Hi, Bill, Happy birthday!

I meant to send this to you last year, so sorry. But, since you started the RB sticker page, you get it now.

Last July we were at The Sunset Grille overlooking Perdido Key in Pensacola Florida (got there by boat, of course). Look what we took a picture of. See ya, soon!

P.S. Thanks to Uncle John for the use of his Sea Ray while we were down there!!

Bill,

It's been an amazing summer up here at Peoria.

I've also been spending a lot of time over on the Mississippi during the week. I took this pic of the river boat, Twighlight, as it was returning to it's mooring in LeClaire, IA. I think it just takes short excursions up to around Clinton, IA and Fulton, IL. This is a beautiful pool on the ole Miss. Great group of boaters too.

Hope the river has finally settled down for you guys.

Mike and Rosie's Swing Set Blog

It's All Coming Together

We went to the Bahamas seminar last Wednesday and did get some useful information, as well as meeting some other boaters here in the harbor who we've only heard on the cruiser's net in the morning but haven't met yet. There were at least fifty people at the seminar, some who have been planning on "making the jump" for years and haven't done it yet, to those who are going in just a few weeks or so. We hope to be in the latter group.
We were happy to learn that we at least had all of the equipment that is usually recommended for the trip, plus some. We are also on the right track as far as what we need for paperwork when we visit The Bahamas Customs and Immigration Office, plus a valuable tip in regard to how to list everything onboard the boat, which is one of the requirements. We can condense the list to "usual ships stores", and be done with it.
One big reservation we have is the ability to get our weather information when we are in The Bahamas. We still aren't sure if our XM Weather for our Garmin GPS unit will work, so we'll need a back up plan. We bought a small SSB receiver, but we still need to practice using it, and program some regular weather channels on it, particularly the channel that Chris Parker broadcasts on at 6 A.M. each morning. Most of the marinas have WiFi, but we don't want to have to stay at marinas, naturally wanting to stay on the hook. We'll look into purchasing Internet service when we check in, but will have to see how that goes.
We've pretty much decided to check in at Alicetown in Bimini. From Angelfish Cut, just south of Key Biscayne, it's only about 50 miles to Bimini, which we'll do at cruising speed or close to it. From there, we'll try to go to the Berry Islands if the weather permits, otherwise we can go further south to Andros or north to Grand Bahama. But for now, a loosely formulating plan is to take us through the Berry Islands, maybe stop at Nassau, and then on to the Exumas. But we'll take it one day at a time like we've done every day so far.
We've decided to get Holly her examination on April 1st, which is required for her entry into The Bahamas. This gives us a day to run up the coast to Angelfish Cut, stay overnight, and then cross the Gulf Stream on the 2nd, fulfilling the ridiculous 48 hour Bahamian requirement to have a pet examined and get a certification no longer than that time period before entering Customs. We understand there may be wiggle room, but we'll try to adhere to the law. This will put us in Bimini on a weekday so we don't have to ask a Customs official to come in special on a weekend. I would think that this would make them crabby and therefore more scrutinizing, just in case we have some loose ends.

     Marina Dredging Now Underway........

Earlier this week, the dredging operations at the Nipper Park Marina began. The work began in spite of ice covering a portion of the marina, and the dredging equipment having a coating of snow. Typically, when the Mississippi River is at normal pool levels of 10 feet, there is 5 to 6 feet of water in the marina. At this time, there are only a few inches of water, and patches of dry ground in the marina........

Bill:

Great party Saturday night at Kinders.

A number of people on RiverBills may remember the old Golden Eagle Ferry that was replaced some years ago. Last Sunday, I was taking the Kampsville Ferry from Greene to Calhoun county to go to Louie’s Kampsville Inn. I saw the old Golden Eagle Ferry on the bank of the river in Kampsville, just a block or two north of the ferry landing

Looks like the paddlewheel that propelled the ferry came lose.

Meramec River Near St. Clair, Missouri

    Opposition Strong Against Gravel Excavation........

Recently, Havin Material Service applied for a conditional use permit that would allow them to excavate a gravel bar along the Meramec River. Havin applied for the permit to extract and excavate gravel and sand from an 11 acre gravel bar. If the permit is approved, Havin will purchase the property. Some residents living close to the proposed excavation site voiced their objections to the proposal, citing the operation will increase traffic, damage roads and threaten the habitat of the endangered mussels living in the river........

News Release From BoatUS

MEDIA ALERT: Learning from Hurricane Sandy: March 12 Webinar to Discuss
Securing Boats on Land in a Storm Event

Sign up Now; Share Survival Stories; Answer Questions
March 12, 2013, at 2:00 pm EST

WHAT: The Association of Marina Industries (AMI) and the Boat Owners Association of The United States (BoatUS) have teamed up to offer a series of three online webinars for marine facility operators and others interested in learning about how to secure boats to avoid damage in future storms. The second webinar, “Securing Boats on Land,” is on Tuesday, March 12, and will focus on the challenges of securing boats inside storage structures as well as outside on the hard. Three hurricanes made landfall in Florida within six weeks of each other in 2004, and another three devastated the state in 2005. In the wake of those two record-breaking seasons, Florida marinas developed more storm-resistant strategies for storing boats on the hard that reflected the risks of individual marinas and the differences between power and sail boats in strong winds and high surge conditions. Beth Leonard, Director of Technical Services for BoatUS, will discuss those strategies, and examine whether they would have been helpful in reducing the damage from Sandy. She’ll also share some potential modifications to those techniques that have come out of debriefing the BoatUS Catastrophe (CAT) Teams after Sandy.

WHY: Hurricane Sandy was the single-largest recreational boating industry loss ever recorded, with over $650 million in damage to boats alone. Not included in that figure are the hundreds of millions of dollars in damages to marinas, boat yards and yacht clubs. Boats that didn’t stay put in Sandy’s exceptional storm surge caused damage to other boats, marina infrastructure, and private and public property.

WHEN: All webinars are at 2:00pm EST:
March 12- “Securing Boats on Land,” the next Webinar in the series, will focus on the challenges of securing boats inside storage structures as well as outside on the hard, and discuss some potential solutions and best practices.
March 26- “Securing Boats in the Water,” will look at the challenges presented by moorings and by various dock structures such as fixed or floating docks, and also look at solutions and best practices.
The first in the series, “Sandy Overview: What We’ve Learned,” was held on March 5 and looked at what made Hurricane Sandy so destructive and the types of damage it caused to boats and marinas, and share some survival stories.

HOW: The cost to attend is $10 per webinar for members of AMI or BoatUS and, for non-members, $25 for one webinar, $40 for two and $60 for all three. NY and NJ facilities are invited to attend for free, compliments of AMI and BoatUS, but they must still register. Any proceeds after costs will be donated to the NJ Recovery and Relief Fund to aid recreational marine businesses damaged during Hurricane Sandy. Go to http://marinaassociation.org/training/online-webinars to register, or, for more information, call (866) 367-6622 or visit MarinaAssociation.org.

Missouri Department of Conservation

Snaggers can expect another good crop of paddlefish

JEFFERSON CITY–If heaving big treble hooks and doing battle with man-sized fish is your idea of fun, you will love this year’s paddlefish season forecast.

The Missouri Department of Conservation (MDC) is offering morning and afternoon paddlefishing clinics through its Discover Nature Family program. The clinics will take place April 13 in Warsaw. Participants will learn about paddlefish biology and snagging techniques and then go out for hands-on experience. To register for clinics, call 660-530-5500 by April 5.

Missouri’s fishing regulations say that paddlefish season opens March 15 and runs through April 30. However, weather and, more importantly, water conditions get the final say about when the action starts. Paddlefish spend most of the year dispersed throughout large reservoirs and rivers. Snagging gets good whenh warm spring rains increase flows and raise the water temperature to 50 degrees, prompting the big fish to swim upstream on their spawning run.

Missouri’s best paddlefish stream, the Osage River, is blocked by dams. When a slug of amorous paddlefish reaches one of these barriers, they stack up, dramatically increasing anglers’ chances of hooking one with a random jerk on a fishing line equipped with one or more miniature grappling hooks.

Fisheries Management Biologist Trish Yasger says the action likely will get off to a slow start again this year, thanks to snowmelt, chilly weather, and drought conditions.

“The heavy snowfall and extremely cold weather we experienced in February are still making themselves felt in stream temperatures,” said Yasger. “A spell of unusually warm, sunny weather could speed things up a little, but that doesn’t seem likely to happen before March 15, based on the extended weather forecast.”

Yasger said paddlefish season often gets off to a slow start. That is because the opening and closing dates are set to ensure that the season brackets the fishes’ spawning run.

“Paddlefish don’t often start running upstream as early as March 15,” said Yasger, “and it would be very rare for the run to extend past April 30, so naturally we don’t usually see lots of big fish being caught on opening day. Harvest early in the season is dominated by local fish and small males. As water temperature and flows increase, you will start seeing more of the larger females.”

Yasger said anglers’ success depends mostly on how many legal-sized fish are available, and that depends on how many fish MDC stocked between seven and 11 years ago. The Conservation Department had a good stocking year in 2003, so those fish are contributing to fishing success now.

That is because paddlefish need approximately seven years to grow from stocking size – 10 to 16 inches – to the legal minimum length of 34 inches at Lake of the Ozarks, Truman and Table Rock lakes, and their tributaries. Paddlefish reach legal size a little sooner in other Missouri waters, where the legal minimum length is 24 inches.

The legal measurement of paddlefish is different from the method for measuring other game fish. Instead of measuring from tip of snout to tip of tail, paddlefish are measured from the eye to the fork of the tail.

Most paddlefish are harvested between seven and 11 years after stocking. After that, a particular year-class becomes much less significant in providing fishing action. However, paddlefish can live more than 20 years, and older fish are the ones anglers dream of hooking.

It so happens that Blind Pony Hatchery produced a bumper crop of paddlefish in 2001. Those fish, now 12 years old, are in the neighborhood of 40 inches long. A 40-inch paddlefish weighs approximately 50 pounds.

“This should be a good year for paddlefish snaggers,” said Yasger. “We have a lot of legal-sized fish out there, and lots more coming up.”

“Lots more” is something of an understatement. In 2008, Blind Pony Hatchery produced an astonishing 260,000 paddlefish stockers – the largest number in the paddlefish stocking program’s 30-year history. Those fish, which went to Lake of the Ozarks, the Missouri River, Truman Lake, Table Rock Lake, and the Black River, now are 5 years old and approximately 30 inches long.

To make sure as many of those fish as possible reach legal size, Yasger urges anglers to handle them gently. This means leaving obviously sublegal fish in the water while unhooking them, handling possibly legal fish gently when measuring them, and returning them to the water immediately.

The most obvious way to avoid unnecessary injury to paddlefish is to exercise care when unhooking them. Yasger said anglers sometimes get in a hurry to go back to fishing and jerk hooks out of fish instead of patiently working the hook out to avoid additional injury.

Another important thing is wetting your hands before handling fish. This reduces disturbance of the protective slime layer on their skin. Laying fish flat on a solid surface while measuring them reduces the likelihood of causing internal injury. Yasger says anglers should never grip fish by the gills or eyes. This is particularly harmful.

The Wildlife Code requires anglers to release sublegal fish unharmed immediately. Using a gaff to land fish makes this impossible. Landing paddlefish using large nets is much less harmful.

“Every sublegal fish that survives being caught is a fish you can catch next year,” said Yasger. “The fish we stocked in 2008 will be a big part of the fishing action between now and 2018 if anglers take good care of them.”

Yasger reminds anglers that anyone snagging paddlefish or operating a boat for snaggers must have a fishing permit. The Conservation Department held a series of meetings with paddlefish snaggers last fall. The Department would like to obtain additional information about paddlefish and paddlefishing. One way of doing this would be to require snaggers to purchase a paddlefish permit. This idea is on hold while the Conservation Department continues to evaluate ways to obtain information about where people are snagging and their success at those locations in order to best manage this important fishery.

Artificial stocking of by the Conservation Department makes Missouri a great place to snag paddlefish. Stocking is necessary to maintain the Osage River Basin’s paddlefish population, because dams prevent them from reproducing naturally. Each year, MDC raises tens of thousands of paddlefish at Blind Pony Hatchery near Sweet Springs in Saline County.

A Very Lucky Guess

Making my plans to get the boat in the warehouse for the repairs obviously included a trailer ride to the warehouse and so I called upon my good friend Bill Moyer. He has a very large, heavy duty trailer and diesel truck. I really consider Bill quite accomplished in this area, and being this is not his first rodeo I value what he says. As the planing begins I naturally figure that its going to take a travel lift to pickup the boat and set it on the trailer. During one of our many conversations leading up to "pull day" I mentioned to Bill that we could probably get the boat lifted and set on the trailer at Harbor Point. His response to that was not what I expected. He said no we'll just float it on in Alton , It will be fine. He was actually pretty calm about it. So when pull day came Bill put the trailer in the water , we floated the boat on and out came the "Fuelishness". I'd love to say effortlessly, but the truck did earn it's keep that day for sure.
Had someone bet me that my boat would have ever come out of the water on a trailer in the conventional sense I would have lost money. Because up until today I was convinced that a travel lift was the only way the "Fuelishness" could get out of the river. Thanks Bill.

During the preparations for the boat to go to it's land home for the winter I became quite concerned about the height of the radar arch in relationship to the height of my warehouse door. I had a good number of sleepless nights wondering what would happen if the boat was too tall for the door. A lot of solutions swirled around in my head. The worst one being , "pull the arch". I didn't even want to think about it.........

Still waiting for summer, thought the groundhog said we'd have and early spring?
Is pretty cool watching all the different types of waterfowl passing through.
These pelicans were fishing right under my balcony. Many people have no idea that pelicans are ever in this area .

Missouri Department of Conservation

Snow geese descend in record numbers on St. Charles and Lincoln Counties

St. Charles and Lincoln Counties, Mo. – Unusually large numbers of snow geese are congregating on and near the Confluence area of the Mississippi and Missouri Rivers. Heavy snows in the western part of Missouri are driving the birds east and to the Confluence.

As of last week, B.K. Leach Conservation Area in Lincoln County recorded 7,000 snow geese on the area with an estimated 15,000 in the surrounding vicinity. This should provide exceptional opportunities for snow geese hunters, as well as wildlife watchers, video and still photographers.

According to Andy Tappmeyer, Wildlife Management Biologist with the Missouri Department of Conservation (MDC), for the last several days there have been larger than normal amounts of snow geese in the St. Peter's area and on many of the duck clubs from St. Peter's through the north St. Charles county bottoms, and into the Lincoln County area along the Mississippi river. The birds have been spreading off the duck clubs and working private fields several miles from the river.

“This morning (March 4) I saw several groups of birds in the fields along Highway 79 from the Lincoln county line all the way into St. Peters,” reports Tappmeyer.

Snow geese are constantly on the move looking for a place to feed. But with a little scouting in the vicinity of the areas mentioned snow geese hunters could haul in an exceptionally good harvest. Excellent habitat around the Confluence makes this area a great place to hunt snow geese.

Wildlife watchers and still and video photographers have an outstanding chance to gather some note-worthy shots. Thousands of the birds massed together into a sea of white can be an amazing sight.

Snow geese overwinter in the southern part of their range, including Missouri, and return north to the arctic tundra to nest. This medium-sized goose has two color morphs, formerly considered separate species: white and blue. The white morph is mostly white, with black wingtips. The blue morph is mostly grayish-brown overall, with a white head and neck, and white on the underside of the wing.

Snow geese are common in marshes, rivers, lakes and crop fields. Populations of this species, like Ross’s goose, have increased to a historically high level. As a result they are overgrazing their arctic nesting range and degrading large areas of the arctic tundra where other species nest. Wildlife agencies have been trying to control the population size through various methods, including hunting.

News Release From BoatUS

Open for Business: Cruising Guide Seeks Superstorm Sandy Region Marina Updates

Waterway Guide, AMI, BoatUS Team Up to Offer Boaters the Latest Information on NJ, NY Waterways

ALEXANDRIA, Va., March 5, 2013 – Superstorm Sandy dealt a devastating blow to marine facilities, navigation aids and channels along the New Jersey and New York coastlines. The storm also choked northern New Jersey’s Intracoastal Waterway and other channels with sunken boats, sand, silt and debris from buildings and piers. How will boaters know what services are available or where the navigational hazards exist?

Waterway Guide, the Association of Marina Industries (AMI) and Boat Owners Association of The United States (BoatUS) have teamed up to offer an easy, up-to-date, free online guide for boaters at www.WaterwayGuide.com/superstorm-sandy. But, marinas and other boating service providers need to share their operating information and update it throughout the season by sending an email to superstormsandy@waterwayguide.com.

“The good news is there has been a monumental rebuilding effort and the majority of marine facilities are either open or expect to reopen by the boating season,” said BoatUS Technical Director Beth Leonard, “In addition, the New Jersey ICW and nearly all channels are open to navigation, although many hazards still exist in shallower areas and will likely remain that way for the 2013 boating season, especially in the northern Barnegat Bay area. Boaters cruising the ICW or just headed out for a Saturday afternoon, however, will need to know where navigational hazards still exist and where they can find fuel, slips, pumpouts, and repair facilities. This online resource is available to any marina, yacht club or boat club in the most storm-damaged areas wishing to post their information. Individual boaters can also send an email to superstormsandy@waterwayguide.com to provide updates on their marinas, boating facilities and any hazards in their local waters.”

The special Superstorm Sandy webpage covers all marinas on the New Jersey coast, New York City, Hudson Valley and Long Island’s South Shore. Marinas and other boating businesses do not need to be currently listed in Waterway Guide to participate. Updates can be sent at any time and will be posted promptly.

“This is a way for BoatUS, Waterway Guide and AMI to help the industry get back on its feet by generating business,” added Leonard.

2011 Flood Aftermath

Property Owners Can Sue For Flood Losses........

A law firm in St. Joseph, Missouri has discovered a loophole that will allow for a lawsuit seeking damages arising form the 2011 Missouri River flooding. Typically, lower federal courts held that floodwater come and go, meaning that there was no permanent damage. A recent U.S. Supreme Court ruling against the U.S. Army Corps of Engineers' management practices, citing that temporary flooding by the government is not exempt from liability under the Fifth Amendment........

The trio repeatedly refused offers for assistance, and were arrested when the vessel's owner called the authorities to report that the vessel he was seeing on the television was his........

News Release From BoatUS

PEEPS Go Boating in BoatUS Foundation Diorama Contest

ANNAPOLIS, Md., March 4, 2013 – It’s not like any other PEEPS Diorama Contest. And just in case you have never heard of the people who design, layout, install, and even dress-up those soft yellow marshmallow chicks for spectacularly scenic depictions of history or modern culture, you are invited to find out by entering the BoatUS Foundation Diorama Contest.

“The way to score points with the judges is to depict boating, with extra points for including boating safety or clean water issues,” said a tight-lipped BoatUS Foundation Program Manager Alanna Keating, who gave nary a peep on any further tips on winning.

This is the second year the national boating safety and clean water non-profit has shamelessly exploited the soft and sugary Easter-themed treats as a way to encourage safe and environmentally-friendly boating habits. To enter, simply submit a photo of your boating-themed PEEPS diorama on the BoatUS Foundation Facebook page by March 31, 2013. Diorama photos meeting contest guidelines will then be posted for public voting starting April 3rd. The photo with the most votes wins bragging rights until next year and two inflatable life jackets.
