200.5 - L/D CLOSURE
Continuing
until November 22, 2020, the Mel Price L/D 26 (auxiliary
chamber) in the vicinity of Mile 200.5, is closed to
navigation for repair. The main
chamber is available to pass traffic, during this closure.
Mariners should be alert for and abide by any special
instructions from the lockmaster.
MILE
200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) in the vicinity of Mile
200.5, is experiencing deterioration.
Continuing until further notice, all tows transiting the
main lock are requested to stay off the lower long wall
bullnose. Mariners should be alert for
and abide by any special instructions from the lockmaster.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners are
encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.

Hannibal Tree Board Hopes For Input
On Riverfront Plantings........
The October 31 deadline for the
completion of the Hannibal Riverfront project has come and
gone, there are still some odds and ends that need
attending-to, such as landscaping.
Members of the Hannibal Tree Board are
concerned about the future of trees in the renovation
project. Tree Board member Kristy Trevathan says that she
doesn't know how many trees there will be.
Trevathan says that during the Tree
Board's November 2020 meeting, no input regarding trees had
been requested. During the September 2020 Tree Board
meeting, it was recommended that bald cypress trees be
planted due to their ability to withstand flooding........

Mississippi River At Bettendorf, Iowa
Westbound I -74 Bridge Slated To Open
By The End of November........
This past week, the Illinois and Iowa
Departments of Transportation announced that they would be
opening the Iowa-bound span of the New Interstate 74 Mississippi
River Bridge.
Officials report that crews are scurrying to
get the span prepared for traffic. The ongoing tasks include
painting the arch, completing the installation of lighting and
testing it, striping the roadway, moving barrier walls and
installing sign mounts above the roadway.
Construction on the pair of structures began
in 2017, and is expected to be completed during 2021. The new
span is more than twice as wide as the existing bridge, boasting
four lanes in each direction........

Port Of Epes On Tenn-Tom Waterway
Awarded $1.7 Million Grant........
The U.S. Department of Commerce recently
awarded a $1.7 million grant tot he University of West Alabama
to increase barge access at the Port of Epes Industrial Park,
located at the southernmost end of the Tenn-Tombigbee Waterway.
U.S. Secretary of Commerce Wilbur Ross says
that the Trump Administration is committed to assisting
communities acess the nation grow via the strategic investments.
Ross added that the grant will fund
improvements to transportation infrastructure at the Port of
Epes Industrial Park in order to assist a major wooden pellet
company, increase their operational capacity attract new
businesses and much more

Officials Hosted Webinar On Mississippi
River Delta Sediment Diversions........
Late last month, officials with the Louisiana
Coastal Protection & Restoration Authority, the agency assigned
to efforts into restoring the vanishing coastline, hosted a
webinar focused on the sediment diversion projects along the
Mississippi River Delta.
This webinar was part of a series presented
by the CPRA that focuses on engineering with nature, or using
natural processes and engineering to reconnect the Mississippi
River to it's Delta.
Bryan Gossman, CPRA's host of the webinar
says that the presentation focused on several crevasses and a
large sediment diversion. A crevasse is a cut in either a
natural or artificial levee.........

A Look At The Development Of The Cox
Diesel Outboard........
U.K.-based
Cox Powertrain is currently in serial production with their
CXO300, which is being marketed as a new generation in diesel
technology. Back in June, the company earned Tier 3 approval
from the U.S. Environmental Protection Agency.
By September, U.S. dealers began to receive
their first shipments of the CXO300 production units. Florida
based distributor, Ring Power, has since wrapped up the first
installation with a twin setup on an Intrepid 345 Nomad.
Developing the CXO300 took approximately two
years, and during that time, there were two major engine design
iterations, with subsequent production line
modifications........

Annual Rib Rumble On The River Was This
Past Weekend........
On Saturday, the Hawg Pit's parking lot along
the Mississippi River at Grafton, Illinois was the site of the
Second Annual Rib Rumble on the River event where barbeque
enthusiasts competed for trophies, cash prizes and above all,
bragging rights.
Attendees paid $15 to enter the event on
Saturday, and for their money, were able to sample as many Rib
Rumble entries as they wished, and there were plenty to
enjoy........

Warmer Weather Helping Grafton's
Tourism Businesses........
The tiny town of Grafton, Illinois is
nestled at the confluence of the Illinois and Mississippi
Rivers, and it relies heavily on tourism for income. Thanks
to the flooding in recent years, and the recent COVID-19
outbreak, some economic challenges have arisen.
KMOV News Channel 4 headed up to Grafton
over the weekend to check in with local business owners to
see how things were going........

Mississippi River Cruising
First Several Viking 2022 Cruises
From STL, New Orleans To St. Paul Sold Out........
Despite price tags starting at $4,400 and
$11,000 respectively, the first several eight-day and
fifteen-day Viking River Cruises to and from St. Paul have
already sold out.
The international cruise company, Viking
had opened bookings in April, coinciding with the beginning
of the pandemic, while announcing that in Louisiana,
construction was underway on the 386 passenger Viking Mississippi,
the company's first custom-built riverboat.
Federal maritime law had prevented
Viking, which is based in Switzerland, from sailing within
U.S. Waters using foreign vessels and crews. This
complicated Viking's plans, which have been in the works
since 2015........

Bayview Bridge To Be Lit Purple For
Organ, Tissue Donation Awareness........
This week, the Quincy Bayview Bridge spanning
the Mississippi River will be illuminated in purple lighting to
raise awareness for the need for organ and tissue donations.
The gesture is intended to honor the Gift of
Hope Organ and Tissue Donor Awareness Network's National Donor
Sabbath, during which faith leaders, donor families, transplant
recipients and donation and transplantation professionals take
part in services and programs that increase awareness of the
need for lifesaving gifts via transplantation as well as to
encourage people to sign up as organ donors.
The Quincy Bayview Bridge lights will again
be lit in purple for a week during April 2021 to commemorate
National Donate Life Month, as well as when an organ or tissue
is donated by a Blessing Hospital patient, when it is
possible........

November 9, 1987 in River History
The pool between Upper and Lower St. Anthony Falls on the Mississippi River
in Minneapolis began to drain after a foundation failure occurred at the
Northern States Hydroelectric Plant. Navigation in and out of the
Minneapolis Port was halted for a week, while the power company built a
20-foot high earth dam above the collapsed hydro plant. The pool virtually
emptied.

Granulation Facility, Terminal........
On November 3rd, Vancouver, Canada-based
fertilizer company, Ostara Nutrient Recovery Technologies Inc.
announced that they have agreed to purchase the Bruce Oakley,
Inc. granulation facility and terminal along the Mississippi
River at St. Louis, Missouri
Ostara is a nutrient recovery and water
management company who derives it's fertilizers from nutrients
recovered from industrial, agriculture and municipal waterways
using proprietary technology they call Pearl.
The company then turns the recovered
nutrients into granular fertilizers. Ostara claims that they
are closing the loop on phosphorous for future generations to
come........

Malibu Boats Beat Q1 Estimates........
During the first quarter of Malibu Boats'
fiscal year 2021, they reported a 5.2 percent increase in net
sales, recording $181 million, which beat Wall Street's $179
million expectation. Malibu also posted a gross profit increase
of 14.3 percent to $45.7 million.
Unit volume dropped down 5.3 percent because
of production limitations, however, Malibu was able to increase
their net incomes by 32.1 percent to $22 million.
Malibu CEO Jack Springer says that their team
delivered a phenomenal start to the 2021 fiscal year by
capturing the insatiable demand for their innovative boats while
flexing the company's competitive leadership and vertical
integration capabilities.........

Cameras Watch For Illegal Dumping
Along Chouteau Slough........
Officials with the Chouteau Township
recently began placing cameras in the area of Old Alton Road
along the Chouteau Slough in an effort to catch illegal
dumpers in the act.
Chouteau Township Supervisor Eddie Lee
says that so far, they have caught several people dumping,
and hope to catch more. Lee adds that they have to stop
people from dumping in the slough. He says that every site
has a camera plus a backup camera........

length of the Mississippi River, and the experience made an
impression on him. Now, he is expanding on that trip by
paddling along 22 rivers in what he believes to be the
longest continuous solo canoe trip ever attempted across the
United States.
Moore is recording his adventures and the
people he meets in an effort to compile them into a book.
He says that stringing these rivers and stories together
will tell the tale of America........

Continuing
until November 22, 2020, the Mel Price L/D 26 (auxiliary
chamber) in the vicinity of Mile 200.5, is closed to
navigation for repair. The main
chamber is available to pass traffic, during this closure.
Mariners should be alert for and abide by any special
instructions from the lockmaster.
MILE
200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) in the vicinity of Mile
200.5, is experiencing deterioration.
Continuing until further notice, all tows transiting the
main lock are requested to stay off the lower long wall
bullnose. Mariners should be alert for
and abide by any special instructions from the lockmaster.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners are
encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.

MILE 7.0 -
BREAK WALL REPAIR
Continuing until November 10,
2020, break wall repair is being conducted in the vicinity
of Mile 7.0, Grafton Harbor. Mariners are urged to transit
the area at their closest safe speed to minimize their wake
and proceed with caution. Mariners may contact Grafton
Harbor at (618) 786-7678, for
additional information

Missouri
Marina Suing Boat Owners Following
Fire........
Woodland Marine in St. Charles County has
filed a lawsuit in U.S. District Court in St. Louis requesting
that a judge declare that the marina is not liable for the
damage to boats during a fire that broke out on October 7th,
damaging nearly 200 boats.
The lawsuit claims that the boat owners were
required to have insurance under their rental agreements for
their property. The suit also claims that the marina bears no
responsibility for damages to defendants as the boats were
damaged in a fire.
The lawsuit names 59 owners, and notes that
17 of them have made claims against the Woodland Marina for
damages; Firefighters believe that the fire broke out in a boat
storage area........

Television Show To Feature
Kaskaskia Port District........
The Kaskaskia Regional Port District will
be appearing on an episode of the television show World's
Greatest! on November 9th. THe episode originally aired
on November 2nd.
The Kaskaskia Regional Port ranks in at
the 10th largest inland port in the nation. Over 1.5
million tons of cargo move through the port each year/ along
the Kaskaskia River.
The Kaskaskia Regional Port District has

The floating McDonalds Restaurant on the Mississippi River at the Gateway
Arch in downtown St. Louis closed it's doors. The McDonald's corporation
issued a statement saying it "has made a business decision to close its
location at 322 South L.K. Sullivan Blvd." because the structure "is in need
of extensive renovation, which is financially not justifiable at the
present."
The restaurant, which sat on the top of a barge and was designed to look
like a stern-wheel riverboat, was a fixture on the Mississippi River below
the Arch for 20 years.

Poplar Bluff Anglers Awarded World
Record Catch Certification........
In April, 2020, angler Tyler Goodale caught a
new state record spotted sucker using the pole-and-line method.
The Missouri Department of Conservation certified the 5 pound, 4
ounce fish as beating the previous state record of 3 pound, 10
ounce fish, which he also caught in 2014. Goodale's latest
catch qualified as the world record spotted sucker as well.
Goodale was fishing at the Duck Creek
Conservation Area when he caught the fish. Missouri Department
of Conservation staff verified the state and world record fish
on a certified scale at their Southeast Regional Office in Cape
Girardeau. This fish was the fifth state record fish of 2020.
Apparently, Goodale is familiar with the
spotted sucker, as he has spent plenty of time researching them
with the MDC as a volunteer. He says that he had put in a lot
of time and research into this species, noting that they always
spawn in April along the west side of the pool. He adds that
they are a temperamental fish that is not easy to catch........

More Missouri Fishing News
MDC Stocking Heartland Ponds With
Trout........
This week, the Missouri Department of
Conservation has been stocking ponds around the Heartland with
more than 5,000 rainbow trout. This annual practice takes place
in early November for anglers to catch and release over the
winter.
Conservation team leader Salvador Mondragon
says that stocking trout in the winter months is a good
opportunity for communities to get out and enjoy the outdoors.
Mondragon says close to 2,000 trout were
stocked into Rotary Lake, and Geyson Lake in Farmington will be
getting 1,300 fish. Legion Lake in Perryville will be getting
3,600 fish........

200.5 - L/D CLOSURE
Continuing
until November 22, 2020, the Mel Price L/D 26 (auxiliary
chamber) in the vicinity of Mile 200.5, is closed to
navigation for repair. The main
chamber is available to pass traffic, during this closure.
Mariners should be alert for and abide by any special
instructions from the lockmaster.
MILE
200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) in the vicinity of Mile
200.5, is experiencing deterioration.
Continuing until further notice, all tows transiting the
main lock are requested to stay off the lower long wall
bullnose. Mariners should be alert for
and abide by any special instructions from the lockmaster.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners are
encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.

MILE 7.0 -
BREAK WALL REPAIR
Continuing until November 10,
2020, break wall repair is being conducted in the vicinity
of Mile 7.0, Grafton Harbor. Mariners are urged to transit
the area at their closest safe speed to minimize their wake
and proceed with caution. Mariners may contact Grafton
Harbor at (618) 786-7678, for

Missouri River Management
Dam Releases Into The Missouri River To
Be Reduced........
The U.S. Army Corps of Engineers has
announced that they will be reducing the amount of water being
released from the Gavins Point Dam into the Missouri River will
be reduced later this month.
Around November 22, the reductions will
begin. The releases will gradually be ratcheted down
approximately 3,000 cubic feet per second each day until
arriving at the winter release rate of 17,000 CFS.
John Remus, chief of the USACE Missouri River
Water Management Division says that they will keep making
releases from the Gavins Point Dam to meet full service Missouri
River navigation flow targets throughout the remainder of the
navigation flow support season........

May 2021. We would like to change it up at Grafton and hire
a skipper and boat to cruise to St. Louis., kind of Hop
On-Hop Off arrangement.

River Master to spread the word.

Cleveland Boat & Fishing Show Going
Digital........
The organizers of the 64th annual Cleveland
Boat Show & Fishing Expo are proceeding with hosting the show,
however, they will be presenting it in a digital format. The
show will also be extended from the normal 5 days to 10 days.
Michelle Burke, president of the Lake Erie
Marine Trades Association says that in January, they will be
taking Ohio's oldest and largest boat show into the homes of the
state's 500,000 plus registered boat-owning families.
Burke adds that they have advised Ohio's
boaters that presenting the latest in boats and equipment
digitally is in line with what the industry's other major winter
boat shows are doing.........

The U.S. Army Corps of Engineers hosted a ceremony on Thursday, November 6,
2014 to commemorate the renaming of the Kaskaskia Lock and Dam to the Jerry
F. Costello Lock and Dam
While serving in Illinois’ 12th
Congressional District from 1988-2013, The Honorable Jerry Costello was an
avid supporter of the Kaskaskia River Watershed. His involvement with the
river and the community ensured that the Kaskaskia River remained open to
barge traffic, increasing the economic value of the surrounding communities.
Mr. Costello’s enthusiasm, dedication, and unwavering support for the
Kaskaskia River Watershed is evident in the success he achieved during his
years of service.

Mississippi River In Jefferson County,
Missouri
MDC: Truman Access Closed Until
Further Notice........
The Missouri Department of Conservation has
announced that they have closed the Truman Access along the
Mississippi River in Jefferson County, Missouri to public use
until further notice because of flood damage.
The MDC reports that they will be harnessing
the natural flooding cycles to eventually accumulate enough silt
to adequately raise the flood-prone access, making it more
resistant to overtopping.
The Truman Access, located south of Crystal
City, Missouri, is very susceptible to flooding, and the flood
events of the past several years have destroyed the MDC's
efforts to regrade and re-rock the access and parking
lot........

Modern Cargo Vessels Could Be Equipped
With Sails........
One of the world's largest agricultural
commodities traders, Minnesota-based Cargill Inc., is
considering the addition of huge wing sails to some of their
cargo vessels in order to reduce fuel consumption and emissions.
At any given time, Cargill may charter
approximately 600 vessels, and the addition of sails to those
cargo ships could reduce fuel consumption by as much as 30
percent.
This proposal could see shipping vessels
equipped with three wing sails as soon as 2022. The project is
being developed in partnership with BAR Technologies, a spin-off
of Ben Ainslie Racing. Ainslie is the most successful Olympic
medalist for sailing and a winner of the America's Cup........

On October 31st 2020 I took the
boat out for what will likely be the last ride of the year. I
was really hoping to see more fall color but most of the trees
were still green. I ended up doing one of my favorite loops and
covered around 24 miles in just over an hour. I generally cruise
around 3200 RPM which generally translates to around 30MPH. GPS
shows that my max speed in this video was 31.7 MPH!

As a side note, if
you watch this using your phone you can move your phone around
and it will rotate the view 360 degrees. If you watch it on your
computer you can use your mouse to drag the video around. If you
happen to have a VR headset you will feel like you are actually
there!

200.5 - L/D CLOSURE
Continuing
until November 22, 2020, the Mel Price L/D 26 (auxiliary
chamber) in the vicinity of Mile 200.5, is closed to
navigation for repair. The main
chamber is available to pass traffic, during this closure.
Mariners should be alert for and abide by any special
instructions from the lockmaster.
MILE
200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) in the vicinity of Mile
200.5, is experiencing deterioration.
Continuing until further notice, all tows transiting the
main lock are requested to stay off the lower long wall
bullnose. Mariners should be alert for
and abide by any special instructions from the lockmaster.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners are
encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.

MILE 7.0 -
BREAK WALL REPAIR
Continuing until November 10,
2020, break wall repair is being conducted in the vicinity
of Mile 7.0, Grafton Harbor. Mariners are urged to transit
the area at their closest safe speed to minimize their wake

Four Asian Carp Tagged, Released Into
Pool 8........
As part of the ongoing efforts to prevent the
spread of Asian carp, four silver carp were recently caught,
outfitted with tracking devices and released into pool 8 of the
Mississippi River near La Crosse, Wisconsin.
A commercial fishing operation contracted by
the Minnesota Department of Natural Resources to carry out
netting operations in the area caught the invasive species. The
commercial fishing operations will continue throughout the fall
while river conditions allow it.
The netting operations were carried out in
response to the capture of Asian carp in Pool 8 during the
spring carp surveillance efforts. The DNR is working with the
U.S. Fish and Wildlife Service the U.S> Geological Survey, the
Wisconsin DNR and commercial fishing operations to conduct
large-scale netting, studies of the carp as well as increased
monitoring........

The Wisconsin Department of Natural Resources announced that Asian carp DNA
has turned up in Lake Michigan waters in Sturgeon Bay, Wisconsin. The single
positive water sample was collected on May 31, while DNR officials were
sampling for another invasive species, the Eurasian ruffe. .

near Kansas City will be dependant upon the striking of a
careful balance of uses that aren't always in agreement with one
another.
During a panel discussion last week, experts
noted that the defining geographic feature of Kansas City serves
several conflicting needs for recreation, navigation, economic
development as well as clean water.
Environmental historian Amahia Mallean an
associate professor of history for Drake University says that
the river is conceptualized in economic terms, but it is also
crucial to public health........

USACE Reconsidering A Permit For A
Taiwanese Plastic Complex........
On Wednesday, lawyers for the U.S. Department
of Justice said that the U.S. Army Corps of Engineers is
considering whether possible environmental impacts will require
them to change, suspend or revoke a permit for a $9.4 billion
Taiwanese plastics complex.
In a motion filed in U.S District Court, the
Corps will have to explain why a planned construction project
authorized under a permit may not proceed. The plans are for
Formosa Plastics Group's Louisiana member, FG LA LLC to install
10 chemical plants and 4 other major facilities on 2,500 acres
along the Mississippi River in St. James Parish, between New
Orleans and Baton Rouge.
Sharon Lavigne, founder of Rise St. James,
says that she is overjoyed that the Corps is reconsidering
issuing the permit. She adds that this decision is the
beginning of a victory over Formosa Plastics........

Boat Sales
New Boats Scarce During October........
During October, marine dealers were
scrambling to find new boats to sell, with 88 percent of the
dealers reporting that they were at record low levels of
inventory.
According to one respondent to the Pulse
Report, a monthly survey conducted by Baird Research in
conjunction with the Marine Retailers Association of the
Americas, if the boats were in inventory, they could be sold.
The lack of new inventory is the number one
issue marine dealers faced during October, and nearly 70 percent
claimed that they foresee inventory shortages as the greatest
challenge for 2021........

The Seattle Boat Show Is Going
Virtual........
Organizers are reporting that the Seattle
Boat Show will be shifting to a digital format. The show is
scheduled to run on the same dates, January 28 - 31, 2021, but
it will be held as a virtual event.
Officials state that an appointment setting
tool will let "attendees" schedule walkthroughs via Zoom or
Facetime, talk with brokers and boat manufacturers and set
appointments for in person tours for a later date.

200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26
(auxiliary chamber) in the vicinity of Mile 200.5, is closed
to navigation for repair. The main chamber is available to
pass traffic, during this closure. Mariners should be alert
for and abide by any special instructions from the
lockmaster.
MILE
200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) is experiencing
deterioration. Continuing until further notice, all tows
transiting the main lock are requested to stay off the lower
long wall bullnose. Mariners should be alert for and abide
by any special instructions from the lockmaster.
MILE
184.0 - DREDGE OPERATION
Continuing until approximately November 1, 2020, the Dredge
POTTER will conduct dredging operations in the vicinity of
Mile 184.0, Lower Chain of Rocks Canal entrance. Work will
be conducted 24-hours a day, 7-days a week. The floating
plant will consist of the Dredge POTTER, tender boats, small
boats, barges and pipeline. Dredged material will be
transported via pontoon or self-floating pipeline that may
cross the channel, for placement outside of the navigation
channel. The Dredge POTTER will monitor VHF-FM Channel 13 or
16. Mariners are urged to transit the area at
their slowest safe speed to minimize their wake and proceed
with caution, after passing arrangements have been made.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners
are encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.
ILLINOIS RIVER
MILE 271.5
- TEMPORARY L/D CLOSURES
Continuing until October 29, 2020, from 7:00 a.m. until
5:30 p.m., each day, the Dresden Island L/D in the vicinity
of Mile 271.5, will be closed to navigation. In addition, a
70-foot width restriction will be in place and the lock will
not be able to pull cuts in either direction. Mariners are
requested not to tie up to the guidewalls during this time,
unless directed by lock staff.
MISSOURI RIVER
MISSOURI
RIVER - CHANNEL CONDITION/COTP ADVISORY
Deep draft tows are advised to
depart the area. All vessels SHALL transit these areas at a
slow speed near fleeting areas, to minimize wake impact, due
to the narrow channel width. Tow operators are advised to
place the heaviest barges in the middle of the tow and
identify fleeting areas in the event of a river closure.
Mariners are requested to transit these areas with caution
and contact U.S. Coast Guard Sector Upper Mississippi River
via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail
at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

NMMA Requesting Boating Access
Information........
This summer, legislators passed the Great
American Outdoors Act, which offers the outdoor recreation
community the opportunity to help identify boating access
projects that are in need of funding.
The National Marine Manufacturers Association
has teamed up with the Outdoor Recreation Roundtable to develop
a survey that will gather stakeholder's feedback on projects
that would benefit their business, community or recreational
activity.
The short survey requests basic project
information, recreation activities the project supports, as well
as context of the project's development to date. The more
information stakeholders can provide, the better the NMMA can
advocate for the project with legislators........

Cruise News
Cruise Industry Writes Off 2020, Looks
Toward 2021........
The cruising industry has written off any
chance at resuming operations this year and are looking forward
to resuming operations in the coming year. The decision comes
just days after the U.S. lifted it's no-sail order.
On Tuesday, the group representing some 95
percent of the ocean-going cruise industry announced that it's
members have agreed to extend the suspension of all U.S.
cruising operations for the remainder of 2020.
Cruise Lines International Association says
that members will be using the remainder of the year to prepare
for the implementation of extensive procedures that will address
COVID-19 safety........

Missouri River Forecast
The Missouri River Is At Low Risk Of
Flooding, But Snow Has Just Begun..........
As far as spring flooding is concerned, the
Missouri River watershed is heading into winter in the best
shape it has been in recent years. This is because drought
conditions have settled into most portions of the U.S..
The Upper Missouri River Watershed is
undergoing the most intense and widespread drought since 2012.
The drought and the lingering damage from the 2019 floods were
on the minds of several people participating in a virtual public
meeting about the Management of the Missouri River.
During the meeting, Montana farmers raised
concerns about access to water for irrigation, while barge
operators and other interests in Missouri were looking for
better predictability and an idea of how much the river would
drop after the Corps reduces releases from the upstream
reservoirs........

Regional Port District Will Be
Featured On TV........
The Kaskaskia Regional Port District was
featured on an episode of World's Greatest TV Show on
November 2nd. The show will air again on November 9th. The
episode focuses on three of the tenants of the port
district, Gateway FS, The Metal Works and Southern Illinois
Transfer CO.
The Kaskaskia Regional Port District
ranks tenth largest inland port in the nation, as they
handle more than 1.5 million tons of goods along the
Kaskaskia River.
Through the use of aerial photography,
drone photography in a warehouse and GoPro cameras mounted
on the bucket of an excavator unloading a barge, viewers
will get an up-close look at the port's activities........

FLIBS 2020 Was Less Strange Than
Predicted........
Since the worldwide COVID-19 pandemic has
caused the cancellation of virtually every boat show this year,
no one knew what to expect from this year's Fort Lauderdale
International Boat Show.
Some predicted a bust for this year's Fort
Lauderdale International Boat Show, several boat builders
abstained altogether. Other boat manufacturers stepped up and
charged forward.
Viking Yachts lead the way, as they had the
largest display at the FLIBS. There were nine Vikings on
display and an additional three of their Valhalla Boatworks
center consoles on display.......

The St. Louis Aquarium
Our Aquarium Was Featured In An Indian
Newspaper........
The St. Louis Aquarium, which had opened in
December, was recently the subject of a short news article in
the Hindustan Times. More specifically, the article was about
the aquarium's fish scanner.
The scanner helps educate and entertain
visitors about marine life. Visitors may color a drawing of a
specific fish, and then set it under the scanner, which allows
the fish picture to "swim" on a virtual screen.
The article notes that the scanner was a hit
on a Reddit thread, garnering 48,200 upvotes and close to 600
comments. One commenter said that it was one of the coolest
machines (they'd) ever seen........

Nov 3, 1992 in River History
Missouri voters approved the referendum to allow riverboat gambling on the
Mississippi and Missouri Rivers.
The first boats had to cruise the rivers and gambling was only allowed while
cruising. In 2000 the law was changed to allow continuous boarding, and
cruising was no longer required.

Ohio River Management
Plans For Ohio River Include Clean
Water, Jobs and Fun........
The Ohio River Basin Alliance recently
released a plan for the Ohio River Basin which guarantees to
protect, restore and bring in new funding to the 15-state
watershed.
The ORBA released what they refer to as a
sweeping strategy, which takes on environmental threats and
economic needs across the basin's 25 plus million residents.
The group was formed back in 2009, as the
Ohio River wasn't receiving federal funding like the Great Lakes
and other major watersheds. The alliance is made up from local,
state and federal agencies, as well as industry and
universities........

200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26
(auxiliary chamber) in the vicinity of Mile 200.5, is closed
to navigation for repair. The main chamber is available to
pass traffic, during this closure. Mariners should be alert
for and abide by any special instructions from the
lockmaster.
MILE
200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of
the Mel Price L/D (main chamber) is experiencing
deterioration. Continuing until further notice, all tows
transiting the main lock are requested to stay off the lower
long wall bullnose. Mariners should be alert for and abide
by any special instructions from the lockmaster.
MILE
184.0 - DREDGE OPERATION
Continuing until approximately November 1, 2020, the Dredge
POTTER will conduct dredging operations in the vicinity of
Mile 184.0, Lower Chain of Rocks Canal entrance. Work will
be conducted 24-hours a day, 7-days a week. The floating
plant will consist of the Dredge POTTER, tender boats, small
boats, barges and pipeline. Dredged material will be
transported via pontoon or self-floating pipeline that may
cross the channel, for placement outside of the navigation
channel. The Dredge POTTER will monitor VHF-FM Channel 13 or
16. Mariners are urged to transit the area at
their slowest safe speed to minimize their wake and proceed
with caution, after passing arrangements have been made.
MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating
around both left and right descending navigation piers and
the right descending pier of the center span. Work barges
should not encroach more than 50 feet into the navigation
channel, at any time. For work barge locations, mariners
are encouraged to contact the onsite work boat M/V KATHERINE
OHARA via VHF-FM Channel 6 or 16 or by phone at (217)
248-9077.
ILLINOIS RIVER
MILE 271.5
- TEMPORARY L/D CLOSURES
Continuing until October 29, 2020, from 7:00 a.m. until
5:30 p.m., each day, the Dresden Island L/D in the vicinity
of Mile 271.5, will be closed to navigation. In addition, a
70-foot width restriction will be in place and the lock will
not be able to pull cuts in either direction. Mariners are
requested not to tie up to the guidewalls during this time,
unless directed by lock staff.
MISSOURI RIVER
MISSOURI
RIVER - CHANNEL CONDITION/COTP ADVISORY
Deep draft tows are advised to
depart the area. All vessels SHALL transit these areas at a
slow speed near fleeting areas, to minimize wake impact, due
to the narrow channel width. Tow operators are advised to
place the heaviest barges in the middle of the tow and
identify fleeting areas in the event of a river closure.
Mariners are requested to transit these areas with caution
and contact U.S. Coast Guard Sector Upper Mississippi River
via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail
at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

The Missouri River Basin Shifting
To Dry, Corps Hosting Meetings........
The extreme change in weather across the
north-central portions of the United States means drought,
not concerns about flooding is the current situation facing
the U.S. Army Corps of Engineers.
Currently, the Corps is debating how much
water to release from the upstream reservoirs. They are not
discharging extra water over fears of overfull reservoirs,
but rather to keep the Lower Missouri River navigable for
commercial traffic.
On Monday, the Corps will be accepting
public comment on this year's management of the Upper
Missouri River reservoirs. THe meetings will be held
virtually in the form of webinars at 1:30 pm and 6
pm........

COVID-19, Hurricanes Reduce Barge
Revenues........
According to the Kirby Corporation, a
reduction in demand from the continuing COVID-19 restrictions,
combined with hurricanes has reduced the barge utilization rates
and lower inland revenues by 22 percent.
Kirby's president and CEO, David Grzebinski
says that he believes that the economic crisis caused by the
COVID-19 outbreak has bottomed out, the ongoing uncertainty will
keep barge revenues flat into 2021.
Grzebinski says that even though the general
economic activity was improved slightly and an increase in
profitability was realized in the distribution and services
segment, the marine transportation businesses saw lower volumes
and barge utilization.........

Mark Twain Lake
Corps Sets Waterfowl Refuge
Boundaries........
During the waterfowl season, the U.S> Army
Corps of Engineers manages a waterfowl refuge on the Elk Fork
and Middle Fork branches of Mark Twain Lake. The refuge offers
around 3,000 acres of habitat for migrating waterfowl to rest
and feed before continuing south to their winter homes.
The waterfowl refuge will be closed from
November 7, 2020 through January 5, 2021. There will be signage
and lake buoys indicating the prohibition of all boat traffic
and waterfowl hunting. Land-based activities such as shoreline
fishing, bird watching and in-season hunting will be allowed.
Hunters are also advised that there are other
no-hunting zones set aside in various other places around the
lake, including in Mark Twain State Park. The no-hunting zones
protect visitors that are hiking, camping and fishing during the
hunting season........
