Cruising Rules

Court Order Removing CDC Virus Riles On Cruise Ships Blocked........

The pandemic restrictions on Florida-based cruise ships will temporarily remain in effect after a federal appeals court temporarily blocked a previous ruling that had sided with a Florida lawsuit challenging the regulations.

A three judge panel of the 11th U.S. Circuit Court of Appeals issued the stay at 11:50 pm Saturday, mere minutes before a Tampa judge's previous ruling on the U.S. Centers for Disease Control and prevention restrictions was to take effect.

The temporary stay prevents the CDC regulations regarding Florida-based cruise ships in place while the CDC appeals the June decision that had eased restrictions some claim were overly burdensome........

Lake Of The Ozarks

Ameren Changing Breakwater Rules On LOTO........

The Lake is becoming busier, and more boaters are installing breakwaters in order to mitigate dock damage caused by large boat wakes.  As a result, the utility company that permits structures on the lake, Ameren, is updating their breakwater rules as well.

The new breakwater rules on the lake went into effect on July 15th, and will require some significant changes for lakefront businesses and residential communities.

The biggest rule changes are that new and renewing breakwater permits must be accompanied by an inspection and certification by a professional engineer, permit terms will be restricted to 10 years, and breakwaters must be located within 30 feet of the end of the applicant's dock........

"Luke"

Hello friends, my name is Luke. I have been chosen for my fur-ever home by Skylar. As most of you know Sky is a Type 1 diabetic, she is the 13y/o grand-daughter of Sara the owner. Skys family has picked me to be trained as a Diabetic Alert Dog! Since the Riverdock has been short staffed Sky has been picking up alot of shifts to help her family out, with this I will be training alot at the Riverdock. My humans want everyone to know they are following all Health department policies. Im trying my best to be a good boy while Sky is working. I love kids and all kinds of attention, but please ask before petting me, and please do not feed me table food. I've been working hard on basic commands and will soon start scent training. Im very excited to assist Sky in all her needs as I grow up with her!

The Alton Splash Pad At Riverfront Park Is Officially Open........

On Friday, the highly anticipated Alton Splash Pad at Riverfront Park opened with a ribbon cutting ceremony.  The splash pad was then put through it's paces by a young group of volunteers.

The $1.2 million splash pad officially opened at 10 am Saturday morning. In addition to being a cool place to play on a hot summer day, it also teaches kids about Alton's historic and ecological connection to the Mississippi River.

The Alton Splash Pad at Riverfront Park is open seven days per week, from 10 am to 5 pm.  People may also request the splash pad for private events after hours through the Alton Parks and Recreation Department........

Mississippi River Town Welcomes Return Of Passenger Riverboats........

On the morning of July 11, at 3:15 am, the Mississippi River port of Kimmswick, Missouri welcomed the American Duchess riverboat.  It was the first stop of an overnight riverboat carrying passengers in 125 years, not counting day trips from St. Louis aboard the Huck Finn and Becky Thatcher.

Members of the Kimmswick Historical Society were dressed in period correct clothing as they met the boat and guided passengers to attractions around town.

Back in May, the American Duchess made a dry run at the Port of Kimmswick, which was putting the finishing touches on the port's construction.  Officials with the American Queen Steamboat Company saw enough to bring their boat back with paying customers........

No Bids Submitted For Riverfront Sites........

Officials in Washington, Missouri are headed back to the proverbial drawing board after receiving zero proposals for developing the former Freight Depot and Waterworks Building by the Friday deadline.

Sal Maniaci, the Washington Community and Economic Development Director says that they were surprised by the lack of proposals, since both properties had several developers inquiring about them.

City officials see the lack of proposals as a temporary setback and they are confident that they will have someone to occupy them.  Potential uses for the buildings include breweries, restaurants, bicycle rental or other park and pedestrian friendly activity........

The exploration party followed the Mississippi River south to about the present day location of Arkansas City, Arkansas. On July 17 they turned back after deciding that the Mississippi River would not take them to the take them to the Pacific Ocean, but instead to the Gulf of Mexico.

On the return trip they went up the Illinois River where Louis Jolliet put forth the possibility of a canal connecting Des Plaines to the Chicago River.

Alton Hosts Ribbon Cutting Ceremony at Splash pad........

On Friday, officials from the City of Alton and the Illinois American Water employees held a ribbon-cutting ceremony at Alton's first splash pad.  The project had been delayed by manufacturing delays and the pandemic.

Alton was one of only two cities in the nation to receive a $250,000 Building Better Communities grant back in 2019 from American Water Charitable Foundation.  The city utilized tax increment financing funding for the construction of concession and restroom facilities.

The splash pad is located in Riverfront Park adjacent to the amphitheater near the Alton Marina.  It is open daily from 10 am to 5 pm from Memorial Day through Labor Day........

News Release From BoatUS

July 16, 2021 – The U.S. Coast Guard recently released the 2020 Recreational Boating Statistics, and reports of accidents, fatalities and injuries were significantly up over the prior year. While still under review, the Coast Guard believes that the primary driving factor for the significant increase in deaths was the significant increase in boating activity. The nonprofit BoatUS Foundation for Boating Safety and Clean Water looks at some select data points in the report and offers some lessons for the future, long after America has put the pandemic in the rearview mirror.

1.  A change in the top five reasons for accidents: In 2020, the top five reported contributing factors in accidents were 1. operator inattention, 2. operator inexperience, 3. improper lookout, 4. excessive speed and 5. machinery failure. “Machinery failure,” at number five on the list, is new for 2020. While it is only a single data point, it likely indicates that a well-maintained boat is also a safer vessel. “One could reasonably assume that first-time boat owners are understandably inexperienced in boat maintenance, and some boat owners likely had difficulty getting service during the pandemic,” said BoatUS Foundation President Chris Edmonston. He also noted that, “With the limited manufacturer supply of new boats available, some older, less seaworthy boats were probably on the water that otherwise would not have been.”

2. Operator inattention and improper lookout never change: Some may attribute the No. 1 and No. 3 reasons for accidents in 2020 solely to first-time boat owners, perhaps giving more experienced boaters a “pass.” However, to do so would be a mistake. These two factors have remained consistent across many years of Coast Guard reporting indicating perhaps, for experienced boaters, there is always room to improve boating safety.

3. Carrying more passengers aboard: In 2020, the Coast Guard Report noted 5,265 accidents, 767 deaths and 3,191 injuries. That represents a one-year increase of 26%, 25% and 25% respectively. While not directly acknowledged in the report, Edmonston notes that when boats did head out in 2020, they did so not only with more frequency but also with more passengers aboard. “In 2020, boating provided the respite that many families needed, and no one was left at home alone on Saturday. With more aboard, however, there is likely an increase in the potential for injuries in any single accident.”

4. The access and congestion issues: Another effect of the pandemic was the temporary loss of waterway access, as some states and localities were driven by public health concerns to reduce park or launch ramp staff. “Limiting access increased congestion and user conflict in the vicinity of those remaining open,” said Edmonston. “What we have learned is that like many other pandemic-affected outdoor activities, we need to find ways to keep access open. Perhaps technology, such as automated access, could help in the future.”

Boat Handling

Water Rules:  When Boats Meet, Who Gives Way?

Operating a boat has it's own set of rules, and when running on a busy waterway, ignorance of those rules is not a luxury that boaters can afford.  When boating in Missouri waters, there are state statutes as well as U.S. Coast Guard rules and regulations to abide by.

A common point of confusion among boaters is when two vessels meet, and their courses intersect, which boat maintains course (or stand on) and which should change their course (or give way)?

At the risk of oversimplification, the rule of thumb is that if your boat and another are heading towards each other, each should turn to the right or to starboard........

Some Highlights of This Week's

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED July 07, 2021

Mississippi River System

MISSISSIPPI RIVER

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
Within the St. Louis Harbor (Mile 184.0 – Mile 179.0), south-bound tows greater than 600 feet in length, excluding the towboat, should limit transit to daylight hours only. Towing vessels should have a minimum of 250 h.p., for each loaded barge. A loaded barge is considered to be a barge with up to 2,000 tons of cargo. If a towing vessel has barges in tow, loaded to more than 2,000 tons, it should have a minimum of 250 h.p., for every 2,000 tons of cargo.

MILE 185.5 - L/D CLOSURES.
Continuing until August 20, 2021, L/D 27 in the vicinity of Mile 185.5, will be closed for repairs on the following schedule. One L/D chamber will be available to pass traffic at all times.
July 6, 2021 until July 28, 2021, Auxiliary lock closed and
August 2, 2021 until August 20, 2021, Main lock closed.
All navigation interests should be alert for, and abide by, any special instructions that may be issued by the lockmaster

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 65 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077

ILLINOIS RIVER

FIREWORKS DISPLAYS
Fireworks displays will be held in the vicinity of Mile 1.0, along the shoreline, on July 8, 15, 22, 29, 2021, August 5, 12, 19, 26, 2021 and September 2, 9, 2021, from 9:30 p.m. until 10:00 p.m., each day. Mariners are urged to exercise caution in the area, during event periods

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY

The following zones are in the high water watch phase in accordance with the Illinois Waterway Action Plan Annex:
Havana Zone (Mile 128.9 – Mile 102.0),
Beardstown Zone (Mile 101.9 – Mile 80.3),
Meredosia Zone (Mile 80.2 – Mile 50.0) and
Hardin Zone (Mile 44.9 – Mile 10.0).
Mariners should exercise caution and minimize their wake in all high water zones. The laying up on saturated levees is prohibited. Mariners should be experienced in high water conditions and avoid down-streaming operations. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. Exercise caution in all meeting situations, as swift currents may be present. Navigational buoys may have been dragged off station,so remain alert while transiting. Recreational traffic is discouraged.

MILE 80.2 - L/D MAINTENANCE/CLOSURE/DIVE OPERATIONS

Mariners may be requested to hold up before transiting over the dam, to enable divers to safely exit the water and the maintenance fleet to reposition. The purpose of this closure, is to replace wickets which require the dam to be down. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made. Mariners may contact the USACE Rock Island at (309) 676-4601, ext. 4104, for additional information.

River History....

July 16, 1993 in River History

Flood of 1993

On Tuesday, July 16, 1993, the West Quincy Levee broke, allowing flood waters to inundate the Fabius Drainage District.  Several barges were pulled through the hole in the levee, one sank, and another collided with a gas station, causing an oil slick and a fire.  The levee breach was a shock, as the Mississippi River had crested in the region three days prior, and was on the way down.  Jimmy Scott had been arrested, and later convicted of moving sandbags, and causing the levee breach.  He is serving a life sentence..

Minnesota River Near Burnsville, Minnesota

Officials Are Reporting Discovering More Giant Goldfish In Local Waterways........

Minnesota officials are reporting that they are finding giant goldfish in state waterways prompting them to plead with citizens to stop illegally dumping their unwanted goldfish into lakes, ponds and waters.

The goldfish are an invasive species that can grow to the size of a football. They compete with the native species for food and contribute to an increase in algae growth in lakes.

Officials in the Minneapolis/St. Paul suburb of Burnsville discovered 10 giant goldfish in Keller Lake earlier in the month while conducting a water quality survey.........

Drought Prompts Missouri River Conservation Action........

The U.S. Army Corps of Engineers' Missouri River water management team recently announced that the continuing drought in the Upper Midwest region of the United States has prompted water conservation measures.

The extremely dry conditions has resulted in reduced flows for the second half of the navigation flow support season, based upon the July 1 Missouri Mainstem Reservoir System storage, in accordance with the Master Manual's guidelines.

Despite recent heavy rainfall in the Lower Missouri River Basin, the very dry conditions continue to affect the Upper Missouri River Basin above Sioux City, Iowa, resulting in June's runoff only being about 52 percent of average........

Weather permitting, the Illinois Department of Transportation will be shutting down the McKinley Bridge to allow crews to complete deck sealing maintenance on the span.

Officials Extend Marina Proposal Deadline........

The Quincy Park Board has announced that they will be giving parties interested in taking over the Art Keller Marina an additional two months to prepare their proposals for operating the marina located on Quinsippi Island.

The proposals were due last week, but park district officials received a request to extend the deadline to September 28th in order to allow them and other interested parties more time to develop their operation plans.

The Quincy Park Board approved the extension on Wednesday night.  No proposals had been submitted by last week's deadline.  Even with the proposal extension, officials are looking for the potential lessee to take over the marina by April 2022........

Continuing until further notice, dive operations are being conducted at the LaGrange L/D in the vicinity of Mile 80.2. The L/D is closed to navigation. Mariners MUST contact the LaGrange L/D and the M/V CREVE COEUR via VHF-FM Channel 13, 14 or 82, a minimum of 1 mile away from the L/D.

July 15, 1815 in River History
War of 812

PORTAGE DE SIOUX BLOCKHOUSE AND FORT LOOKOUT (MO)
On April 8, 1813, General Daniel Bissell of Fort Bellefontaine and territorial governor Benjamin Howard chose Portage de Sioux, Missouri to build a military post. Captain Desha with a subaltern and fifty-one men were instructed to build a blockhouse at Portage de Sioux. To protect the builders, a large fortified gunboat was left in the river near the blockhouse. To further watch and protect St. Louis, it was decided to place a battery of artillery on a island in the middle of the river just south of the village of Portage de Sioux. This battery was called Fort Lookout.
On July 15, 1815, a treaty was signed with the Indians near the blockhouse thus more or less ending the Indian attacks on the settlements.

Mississippi River At Alton, Illinois

The Real Story Of Alton's Bull Shark.......

The stories involving the sighting or capture of sharks in the Upper Mississippi River have taken on an almost mythical quality, however, there may be a more logical explanation of the event, at least as far as the Alton Bull Shark captured in 1937.

Reportedly, a man named "Mudge" Collins caught the well known Alton Bull Shark, but a drinking and fishing buddy of his named Clarence Cousins told the story a bit differently than the well known version.

Cousins says that Collins did not catch a shark, but rather purchased it from the St. Louis fish market, and took it to his favorite watering holes, garnering  praise and free drinks........

The Great Flood Of 1993

The Mississippi River Broke The 1973 Record On July 15, 1993........

1993 was a wild year for flooding in the St. Louis region, as the Mississippi River rose above flood stage in downtown during April.  The river receded, and then rebounded in June.

By July 15th, the Mississippi River at St. Louis passed the previous record set in 1973.  The Mississippi River ended up rising another six feet and remained over flood stage until October 8th........

Lake Of The Ozarks

After 13 Years, LOTO Finally Out Of Sewage Spill Trouble........

About thirteen years ago, the City of Lake Ozark was in trouble with federal agencies after a major sewage spill left the city's public works administrator on federal probation and the city was hit with a consent judgment requiring it to straighten itself out.

Thirteen years later, Lake Ozark has complied with the requirements laid out in the consent judgment.  During this time, the city has been ineligible for federal and state grant funds costing the city upwards of a million dollars per year.

The completion of the Twin Oaks lift station has satisfied the consent judgment requirements.  On June 24, Lake Ozark officials were advised that a Satisfaction of Judgment had been filed with the Missouri Department of Natural Resources, announcing the closure for their enforcement case........

Mississippi River At Alton, Illinois

The American Duchess Stopped In Alton Monday........

On Monday, the riverboat American Duchess stopped off in Alton, Illinois before continuing on it's northerly route to Red Wing, Minnesota.  Blake Harris, a boater out of the Alton Marina says that he loves seeing the riverboats, and has been looking forward to Alton becoming a cruise destination.

Chad Scott, a member of the American Duchess' support staff says that it is a land and water effort to keep the cruise painless for the passengers.  Scott travels in a moving van containing a variety of items from bottled water to suitcases.

Scott began his shift driving the support vehicle in Louisville, Kentucky and will continue along all the way to Red Wing.  He says that the support drivers rotate out several times between New Orleans and Red Wing........

Mississippi River Wildlife

Two Rare Bull Shark Sightings Confirmed........

Researchers have verified that there have been at least two bull shark sightings in the Mississippi River over the past 100 years.  In both cases, bull sharks have managed to swim upstream to the St. Louis region, some 1,160 river miles from the Gulf of Mexico, where they're normally found.

In 1937, two anglers from Alton caught a five foot bull shark.  This is the farthest upstream a shark has been known to have traveled along the Mississippi River.  Multiple investigators have studied this case and concluded it was verifiable.

The other sighting, which was less known, occurred in 1995, when a bull shark was discovered caught in a grate at the Rush Island Power Station located near Festus, Missouri........

News Release From BoatUS

SPRINGFIELD, Va., July 12, 2021 – When New England boaters want to learn more, do more, and get more from the boating lifestyle, they can now can tune into the “The Drift,” a new weekly half-hour broadcast that premiered June 20 on the New England Sports Network (NESN). Boat Owners Association of The United States (BoatUS) is the presenting sponsor of the new boating television show that runs 13 episodes over its inaugural season.

The show reaches over 5 million NESN and NESN+ viewers from Connecticut to Maine as well as 2 million nationwide channel subscribers on direct broadcast satellite DISH and Direct TV networks. “The Drift” comes from Sociable!, an Emmy Award-winning production company and the creators of “Boat Build,” a podcast that first aired in 2018 to celebrate small New England boatbuilders, and “Caught in Providence,” a half-hour show airing on local affiliate stations across the country that chronicles Judge Frank Caprio’s municipal court. Sierra Goodwill, a former sports reporter who has covered the New England Patriots and Boston Celtics, Bruins and Red Sox, hosts “The Drift.” Show creator and producer John Methia said, “’The Drift’ is more than boating. The show embraces the entire boating lifestyle.”

“The Drift” offers practical and safe boating tips from the editors of BoatUS Magazine including well-known angler and boater Lenny Rudow, as well as range of BoatUS experts such as Capt. Clint Allen of TowBoatUS New Bedford. Segments include “Movers and Shakers,” “From the Galley,” “Boat Build,” “Wet Tech,” and a destinations segment, “Drift N’ To.”

“The show helps build confidence behind the helm; keep viewers in touch with latest technology, news, events, boating cuisine and destinations; and also digs into how boats – and all of the things that go into boats – are made, said BoatUS Director of Partnerships Elio Betty. “It’s a show for all the boaters in your family. We are very excited to be able reach 92% of homes in New England as well as many other markets nationally with this great boating lifestyle programming, and also connecting through social media.”

Mississippi River Journeys

"Mississippi Mermaid" Is Now The Fastest Solo Female Paddler Along The Mississippi River........

On Sunday, July 11, 2021, Traci Lynn Martin, Kansas City nurse and avid paddler, became the fastest solo paddler on the Mississippi River, completing the goal she set for herself in August 2020.

Martin began her journey at the Mississippi River headwaters in Lake Itasca on May 17, 2021, and made the trip to Mississippi River Mile Marker 0 at the Head of Passes in 55 days, 8 hours and 17 minutes.

Martin says that her journey was challenging to say the least.  in addition to dealing with barges, bug bites and ships on the river, she suffers from two autoimmune diseases.  By completing the trip, she wanted to inspire others to keep going.

The "Mississippi Mermaid" says that the best part of her journey was the opportunity to meet the amazing people along the Mississippi River, and build friendships that hopes last a lifetime........
