Mississippi River System

 

MISSISSIPPI RIVER

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Zone 20 (Mile 364.1 – Mile 343.2),
Zone 21 (Mile 343.1 – Mile 324.9),
Zone 22 (Mile 324.8 – Mile 301.2),
Zone 24 (Mile 301.1 – Mile 273.4) and
Zone 25 (Mile 373.3 – Mile 241.4).
Towing vessels are advised to favor the center of the channel and proceed at their slowest safe speed to minimize their wake, based on
prevailing conditions, to minimize wake damage to personal property. Towboat operators should be experienced in high water operations,
exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Down-streaming operations
are not recommended. Drift and debris may pose navigation obstructions. Buoys may have been dragged off station, so remain cautious while
transiting.

MILE 339.9 - SUBMERGED BUOY
A submerged buoy, just below the waters surface, has been reported in the vicinity of Mile 339.9, RDB. Mariners are urged to exercise caution in the area.

MILE 206.0 - ADRIFT BOAT DOCK
An adrift boat dock has been reported in the vicinity of Mile 206.0, RDB, as of p.m., April 12, 2021. The boat dock is described as approximately 8 feet by 12 feet, with a roof on top. Mariners are urged to exercise caution in the area.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 65 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077
.

ILLINOIS RIVER

MILE 59.0 - SUBMERGED OBSTRUCTIONS and be experienced in high water operations. High water and drift could
Submerged concrete blocks have been reported in the vicinity of Mile 59.0, LDB. These underwater obstructions could impact the left descending
side of the channel. Water depths over the top of these obstructions is approximately 11 feet, at minimum pool. These obstructions are
unmarked. Mariners are urged to exercise caution in the area..

 

MISSOURI RIVER

CHANNEL CONDITION/COTP ADVISORY

The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
All towboat operators should use caution, minimize wake where possible be experienced. Exercise caution during down-streaming operations and be aware of bridge clearances.

Mississippi River Management

Sierra Club Holding Cleanup Events........

 

The Sierra Club recently began hosting a series of "cleanup meetups" which are focusing on the litter that ends up finding it's way into the Mississippi River.  The first cleanup meetup was held this past weekend.

 

Volunteers may sign up to participate in the Mississippi River Plastic Pollution Initiative, and in addition to cleaning up garbage and debris at three sites along the river, the volunteers will catalog  and track the amounts and types of litter as part of a larger cleanup initiative.

 

According to the Three Rivers Project Manager Christine Favilla, a surprising amount of debris ends up in the Mississippi River, and eventually into the Gulf of Mexico........

20 April 2013 in River History


114 barges that were docked in south St. Louis County broke free in the Mississippi River over the weekend. Four of them hit the Jefferson Barracks Bridge and 11 sank. The Mississippi River had risen 25 feet over 25 days.

Missouri River Near Washington, Missouri

Man Facing Charged After Cutting 160 Trees Along The Riverfront........

 

On Friday, a man was charged with two felony counts of first degree property damage and two misdemeanor trespassing charges for allegedly cutting down 160 trees along Washington's riverfront trail at the end of February.

 

Perry D. Pecaut was identified as the property owner that reportedly paid two laborers to cut trees from his property on top of one of the river bluffs, down the hillside towards the Missouri River.

 

Law enforcement officials report that Pecaut was in the process of remodeling his home.  There were 123 trees that were cut down on city property, and an additional 37 trees were cut on property owned by Union Pacific Railroad........

Missouri Fishing News

Mo. Angler Breaks State and World Spotted Gar Record........

 

A Missouri angler recently broke not only the state record for spotted gar, but also the world record.  On February 25th, Devlin Rich reeled in a 10 pound, 9 ounce spotted gar on Wappapello Lake.

 

The Missouri Department of Conservation states that this catch beat out the current spotted gar world record of 9 pounds, 12 ounces set back in 1994.  This is the second state record for this year.

 

The MDC says that the spotted gar are common all across southeastern Missouri.  They are often associated with warm backwaters and are typically found along the waters surface........

Cahokia Creek Floodplain in Madison County, Illinois

Heartlands Conservancy Awarded Grant For Wetlands Project........

 

John Kim, the Director of the Illinois Environmental Protection Agency, recently announced that the Heartlands Conservancy will be receiving close to $208,000 in Green Infrastructure Grant Opportunity funding to implement the Brushy Lake Wetland and Floodplain Restoration Project.

 

This project is intended to create and enhance the wetlands and wet meadows within the Cahokia Creek floodplain in Madison County, Illinois.  It will enhance not only water quality, but stormwater storage as well as wildlife habitat.

 

The project will restore 9.5 acres of emergent wetlands, enhance 20 acres of forested wetlands and establish 50 acres of wet meadow habitat.  The existing drainage ditches that were installed for agricultural purposes will be meandered and reshaped to re-establish the wetlands in the floodplain........

Mississippi River At Kimmswick, Missouri

Landing Dock Completed At Kimmswick........

 

Neal Breitweiser, the executive director of the Jefferson County Port Authority, reports that the new boat landing dock at Kimmswick Missouri has been completed.  Kimmswick is the official homeport of the Delta Queen steamboat.

 

The Kimmswick City Board has voted to pave a street connecting the dock to downtown Kimmswick.  THe project will also include making upgrades to landscaping in the frontage.

 

THe Port of Kimmswick has also been in talks with other river cruise operators, including the American Queen and the Gateway Arch Riverboat Cruises of St. Louis about adding historic Kimmswick to their itineraries........

Dredging Update:
Dock 5 dredging is complete. This dock is one of the hardest docks to move and to dredge. Because there is no room to bring the barge into the area all the dredge mud must be dumped into a dump truck. It was then dumped at the front of the harbor by the road. When it is dry enough it will be spread out and grass seed will be planted!

District 8 MRS                                                 UPDATED APRIL 14, 2021

Mississippi River System

 

MISSISSIPPI RIVER

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Zone 20 (Mile 364.1 – Mile 343.2),
Zone 21 (Mile 343.1 – Mile 324.9),
Zone 22 (Mile 324.8 – Mile 301.2),
Zone 24 (Mile 301.1 – Mile 273.4) and
Zone 25 (Mile 373.3 – Mile 241.4).
Towing vessels are advised to favor the center of the channel and proceed at their slowest safe speed to minimize their wake, based on
prevailing conditions, to minimize wake damage to personal property. Towboat operators should be experienced in high water operations,
exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Down-streaming operations
are not recommended. Drift and debris may pose navigation obstructions. Buoys may have been dragged off station, so remain cautious while
transiting.

MILE 339.9 - SUBMERGED BUOY
A submerged buoy, just below the waters surface, has been reported in the vicinity of Mile 339.9, RDB. Mariners are urged to exercise caution in the area.

MILE 206.0 - ADRIFT BOAT DOCK
An adrift boat dock has been reported in the vicinity of Mile 206.0, RDB, as of p.m., April 12, 2021. The boat dock is described as approximately 8 feet by 12 feet, with a roof on top. Mariners are urged to exercise caution in the area.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 65 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077
.

ILLINOIS RIVER

MILE 59.0 - SUBMERGED OBSTRUCTIONS and be experienced in high water operations. High water and drift could
Submerged concrete blocks have been reported in the vicinity of Mile 59.0, LDB. These underwater obstructions could impact the left descending
side of the channel. Water depths over the top of these obstructions is approximately 11 feet, at minimum pool. These obstructions are
unmarked. Mariners are urged to exercise caution in the area..

 

MISSOURI RIVER

CHANNEL CONDITION/COTP ADVISORY

The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
All towboat operators should use caution, minimize wake where possible be experienced. Exercise caution during down-streaming operations and be aware of bridge clearances.

Upper Mississippi River

Flood Warning, Snowflakes Expected This Week.........

 

The National Weather Service in Duluth, Minnesota has issued a flood warning for the Mississippi River in Aitkin, as well as some snowflakes with out accumulation over the next several days.

 

The Mississippi River flood warning will last through Wednesday evening, April 21st.  The flood stage at Aitkin is 13 feet, and on Sunday, the Mississippi River crested around 13.3 feet.......

Mississippi Speed Record

Attempt to Break the Record For Paddling Length of Mississippi

 

 

 

Scott E. Miller, Joel Ford, Perry Whitaker and Adam Macht ( Wenonah Minn 4 ) are scheduled try and break the Guinness Book of Record fastest time for paddling the whole Mississippi River (2,296 miles).
They will sleep on the canoe while others paddle in day and night... they will eat meals in the canoe... and even use the bathroom in the canoe. It will be their home for 18 days or less if they break the record.

Mississippi River At Quincy, Illinois

Woman Rescued From River After Fall From Bridge........

 

The Quincy Police Department reports that around 5:30 pm Saturday evening, they were called out to the Quincy Bayview Bridge for reports of a woman walking across the span.

 

Officers report seeing the woman climb over the bridge's railing and attempted to talk her beck over.  reportedly, she seemed determined to jump and began hanging from the ledge.

 

QPD Officers attempted to grab the woman but were unsuccessful.  She landed in the Mississippi RIver and drifted to the Illinois bank where she was pulled from the water by Officers and was taken to a hospital for treatment........

Dometic Updated Their Pro-Trim System........

 

Dometic Marine recently released an updated version of their Pro-Trim system which features a bolt-on design that allows for making trim adjustments to engine trim and height on outboard engines without requiring the operator to take their hands from the steering wheel.

 

The latest generation Pro-Trim Engine Trim Control mounts between the steering wheel and the helm bezel and is available in single or dual function versions for engine trim and jack plate height.

 

The upgraded system is aimed at the bass, flats and bay boat markets and has been designed to work with Dometic's mechanical or the SeaStar hydraulic steering systems........

Dredging Update:
Dock 5 dredging is complete. This dock is one of the hardest docks to move and to dredge. Because there is no room to bring the barge into the area all the dredge mud must be dumped into a dump truck. It was then dumped at the front of the harbor by the road. When it is dry enough it will be spread out and grass seed will be planted!

Mississippi River Management

Project To Track Plastic Waste In The River........

 

Currently, efforts are underway to track plastic waste in the Mississippi RIver.  Colin Wellenlamp, the Executive Director of the Mississippi River Cities and Towns Initiative says that they are trying to keep plastic out of the Mississippi River in the first place.

 

On Saturday, several groups teamed up to deploy GPS bottle tags into the Mississippi River.  The bottle tags resemble a water bottle with am antenna attached.

 

Researcher Jenna Jambeck says that the bottle tags will tell researchers more about the transport of plastic waste down the Mississippi River.  Jambeck has been studying waterway pollution for years, and has focused primarily on the GPS bottle tags in recent years........

Water Safety

Dock Shock Is A Serious Threat To Swimmers.......

 

There is a silent and invisible killer lurking in the water near docks that can pull you under instantly with no hope of escaping.  We are not talking about an animal predator, but stray electrical current in the water.

 

Electricity in the water is not visible to the naked eye, and without a meter or an alert system, it is not possible to know if water around a dock id electrified or not.

 

Dave Hotz, the inventor of Dock Lifeguard, a popular electricity detection device that got it's start at the Lake of the Ozarks says that electricity cannot be seen or heard, and prior to his invention of the Dock Lifeguard, it was a leap of faith whenever someone jumps into the water.........

Mississippi River System

 

MISSISSIPPI RIVER

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Zone 20 (Mile 364.1 – Mile 343.2),
Zone 21 (Mile 343.1 – Mile 324.9),
Zone 22 (Mile 324.8 – Mile 301.2),
Zone 24 (Mile 301.1 – Mile 273.4) and
Zone 25 (Mile 373.3 – Mile 241.4).
Towing vessels are advised to favor the center of the channel and proceed at their slowest safe speed to minimize their wake, based on
prevailing conditions, to minimize wake damage to personal property. Towboat operators should be experienced in high water operations,
exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Down-streaming operations
are not recommended. Drift and debris may pose navigation obstructions. Buoys may have been dragged off station, so remain cautious while
transiting.

MILE 339.9 - SUBMERGED BUOY
A submerged buoy, just below the waters surface, has been reported in the vicinity of Mile 339.9, RDB. Mariners are urged to exercise caution in the area.

MILE 206.0 - ADRIFT BOAT DOCK
An adrift boat dock has been reported in the vicinity of Mile 206.0, RDB, as of p.m., April 12, 2021. The boat dock is described as approximately 8 feet by 12 feet, with a roof on top. Mariners are urged to exercise caution in the area.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 65 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077
.

ILLINOIS RIVER

MILE 59.0 - SUBMERGED OBSTRUCTIONS and be experienced in high water operations. High water and drift could
Submerged concrete blocks have been reported in the vicinity of Mile 59.0, LDB. These underwater obstructions could impact the left descending
side of the channel. Water depths over the top of these obstructions is approximately 11 feet, at minimum pool. These obstructions are
unmarked. Mariners are urged to exercise caution in the area..

 

MISSOURI RIVER

CHANNEL CONDITION/COTP ADVISORY

The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
All towboat operators should use caution, minimize wake where possible be experienced. Exercise caution during down-streaming operations and be aware of bridge clearances.

Kaskaskia River Near Red Bud, Illinois

Corps Completed Kaskaskia River Harbor Determination........

 

The U.S. Army Corps of Engineers has wrapped up their federal interest determination for the Kaskaskia Regional Port District No. 2 Harbor, allowing them to proceed to the next step:  a complete study to weigh options for dredging the silted-in oxbow.

 

When the Kaskaskia Regional Port District first developed the site, they were able to fleet 20 barges at that location.  Now, the area is too shallow to fleet any barges.

 

The Corps has determined that they will evaluate five alternatives in order to determine the best combination of uses and the associated costs for dredging the oxbow........

Sad News

Kathleen M. Allen Has Passed Away.........
April 17, 1942 - April 10, 2021
Kathleen M. Allen (nee White) of Saint Charles, MO, passed away peacefully on April 10, 2021, at the age of 78. Beloved wife of the late Horace Allen faithfully married for 18 years; cherished daughter of the late Les White and Ottilia White; devoted mother of Les (Debbie) Clynes, Doug (Carlene) Clynes, and Gordon (Tricia) Richart. Loving grandmother of Nicole(Mike), Justene (Luke), Patrick, Andrew (Kara), Brandon, Zac (Cassey), Aaron, and Matthew. Cherished great grandmother of Olivia, Liam, Belle, Harrison, Jax, Bronx, and baby girl Kinlee on the way. Beloved sister of Pat (Ralph) Shepard, Maureen (Marty) Conway, Linda (Steve) Rook, and Lorraine Watson. Kathleen was preceded in death by her brother Jack Helvey, and her sister Carol Kittel.

Kathleen above all loved her family. She was a great mother to her sons but she also filled that role in many others lives as well. Kathleen was full of life, had a kind, giving heart, and she had never met a stranger. She cherished her role as mother but was extremely proud to be a GG to her grandkids as well as great grandkids.

Kathleen enjoyed gardening, bowling, but most of all she loved boating on the river. She had an active social life and liked attending social gatherings with friend and family. She was the life of the party. Kathleen will be dearly missed by all who knew and loved her.

Memorial contributions American Cancer Society, American Heart Association.

Visitation will be held Saturday, April 17th from 11 am until time of funeral service at 3:00 pm, at Hutchens-Stygar Funeral & Cremation Center, 5987 Mid Rivers Mall Dr. St. Charles, MO 63304.

Mississippi River At Chester, Illinois

Public Input Sought For Chester Bridge Project........

 

The Missouri and Illinois Departments of Transportation are working with the Federal Highway Administration to develop a plan for improving the Chester Bridge over the Mississippi RIver.

 

The agencies are calling on the public to give some feedback on what improvements should be made to the span, which connects Missouri Route 51 to Illinois Route 150.

 

Tasks under consideration include:

 

○  Widening lanes
○  Adding shoulders
○  Including bike and pedestrian access
○  How to improve safety
○  Increasing transportation accessibility

Savannah River Near Savannah, Georgia

Cannons, Anchor Discovered While Dredging........

 

In late February, crewmembers from Weeks Marine made a rare and archaeologically significant find while dredging in Savannah, Harbor.  They uncovered an anchor, a timber and several cannons, all likely dating to before the Civil War.

 

Billy Birdwell, acting chief of communications & senior public affairs specialist for the U.S. Army Corps of Engineers, Savannah District, stated that while the contractor was conducting clamshell dredging operations, they found these artifacts while screening the maintenance material, due to the close proximity of the previously recovered CSS Georgia.

 

The CSS Georgia was a steam powered Confederate ironclad constructed in 1862.  The vessel saw little to no action during the Civil War, and ended up being scuttles by Confederate forces in 1864 after Savannah fell to Union Major General William T. Sherman's forces.  In 1968, the wreck was discovered and marked after being struck by a dredge.  Recovery efforts began in 2015 as part of the early stages of the Savannah Harbor deepening project........

Dredging Update:
Dock 5 dredging is complete. This dock is one of the hardest docks to move and to dredge. Because there is no room to bring the barge into the area all the dredge mud must be dumped into a dump truck. It was then dumped at the front of the harbor by the road. When it is dry enough it will be spread out and grass seed will be planted!

Mississippi River System

 

MISSISSIPPI RIVER

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Zone 20 (Mile 364.1 – Mile 343.2),
Zone 21 (Mile 343.1 – Mile 324.9),
Zone 22 (Mile 324.8 – Mile 301.2),
Zone 24 (Mile 301.1 – Mile 273.4) and
Zone 25 (Mile 373.3 – Mile 241.4).
Towing vessels are advised to favor the center of the channel and proceed at their slowest safe speed to minimize their wake, based on
prevailing conditions, to minimize wake damage to personal property. Towboat operators should be experienced in high water operations,
exercise caution in all passing and meeting situations and be mindful of all charted bridge navigational clearances. Down-streaming operations
are not recommended. Drift and debris may pose navigation obstructions. Buoys may have been dragged off station, so remain cautious while
transiting.

MILE 339.9 - SUBMERGED BUOY
A submerged buoy, just below the waters surface, has been reported in the vicinity of Mile 339.9, RDB. Mariners are urged to exercise caution in the area.

MILE 206.0 - ADRIFT BOAT DOCK
An adrift boat dock has been reported in the vicinity of Mile 206.0, RDB, as of p.m., April 12, 2021. The boat dock is described as approximately 8 feet by 12 feet, with a roof on top. Mariners are urged to exercise caution in the area.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 65 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077
.

ILLINOIS RIVER

MILE 59.0 - SUBMERGED OBSTRUCTIONS and be experienced in high water operations. High water and drift could
Submerged concrete blocks have been reported in the vicinity of Mile 59.0, LDB. These underwater obstructions could impact the left descending
side of the channel. Water depths over the top of these obstructions is approximately 11 feet, at minimum pool. These obstructions are
unmarked. Mariners are urged to exercise caution in the area..

 

MISSOURI RIVER

CHANNEL CONDITION/COTP ADVISORY

The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
All towboat operators should use caution, minimize wake where possible be experienced. Exercise caution during down-streaming operations and be aware of bridge clearances.

Flood Insurance

IDNR:  Look Into Purchasing Flood Insurance........

 

Officials in Illinois are calling for residents that do not have flood insurance to consider adding the coverage.  So far this year, Illinois has not been hit with heavy rainfall, however, it could happen.

 

Rachel Torbert, spokesperson for the Illinois Department of Natural Resources says that now is the perfect time to sign up for flood insurance, as most policies take 30 days to go into effect.

 

Torbert added that the Federal Emergency Management Agency website has flood maps that can help determine if your property is located in a high-risk area.  Currently, the Mississippi and Illinois Rivers are about a foot out of their banks in Alton, Grafton and Hardin........

The Lewis and Clark statue was removed from the St. Louis Riverfront and moved to the Tyson Research Center for restoration aftr a six month dry-out period.
The statue will be relocated approximately 200 yards to the south of it's prior location and about 17 feet higher on Leonor K. Sullivan Boulevard.

Mississippi River At St. Louis, Missouri

Take A Look Back At The Flood Of '73........

 

When people discuss flooding events in St. Louis, the Great Flood of 1993 typically comes to mind.  There was another three-month-long flooding disaster in St. Louis, the Flood of 1973.

 

Spring saw the Mississippi River rising to heights not seen before, and all of that water caused a series of levee failures  .On March 10, 1973, the Mississippi RIver went above flood stage and would remain above flood stage until May 26tth.

 

By April, sandbagging efforts were in full swing, and the U.S. Coast Guard had an important message for boaters along the Meramec and Illinois Rivers:  Slow Down........

Sad News

Kathleen M. Allen Has Passed Away.........
April 17, 1942 - April 10, 2021
Kathleen M. Allen (nee White) of Saint Charles, MO, passed away peacefully on April 10, 2021, at the age of 78. Beloved wife of the late Horace Allen faithfully married for 18 years; cherished daughter of the late Les White and Ottilia White; devoted mother of Les (Debbie) Clynes, Doug (Carlene) Clynes, and Gordon (Tricia) Richart. Loving grandmother of Nicole(Mike), Justene (Luke), Patrick, Andrew (Kara), Brandon, Zac (Cassey), Aaron, and Matthew. Cherished great grandmother of Olivia, Liam, Belle, Harrison, Jax, Bronx, and baby girl Kinlee on the way. Beloved sister of Pat (Ralph) Shepard, Maureen (Marty) Conway, Linda (Steve) Rook, and Lorraine Watson. Kathleen was preceded in death by her brother Jack Helvey, and her sister Carol Kittel.

Kathleen above all loved her family. She was a great mother to her sons but she also filled that role in many others lives as well. Kathleen was full of life, had a kind, giving heart, and she had never met a stranger. She cherished her role as mother but was extremely proud to be a GG to her grandkids as well as great grandkids.

Kathleen enjoyed gardening, bowling, but most of all she loved boating on the river. She had an active social life and liked attending social gatherings with friend and family. She was the life of the party. Kathleen will be dearly missed by all who knew and loved her.

Memorial contributions American Cancer Society, American Heart Association.

Visitation will be held Saturday, April 17th from 11 am until time of funeral service at 3:00 pm, at Hutchens-Stygar Funeral & Cremation Center, 5987 Mid Rivers Mall Dr. St. Charles, MO 63304.

Upper Mississippi River

Anglers Reel In Asian Carp........

 

Last week, approximately 30 Asian carp were reeled in from the Mississippi River, indicating the possibility that the invasive species has established a foothold in Minnesota waters.

 

The grass and silver carp were caught in the shallow backwaters of Mississippi River Pool 8 near La Crosse, Wisconsin, just above the southernmost Lock and Dam in Minnesota.

 

Last spring, over 50 Asian carp were caught in the same pool, and earlier this year, another 14 Asian carp were caught.  Ben Larson, the invasive carp field lead for the Minnesota Department of Natural Resources says that all of the fish were adults........

MILE 339.9 - SUBMERGED BUOY
A submerged buoy, just below the waters surface, has been reported in the vicinity of Mile 339.9, RDB. Mariners are urged to exercise caution in the area.

MILE 206.0 - ADRIFT BOAT DOCK
An adrift boat dock has been reported in the vicinity of Mile 206.0, RDB, as of p.m., April 12, 2021. The boat dock is described as approximately 8 feet by 12 feet, with a roof on top. Mariners are urged to exercise caution in the area.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 65 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077

ILLINOIS RIVER

MILE 59.0 - SUBMERGED OBSTRUCTIONS and be experienced in high water operations. High water and drift could
Submerged concrete blocks have been reported in the vicinity of Mile 59.0, LDB. These underwater obstructions could impact the left descending
side of the channel. Water depths over the top of these obstructions is approximately 11 feet, at minimum pool. These obstructions are
unmarked. Mariners are urged to exercise caution in the area..

The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).

Mississippi River In The Riverbend

Mississippi River Levels Expected To Fall This Weekend.........

 

The Mississippi River in the Riverbend region is currently above flood stage, however, it is only in minor flood stage.  The river is forecasted to fall by the weekend.

 

The Mississippi River has risen past the 20 foot flood stage for Alton and Grafton.  The National Weather Service reports that as of Wednesday morning, the Mississippi River at Grafton was at 20.64 feet, with the river being a little higher at Alton at 23.21 feet.

 

The forecast for Friday morning has the Mississippi RIver falling to 19.90 feet in Grafton and 20,70 feet in Alton........

Kathleen M. Allen Has Passed Away.........
April 17, 1942 - April 10, 2021
Kathleen M. Allen (nee White) of Saint Charles, MO, passed away peacefully on April 10, 2021, at the age of 78. Beloved wife of the late Horace Allen faithfully married for 18 years; cherished daughter of the late Les White and Ottilia White; devoted mother of Les (Debbie) Clynes, Doug (Carlene) Clynes, and Gordon (Tricia) Richart. Loving grandmother of Nicole(Mike), Justene (Luke), Patrick, Andrew (Kara), Brandon, Zac (Cassey), Aaron, and Matthew. Cherished great grandmother of Olivia, Liam, Belle, Harrison, Jax, Bronx, and baby girl Kinlee on the way. Beloved sister of Pat (Ralph) Shepard, Maureen (Marty) Conway, Linda (Steve) Rook, and Lorraine Watson. Kathleen was preceded in death by her brother Jack Helvey, and her sister Carol Kittel.

Kathleen above all loved her family. She was a great mother to her sons but she also filled that role in many others lives as well. Kathleen was full of life, had a kind, giving heart, and she had never met a stranger. She cherished her role as mother but was extremely proud to be a GG to her grandkids as well as great grandkids.

Kathleen enjoyed gardening, bowling, but most of all she loved boating on the river. She had an active social life and liked attending social gatherings with friend and family. She was the life of the party. Kathleen will be dearly missed by all who knew and loved her.

Memorial contributions American Cancer Society, American Heart Association.

Visitation will be held Saturday, April 17th from 11 am until time of funeral service at 3:00 pm, at Hutchens-Stygar Funeral & Cremation Center, 5987 Mid Rivers Mall Dr. St. Charles, MO 63304.

Mississippi River At Quincy, Illinois

Riverfront Master Plan Accepted By County Board.........

 

On Wednesday, the Adams County Board voted to accept the finalized Quincy Riverfront Master Plan, which is separated into eight phases and will include a riverwalk, an interactive play area, a fountain plaza, a courtesy dock, a stage and an access area

 

Bret Austin, the Adams County Board Finance committee chairman, says that the master plan is a solidly pan.  Austin says that the other board members shouldn't worry that the county would be liable for future developments or projects.

 

Austin says that the project involved a considerable amount of money over time, however, the plan will be able to be used for a lot of different purposes........

Mississippi River At Cape Girardeau, Missouri

Officials Celebrated River Wall Project Completion........

 

On Wednesday, The City of Cape Girardeau, Missouri and the U.S. Army Corps of Engineers, St. Louis District celebrated the completion of several projects on the city's flood wall.

 

The project cost around $20 million and took close to 15 years to complete.  The project involved rock berm stabilization on the existing wall, repairs to floodwall joints, soil stabilization, gate seal replacement, renovations to two pump stations as well as other structural and culver work.

 

The floodwall was originally completed in 1964, but Cape Girardeau Public Works Director Sam Polivick says that their mission is to keep the wall going for another 50 years........

SPRINGFIELD, Va., April 14, 2021 -- Of the nation’s nearly 12 million registered recreational boats, those owners who federally document their vessels, or about 165,000 boats, will be spared the hassle of renewing their U.S. Coast Guard Certificate of Documentation every year as a result of recent rule change that now makes documentation valid for five years. The move was the result of Coast Guard cost-saving efforts and requirements set forth in the Frank LoBiondo Coast Guard Authorization Act of 2018.

“The change to a five-year documentation period will be a time-saver,” said BoatUS Manager of Government Affairs David Kennedy. Kennedy notes the new rule also eliminates some options that were formerly available.

“Going forward, the five-year Certificate of Documentation is the only option available for recreational vessels as the 2018 Act did not allow for alternatives,” added Kennedy.

Formerly, documentation was $26 per year and boaters could select the number of years, from one to five. The new five-year documentation cost for is fixed at $130. Additional fees apply for initial documentation as well as exchanges. The Coast Guard will not issue refunds if an owner chooses to cancel documentation before its five-year expiration or if a vessel is sold during the renewal period.

Boat owners generally choose to federally document vessels with the U.S. Coast Guard versus the more common practice of state registration, for one of two reasons: the boat was purchased with a bank loan and the lender required it or the owner plans to travel beyond U.S. waters. A Certificate of Documentation is internationally recognized and makes it easier for American vessels to enter and leave foreign ports.

Documented vessels must also be a minimum of 5 net tons, which is about the size of a 26-foot boat. BoatUS notes that net tons are more about (cargo) volume, than weight.

In a related issue, BoatUS continues to advise boaters to be vigilant when renewing U.S. Coast Guard vessel documentation as official-looking vessel documentation renewal notices can lead to confusion and higher costs. Some BoatUS members have received notices that are not from the Coast Guard but rather third-party companies whose name or return addresses may appear similar to that of the official U.S. Coast Guard National Vessel Documentation Center (NVDC).

ILLINOIS RIVER

MILE 183.2 - BRIDGE CONSTRUCTION
Submerged concrete blocks have been reported in the vicinity of Mile 59.0, LDB. These underwater obstructions could impact the left descending side of the channel. Water depths over the top of these obstructions is approximately 11 feet, at minimum pool. These obstructions are unmarked. Mariners are urged to exercise caution in the area.

MILE 32.0 - DREDGE OPERATION
Continuing until further notice, J.F. Brennan Marine is conducting dredging operations in the vicinity of Mile 32.0, RDB. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Friday. Mariners may contact the M/V KEN MANNING via VHF-FM Channel 13 or 16, during working hours, or Brennan Marine at (608) 304-4897, after hours, for additional information. Mariners are urged to exercise caution in the area.

Alton's Amphitheater Has Booked 15 Events........

 

Officials have announced that they have scheduled several live music acts at the Liberty Bank Alton Amphitheater.  Robert Stephan, chairman of the Alton Amphitheater says that they gave been working for months to safely reopen the amphitheater.

 

Stephan says that they are excited to announce that they have 15 live music dates confirmed, and they are hoping to add more dates as sponsorships are confirmed.

 

Matt Waters, Market President of Liberty Bank says that they are looking forward to hosting events along Alton's Riverfront once again.  Last year, the amphitheater was forced to cancel the entire season due to the COVID-19 outbreak........

Flood of 73.....

 

Ahoy Bill,

I remember the Flood of “73” all too well. I had just separated from active duty and was working for Mark Aero at Lambert Airport. One of my duties was flying the Bell 206 helo leased to Peabody Coal, we flew almost daily out to the Illinois strip mines. However, when the Mississippi River began to rise and Hwy 94 went under crews were unable to reach the Sioux Power Plant. Since Peabody, at the time, was the primary supplier of coal to the generating plant the helicopter was used to shuttle workers in and out until the road dried out. We flew around the clock and sometimes in weather that was less than ideal. All in all, we kept the power on and logged a lot of flight hours.

Kathleen M. Allen Has Passed Away.........
April 17, 1942 - April 10, 2021
Kathleen M. Allen (nee White) of Saint Charles, MO, passed away peacefully on April 10, 2021, at the age of 78. Beloved wife of the late Horace Allen faithfully married for 18 years; cherished daughter of the late Les White and Ottilia White; devoted mother of Les (Debbie) Clynes, Doug (Carlene) Clynes, and Gordon (Tricia) Richart. Loving grandmother of Nicole(Mike), Justene (Luke), Patrick, Andrew (Kara), Brandon, Zac (Cassey), Aaron, and Matthew. Cherished great grandmother of Olivia, Liam, Belle, Harrison, Jax, Bronx, and baby girl Kinlee on the way. Beloved sister of Pat (Ralph) Shepard, Maureen (Marty) Conway, Linda (Steve) Rook, and Lorraine Watson. Kathleen was preceded in death by her brother Jack Helvey, and her sister Carol Kittel.

Kathleen above all loved her family. She was a great mother to her sons but she also filled that role in many others lives as well. Kathleen was full of life, had a kind, giving heart, and she had never met a stranger. She cherished her role as mother but was extremely proud to be a GG to her grandkids as well as great grandkids.

Kathleen enjoyed gardening, bowling, but most of all she loved boating on the river. She had an active social life and liked attending social gatherings with friend and family. She was the life of the party. Kathleen will be dearly missed by all who knew and loved her.

Memorial contributions American Cancer Society, American Heart Association.

Visitation will be held Saturday, April 17th from 11 am until time of funeral service at 3:00 pm, at Hutchens-Stygar Funeral & Cremation Center, 5987 Mid Rivers Mall Dr. St. Charles, MO 63304.

Mississippi River At Grafton, Illinois

Despite Floods & COVID, Tourism Returning To Grafton........

 

Over the past two years, the tiny tourist town of Grafton, Illinois has been hit fairly hard by flooding as well as the COVID-19 outbreak, however, the business community is ready to make a comeback this summer.

 

Cory Jobe, president and CEO of Great Rivers & Routes Tourism Board says that they anticipate the travel season peaking back to 2019 levels by late July or early August.

 

Businesses are starting to reopen, such as the Grafton Ferry, which is slated to resume operations on April 30th.  The Spirit of Peoria paddlewheel tourist boat is returning in July, and demand for tickets is already high........

Cape Celebrating Completion Of Floodwall Upgrades.........

 

This week, the City of Cape Girardeau and the U.S. Army Corps of Engineers, St. Louis District will be celebrating the completion of a $20 million project that was started over a decade ago to help guarantee the floodwall will be around for at least the next 50 years.

 

At 11 am Wednesday morning, a ribbon-cutting ceremony will be held near the Merriwether Pump Station to commemorate the multi-year project that city officials said would "enhance the reliability" of the floodwall.

 

The work included the installation of rip-rap, refurbishment of pumps and motors at both pump stations, the rehabilitation of several flood wall sections, the replacement of toe-drain pipe and the extension of pipe for the Merriwether Pump Station discharge outlet........

ANNAPOLIS, Md., April 13, 2021 – Back in 1970 on the first Earth Day, going out boating often meant tolerating polluted waterways. We’ve come a long way since then. Largely gone are the foul-smelling air and unswimmable waters, remnants of a prior age. How can boat owners keep the momentum going? The BoatUS Foundation offers five simple Earth Day tips for boaters to follow all summer long.

1. Take time to prepare your boat’s shrinkwrap for recycling by removing vents, strapping or zippers. Only the plastic film can be recycled. Many shrinkwrap recycling programs today are offered at the local level, so if your marina does not recycle, ask your county government. Some boaters have found that by carefully removing the wrap it can be reused for a second season.

2. If you trailer your boat to different waterways each summer, leave the uninvited aquatic hitchhikers at home by following “Clean, Drain, Dry,” ensuring your boat, trailer and motor are cleaned thoroughly (including any tackle or watersports gear) and allowed to dry completely before splashing in a different body of water.
 

3. The earth may be 71% water, but it’s no place for trash. Always have a trash receptacle aboard, and when underway ensure nothing goes overboard. (A waste can with a closable lid helps.) A second receptacle for recyclables also helps honor

Earth Day and make cleanup easier at the end of the boating day.
 

4. Prevent a spill by refueling your boat with care. Always have an absorbent pad, fuel nozzle absorbent “donut,” or “bib” (to soak up back splashes) when you pump. Actively listen to fuel being dispensed into the fuel nozzle receptacle. Slow down the dispensing pump as fuel reaches the top of the tank – usually when you start to hear bubbling or gurgling noises rising from the fuel filler tube. Refuel portable tanks ashore.
 

5. Help keep discarded fishing line and soft baits out of the water by building a fishing line recycling bin and placing it in your community. To learn how, go to BoatUS.org/Monofilament.

A True River Legend

Captain Roscoe A. “Ike” Hastings, 92, passed away.

Ike was probably best known for his infatuation with the Mississippi River and boats. He spent his summers and free time commercial fishing and building boats. Besides the 47 different boats he built, he also built an amphibious biplane and obtained an aeronautical pilots license along with his Riverboat pilot license.

His two most well-known boats were the sternwheeler Lilly Belle, a 60 foot boat started in 1958, and an all-aluminum hull 100 ft boat started in 2003 called the Pickett Hastings. The Lilly Belle was used for both personal family vacations and chartered excursions. It also hosted the National Audubon educational trips up and down the river for several years.

The Pickett Hastings was much faster and larger and like its predecessor made many trips up and down both the Mississippi and Ohio Rivers. Ike was especially fond of the River Regattas, River Festivals, and stern wheel races, which he often won. It was estimated that he logged over 80,000 miles on the Mississippi and Ohio River. The Pickett Hastings entertained a filming crew from the History channel in 2014 and Ike was excited to see his excursions documented in the episodes of “Mississippi Men,” which aired in early 2015. He always said that his greatest accomplishment was his “boys”, Jim and Jeff.

ILLINOIS RIVER

MILE 183.2 - BRIDGE CONSTRUCTION
Submerged concrete blocks have been reported in the vicinity of Mile 59.0, LDB. These underwater obstructions could impact the left descending side of the channel. Water depths over the top of these obstructions is approximately 11 feet, at minimum pool. These obstructions are unmarked. Mariners are urged to exercise caution in the area.

MILE 32.0 - DREDGE OPERATION
Continuing until further notice, J.F. Brennan Marine is conducting dredging operations in the vicinity of Mile 32.0, RDB. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Friday. Mariners may contact the M/V KEN MANNING via VHF-FM Channel 13 or 16, during working hours, or Brennan Marine at (608) 304-4897, after hours, for additional information. Mariners are urged to exercise caution in the area.

 

KASKASKIA RIVER

The Jerry F. Costello L/D in the vicinity of Mile 0.8, has returned to normal operations.

High Water Prompts Closure Of Corps' Recreation Areas........

 

The U.S. Army Corps of Engineers' River Project Office has announced that they are temporarily closing Maple Island in West Alton, Missouri, as well as the Low Water Access Area on Chouteau Island to all vehicles, pedestrians and anglers because of high water.

 

The project areas will be reopened after the river recedes at a date that has yet to be determined........

Sad News

Kathleen M. Allen Has Passed Away.........
April 17, 1942 - April 10, 2021
Kathleen M. Allen (nee White) of Saint Charles, MO, passed away peacefully on April 10, 2021, at the age of 78. Beloved wife of the late Horace Allen faithfully married for 18 years; cherished daughter of the late Les White and Ottilia White; devoted mother of Les (Debbie) Clynes, Doug (Carlene) Clynes, and Gordon (Tricia) Richart. Loving grandmother of Nicole(Mike), Justene (Luke), Patrick, Andrew (Kara), Brandon, Zac (Cassey), Aaron, and Matthew. Cherished great grandmother of Olivia, Liam, Belle, Harrison, Jax, Bronx, and baby girl Kinlee on the way. Beloved sister of Pat (Ralph) Shepard, Maureen (Marty) Conway, Linda (Steve) Rook, and Lorraine Watson. Kathleen was preceded in death by her brother Jack Helvey, and her sister Carol Kittel.

Kathleen above all loved her family. She was a great mother to her sons but she also filled that role in many others lives as well. Kathleen was full of life, had a kind, giving heart, and she had never met a stranger. She cherished her role as mother but was extremely proud to be a GG to her grandkids as well as great grandkids.

Kathleen enjoyed gardening, bowling, but most of all she loved boating on the river. She had an active social life and liked attending social gatherings with friend and family. She was the life of the party. Kathleen will be dearly missed by all who knew and loved her.

Memorial contributions American Cancer Society, American Heart Association.

Visitation will be held Saturday, April 17th from 11 am until time of funeral service at 3:00 pm, at Hutchens-Stygar Funeral & Cremation Center, 5987 Mid Rivers Mall Dr. St. Charles, MO 63304.

Boater Safety

Safety Checks........

 

Prior to the pandemic, the U.S. Coast Guard Auxiliary and U.S. Power Squadrons performed over 150,000 vessel safety inspections annually at boat ramps, boat clubs and marinas.

 

BoatUS reports that this year, both groups are mobilizing personnel following requests for safety checks.  Boaters can also perform the safety checks themselves.

 

Boaters wishing to conduct their own vessel safety check can use an online guide and a downloadable checklist that is similar to those used by volunteer vessel examiners.  The only catch is that in order to get a vessel safety check decal to display on board can only be acquired by having the in-person vessel safety check performed........

Mississippi River At Cape Girardeau, Missouri

Cape Celebrating Completion Of Floodwall Upgrades.........

 

This week, the City of Cape Girardeau and the U.S. Army Corps of Engineers, St. Louis District will be celebrating the completion of a $20 million project that was started over a decade ago to help guarantee the floodwall will be around for at least the next 50 years.

 

At 11 am Wednesday morning, a ribbon-cutting ceremony will be held near the Merriwether Pump Station to commemorate the multi-year project that city officials said would "enhance the reliability" of the floodwall.

 

The work included the installation of rip-rap, refurbishment of pumps and motors at both pump stations, the rehabilitation of several flood wall sections, the replacement of toe-drain pipe and the extension of pipe for the Merriwether Pump Station discharge outlet........

Illinois Ports

State Announces Port Funding........

 

On Monday, Illinois Governor J.B. Pritzker and the Illinois Department of Transportation announced that there will be $110 million in funding for making improvements to public ports across the state.  The funding is provided via the bipartisan Rebuild Illinois capitol plan.

 

The Illinois Department of Transportation is calling for project proposals for improving public ports as well as proposals for modernizing and revitalizing Illinois' marine transportation system.  All 19 of Illinois' public ports are eligible to apply for the grants.

 

Governor Pritzker says that Illinois is already a global hub for the nation's commerce and transportation, and the funds will allow the state's ports to build upon that status to further establish the state as a national hub for the shipping and logistics industry while creating earning opportunities for residents........

We met these 6 young men who are paddling from the Gulf to the Arctic Ocean. They stopped at Sherwood Harbor, had some beers and good times.

 

Jarred, Adam, Luke, Winchell, Dan, and John.

 

Great young men that work helping troubled youths and took time off to go up the great Mississippi River. They are pulling out tomorrow morning.

Flood Impact:

29.8 Much of County Highways B and C in eastern St. Charles County are flooded.
29.5 Highway B in eastern St. Charles County floods near the Dardenne Creek bridge.
29.3 The following roads in northern St. Charles County close near this level: Peruque Creek Road near Highway 79, Dalbow Road near Highway 79, and Firma Road.
29.2 Lakeview Road in northeastern St. Charles County is closed north of the railroad tracks. Also, Highway C between Highway B and Silvers Road will be closed near this height.
29 Route 96 at Mozier Landing closes.
28.6 Water begins covering Highway C about a half mile south of Highway B in St. Charles County.
28.3 Near this height, Lakeview Drive becomes impassable and Kampville Road begins flooding in northern St. Charles County.
27.8 Near this height, Wilson Road just north of Washeon Road and Lehmond Island Road south of Sunset Drive in northern St. Charles County begin flooding.
27.5 At this stage, Lock and Dam 25 will stockpile 200 tons of sand, 12,000 sandbags, and 10,000 square feet of polyethylene plastic as a precaution.
23 A few local islands begin to flood.
21.6 Near this stage, the Corps will raise all gates out of the river, creating "open river" conditions. This corresponds to an approximate discharge of 145,000 cfs.

Did Deforestation Lead To Cahokia Flooding?

 

According to new research from Washington University in St. Louis, whatever ultimately caused the Mississippian people to abandon Cahokia, their departure was not caused by deforestation.

 

Archaeologists excavated near the earthen mounds and studied sediment core samples in order to test an enduring theory about the collapse of Cahokia, the pre-Columbian Native American city that was once home to some 15,000 people.

 

No one is certain why Cahokia was abandoned, but one popular theory is that Native Americans from densely populated Cahokia deforested the region, which could have lead to erosion and localized flooding........

On April 12, 2008 in River History


The Captain of the Port at Coast Guard Sector Upper Mississippi River closed the Upper Mississippi River to all recreational boaters between the Chain of Rocks and the J. B. Bridge in St. Louis.

This closure was a result of extreme high water, strong currents and the difficulty of navigating towing vessels through the St. Louis area during these conditions.
