On Friday, a film titled Waterwalk will be opening at the B&B Theater in Wildwood, Missouri.  Waterwalk is a family drama that follows a father and son as they paddle the 1,000 mile route of the Marquette/Joliet expedition of 1673.  The film relates the true story of Steve Faulkner, and his son Jason.  Steve loses his job at a newspaper, and his son convinces him to spend the summer paddling the Mississippi River.  Portions of the film were shot in Alton and St. Louis........

Boat Rules

New Weight Rule Affecting Passenger Boat Businesses........

Back in December, the U.S. Coast Guard issued a new rule that raises the assumed average weight of a passenger from 140 pounds to 185 pounds.  This new rule is affecting commercial vessel operators, as they have had to reduce the number of passengers they can take aboard.  This results in lower revenues.  Other operators are looking at ways to increase stability in their vessels.  Options include adding ballast and installing floatation foam........

     Lake Shelbyville Boat Rafting Policy

Lake Shelbyville – The U.S. Army Corps of Engineers working with the Illinois Department of Natural Resources Conservation Police, local law enforcement, US Coast Guard Auxiliary, and other agencies on the Lake Shelbyville Water Safety Task Force Team recently evaluated the Lake Shelbyville Boat Rafting Policy. This policy is considered final and will stay in place until certain circumstances require the task force team to re-evaluate it. This policy was put in place in 2008 to help ensure a safer and more family friendly environment.

The Lake Shelbyville Boat Rafting Policy is as follows:
1. Up to five boats allowed in a raft without requiring a special use permit. For the purposes of this policy a raft is defined as two or more boats tied together.
2. No more than 50 people will be allowed on any raft of boats that consists of five boats or less.
3. Required distance between each raft of boats is 150 feet.
4. Special Use Permit, which is free of charge, will be required for a raft of boats that consist of more than five boats and up to 20 boats.

   - A permit can be requested at least three days in advance if it can be returned by fax to the permit holder and requested at least seven days in advance if it must be returned by mail to the permit holder. A permit can be requested no more than 30 days in advance. Five requests can be put on the same permit as long as they are all in a 30 day period. A primary and an alternate rafting location can be chosen when applying for a permit.
   - No more than four persons per boat will be allowed for each additional boat over five. For example eight boats in a raft would be limited to a total of 62 persons in a raft.
   - Life jackets are to be worn at all times on rafts greater than five boats unless person is below deck or in an enclosed cabin.
   - Everyone in the water associated with a raft greater than five boats must have a US Coast Guard approved properly fitted life jacket or Type IV throwable device in their personal possession at all times.
    - Kegs containing alcoholic beverages or portable PA systems are not allowed.
A special use permit can be obtained by visiting or calling the Lake Shelbyville Project Office at 217-774-3951 ext. 2. The office is located on the east end of the Lake Shelbyville Main Dam off of IL Route 16 east of Shelbyville and a rafting permit can be obtained Monday – Friday 8a.m. to 4p.m. Information needed for the permit is name, address, and phone number of person requesting permit, number of boats in the raft, location on Lake Shelbyville where boats will be rafted (primary and alternate location), date(s) when boats will be rafted, and state registration number and owner or operator of every boat in the raft.
If you have any questions or concerns about the Lake Shelbyville Boat Rafting Policy contact the Lake Shelbyville Visitor Assistance Department by calling 217-774-3951 ext 3.

Mike and Rosie's Swing Set Blog

From Hoppies to Cape Girardeau

I mentioned in a comment in my last post that once we got anchored in the Meramec River last night I dropped the dinghy and Rosie and I took a ride upstream for a few miles. The river was up only due to the Mississippi backing it up, so shallow water was sure to sneak up on us and I didn't want to push my luck; it has been 14 years since I had transited that section of the river and my memory isn't that good.
When we returned, we enjoyed a great dinner of country style pork spareribs made to perfection by Rosie in the convection/microwave along with one of my favorites, macaroni and cheese. This was not a night for rabbit food.
We watched a little T.V. after reprogramming it for signals. This is necessary at every new anchorage, but it only takes a couple of minutes and we get over 20 channels with our converter box setup, thanks to a tip years ago from our friend Mike Vitale.
We slept a whole lot better than the night before as there was little wind, but Rosie kept seeing the motion detector light come on and thought it was burglars. I knew the door was locked and I slept like a rock. I have plans for anyone trying to break in while I'm present.
Up at 6:30 and weighing anchor, we called Fern at Hoppies at 7 A.M. and had our fuel topped off and still was pulling out of Hoppies by 7:30, even after hearing Fern's story about the new dike just downstream from the floating barge which is called Hoppies Marina that is causing silt to lower water levels at the docks. Not good for a marina business. Our 19 gallon top off meant over 3 miles per gallon with the strong Mississippi current pushing us along. We also got a water tank fill up; never pass up fuel or water on a trip like ours.
The weather was beautiful today, but is was a bit windy. Luckily, for the most part the wind was at our back, blowing with the current, so the water was like a billiard table until an upriver bound tow bucked us around. We didn't encounter one tow going downriver and the only other boat we saw was a fishing boat up in a slough that we passed.

This is a bad photo of a bad place, the Illinois State Penitentiary at Menard. Rosie said the buildings looked "neat". I didn't like anything about the place, and no, I haven't been inside.
We were enjoying our ride and about mid-day we passed an empty tow going upstream and he was cooking along. The Beatles were playing Yellow Submarine, and just as the ship's bell in the song rings, we bumped over a big towboat wake and rang our own ships bell at the same moment as the one in the song, I kid you not. I thought for a second that my stereo quality just improved dramatically for no reason until I realized it was our bell. No other towboat wake caused our ship's bell to ring at any other time during the day. This is a sign of some sort, but I don't know what.

Traveling at 12 miles per hour doesn't get you far, but it does save money. We have more time than money, so nine hours after leaving Hoppies we passed Cape Girardeau, about 90 miles downriver. It's a pretty town, but you can't see much because a big flood wall guards most of it. We passed under the big suspension bridge linking Illinois with Missouri and soon found the LIttle River Diversion Channel, billed as a good place to stay the night.
The entrance to the channel was chock full of logs and debris. Big logs. I decided to check out the bottom end of Marquette Island just across from the Diversion Channel, but didn't like the exposure we would have, so I returned to the channel and made a run for the junk blocking the entrance and pushed through it, hoping the depth was adequate. We left the chocolate Mississippi behind and drifted into some very clear backed up Diversion Channel water and did the advised thing and dropped two hooks; our regular bow anchor and a stern Danforth.

This is the view from our bow. It looks much like our view last night on the Meramec River, but it's much narrower here.

I took this shot before setting the stern anchor, looking back at the channel of the Mississippi. There's no one else in here and it's nice and quiet.
Rosie made some sausage that our friend Steve Huebner from up on the Alton Pool gave us. Steve may cringe at our choice of leftover macaroni as a side dish, but we're living on the boat with limited refrigerator space; we'll make use of stuff we have leftover, as I've indicated in a previous post.
Tonight we're celebrating our anniversary. We count from the time we met as far as years go, it's 36 and counting, but May 9th is the day we got married. Both times. I didn't want to ever forget the date.
We have a big day ahead of us on Thursday. We're still over 100 miles to Kentucky Lake, and have three locks on the Ohio River, plus one to get into the lake itself. I don't know if we'll get to Kentucky Lake tomorrow or not, but we're already expected on Saturday by a few friends that think we may want to party some. I think we can make it by Saturday, and I've already given notice: Now that we're retired and have started a new phase of our lives, I'm not holding back anymore. We're gonna party like there's no tomorrow.

Time....18 days, 4 hours, 51 minutes

They shattered the previous records set in 1984 and 1989 by over 5 days !

Missouri River Near Bismarck, North Dakota

Federal Missouri River Decision Awaited By North Dakota........

Last year's flooding along the Missouri River helped feed the water demands of North Dakota's oil patch, but that water surplus will not last forever.  North Dakota officials would like for drillers and other water users to be able to draw water from Lake Sakakawea.  The U.S. Army Corps of Engineers wants to charge water users for the surplus water taken from the lake.  State officials are challenging the Corp's proposal........

We're Off

After a whole weekend of goodbyes we finished up some wash on Monday and fueled up. We headed over to Grafton Harbor to say goodbye to Joe and Jan and stocked up with more beer that someone depleted over the weekend. Joe and Jan DeSherlia have run Grafton Harbor since it began. They were happy to hear about our plan and said it was their dream to do the same some day. We lunched at the Big Kahuna and cast off in the rain to anchor near Portage Des Souix for the night.

We pulled up anchor before sunrise and were in Alton as the sun was appearing. We called Melvin Price Lock and was directed into the auxiliary lock right away. We weren't as lucky at the canal lock and had to wait for nearly three hours, their auxiliary lock being down.

Just as I had wanted, we were passing the arch in St. Louis on the day of my birthday. We caught a glimpse of our condo, hopefully for the last time as owners. The transit through the St. Louis Harbor is not pleasant. Lots of commercial traffic and the swift current and wind didn't help.
The one thing about the high water condition was the fact that it would be possible to anchor overnight on the Meramec River. When we got down to the mouth of the river, we crossed from a very muddy Mississippi into a fairly clear Meramec stream with a steady 21 foot depth until we approached the first railroad bridge about a half mile up. It may have been possible to get under the bridge but there's no reason, we just want to rest for the remainder of the day, have a nice dinner and turn in. We spent over eight hours at the helm, but some of that was waiting at lock 27, but it still takes a toll.
I called Fern at Hoppies and she'll be waiting for us in the morning so we can get fuel. The 60 miles we traveled this morning hardly put a dent in the fuel gauge, but we're getting the port tank topped off, the only one I pulled from in order to level our load some. ( All the beer is on the port side.)
We might make more miles tomorrow, but there's no reason for that either as long as I can find a spot to throw the hook, and I bet I can. Until then.

River History....

10 May 2003 in River History

Clark Eid and Bob Bradford launched their specially designed Kruger racing canoe in the still waters of a northern Minnesotan lake and started their trip down the Mississippi River in an attempt to break the existing world record. They arrived 2,348 miles later at the Gulf of Mexico on Wednesday, May 28, at 10:51 AM. They paddled the entire length of the Mississippi RIver with no time outs or breaks ! Time....18 days, 4 hours, 51 minutes

They shattered the previous records set in 1984 and 1989 by over 5 days !

Tech Talk.....

     From Bloch Marine

“Use it or lose it”

Everyone has heard this phrase at one time or another. It usually applies to vacation or sick time, but it is sometimes applied to muscle strength and how our bodies’ strength and dependability can go away if we don’t exercise them. Inactivity can render us weak and leave us vulnerable to physical “breakdown.”

Well, believe it or not, “use it or lose it” can be very correctly applied to our boats in the same way. Of all the machinery we own and depend on, our boats seem to take the most (if you will allow me to use the term) “inactivity abuse” of all. Our boats, for a host of reasons we wish didn’t happen, have to sit for extended periods of time. Modern gasoline degrades very rapidly, batteries sit on charge without cycling, water spoils in the tanks, plant growth occurs on the bottom causing extra drag, and many other items corrode and degrade simply from lack of use, exacerbated by sitting in a high moisture environment. We drive our cars daily and usually gas them up at least once a week. That’s why we get 5 plus years service from a battery and rarely have to deal with fouled fuel clogging the fuel system. But boats are another matter.

High water, bad weather, and of course the cost of fuel can discourage us from using our boats as often as we would like. Disuse is bad for our boats and ultimately bad for our wallets.

One of the most common problems we deal with at Bloch Marine Service is clogged carburetors. The gasoline “dies” at a very high rate and this degradation causes carburetors to clog and the engine to run poorly or not at all. This “bad” fuel also can cause fuel tanks to accumulate more debris from the degraded fuel, making the problem even worse. The ethanol in gas (which is virtually unavoidable these days) contributes to the problem by attracting moisture. This de-composition of gasoline can be solved by using stabilizer year round (which I do in my boat), but the best way to avoid the fuel going bad in the tank is using it up before it goes bad. Using your boat a lot is probably the best thing you can do for it and yourself. Granted you’ll be spending more on fuel, but in the long term you’ll save on repairs required as a result of just sitting and you’ll get the fun of using the boat more.

We have a customer at Polestar Marina who has a cruiser built in the early 80’s. He has several grown sons who run the boat often, as well as himself. It seems to be out on the water an average of 3 times a week. He estimates the engines have at least 2500 hours on them and they still run strong with very little attention, and have never had more done on them than basic maintenance.

My point in all this is to help us understand that our boats, like our bodies, need exercise too. A well used boat is a healthy boat. Let this encourage you to make the time to use your boat more. By doing so you can actually save yourself extra repair expense and at the same time, have more of the fun you bought the boat for in the first place.

Remember, “Use it or lose it” applies to boats too!

See you out there!

John Bloch
President
Bloch Marine Service

Arch Grounds Update

    House Passes Arch Tax Bill........

Recently, Missouri lawmakers passed a bill that will give St. Louis area residents the chance to vote on raising local sales taxes to help out with funding the Gateway Arch improvements.  The bill calls for voters to decide on a 3/16 cent sales tax increase, with part of the funds generated to go to the Arch Grounds project, and the remainder would go to local parks.  The measure has already passed the Senate, and is on the way to Governor Jay Nixon........

Metro East levee project gets green light for first phase of construction

ST. LOUIS – The St. Louis District U.S. Army Corps of Engineers has issued permission for the first phase of construction to begin on the local effort to restore the Metro East levees. The first 408 Permission for the alteration of the levees signed by St. Louis District Commander Col. Christopher G. Hall was delivered today to the Metro East Sanitary District ahead of the local sponsor’s construction schedule.

Modifications of the levee system are being pursued by the Southwestern Illinois Flood Prevention District Council in their pursuit of FEMA accreditation. Proposed modifications by the Council will bring the levees to the 100 year level of protection, which is required for FEMA accreditation.
As part of the rehabilitation process, the Flood Prevention District Council is required by law to obtain 408 Permissions for any modifications made to federal levees. The 408 Permissions process (under USC 33, Section 408) ensures modifications do not harm the levee, the public or the economic interest of Metro East. The Southwestern Illinois Flood Prevention District Council submitted their first 408 Permission package to the Corps February 6. A total of eight 408 packages are scheduled to be submitted over the course of the year.

Currently, the Metro East levees do not meet their authorized level of protection of 54’ on the St. Louis gage, roughly a 0.2% (500‐year) level of flood protection. A separate Federal effort is addressing the restoration of the levees to their original authorized level of protection.

“We are working closely and communicating regularly with the Southwest Illinois Flood Prevention District Council as they prepare to reconstruct the levees. We understand the Council’s construction schedule and we’re prepared to meet our commitments to support that schedule,” Hall said.

“We also must uphold our commitment to the public to ensure all  modifications are safe and will not harm the levee or cause catastrophic failure,” he added. “The long term safety of the lives, communities, and industry behind these levees is always our top priority.”

The Metro East Levee System consists of five levee projects located in Madison, St. Clair and Monroe Counties in Illinois.  The System reduces flood risk to approximately 260,000 resident and $4.6 Billion in industrial, commercial, and residential property. The total length of the levees is 64.6 miles. Combined, the projects reduce risk to approximately 111,700 acres. The levees included are: Wood River Levee, Chain of Rocks Levee, Metro East Sanitary District and Prairie du Pont and Fish Lake Levees.

Power Outage In Electric Carp Barrier Last Week........

Last Wednesday afternoon, the electric barrier network intended to keep invasive species from migrating between the Great Lakes and the Mississippi River basin suffered a 13 minute power outage.  At the time, two out of three of the barriers were in operation when the the power cut occurred.  Backup generators were turned on, but a power surge kept the system down.  Operators had to manually reset a breaker to get the generators back up........

The federal government is spending millions of dollars to stop the spread of invasive species, and detractors are saying that the fish was is too expensive, and biologically unsound.  Journalist and author, Greg Breining stated that research and study is needed, rather than an all-out war on carp.  He adds that control efforts, such as electric barriers, closing rivers or the introduction of predators may cause more harm than good........

A new data collection platform placed on the Ohio River at Martins Ferry, W.V., will transmit river and precipitation data once every hour and allow lock and dam operators more time for preparation in a weather event.

  U.S. Army

Pittsburgh District remains leader in river monitoring technology....

In 1976 the U.S. Army Corps of Engineers Pittsburgh District placed the first two Data Collection Platforms (DCPs) on the Ohio River at Martins Ferry, W.V., and Shadyside, Ohio. These DCPs were, and remain, vital to river operations as they provide information on parameters such as river level and precipitation.
From 1976 to 2008 the DCPs would transmit river information once every four hours. Now, DCPs across the district have been upgraded and modernized to transmit information once every hour.
The upgrade modernized all river gages at the district's 23 navigation dams and also converted all remaining DCPs to the most recent technology. The upgrade was possible with the use of American Recovery and Reinvestment Act funds.
"We're excited because we were scheduled to replace one DCP every year, but we were actually able to update all of them in two years," said Pittsburgh District Water Management Chief Werner Loehlein.
When the district began installing the DCPs in the mid-1970s, they were among the leaders in river monitoring technology. With the recent update, Pittsburgh remains a leader, as the technology has allowed a more sustainable system, broader distribution of information and a much more timely report of river conditions.
"The new technology improves forecasts that would affect property or life on a much more localized level," said Michael Janiszewski, hydrological technician for the Pittsburgh District. "The National Weather Service is even using the Corps models for forecasting on the Ohio River."
Loehlein explained this technology is especially beneficial for lock and dam operators. The improved DCPs allow the operators more time for preparations in a weather event, which is vital because of reduced staffing at some facilities.
"The technology also has redundant systems, so if one part is not working another part of the system will still be able to provide the needed information," said Janiszewski.
In addition to the technology, Loehlein said there are few regions in the country more interwoven with the National Oceanic and Atmospheric Administration (NOAA) and the United States Geological Survey (USGS) as the Pittsburgh District.
"This upgrade was a tri-agency effort," Loelein said. "We meet with NOAA and USGS three times a year to form an integrated government network to serve the region."
All of the agencies work in conjunction by fulfilling their individualized missions: NOAA forecasts; USGS maintains equipment; and the Corps runs the projects.

Over the years, there has been a decrease in the number of commercial fishermen plying the waters of the Upper Mississippi River.  Since 1975, there has been a decrease of 83% in the number of commercial fishing licenses issued in Wisconsin.  The number of commercial fishing licenses sold in Minnesota has decreased from 184 to only 10.  Two of those were responsible for about 95% of last year's catch........

6th Annual Gateway Dragon Boat Festival

A dragon boat is a long, narrow canoe-style boat that is used in the team paddling sport of dragon boat racing, a tradition which originated in China over two thousand years ago. Dragon boat races are held as part of the annual Duanwu Festival in China, and the tradition has emerged in the past several decades as an international sport. Dragon boats are so-called because they are typically rigged at their ends with decorative Chinese dragon heads and tails.

Missouri Stream Team Creve Coeur Park Habitat Workday

Missouri River Monitoring Blitz
When  Sunday, May 6, 2012

Description- The water quality volunteer monitoring event will be an expansion of the already successful Spring Dardenne Day sampling event. The project will allow Greenway Network to expand this sampling event to an area wide volunteer monitoring event that features waterways directly related to the stretch of the Missouri River featured in the “Race for the Rivers” event.
Volunteers will spend a day collecting water samples, analyzing samples, and reporting data on various waterways draining into the Missouri River. Waterways included but not limited to: Duckett Creek, Boonslick Creek, Femme Osage Creek, Coldwater Creek, Cowmire Creek, Creve Coeur Creek, Fee Fee Creek, Dardenne Creek, and Peruque Creek. All sampling will be conducted using Missouri Stream Team monitoring standards and will be added to the state-wide database. Level 1 trained Stream Team volunteers are needed to cover the project and act as mentors for volunteers.
The Missouri River itself will be chemically monitored from Washington to Columbia Bottoms on May 6th and June 24th. All others are welcome to assist in the monitoring. For more information email Greenwaynetwork@gmail.com or call Larry Ruff at 636-498-0772.

Shipping News From Savannah, Georgia

Port Project Blocked By Civil War Wreck........

In December of 1864, Confederate troops scuttled the ironclad CSS Georgia to prevent it's capture by the Union troops when they took Savannah.  The Georgia has remained on the bottom of the Savannah River ever since.  The remains of the Georgia are considered to be so historically significant that dredging is forbidden within 50 feet of the wreck.  Now, the vessel stands in the way of a U.S. Army Corps of Engineers plan for deepening the channel that connects the fourth busiest container shipping port in the nation to the Atlantic Ocean.  The Corps intends to raise and protect the remains of the CSS Georgia........

No Wake Zone Around The Hurricane Deck Bridge........

The two year long project to replace the Hurricane Deck Bridge at the 34 mile marker of the Lake of the Ozarks has begun, and there some new rules boaters need to follow.  Boaters now need to throttle down to idle speed for 1,300 feet, and vessels may only transit through the center portion of the span.  Boaters also must obey no-wake and no-boat buoys, and new red and green channel markers placed at the bridge.  The Missouri State Water Patrol will be patrolling the area night and day to enforce the new regulations........

Boat Gas Starts Season At $4.20........

It looks as though boat gas prices will be starting out pretty much where they were at the end of last boating season, at $4.20 per gallon.  This weekend's Harbor Hop participants using 87 octane can expect to see prices at the pump ranging from $3.99 up to $4.45.  Unfortunately for many performance boaters who need 93 octane, a cut in a major pipeline looks to make premium gas more expensive.  Some marinas have announced a switch to 91 octane, but several marinas catering to the go-fast crowd will still have the 93 octane available........

Mike and Rosie's Swing Set Blog

Holly Is Getting Used to the Boating Life

The previous week on the hook was very pleasant for us. We're finishing up some last minute things and seeing some friends one last time before we depart. We've officially signed up on the "Looper Locator" on the AGLCA website. I think if you type in Swing Set, you can see where we are when I update it. I'm still figuring out how it works. In the photo above, we are at anchor (on the hook) above Island 525 between the Illinois River and the Mississippi River. There are four "chutes" between the two rivers right above their confluence and the last one actually is two that run together before it joins the Mississippi. The Island between the 3rd and 4th chute is named Island 525. The 3rd chute is named Mason Chute because it is adjacent to Mason Island, so named on most charts. The Mississippi side of Island 525 is deep and a good place to anchor, but pay attention to the depths. Charts show a dike across it about midway, but it's deep in the middle. Way in the background of this photo is the pretty town of Grafton, IL.

We spent two nights anchored here and it was very nice and we had good cell service, a condition that we have begun to consider when choosing an anchorage. In the picture, Holly is taking a break from some industrious work on her nylon bone. We also spent some time teaching her how to maneuver the flybridge stairs and introduced her to the Mississippi; the dog paddle is alive and well on Swing Set.
About mid-day we motored up to Enterprise Island and took the dinghy over to a nice beach and spent the late afternoon with several friends that typically show up for a Thursday beach party, always a fun time.

Before heading to the beach, Holly and Rosie posed with their matching swim wear. By late afternoon, Holly was a regular jumping bean, quite at home dashing about the cockpit. Once we open the transom door, the life jacket will come on, as she more than once almost went into the drink at the end of a Lou Brock slide toward the swim platform. We wouldn't be too worried about her getting wet, but the current is still swift and too cold for a manned rescue, me being the "manned" part.
I'm writing this blog while in the slip at the Duck Club, for not too many more times. My dad is coming up for a visit today and we're heading to Kinder's Restaurant. If you are coming through this area, it's a place not to be missed. The docks are a bit tricky, (put out lots of fenders), but the food is "down home" good and is easy on the wallet, something us new pensioners will get used to appreciating.
We're having a little bon voyage party with friends this weekend, a bittersweet time for sure, but we're getting lots of well wishes and "boy are we envious" comments that make us feel like we are doing the right thing, although we don't have many misgivings. Maybe a couple.
Everyone wants to know when we are heading out. Well, Tuesday is my birthday; do you think a good birthday present would be cruising by the St. Louis arch for perhaps the last time, with a glimpse of our condo (we can see the building from the river) for maybe the last time too? I've been hesitant to tell anyone when we were officially departing and there are two reasons why: The first reason is that we don't want a big to do over it and don't want friends showing up for a big weepy goodbye. The second reason is that if we wanted a big to do over it, maybe no one would show up. :)
The next post should be after we've left Pool 26. Some of the best people we will ever know boat up here. If you're passing through, stop and meet some of the nice folks around here.

Drowned Man May Offer Lesson For Others........

A month ago, Matthew Golding drowned in the Mississippi River after being thrown from the Jet Ski he was riding.  Golding had been giving children rides on the jet ski to a nearby island.  He was going to give his girlfriend's son a ride, but realizing he had no lifejacket that would fit the youth, Golding gave up his own.  The Jet Ski took a sharp turn, throwing Golding and the youth into the water.  The teen was able to swim back to the Jet Ski, but Golding did not make it.  Toxicology results revealed that Golding had a BAC of 0.139, which is above the legal limit for operating a watercraft.  His father Mike hopes that others will learn from the incident........

Low water conditions on the Cumberland and Tennessee Rivers

The following is an e-mail forwarded to us by Capt'n Dan Owen of Dan Owen's  Boat Photo Museum

This is a HEADS-UP email and more detailed information will be released within the next 10 days.

TVA and Corps personnel just had a teleconference to discuss the developing low water conditions on the Cumberland and Tennessee Rivers. After the May 2010 historical record flooding and May 2011 high water event, 2012 has not provided even the minimum rainfall in the TN and Cumberland watersheds to guarantee that Barkley and Kentucky will reach normal summer pool levels (EL 359.0). Lake levels throughout both systems are below normal levels with tributary projects unable to reach their summer reserve storage levels. Weather forecasts over the next several weeks fail to provide any hope of rain systems large enough to relieve the shortage. Add to this the regulated requirements for minimum releases at the dams (most critically Kentucky Dam) that exceed the inflows into the respective lakes and we are presented with a situation where lake levels are going to be difficult if not impossible to maintain at their current levels.

TVA and the Corps are working to develop a plan to maintain the maximum water levels possible. But without significant rainfall events over the next several weeks, this will be a losing battle. Shippers should prepare to see 2012 summer lake levels equal to normal winter pool levels and averaged releases from the dams to be close to regulated minimals. As mentioned above, the exact plan of action is being studied and details will be released soon. This is evolving situation and, as always, your patience and cooperation is appreciated.

    2011 Flood Recovery Continues........

Vicksburg, Mississippi residents and the U.S. Army Corps of Engineers are still working to recover from the flooding of 2011.  The Corps is tasked with repairing damage done by the Mississippi River, and the bill to do so is quite overwhelming.  So far, Congress has set aside $377 million, which is roughly enough to repair levees and channels to pre-flood conditions.  The Corps states that they need more funding, to do more work........

News Release From BoatUS

Mom Will Have to Wait

TABLE ROCK LAKE, Mo., May 3, 2012 — WithMother’s Day just around the corner,TowBoatUS Captain Dave Anderson mayhave some making upto do. But, accomplished femaletournament angler Janet Parkerwill forever be grateful for the assistance he provided her during the Bass Pro Shops Bassmaster Central Open on Table Rock Lake last week.

Yes, Janet swears it’s true, Captain Anderson actually declined a cell phone call from his own mother while assisting her with a dead battery in the midst of competition on Day One of thetournament.

Parker found Anderson’s decisionto shun his own mother rather humorous, but there was nothing funny about being powerless, after just her second stop of the day on the first day of thetournament, when attemptingto crank-up and run further north on expansive Table Rock.

“On my second location, I caught a keeper, but the fish were not really cooperating, so I decidedto make a run further north, but my boat wouldn’t start,” explained the Little Elm, Texas angler. Thank goodness she listenedto her inner voice at the mandatory angler registration meeting the night before, and signed up for a BoatUS Angler membership with representatives who were on site.

“I always had the ‘it won’t happento me’ attitude, “ said Janet, who runs a Ranger Boat wrapped with a recognizable Minn Kota Talon graphic. “Fortunately when I was at registration, I had a little voice say I better sign up for both the BoatUS Angler Unlimited On-the-Road and On-the-WaterTowing services,” said Parker. “I figured if I never used it I’d only be out $72, but if I needed it – it’d be priceless. Guess what – it proved priceless.”

“TheTowBoatUS captains went above and beyond what was required or expected. With permission from thetournament officials, Ranger Boats rep, George Liddle met Captain Dave at a marina with a new battery, and then Captain Dave and Delton cameto where I was fishing and installed the new battery,” said Parker who was introducedto fishing by another female angler, her God Grandmother, Viola Lassiter.

“Captain Dave and Captain Delton even cameto the weigh-in later that dayto see how I did,” grinned Janet. “And I reminded Captain Dave that he’d better call his mama back.”

Turns out, Janet Parker wasn’t the only angler thatTowBoatUS aided during the event. Captains Dave and Delton answered numerous other dispatch calls for on-the-water assistance from Parker’s competitors during the three-day event on ‘The Rock.’

Tournament anglers who buy a BoatUS Anglermembershipwill also benefit greatly from their subsequent free participation in the BoatUS Angler “Weigh-to-Win”tournament cash bonus program.

Simply said, it paysto buy a highly affordable BoatUS Anglermembership regardless of what B.A.S.S., FLW, LBAA, College Bass or PAA events you compete in, especially when you’re registered for the Weigh-to-Win cashtournament bonus program, and that’s why hundreds of anglers signed up last year.To make sure you are eligible in 2012, just dial (918) 742-6424 between 8:00 a.m. and 5:00 p.m. CST, Monday – Friday, and ask for Kendell; she’ll make sure you get signed-up.

A total of eight 408 packages are scheduled to be submitted over the course of the year..... click here to continue reading this articleon US Army Corps of Engineers website

Boating education may lower your insurance premiums

WASHINGTON - The U.S. Coast Guard Auxiliary offers two courses that may qualify for insurance company discounts that are designed to enhance skills and knowledge for the recreational boat operator as well as personal watercraft, canoe and kayakers. Students can enroll in a one day basic class or an advanced knowledge and seamanship course that covers 12 chapters of instruction. Regardless of the course, a boater education certification card will be issued after successfully completing the test.

While taking a safe boating course, Gregory Deen of Jacksonville, Arkansas, was told that after successful completion of the final test his insurance company might offer a discount. He checked and sure enough, Mr. Deen did receive a credit advantage on his premium. He actually received two advantages. The first with his insurance company and the second; but not least, he became a better and safer boater.

The Coast Guard Auxiliary has provided safe boating classes since its beginning in 1939. Their purpose was, and as it are now, to improve safety on coastal and inland waterways for recreational boaters. All totaled, there are 11 different courses for students from 4 years old all the way through adulthood. Subjects range from Boating Fun and Waypoints for up to 12 years, About Boating Safety and Boating or Sailing Skills and Seamanship. The Auxiliary also offers advanced courses in subjects such as Navigating with GPS, How to Read a Nautical Chart and Suddenly in Command for the first mate who might very well find him or herself having to take command in case of an emergency.

The slogan, “Safe Boating is no Accident,” encourages every boat skipper to become involved with the safe boating process by enrolling in one of these classes ,but the process does not stop there. Safe boating is a family affair and together the learning process can not only provide the entire crew with valuable information, but become a fun and learning experience for all.

To find out more about any of the 11 safe boating courses go to: http://cgaux.org/boatinged/class_finder/index.php for the nearest Coast Guard Auxiliary Public Education Class.
