Thursday Night Fireworks Not Happening This Year........

It appears that last year's experiment of having fireworks displays on Thursday evenings at Alton and Grafton is over.  The Grafton City Council did not deal with an agenda item calling for a special event permit for the Light Up the Road Fireworks during Tuesday evening's meeting.  It appears that the reason is financial.

According to Grafton Mayor Mike Morrow, the fireworks seemed to work well with the Music in the Park concert series. He adds that the concert series will not be affected by the discontinuation of the fireworks,   The Music in the Park season will begin on Thursday, May 26.  The night markets in Alton will also carry on, beginning on June 2nd........

News Release From BoatUS

KENT ISLAND, Md., May 19, 2022 – The Chesapeake Bay may be a boating mecca, but getting into recreational boating isn’t as easy as you would think. However, a new partnership between Chesapeake Boating Academy (CBA) and the national nonprofit BoatUS Foundation for Boating Safety and Clean Water makes it easy and affordable with a series of three-hour courses for beginner, women and experienced boat operators that start Tuesday, May 24, and run both weeknights and weekends through November. Courses are three hours long and priced at $199.

All instruction is offered aboard single engine, 21-foot powerboats that depart out of Wells Cove Marina in the Kent Narrows. Class size is limited to four students per vessel, ensuring each student gets sufficient time at the helm under the watchful eye of a U.S. Coast Guard-licensed captain certified to teach the National Safe Boating Council modular curriculum.

Courses include Introduction to Powerboating, Precision Docking & Boat Handling, Open-Water Boat Handling and Open-Water Advanced Maneuvering. Women Making Waves, and all-women course, can be applied to any of the four modules of instruction. The minimum age to participate is 16 years old. Early registration is encouraged and there is a 3-person minimum for courses.

Woman-owned and operated, Chesapeake Boating Academy was established to empower boaters and promote safer, confident boating skills. “We create an inclusive learning environment where, regardless of experience, everyone can feel comfortable getting behind the wheel and improving their boat handling skills,” said CBA owner, Capt. Sarah Lawrence. “Real-life practice and having fun is the best way to retain on-water knowledge and gain new skill sets,” she added.

The CBA partnership is one of 14 locations across the U.S. with BoatUS Foundation on-water training programs. Sign-up can be found at BoatUS.org/On-Water.

Mississippi River Near Alton, Illinois

MDC Witnesses Lake Sturgeon Spawning In The Wild........

Missouri Department of Conservation fisheries biologist Sarah Peper was recently called out to the Mississippi River near Alton, Illinois after being alerted to an extremely rare event:  lake sturgeon spawning along the river bank.

When she arrived on scene, five endangered lake sturgeon were congregated in the Mississippi River shallows near the Melvin Price Locks and Dam thrashing their tails against the river current and releasing eggs.

Peper and her colleagues have been studying lake sturgeon for several years, however, this was the first time they had seen the prehistoric species reproducing in the wild........

Southwestern Illinois Celebrates Levee Re-Accreditation.........

Late last month, officials were at America's Central Port in Granite City, Illinois to celebrate the Federal Emergency Management Agency's re-accreditation of the St. Louis Metro East levee and flood protection system to a 100 year flood level.

Gary Hoelscher, president of the Leadership Council Southwestern Illinois says that this means that all five levee systems from Alton to Columbia have been officially reaccredited by FEMA.

Hoelscher adds that the levee project was completed at less than half the original cost estimates and some 22 years ahead of the projected schedules, if only federal funding was utilized........

Mississippi River Water Quality

Biologists Studying Natural Nutrient Removal Processes........

Biology professor Cliff Ochs and his research team from the University of Mississippi are trying to understand how the Mississippi River's floodplain lakes, wetlands and backwaters may help remove Gulf of Mexico "dead zone" causing nutrients from the river.

Using funding from the U.S. Army Corps of Engineers, Ochs and his team are studying the roles that floodplains play in the removal of nutrients and the production of algae.  They will also be creating a computer model that will assist in determining the controlling factors for these processes.

The Gulf of Mexico hypoxic zone is created when an excess of nutrients, primarily nitrogen and phosphorous are carried down the Mississippi River into the Gulf.  This is mainly due to the runoff of fertilizer from the landscape........

Missouri State Highway Patrol

News Release.......

May 16, 2022
EMPHASIS: Patrol: Make Safety A Top Priority For Memorial Day Weekend!

Memorial Day weekend is a highly anticipated opportunity for people to enjoy Missouri’s state parks, lakes, sporting events, and attractions. This means more travelers on Missouri’s roadways and an increase in boating traffic on the state’s lakes and rivers. Drivers and boat operators are reminded to follow all Missouri’s laws and be courteous. Safety should always be part of your weekend plans. Always wear a seat belt when traveling in a vehicle and wear a life jacket when near, on, or in the water.

This year's Memorial Day holiday counting period begins at 6 p.m., Friday, May 27, and ends at 11:59 p.m., Monday, May 30, 2022. The Patrol will be participating in Operation C.A.R.E. (Crash Awareness Reduction Effort) during Memorial Day weekend. Troopers will focus their attention on hazardous moving violations, speed violations, and impaired drivers. Every available trooper will be on the road enforcing traffic laws and assisting motorists.

Over the 2021 Memorial Day holiday weekend, 10 people died and 442 were injured in 1,017 traffic crashes. The Memorial Day weekend is also an unofficial start to the boating season. During the 2021 Memorial Day weekend, there were 12 boating crashes which included one fatality and three injuries. One person drowned over last year’s Memorial Day weekend. Last year, troopers made 57 driving while intoxicated and eight boating while intoxicated arrests.
Always be courteous and pay attention, whether you're operating a vehicle or a vessel, and choose to be a sober driver on land and on the water. A safe, fun weekend starts with planning and good decisions.

Motorists or boaters in need of assistance or who want to report a crime should use the Highway Patrol's Emergency Assistance number 1-800-525-5555 or *55 on a cellular phone. For road condition reports, travelers can visit the Patrol's website at www.statepatrol.dps.mo.gov. Click on the Road Condition icon to view road construction areas as well as road conditions throughout the state or call 1-888-275-6636.

Motorists are encouraged to do their part to make Missouri’s roadways safer. Speed, inattention, and impaired driving are leading causes of traffic crashes. Please obey all traffic laws and make sure everyone in the vehicle is properly restrained in a seat belt or child restraint.

Missouri provides a variety of opportunities for boating. Please be courteous to others on the water, wear a life jacket, and obey the law regarding safe operation of a vessel and no wake zones. Causing harm to another person or their property with an excessive boat wake may subject you to enforcement action or civil liability. Always treat other boaters and property owners as you want to be treated. Never operate a boat while you are impaired; never ride with an impaired operator. Remember: Life jackets save lives. Wear It!!

Mississippi River Near Cape Girardeau, Missouri

Large Tows Affected By Sunken Barge At Upper Mississippi River Mile 49........

On May 8th, a barge sank in the Upper Mississippi River at Mile Marker 49 near Cape Girardeau, Missouri.  The sunken barge has been prohibited the passage of larger tows through the region.

Just after 11:30 am on May 8th, the U.S. Coast Guard was alerted that a barge in the Excell Marine fleeting area had begun taking on water for unknown reasons, causing it to break away

According to Coast Guard spokesman Petty Officer 2nd Class Jonathan Lally, traffic was not able to transit the area at that time.  It was estimated that the barge, which was carrying powdered cement would take two days to salvage once recovery operations began.

The river was reopened to tows of 12 or fewer barges the next day.  Lally added that the area was not heavily trafficked section of the river, so it hasn't caused any major issues........

Colorado River Near Las Vegas, Nevada

Low Water Levels Reveal Bodies Dumped In Lake Mead........

River History....

16 May of 1979 in River History

The news along the St. Louis Riverfront was grim on May 16, 1979, as that was the day a Coast Guard inspector's hammer went right through the thin, corroded hull of the S.S. Admiral.  The owners announced that cruises would stop.

Tom Dunn with Streckfus Steamers Inc. said that the Admiral would be sent to New Orleans for repairs, which was the nearest location with a big enough dry dock large enough to handle the Admiral.

Dunn said that they would definitely get the Admiral fixed, since they would have the entire winter to make repairs.  After assessing the damage in New Orleans, Streckfus announced that the necessary repairs were unaffordable.  The Admiral would never cruise the Mississippi River again.......

Hey River Bill,

Just a heads-up. A group of us from the Mississippi River Water Trail Association were working at Pool 24 this week and the buffalo gnats were awful. Mosquitos, too. They showed up on Tuesday. It seems like the gnats won’t bite through fabric.

You might want to pack your BG repellant of choice for this weekend. DEET did not work at all for me. Anyone try picardin? I am going to try that and I’ll pack some vanilla for insurance. Not saying how I know, but you might want to spray your tush, too.

Joan Twillman.

Upper Missouri River Basin Remains Dry........

The dry conditions throughout April has resulted in abnormally low runoff in the Upper Missouri River Basin.  April's runoff was 1.5 million acre-feet, which is only about 51 percent of average.

The updated 2022 Upper Missouri River Basin runoff forecast is 17.8 million acre-feet, which is 69 percent of average.  If this is occurs, 2022 will rank as the 23rd lowest colander year runoff volume.

John Remus, chief of the U.S. Army Corps of Engineers' Missouri River Basin Water Management Division says that despite recent rainfall and snow storms, 84 percent of the Upper Missouri River Basin will continue to experience abnormally dry conditions........

Corps' St. Louis District Celebrates 150th Anniversary........

The U.S. Army Corps of Engineers St. Louis District is celebrating it's 150th anniversary this year.  The district's history is quite rich and packed with significant moments not only for St. Louis, but for the nation as well.

The Corps' St. Louis District has often been at the forefront as the Corps of Engineers' mission and responsibilities were expanded by Congress.  The St. Louis District was officially established in 1872, but it's roots lead back to 1837, when Lt. Robert E. Lee was assigned by Congress to St. Louis to study navigation related harbor problems.

The St. Louis District first saw it's responsibilities expanded in the early 20th century, when Congress recognized the intertwined relationship between navigation and flood control along the nations' inland waterways.  The Flood Control Act of 1936 officially added flood control to the Corps' mission statement........

River History....

May 14, 1969 in River History

A Christening Banquet and Ball was held for the Santa Maria Replica Ship that was moored on the St. Louis Riverfront.
A ceremonial bottle of champagne was dropped into the Mississippi River from the deck of the ship because no one could reach the sharply sloped bow.
The banquet was held at the Mayan Room of the Bel Air East Hotel (now the Hampton Inn at the Arch). Mayor Alfonso J. Cervantes and his wife, Carmen, led everyone in dancing to "Spanish Eyes." All in attendance were named as honorary admirals of the ship.

American Boating Congress

Day Two ........

Day two of the 2022 American Boating Congress was busy, with three members of Congress making remarks, the presentation of the Eddie Smith Manufacturer of the Year Award, an update on the economy and a briefing by the National Marine Manufacturers Association that outlines this year's legislative priorities.

U.S. Representative Debbie Dingell, D-Mich stated that boating is boating is important to both physical and mental health, however, it is not possible without the continued investments in infrastructure and conservation.  Dingell went on to say that the authorization of the Sport Fish Restoration and Boating Trust Fund is crucial to conservation efforts as well as boating infrastructure.

Frank Hugelmeyer, president of the NMMA gave a state-of-the-industry speech, where he discussed where the recreational boating industry stands in the wake of COVID-19.  He pointed out that the recreational marine industry is responsible for 4.3 million American jobs, which is 3 percent of all U.S. employment.  Hugelmeyer added that during 2020, outdoor recreation accounted for 1.8 percent of the U.S. Gross Domestic Product........

RiverFest Organizer Wants Move To Quincy Permanent........

Over the past several years, Charles Craft has grown his RiverFest event and this year, the show is relocating to Quincy's Lincoln Park.  The three day event will run for three nights, August 4 - 6, 2022.

Craft says that they really didn't want to leave Fort Madison, however, construction in the area has prompted a move.  Craft says that they wanted to remain along the river, and looked at locations from Davenport down to Troy, Missouri.

He says that Quincy seemed to be a good fit for the event, as the city of 40,000 people didn't have a music festival.  Craft adds that while they intend to return to Fort Madison, the first weekend in August he is looking to host RiverFest at Quincy for many years to come.........

However, the boat hadn’t yet reached the shore and the ladies were crowded off the gangplank into the Mississippi. Five women and a baby died but the gallant men were all OK.
