MISSISSIPPI RIVER

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following area is in the extreme high water action phase IAW the Western Rivers WAP Annex:

 Zone 28 (Mile 185.4 – Mile 109.9).

Recreational traffic is discouraged. Towboat operators should exercise caution, minimize wake where possible and have a pilot onboard with recent experience during high water operations with tows of similar size. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways. Mariners should use caution in all passing and meeting situations. It is strongly recommended that mariners confirm navigational clearances prior to transiting under bridges. Navigational buoys may have been dragged off station so remain cautious while transiting and favor center channel. Laying up on levees is prohibited and barges should not be carried on the hip. Down-streaming operations not recommended for vessels operating under 1,800 h.p. Within the St. Louis Harbor (Mile 184.0 – Mile 179.0), south-bound tows greater than 600 feet in length, excluding the towboat, should limit their transit to daylight hours only. All towing vessels should have a minimum of 250 h.p. for each loaded barge and proceed at their slowest safe operating speed based on prevailing conditions. North-bound tows must have sufficient horsepower to maintain a minimum of 3 MPH, on approach to the St. Louis Bridges.
 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:

Pool 3 (Mile 815.1 – Mile 796.69) Pool 25 (Mile 273.3 – Mile 241.4)
Pool 22 (Mile 324.4 – Mile 301.1 Pool 26 (Mile 241.3 – Mile 200.5)
Pool 24 (Mile 301.1 – Mile 273.4) Pool 27 (Mile 200.4 – Mile 185.5)

 High water and drift potential may be encountered in these areas. Mariners are advised to minimize their wake, exercise caution and avoid laying up on levees. Commencing 6:00 a.m., August 2, 2019 and continuing until 6:00 p.m., August 9, 2019, L/D 24 in the vicinity of Mile 273.4, will be closed for maintenance. All navigation interest should be alert for, and abide by, any special instructions that may be issued by the lockmaster.
 

MILE 185.5 - L/D CLOSURE
Continuing until further notice, L/D 27 (auxiliary chamber), in the vicinity of Mile 185.5, is closed for repairs. Traffic will be passed through the main chamber. Mariners should be alert for and abide by any special instructions from the lockmaster.

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following area is in the high watch phase IAW the Western Rivers WAP Annex:

Grafton Zone (Mile 9.9 – Mile 0.0).

Mississippi River At Portage Des Sioux, Missouri

Portage Des Sioux Residents Consider Raising Their Homes........

 

Monday saw inspectors and city officials posting notices on condemned structures in Portage Des Sioux after the city inspected over 140 structures severely damaged by this spring's flooding.

 

Portage Des Sioux Mayor Mark Warner says that the city ordinance in compliance with federal rules require the main living space in a home to sit 411 feet above sea level.

 

All of the homes being renovated following this flood have to meet the 411-foot standard.  John Matyko, owner of Expert House Movers says that he expects to raise between 10 and 15 homes in Portage Des Sioux........

Illinois Flooding Aftermath

Governor Pritzker Calls For An Extension From FEMA........

 

On Monday, Illinois Governor J.B. Pritzker made a formal request for a 30 day extension from the Federal Emergency Management Agency for the state to call for a federal disaster declaration stemming from the recent storms and flooding.

 

Pritzker's request states that flood-fighting efforts, dewatering activities and emergency protective measures are still going on in some sections of the state, and some areas are still inaccessible to residents.

 

Pritzker says that the extension is needed in order to get a better look at the extensive flooding damage across the state.  He adds that his administration and the state's congressional delegation are working hard to stress how important an extension would be to the state's recovery efforts........

Missouri Flooding Aftermath

FEMA Approved Disaster Assistance For Some Mo. Counties........

 

The Federal Emergency Management Agency has approved federal assistance for some Missouri governments and non-profits in 68 counties that are recovering from storms and flooding that occurred between April 29 and July 5.

 

The approval allows FEMA to assist with the costs of repairs to damaged bridges, roadways and other public infrastructure.  Missouri Governor Mike Parson expects that the Public Assistance disaster declaration will be expanded to include other counties.

 

The counties approved for assistance include Ralls, Pike, Ste Genevieve, Perry, Cape Girardeau, Mississippi, New Madrid and Pemiscot.  President Trump's July 9th disaster declaration for storms and flooding expanded assistance to individual residents of 25 counties, including Pike, Lincoln and St. Charles counties........

What Becomes Of Flood Prone Property Purchased By FEMA?

 

The Federal Emergency Management Agency administers a voluntary buyout program, which removes buildings from flood-prone lands.  Once the buildings have been demolished, local governments guarantee no one rebuilds on the property.

 

Since 1990, there have been over 5,100 homes demolished under the program in Missouri, and around 1,400 buyout properties were purchased by St. Charles County.

 

Some of these properties end up being leased from the county, which relieves the county from having to worry about that parcel.  The people leasing the properties become responsible for them and there are strict guidelines of how the land may be used........

Coast Guard Reauthorization Bill Includes Boating Industry Provisions........

 

The U.S. House of Representatives passed the Coast Guard Authorization Act of 2019 last week, which includes provisions intended to improve the safety of American boaters.

 

The legislation specifically includes language mandating the wearing of engine cut-off devices for boats under 26 feet in length while under way.

 

The bill also gives the Coast Guard "equivalency" authority, which allows the Coast Guard to streamline the approval of recreational boating industry standards and technologies while keeping the highest level of safety.........

Want to Learn How to Boat? Affordable 3-Hour On-Water Training Courses, Sept. 6 - 8 at Tampa Boat Show
Intro to Boating and Women Making Waves offered


TAMPA, Fla., July 29, 2019 – Want to learn the basics of powerboating or brush up on your skills? The nonprofit BoatUS Foundation for Boating Safety and Clean Water together with Tampa Boat Show offer a choice of two fun on-water boat training courses taught aboard single-engine powerboats: Intro to Boating and Women Making Waves, from Friday, September 6, through Sunday, September 8, at the show’s waterfront location at the Tampa Convention Center at 333 S. Franklin Street, Tampa.
Both the Intro to Boating and Women Making Waves courses are three hours long and affordably priced at $149 per person – student’s admission to the boat show is included. Intro to Boating covers shifting and steering, basic docking, open-water handling and basic navigation. It’s offered Friday and Saturday at 11 a.m. and 3 p.m., and Sunday at 10:30 a.m. and 2:30 p.m.
The ladies-only course, Women Making Waves, offers the same curriculum and is the perfect opportunity to spend half a day learning boat-handling techniques in a supportive environment. It’s also offered Friday and Saturday at 12:00 p.m. and 4 p.m. and Sunday at 10:30 a.m. and 2:30 p.m.
Class size is limited to four students per vessel, ensuring each student gets sufficient time at the helm under the watchful eye of a U.S. Coast Guard-certified instructor.
The goal of the BoatUS Foundation and Tampa Boat Show courses is to address the high costs typically associated with at-the-helm training, making hands-on boating education more accessible. The courses also offer area residents the chance to try out recreational boating and give boaters the opportunity to brush up on their boat-handling skills.

Plans for the club.....
The Clubhouse is insured with FEMA. The adjusters have been through the club and will hopefully be letting us know in the next coming weeks whether or not the building is repairable. We are on hold until that point.
The club got approximately 6 ft of water, covering all electric panels and all AC units. So clean up of building is taking longer while getting temp electric/water going.
I understand there is a lot of speculation, but there will be a club/pool at the harbor
We are doing the best we can and I will keep you informed as we hear.
Sorry, as I know this is not the season you were hoping for.

Darryll and I drove by the new 3rd Chute in Alton. Still in process but will be opening soon. The pictures don't do the the place justice. Wayne and Tom gave us the tour. It is going to be great! The boat is going to be the outside bar! On the inside section of the boat is going to be the DJ booth. Going to be great when they are finished.

I met “Joe the River Rat” today in his solar powered electric canoe! He traveled about 1,300 miles so far from the headwaters of the Mississippi to Hoppies and will stop at Haiti, Mo., so he can go to Burning Man in Nevada. An interesting fellow!

MISSISSIPPI RIVER

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following area is in the extreme high water action phase IAW the Western Rivers WAP Annex:

 Zone 28 (Mile 185.4 – Mile 109.9).

Recreational traffic is discouraged. Towboat operators should exercise caution, minimize wake where possible and have a pilot onboard with recent experience during high water operations with tows of similar size. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways. Mariners should use caution in all passing and meeting situations. It is strongly recommended that mariners confirm navigational clearances prior to transiting under bridges. Navigational buoys may have been dragged off station so remain cautious while transiting and favor center channel. Laying up on levees is prohibited and barges should not be carried on the hip. Down-streaming operations not recommended for vessels operating under 1,800 h.p. Within the St. Louis Harbor (Mile 184.0 – Mile 179.0), south-bound tows greater than 600 feet in length, excluding the towboat, should limit their transit to daylight hours only. All towing vessels should have a minimum of 250 h.p. for each loaded barge and proceed at their slowest safe operating speed based on prevailing conditions. North-bound tows must have sufficient horsepower to maintain a minimum of 3 MPH, on approach to the St. Louis Bridges.
 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:

Pool 3 (Mile 815.1 – Mile 796.69) Pool 25 (Mile 273.3 – Mile 241.4)
Pool 22 (Mile 324.4 – Mile 301.1 Pool 26 (Mile 241.3 – Mile 200.5)
Pool 24 (Mile 301.1 – Mile 273.4) Pool 27 (Mile 200.4 – Mile 185.5)

 High water and drift potential may be encountered in these areas. Mariners are advised to minimize their wake, exercise caution and avoid laying up on levees. Commencing 6:00 a.m., August 2, 2019 and continuing until 6:00 p.m., August 9, 2019, L/D 24 in the vicinity of Mile 273.4, will be closed for maintenance. All navigation interest should be alert for, and abide by, any special instructions that may be issued by the lockmaster.
 

MILE 185.5 - L/D CLOSURE
Continuing until further notice, L/D 27 (auxiliary chamber), in the vicinity of Mile 185.5, is closed for repairs. Traffic will be passed through the main chamber. Mariners should be alert for and abide by any special instructions from the lockmaster.

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following area is in the high watch phase IAW the Western Rivers WAP Annex:

Grafton Zone (Mile 9.9 – Mile 0.0).

High water and drift could be encountered in this area. Mariners are advised to minimize wake and exercise caution. Continuing until further notice, the Jerry F. Costello L/D, in the vicinity of Mile 0.8, will be open to commercial traffic only, due to high water levels. Mariners should be alert for and abide by any special instructions that may be issued by the lockmaster

Meramec River In Franklin County, Missouri

Man Injured In Boat Collision .........

 

Saturday evening, a boater made a sudden turn to avoid a gravel bar along the Meramec River in Franklin County and ended up colliding with another boat.

 

The Missouri State Highway Patrol reports that Jared B. Benson was aboard a boat that was near another boat, which made a sudden turn to port to avoid an obstruction, causing the second vessel to strike it.

 

31 year old Benson was seriously injured in the collision and was taken to a hospital in Washington.  He was wearing a safety device........

Mississippi River At Louisiana, Missouri

Celebration Set For Champ Clark Bridge Dedication........

 

Officials are inviting the public to next Saturday's dedication ceremony for the new Champ Clark Bridge spanning the Mississippi River at Louisiana, Missouri.

 

The dedication ceremony will begin at 6:30 pm at a stage that will be constructed in the center of the span.  Attendees will be allowed onto the bridge beginning at 5 pm.

 

Attendees will have the chance to walk across the bridge before the dedication ceremony begins.  A short time after the ceremony is over, the new bridge will be opened to U.S. 54 traffic........

Mississippi River Near St. Peters, Missouri

Kids Volunteered To Clean Up Flood Debris........

 

Saturday morning, dozens of kids were out cleaning up debris left behind from the flooding Mississippi River at the 370 Lakeside Park in St. Peters, Missouri.

 

Back in May, flooding shut down the park, and when the waters receded, there was debris left behind in the high grass along the levee, which is a grassy hill surrounding the park.

 

Volunteer Mark Neville was pleased to see so many children participate in the cleanup with their families.  He said that the kids could have been doing anything else, but instead came out to help out the community........

Mississippi River Near East Cape Girardeau, Missouri

Illinois National Guard Still Fighting Flooding.........

 

Several months of flooding have dogged Alexander County, Illinois.  They are starting to see some flood relief, however, the floodfight efforts continues.

 

On Sunday, the Illinois Army National Guard were in East Cape Girardeau, where they were patrolling sandbag walls, checking on pumps, cleaning up unused sandbags and helping out the community with any needs.

 

According to Lieutenant Sarah Roth with the Illinois Army National Guard 44th Transportation Unit Chemical Battalion, their job is to monitor water pumps that are pumping water from yards and out of city streets........

Mississippi River Near Alton, Illinois

Visitors Returning Despite Cleanup........

 

Just over a month ago, a considerable part of the Meeting of the Great Rivers National Scenic Byway, also known as Illinois Route 100 or The Great River Road, was covered by the Mississippi River.

 

Now, the 20 mile section between Alton and Pere Marquette State Park near Grafton is recovering, as commerce and outdoor recreation have returned to the area.

 

The restoration of access to popular stops along the Great River Road, including Pere Marquette State Park, the historic Village of Elsah and the Sam Vadalabene Bike Trail, are crucial to bringing runners, cyclists, shoppers and hikers to the region........

Mississippi River Near Davenport, Iowa

Davenport Considering Constructing A Floodwall........

 

There are hundreds of communities along the banks of the Mississippi River, however, Davenport, Iowa is unique in that people can access the river without having to scale a floodwall or climb over a levee.

 

This fact is a point of pride amongst Davenport residents, who have weathered the floods that prompted other communities to build dirt or concrete walls.

 

Davenport's roughly 200 year history is tied to the Mississippi River, and is the reason that residents have preferred a modest containment system consisting of a grassy strip of land and a marsh.

 

During the recent floods, the other cities that make up the Quad Cities remained dry while Davenport flooded.  The other cities are protected by floodwalls........

Plans for the club.....
The Clubhouse is insured with FEMA. The adjusters have been through the club and will hopefully be letting us know in the next coming weeks whether or not the building is repairable. We are on hold until that point.
The club got approximately 6 ft of water, covering all electric panels and all AC units. So clean up of building is taking longer while getting temp electric/water going.
I understand there is a lot of speculation, but there will be a club/pool at the harbor
We are doing the best we can and I will keep you informed as we hear.
Sorry, as I know this is not the season you were hoping for.

Mississippi River In The Riverbend

The Mississippi River Has Fallen Below Flood Stage........

 

For the first time in months, the Mississippi River has fallen below flood stage in two of the most affected cities in the Riverbend this week.

 

The National Weather Service's Advanced Hydrologic Prediction Services report that Friday was the first day that the Mississippi River has been below flood stage at Alton and Grafton since early March.

 

The cities of Alton and Grafton sustained heavy damage during the flood, with homes being submerged and businesses near the Mississippi River being forced to close........

Illinois River Near Meredosia, Illinois

Officials Discuss Illinois River Closures........

 

On Friday, officials held a meeting in Meredosia, Illinois to discuss the planned closures of the Illinois Waterway System by the U.S. Army Corps of Engineers, Rock Island District.

 

The Corps' repair schedule includes a short closure of the Starved Rock and Marseilles Locks and Dams over this summer and fall, as well as extended closures of six other locks in 2020 and two more in 2023.

 

The LaGrange Lock and Dam is slated for July 1st through September 30th for major rehabilitation and lock machinery replacement.  The LaGrange project involves the replacement of all of the lock and dam machinery, miter gate machinery, valve machinery for lock filing and emptying, the concrete walls and the installation of upgraded control systems........

MISSISSIPPI RIVER

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following area is in the extreme high water action phase IAW the Western Rivers WAP Annex:

 Zone 28 (Mile 185.4 – Mile 109.9).

Recreational traffic is discouraged. Towboat operators should exercise caution, minimize wake where possible and have a pilot onboard with recent experience during high water operations with tows of similar size. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways. Mariners should use caution in all passing and meeting situations. It is strongly recommended that mariners confirm navigational clearances prior to transiting under bridges. Navigational buoys may have been dragged off station so remain cautious while transiting and favor center channel. Laying up on levees is prohibited and barges should not be carried on the hip. Down-streaming operations not recommended for vessels operating under 1,800 h.p. Within the St. Louis Harbor (Mile 184.0 – Mile 179.0), south-bound tows greater than 600 feet in length, excluding the towboat, should limit their transit to daylight hours only. All towing vessels should have a minimum of 250 h.p. for each loaded barge and proceed at their slowest safe operating speed based on prevailing conditions. North-bound tows must have sufficient horsepower to maintain a minimum of 3 MPH, on approach to the St. Louis Bridges.
 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:

Pool 3 (Mile 815.1 – Mile 796.69) Pool 25 (Mile 273.3 – Mile 241.4)
Pool 22 (Mile 324.4 – Mile 301.1 Pool 26 (Mile 241.3 – Mile 200.5)
Pool 24 (Mile 301.1 – Mile 273.4) Pool 27 (Mile 200.4 – Mile 185.5)

 High water and drift potential may be encountered in these areas. Mariners are advised to minimize their wake, exercise caution and avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water conditions and avoid downstreaming operations if possible. Commencing 6:00 a.m., August 2, 2019 and continuing until 6:00 p.m., August 9, 2019, L/D 24 in the vicinity of Mile 273.4, will be closed for maintenance. All navigation interest should be alert for, and abide by, any special instructions that may be issued by the lockmaster.
 

MILE 185.5 - L/D CLOSURE
Continuing until further notice, L/D 27 (auxiliary chamber), in the vicinity of Mile 185.5, is closed for repairs. Traffic will be passed through the main chamber. Mariners should be alert for and abide by any special instructions from the lockmaster.

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

Grafton Zone (Mile 9.9 – Mile 0.0).

Grafton Thriving As The Town Recovers From The Floods........

 

Grafton's business owners aren't only looking to recover what was lost during the second largest flood ever, they are building, expanding and planning for the future.

 

Grafton Chamber President Janey Brummett says that everyone is smiling, as the town has rebounded and they are pleased to have recovered so quickly.

 

There are plenty of events going on in Grafton this weekend, including The Loading Dock's Riverside Flea Market, the nearby Grafton Oyster Bar is hosting their Shrimp Festival and there are several river cruises planned........

llinois Flooding Aftermath

New Disaster Status Declared For 33 Illinois Counties........

 

On Friday, Illinois Governor J.B. Pritzker extended the previous state disaster proclamations for Calhoun, Green, Jersey, Madison and 32 other counties that are still dealing with flooding issues.

 

Pritzker says that the historic flooding event continues to drain local resources for emergency response.  He added that he has directed his cabinet to use the state's collective resources to help the communities in need.

 

In order to be eligible for federal disaster assistance, Illinois must document at least $19 million in flood-related damages within the state.  Madison County has tallied their numbers, which added up ot $24.8 million........

FEMA Low Interest Loan Fund Introduced........

 

Recently, ground-breaking bipartisan legislation was introduced in Washington D.C. that would create a low interest loan program for disaster victims. 

 

The Resilience Revolving Loan Fund Act of 2019 would make loans available for projects that reduce the threat of chemical spills, earthquakes, flooding, storm surge, wildfires and other occurrences considered catastrophic by FEMA.

 

This legislation would create a $100 million low-interest revolving fund for cities, counties and townships to fund projects that will help them recover from natural disasters........

Mississippi River At Portage des Sioux, Missouri

Volunteers Still Assisting Flood Victims in Portage Des Sioux.........

 

FEMA says that one inch of floodwater can cost $27,000 to repair.  Unfortunately, many families have witnessed considerably more than that during the recent flooding.  Many volunteers are stepping up and helping flood victims out.

 

The Missouri Baptist Disaster Relief crew is made up of volunteers from Southern Baptist churches, and they have come from far and wide to help those affected by floodwaters.  Over a couple of days, the crew gutted six homes.

 

At their last home in Portage Des Sioux, crews donned backpack sprayers in order to disinfect the home with Shockwave, which is a mold remediation and control product........

Officials Announce New Champ Clark Bridge Opening Soon........

 

On Saturday, August 3rd, several hundred people are expected to walk for the first time on the Nea Champ Clark Bridge spanning the Mississippi River at Louisiana, Missouri.

 

The public is invited to attend the bridge's dedication which begins at 6:30 pm with Mr. Ben Clark, great grandson of the Honorable Champ Clark as the featured speaker.

 

Other speakers will include Missouri Congressman Sam Graves, Missouri Department of Transportation Director Patrick McKenna, Illinois Secretary of Transportation Omer Osman and Henry J, Massman, President of Massman Construction Company.  The span will open shortly after the ceremony........

Plans for the club.....
The Clubhouse is insured with FEMA. The adjusters have been through the club and will hopefully be letting us know in the next coming weeks whether or not the building is repairable. We are on hold until that point.
The club got approximately 6 ft of water, covering all electric panels and all AC units. So clean up of building is taking longer while getting temp electric/water going.
I understand there is a lot of speculation, but there will be a club/pool at the harbor
We are doing the best we can and I will keep you informed as we hear.
Sorry, as I know this is not the season you were hoping for.

MISSISSIPPI RIVER

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following area is in the extreme high water action phase IAW the Western Rivers WAP Annex:

 Zone 28 (Mile 185.4 – Mile 109.9).

Recreational traffic is discouraged. Towboat operators should exercise caution, minimize wake where possible and have a pilot onboard with recent experience during high water operations with tows of similar size. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways. Mariners should use caution in all passing and meeting situations. It is strongly recommended that mariners confirm navigational clearances prior to transiting under bridges. Navigational buoys may have been dragged off station so remain cautious while transiting and favor center channel. Laying up on levees is prohibited and barges should not be carried on the hip. Down-streaming operations not recommended for vessels operating under 1,800 h.p. Within the St. Louis Harbor (Mile 184.0 – Mile 179.0), south-bound tows greater than 600 feet in length, excluding the towboat, should limit their transit to daylight hours only. All towing vessels should have a minimum of 250 h.p. for each loaded barge and proceed at their slowest safe operating speed based on prevailing conditions. North-bound tows must have sufficient horsepower to maintain a minimum of 3 MPH, on approach to the St. Louis Bridges.
 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:

Pool 3 (Mile 815.1 – Mile 796.69) Pool 25 (Mile 273.3 – Mile 241.4)
Pool 22 (Mile 324.4 – Mile 301.1 Pool 26 (Mile 241.3 – Mile 200.5)
Pool 24 (Mile 301.1 – Mile 273.4) Pool 27 (Mile 200.4 – Mile 185.5)

Commencing 6:00 a.m., August 2, 2019 and continuing until 6:00 p.m., August 9, 2019, L/D 24 in the vicinity of Mile 273.4, will be closed for maintenance. All navigation interest should be alert for, and abide by, any special instructions that may be issued by the lockmaster.
 

MILE 185.5 - L/D CLOSURE
Continuing until further notice, L/D 27 (auxiliary chamber), in the vicinity of Mile 185.5, is closed for repairs. Traffic will be passed through the main chamber. Mariners should be alert for and abide by any special instructions from the lockmaster.

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following area is in the high watch phase IAW the Western Rivers WAP Annex:

Grafton Zone (Mile 9.9 – Mile 0.0).

High water and drift could be encountered in this area. Mariners are advised to minimize wake and exercise caution. Continuing until further notice, the Jerry F. Costello L/D, in the vicinity of Mile 0.8, will be open to commercial traffic only, due to high water levels. Mariners should be alert for and abide by any special instructions that may be issued by the lockmaster

Mississippi River Ferries

Golden Eagle Ferry Reopened In Time For Church Picnics........

 

On Monday, the Golden Eagle Ferry, which links Calhoun County, Illinois and St. Charles Count, Missouri, reopened after being closed for four months.

 

Denise Knight with the Calhoun Ferry Company says that this is the longest the ferry has ever been closed.  She adds that she hopes that the ferry is never closed that long again,

 

The reopening of the Golden Eagle Ferry comes in time for the picnics held by three Catholic churches of the Blessed Trinity Parish in Calhoun County.  Now, they will be going on as scheduled........

EMPHASIS: Be A Safe Swimmer!


Warm temperatures attract people of all ages to Missouri’s many lakes or rivers to go swimming and to cool off. Beating the heat in this manner is part of summer. “It’s fun to go swimming,” said Captain Matthew C. Walz, director of the Missouri State Highway Patrol’s Water Patrol Division, “but understanding the risks and taking proper precautions is important. It’s common for children and teens to overestimate their swimming ability, which is why adult supervision is so important.”

The Patrol has been called to investigate 28 drowning incidents in Missouri so far this year. Most of these incidents are preventable. Water safety starts with understanding the risks of water activities and making good choices. Wear a life jacket, take a friend with you, know your swimming ability, and stay sober around water. Pay close attention to children around water. Please make good decisions when you are in or around water.

When you go swimming, know and respect your limits and don’t swim alone! Missouri’s lakes and rivers can include currents, drop-offs, and floating debris that make swimming more challenging. Exhaustion is a very real possibility if you’ve been swimming for a long period of time. don’t make the mistake of overestimating your swimming ability. A life jacket won’t help if you’re not wearing it. If you choose not to wear a life jacket, have one within reach.

When you’re swimming with a group, know the skill level of everyone. All swimmers are encouraged to use a life jacket, especially young children and inexperienced swimmers. Younger, inexperienced swimmers may become exhausted before they realize they are in trouble.

Avoid putting yourself at risk when trying to assist someone who is struggling in the water. Assist them by tossing a floatation device or extending an object to them. Keep yourself safe! If you do have to enter the water to assist them, always put on a life jacket first.

LOTO Shootout Is Coming Up........

 

The annual Lake of the Ozarks Shootout is scheduled for August 24 - 25, 2019.  Around 100 fast boats will be pushing for their top speeds along the 3/4 mile race course at the 33 Mile Marker.  There will be tens of thousands of spectators watching the event on the water and even more will watch on television and listen on the radio.

Angler Caught Record Spotted Gar With Pole and Line........

 

The Missouri Department of Conservation recently announced that there is a new state record holder for spotted gar.  On July 5th, Mitchell Dering reeled in a 6 pound, 2 ounce fish using the pole and line method.

 

Dering told the MDC that he was fishing for catfish that day,  He said that he had already caught one catfish and had thrown his line back in. 

 

This is Dering's second chance at a state record, as he had caught a record gar on the St. Francis River two years ago.  He had turned that fish loose........

The Grafton Ferry re-opened on this day after with a ribbon cutting ceremony being shut down for 3 years of years. The City of Grafton, IL bought the ferry from private owners, dredged the operating channel between the Illinois and Mississippi Rivers.


The ferry had ceased operation Nov 21, 2010 when the former owners shut it down.

We offer full fiberglass repair, high performance upgrades, transom & stringer rebuilds, service on older products, new & used parts department, an accessories department, as well as many other services to suit everyone's boating needs.

Brunswick Released Second Quarter Results........

 

During the second quarter of 2019, Brunswick announced consolidated net sales of $1,163.5 million, which is up from $1,148.7 million during the second quarter of 2018.

 

Brunswick's Marine Engine segment reported net sales of $871.5 million during the second quarter of 2019, which is up 4.5 percent from $834.3 million in the second quarter of 2018.. 

 

The boat segment posted net sales of $366.6 million for the second quarter of 2019, which is a decrease from $394.9 million in the second quarter of 2018........

The nonprofit BoatUS Foundation for Boating Safety and Clean Water together with Freedom Boat Club Grand Haven offer a choice of two fun on-water boat training courses taught aboard single-engine powerboats: Intro to Boating and Women Making Waves, Saturday, August 24, and Sunday, August 25, at the club’s location at Keenan Marina at 516 Pine Street, Spring Lake.


Both the Intro to Boating and Women Making Waves courses are three hours long and affordably priced at a discounted early bird rate of $119 per person through August 9, then $149 thereafter. Intro to Boating covers shifting and steering, basic docking, open-water handling and basic navigation. It’s offered both days at 9:30 a.m.


The ladies-only course, Women Making Waves, offers the same curriculum and is the perfect opportunity to spend half a day learning boat-handling techniques in a supportive environment. It’s also offered both days at 9:30 a.m.


Class size is limited to four students per vessel, ensuring each student gets sufficient time at the helm under the watchful eye of a U.S. Coast Guard-certified instructor.


The goal of the BoatUS Foundation and Freedom Boat Club Grand Haven courses is to address the high costs typically associated with at-the-helm training, making hands-on boating education more accessible. The courses also offer area residents the chance to try out recreational boating and give boaters the opportunity to brush up on their boat-handling skills.

Plans for the club.....
The Clubhouse is insured with FEMA. The adjusters have been through the club and will hopefully be letting us know in the next coming weeks whether or not the building is repairable. We are on hold until that point.
The club got approximately 6 ft of water, covering all electric panels and all AC units. So clean up of building is taking longer while getting temp electric/water going.
I understand there is a lot of speculation, but there will be a club/pool at the harbor
We are doing the best we can and I will keep you informed as we hear.
Sorry, as I know this is not the season you were hoping for.

MISSISSIPPI RIVER

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following area is in the extreme high water action phase IAW the Western Rivers WAP Annex:

 Zone 28 (Mile 185.4 – Mile 109.9).

Recreational traffic is discouraged. Towboat operators should exercise caution, minimize wake where possible and have a pilot onboard with recent experience during high water operations with tows of similar size. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways. Mariners should use caution in all passing and meeting situations. It is strongly recommended that mariners confirm navigational clearances prior to transiting under bridges. Navigational buoys may have been dragged off station so remain cautious while transiting and favor center channel. Laying up on levees is prohibited and barges should not be carried on the hip. Down-streaming operations not recommended for vessels operating under 1,800 h.p. Within the St. Louis Harbor (Mile 184.0 – Mile 179.0), south-bound tows greater than 600 feet in length, excluding the towboat, should limit their transit to daylight hours only. All towing vessels should have a minimum of 250 h.p. for each loaded barge and proceed at their slowest safe operating speed based on prevailing conditions. North-bound tows must have sufficient horsepower to maintain a minimum of 3 MPH, on approach to the St. Louis Bridges.
 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:

Pool 3 (Mile 815.1 – Mile 796.69) Pool 25 (Mile 273.3 – Mile 241.4)
Pool 22 (Mile 324.4 – Mile 301.1 Pool 26 (Mile 241.3 – Mile 200.5)
Pool 24 (Mile 301.1 – Mile 273.4) Pool 27 (Mile 200.4 – Mile 185.5)

 High water and drift potential may be encountered in these areas. Mariners are advised to minimize their wake, exercise caution and avoid laying up on levees. MILE 185.5 - L/D CLOSURE
Continuing until further notice, L/D 27 (auxiliary chamber), in the vicinity of Mile 185.5, is closed for repairs. Traffic will be passed through the main chamber. Mariners should be alert for and abide by any special instructions from the lockmaster.

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following area is in the high watch phase IAW the Western Rivers WAP Annex:

Grafton Zone (Mile 9.9 – Mile 0.0).

Riverbend Marinas Moving On With The Season........

 

Earlier this year, Riverbend marinas and recreational boating took a major hit thanks to the record flooding along the Mississippi River.  Currently, they are working to return commerce and activities to the river.

 

Joe DeSherlia, the owner of Grafton Harbor says that he isn't doing anything different to attract business, and is hopeful that people will head out to the river since the marina and boat access has been restored.

 

Rob Buchanan with Sioux Harbor in Portage Des Sioux is focusing on cleanup efforts even though he had relocated everything to higher ground before the river levels got too high........

Pickup is expected to begin on Monday, Aug. 12, however, the County is waiting for bids from local vendors to confirm details. Low Water Inspection.......

 


The Mississippi River Commission will conduct its annual low-water inspection trip on the Mississippi River, Aug. 19-23, 2019.

Four public meetings have been scheduled aboard the Motor Vessel MISSISSIPPI in selected towns along the river. Commission members will meet with local partners, stakeholders and residents and hear their concerns, ideas and issues. The meeting dates, times and locations are as follows:
◾Aug. 19 9:00 a.m. – 12:30 p.m. Caruthersville, Missouri (City Front)
◾Aug. 20 9:00 a.m. – 12:30 p.m. Helena, Arkansas (Helena Harbor Boat Ramp)
◾Aug. 21 9:00 a.m. – 12:30 p.m. Vicksburg, Mississippi (City Front)
◾Aug. 23 9:00 a.m. – 12:30 p.m. Baton Rouge, La. (City Dock)

All meetings are open to the public. Interested parties are invited to present their views on matters affecting the water resources infrastructure needs in the valley, including flood control, the Mississippi River and Tributaries project, and other water resources challenges.

Metro East Flooding Aftermath

Damage Report Submitted By Madison County........

 

Madison County, Illinois recently submitted their damage totals from the recent flooding, and is hopeful that federal funding would be available for reimbursement.

 

The county has tallied up close to $25 million in damages.  This figure includes things such as labor and equipment costs and volunteer hours.

 

Now that the damage totals have been submitted, Madison County Emergency Management Agency Deputy Director Mary Kate Brown says that state and federal officials would meet and determine if the county qualifies for assistance.........

Legislation Would Create Federal Disaster Loan Fund........

 

Grafton Mayor Rick Eberlin says that Grafton and other river communities could benefit from a recently proposed federal disaster loan fund.

 

The proposed legislation, HR 3779, would authorize $100 million for the creation of a Federal  Emergency Management Agency program that would give states revolving loans for projects that would minimize risks of disasters.

 

States would offer counties, communities and townships low-interest loans for disaster mitigation projects.  The loan payments would provide capitol for subsequent projects........

Swimsuit History

 

July 25, 1946 in River History



On this day in in 1946... it was first unveiled....Yes the 1st bikini is shown, to much ado, at a Paris fashion show !

The bikini shocked the French beach-goers the following year (1947) and many didn't approve of the 2 piece swim suit that resembled a woman's underwear...only covering the breast and the groin area....Leaving the area in between bare !

The modern bikini was the brain child of a French engineer by the name of Louis Réard. It was shown at a Paris fashion show on July 25, 1946. Louis named the swim suit after the isle of Bikini Atoll in the Pacific Ocean, the site of the world's first nuclear weapon test on July 1, 1946.

The reasoning....
The burst of excitement created by a Bikini would be like that of a nuclear device exploding ! Louis claimed to have "split the Atome" to make the swimsuit smaller.

How things have changed....
Today....one could say that the bikini is probably the world wide "swimsuit of choice" for the female gender.

Record Sales, Profits For Marine Products Corp........

 

Marine Products Corp. recently reported record sales of $88.7 million during the second quarter of 2019, which ended on June 30, 2019.  This was a 1.9 percent increase over the 2nd quarter of 2018.  Net income was $9.37 million, up 4.3 percent.

 

MPC states that the increase in net sales was the result of a 10.0 percent increase in the average unit selling price, and increases in its P&A business.  The number of units sold had decreased by 7.6 percent during the quarter.

 

President and CEO Richard A. Hubbell says that the 2019 retail selling season has been strong, and noted that the company's sterndrive models continue to dominate the sterndrive category.........

ANNAPOLIS, Md., July 24, 2019 -- Each year, an estimated 18 billion pounds of plastic is dumped into our oceans from coastal regions. According to a study by the World Economic Forum, at the current rate of pollution, there will be more plastics than fish, by weight, in the ocean by 2050. To help reverse this trend, here are three tips from the nonprofit BoatUS Foundation for Boating Safety and Clean Water to help boaters reduce plastic waste and pollution while on the water.
1. Pack for the boat trip: Microplastics are very small pieces of plastic, less than 5mm in size, that are the result of larger plastic products partially decomposing from sunlight, heat and wave action. While we haven’t seen the full effects on humans consuming fish and other marine species contaminated with microplastics, studies show that ingested microplastics can seriously damage marine organisms. One of the simplest ways to reduce plastics aboard your boat is to fill up and carry aboard (or stash in a cooler) an insulated container that can hold enough cold water for the day instead of buying individual bottles. Invest in a set of non-breakable plates, cutlery, and food and drink containers to limit single-use plastics aboard. These efforts won’t break the bank, don’t take a lot of extra effort, and can pay big dividends for boaters and the environment in the long-term.
2. Get your crew involved: Before heading out, provide your crew with a pre-departure briefing and remind them not to put anything overboard. Boats are notoriously windy places, and popular, crowded summer anchorages are particularly prone to wind-driven pollution. When underway, secure possessions as well as any trash below deck or in a storage container. If anything is lost overboard, or if you come across plastic pollution such as a deflated birthday balloon, and conditions permit, it may be a good opportunity — and good practice — for the captain and crew to safely conduct a man-overboard drill to retrieve the item.
3. Recycle: If your family gets you a fishfinder, a pair of shiny, new boat fenders, or a new boat doodad for your birthday or other event, thank them profusely but unwrap the gift at home and recycle the gift’s packaging if possible. If your marina or boat club doesn’t have a recycling program for plastics and other recyclables, ask about starting one. Ensure all your boating guests know where recyclables go. When fishing, do your best to retrieve fishing line snags, and when respooling, recycle the old line instead of throwing it in the trash.

Plans for the club.....
The Clubhouse is insured with FEMA. The adjusters have been through the club and will hopefully be letting us know in the next coming weeks whether or not the building is repairable. We are on hold until that point.
The club got approximately 6 ft of water, covering all electric panels and all AC units. So clean up of building is taking longer while getting temp electric/water going.
I understand there is a lot of speculation, but there will be a club/pool at the harbor
We are doing the best we can and I will keep you informed as we hear.
Sorry, as I know this is not the season you were hoping for.

MISSISSIPPI RIVER

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following area is in the extreme high water action phase IAW the Western Rivers WAP Annex:

 Zone 28 (Mile 185.4 – Mile 109.9).

Recreational traffic is discouraged. Towboat operators should exercise caution, minimize wake where possible and have a pilot onboard with recent experience during high water operations with tows of similar size. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways. Mariners should use caution in all passing and meeting situations. It is strongly recommended that mariners confirm navigational clearances prior to transiting under bridges. Navigational buoys may have been dragged off station so remain cautious while transiting and favor center channel. Laying up on levees is prohibited and barges should not be carried on the hip. Down-streaming operations not recommended for vessels operating under 1,800 h.p. Within the St. Louis Harbor (Mile 184.0 – Mile 179.0), south-bound tows greater than 600 feet in length, excluding the towboat, should limit their transit to daylight hours only. All towing vessels should have a minimum of 250 h.p. for each loaded barge and proceed at their slowest safe operating speed based on prevailing conditions. North-bound tows must have sufficient horsepower to maintain a minimum of 3 MPH, on approach to the St. Louis Bridges.
 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:

Pool 3 (Mile 815.1 – Mile 796.69) Pool 25 (Mile 273.3 – Mile 241.4)
Pool 22 (Mile 324.4 – Mile 301.1 Pool 26 (Mile 241.3 – Mile 200.5)
Pool 24 (Mile 301.1 – Mile 273.4) Pool 27 (Mile 200.4 – Mile 185.5)

 High water and drift potential may be encountered in these areas. Mariners are advised to minimize their wake, exercise caution and avoid laying up on levees. MILE 185.5 - L/D CLOSURE
Continuing until further notice, L/D 27 (auxiliary chamber), in the vicinity of Mile 185.5, is closed for repairs. Traffic will be passed through the main chamber. Mariners should be alert for and abide by any special instructions from the lockmaster.

ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following area is in the high watch phase IAW the Western Rivers WAP Annex:

Grafton Zone (Mile 9.9 – Mile 0.0).

Mississippi River At Hannibal, Missouri

Lighthouse Walk Offers Stunning Views........

 

If you are looking for a unique walk and breathtaking views of the Mississippi River, you may consider strolling to the Mark Twain Memorial Lighthouse in Hannibal, Missouri.

 

The newly rebuilt Mark Twain Memorial Lighthouse reopened in June.  During the reconstruction, crews installed a lighting system, which provides a one-minute light show every Thursday, Friday and Saturday at 9 pm.

 

The walk to the lighthouse begins at the bottom of Cardiff Hill.  Hikers will ascend 244 steps to the Lighthouse, which was originally built in 1935 to honor Mark Twain........

Illinois Flooding Aftermath

Govenor Pritzker Calls On Feds To Assess Flood Damage........

 

On Tuesday, Illinois Governor J.B. Pritzker formally called on the Federal Emergency Management Agency to assist in assessing damage in 30 Illinois counties devastated by this year's flooding.

 

The damage assessments will start on July 29th and should take several weeks.  The assessments are intended to warrant the request for federal assistance.

 

The joint assessment team will include representatives from FEMA, the Illinois Emergency Management Agency and the U.S. Small Business Administration.  They will be reviewing damage done to homes, businesses, levees, roads and other critical infrastructure........

Mississippi River Near Grand Tower, Illinois

Some Relief Following Major Flooding........

 

As the Mississippi River is continuing it's slow fall, towns along the river, such as Grand Tower, are beginning to see some relief.  On one side of the Front Street levee, the river is falling and on the other, Grand Tower is getting back to normal.

 

Grand Tower's Fire Chief Dennis Wright is seeing that the end is near, now that the Mississippi River levels are falling.  He says that they will finally be able to get the extra water drained out.

 

Wright said that it is a relief to get the locks open, as the water trapped behind the levee can drain into the river, where it belongs.........

Invasive Species News

Congressional Boating Congress Discuss Effects Of Invasive Species........

 

The National Marine Manufacturers Association and the Congressional Boating Congress held a briefing event for close to 100 congressional staffers in Washington D.C. to study the economic and environmental problems caused by invasive aquatic species.

 

The briefing, called How Invasive Species are Hurting Communities Throughout the Country, opened with remarks from Representatives James Comer (R-KY-01) and Joyce Beatty (D-OH-03).

 

Representative Comer said that invasive aquatic species are harmful to the economy in his district, including property values, tourism and other sectors.  Representative Beatty said that the invasive species are harmful to recreational boating, and stopping their spread is a bipartisan problem that Congress needs to address........

Boat Registrations Down In June........

 

In June, boat registrations in the main powerboat categories decreased by 13.7 percent year-over-year, and down 6.3 percent year-to-date..  June is typically the boat industry's second largest retail month behind May.

 

According to preliminary registration data from Statistical Surveys, four states showed increases in registrations.  They were Florida, South Carolina, Connecticut and Montana.

 

Ryan Kloppe, SSI sales director says that the trend is a combination of poor weather along with lower retain sales.  He adds that it is a combination of the two, that it isn't just weather related at this point........

Lake Of The Ozarks

Three Boats Damaged By Fire At Village Marina........

 

Wednesday evening at least three boats sustained damage in a fire at the Village Marina docks.  The marina is located near the 3 Mile Marker in Jobson Hollow Cove.

 

According to the Missouri State Highway Patrol,  the fire started at the F Dock Wednesday evening.  By about 7 pm, the fire was still burning, but it was under control.

 

There were no injuries reported in the fire.  Two boats were totaled in the blaze, and a third boat sustained serious damage.  The roof of the dock was damaged as well.........

Plans for the club.....
The Clubhouse is insured with FEMA. The adjusters have been through the club and will hopefully be letting us know in the next coming weeks whether or not the building is repairable. We are on hold until that point.
The club got approximately 6 ft of water, covering all electric panels and all AC units. So clean up of building is taking longer while getting temp electric/water going.
I understand there is a lot of speculation, but there will be a club/pool at the harbor
We are doing the best we can and I will keep you informed as we hear.
Sorry, as I know this is not the season you were hoping for.

A Great Lady of the River

The year was 1966 when she made her debut
Sturdy, swift and built to cruise she toiled for her crew
Her makers said her plywood hull wasn’t meant to last
A “cruiser for the masses” was the role that they had cast

The 70‘s came rolling in and she was in her prime
Still young and sleek she rode the waves, a beauty in her time
As new owners came and went, she still maintained her gait
Remembering her creators and how they had sealed her fate

With each new year a little paint, some varnish and some sweat
Renewed her grace and beauty such that none would soon forget
Her shinning hull and smooth clean lines were the envy of the fleet
She toiled on year after year, through the decades of wind and heat

Now it’s the year 2003 and she has come to me
Thirty-Eight years young she was with a full rich history
Our family took her in, and we all learned to be her crew
We took the time and did the work to make her look anew

Another 16 years go by as she begins to age
She’s carried us throughout the years, it’s time to turn the page
For fifty-three long years she’s been a fixture on the waves
Many of her sisters have already found their graves

So now what fate awaits our gal as she is put to rest
She’s far outlived a normal life and passed most every test
I’ll tell you now all my friends she’ll still be standing tall
On duty at the 3rd Chute Two from daybreak to last call

It gives us all great comfort knowing she will still live on
A fixture and an icon long after most of us have gone
So, raise your glass and toast her life, she’s really beat the game
She’ll be right there for all to see and “Whoz Yer Daddy” is her
name!

Well it’s been soo hot here I’ve been splitting the days. Siesta mid day! The ride home Monday evening, a beautiful sunset and a couple wild looking clouds.

1st we have a head.. call it what you wish in the sky.
2nd A child talking to a lion in the sky? Maybe the heat is getting to me! LOL.
3rd me on the LCM project. More to come later in the week on that subject.

 

I’m glad to see y’all hitting the beach again.

MISSISSIPPI RIVER

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following area is in the extreme high water action phase IAW the Western Rivers WAP Annex:

 Zone 28 (Mile 185.4 – Mile 109.9).

Recreational traffic is discouraged. Towboat operators should exercise caution, minimize wake where possible and have a pilot onboard with recent experience during high water operations with tows of similar size. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways. Mariners should use caution in all passing and meeting situations. It is strongly recommended that mariners confirm navigational clearances prior to transiting under bridges. Navigational buoys may have been dragged off station so remain cautious while transiting and favor center channel. Laying up on levees is prohibited and barges should not be carried on the hip. Down-streaming operations not recommended for vessels operating under 1,800 h.p. Within the St. Louis Harbor (Mile 184.0 – Mile 179.0), south-bound tows greater than 600 feet in length, excluding the towboat, should limit their transit to daylight hours only. All towing vessels should have a minimum of 250 h.p. for each loaded barge and proceed at their slowest safe operating speed based on prevailing conditions. North-bound tows must have sufficient horsepower to maintain a minimum of 3 MPH, on approach to the St. Louis Bridges.
 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:

Pool 3 (Mile 815.1 – Mile 796.69) Pool 24 (Mile 301.1 – Mile 273.4)
Pool 17 (Mile 457.1 – Mile 437.1) Pool 25 (Mile 273.3 – Mile 241.4)
Pool 18 (Mile 437.0 – Mile 410.5) Pool 26 (Mile 241.3 – Mile 200.5)
Pool 20 (Mile 364.1 – Mile 343.2) Pool 27 (Mile 200.4 – Mile 185.5)
Pool 22 (Mile 324.4 – Mile 301.1  

 High water and drift potential may be encountered in these areas. Mariners are advised to minimize their wake, exercise caution and avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water conditions and avoid downstreaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. MILE 273.4 - L/D CLOSURE
Commencing 6:00 a.m., August 2, 2019 and continuing until 6:00 p.m., August 9, 2019, L/D 24 in the vicinity of Mile 273.4, will be closed for maintenance. All navigation interest should be alert for, and abide by, any special instructions that may be issued by the lockmaster.


ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high watch phase IAW the Western Rivers WAP Annex:

Peoria Zone (Mile 187.0 – Mile 145.6),

Havanna Zone (Mile 128.9 – Mile 108.6),

Beardstown Zone (Mile 108.5 – Mile 80.3),

Meredosia Zone (Mile 80.2 – Mile 50.0) and

Hardin Zone (Mile 49.9 – Mile 10.0).

High water and drift could be encountered in these areas. Mariners are advised to minimize wake and exercise caution. The laying up on levees is prohibited and recreational vessel traffic is not recommended. Mariners should be experienced in high water conditions and avoid downstreaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Three sunk tugs have been reported in the vicinity of Mile 21.0, RDB. Salvage operations are ongoing. Mariners are urged to exercise caution in the area

 

KASKASKIA RIVER

MILE 0.8 - L/D TEMPORARY CLOSURES
Continuing until further notice, the Jerry F. Costello L/D, in the vicinity of Mile 0.8, will be open to commercial traffic only, due to high water levels. Mariners should be alert for and abide by any special instructions that may be issued by the lockmaster

Mississippi River Flooding

The River Is Below Flood Stage....  Flooding Smashed A Record....

 

As of Saturday morning, the Mississippi River at St. Louis finally fell below flood stage after spending 127 consecutive days above flood stage.

 

According to the National Weather Service in St. Louis, the Mississippi River has been flooding since March 16th, smashing the record of 104 days set by the Great Flood of 1993.

 

The St. Clair, Madison and Monroe County emergency management agencies report that the sustained flooding caused over $33 million in damages to the Metro East region........

Illinois Flooding Aftermath

How Much Will The Flood Recovery Cost?

 

Following several months of unrelenting flooding across the Metro East, affected areas are tallying the damages and are requesting millions of dollars in federal assistance.

 

Thursday was the final day for Illinois counties to apply for Public Assistance Reimbursement through the state.  Approximately $33 million is being requested for Madison, St. Clair and Monroe counties.  This number is expected to rise.

 

Madison County Board Chairman Kurt Prenzler said that they knew that recovery costs would be high because of how long the flood lasted, but they did not believe the costs would be that high........

Officials Call For Emergency River Dredging........

 

Representatives Cheri Bustos and Darin LaHood recently joined legislators from Illinois and Iowa in sending a letter to the Army Corps' Mississippi Valley Division supporting emergency dredging funding requests from the U.S. Army Corps of Engineers Rock Island District.

 

The letter states that the requested funding would be utilized to bring the Mississippi and Illinois Rivers back to the authorized channel depths following the recent historic flooding in the Midwest.  Bustos says that it is imperative that they address the health of the waterways and restore navigability after the historic floods.

 

LaHood said that communities within the 18th District have felt the effects of historic flooding this spring across the Midwest, which had shut down Mississippi River locks and dams, preventing the movement of goods along the Mississippi and Illinois Rivers........

Mississippi River At Cape Girardeau, Missouri

Crews Have Reopened The Broadway Floodgate........

 

After four long months, Cape Girardeau's Broadway floodgate has been opened.  Crews had to wait for the Mississippi River to fall to 36 feet before the floodgate could be opened.

 

Residents Debbie and Randy Barnhouse expressed how pleased they are to see the Mississippi River again.  She said that it was a surprise, as the floodgate was not expected to be opened until the beginning of August.

 

Barnhouse said that they had sold their house to live downtown and take advantage of Cape Girardeau's riverfront.  She added that the flooding cut into their activities because the couple walks every day........

The floating barge with the building structure on it also housed the Woodland Yacht Club at one time. A private club to the Woodland Marina

Missouri River At Rochport, Missouri

State Received $81 Million Grant For New Bridge........

 

On Monday, officials announced that the Missouri Department of Transportation will be receiving an $81 million federal grant to help with the costs of replacing the Interstate 70 Bridge spanning the Missouri River at Rochport.

 

The grant will come from the U.S. Department of Transportation's Infrastructure for Rebuilding America program.  MoDOT officials had originally applied for approximately $178 million for the project, which is estimated to cost $200 million.

 

The Bridge was constructed in 1960 and approximately 12.5 million vehicles cross it each year.  The span has been rated as being in poor condition, and repairing it has been a priority for years........

Plans for the club.....
The Clubhouse is insured with FEMA. The adjusters have been through the club and will hopefully be letting us know in the next coming weeks whether or not the building is repairable. We are on hold until that point.
The club got approximately 6 ft of water, covering all electric panels and all AC units. So clean up of building is taking longer while getting temp electric/water going.
I understand there is a lot of speculation, but there will be a club/pool at the harbor
We are doing the best we can and I will keep you informed as we hear.
Sorry, as I know this is not the season you were hoping for.

MISSISSIPPI RIVER

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following area is in the extreme high water action phase IAW the Western Rivers WAP Annex:

 Zone 28 (Mile 185.4 – Mile 109.9).

Recreational traffic is discouraged. Towboat operators should exercise caution, minimize wake where possible and have a pilot onboard with recent experience during high water operations with tows of similar size. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways. Mariners should use caution in all passing and meeting situations. It is strongly recommended that mariners confirm navigational clearances prior to transiting under bridges. Navigational buoys may have been dragged off station so remain cautious while transiting and favor center channel. Laying up on levees is prohibited and barges should not be carried on the hip. Down-streaming operations not recommended for vessels operating under 1,800 h.p. Within the St. Louis Harbor (Mile 184.0 – Mile 179.0), south-bound tows greater than 600 feet in length, excluding the towboat, should limit their transit to daylight hours only. All towing vessels should have a minimum of 250 h.p. for each loaded barge and proceed at their slowest safe operating speed based on prevailing conditions. North-bound tows must have sufficient horsepower to maintain a minimum of 3 MPH, on approach to the St. Louis Bridges.
 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:

Pool 3 (Mile 815.1 – Mile 796.69) Pool 24 (Mile 301.1 – Mile 273.4)
Pool 17 (Mile 457.1 – Mile 437.1) Pool 25 (Mile 273.3 – Mile 241.4)
Pool 18 (Mile 437.0 – Mile 410.5) Pool 26 (Mile 241.3 – Mile 200.5)
Pool 20 (Mile 364.1 – Mile 343.2) Pool 27 (Mile 200.4 – Mile 185.5)
Pool 22 (Mile 324.4 – Mile 301.1  

 High water and drift potential may be encountered in these areas. Mariners are advised to minimize their wake, exercise caution and avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water conditions and avoid downstreaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. Navigational buoys may have been dragged off station, so remain cautious while transiting.

 

MILE 273.4 - L/D CLOSURE
Commencing 6:00 a.m., August 2, 2019 and continuing until 6:00 p.m., August 9, 2019, L/D 24 in the vicinity of Mile 273.4, will be closed for maintenance. All navigation interest should be alert for, and abide by, any special instructions that may be issued by the lockmaster.


ILLINOIS RIVER

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY
The following areas are in the high watch phase IAW the Western Rivers WAP Annex:

Peoria Zone (Mile 187.0 – Mile 145.6),

Havanna Zone (Mile 128.9 – Mile 108.6),

Beardstown Zone (Mile 108.5 – Mile 80.3),

Meredosia Zone (Mile 80.2 – Mile 50.0) and

Hardin Zone (Mile 49.9 – Mile 10.0).

High water and drift could be encountered in these areas. Mariners are advised to minimize wake and exercise caution. The laying up on levees is prohibited and recreational vessel traffic is not recommended. Mariners should be experienced in high water conditions and avoid downstreaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate actions to prevent breakaways. Navigational buoys may have been dragged off station, so remain cautious while transiting.
 

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

MILE 21.0 - SUNK VESSELS
Three sunk tugs have been reported in the vicinity of Mile 21.0, RDB. Salvage operations are ongoing. Mariners are urged to exercise caution in the area

 

KASKASKIA RIVER

MILE 0.8 - L/D TEMPORARY CLOSURES
Continuing until further notice, the Jerry F. Costello L/D, in the vicinity of Mile 0.8, will be open to commercial traffic only, due to high water levels. Mariners should be alert for and abide by any special instructions that may be issued by the lockmaster

Mississippi River At St. Louis, Missouri

St. Louis Below Flood Stage For The First Time In 127 Days........

 

The Mississippi River at St. Louis has been above flood stage for 127 straight days, and on Saturday, it fell below flood stage for the first time since March 16th.

 

Leonore K. Sullivan Boulevard is nowhere near clean, however, the water is for the most part gone.  The street itself is visible again, and businesses that had been closed for months are opening again.

 

Cara Brainard, the lead pilot for Gateway Helicopter Tours says that being closed down for three months really hurt them.  The helicopter has returned to the air, but the business is struggling because people don't realize that they have reopened........

Illinois Flooding Aftermath

Flooding Reports Due On Monday........

 

Illinois counties seeking reimbursements for the flood fighting costs associated with the recent floods are expected to submit their reports by Monday.

 

As a whole, the state must meet the Federal Emergency Management Agency's damage per capita threshold, which is a little over $19 million.

 

Madison County, Illinois is reporting total damages are adding up to $24.8 million in that county alone.  Damage reports from around the state are still being submitted, as some areas are still under water........

Missouri River Near Maryland Heights, Missouri

Flooding Severely Damaged Golfport Driving Range, Batting Cages........

 

Carol and Dale Boggs are the owners of the Golfport driving range in Maryland Heights.  They have been in business for 40 years and over that time, they have weathered several floods.

 

This last flood may have hurt the couple the most as they feel the flooding was made worse by the Howard Bend Levee District.

 

The Boggs believe that the levee district was focused on protecting Highway 141, so they constructed the rock berm to hold back the water, and that water flooded the building at Golfport, destroying it........

Lake Of The Ozarks

Boat Caught Fire Near The 59 Mile Marker........

 

Saturday evening, a boat caught fire and burned to the waterline near the 59 Mile Marker on the Lake of the Ozarks.  The boat was docked, and it began to catch fire as well. 

 

The Missouri State Highway Patrol reports that the vessel was having engine trouble, and when the operator tried to restart the engine, it sparked and burst into flames.

 

The operator acted quickly in pushing the boat away from the dock, and later, towed the boat to an undeveloped portion of the shoreline so no other boats were affected.  Lake Tow will recover the vessel on Monday........

Lake Of The Ozarks

Boat Sinks After Owner Forgot Drain Plug.........

 

When it comes to boating, an oversight of the most simple thing can be a catastrophe.  This is what occurred on Saturday to the operators of a 26 foot Crownline at the Lake of the Ozarks.

 

The vessel was docked in a cove near the 26 Mile Marker, when the operator lowered the boat into the water, pulled it to the side of the dock, left it temporarily, but did not install the drain plug.

 

When the operator returned to the dock, the vessel was partially submerged.  The vessel was towed by Lake Tow........

Plans for the club.....
The Clubhouse is insured with FEMA. The adjusters have been through the club and will hopefully be letting us know in the next coming weeks whether or not the building is repairable. We are on hold until that point.
The club got approximately 6 ft of water, covering all electric panels and all AC units. So clean up of building is taking longer while getting temp electric/water going.
I understand there is a lot of speculation, but there will be a club/pool at the harbor
We are doing the best we can and I will keep you informed as we hear.
Sorry, as I know this is not the season you were hoping for.
