MISSISSIPPI RIVER

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE.
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Zone 24 (Mile 301.1 – Mile 273.4),
Zone 28 (Mile 185.4 – Mile 160.1) and
Zone 29 (Mile 160.0 – Mile 109.9).
Towing vessels are advised to favor the center of the channel and proceed at their slowest safe speed to minimize their wake, based on prevailing conditions, to minimize wake damage to personal property. Towboat operators should be experienced in high water operations, exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Down-streaming operations are not recommended. Drift and debris may pose navigation obstructions. Buoys may have been dragged off station, so remain cautious while transiting.

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY
The following zones are in the high water watch phase in accordance with the Illinois Waterway Action Plan Annex:
  Beardstown (Mile 101.9 – Mile 80.3) and
  Grafton (Mile 9.9 – Mile 0.0).
Mariners should exercise caution and minimize wake in all high water zones. The laying-up on saturated levees is prohibited. Mariners should be experienced in high water conditions and avoid downstreaming operations. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent barge breakaways. Exercise caution in all passing/meeting situations as swift current may be present. Navigation buoys may have been dragged off station, so remain alert while transiting. Recreational traffic is discouraged.

Bi-State Development Discussing Riverfront Safety........

 

Following recent incidents along the St. Louis Riverfront, Bi-State Development is discussing plans for keeping residents and visitors safe  

 

The City of St. Louis has installed gates on Leonor K. Sullivan, and Bi-State development is looking to improve on that increased security.  Bi-State is adding security officers along the riverfront, and the Great Rivers Greenway trail, which runs from Chouteau to the Old Chain of Rocks Bridge, is considering contracting with Bi-State Development for security officers as well........

Mississippi River at New Orleans

Steamboat Natchez Caught Fire While Undergoing Renovations........

 

The iconic New Orleans, Louisiana-based Steamboat Natchez caught fire on the night of May 3rd while moored along the Inner Harbor Navigation Channel.  The New Orleans Fire Department was called out to the Natchez just after 8 pm.

 

The fire was reportedly in the vicinity of the vessel's engine room   According to local news reports, construction crews had been working in the vessel's engine room earlier in the day.

 

Adrienne Thomas of the New Orleans Steamboat Company says that investigators are trying to determine the cause of the fire.  She adds that luckily, the Fire Department and Coast Guard arrived so quickly that the fire was contained to the bottom deck in the electrical room........

March 20, 2018 – ANNAPOLIS, Md., May 9, 2022 – National Safe Boating Week arrives May 21–27 with an annual reminder for boaters to champion recreational boating safety all summer long. The BoatUS Foundation for Boating Safety and Clean Water suggests that boat owners need to know about three recent U.S. Coast Guard regulations that have changed, what’s needed to be carried aboard, and how a vessel is to be operated at higher speeds.

1. Fire extinguishers: As of April 20, the USCG enacted a regulation allowing them enforce fire extinguishers having a 12-year expiration date from the date of manufacture. Additionally, while the new regulation does not change the type, quantity, or requirement for Coast Guard-approved fire extinguishers aboard, it does specify the minimum Underwriter Laboratory (UL) classification of extinguishers to be carried aboard certain vessels — depending on the boat’s model year.

Vessels on the water today that are less than 26 feet and model year 2017 or older may continue to carry older, dated or undated “B-I” or “B-II” disposable extinguishers. However, when they are no longer serviceable or have reached 12 years of age since manufacture, they must be replaced with newer class “5-B” or greater extinguishers. Boats less than 26 feet and 2018 model year or newer must carry unexpired “5-B,” “10-B” or “20-B” fire extinguishers. Having older “B-I” and “B-II” types do not meet the new carriage requirements.

2. Engine cutoff switch: As of April 1 last year, boat operators have been required to use either a helm or outboard lanyard or wireless engine cutoff switch (ECOS) on certain vessels less than 26 feet when traveling on plane or above displacement speed. These vessels include (1) boats that have a functioning engine cutoff device installed at the helm or on an outboard engine or have wireless ECOS, or (2) boats manufactured beginning January 2020.

Exceptions to the ECOS requirement include if the main helm of the vessel is in an enclosed cabin or the vessel is not operating on plane or at displacement speed. Low-speed activities such as fishing or docking do not require use of an ECOS. The vessel operator is also exempt if the boat’s motor produces less than 115 lbs. of static thrust – or about the size of a 2-hp engine.

3. Electronic visual distress signals (eVDSD): Solving the disposal problem of expired pyrotechnic flares, newer electronic visual distress signal devices (eVDSD) use either a white or combination of orange-red/cyan LED lights with infrared (for rescuers with night vision) and are now U.S. Coast Guard-approved. However, for daytime distress situations you’ll still need to carry aboard an orange distress flag to avoid carrying pyrotechnic devices. eVDSD prices start at about $100 for the white light version.

Also keep in mind every visual distress signal requires regular inspection and maintenance. Batteries are an eVDSD’s potential Achilles heel, so replace them every season. Old eVDSD batteries can be cycled into a flashlight at home – where your life potentially is not at stake.

Volvo Penta Shows Off Hybrid-Electric Boat........

 

Volvo Penta recently announced a collaboration with Marell Boats and ecotourism company Hurtigruten Svalbard for the construction of a boat that combines a parallel hybrid-electric system utilizing Volvo Penta diesels.

 

Last week, the partners launched a 48 foot aluminum expedition vessel named Kvitbjorn, which is powered by twin 320 HP D4 diesels that can be disengaged, allowing the use of high-capacity batteries and electric motors to spin the Aquamarine sterndrives.

 

Kvitbjorn was designed with ecotourism expeditions to the Arctic in mind.  The vessel boasts a top speed of 30 knots and a cruise speed of 24 knots, with a range of 500 nautical miles........

Towing vessels are advised to favor the center of the channel and proceed at their slowest safe speed to minimize their wake, based on prevailing conditions, to minimize wake damage to personal property. Towboat operators should be experienced in high water operations, exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Down-streaming operations are not recommended. Drift and debris may pose navigation obstructions. Buoys may have been dragged off station, so remain cautious while transiting.

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY
The following zones are in the high water watch phase in accordance with the Illinois Waterway Action Plan Annex:
  Beardstown (Mile 101.9 – Mile 80.3) and
  Grafton (Mile 9.9 – Mile 0.0).
Mariners should exercise caution and minimize wake in all high water zones. The laying-up on saturated levees is prohibited. Mariners should be experienced in high water conditions and avoid downstreaming operations. Mariners should remain vigilant to an increase in debris and maneuver appropriately. The $40 million Chain of Rocks Canal was dedicated. A flower-bedecked barge carrying Veiled Prophet Queen Sally Baker Shepley led a parade of 150 vessels. The canal bypassed the treacherous “Chain of Rocks” stretching across the river below the bridge that also bears that name.

Boating Legislation

Senate Panel Passed Water Resources Legislation........

 

The U.S. Senate Environment and Public Works Committee recently approved a water resources bill which includes the U.S. Army Corps of Engineers requirements that are favorable to the boating industry.

 

The Water Resources Development Act earmarks funding for the Corps of Engineers and outdoor recreation reforms that the National Marine Manufacturers Association had lobbied.

 

According to Callie Hoyt, director of federal relations for the NMMA, the legislation is one of the strongest water infrastructure reauthorization bills for the recreational boating community.  It directs at least 8- percent of recreation fees collected at sites towards the operation and maintenance of those sites........

Inland Marine Expo Sessions Will Focus On Future Fuels........

 

Moving cargoes along the inland waterways is already the greenest mode of transportation compared to shipping via road, rail or air.  Despite this, operators are looking for ways to reduce their carbon footprint more and still remain profitable.

 

During this year's Inland Marine Expo, which will be held May 23 - 25, 2022 in St. Louis, Missouri, two sessions will be devoted to power options beyond diesel. 

 

The first session will be focused on electric and hybrid technology and applications, and the second session will be looking at alternative fuels, such as liquid natural gas, compressed hydrogen, methanol-hydrogen, ammonia and biodiesel........

The Tennessee River

Woman Caught Rare Albino Catfish........

 

Farrah Reidt was recently fishing with her husband along the Tennessee River in her family fishing tournament when she reeled in an unexpected surprise:  An albino catfish.

 

Reidt and her husband Matt were working to retake the lead in the tournament when Farrah made the catch.  She didn't know what she had on her line, and as the fish surfaced, She and Matt were in shock.

 

The Reidts reached out to the Tennessee Wildlife Resource Agency about the 33 inch, 12.5 pound catfish.  They took photos of the fish and released it. TWRA biologist Mike Jolley was impressed with the catch, noting that the albino catfish was a rare catch indeed........

Mississippi River At Winona, Minnesota

Forensic Genealogy May Identify "Baby Angel" Found In The River........

 

More than a decade after a days-old infant girl was discovered in the Mississippi River, forensic genealogy may be the tool investigators need to determine the identity of "Baby Angel".

 

Baby Angel was recovered from the river by boaters in September 5, 2011 while they were cleaning up trash.  The baby was swaddled under a green t-shirt inside two plastic bags containing four porcelain angels and a seeing eye bracelet, which is a symbol of protection.

 

Winona County Sheriff's Office Chief Deputy Jeff Mueller says that forensic genealogy is at the heart of the investigation.  They are working with Parabon, a private organization that helps law enforcement agencies pair DNA databases with genealogy.........

Potential For Flooding In The St. Louis Region........

 

Following several days of rainfall, officials have issued a variety of flood warnings within the St. Louis region along the Mississippi River that will remain in effect throughout the weekend.

 

A flood warning had been issued for St. Louis County, St. Louis City and other counties along the Mississippi River.  The flood warning will remain in effect through 1 am Monday morning.  The river was expected to crest around 30 feet Saturday afternoon, and may have fallen below 30 feet by Saturday evening.

 

When the Mississippi River rises to 30 feet, the Floodwall at Laclede's Landing is closed and the U.S. Coast Guard may bar all recreational vessel traffic from the Chain of Rocks Canal south entry to just beyond the mouth of the Meramec River........

Upper Missouri River Basin

Drought Conditions Continue Throughout the Missouri River Basin........

 

The U.S. Army Corps of Engineers has announced that April's dry conditions resulted in considerably below-average runoff in the Upper Missouri River Basin.  April's runoff was 1.5 million acre-feet, which is 51 percent of normal.

 

The revised 2022 Upper Missouri River Basin Runoff Forecast is 69 percent of average.  If this forecast is accurate, 2022 will rank as the 23rd lowest calendar year for runoff volume.

 

John Remus, chief of the Corps' Missouri RIver Basin Water Management Division says that despite recent rainfall and snow events, 84 percent t of the Upper Basin continues to experience abnormally dry conditions........

Tennessee River Near Gilbertsville, Kentucky

Corps Updating Kentucky Lock Project Timeline, Costs........

 

Over the next few weeks, the U.S. Army Corps of Engineers is expected to release a new estimate for the projected completion and revised cost estimate for the Kentucky Lock Addition Project.

 

During last month's presentation to the Inland Waterways Users Board, Stephanie Hall, deputy district engineer for the Corps' Nashville Engineer District, discussed a cost increase and expected schedule extensions. 

 

The Corps is currently putting together an updated cost and schedule risk analysis that will help quantify those amounts.  The analysis is usually completed every two years and is expected to be completed later this month........

Mariners should exercise caution and minimize wake in all high water zones. The laying-up on saturated levees is prohibited. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent barge breakaways. Exercise caution in all passing/meeting situations as swift current may be present. Navigation buoys may have been dragged off station, so remain alert while transiting. Recreational traffic is discouraged.

Corps Closed Access To Maple Island........

 

On Friday, the U.S. Army Corps of Engineers reported that they have temporarily closed Maple Island as well as the Low Water Access Area on Choteau Island to all vehicles, pedestrians and anglers due to high water.

 

The Corps further stated that these areas will reopen after the water levels fall at a date that has yet to be determined.  Additional information will be made available when the areas are open for recreation........

Mississippi River Near Aitkin, Minnesota

Rainfall, Snowmelt Feeds Minor Mississippi River Flooding........

 

The recent rainfall combined with spring snowmelt has caused the spring river levels to rise as flood warnings remain in effect for the Mississippi River near Aitkin, Minnesota.

 

The National Weather Service in Duluth, Minnesota has reported minor flooding in Aitkin, where the river is predicted to crest at 14 feet.  Minor flooding means some driveways are covered with water and the Aitkin City Park boat ramp is flooded.

 

On Thursday, the National Weather Service announced that the recent rains combined with snowmelt will continue to push river levels higher over the Rainy River and it's tributaries in far northern Minnesota.  Minor flooding will continue along the Mississippi River between Aitkin and Brainerd, Minnesota........

Ohio River Near Louisville, Kentucky

Belle of Louisville Wins Great Steamboat Race........

 

On Wednesday, May 4, 2022, the Belle of Louisville retained the coveted silver antlers after winning the Great Steamboat Race for the second consecutive year.

 

The Great Steamboat Race is one of the oldest traditions of the Kentucky Derby Festival in Louisville, Kentucky.  The 14 mile, approximately 10 mile-per-hour race along the Ohio River has been held since 1963.

 

This year, American Queen Voyages' American Countess was a new competitor in addition to the Belle of Louisville's recurrent rival, BB Riverboats'  Belle of Cincinnati........

Mississippi River At Cape Girardeau, Missouri

High River Levels Prompt Closure Of The Themis St. Floodgate........

 

Thanks to the recent rainfall, the Mississippi River is on the way up in Cape Girardeau, Missouri.  On Friday, May 6, the city announced that they had opened both pump stations and closed the Themis Street floodgate.

 

As of Friday, the Mississippi River at Cape Girardeau had risen to 31.5 feet, which is about six feet higher than this time last week.  Forecasters are predicting that the river will crest around 38 feet next week, about a foot above moderate flood stage.  It is expected to fall below flood stage next Saturday........

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE.
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Zone 24 (Mile 301.1 – Mile 273.4),
Zone 28 (Mile 185.4 – Mile 160.1) and
Zone 29 (Mile 160.0 – Mile 109.9).
Towing vessels are advised to favor the center of the channel and proceed at their slowest safe speed to minimize their wake, based on prevailing conditions, to minimize wake damage to personal property. Towboat operators should be experienced in high water operations, exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Down-streaming operations are not recommended. Drift and debris may pose navigation obstructions. Buoys may have been dragged off station, so remain cautious while transiting.

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY

The Montana Riverboat was completed in Pittsburg, PA and turned her wheel for the first time. On June 22, 1884 she hit the Old Wabash Railroad Bridge on the Missouri River at St. Charles, Mo and sank.
At low water her hull can still be spotted a bit upriver from the current 370 bridge.

MoDOT:  Highway 67 Lane Project Should Be Complete By Year's End........

 

The Missouri Department of Transportation says that the project to raise the southbound lanes of U.S. 67 in West Alton just beyond the Clark Bridge to the same level is on-track to be completed later this year.

 

MoDOT is building a new lane adjacent to the existing upper lanes, rather than raise the southbound lanes.  MoDOT North Area Engineer Aaron Hugenberg says that with the two lanes next to each other, they will be separated by a barrier wall.

 

Officials had also been discussing installing traffic signals in at Riverlands Way near the gas station, however, the idea was nixed due to safety concerns.  MoDOT engineers instead opted to construct "J-Turns"........

Mississippi River Near Granite City, Illinois

I-270 Bridge Project May Begin This Fall........

 

Officials report that the Interstate 270 Chain of Rocks Bridge replacement project may get underway before the end of the year.  The Illinois Department of Transportation says that the project will take several years to completer.

 

Tiffany Brase, studies and plans engineer for IDOT District 8 says that the contracts for the $360 million project are expected to be let this summer, meaning that work could begin as early as the fall.

 

When the project has been completed, there will be two separate bridges for east and west bound traffic, with two lanes expandable to three and ten foot shoulders........

SPRINGFIELD, Va., May 5, 2022 – Boat Owners Association of The United States (BoatUS) is advising boaters with vessels that have a U.S. Coast Guard Certificate of Documentation to be wary of any letter arriving by U.S. mail offering renewal.

BoatUS advises that while the Coast Guard does send official annual renewal notices by U.S. mail, other notices being received by BoatUS members are not from the Coast Guard but rather third-party companies whose name or return addresses may appear similar to that of the official U.S. Coast Guard National Vessel Documentation Center (NVDC).

BoatUS members have complained that these letters direct them to websites that may be mistaken for the actual Coast Guard NVDC located in Falling Waters, West Virginia, and appear to show a significant increase in the annual fee to renew Coast Guard documentation.

A 2017 Coast Guard issued a bulletin says in part:

“The NVDC is aware that there are commercial entities that offer to manage the certification/renewal process on behalf of vessel owners for a fee. The Coast Guard does not endorse any of these companies, and the companies do not operate on behalf of the Coast Guard in any way. Any fees charged or agreements offered by such companies are in no way associated with the NVDC certification process. In addition, these companies are not authorized to issue any form of documentation, including travel letters and/or permits that authorize operation of ANY vessel. Customer complaints can be made through the Federal Trade Commission's (FTC) website at https://www.ftc.gov/.”

While third-party companies may legitimately provide services to assist with vessel documentation renewals, the Coast Guard’s own renewal process is simple for most vessels and the price ranges from $26 for one year up to $130 for a 5-year expiration, which is often much lower than what third-party services may charge.

To renew, go to the Coast Guard National Documentation Center website at https://www.uscg.mil/nvdc and click on “instructions and forms,” then “Certificate of Documentation Application for Renewal.”

To be documented, a vessel must measure at least five net tons and, with the exception of certain oil-spill response vessels, owned by a U.S. citizen. Boats about 27 feet in length or longer generally meet the weight requirement.

Why do boat owners choose to federally document vessels with the U.S. Coast Guard versus the more common practice of state registration? The boat was purchased with a bank loan and the lender required it, or the boat has plans to travel beyond U.S. waters. A Certificate of Documentation is internationally recognized and makes it easier for American vessels to enter and leave foreign ports.

BoatUS also advises boaters who may have received mail that they believe is misleading or deceptive to contact the U.S. Postal Inspection Service at 877-876-2455 or through its website https://postalinspectors.uspis.gov.

One Water Marine Released Second Quarter Results........

 

One Water Marine has released the financial results for their fiscal second quarter, which ended on March 31, 2022.  Austin Singleton, CEO of One Water Marine says that they had another exceptional quarter, with 34 percent increase in revenue growth.

 

Revenue for the second quarter of fiscal 2022 was $442.1 million, an increase of 34.1 percent compared to $329.6 million in the second quarter of fiscal 2021.  Same store sales increased by 8 percent, following a 57 percent increase during the second quarter of 2021.

 

New and pre-owned boat revenue increased 21.0 percent and 35.3 percent respectively.  Finance and insurance income increased by 26.8 percent compared to 2021.  Service, parts and other sales increased 177.6 percent........

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE.
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Zone 24 (Mile 301.1 – Mile 273.4),
Zone 28 (Mile 185.4 – Mile 160.1) and
Zone 29 (Mile 160.0 – Mile 109.9).
Towing vessels are advised to favor the center of the channel and proceed at their slowest safe speed to minimize their wake, based on prevailing conditions, to minimize wake damage to personal property. Towboat operators should be experienced in high water operations, exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Down-streaming operations are not recommended. Drift and debris may pose navigation obstructions. Buoys may have been dragged off station, so remain cautious while transiting.

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY
The following zones are in the high water watch phase in accordance with the Illinois Waterway Action Plan Annex:
  Beardstown (Mile 101.9 – Mile 80.3) and
  Grafton (Mile 9.9 – Mile 0.0).
Mariners should exercise caution and minimize wake in all high water zones. The laying-up on saturated levees is prohibited. Mariners should be experienced in high water conditions and avoid downstreaming operations. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent barge breakaways. Exercise caution in all passing/meeting situations as swift current may be present. Navigation buoys may have been dragged off station, so remain alert while transiting. Recreational traffic is discouraged.

Flood of 2011


The Bird's Point Levee was breached by the US Army Corps of Engineers to save Cairo, Illinois from the rising waters during the 2011 floods.

Bird's Point Levee is a "setback levee." It was built during 1927 -31 away from the river between Bird's Point and New Madrid, Missouri. It was constructed with a low spot to a height that allowed water to spill over the top during a catastrophic flood, filling over 130,000 acres of land and saving Cairo, Illinois from flooding. The low spot was designed to fail during such a flood, but it held up, so the US Army Corps had to blow it up.

The plan has been on the books since 1928 and this was the second time in the levee's history that the levee has been opened up.

Seeking Volunteers To Plant Trees.........

 

The National Great Rivers Research and Education Center and the Three Rivers Project are calling for volunteers to assist with planting trees in Alton, Illinois on May 7, 2022.

 

According to Emily Ehley, a Field Coordinator for Trees Forever, Alton-based organizations will be planting trees that were purchased through a Recover, Replant, Restore! grant from Trees Forever.

 

The first tree plantings will be taking place on Saturday, May 7, 2022 at Alton's Riverfront Park from 9 am to 12 pm.  The trees will be planted near the playground area........

Water Safety

New Device Will Help With Water Rescue, Recovery Efforts........

 

Responders with the North County Fire and Rescue recently acquired a new tool that will revolutionize their search and rescue efforts.  The AquaEye is a hand-held sonar device from VodaSafe that uses artificial intelligence to search for humans in water.

 

VodaSafe CEO and founder Carlyn Loncaric was a lifeguard who felt that more could be done to prevent drownings.  She says that she was disturbed that most children drowned within 20 feet of the shoreline, and it is because responders can't see them.

 

North COunty Fire and Rescue Chief Keith Goldstein says that the department had purchased the AquaEye a few months ago and has been training with it ever since.  The device is held underwater and can scan an area of approximately two acres within five minutes........

Senate Panel Approved Outdoor Recreation Legislation........

 

The U.S. Senate Committee on Energy and Natural Resources recently approved a bill that would preserve and improve access to recreational fishing and other outdoor activities on federal lands.

 

Glenn Hughes, president of the American Sportfishing Association says that the measure is a comprehensive set of provisions that guarantee public lands are well-managed and conserved to benefit the outdoor recreation economy and those that love the outdoors.

 

Anglers would see the new law improve visitation data collection, increase watercraft inspections for invasive species and create an inventory of recreational activities that federal agencies would be required to enhance, manage and protect........

Lower Mississippi River Basin

A Look At Freshwater Diversion Projects........

 

Nearly 100 years ago, levees were constructed to protect homes and farmlands along the Mississippi River Valley, however, that has drastically reduced the deposit of sand and silt in the Mississippi River Delta, resulting in Louisiana's land loss.

 

In an effort to reconstruct Louisiana's vanishing coastline, the state created the Coastal Protection and Restoration Authority, which is responsible for developing and updating a coastal master plan every six years.

 

A major component of the plan is to reconnect the Mississippi River to the coastal marshes.  The CPRA had hired an engineering firm to design two sediment diversion channels on the east and west banks to allow sediment-rich river water to flow into the marshes in an effort to mimic the natural land-building process........

MILE 172.3 - MILE 172.0 - OVERHEAD HIGH WIRE OPERATIONS/SAFETY ZONE/INTERMITTENT RIVER CLOSURES
Continuing until approximately May 1, 2022, from 9:00 a.m. until 2:00 p.m., each day, weather permitting, Ameren Electrical Contractors are conducting high wire work and conductor removal/replacement operations in the vicinity of Mile 172.0. To facilitate these operations, the COTP Upper Mississippi River has issued a Safety Zone, extending between approximate Miles 172.3 and 172.0. Intermittent daily river closures are necessary to facilitate this operation. The time/duration of each closure will be dependent upon current conditions and the Safety Zone will be activated/deactivated each day and transmitted to mariners via VHF-FM Channel 16. Mariners may contact U.S. Coast Guard Sector Western Rivers, to request permission to transit this area. No vessel will be permitted to enter this Safety Zone, unless given permission by the COTP Upper Mississippi River

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY
The following zones are in the high water watch phase in accordance with the Illinois Waterway Action Plan Annex:
  Copperas Creek (Mile 145.5 – Mile 129.0),
  Havana (Mile 128.9 – Mile 102.0),
  Beardstown (Mile 101.9 – Mile 80.3) and
  Meredosia (Mile 80.2 – Mile 50.0).

Mariners should exercise caution and minimize wake in all high water zones. The laying-up on saturated levees is prohibited. Mariners should be experienced in high water conditions and avoid downstreaming operations. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent barge breakaways. Exercise caution in all passing/meeting situations as swift current may be present. Navigation buoys may have been dragged off station, so remain alert while transiting. Recreational traffic is discouraged.

EMPHASIS: May 21-27 Is National Safe Boating Week!

 

Colonel Eric T. Olson, superintendent of the Missouri State Highway Patrol, would like to stress the importance of safe boating and make the public aware of National Safe Boating Week, which takes place May 21-27, 2022. National Safe Boating Week is purposefully scheduled just prior to Memorial Day weekend, which many people consider the kickoff to the boating season.

Boaters are encouraged to make time for a thorough inspection of their boat prior to taking it out on the water this boating season. Weather, time, and other elements may affect the readiness of your boat. The Patrol’s marine operations troopers are available to inspect the required equipment on your boat, at your request, to make sure you’re in compliance with state law. To help facilitate these inspections, marine operations troopers will be at the following locations on Saturday, May 21, 2022 (unless otherwise noted):

There will be three live concerts presented at the Y Men's Pavilion from 7 - 11 pm on Friday, May 20, 2022, Friday June 17, 2022 and Friday August 5, 2022.

Report:  First-Time Boat Buyers Passes 400,000 Again........

 

A new report from the National Marine Manufacturers Association and Info-Link Technologies revealed that 420,000 first time boat buyers made purchases during 2021.

 

The NMMA notes that last year's total was approximately equal to the 2020 total, maintaining annual levels not seen since 2007 before the great recession.  This total includes first time buyers of new and pre-owned boats.

 

Jack Ellis, the managing director of the boating market intelligence firm, Info-Link Technologies, said that 2021 was the second year in a row that first time boat buyers surpassed 415,000........

Missouri River Near Jefferson City, Illinois

Budget Cuts Could Delay Heartland Port Project........

 

The development of the Heartland Port project planned for Jefferson City, Missouri may take longer than expected following changes made to the port funding by the Missouri Senate.

 

The Missouri Department of Transportation provides funding for Missouri's 14 public river ports via grants.  The two state legislation chambers do not agree on funding for the grants as the constitutional deadline to pass the state budget approaches on Friday.

 

The House state budget proposal provides $50 million for MoDOT to provide grants to port authorities across the state.  The Senate Appropriations Committee slashed the $50 million in half and earmarked $25 million for the Jefferson COunty Port Authority........

MILE 172.3 - MILE 172.0 - OVERHEAD HIGH WIRE OPERATIONS/SAFETY ZONE/INTERMITTENT RIVER CLOSURES
Continuing until approximately May 1, 2022, from 9:00 a.m. until 2:00 p.m., each day, weather permitting, Ameren Electrical Contractors are conducting high wire work and conductor removal/replacement operations in the vicinity of Mile 172.0. To facilitate these operations, the COTP Upper Mississippi River has issued a Safety Zone, extending between approximate Miles 172.3 and 172.0. Intermittent daily river closures are necessary to facilitate this operation. The time/duration of each closure will be dependent upon current conditions and the Safety Zone will be activated/deactivated each day and transmitted to mariners via VHF-FM Channel 16. Mariners may contact U.S. Coast Guard Sector Western Rivers, to request permission to transit this area. No vessel will be permitted to enter this Safety Zone, unless given permission by the COTP Upper Mississippi River

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY
The following zones are in the high water watch phase in accordance with the Illinois Waterway Action Plan Annex:
  Copperas Creek (Mile 145.5 – Mile 129.0),
  Havana (Mile 128.9 – Mile 102.0),
  Beardstown (Mile 101.9 – Mile 80.3) and
  Meredosia (Mile 80.2 – Mile 50.0).

Mariners should exercise caution and minimize wake in all high water zones. The laying-up on saturated levees is prohibited. Mariners should be experienced in high water conditions and avoid downstreaming operations. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent barge breakaways. Exercise caution in all passing/meeting situations as swift current may be present. Navigation buoys may have been dragged off station, so remain alert while transiting. Recreational traffic is discouraged.

The National Great Rivers Research and Education Center and the Three Rivers Project are calling for volunteers to assist with planting trees in Alton, Illinois on May 7, 2022.

 

According to Emily Ehley, a Field Coordinator for Trees Forever, Alton-based organizations will be planting trees that were purchased through a Recover, Replant, Restore! grant from Trees Forever.

 

The first tree plantings will be taking place on Saturday, May 7, 2022 at Alton's Riverfront Park from 9 am to 12 pm.  The trees will be planted near the playground area........

Mississippi River At Rock Island, Illinois

Students Get The Chance To Tour Dewatered Lock Chamber........

 

Earlier this year, the U.S. Army Corps of Engineers, Rock Island District hosted a Science, Technology Engineering and Math event during which students were able to tour the inside of a dewatered lock chamber at Locks and Dam No.15 in Rock Island, Illinois.

 

During the event, college and high school teachers and their students from the Quad Cities region participated in the tours.  Dam maintenance staff and park rangers from the Mississippi River Project were on hand to guide the students through a variety of stations where they learned about Mississippi River navigation, the importance of locks and dams and the amount of work involved in maintaining the crucial inland waterways system.

 

Matt Thurman, the Mississippi River Maintenance Section Chief discussed the importance of performing routine inspections while the lock is dewatered.  He notes that since the locks are normally underwater 24/7/365, they are not able to fully inspect the locks until they are dewatered.  While the lock chamber is empty, every component of the lock will undergo inspection........

Mississippi River At Vidalia, Louisiana

Barge Struck Mississippi River Bridge at Vidalia........

 

According to Weston Sparrow of the U.S. Coast Guard in Natchez, Mississippi, a large barge struck the northbound Mississippi River Bridge new the Vidalia, Louisiana side at around 12:30 pm Sunday.

 

Adams County Emergency Management Director Robert Bradford says that the incident must not have been very bad, as he was not alerted to any issues.  As of Monday, no damages or injuries had been reported.

 

The cause of the collision is unclear at this time.  The Mississippi River was reported to be at 47.65 feet at the time of the incident, just under the 48 foot flood stage........

The Grafton Ferry is open for the season

 

Hours are Friday 10am-10pm, Saturday 8am-10pm and Sunday 8am to 8pm.

Will not be open on Thursday this year, just not enough traffic.

 

The ferry carries passengers from St. Charles, Mo., to Grafton. The Illinois side of the landing is located near the Grafton Lighthouse and public boat ramp off Market Street. The landing on the Missouri side is at Grafton Ferry Road, which is just off of Highway 94.

MISSISSIPPI RIVER

MILE 172.3 - MILE 172.0 - OVERHEAD HIGH WIRE OPERATIONS/SAFETY ZONE/INTERMITTENT RIVER CLOSURES
Continuing until approximately May 1, 2022, from 9:00 a.m. until 2:00 p.m., each day, weather permitting, Ameren Electrical Contractors are conducting high wire work and conductor removal/replacement operations in the vicinity of Mile 172.0. To facilitate these operations, the COTP Upper Mississippi River has issued a Safety Zone, extending between approximate Miles 172.3 and 172.0. Intermittent daily river closures are necessary to facilitate this operation. The time/duration of each closure will be dependent upon current conditions and the Safety Zone will be activated/deactivated each day and transmitted to mariners via VHF-FM Channel 16. Mariners may contact U.S. Coast Guard Sector Western Rivers, to request permission to transit this area. No vessel will be permitted to enter this Safety Zone, unless given permission by the COTP Upper Mississippi River

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY
The following zones are in the high water watch phase in accordance with the Illinois Waterway Action Plan Annex:
  Copperas Creek (Mile 145.5 – Mile 129.0),
  Havana (Mile 128.9 – Mile 102.0),
  Beardstown (Mile 101.9 – Mile 80.3) and
  Meredosia (Mile 80.2 – Mile 50.0).

Mariners should exercise caution and minimize wake in all high water zones. The laying-up on saturated levees is prohibited. Mariners should be experienced in high water conditions and avoid downstreaming operations. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent barge breakaways. Exercise caution in all passing/meeting situations as swift current may be present. Navigation buoys may have been dragged off station, so remain alert while transiting. Recreational traffic is discouraged.

The steamboat, Highlander caught fire and burned at the levee on the Mississippi River at St. Louis, Mo. Some folks warned that this type of fire could someday spread to the crowed buildings along the river front and be a disaster. Sixteen days later it did and it was.

Mississippi River Near Alton, Illinois

Microplastics Study........

 

A group of researchers from the National Great Rivers Research and Education Center is beginning a multi-year study of the effects of microplastics on freshwater systems.  Microplastics are tiny pieces of plastic that are less than 5 millimeters in diameter.

 

According to Jason Krouft, a large river ecologist, they will be sampling the soil, air, water and animals within the Piasa Creek Watershed in order to understand the distribution of microplastics within the watershed.

 

Krouft says that the information they gather during the first phase of the project will help with determining the next steps of the study........

a dedication of the long-awaited replica of the Grafton Dinky, a project many
years in the making. It will take place at the Edward Amburg Museum &
Visitor’s Center (you can’t miss it there is a big yellow bus parked there).
After the ceremony at 10 there will be special tours, presentations and
children’s craft activities with the event ending at 12:30pm

Lewis & Clark Expedition Point Of Departure Celebrating 218 Years........

 

Next weekend, the Lewis and Clark State Historic Site will be celebrating the 218th anniversary of the beginning of the Lewis and Clark Expedition with the Point of Departure Celebration.

 

On May 7th and 8th, visitors to the site will be able to interact with military demonstrations, historic artisans and much more during the free event, which will be held from 10 am to 4 pm on both days.

 

There will be military reenactors portraying soldiers of the Lewis and Clark Corps of Discovery.  The War of 1812 American 2nd Regiment Artillery will be demonstrating black powder muskets and artillery and Volunteers will be discussing the White Pirogue, a replica of the only boat to complete the entire journey on the Missouri River with the Corps of Discovery........

Mississippi River Among Most Endangered........

 

A recent report states that the Mississippi River is among the nation's 10 most endangered waterways in 2022, due to pollution from farms and cities, habitat loss and increased flooding.

 

The Mississippi River is one of the world's largest rivers.  It borders 10 states prior to emptying into the Gulf of Mexico.  It is ranked 6th on this year's American River's Most Endangered Rivers list.

 

Olivia Dorothy, restoration director for the non-profit American Rivers says that the Mississippi River continues to degrade, with increased pollution and the loss of floodplains that clean water, slow flooding and provide habitat for wildlife........

Harman International, parent company of Cobalt Boats announced that Cobalt Boats had chosen their new marine audio system for installation on all new Cobalt Boats.

 

The companies penned a multi-year contract to outfit all Cobalt models that are optioned with the Platinum Series audio package with the Harman Kardon Marine audio system.

 

Cobalt's new R33 sterndrive will be the first model with the Harman Kardon system.  The system will include 10 and 12 inch subwoofers, 8 inch three-way speakers, 6 1/2 inch two way speakers and 1 1/4 inch titanium dome tweeters, powered by 4,000 watt RMS amplifiers........

We have ordered our steel (for the) building and they are in the process of making it. They said it usually takes about 3 months to have it built and delivered. Let’s pray everything goes smoothly and there are no setbacks

We have the foundation built!!! Unfortunately, since lumber prices are so high right now we are putting a hold on the build. Hoping all of this ends soon so we can get back to it.

"The plan is to keep it in the same location, maybe a little closer to the river and up about 7 ft higher. The building will be just a little smaller with a bigger deck."
