure, as well as the proposed closure of the Upper Harbor Terminal. the rapids may well return.

The restoration effort would require the removal of Lock and Dam No. 1, a rather daunting task.

Constructed in 1917, the Ford dam was the result of an inter-city rivalry between St. Paul, who was thriving on River commerce, and Minneapolis, that wanted to make their town a beacon for some of the riverboats..................

     Missouri River Boater's Nap Time Interrupted By A Tree..............

According to a news report from omaha.com.............. Sun, waves, and a long, lazy day on the water are believed to have caused a boatload of Nebraskans to run aground, and into a tree on Sunday. The incident occurred close to Salix, Iowa.

The authorities believe that fatigue was the reason that Russell Flesser, who was piloting a 20 foot vessel, fell asleep. and lost control of the boat.

Estimates have the boat moving at 35-40 mph when the collision happened. Fortunately, neither Flesser, nor his passengers were injured. Flesser received a citation for reckless operation of a vessel...........

LAKE TEXOMA, Texas - In this photo by the U.S. Coast Guard, a boat crew from Sector Houston-Galveston and a Coast Guard Auxiliary boat crew prepare to escort an overloaded small bass boat back to shore, May 24, 2009.

The small bass boat was overloaded by two people. Coast Guard boat crews transferred two adults and two children on to the auxiliary boat and safely transported the individuals to shore. The remainder of the passengers voluntarily returned to land after being informed a dangerous weather system was approaching.

ST. LOUIS — The Coast Guard has closed portions of the Mississippi and Illinois rivers to all recreational vessel traffic due to safety concerns associated with high water levels Tuesday, May 19, 2009.

The following sections are closed to all recreational vessel traffic:
 

-Chester, Ill., from mile marker 109.9 to 185.4 on the Mississippi River.

-Grafton, Ill., from mile marker 0.0 to mile marker 181 near Chillicothe, Ill., on the Illinois River.

I was hoping that you could help me out with something. Everyone is thinking that the Illinois river is closed in front of Grafton Harbor.

The Untied States Coast Guard has declared a waiver to open Illinois River Mile Marker 0 to Illinois Mile Marker 1 so that boaters may visit Grafton Harbor.

RiverBill's Message Board Has Been Shut Down.......

We had to shut down RiverBill's Message Board for a while. 

 

It looks like we have had an external attack on an unseen portion of the message board.  The hackers were using RiverBill's to send out large amounts of e-mails that have been reported to the company we rent server space from as spam with possible malicious content. 

 

To prevent a lock being placed on our web space RiverBill's Message Board was voluntarily shut down Monday evening .......

Ray Scott, the mastermind behind BASS, is now working to do for "carp fishing" what he has done for bass fishing..

 

In 1986 Ray sold Bass but kept working with it until the late 90's. He said that he wanted to be free to do other things....and one of the things he wants to do is exploit the US carp scene.

 

Carp have a bad reputation but the fish is a real fighter..  Why not call it a sport fish ?

Carp are plentiful in almost every river and lake in the United States.  And... the fishing can take place from the bank.

   Locks and Dam 15 Auxiliary Lock Reopens

 


(May 22, 2009) - The U.S Army Corps of Engineers, Rock Island District, kicked off summer today with a water safety awareness and reopening ceremony for the auxiliary lock at Locks and Dam 15 on Rock Island Arsenal at 10 a.m.

The lock, closed since August 2003 due to miter gate structural deficiencies, opens today, Friday, May 22, following the ribbon-cutting ceremony. The ceremony not only celebrates the reopening of the auxiliary lock, it also culminates National Safe Boating Week (May 18-22).

Reopening the auxiliary lock at Locks and Dam 15 has been much anticipated by recreational boaters and with Memorial Day weekend being the official start to the summer recreation season, the Corps' reopening of the lock is an opportunity to stress safe boating and other water safety issues. Responsible boaters are reminded to be alert and aware while on the water, enroll children in swimming lessons and always wear a life jacket. Bobber the water-safety dog is providing water safety information material and is available for photos....

In a news story from kcautv.com.............. The Iowa Department of Natural Resources has pin-pointed a diesel fuel leak in the Perry Creek, and subsequently, into the Missouri River, originated from a storm sewer.

Apparently, the Iowa Department of Natural Resources chalks it up to irresponsible dumping, and expects the diesel to dissipate, with no long term effects..........

We were anchored in Two Branch slough about mid afternoon last Saturday, when we heard a low flying aircraft nearby. Mary grabbed the camera and took a few shots of this Aviat Husky http://www.aviataircraft.com/ on floats, (pontoons for us water bound creatures), which made three "touch and go landings" in the slough. This flying "Eagle" is considered a bush (not Busch) plane, able to take off and land in very short distances on rough terrain (even water!).

    Memorial Day Weekend Marks End Of Safe Boating Week.......


According to a news report from stltoday.com........... While safe boating week ended on Friday, it was not a coincidence that Memorial Day weekend was beginning at the same time, states the Missouri State Water Patrol.

The concept was to get people to be thinking about safety on the water, before they head out. The water Patrol reminds boaters to check not only the boat's mechanical well-being, but the soundness of floatation devices, life jackets, and other required safety gear.

New boating laws include the .08 Boating While Intoxicated (BWI) limit, as well as an idle speed limit within 100 feet of a vessel with its emergency flashers on.............

The subjects were on a float trip and had one adult female and five children in a canoe. The canoe was pushed against a log jam due to strong current and tipped over. The single adult onboard was able to grab two of the children and swim to shore. Two of the other children were secured by adults on scene while the fifth child was pinned between the canoe and the log jam.

BOATERS WERE HEADING DOWN STREAM ON THE MAIN CHANNEL WHEN A LARGE WAVE HIT THE VESSEL'S PORT SIDE. THE PASSENGERS WERE EJECTED FROM THE VESSEL. TWO OF THE PASSENGERS WERE INJURED. MR. CHARLES HARDISON REFUSED TREATMENT, AND MS. VICKI SIVES WAS TRANSPORTED TO THE NEAREST HOSPITAL BY FRIENDS.

The 124 pound "World Record " blue cat caught on May 21st in the Mississippi River was indeed an Illinois "State Record" and a "World Record". The record breaking fish died while being transported to a store that planned to put it on display in an aquarium.

Gabie will be playing on the deck Saturday afternoon and Lenny with the steel drums on Sunday. It is a wonderful view of the river.

 

Next weekend May 30th, is the Grafton Pub Crawl. We still have tickets and have a great evening planned. Our band is Mid Life Crisis on Saturday night after the crawl and on Sunday we are featuring Pat Liston from Mama's Pride who always brings in a crowd. We also have a full bar and restaurant menu.

The River Picture on This Day in 2005.... The picture on this day in 2005 was of some of the  river crew  on the sundeck at Cedar Hill Resort.   The light breeze and sunny skies made it a fine place to have some lunch and watch the river flow.   I got to visit with some long time river friends while we were there and I also got to meet some new ones.

   Missouri State Water Patrol Out In Force For Memorial Day Weekend....

According to a news story from kplr11.com.......... With the unofficial start of summer, Memorial Day, upon us, the Water Patrol, and other law enforcement agencies will be celebrating with increased vigilance in controlling drunken boating.

Water patrol Officer Lou Amighetti states that half of boating accidents have alcohol as a contributing factor. Also, Missouri has dropped the alcohol limit to .08 for drunken boating charges.

Another concern for the weekend, is the high river levels, and subsequent debris floating along, and just under the surface of the water...............

According to a news report from timesfreepress.com.............  Chattanooga's newest entertainment venue cannot sell beer.  Yet. 

 

The Chattanooga Beer Board refused a temporary beer and alcohol license since the Delta Queen had yet to pass her final inspections.

The Queens owners are undaunted, and will be offering "sneak peek" tours of the historic vessel this Memorial Day weekend.........

I was hoping that you could help me out with something. Everyone is thinking that the Illinois river is closed in front of Grafton Harbor.

The Untied States Coast Guard has declared a waiver to open Illinois River Mile Marker 0 to Illinois Mile Marker 1 so that boaters may visit Grafton Harbor.

Lost his the battle with prostate cancer this morning.
Larry loved the river and everyone on it. As his sister I called him the river rat
He started with a little bass boat he named the fishermarina cramming his
now past parents, wife , and 5 kids and me. To cruise and fish the old Mississippi.
We looked like refugee's all cramed in there crossing the might banks.
As the kids grew older he graduated into bigger boats my favorite the Z-Boat a black and white Crownliner.
He found his nitch of land at then Surfside Marina/ now Eagles Landing and put down his trailer, built a dock and it became his second home and the people at the river became his second family.
He lived his life for the summers to start to hit the sun and fun of the river, hit the sandbars,pull out the coolers and settle in to entertain his friends.
Ironic that he should pass on the start of Memorial Day weekend. The start of summer.
He would spend most of his days and nights up there all summer. Him and his wife Debbie where alwaysready to party, to see old friends, and make new friends.
I as his sister was up there often and just in the past 2 years thankfully had the pleasure of sharing more of his life and getting to know and love the river like he did. For I finally had a boat.
I got to know his friends I am known as Larry's little sister to most.
I cannot imagine the sandbar are the river without Larry causing trouble by trying to make people laugh. To all his fellow river rats I want you to thank you for the prayers and thoughts through his battle. Him and Deb loved you all and all the good times. On Larry's Party Barge.
He is at peace and pain free now and he would want to say.

According to a news story from connecttristates.com.......... With the rising floodwaters of the Illinois river lapping at their doorsteps, Kampsville, Illinois residents are wondering if another flood of '93 is in store for them.

Their worries are not unfounded. During the flooding of 1993, residents of Kampsville were isolated from the outside world. A 25 mile drive to Jerseyville became a 3 hour odyssey..........

ST. LOUIS — The Coast Guard has closed portions of the Mississippi and Illinois rivers to all recreational vessel traffic due to safety concerns associated with high water levels Tuesday, May 19, 2009.

The following sections are closed to all recreational vessel traffic:
 

-Chester, Ill., from mile marker 109.9 to 185.4 on the Mississippi River.

-Grafton, Ill., from mile marker 0.0 to mile marker 181 near Chillicothe, Ill., on the Illinois River.

    Corps Levee Inspections To Commence Every Day, As Mississippi River Rises

According to a news report from nola.com..............  Officials from the U.S. Army Corps of Engineers state that while daily inspections of the New Orleans Levees are ongoing, the opening of the Bonnet Carre Spillway is not needed at this time. 

During 2008, a partial opening of the spillway was necessary. 

These increased countermeasures are to ensure the rapid response to any problem areas that come about due to the higher River levels..........

The U.S. Coast Guard will also work with state and local law enforcement agencies to ensure all recreational boaters operate in a safe manner and have the appropriate safety gear.

ALL TOWING VESSELS ARE PROHIBITED FROM PUSHING INTO OR LAYING UP ON LEVEES BETWEEN MM 134 - 134.5 ILR AND ARE REQUESTED TO TRANSIT THESE ZONES WITH CAUTION AND AT THE

SLOWEST SAFE SPEED TO MINIMIZE WAKE DAMAGE ESPECIALLY AT COPPERAS CREEK (MM 79.0 - 138.0 ILR). ALL RECREATIONAL VESSEL TRAFFIC IS PROHIBITED FROM TRANSITING IN THESE ZONES.

C. ZONE 2 (MM 10.0 - MM 49.9 ILR) IS IN THE WATCH PHASE FOR HIGH WATER CONDITIONS IN ACCORDANCE WITH THE ILR WAP ANNEX. ALL TOWING VESSELS ARE PROHIBITED FROM LAYING UP ON LEVEES. ALL VESSELS ARE TO TRANSIT THESE ZONES WITH CAUTION AND AT THE SLOWEST SAFE SPEED TO MINIMIZE WAKE DAMAGE.
D. ZONE 28 (MM 109.9-185.4 UMR) IS IN THE ACTION PHASE FOR EXTREME HIGH WATER CONDITIONS IN ACCORDANCE WITH THE UMR WAP. COTP SEC UMR HAS ESTABLISHED A SAFETY ZONE IN ST. LOUIS HARBOR FROM MM 179-184 UMR. SOUTHBOUND TOWS GREATER THAN 600 FEET IN LENGTH, EXCLUDING THE TOWBOAT, SHOULD LIMIT TRANSIT WITHIN THE SAFETY ZONE TO DAYLIGHT HOURS ONLY. ALL TOWING VESSELS SHOULD HAVE A MINIMUM OF 250 HORSEPOWER FOR EACH LOADED BARGE, AND SHOULD PROCEED AT THE SLOWEST SAFE OPERATING SPEED BASED UPON PREVAILING CONDITIONS IN ORDER TO MINIMIZE WAKE DAMAGE TO PERSONAL PROPERTY. NORTHBOUND TOWS MUST HAVE ENOUGH HORSE POWER TO MAINTAIN A MINIMUM SPEED OF 3 MPH ON APPROACH TO THE ST. LOUIS HARBOR BRIDGES. IT IS RECOMMENDED THAT ALL TOWING VESSELS HAVE A PILOT ONBOARD WITH RECENT HIGH WATER EXPERIENCE ON SIMILAR SIZED TOWS WHILE TRANSITING THE ST. LOUIS HARBOR BRIDGES. ALL TOWBOATS ARE RESTRICTED FROM CARRYING BARGES ON THE "HIP". MARINERS ARE REQUESTED TO FAVOR THE CENTER OF THE CHANNEL, AND USE CAUTION IN MEETING OR PASSING SITUATIONS. ALL TOW BOAT OPERATORS ARE REQUESTED TO REVIEW ANCHOR REQUIREMENTS AND PRE- IDENTIFY LAY-UP AREAS IN THE EVENT OF A RIVER CLOSURE. MARINERS ARE REQUESTED TO ENSURE THAT FLEETS ARE CLOSELY MONITORED AND MOORING LINES ARE ADEQUATELY SECURED DUE TO HIGH RIVER LEVELS AND DRIFT POTENTIAL. Lost his the battle with prostate cancer this morning.
Larry loved the river and everyone on it. As his sister I called him the river rat
He started with a little bass boat he named the fishermarina cramming his
now past parents, wife , and 5 kids and me. To cruise and fish the old Mississippi.
We looked like refugee's all cramed in there crossing the might banks.
As the kids grew older he graduated into bigger boats my favorite the Z-Boat a black and white Crownliner.
He found his nitch of land at then Surfside Marina/ now Eagles Landing and put down his trailer, built a dock and it became his second home and the people at the river became his second family.
He lived his life for the summers to start to hit the sun and fun of the river, hit the sandbars,pull out the coolers and settle in to entertain his friends.
Ironic that he should pass on the start of Memorial Day weekend. The start of summer.
He would spend most of his days and nights up there all summer. Him and his wife Debbie where alwaysready to party, to see old friends, and make new friends.
I as his sister was up there often and just in the past 2 years thankfully had the pleasure of sharing more of his life and getting to know and love the river like he did. For I finally had a boat.
I got to know his friends I am known as Larry's little sister to most.
I cannot imagine the sandbar are the river without Larry causing trouble by trying to make people laugh. To all his fellow river rats I want you to thank you for the prayers and thoughts through his battle. Him and Deb loved you all and all the good times. On Larry's Party Barge.
He is at peace and pain free now and he would want to say.

It's National Maritime Day.........

 

   National Maritime Day is a United States holiday created to acknowledge the maritime industry. It's on the same day, May 22,  that the  American steamship Savannah set sail from Savannah, Georgia on the "first ever" transoceanic voyage under steam power. 

  The holiday was created by the United States Congress on May 20, 1933

 

 The following reprinted from

  the US Department of Transportation Maritime Administration website:

 

  National Maritime Day is observed in a variety of ways.  Many U.S. seaports have open houses and special celebrations.  Propeller Club chapters all over the United States hold special luncheons.  At merchant marine memorials, such as the one in New York City, and the one in San Pedro, California, memorial observances are held.  In November 2005, the U.S. Conference of Catholic Bishops voted to make National Maritime Day a Day of Prayer and Remembrance for Seafarers and People of the Sea.  It is the day the nation, and particularly those in the U.S. maritime industry who are responsible for handling America's imports, exports, domestic shipments and its millions of annual cruise passengers, honor those who currently serve and have served as merchant mariners in service to their country. On a larger scale however, National Maritime Day is a day to pay special tribute to the benefits that the maritime industry provides this country and to all who live here.

Being Prepared is Key to a Safe Holiday Weekend



The Missouri State Water Patrol hopes everyone has a safe and enjoyable Memorial Day weekend. The first step to ensuring a safe holiday on the water is to be a responsible boater and to practice boating safety. A little common sense and extra preparation will help ensure a trouble free weekend on the water.

  • Make sure your boat is ready for a day on the water by inspecting the required safety equipment and its mechanical system.

  • Check that your lifejackets and fire extinguisher are in good working order.

  • Check the navigation lights if you plan to be out after dark and keep spare bulbs on the boat.

  • Review the Missouri Watercraft manual as a reminder of the laws on the water.

There were a number of laws that went into effect at the end of last summer. Anytime you encounter an emergency vessel displaying flashing lights you must be at idle speed within 100 feet of that vessel. Remember the legal blood alcohol content on the water has dropped to 0.08%. It is best to designate a driver that will not be drinking. Since alcohol has played a significant role in many drownings it is important for swimmers and boat passengers to also limit alcohol consumption on the water.

 
Be courteous and have extra patience this weekend. Any holiday weekend will have additional boating traffic. Keep an extra look out for other boats and allow for plenty of room. If your boat creates a larger wake please be courteous around docks and restricted channels of navigation. Be mindful of buoys and take the extra time to clear smaller coves before throttling up. Missouri law requires boats to be at idle speed within 100 feet of docks on lakes of the state.

Last year over the Memorial Day weekend Water Patrol officers investigated 13 boating accidents. There were four injuries as a result of those accidents. There were no boating fatalities but one drowning occurred over Memorial Day weekend 2008.

The Water Patrol will have all available officers working extra hours to ensure a safe holiday weekend. Have a great Memorial Day weekend and please take the time to remember the men and women of the U.S. military who died while serving our country.

Winfield Ferry / Golden Eagle Ferry Update
 

 

Thursday, May 21st.

 

The Winfield Ferry will close tonight at 9pm.The Golden Eagle Ferry will be open at 5am tomorrow with 2 ferry's operating.The water on the road should be gone by tomorrow morning. They had about 4 inches on Hwy B tonight and it was receding fast.

ST. LOUIS — The Coast Guard has closed portions of the Mississippi and Illinois rivers to all recreational vessel traffic due to safety concerns associated with high water levels Tuesday, May 19, 2009.

The following sections are closed to all recreational vessel traffic:
 

-Chester, Ill., from mile marker 109.9 to 185.4 on the Mississippi River.

-Grafton, Ill., from mile marker 0.0 to mile marker 181 near Chillicothe, Ill., on the Illinois River.

    Recreational Activity Verboten On Illinois River This Memorial Day Weekend


According to a news article from week.com......... Since the Illinois River levels are up, the Coast Guard has announced that the river is closed from Grafton, Illinois, to Chillicothe, Illinois.

Since the River is up, many boat ramps are under water as well. This poses a problem with rescue crews being able to respond if boaters are in need of assistance. As such, fines up to the maximum of $32,500 may be levied against safety zone violators.

While the Coast Guard estimates that the Illinois River may re-open by mid week, the Illinois Conservation Police remind that it is National Safe Boating Week...............

Next weekend May 30th, is the Grafton Pub Crawl. We still have tickets and have a great evening planned. Our band is Mid Life Crisis on Saturday night after the crawl and on Sunday we are featuring Pat Liston from Mama's Pride who always brings in a crowd. We also have a full bar and restaurant menu.

The St. Louis Power Squadron was chartered on 22 May 1955 mainly by three St. Louisans. P/C Wilson Dalzell, Otto McDaniel and Fridtjof S. Egilsrud.

That was Abraham Lincoln patented his invention "Buoying Vessels Over Shoals" on  May 22, 1849. 

  

   Did you know that Abraham Lincoln as a young man  spent  time on riverboats? In 1828 and then again in 1831, Lincoln and friends steered flatboats loaded with farm produce and other cargo down the Mississippi River to New Orleans.

   During his second trip, their boat got stuck on top of a small dam on the Sangamon River and started to take on water. They tried unsuccessfully to pull the boat over the dam, but it would mot move. Lincoln then had his crew shift the cargo to help balance the boat and drilled a hole in the front of the boat to let the water out.  He plugged the hole and pulled the boat over the dam.  This lead him to the invention and patent.

Building the Great River Road........

 

 

  The quarry at Norman's Landing was worked in 1940s as work on the Great River Road progressed. The rock from the quarry was dumped along the shore of the Mississippi River to form the roadbed of the new highway.

   Autopsy Results Inconclusive on Female Remains Found Along Des Plaines River


According to a news report from actionnewsjax.com................. An Illinois coroner states that autopsy results are inconclusive on the skelital remains discovered on the banks of the Des Plaines River Wednesday afternoon.

It has been speculated that the remains are of either Stacy Peterson, or Lisa Stebic.

Although tattered parts of blue jeans and a small amount of money were discovered with the remains, authorities state that expedited DNA results will take a few weeks..........

Haven II collision


MARTINEZ, Calif. – A Coast Guard rescue boat crew from Station Vallejo assists the pleasure craft Haven II, after the boat collided with a barge near the Benicia-Martinez Bridge, Saturday, May 16, which crosses the Carquinez Strait. The boat struck the towing bridle of the Tugboat Scorpius, lost propulsion, and then collided with the barge Pacific.

A rescue crew from Coast Guard Station Vallejo along with the Coast Guard Auxiliary vessel Gallup responded and helped dewater the Haven II.

ST. LOUIS — The Coast Guard has closed portions of the Mississippi and Illinois rivers to all recreational vessel traffic due to safety concerns associated with high water levels Tuesday, May 19, 2009.

The following sections are closed to all recreational vessel traffic:
 

-Chester, Ill., from mile marker 109.9 to 185.4 on the Mississippi River.

-Grafton, Ill., from mile marker 0.0 to mile marker 181 near Chillicothe, Ill., on the Illinois River.

RiverBill's received the following e-mail from the Calhoun Ferry Company Wednesday Afternoon

 

 

 

Wed. May 20th

 

We will remain open tomorrow morning, May 21st at the Winfield Ferry. If the river falls tonight we will move to Golden Eagle for the afternoon. The Golden Eagle Ferry will remain open to truck traffic only, the water is about 12 inches deep.

 

Hopefully this will change by tomorrow.

   Female Remains Discovered In Des Plaines River..............


In a news report from suburbanchicagonews.com.............. Female human remains were discovered along the Des Plaines River Wednesday afternoon by a barge crew while cleaning up logs and debris. The body was discovered about three-quarters of a mile west of the Interstate 55 bridge, near the Big Basin Marina in an area only accessible by boat.

Some may speculate that Stacy Peterson, or Lisa Stebic have been found, but all that is known at this time is that is the body of a small female. DNA will be needed to determine an identity...........

 

Channahon is located about 50 miles southeast of Chicago.

Missouri Black Bass Season Starts on May 23rd
 

The bass catch-and-keep season in southern Missouri streams applies to largemouth, smallmouth and spotted bass. Anglers may catch these species legally all year, anywhere in the state. They may keep legal-sized bass caught from impoundments all year long, statewide. However, from March 1 through the Friday before the fourth Saturday in May, you may only keep black bass caught in streams if you are:

· on the Mississippi River,

· north of the south bank of the Missouri River,

· in that portion of southeast Missouri south and east of Cape Girardeau following Highways 74 and 25, U.S. Highways 60, 67 and 160 and the west bank of the Little Black River to the Arkansas state line, or

· on the St. Francis River downstream from Wappapello Dam.

According to a news story from kotatv.com........... Two Kansas dams are assisting in reducing to effects of the spring pulses in Missouri.

The U.S. Army Corps of Engineers has stated that the reduction in water flow through the Tuttle Creek and Perry Dams will cause the Missouri River to be a foot lower at Kansas City
than it was on Wednesday... when the pulse shows up on Sunday.

The March pulse had been canceled due to heavy rains...........

    Sheriff's Boat Reported Stolen, Finds It Was Not Properly Tied-up ............


According to a news article from mercurynews.com.............. The Shasta County Sheriff's dispatcher put out an APB on a missing boat Tuesday. What was odd, was that it was the Sheriff's boat that was believed stolen.

As it turned out, the boat was located, still on Lake Shasta, a bit over a mile away from the dock where it had been tied up.

A spokesman stated that the boat did not appear to have been started, and nothing aboard was missing. It is believed that the 21 ft Jetcraft had not been tied up properly..............

   Large Crack in Steel Beam Discovered on Mississippi River Bridge


According to a news report from week.com............. Bridge inspector examining the I-80 bridge over the Mississippi River in Le Claire, Iowa found enough problems to warrant the shut down of several lanes. And two lanes may be closed until 2010.

Inspectors discovered a large crack in a steel beam, prompting a closer look at the structure. On May 12th, a crack was discovered in a second beam, causing all but one westbound lane to be closed.

Time estimates of repairs are late fall, and possibly into next fall for completion. Cost estimates are around 6 million dollars............

"While we would like to allow recreational boaters to enjoy the river over the weekend, the safety of the boating public is our primary concern," said Capt. Steve Hudson, commanding officer of Coast Guard Sector Upper Mississippi River. "Restrictions to recreational boating operations will be lifted as soon as conditions improve."

The U.S. Coast Guard has authorized local and state law enforcement agencies to enforce all of the above safety zones.

The Winfield Ferry will be open at 5 am tomorrow, Wed May 20th. The Golden Eagle Ferry will be open to trucks only and that is only if we have a dock sticking out of the water tomorrow. We can not trust the prediction for the Mississippi river but if it is right we will be at 29.3 feet tomorrow. We believe the Illinois river may be backing up the Mississippi and that may be the reason we did not crest early today. We called lock and Dam 25 this morning and they said it crested early today but since then we have raise at Golden Eagle. If we had known that we would get this much water we would have closed today, but could not do so once we told people we would stay open. We will give an update tomorrow as soon as we know something new.

IDNR Reminds Public about Importance of Safety Education during National Safe Boating Week
 

Conservation Police remind all boaters and anglers to wear life vests
 


SPRINGFIELD – The Illinois Department of Natural Resources (IDNR) is urging boaters and anglers to be safe while on the water this spring and summer. IDNR also reminds boaters about the benefits of signing up for a boating safety class offered through the department.

“Safety should always be your first priority when it comes to outdoor recreation,” said Illinois Department of Natural Resources Director Marc Miller. “We are approaching the busy boating season, and while there are many opportunities for enjoyment, fun can quickly turn to tragedy if you are not mindful of basic safety. I encourage everyone to take the time to take the free safety courses offered through our department.”

Statistics compiled by the IDNR Office of Law Enforcement show that 13 people died and 78 were injured in 120 separate boating-related accidents on Illinois waters in Federal Fiscal Year 2008 (October 2007 – September 2008).

“The Illinois Department of Natural Resources is concerned by the lack of boating safety education,” said IDNR Chief of Law Enforcement Rafael Gutierrez. “While the state of Illinois requires education courses for persons 12 to 17 years of age, statistics demonstrate that the majority of accidents actually involve older boaters who are not required to take any safety classes.”

Boating accident statistics show since 2000, 80% of injuries, 61% of fatalities, and 72% of watercraft involved in accidents were operated by persons between 20 and 59 years of age. Most of the operators in those accidents had over 100 hours of boating experience but little to no classroom safety instruction.

The leading type of accident involving injury in FFY 2008 was collision with another vessel. The leading type of accident resulting in death was falling overboard, or sinking/swamping of the vessel.

“Again and again, we see accidents, injuries, and sometimes deaths, that could be avoided,” said Gutierrez. “This federal fiscal year, we have already seen 14 boating related fatalities, and last season, we had 13 deaths. Many of these could have possibly been prevented if a personal flotation device (PFD) had been worn.”

Illinois Department of Natural Resources (IDNR) boating safety courses are offered free to the public. The courses review boating laws and provide instruction on safe and attentive operation of watercraft. Safety course schedules are available on the IDNR web site at www.dnr.state.il.us/SAFETY/boat.htm

     Despite Recent Floods, Corps Of Engineers Starts Spring Rise..............

According to a news article from fayettenewspapers.com............. In spite of protests from the Missouri Farm Bureau, the U.S. Army Corps of Engineers has decided to go ahead with the spring water release. The spring rise imitates the natural water level increase, that encourages the pallid sturgeon to spawn.

The Missouri Farm Bureau states that many farmers are still contending with the effects of high water, and further delays in the planting season could occur with a man made spring rise.

The release was initiated Monday at noon, at the Gavins Point Dam. Levels along the Missouri River are only expected to rise by less than a foot from Kansas City to St. Louis over the next 10 or 11 days...........

     Two Tows Collide Near Helena, Causes River Shutdown..........


According to a news report from waff.com.......... Two Tows collided around 3 am Tuesday, close to Helena, Arkansas. This resulted in the Mississippi River being shut down for 14 hours. .

26 barges broke free from the vessels Golden Eagle, and Mary Ann. It was believed that one of the barges had sank. Luckily, that was not the case.

The collision is currently under investigation............

    Granite City Man Recovering After Near Fatal Drowning.............


According to a news report from semissourian.com............ Granite City, Illinois resident, Joseph Holzum is recovering at Poplar Bluff Regional Medical Center after nearly drowning Friday afternoon.

While fishing with his wife, Mary, Holzum stood to retrieve a fish, passed out, and fell into the water. Although Mary was able to keep Joseph's head above water, she was not able to pull him back into the boat.

Luckily several good Samaritans were nearby to assist with the rescue of Joseph. Holzum's condition was reported as improving..............

According to a news story from kmov.com......... For the second time this year, the President Casino has suspended operations due to flooding. This closure is also the fifth in the past 13 months.

The President Casino is located aboard the Admiral riverboat, which is moored on the St. Louis riverfront.

The minor floodwaters are expected to crest close to 3 feet above flood stage on Wednesday afternoon..............

The River Picture on This Day in 2005 ..... was an aerial shot of the river taken  somewhere near Winfield Lock and Dam .   Steve Schulte could not pin point the exact location, but I think he took this picture looking down river,  near the area of the Cuivre Slough.   You can almost see the bluffs at  the confluence of the Illinois and Mississippi rivers in the far distance (right hand side of the picture).   I think that the channel of the Mississippi River is in the far distance and the Cuivre Slough is sort of in the center of the picture.  There looks to be a land locked slough in the right / bottom of the pic.  I am going to guess that the three large islands, from left to right,  are Peruque Island, Island No 508 and then Two Branch Island.   What do you think ?

  

 

Winfield / Golden Eagle Ferry Update
 

RiverBill's received the following e-mail from the Calhoun Ferry Company

 

Tuesday May19th.
We have moved one ferry to Winfield and it will open at 1pm today and remain open until 9 pm tonight, if we get the expected drop we will take it back to Golden Eagle tonight after we close.
The Golden Eagle will remain open, there is still the same amount of water on the road but the river crested at 7am today and it is forecasted to drop a foot by tomorrow (but that can change).
I will send out another e-mail this evening when we get new river stages..

Hannibal, Missouri
   Mississippi River Crests Lower Than Expected............


According to a news report from kmov.com.............. Hannibal avoided the proverbial bullet, as the Mississippi River crests lower than the 23 feet expected.

The Hannibal emergency management director stated that all 5 flood gates were installed, since the National Weather Service had predicted a crest of 23 feet.

The Mississippi only reached 21.3 feet, which is 5 feet above flood stage. As such, the flood gates will be removed.................

Lock 24 at Clarksville, Mo., restored to
unrestricted operation

 

 


St. Louis, Mo. – May 18, 2009 - Unrestricted operations have been restored at the U.S. Army Corps of Engineers Lock 24 in Clarksville, Mo. Last Friday, after a barge tow grounded whileapproaching the lock from the north, restrictions were placed on tow sizes until the shoaling that caused the grounding could be mapped and removed.
      Tows were limited to 70 feet wide, 400 feet long and a draft of 6.5 feet. Lifting that limit again enables tows of up to 15 barges, or some 105 feet wide and nearly 1,200 feet long, with drafts greater than 9 feet again to be accommodated.
       An emergency contract was executed with Wayne V. Smith, Inc., of Louisiana, Mo., to excavate the sediment that caused the grounding. The work has been completed and the backlog of barge tows has been eliminated with full service being restored. The U.S. Army Corps of Engineers survey vessel MV Pathfinder has marked the channel and remains on scene to survey the area to identify any possible added requirements for safe navigation.
       Corps of Engineers navigation experts explained that the pool above Lock 24 had been drawn down last week to accommodate anticipated high river flows. That lowered the river’s elevation at that point. Combined with shoaling from sediment deposits at the scene, water depths fell to about 7.5 feet in some places. The Corps of Engineers is mandated to maintain depths of 9 or more feet with a minimum channel width of 300 feet. Rising water and dredging have combined to restore needed depths.
       Corps of Engineers Navigation Chief Andy Schimpf credited great teamwork with rapidly restoring safe navigation at the scene.
       “A commercial tow identified the problem and the U.S. Coast Guard quickly posted necessary restrictions while we mapped the problem,” he said. “A local contractor answered the call on an emergency basis over the weekend. By Monday, nature, dredging and industry cooperation had the problem under control.”
       Lock and Dam 24 is on the right descending bank at Clarksville, Mo. It is the northernmost lock and dam in the St. Louis District area of responsibility. Its main chamber is 600 feet long and passed more than 23 million tons of cargoes on nearly 2,400 vessels in 2008. The facility went into operation March 12, 1940.

     Inland Waterway Groups Oppose Lock User Fees...........
.

In a news article from joc.com.............. As the Obama administration seeks ways to fund waterway maintenance and construction, their proposals have met resistance.

The Waterways Council, as well as the American Waterway Operators is rallying to oppose the Obama administration's proposal to end fuel excise taxes, and implement a lock user fee. The opposition stems from the fact that an operator that never locks through, will never pay for improvements.

The current fuel excise tax ends up in the Inland Waters Trust Fund. This fund pays for half of the costs incurred in keeping the waterways navigable.

The Waterways Council states that the industry is working in conjunction with the U.S. Army Corps of Engineers to determine future waterway needs, the costs associated with, and how to fund said projects.............

   Coast Guard Commander Relieved Of Duty Amid Allegations Of Misconduct


According to a news report from the navytimes.com............. Captain Mark Hamilton was removed from command of the Coast Guard Sector Anchorage, Alaska May 11, due to alleged misconduct.

The post's duties in Anchorage include compliance verification of fishing and tour vessels, inspection of vessels traveling to and from the lower 48 states, and even inspecting tankers and barges associated with the oil industry.

The misconduct details were not available, however, investigators did come up with enough evidence of wrongdoing, that Hamilton needed to be relieved............

National Safe Boating Week Seeks to Foster Life Jacket Use among Boaters



Governor Jay Nixon has issued a proclamation designating the week of May 16 – 22 as Safe Boating Week in Missouri. This will coincide with the National Safe Boating Campaign. The Missouri State Water Patrol will be playing an active role in this campaign the week before Memorial Day Weekend. The goal of the campaign is to encourage boaters to pay extra attention to boating safety, and to always wear their life jackets.

National statistics show 79% of those killed in boating accidents were not wearing a life jacket. Last year in Missouri that number was closer to 90% of boating fatality victims not wearing a life jacket. Missouri law requires boaters to have a life jacket on board and accessible for each occupant of the boat. Children under the age of seven are required to wear a life jacket whenever they are on a boat unless they are in the cabin area of a house boat or cruiser. All jet ski and personal watercraft users are required to wear life jackets anytime they are underway. The simple act of choosing to wear a life jacket has made a huge difference for many accident survivors.

The Water Patrol participates in life jacket promotion and giveaway programs throughout the state. The Water Patrol has teamed up with the Army Corp of Engineers, Camden County Health Department, Skaggs Regional Medical Center, and the Lake of the Ozarks Water Safety Council to give away more than 500 life jackets over the summer. The Water Patrol along with the United States Coast Guard Auxiliary will be taking part in the "Bass Pro Shop Fit to Float" life jacket trade in promotion this weekend. There will be officers from the Water Patrol or the Coast Guard Auxiliary at each Bass Pro Shop location in Missouri to educate the public on the proper fit and use of life jackets on Saturday and Sunday, May 16 & 17. There will also be a discount offered on new life jackets with the trade in of an older life jacket.

The life jacket industry has made great advancements in styles and comfort for recreational boaters. There are self inflating models available for adults that can be worn as light suspenders or even as small fanny pack pouch styles that can be worn around the waist. It is key for boaters to be familiar with their life jackets and ensure they fit properly. The most common error for youth life jackets is allowing children to wear ones that are too big. If a child's life jacket is too big or not tightened properly it may not support their head above the water line. Many children's life jackets are available with popular characters to encourage kids to wearing them. Of course, the best way to encourage kids to wear a life jacket is for adults to lead by example and wear life jackets themselves. Lost the fiberglass flotation tub off a 4000# lift in Dardenne slough. It’s white and did have some chairs and other small items inside it. It was tied down but the river always wins!

The body of a white male in his 20s was found in the Mississippi River on Sunday by boaters near Portage des Sioux.

 

The man was wearing black jeans and tennis shoes.  He had facial hair.

Authorities are trying to identify the man.

At approximately 1 pm on 5/16/09 MSWP was contacted by St Charles County Dispatch about a subject who was seen jumping off of the Daniel Boone Bridge into the Missouri River. MSWP officers responded to assist the MO State Highway Patrol with the search for the subject. At 5:35 pm MSWP officer called off our search for the subject and will continue the search on Sunday 5/17/09.

St. Louis Builder ...I.E. Millstone Reported Missing......

 

According to a news report in the Belleville New Democrat.......Internationally known philanthropist and builder, I.E. Millstone, 102 years of age, has been reported  missing. Family members say that authorities are exploring the possibility that he was the elderly man seen jumping from the Boone Bridge into the Missouri River. A vehicle that belonged to Millstone's caretaker was found close by.


Millstone graduated from Washington University in 1927 with an engineering degree. He was already a successful businessman at the time he graduated with his own construction company.

Millstone's construction company, now Millstone Bangert of St. Charles, has built many St. Louis landmarks including the old Busch Stadium and the original double-decker Highway 40 through downtown St. Louis.

   US Army Corps of Engineers To Go Ahead With Spring Pulse

The US Army Corps of Engineers plans to go ahead with the spring pulse on the Missouri River.  Extra water will be released, starting Monday, from the Gavins Point Dam which is located near the Nebraska-South Dakota border.


A spring pulse is meant to
help the endangered pallid sturgeon by replicating what once was a natural event caused by melting snow.

CORPUS CHRISTI, Texas - In this photo by the U.S. Coast Guard a member from the Navy's Marine Mammal Program rewards a dolphin following a demonstration in the Port of Corpus Christi, Friday, May 15, 2009.

The Navy's Marine Mammal Program was utilized during the Corpus Christi Inner Harbor Safe Harbor Experiment for object detection, location and marking recovery. The experiment was a joint effort between Coast Guard Sector Corpus Christi, the Naval and Anti-Submarine Warfare Command and the Port of Corpus Christi Authority.

The experiment began on Monday, May 11, 2009, and concluded Friday, May 15, 2009, with a reception and media day.
