LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED October 14, 2020

Mississippi River System

 

MISSISSIPPI RIVER

MILE 200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of the Mel Price L/D (main chamber) is experiencing deterioration. Continuing until further notice, all tows transiting the main lock are requested to stay off the lower long wall bullnose. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 194.0 - DREDGE OPERATION
Continuing until further notice, the USACE contract vessel M/V GRAND TOWER is conducting dredging operations in the vicinity of Mile 194.0, Upper Chain of Rocks Canal Entrance. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V GRAND TOWER will monitor VHF-FM Channel 13 and requests 30-minutes advance notice of passage. No channel closures are expected with this operation. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

ILLINOIS RIVER

MILE 271.5 - L/D CLOSURE
Continuing until 6:00 p.m., October 24, 2020, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff.

MILE 271.5 - TEMPORARY L/D CLOSURES
Commencing October 25, 2020 and continuing until October 29, 2020, from 7:00 a.m. until 5:30 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed to navigation. In addition, a 70-foot width restriction will be in place and the lock will not be able to pull cuts in either direction. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff..
MILE 231.0 - L/D CLOSURE
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance..

MISSOURI RIVER

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following areas are in the low water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure. Mariners are requested to transit these areas with caution and contact U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

Missouri River Management

Climate Stations Monitoring Moisture In The Upper Missouri River Basin........

 

A $48 million project will be used to fund climate monitoring stations along the Upper Missouri River Basin in five states, including Wyoming.  Ginger Paige, University of Wyoming Professor of Water Resources says that the project will monitor the plains.

 

Paige says that the overall goal of the project is to set up a fairly dense network of climate monitoring stations around the Upper Missouri River Basin at elevations of about 5,500 feet and below.

 

The climate stations will measure moisture, temperature and wind.  Paige noted that the flooding that has occurred in the past has been because of moisture in the plains.  She adds that there is not a lot of climate data for that region, and the information will help with prediction models........

Brunswick Facility Achieves Zero Waste To Landfill Designation.........

 

Brunswick Corporation recently announced that their Fort Wayne Operations is their first boat manufacturing facility to earn Zero Waste to Landfill status.  The achievement represents a major milestone in Brunswick's efforts to advance their sustainability mission.

 

The Zero Waste to Landfill designation process requires the facility to show that 90 percent of it's waste materials are being recycled, reused or otherwise eliminated.  The Fort Wayne Team was able to pass their goal by achieving 97 percent during the last evaluation period.

 

Brunswick's Fort Wayne facility is where they construct their Harris and Cypress Cay pontoon boats.  The facility is also home to the Brunswick Pontoon Technology Center........

Do Presidents And Boating Go Hand-In-Hand?

 

With only two weeks before election day, it is still anyone's guess as to who will win the election.  It seems, however, that Trump may have cornered an untapped demographic, the boater.

 

There have been multiple boat parades held in recent weeks featuring boats mostly decked out in Trump signage and flags.  There has also been attempts at setting a Guinness World Record for the most participants in a Trump-themed parade.

 

Many presidents have been avid boaters, including George H.W. Bush, who had multiple fishing boats bearing the name Fidelity, John F. Kennedy and Jackie were often out sailing aboard a boat dubbed Victura.  During World War II, Kennedy served aboard PT109 and others in the Pacific Theater.

 

Eight Presidents, from Herbert Hoover through Gerald Ford, spent time aboard the presidential yacht Sequoia.  The 104 foot long Trumpy-designed presidential yacht was sold off by Jimmy Carter, who claimed it was a waste of taxpayer money........

Mississippi River Near Marquette, Iowa

Car Stolen 14 Years Ago Recovered From The Mississippi River........

 

Last week, responders recovered a car stolen in 2006 in Muscoda, Wisconsin from the Mississippi River near the Marquette City boat ramp in Iowa.  The Clayton County Sheriff's Office and Mar-Mac Police Department in Iowa were able to successfully recover the vehicle from the west channel of the Mississippi River.

 

The car, a yellow 1985 Lincoln Town Car was first discovered in 2017 by a local angler.  The Lacrosse County Dive Unit examined the vehicle in November 2017.

 

Over the next three years, river levels and environmental restrictions had prevented further efforts to remove the vehicle.  Thanks to low and stable river levels, the Delhi Fire Department Dive Team and Tegeler Wrecker and Crane were able to recover the car........

Alex began his 2350 mile/60+ day trip from the headwaters of Lake Itasca in Minnesota down the Mississippi River to New Orleans to raise money for the American Red Cross to assist Spring 2011 Mississippi River flood victims and to promote enthusiasm for the emerging sport of SUP in America’s Heartland.

The Titanic

Plans For Retrieving Titanic's Radio Prompts Debate About Human Remains........

 

The company that owns the salvage rights to the wreck of the Titanic are planning on retrieving the ship's Marconi radio equipment from the wreck, and concerns have arisen that there may still be remains of passengers and crew within the wreck.

 

Lawyers for the U.S. Government has raised that question as part of a continuing battle in court to block the planned expedition.  Archaeologists say remains could still be aboard the wreck, and they believe that the company does not consider the possibility in their dive plans.

 

The company, RMS Titanic Inc. wants to display the Titanic's Marconi wireless telegraph machine, which broadcast the sinking vessel's distress calls and helped save the lives of around 700 people........

The Golden Eagle Ferry is open with regular operating hours of Monday-Thursday 5am to 9pm, Friday -Saturday 5am to 2am and Sunday 8am to 9pm.

The Grafton Ferry just opened at 10am today, 06/06/2020 The river levels have not been kind to us lately but today the river level is down just enough to get open.

The Golden Eagle Ferry, Grafton Ferry, Brussels State Ferry and the Kampsville State Ferry are all open so come aboard for a very beautiful and scenic ride on the river.

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED October 14, 2020

Mississippi River System

 

MISSISSIPPI RIVER

MILE 200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of the Mel Price L/D (main chamber) is experiencing deterioration. Continuing until further notice, all tows transiting the main lock are requested to stay off the lower long wall bullnose. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 194.0 - DREDGE OPERATION
Continuing until further notice, the USACE contract vessel M/V GRAND TOWER is conducting dredging operations in the vicinity of Mile 194.0, Upper Chain of Rocks Canal Entrance. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V GRAND TOWER will monitor VHF-FM Channel 13 and requests 30-minutes advance notice of passage. No channel closures are expected with this operation. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

ILLINOIS RIVER

MILE 271.5 - L/D CLOSURE
Continuing until 6:00 p.m., October 24, 2020, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff.

MILE 271.5 - TEMPORARY L/D CLOSURES
Commencing October 25, 2020 and continuing until October 29, 2020, from 7:00 a.m. until 5:30 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed to navigation. In addition, a 70-foot width restriction will be in place and the lock will not be able to pull cuts in either direction. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff..
MILE 231.0 - L/D CLOSURE
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance..

MISSOURI RIVER

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following areas are in the low water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure. Mariners are requested to transit these areas with caution and contact U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

Lower Missouri River

Research Reveals Effects Of Human Engineered Missouri River On Pallid Sturgeon........

 

A recent study of the endangered pallid sturgeon along the Lower Missouri River reveals a bleak picture of it's future.  Apparently, pallid sturgeon are dying off at a considerably younger age than previously thought, and are spawning at only a fraction of normal.

 

The report, published this summer in Scientific Reports/Nature also has confirmed how inhospitable the reengineered lower Missouri River is to the pallid sturgeon's health, as compared to more naturally flowing parts of the Upper Missouri River.

 

Kirk Steffensen, a fisheries biologist with Nebraska Game and Parks Commission says that this affects how many fish they believe are out there and the number of times the fish would become reproductively ready.  He adds that for the time being, maintaining the population will require stocking the river........

Corps Approved 3 Corn Belt Statistical Port Districts........

 

Earlier this month, the U.S. Army Corps of Engineers Navigation and Civil Works Decision Support Center and the Waterborne Commerce Statistics Center approved the creation of three Port Statistical Areas within the heart of the Corn Belt.

 

The Pass are the Illinois Waterway Ports and Terminals PSA, the Mississippi River Ports of Eastern Iowa and Western Illinois PSA and the Mid-America PSA, which is defined as the confluence of the Mississippi and Illinois Rivers.

 

Together, these three ports include the core of the largest grain producing and exporting region in the United States.  A PSA is roughly the equivalent of a Metropolitan Statistical Area, however, no new governing organizations are necessary........

Stay Safe

Make Sure To Look Before Sticking Fingers In Fishes Mouth........

 

Over the weekend, Tennessee wildlife officials posted a warning for anglers that was a bit odd:  Make sure to look before sticking your fingers into a fish's mouth.

 

The Tennessee Wildlife Resources Agency reports that earlier this month, a man caught a fish that had a snake stuck in it's throat. Angler Dan Boudrie says that he believes that he fish ate the snake just before being caught.

 

It turns out that the fish was not venomous, it was a water snake.  Boudrie ended up throwing the fish back into the water, as he doesn't eat fish.  He just enjoys fishing for relaxation.........

River History....

 On October 20, 1976 in River History


The George Prince Ferry sank in the Mississippi River near Luling, Louisiana following a collision with the tankship Frosta. Of the 94 persons on the ferry, 76 died, including the pilot. The USCGÂ investigation states that the ferry departed its moorings at Luling for a routine nighttime crossing to Destrehan on the west bank. Unusually, it sounded no sign of its departure and did not proceed upstream prior to crossing, but headed straight across the navigable channel. Frosta was upbound with a pilot on board.

 

Analysis later determined that the George Prince pilot had a blood-alcohol level of 0.9. Subsequently, the maximum blood-alcohol level for mariners in safety positions was lowered to 0.4 and the rules of the road were changed to make it clear that vessels crossing a river must give way to vessels transiting upstream or downstream.

TrawlerFest Goes Virtual This Year........

 

Passagemaker Magazine recently announced tat TrawlerFest will be held in a virtual format this year.  This year's online only TrawlerFest LIVE is scheduled to run from November 12th through the 14th.

 

Organizers say that they will be trying to mimic as closely as possible an in-person event.  The three day event will feature 12 educational seminars, online demonstrations of products, expert troubleshooting advise and boat handling techniques.

 

Sponsors and exhibitors will be demonstrating products and services and vessels on an interactive digital platform with the with the ability to communicate directly with attendees via live demonstrations, chats, boat tours and seminars........

Asian Carp Update

Great Lakes Anglers Concerned About Asian Carp Invasion........

 

The saga of the Asian carp will not go away until the Asian carp themselves go away, and from all indicators, the invasive species, which includes bighead, silver and black carp are not going anywhere anytime soon.

 

Through a series of floods and poor decisions, the Asian carp escaped from southern fish farms into the Lower Mississippi River and have spread into large portions of U.S. rivers, much to the determent of the native fish species.

 

The main concern amongst conservationists, charter captains and recreational anglers is that the Asian carp will weasel their way into the Great Lakes, which could cause unhappy outcomes for native fish and anglers.

 

The most likely entry point for the carp is Chicago, where the lakes are linked to the Illinois and Mississippi Rivers by a shipping canal. The Illinois River is infested with many Asian carp especially bigheads and silvers.  Bigheads are known for their enormous size potential and eating capacity.   Silvers are known for leaping out of the water at the sound of passing motorboats........

The Golden Eagle Ferry is open with regular operating hours of Monday-Thursday 5am to 9pm, Friday -Saturday 5am to 2am and Sunday 8am to 9pm.

The Grafton Ferry just opened at 10am today, 06/06/2020 The river levels have not been kind to us lately but today the river level is down just enough to get open.

The Golden Eagle Ferry, Grafton Ferry, Brussels State Ferry and the Kampsville State Ferry are all open so come aboard for a very beautiful and scenic ride on the river.

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED October 14, 2020

Mississippi River System

 

MISSISSIPPI RIVER

MILE 200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of the Mel Price L/D (main chamber) is experiencing deterioration. Continuing until further notice, all tows transiting the main lock are requested to stay off the lower long wall bullnose. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 194.0 - DREDGE OPERATION
Continuing until further notice, the USACE contract vessel M/V GRAND TOWER is conducting dredging operations in the vicinity of Mile 194.0, Upper Chain of Rocks Canal Entrance. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V GRAND TOWER will monitor VHF-FM Channel 13 and requests 30-minutes advance notice of passage. No channel closures are expected with this operation. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

ILLINOIS RIVER

MILE 271.5 - L/D CLOSURE
Continuing until 6:00 p.m., October 24, 2020, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff.

MILE 271.5 - TEMPORARY L/D CLOSURES
Commencing October 25, 2020 and continuing until October 29, 2020, from 7:00 a.m. until 5:30 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed to navigation. In addition, a 70-foot width restriction will be in place and the lock will not be able to pull cuts in either direction. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff..
MILE 231.0 - L/D CLOSURE
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance..

MISSOURI RIVER

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following areas are in the low water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure. Mariners are requested to transit these areas with caution and contact U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

Mississippi River Near Grafton, Illinois

The Annual Grafton Rendezvous Was This Weekend.........

 

The annual Grafton Rendezvous was held Saturday and Sunday, and the event was one of the few frontier re-enactments that had not been cancelled because of the COVID-19 outbreak.

 

The Grafton Rendezvous is a free annual public event that takes attendees back in time to the era of the 1700s and 1800s frontier life with re-enactors, authentic campsites, music and food, demonstrations and traders selling period wares.

 

During a traditional rendezvous, trappers gathered in open markets bearing furs to sell to buyers, such as the St. Louis Bay Co. and the Hudson Bay Co..  The companies would trade or sell items to the trappers, who would restock and head back into the wilderness..........

Mississippi River At Kaskaskia, Illinois

The Wandering Mississippi River Made Tiny Town a Bit Of An Anomaly....

 

What the tiny town of Kaskaskia, Illinois lacks in population, it makes up for in history.  During the Revolutionary War, George Rogers Clark captured the fort from the British, and secured a large portion of Illinois country south of St. Louis.  When Illinois became a state in 1818, Kaskaskia was the first capitol.

 

Kaskaskia is a geographical oddity, in that it is the only Illinois town that is located on the western bank of the Mississippi River, as years before, the meandering Mississippi River cut a new channel eastward, making Kaskaskia island a bit of Illinois, surrounded by land belonging to Missouri.

 

Located in Randolph County, Kaskaskia was named for the Native American tribe that inhabitant the region prior to the arrival of European explorers.  The tiny town is one of the smallest in Illinois, boasting only 14 residents.........

Meramec River In Franklin County, Missouri

Access Road To Conservation Area Reopened After Public Outcry........

 

After being closed for a short while earlier in the month, the road to a popular boat access area in Southern Franklin County has reopened.  St. Mary's Road connects Highway AH and the Chouteau Claim Access Conservation Area.

 

The road closure prompted several calls to the Missouri Department of Conservation, as well as the Franklin County Commission, who own the road.  The sign on the gate blocking the road stated that the area was private property.

 

While there is a public comment period going on prior to a January 2021 vote on whether to close the roadway or not, no one is certain who built the gate or posted road closed signs.  Officials stated that it is not legal to block the public's access to state owned property........

Illinois River Near Glasford, Illinois

More Human Remains Found Along The Illinois River........

 

On Wednesday, an Illinois River angler found more bones that are likely linked to human remains found in the same area in August and September.  These remains have only become visible as the river had recently receded by about five feet.

 

Peoria County Sheriff Brian Asbell says that the newest find are likely parts of a tibia or fibula.  Investigators believe that the remains belong to the same person as the skull, pelvis and other remains found along a 200 foot section of riverbank.

 

On Thursday, members of the Peoria Fire Department Dive Team scoured the region for any other indications of remains.  Sheriff Asbell says that animal activity can affect the spread of bones as well........

Missouri River At Kansas City, Missouri

Port KC Received Grant For Intermodal Terminal Project........

 

The U.S. Department of Transportation recently awarded the Kansas City Port Authority a nearly $10 million federal grant to help develop the Missouri River Terminal Project.

 

The grant will fund advanced project planning and redevelopment tasks for the terminal site, including flooding preventative maintenance, environmental remediation efforts, site design, land acquisition and some pavement and rail access development.

 

The Missouri River Terminal will be located on the site of a former steel mill close to the confluence of the Missouri and Blue Rivers.  Port KC had purchased the site back in 2018........

The Golden Eagle Ferry is open with regular operating hours of Monday-Thursday 5am to 9pm, Friday -Saturday 5am to 2am and Sunday 8am to 9pm.

The Grafton Ferry just opened at 10am today, 06/06/2020 The river levels have not been kind to us lately but today the river level is down just enough to get open.

The Golden Eagle Ferry, Grafton Ferry, Brussels State Ferry and the Kampsville State Ferry are all open so come aboard for a very beautiful and scenic ride on the river.

Report Of Chain Of Rocks Bridge Jumper Prompts Search........

 

Saturday afternoon, law enforcement agencies and other first responders were called out to search the Mississippi River following a report of a bridge jumper at the Chain of Rocks Bridge near Granite City, Illinois.

 

Multiple agencies launched a boat near the shore of the Chain of Rocks Canal near the Chain of Rocks Bridge.  Representatives from the Madison County Sheriffs office and the Illinois State Police were present for the investigation.

 

No further details have been released at this time........

Mississippi River Near Hastings, Minnesota

Minnesota DNR Seeks Public Comment On Proposed Island........

 

The Minnesota Department of Natural Resources is calling for public comments on a proposed project involving the construction of a 38 acre island in the Mississippi River, upstream of Lock and Dam No.2 near Hastings, Minnesota.

 

The U.S. Army Corps of Engineers, St. Paul District has proposed using dredged material from Mississippi River Pool 2 to construct the island.  THe project could begin as soon as next year.

 

The proposed island would provide a barrier from water and ice erosion.  It would also be seeded to provide a variety of habitats for wildlife, including forest, brush/grasslands and wetlands.........

Mississippi River System

 

MISSISSIPPI RIVER

MILE 200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of the Mel Price L/D (main chamber) is experiencing deterioration. Continuing until further notice, all tows transiting the main lock are requested to stay off the lower long wall bullnose. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 194.0 - DREDGE OPERATION
Continuing until further notice, the USACE contract vessel M/V GRAND TOWER is conducting dredging operations in the vicinity of Mile 194.0, Upper Chain of Rocks Canal Entrance. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V GRAND TOWER will monitor VHF-FM Channel 13 and requests 30-minutes advance notice of passage. No channel closures are expected with this operation. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

ILLINOIS RIVER

MILE 271.5 - L/D CLOSURE
Continuing until 6:00 p.m., October 24, 2020, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff.

MILE 271.5 - TEMPORARY L/D CLOSURES
Commencing October 25, 2020 and continuing until October 29, 2020, from 7:00 a.m. until 5:30 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed to navigation. In addition, a 70-foot width restriction will be in place and the lock will not be able to pull cuts in either direction. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff..
MILE 231.0 - L/D CLOSURE
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance..

MISSOURI RIVER

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following areas are in the low water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure. Mariners are requested to transit these areas with caution and contact U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

Mississippi River At Hannibal, Missouri

Work On Riverfront Project May Run Into November........

 

The October 31 deadline for having the Hannibal riverfront project completed is coming soon, however, Andy Dorian, the city's director of central services says that the project may run past the deadline.

 

Dorian says that if work still needs to be completed after the deadline arrives, they will simply continue.  He added that the weather will be the determining factor.

 

Overall, Dorian is pleased with how much progress has been made over the past several weeks.  He notes that they had a productive summer, with some concrete work and the dock installation nearing completion........

Fall Colors Predictions......Missouri Department of Conservation foresters update "Fall Color" reports weekly from mid-September through early-November.  

 

The peak of fall color in Missouri is usually around mid-October. This is when maples, ashes, oaks, and hickories are at the height of their fall display. Normally by late October, the colors are fading and the leaves beginning to drop from the trees. Fall color is usually finished by the middle of November.
 

 

St. Louis Region:

PEAK COLOR


Across the St. Louis Region, fall color is a tale of urban versus rural areas. Trees in outlying areas seem to be farther along than trees closer to the metro area. In the outlying areas, most trees are either in color or are already brown or bare due to drought conditions and early spring foliar diseases. High winds are taking their toll as well; combined with the drought, they are causing early defoliation. Most oaks are rather dull, although you can find some with nice color. Closer to the metro area, most oaks are still green, but similar to the cooler countryside, maples, hickories, dogwoods, sassafras, black gum, sycamore, pawpaw, spicebush, Virginia creeper, and poison ivy are showing decent color in most areas. You’ll tend to find better color in low-lying areas or sites closer to water.

Illinois Department of Natural Resources

IDNR Hosting Asian Carp Cookouts Saturday........

 

The Illinois Department of Natural Resources is partnering up with a fish supplier and restaurants to provide free samples of Asian carp at nine locations around Illinois on Saturday.  The menu will include Asian carp sliders, fish tacos and Asian carp hush puppies.

 

The statewide fish cookout is intended to show the versatility and nutritional benefits of Asian carp.  Ted Penesis, director of community outreach for the IDNR says that they are working to change people's minds about Asian carp.

 

Some of the towns hosting the cookouts include Quincy, Springfield, Carterville and Carbondale.  Students and the University of Illinois at Urbana-Champaign and Southern Illinois University will also have opportunities for Asian carp sampling at select dining hall locations........

Artist's Rendition Shows Vision For Paducah's Riverfront........

 

Even though two years may pass before ground is broken on a proposed riverboat landing along Paducah's riverfront, officials are reviewing concept art for the project.

 

Nearly a year ago, Paducah was awarded a $10.4 million Better Utilizing Investments to Leverage Development (BUILD) grant for the project, which includes a riverboat excursion pier and a riverfront plaza.

 

The design features an elevated concrete walkway extending from shallow water to deep water, allowing riverboats to tie up no matter where the river levels are currently at........

Holland's Appointment To Head MRC Made History........

 

President Donald Trump recently appointed Major General Diana M. Holland as a member of, and the 41st President of the Mississippi River Commission.  Holland in the first woman to serve as the MRC President .

 

Holland took control of the U.S. Army Corps of Engineers Mississippi Valley Division on June 30, 2020 and is the senior military officer in the division, which is headquartered in Vicksburg, Mississippi.

 

Holland is responsible for the water resources engineering solutions for the 370,000 square mile area that spans from Canada to the Gulf of Mexico and encompassing parts of 12 states........

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED October 14, 2020

Mississippi River System

 

MISSISSIPPI RIVER

MILE 200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of the Mel Price L/D (main chamber) is experiencing deterioration. Continuing until further notice, all tows transiting the main lock are requested to stay off the lower long wall bullnose. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 194.0 - DREDGE OPERATION
Continuing until further notice, the USACE contract vessel M/V GRAND TOWER is conducting dredging operations in the vicinity of Mile 194.0, Upper Chain of Rocks Canal Entrance. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V GRAND TOWER will monitor VHF-FM Channel 13 and requests 30-minutes advance notice of passage. No channel closures are expected with this operation. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

ILLINOIS RIVER

MILE 271.5 - L/D CLOSURE
Continuing until 6:00 p.m., October 24, 2020, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff.

MILE 271.5 - TEMPORARY L/D CLOSURES
Commencing October 25, 2020 and continuing until October 29, 2020, from 7:00 a.m. until 5:30 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed to navigation. In addition, a 70-foot width restriction will be in place and the lock will not be able to pull cuts in either direction. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff..
MILE 231.0 - L/D CLOSURE
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance..

MISSOURI RIVER

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following areas are in the low water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure. Mariners are requested to transit these areas with caution and contact U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

Water Management

NMMA Approves Water Management, Infrastructure Executive Order........

 

This week, the White House issued an executive order to improve water resource management, modernize the nation's water infrastructure and prioritize the availability of safe, clean and reliable water supplies.

 

The order would form a new Water Policy Committee, or Water Subcabinet, which will be co-chaired by the Interior and Environmental Protection Agency Chiefs.

 

The National Marine Manufacturers Association says that the committee will assemble several recommendations that will address issues specific to the recreational boating industry, including:

 

○  Actions to increase water storage and supply reliability;
○  Actions to improve water quality, source water protection, and to promote restoration activities;
○  Implementing the Great Lakes Restoration Initiative (GLRI) Action plan III;
○  Increasing coordination between agencies and members of the South Florida Ecosystem Restoration;
○  Task Force, and implementing and completing the activities included in the Comprehensive Everglades Restoration Plan;
○  Coordinating with the Federal Interagency Floodplain Management Task Force on Federal flood risk management policies and programs to better support      community needs; and actions to improve water data management, research, modeling, and forecasting.

Lower Mississippi River

Revetment Work Delayed By Hurricane Delta........

 

The Big River Coalition has confirmed that the U.S. Army Corps of Engineers has been forced to adjust their previous schedule for revetment and stone berm operations because of shutdowns associated with the recent Hurricane Delta.

 

The Mat Sinking Unit will resume work at Algiers Point (Mile 93.7 Above Head of Passes) each day until Wednesday, October 21, 2020.  Crews will be performing revetment work from 6 am to 4 pm, with one-way transits being coordinated by the U.S. Coast Guard's Lower Mississippi River Vessel Traffic Service and the Contact Pilot aboard the MSU.

 

Stone berm placement operations at Plaquemine Bend (Mile 208.5 Above Head of Passes) had also been delayed by the hurricane and are now expected to be completed on Friday, November 6th, 2020.  THe bank stabilization operations will be carried out from 6 am to 4 pm with a one way transit restriction as well........

Ohio River At Cairo, Illinois

More Public Input Sought For New U.S. 51 Ohio River Cairo Bridge........

 

While construction on a new U.S. 51 "Cairo" Bridge is not expected to begin for five to ten years, the Kentucky Transportation Cabinet and the Illinois Department of Transportation are hosting another public comment period on plans for the new span.

 

The preliminary engineering, environmental analysis and planning for the new bridge spanning the Ohio River linking Wickliffe in Ballard County, Kentucky and Cairo in Alexander County, Illinois continues.

 

THe 82 year old bridge is i9n fair condition and has narrow shoulders.  Officials say the span would be replaced to improve cross-river mobility by addressing the functional limitations of the current span and approach spans........

October 16, 1940 in River History


The Delta Queen was chartered by the U.S. Navy on 16 Oct, 1940 and served as a floating barracks, a training facility, and troop transport in San Francisco bay until 1946.

She ferried (up to 3,200 men at once) wounded Pearl Harbor victims ashore from large ships. For which she was awarded two medals American Campaign Medal and World War II Victory Medal.

Mississippi River At St. Louis, Missouri

A Wrinkle Developed During The Arch's Construction........

 

Later this month, the Gateway Arch will be turning 55 years old, and like many of us, some wrinkles will develop over that period of time.  The Gateway Arch actually had visible wrinkles when it was still under construction.

 

When the work on the Arch reached 300 feet, crews noticed that there were some wrinkles on the stainless steel outer skin.  Those sections were the first to be all steel, while the lower sections below 300 feet were reinforced with concrete.

 

Engineers ended up adding more concrete to the legs, up to 324 feet on the north leg and up to 312 feet on the south leg.  They also modified their welding techniques.

 

According to Bob Moore, a National Park Service historian, all of the legs are technically wrinkled.  He notes that if you look at the Arch in the right light, with the light glancing off of the side of the Arch, you can see the wrinkles in the stainless steel........

The Golden Eagle Ferry is open with regular operating hours of Monday-Thursday 5am to 9pm, Friday -Saturday 5am to 2am and Sunday 8am to 9pm.

The Grafton Ferry just opened at 10am today, 06/06/2020 The river levels have not been kind to us lately but today the river level is down just enough to get open.

The Golden Eagle Ferry, Grafton Ferry, Brussels State Ferry and the Kampsville State Ferry are all open so come aboard for a very beautiful and scenic ride on the river.

Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED October 14, 2020

Mississippi River System

 

MISSISSIPPI RIVER

MILE 200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of the Mel Price L/D (main chamber) is experiencing deterioration. Continuing until further notice, all tows transiting the main lock are requested to stay off the lower long wall bullnose. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 194.0 - DREDGE OPERATION
Continuing until further notice, the USACE contract vessel M/V GRAND TOWER is conducting dredging operations in the vicinity of Mile 194.0, Upper Chain of Rocks Canal Entrance. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V GRAND TOWER will monitor VHF-FM Channel 13 and requests 30-minutes advance notice of passage. No channel closures are expected with this operation. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

ILLINOIS RIVER

MILE 271.5 - L/D CLOSURE
Continuing until 6:00 p.m., October 24, 2020, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff.

MILE 271.5 - TEMPORARY L/D CLOSURES
Commencing October 25, 2020 and continuing until October 29, 2020, from 7:00 a.m. until 5:30 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed to navigation. In addition, a 70-foot width restriction will be in place and the lock will not be able to pull cuts in either direction. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff..
MILE 231.0 - L/D CLOSURE
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance..

MISSOURI RIVER

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following areas are in the low water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure. Mariners are requested to transit these areas with caution and contact U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

Mississippi River Near Alton, Illinois

Lock Parts Transported On Barges Lock Through At Alton........

 

An unusual sight along the Mississippi River had boaters talking on Wednesday, as a barge carrying upright lock gates was headed downriver near Alton, Illinois.

 

According to a long-time Alton historian, Don Huber, the barge was carrying the old swing-type lock gates, which were likely headed downriver to another lock and dam area.  Huber added that you don't see that kind of thing everyday.

 

A person at the Melvin Price Lock and Dam No.26 confirmed that the parts would indeed be used as parts for miter gates.  The Melvin Price Lock and Dam staff locked the barge through and it headed on it's way........

Mississippi River At Quincy, Illinois

Quincy Bay Restoration Project Has Been Approved........

 

On Tuesday afternoon, U.S. Senator Dick Durbin, D-Ill released a statement saying that he had been informed by the U.S. Army Corps of Engineers Mississippi Valley Division that the Quincy Bay Restoration Project will be receiving funds via the Upper Mississippi River Restoration program.

 

Durbin says that the news is a crucial step forward in the effort to restore the bay.  He adds that the project will reverse the effects of sedimentation and erosion on the area's ecosystem, improve waterways for boaters and provide the community with a place for recreation once again.

 

Over the years, Quincy Bay has experienced severe sedimentation and erosion that is affecting the region's ecosystem.  Current water depths in Quincy Bay are only between 1 and 3 feet, with better than a 70 percent loss of water volume over the past 80 years........

Missouri River At Kansas City, Missouri

Federal Funding May Jump Start Intermodal Terminal Project........

 

Plans for converting 420 acres of brownfield into a huge water, road and rail intermodal terminal is getting a $9.88 million grant from the U.S. Department of Transportation.

 

On Friday, the U.S. DOT announced the award of the Port Infrastructure Development Grant for the Missouri River Terminal project.  The proposed port site is close to the confluence of the blue and Missouri Rivers.

 

Missouri Governor Mike Parson says that Kansas City is already a major freight hub for the central United States, and the grant will help with building on critical transportation infrastructure, spurring economic development within the region and the state.........

2020 Has Been An Outstanding Year For Retail Boat Sales........

 

According to new information released by the National Marine Manufacturers Association, powerboat retail sales were up by 8 percent year-to-date compared to a year ago, on a seasonally adjusted basis.

 

Even though powerboat sales slowed down 13 percent during August compared to July, following the huge increases in the early summer months, sales are still strong with increases in all major categories year-to-date.

 

Year to date, the sales of freshwater fishing boats, personal watercraft and pontoons were up by 10 percent, 2 percent and 9 percent, respectively.  Cruisers, yachts, tow boats and saltwater fishing boats each saw growth ranging from 11 to 15 percent compared to 2019........

The Golden Eagle Ferry is open with regular operating hours of Monday-Thursday 5am to 9pm, Friday -Saturday 5am to 2am and Sunday 8am to 9pm.

The Grafton Ferry just opened at 10am today, 06/06/2020 The river levels have not been kind to us lately but today the river level is down just enough to get open.

The Golden Eagle Ferry, Grafton Ferry, Brussels State Ferry and the Kampsville State Ferry are all open so come aboard for a very beautiful and scenic ride on the river.

LOCAL NOTICE TO MARINERS

District 8 MRS                                                 UPDATED October 06 2020

Mississippi River System

 

MISSISSIPPI RIVER

   

UPPER MISSISSIPPI RIVER - LOWER MISSISSIPPI RIVER - CHANNEL CONDITIONS/SAFETY ADVISORY
Low water conditions have been reported from approximate Mile 110.0, Upper Mississippi River to approximate Mile 869.0, Lower Mississippi River.  Mariners are advised to review the latest USACE surveys of the area before transiting. The channel markers (buoys) are being repositioned
based on best water and the availability of U.S. Coast Guard assets. Mariners may contact U.S. Coast Guard MSU Paducah at (270) 442-1621, for additional information

MILE 200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of the Mel Price L/D (main chamber) is experiencing deterioration. Continuing until further notice, all tows transiting the main lock are requested to stay off the lower long wall bullnose. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 194.0 - DREDGE OPERATION
Continuing until further notice, the USACE contract vessel M/V GRAND TOWER is conducting dredging operations in the vicinity of Mile 194.0, Upper Chain of Rocks Canal Entrance. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V GRAND TOWER will monitor VHF-FM Channel 13 and requests 30-minutes advance notice of passage. No channel closures are expected with this operation. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

ILLINOIS RIVER

MILE 271.5 - L/D CLOSURE
Commencing 6:00 a.m., October 4, 2020 and continuing until 6:00 p.m., October 24, 2020, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff.

MILE 271.5 - TEMPORARY L/D CLOSURES
Commencing October 25, 2020 and continuing until October 29, 2020, from 7:00 a.m. until 5:30 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed to navigation. In addition, a 70-foot width restriction will be in place and the lock will not be able to pull cuts in either direction. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff..
MILE 231.0 - L/D CLOSURE
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance..
MILE 80.2 - L/D CLOSURE
Continuing until October 13, 2020, the LaGrange L/D in the vicinity of Mile 80.2, will be closed for maintenance.

MISSOURI RIVER

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following areas are in the low water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure. Mariners are requested to transit these areas with caution and contact U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

River des Peres Trash Bash.......

 

Our annual clean-up event will be a little different this year, but we still need your help to take care of greenways and parks in the River des Peres Watershed! Instead of a one day cleanup, you can remove trash and debris at your chosen site anytime between October 24-31. Volunteers and members of their immediate household can choose from multiple cleanup sites within the watershed. Work gloves and trash bags will be provided.

Pre-registration is required so you can choose your specific cleanup site and get more information on where to pick up supplies. Because this is a self-guided cleanup, we'll send you a map, details on where to dispose of the trash you find along with important safety tips. Thanks in advance for your help!

Choose from multiple cleanup locations along greenways and in parks in the City of St. Louis, St. Louis County, University City, Webster Groves, Shrewsbury, Crestwood and more!

Mississippi River At Quincy, Illinois

IDNR Encouraging People To Try Asian Carp.........

 

The Illinois Department of Natural Resources, Midwest Fish Co-Op and Sorce Freshwater have partnered up to host a few cookouts this weekend which will be featuring Asian carp samples.

 

The Asian carp are an invasive fish species that have taken hold in the Mississippi and Illinois Rivers.  The IDNR is hoping that the free samples will encourage more people to fish the species, helping to control the population and encourage more restaurants to serve Asian carp dishes.

 

From noon to 2 pm Saturday, diners art the Red Light Bar and Grill, 428 Main in Quincy, will be able to order Asian carp sliders.  The sliders will also be a daily special at the restaurant next week.........

Mississippi River At Alton, Illinois

City Hoping For FEMA To Help With Riverview Drive Collapse........

 

The City of Alton, Illinois and the U.S. federal government are still in talks concerning federal reimbursement to help defray costs associated with repair work on the wall and road at Riverview Drive.

 

The city is hoping to get FEMA to cover part of the repair costs, as the wall and surrounding areas collapsed following heavy rainfall.  According to Alton Public Works Director Bob Barnhart, the process is slow, but it is headed in the right direction........

Boating Oddities

Rare Harley-Davidson Tomahawk Boat Still Cruises The Lake........

 

Last month, the Lake of the Ozarks Bikefest brought in over 100,000 motorcyclists to the area, and a lot of them were Harley-Davidsons.  Something that most bikers, and boaters, may not know is that for a short period of time, Harley-Davidson was in the boatbuilding business.

 

The Tomahawk Boat Manufacturing Corporation was founded in August 1945.  By 1957, production shifted from wood to fiberglass, and in the spring of 1962, Harley-Davidson stepped in and purchased a controlling share of the company.  The company was operated as a wholly owned subsidiary of H-D, and also began molding motorcycle parts as well.

 

For another few years, boats were built wearing the emblem Tomahawk Boat - A Division of Harley-Davidson.  In July 1965, H-D officially shut down production of boats and narrowed their focus to motorcycles once again. 

 

Fast forward to 2016, Eric Miller's wife, Joleena gave him a one-of-a-kind gift, a 1964 Harley-Davidson Tomahawk boat.  The couple runs the boat on the Lake of the Ozarks, typically avoiding the busier times on the water........

AquaNaut Boats has entered the recreational market after five years of research and development with a new folding boat that is specifically designed for use with an electric outboard.

 

The AquaNaut 270 is an eight foot twin hull boat that folds down to three inches for easy roof-rack transport.  the heaviest component weighs in at 36 pounds, and assembly can be completed in about eight minutes.

 

THe AquaNaut 270 features a twin V-hull design that provides a claimed cruising speed of three to four knots with four people aboard on just 300 watts of electric outboard power........

The Golden Eagle Ferry is open with regular operating hours of Monday-Thursday 5am to 9pm, Friday -Saturday 5am to 2am and Sunday 8am to 9pm.

The Grafton Ferry just opened at 10am today, 06/06/2020 The river levels have not been kind to us lately but today the river level is down just enough to get open.

The Golden Eagle Ferry, Grafton Ferry, Brussels State Ferry and the Kampsville State Ferry are all open so come aboard for a very beautiful and scenic ride on the river.

  I saw in Monday’s Columbus Day edition of RverBills the story of Neal Moore and his incredible journey in a canoe across The United States crossing 22 states, utilizing 22 rivers, traveling 7,500 miles! Attached is a photo of Neal just above Portage Island on Sept 24. He had just come down the Missouri River, turned his canoe upriver onto the Mississippi to go up and visit Hannibal. He came back down river landing in St Louis Sunday, Oct. 11.

Mississippi River System

 

MISSISSIPPI RIVER

   

UPPER MISSISSIPPI RIVER - LOWER MISSISSIPPI RIVER - CHANNEL CONDITIONS/SAFETY ADVISORY
Low water conditions have been reported from approximate Mile 110.0, Upper Mississippi River to approximate Mile 869.0, Lower Mississippi River.  Mariners are advised to review the latest USACE surveys of the area before transiting. The channel markers (buoys) are being repositioned
based on best water and the availability of U.S. Coast Guard assets. Mariners may contact U.S. Coast Guard MSU Paducah at (270) 442-1621, for additional information

MILE 200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of the Mel Price L/D (main chamber) is experiencing deterioration. Continuing until further notice, all tows transiting the main lock are requested to stay off the lower long wall bullnose. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 194.0 - DREDGE OPERATION
Continuing until further notice, the USACE contract vessel M/V GRAND TOWER is conducting dredging operations in the vicinity of Mile 194.0, Upper Chain of Rocks Canal Entrance. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V GRAND TOWER will monitor VHF-FM Channel 13 and requests 30-minutes advance notice of passage. No channel closures are expected with this operation. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

ILLINOIS RIVER

MILE 271.5 - L/D CLOSURE
Commencing 6:00 a.m., October 4, 2020 and continuing until 6:00 p.m., October 24, 2020, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff.

MILE 271.5 - TEMPORARY L/D CLOSURES
Commencing October 25, 2020 and continuing until October 29, 2020, from 7:00 a.m. until 5:30 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed to navigation. In addition, a 70-foot width restriction will be in place and the lock will not be able to pull cuts in either direction. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff..
MILE 231.0 - L/D CLOSURE
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance..
MILE 80.2 - L/D CLOSURE
Continuing until October 13, 2020, the LaGrange L/D in the vicinity of Mile 80.2, will be closed for maintenance.

MISSOURI RIVER

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following areas are in the low water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure. Mariners are requested to transit these areas with caution and contact U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

Mississippi River Near Alton, Illinois

Filmmaker Seeking Stories About The Piasa Bird........

 

Documentary filmmaker, Raymond Castile is putting together a personal, non-commercial project for YouTube and is looking for information and stories about the legend of the Piasa Bird.

 

Castile says that he is studying the topic as regional folklore and focusing mainly on the cultural impact, such as it's inspiration on local artists and it's use as a mascot.  The documentary will also look at the history of the legend and will attempt to correct some popular misconceptions along the way.

 

Castile reiterates that his Piasa project is a personal project that will go on YouTube, and it won't be appearing on the History Channel or PBS Documentary.  He notes that he intends to make the presentation as credible as possible, given the resources at his disposal........

Mississippi River At Cape Girardeau, Missouri

Flip The Switch Ceremony Will Light Up Cape's River Murals........

 

On Thursday, October 15th, the City of Cape Girardeau, Missouri will be hosting a "Flip the Switch" event, which will illuminate the 24 new light fixtures along the mural wall in downtown Cape Girardeau.

 

The historic Mississippi River Tales murals gracing the floodwall were recently cleaned, and 24 LED lights were installed.  Board President Danny Essner says that the lighting will allow visitors to view the murals after dark, it will also make the riverfront brighter and safer for pedestrians.

 

Old Town Cape reports that the cleaning and lighting of the mural panels began 12 years ago, and was recently made possible following advances in lighting technology that made the project feasible........

Mississippi River Near Quincy, Illinois

Quincy, Peoria & Quad Cities Receive Special Port Designation........

 

A bipartisan federal initiative helped to expedite the approval of port designations for Quincy, Peoria and the Quad Cities.  With the approval of the U.S. Army Corps of Engineers, these three communities will create Port Statistical Areas.

 

This special designation will make the Corn Belt region more competitive as it competes with other regions for federal funding as well as investments in infrastructure.

 

Marcel Wagner, president of the Great River Economic Development Foundation says that increasing the awareness of the significant waterborne commerce advantages via this designation is crucial for the economic development of this entire region........

Mississippi River Shipping

Some Parts Of The Mississippi River Are Running Low.........

 

While the fall harvest season is winding up, the water levels along the Mississippi River are low, and along the lower Mississippi River, barges are encountering draft and tow size restrictions. 

 

The lock and dam system along the Upper Mississippi River maintains a 9 foot deep channel with barge drafts at 9 feet. When barges head south of St. Louis, the drafts may increase to 12 feet.

 

Ceres Barge Line released a daily barge freight report on October 1 stating that they had reduced drafts to 10 feet, six inches, which removes 100 tons per barge away from the 13 and 14 foot barges.  This means that a shipper would require 18 barges instead of 17 to move the same amount of grain purchased from St. Louis and points south........

Mississippi River At Alton, Illinois

The Alton Amphitheater Was Damaged Over The Weekend........

 

The Alton Police Department reports that there was damage done to the Liberty Bank Alton Amphitheater, which is a short walk from the Alton Marina, on Sunday morning.

 

According to Alton Police Chief Marcos Pulido, light fixtures and a nearby circuit breaker box were found to have been damaged shortly before 8 am Sunday morning.

 

Pulido says that investigators are following up on leads, however, there are no current suspects.  Alton city workers had the broken glass cleaned up Monday morning........

Boating Mishaps From Port St. Lucie, Florida

Driverless Boat Circles Out Of Control, Damages Docks........

 

On Saturday, three men conducting a photo shoot aboard a 24 foot boat in the St. Lucie River reportedly fell out of the boat, leaving it unmanned and out of control.  The vessel circled the men several times, forcing them to duck beneath the waves to avoid being run over.

 

The Martin County Sheriff's department reports that the boat reportedly straightened it's course, hit a concrete dock, went airborne, striking a second dock before coming to rest.

 

The men were able to swim to a nearby sailboat.  One of the men sustained a minor injury.  The investigation into the cause of the accident has been turned over to the Florida Fish and Wildlife Conservation Commission........

Mississippi River System

 

MISSISSIPPI RIVER

   

UPPER MISSISSIPPI RIVER - LOWER MISSISSIPPI RIVER - CHANNEL CONDITIONS/SAFETY ADVISORY
Low water conditions have been reported from approximate Mile 110.0, Upper Mississippi River to approximate Mile 869.0, Lower Mississippi River.  Mariners are advised to review the latest USACE surveys of the area before transiting. The channel markers (buoys) are being repositioned
based on best water and the availability of U.S. Coast Guard assets. Mariners may contact U.S. Coast Guard MSU Paducah at (270) 442-1621, for additional information

MILE 200.5 - L/D CLOSURE
Continuing until November 9, 2020, the Mel Price L/D 26 (auxiliary chamber) in the vicinity of Mile 200.5, is closed to navigation for repair. The main chamber is available to pass traffic, during this closure. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 200.5 - L/D RESTRICTION
The bullnose protection armor, for the lower long wall of the Mel Price L/D (main chamber) is experiencing deterioration. Continuing until further notice, all tows transiting the main lock are requested to stay off the lower long wall bullnose. Mariners should be alert for and abide by any special instructions from the lockmaster.

MILE 194.0 - DREDGE OPERATION
Continuing until further notice, the USACE contract vessel M/V GRAND TOWER is conducting dredging operations in the vicinity of Mile 194.0, Upper Chain of Rocks Canal Entrance. Work will be conducted from 6:00 a.m. until 6:00 p.m., each day. The M/V GRAND TOWER will monitor VHF-FM Channel 13 and requests 30-minutes advance notice of passage. No channel closures are expected with this operation. Mariners are requested to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

MILE 183.2 - BRIDGE CONSTRUCTION
Merchants Railroad Bridge; Work barges continue excavating around both left and right descending navigation piers and the right descending pier of the center span. Work barges should not encroach more than 50 feet into the navigation channel, at any time. For work barge locations, mariners are encouraged to contact the onsite work boat M/V KATHERINE OHARA via VHF-FM Channel 6 or 16 or by phone at (217) 248-9077.

ILLINOIS RIVER

MILE 271.5 - L/D CLOSURE
Commencing 6:00 a.m., October 4, 2020 and continuing until 6:00 p.m., October 24, 2020, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed for maintenance. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff.

MILE 271.5 - TEMPORARY L/D CLOSURES
Commencing October 25, 2020 and continuing until October 29, 2020, from 7:00 a.m. until 5:30 p.m., each day, the Dresden Island L/D in the vicinity of Mile 271.5, will be closed to navigation. In addition, a 70-foot width restriction will be in place and the lock will not be able to pull cuts in either direction. Mariners are requested not to tie up to the guidewalls during this time, unless directed by lock staff..
MILE 231.0 - L/D CLOSURE
Continuing until October 30, 2020, the Starved Rock L/D in the vicinity of Mile 231.0, will be closed for maintenance..
MILE 80.2 - L/D CLOSURE
Continuing until October 13, 2020, the LaGrange L/D in the vicinity of Mile 80.2, will be closed for maintenance.

MISSOURI RIVER

MISSOURI RIVER - CHANNEL CONDITION/COTP ADVISORY
The following areas are in the low water watch phase IAW the Western Rivers WAP Annex:
Jefferson Reach (Mile 200.0 – Mile 100.0) and
Washington Reach (Mile 100.0 – Mile 0.0).
Deep draft tows are advised to depart the area. All vessels SHALL transit these areas at a slow speed near fleeting areas, to minimize wake impact, due to the narrow channel width. Tow operators are advised to place the heaviest barges in the middle of the tow and identify fleeting
areas in the event of a river closure. Mariners are requested to transit these areas with caution and contact U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16, or at (314) 269-2332, or via e-mail at sumrwaterways@uscg.mil, to report shoaling, hazardous
conditions or missing aids to navigation.

Mississippi River At Kimmswick, Missouri

Historic River Town Calling For Donations To Stay Alive........

 

The Mayor of Kimmswick, Missouri, Phil Stang, is calling for donations to keep the quaint, vibrant city alive.  Stang says that the city is facing a financial crisis mainly caused by the COVID-19 related event cancellations.

 

Kimmswick's budget is mainly funded by business sales taxes from local businesses, as well as the town's two biggest festivals, The Strawberry Festival and the Apple Butter Festival.  The festivals were cancelled due to the COVID-19 outbreak.

 

City officials say that some 80 percent of Kimmswick's annual revenue is generated by the two festivals.  Stang says that the city is not eligible for county, state or federal aid.  The majority of it's reserve funds were used up preparing for last year's flooding........

Man Paddling Coast-To-Coast Stopped In St. Louis........

 

Neil Moore has undertaken a journey of a lifetime, with the goal of paddling over 7,000 miles across the nation.  He started off on the west coast in an expedition canoe loaded with 500 pounds of gear. 

 

Moore will first go down to New Orleans, and then he will head for the Hudson River and New York City.  On Sunday, Moore stopped in St. Louis.

 

Moore says that he has his tent, enough freeze-dried food for the end of the year, all the way down to New Orleans.  He says connect two rivers and 22 states: a total of 2,200 miles coast to coast, via the Gulf and the Great Lakes........

A Look At The Snagboat, Montgomery

 

The snagboat, Montgomery, was reportedly one of the hardest working riverboats in the Southeastern region.  The Montgomery was built for the U.S. Army Corps of Engineers by the Charleston Dry Dock & Machine Company of Charleston, S.C., in 1926.

 

The Montgomery was constructed on a steel hull, and measured 156 feet in length by 34 feet in width, with a depth of 6 feet.  A single Scotch marine boiler system provided up to 210 psi of steam to the 14 inch cylinders that has a 6 foot stroke.  THe machinery was rated at 325 Horsepower.

 

The single-stack Montgomery served on the Coosa and Alabama Rivers until 19i33, when the Montgomery District was merged with the Mobile District.  The Montgomery helped raise the remains of the Confederate gunboat Chattahoochee from the Chattahoochee River in November 1964.........

Mississippi River Shipping

Some Parts Of The Mississippi River Are Running Low.........

 

While the fall harvest season is winding up, the water levels along the Mississippi River are low, and along the lower Mississippi River, barges are encountering draft and tow size restrictions. 

 

The lock and dam system along the Upper Mississippi River maintains a 9 foot deep channel with barge drafts at 9 feet. When barges head south of St. Louis, the drafts may increase to 12 feet.

 

Ceres Barge Line released a daily barge freight report on October 1 stating that they had reduced drafts to 10 feet, six inches, which removes 100 tons per barge away from the 13 and 14 foot barges.  This means that a shipper would require 18 barges instead of 17 to move the same amount of grain purchased from St. Louis and points south........

The Grafton Ferry just opened at 10am today, 06/06/2020 The river levels have not been kind to us lately but today the river level is down just enough to get open.

The Golden Eagle Ferry, Grafton Ferry, Brussels State Ferry and the Kampsville State Ferry are all open so come aboard for a very beautiful and scenic ride on the river.

We have the foundation built!!! Unfortunately, since lumber prices are so high right now we are putting a hold on the build. Hoping all of this ends soon so we can get back to it.
