Mississippi River At Alton, Illinois

Pilot Error Responsible For Melvin Price Lock Allision........

The National Transportation Safety Board reports that pilot error was the cause of an allision that occurred on March 19, 2021, in which a tow pushed by the M/V Kevin Michael struck part of the lock chamber guide wall of the Melvin Price Locks and Dam at Alton, Illinois.

The M/V Kevin Michael was pushing a 15 barge tow downriver when the tow struck the bull nose of the upstream main lock chamber guide wall, causing the tow to come apart.  Eight barges drifted into the forebay area north of gates 1 and 2 and one barge entered the open main lock chamber.  seven barges drifted into gates 3 - 9.

The incident caused the closure of the lock, which delayed 10 tows.  Nearby tow vessels rounded up the wayward barges.  Six barges were damaged, but no injuries or pollution was reported.  Total damages to the barges and the dam gates were estimated to be $1,172,227........

Mississippi River System

MISSISSIPPI RIVER

MILE 172.3 - MILE 172.0 - OVERHEAD HIGH WIRE OPERATIONS/SAFETY ZONE/INTERMITTENT RIVER CLOSURES
Continuing until approximately May 1, 2022, from 9:00 a.m. until 2:00 p.m., each day, weather permitting, Ameren Electrical Contractors are conducting high wire work and conductor removal/replacement operations in the vicinity of Mile 172.0. To facilitate these operations, the COTP
Upper Mississippi River has issued a Safety Zone, extending between approximate Miles 172.3 and 172.0. Intermittent daily river closures are necessary to facilitate this operation. The time/duration of each closure will be dependent upon current conditions and the Safety Zone will be activated/deactivated each day and transmitted to mariners via VHF-FM Channel 16. Mariners may contact U.S. Coast Guard Sector Western Rivers, to request permission to transit this area. No vessel will be permitted to enter this Safety Zone, unless given permission by the COTP Upper
Mississippi River.

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY
The following zones are in the high water watch phase in accordance with the Illinois Waterway Action Plan Annex:
  Peoria (Mile 187.0 – Mile 145.6),
  Copperas Creek (Mile 145.5 – Mile 129.0),
  Havana (Mile 128.9 – Mile 102.0),
  Beardstown (Mile 101.9 – Mile 80.3) and
  Meredosia (Mile 80.2 – Mile 50.0).
Mariners should exercise caution and minimize wake in all high water zones. The laying-up on saturated levees is prohibited. Mariners should be experienced in high water conditions and avoid downstreaming operations. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent barge breakaways. Exercise caution in all passing/meeting situations as swift current may be present. Navigation buoys may have been dragged off station, so remain alert while transiting. Recreational traffic is discouraged.

River History....

April 9, 1852 in River History

The explosion of the Steamboat Saluda at Lexington, Mo happened on this day on April 9, 1852. The steamer was headed for Council Bluffs, Iowa, carrying many Mormon immigrants from England and Wales. The river was muddy, icy, and running high as Saluda stopped at Lexington for supplies before continuing her journey. Just beyond Lexington, a narrow channel with very strong currents made it difficult for ships to make a sharp turn. The captain had been fighting the current at that bend for several days when he finally determined to get around or “blow the boat to hell.” This is known as the "most terrible disaster that ever occurred on the Missouri River." The exact number of fatalities from this explosion never determined.

Following the flood of 2019, CNBC's cable television show, The Profit came to Grafton and focused on the town's recovery from the flooding.  The show also stoked a feud between city officials and the owners of Grafton Harbor.

Now, the owners of Grafton Harbor, Joe and Jan DeSherlia have filed suit against Grafton's ex-mayor, Rick Eberlin, The celebrity host of The Profit, Rick Lemonis and the show's parent company, NBC Universal.  The suit alleges defamation, slander, bribery and a conspiracy to bully the marina in an effort to collect ratings and riches.

During a recent interview, Joe DeShirlia stated that they built the marina with the though that they were doing something great for the City of Grafton and now things have flipped to where they are perceived as the bad guys.......

Upper Missouri River Basin

Missouri River Basin Runoff Forecast Lowered Again........

On April 4, the U.S. Army Corps of Engineers reported that reservoir inflows along the Upper Missouri River were well below average during March.  The March runoff total was 1.5 million acre-feet of water.  This is 48 percent of average for the month.

The updated 2022 upper basin runoff forecast is 17,8 MAF, or 69 percent of average.  This is about 2.6 MAF less than forecasted on March 1. The runoff forecast is based upon soil moisture, plains snowpack as well as long-term precipitation and temperature outlook.

John Remus, chief of the U.S. Army Corps of Engineers' Missouri River Basin Water Management Division says that runoff is well below normal because of dry soil conditions and well below normal precipitation within the Missouri River Basin........

U.S. Coast Guard Updates Fire Extinguisher Requirements

Ensure your portable onboard fire extinguishers meet new regulations set by the U.S. Coast Guard that go into effect on April 20, 2022.

Many disposable fire extinguishers have the date of manufacture stamped into the bottom of the bottle. You’ll often find fire-extinguisher classification and size listed on the side of the canister. (Photos: Ted Sensebrenner/BoatUS Foundation)

In a nutshell, if any disposable (nonrechargeable) fire extinguisher has a date of manufacture stamped on the bottle and it is older than 12 years, the extinguisher is now considered "expired," must be removed from service, and replaced. Additionally, while the new regulation doesn’t change the type (U.S. Coast Guard-rated), quantity, or requirement for fire extinguishers aboard, it does specify the minimum Underwriters Laboratories (UL) classification of extinguishers to be carried aboard certain vessels, depending on the boat’s model year. This is the result of phasing out older B-I and B-II labels for newer 5-B, 10-B and 20-B classifications.

Vessels less than 26 feet and model year 2017 or older may continue to carry dated or undated B-I or B-II disposable extinguishers. When no longer serviceable, or it’s been 12 years since manufacture, they must be replaced with newer class 5-B or greater extinguishers. Boats less than 26 feet and 2018 model year or later must carry unexpired 5-B, 10-B, or 20-B fire extinguishers. Older B-I and B-II types do not meet the new carriage requirements. Expired extinguishers may be carried aboard for backup but do not count toward the requirement.

Many retailers offer 10-B class fire extinguishers, which may be a good choice as they exceed U.S. Coast Guard minimum carriage requirements for boats under 26 feet while giving boaters more extinguishing coverage. For boats 26 feet or larger, however, having one 10-B aboard does not equal two 5-Bs.
Visit BoatUS.org/Fire to learn how many and what type of fire extinguishers are required aboard all recreational boats up to 65 feet. Still not sure if yours needs replacing? You’ll also find a helpful decision tree there to help you.

Sierra Club Illinois Three Rivers Project to Host Final Seed Swap Event this Weekend

ALTON, IL -- There is still one more opportunity to participate in a Seed Swap with the Three Rivers Project of Sierra Club Illinois. The final seed swap will be held in partnership with The Lodge Bar at Lovejoy this Saturday, April 9. Join Three Rivers Project staff, our partner, and fellow farmers and gardeners while swapping or sharing your quality seeds, cuttings, and bulbs. This community event is free to attend and all are welcome. Join us in celebration of the end of winter and the start of the spring gardening season!

The third and final seed swap event will be held at The Lodge Bar at the Lovejoy on Saturday, April 9, from 11:00am to 3:00pm. To register for the Seed Swap at The Lodge Bar at the Lovejoy, go to sc.org/Lovejoyseedswap. If you are sharing self-collected seeds, please label the homegrown seeds with the common or species name, year, and your name. If you are sharing commercial seed packets, no further action is needed.

“We hope Metro-East community members will join us to ring in the spring season by attending our final seed swap event!” says Three Rivers Project co-Coordinator Christine Favilla. “Seed swaps are a rewarding way to build community and share information about gardening, plant varieties, and each others’ projects. Tony Carr
April 4 at 8:12 PM ·

The guys who towed me to the dock yesterday have a Facebook page called RiverBills Boaters Group. They put me and my raft on their Facebook Page and by Today, there were hundreds of comments and dozens of shares of the post that he put up.

A lot of people prophesied my death……there were some Darwin comments, a thread about calling the police on me

One man said, simply, “He Needs to be stopped.”

I was beginning to doubt my Judgement, until I read one comment that went like this:
Good Luck booger eating, window licking Crack Monkey you go buddy
That turned everything thing around…

I let off around 10:30, and everyone I met along the way said that they saw me on Facebook….. It made me realize how tight this community is on the river..
At first, it was hard to maneuver, but I realized that the danger of being run over by a barge wasn’t even a possibility …..all the way down, Big Back Eddie’s and whirlpools kept sucking me onto the shore and I had to paddle all the time, just to stay in the Current.

Around Noon, I hit a logjam, and heard the bubbling of air come up from the raft…..
Lucky for me, the log jam was at a city park that was under construction…. So after a half hour of emptying out the raft and untangling it from the log jam, I was able to get it up onto a round concrete slab, to patch the hole..

Liferafts come with an emergency kit. This one had Duck Tape. So I taped the hole, pumped it up, cut off the sea anchors that were bogging the raft down, and I was going down the river again!

A man pushed a huge log away from a dock, and It started to flow down with the river…. I raced the log, in my life raft, and the log Kicked my ass.

By now, I had gotten tired of paddling, so I set an external sea anchor, thinking it would speed things up, and it did, but not enough to catch up with the log……

I found out that the problem was the wind, which had picked up, and was pushing against the raft, which was acting like a sail, and slowing it down…

By now, I had started to paddle the raft like a kayak, and this was working better than anything else…… but I was tired..

So I pulled into “The Yacht Club” and when I did, a man who had seen me on Facebook called out to me and offered to let me tie up to his boat. We talked, as he and his friend tried to dredge his iPhone out of the mud with a swimming pool net.
And to all those Detractors, I just want to say…… What did you learn about The River Today?

Illinois Fishing News

Redneck Fishing Tourney Founder Inducted Into Illinois Conservation HOF........

On April 6, Betty DeFord, the founder of the Redneck Fishing Tournament, was inducted into the Illinois Conservation Foundation's Hall of Fame for raising awareness of the dangers of Asian carp..

DeFord started the Redneck Fishing Tournament along a channel of the Illinois River near Bath, Illinois in 2005.  Poles and hooks are not allowed.  Participants arm themselves with nets and head out onto the river in motorboats.  the engine noise prompts the silver carp to leap out of the water, and hopefully, into the nets.

DeFord says that it is quite an honor to receive this recognition.  She adds that the event has always been a community event.  Due to health issues, DeFord is stepping away from the tournament, however, thanks to the efforts of organizers, the Redneck Fishing Tournament will live on........

The winners were selected by an independent panel of judges who are safety, health and insurance professionals.  The applicants were required to submit data about their company's safety and health leadership, training programs and their safety goals and accomplishments.......

Late Night Paddlers Rescued After Becoming Stranded On A Breakwater........

Saturday night, two kayakers found themselves stranded on a breakwater on the Lake of the Ozarks.  Luckily, the pair were rescued by a nearby homeowner that happened to hear their calls for help.

Local business owner Kevin Grace heard the paddlers' cries for help and eventually determined they were on the breakwater near MarineMax.  He saw that the paddlers were trying to avoid freezing to death.  He called the police and kept a flashlight on the men as they waited for rescue.

Reportedly, the men had gone for a late-night paddle when their kayak capsized, tossing them into the lake.  Responders from the Lake Ozark Fire Department were able to get the men safely to shore.  Neither were injured and declines medical treatment........

Judge Alan Blankenship dismissed all of the charges, stating that he did not feel that the evidence supports the level of criminal intent as defined by statute........

During Tuesday evening's meeting of the Hannibal City Council, approval was given to issue a letter of support for the Marion/Ralls Regional Port Authority's pursuit of a Rebuilding America Infrastructure with Sustainability and Equity Discretionary Grant.

NMMA Calls For More Corps Funding........

Last month, officials released their Fiscal Year 2023 budget, which outlines many budget priorities and funding initiatives starting on June 2022 through June 2023, including funding for the U.S. Army Corps of Engineers.

The budget proposal cut the Corps' recreational operation and management budget by over $50 million at a time that participation in outdoor recreation is seeing record numbers across the nation.

The National Marine Manufacturers Association has long advocated for adequate funding for the Corps' historically under-funded recreation budget, as the Corps is the main resource manager of the nation's water-based recreation areas........

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED March 30, 2022

Havana (Mile 128.9 – Mile 102.0) and
Beardstown (Mile 101.9 – Mile 80.3).
Recreational traffic is discouraged..

Upper Missouri River Valley Runoff

Inflow Into Upper Missouri River Reservoirs Remain Lower Than Forecasted........

On Monday, the U.S. Army Corps of Engineers reported that the inflows into the Upper Missouri River Basin Reservoirs above Sioux City, Iowa were all below average during March.

March runoff was 1.5 million acre-feet of water.  This is 48 percent of average for the month of March.  The Updated 2022 upper basin runoff forecast is 17.8 MAF, or 69 percent of average. This is down approximately 2.6 MAF from the March 1 runoff forecast.

John Remus, chief of the U.S. Army Corps of Engineers' Missouri River Basin Water Management Division says that the runoff is well below normal, and this is because of dry soil conditions and well-below normal precipitation throughout the entire Missouri River Basin........

As the warm weather warms, join us at a seed swap to share your seeds and knowledge with your neighbors, learn about the importance of native plants, and connect with the community while also supporting a great local business."

Crews Dangle From Helicopter For Power Line Installation........

On Monday, crewmembers were alternating between tethering to a tower and tethering to a helicopter as part of a project to string power lines across the Mississippi River just south of St. Louis.

Crews have already removed the old power transmission lines spanning the Mississippi River between Dupo, Illinois and Lemay, Missouri.  Their next project is stabilizing the lines and installing visual markers on the lines.

Suzanne Pohlman, the Amren Transmission Project Manager says that the project is vital to Amren customers, as the infrastructure in that area was installed during the 1950s.  She adds that when the project is wrapped up in July, the system will be more reliable........

Havana (Mile 128.9 – Mile 102.0) and
Beardstown (Mile 101.9 – Mile 80.3).
Recreational traffic is discouraged..

Upper Mississippi River

The First Tow Of 2022 Got Stuck In Lake Pepin Ice........

On March 20th, the M/V W Red Harris, which originated in St. Louis, Missouri. was pushing nine barges into Lake Pepin to start the 2022 Upper Mississippi River Navigation season, when it got stuck in the ice.

Lake Pepin is the last place the ice melts away in the springtime, as it is the widest, and therefore, slowest flowing section of the Mississippi River.  As of March 16th, the U.S. Army Corps of Engineers, St. Paul District measured 20 inches of ice remained on the lake.  Tows can usually break through 12 to 15 inches of ice.

Luckily, the M/V Aubrey B Harwell was in the region, and was able to drop it's tow with another vessel, and head upriver to cut a path through the ice for the M/V W. Red Harris........

Ohio River Near Olmsted, Illinois

Demolition of L&D 52, 53 To Be Completed In 2022........

The demolition work at the former Ohio River Locks and Dams 52 and 53 in southern Illinois is expected to be completed by the end of the year.  The landside demolition was wrapped up on 2021, however, the demolition of the river structures is taking longer.

The Ohio River Lock and Dam No.52 at Brookport, Illinois at Mile Marker 939 and Lock And Dam No.53 at Olmsted, Illinois were replaced with the construction of the Olmsted Locks and Dam at Mile Marker 964, which opened in August 2018.

According to project engineer, Bill Hunter, there is some excavation that needs to be completed to lower sections of the river bottom in order to access the lower reaches of the old dams........

Mississippi River At Caruthersville, Missouri

Ground Broken On New Floodwall

On Sunday, the City of Caruthersville was the scene of a groundbreaking and dedication ceremony for a new Mississippi River floodwall.  Once constructed, the new floodwall will replace the existing one that was built around 1919.

The project will be replacing close to 3,000 linear feet of floodwall, and it will be a foot higher than the existing floodwall.  THe project is estimated to cost between $20-25 million.  Construction will begin this summer, with a completion date of winter 2024.

According to Mississippi River Commission President Major General Diana M. Holland, the new wall will protect once it has been brought back up to grade and the deficiencies are repaired........

Boat Maintenance

The Top 5 Reasons Boats Sink In The Spring........

It is a sad fact that many boats sink each spring shortly after being launched for the season.  Boats also sink while being safely tied up tot he dock, which turns what should be a happy time of the year into a miserable mess.

BoatUS' Seaworthy magazine pours over the BoatUS marine insurance claims files in order to identify accident trends or lessons to be learned, has determined the top five reasons for springtime boat sinkings, and has developed a free Spring Commissioning Checklist to help boaters start off the season correctly.

The top 5 reasons boats sink in the springtime are:

○  Missing or damaged hose clamps

○  unsecured engine hoses

○  Spring rainfall

○  Broken sea strainer

○  Leaking Stuffing Box

Savannah River Near Savannah, Georgia

19 Cannons Unearthed In River Dredging Project........

Approximately 13 months ago, a dredging crew from Weeks Marine recovered three cannons, an anchor and a timber while dredging in the Old Fort Jackson location along the Savannah River near Savannah, Georgia.

The discovery was not unexpected in Savannah, considering that the town has played a major role in the maritime history of the United States, dating all the way back to Savannah's founding in 1733

During the year that followed, from February 2021 and February 2022, a total of 19 cannons have been recovered from the area.  The original three cannon were brought up by the clamshell dredge, the others were recovered with the help of lift bags........

Havana (Mile 128.9 – Mile 102.0) and
Beardstown (Mile 101.9 – Mile 80.3).
Recreational traffic is discouraged..

Cahokia Creek Near Edwardsville, Illinois

Crews Continue Crude Oil Cleanup

On Friday, cleanup crews were working on removing crude oil from a rain-soaked section along Old Alton-Edwardsville Road just south of Illinois Route 143.

This week's rainfall helped to spread some of the 165,000 gallons of crude oil that was leaked from a nearby pipeline.  Marathon Pipe Line, LLC, has repaired the leak, which was spotted on March 11th, however, cleanup efforts in the surrounding region and the Cahokia Diversion Canal continue........

Lake Of The Ozarks

Angler Caught Massive Paddlefish, Set New State Record........

On Friday, March 18, 2022, Jim Dain got aboard his boat to do a little paddlefish snagging on the Lake of the Ozarks.  Little did he know that a record-setting  prehistoric monster would end up in his boat at the end of the day.

Dain says that he spent at least 20 minutes battling the paddlefish before getting the fish into the boat.  Upon arriving back at the boat ramp, Steven Henson, the Missouri state record holder for river carpsucker, happened to be in the area and suggested Dain get in touch with the MDC.

After weighing in, Dain's monster paddlefish tipped the scale at 140 pounds, 10 ounces, breaking the previous state record by one ounce.  That record was set in 2015 on Table Rock Lake........

From BoatUS

Fire in the engine compartment is one of the most serious problems boaters can have aboard. Here are two options for containing and extinguishing them.

Photo: Getty Images/Mokee81

The most natural reaction to an engine compartment fire is also the worst — opening up the hatch to see what's going on. Doing so provides a rush of oxygen that could easily turn a smoldering fire into an abandon-ship conflagration. A fire port or automatic fixed extinguishing system is the safest approach to contain and extinguish an engine compartment fire. Here's a look at how both options work, along with installation considerations for each.

Fire Ports
The American Boat and Yacht Council (ABYC) recommends that all inboard and sterndrive vessels not protected by a fixed fire extinguishing system have a suitable means of discharging fire extinguishing agent into the space without opening the primary access panels. Fire ports are small hatches or ports that allow discharge of a portable, clean agent fire extinguisher directly into the engine room without opening panels (and providing additional oxygen to the fire).

Note the term "clean agent" simply means the extinguishing agent leaves no residue behind (more on this in a moment). The dry chemical powder extinguishers typically found onboard are effective, but the powder is highly corrosive and the residue is difficult to remove. In some cases, dry chemical residue can actually cause more damage to the engine than the fire itself.

Of more importance from a firefighting standpoint, however, is that dry chemical extinguishers have to be aimed directly at the base of the fire to be effective, something that's likely impossible when using a fire port in a cramped engine compartment.  Click here to continue reading

Hi Bill!
We have the foundation built!!! Unfortunately, since lumber prices are so high right now we are putting a hold on the build. Hoping all of this ends soon so we can get back to it.

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED March 30, 2022

Havana (Mile 128.9 – Mile 102.0) and
Beardstown (Mile 101.9 – Mile 80.3).
Recreational traffic is discouraged..

Burpo's On The Loop Update

Mobile To St. Louis....

01 April Update:

Stayed in Paducah Kentucky last night at the city marina. Called to make a reservation and they gladly took my money. They failed to tell me there is no water or electric at the dock so we we’re basically anchored at a Doc on the Tennessee. I will be calling them in the morning. Today we are trying to make it to Little diversion Creek which is approximately 100 miles, 50 miles down the Ohio, and 50 miles up the Mississippi. There is one lock on the Ohio so it will be a long day

Forgot to add, it is 35 degrees this morning so we will be driving from the lower helm with the generator running

From BoatUS

You may have prepped your boat for winter last year, but here are 14 tips to ensure this boating season will be trouble-free.

Photo: Getty Images/Mokee81

You put your boat away for the winter by doing all the right things: changed the oil, winterized the water system and engine, and emptied the boat of all extraneous gear for the offseason. So you might think there's not much to do come spring except take the cover off, fire up the engine, and head out to the wild blue yonder. Hold on! Not so fast. While there is no doubt that tasks done in the fall speed things up come spring, there are still some things to be addressed before you hit the water.

Things can go wrong on even the best-maintained boats, so it pays to complete a few checks that will both ensure you don't break down on the water, and your boat and its equipment is safe for you and your family. Even if the marina took care of putting the boat away in the fall, you probably won't need a mechanic for the jobs on our list. Almost all of the basic actions here can be completed at no cost. You won't need a ton of tools either, and in many cases, all it takes is a visual check. So what specifically do you need to check?  Click here and read more....

MoDOT Hopes To Reopen Bagnell Dam Bridge In Mid-April........

In September of 2021, the Missouri Department of Transportation started working on rehabilitating the bridge that sits above the Bagnell Dam with the expectation that the project world be completed by the end of the year.  As crews dug into the project, they found more deterioration than was expected.

MoDOT Engineer Chris Graham says that when the existing driving surface was removed, the engineers found that the original road deck beneath was in very poor shape.

This resulted in additional demolition and concrete work than they had originally planned.  The challenging part of the project is the weather, as the temperatures must be above 35 degrees to place it.  Graham says that they are hoping to have the project completed by mid April........

Cumberland River Near Smithland, Kentucky

Sunken Barge Closed Southbound Channel........

On March 18th, the majority of southbound traffic along the Cumberland River between the Ohio River and the Barkley Lock and Dam was shut down for close to a week after a barge loaded with rocks ran aground and sank at the 2.6 Mile Marker just downstream from Smithland, Kentucky.

The channel was slated to reopen by March 27th, and until then, only light boat traffic was allowed by the U.S. Coast Guard.  Northbound traffic was not affected.

The M/V Lemont Trader, owned by the Canal Barge Company, was pushing 10 loaded rock barges downstream when the starboard lead barge ran aground.  Since it was loaded with rock, the barge was fractured.......

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED March 30, 2022

Havana (Mile 128.9 – Mile 102.0) and
Beardstown (Mile 101.9 – Mile 80.3).

Nancy Akers Has Passed Away.....

Obituary
Nancy Lue Akers of Wentzville passed away Sunday, March 27, 2022 at the age of 70 years.

She is survived by her husband of 49 years, Fred Akers of Wentzville; two brothers-in-law, Steven Akers and wife, Irene of Dorr, MI and Clifton Akers and wife, Paulette Egmon of Maryville, IL; other relatives, and many friends.

Nancy Lue Akers was born July 23, 1951 in St. Louis; daughter of the late Robert Field Satterfield and wife, Helen Greulich Satterfield. She graduated with an Associates Degree from Forest Park Community College in St. Louis. Nancy was married to Mr. Fred Akers July 29, 1972. Nancy retired after 30+ years with Southwestern Bell Telephone Company.

Nancy was confirmed as a teen in the Emmaus Evangelical and Reformed Church. Later, she began following Krishna Consciousness.

She was a member of the Con Trio Yacht Club. Nancy was a huge Beatles fan; especially “her Beatle” George Harrison. She loved horses and rode many times as a youth.
