New Fed Inspection Program Changed How Tow Boat Operators Do Business....

A new federal inspection program, Subchapter M, was recently implemented, and it requires tow boats to comply with new regulations intended to improve safety in the tug boat, tow boat and barge industry.

Vessel operators are saying that these new regulatory requirements have caused significant changes in the way that they do business. There has been a decline in the number of towboats in the fleet, as older vessels that cannot be brought up to Coast Guard standards are retired and more extensive and expensive repairs are being made to get boats into compliance.

Vessels not passing inspection and being sold are seeing a decease in value, however, there has been an increase in the construction of new vessels meeting the new requirements which will replace the retired vessels........

River Level Chart Error........

The River Level Chart from the National Weather Service is only showing forecasted river levels and no current or past river levels for the Hannibal, Mo gauge.  This is impacting our software on the RiverBills chart and it is why we have a "N/A" for the Hannibal gauge as shown below.

National Weather Service ALERT:

November 15 update on the status of the nationwide data transmission error preventing stream gauge data collected at affected locations from being displayed on the Advanced Hydrologic Prediction Services (AHPS) webpages. As of 11/08/2018, The USGS has restored all impacted operational stream gauges to transmitting status. The status map of gauge outages from other agencies is here. The outage map will be updated each Thursday. We apologize for the service interruption and hope to have the data restored as soon as possible.

The latest battle for control of the Port Authority, which is a well funded, powerful redevelopment agency whose jurisdiction is extends across St. Louis County, and not just along the river banks, as the name implies.

Asian Carp Update

Report:  Costs To Keep Carp Out Of The Great Lakes Skyrocket........

According to a recently released report, the cost of fortifying an Illinois waterway to prevent Asian carp from migrating into the Great Lakes could cost nearly three times as much as federal planners initially believed.

This week, the U.S. Army Corps of Engineers released a final strategy plan for upgrading the Brandon Road Lock and Dam near Joliet, Illinois.  Officials believe this location is ideal to stop the Asian carp's migration toward Lake Michigan.

The Corps' latest plan is similar to an earlier plan, however, additional engineering and design work changed the scope of the project.  These changes ballooned the cost estimates from $275 million to almost $778 million........

Agencies Developing Strategies For Battling Invasive Mussels..........

A coalition of groups and agencies in the Greta Lakes region recently released plans for developing solutions to issues caused by invasive mussels.

This strategy is intended to direct policies, investments and research into zebra and quagga mussels, who arrived in the Greta Lakes during the 1980s.  They have since spread across much of the nation,

The invasive mussels have caused billions of dollars in damage by disrupting aquatic food webs, damaging fish habitat and clogging water intakes........

Report Indicates Groundwater Contaminated By Coal Ash........

According to a report released by environmental nonprofit organizations, East Alton residents could be at risk due to coal ash storage issues at the Wood River Power Station.

The study, conducted by the Sierra Club, Prairie Rivers Network, Earthjustice and Environmental Integrity Project reports that coal ash is polluting groundwater surrounding 90 percent of Illinois' coal ash dump sites, including the site near Wood River Creek, where it empties into the Mississippi River.

The Delta Queen

The Delta Queen Is Closer To Cruising Again........

It is looking like the Delta Queen will soon be plying the waterways after being forced into a decade's worth of retirement.  Late Tuesday, the U.S. House of Representatives passed the Coast Guard Authorization Bill, which is headed for President Trump's signature.

The Coast Guard Authorization Bill included language that reinstates an exemption that allows the vessel to return to cruising for the first time since 2008.  The Delta Queen Steamboat Co. CEO Cornel Martin says that with the approval, the company can move forward with planned renovations and return the Delta Queen  to the waterways.

The 285 foot long Delta Queen will undergo major renovations prior to starting themed cruises along the Mississippi, Ohio, Tennessee, Cumberland, Kanawha and Arkansas Rivers in 2020.  The steamboat will be stopping in more than 80 ports each year, including St. Louis, Cincinnati, New Orleans, Pittsburgh, Louisville and Chattanooga........

Asian Carp Update

NMMA Approves Corps' Carp Plan........

The U.S. Army Corps of Engineers recently released their final draft plan for preventing invasive aquatic species, including Asian carp, from invading Lake Michigan.

The National Marine Manufacturers Association and their coalition partners had worked closely with the Corps to guarantee the study and suggested solutions addressed the boating industry's invasive species concerns.

In the report, the Corps recommends the installation of an electric fence, air bubble curtains and sound barriers be installed near the Brandon Road Lock and Dam in Joliet, Illinois.  The plan also would include the construction of a concrete channel in the lock that would bolster the effectiveness of the fish controls as well as allow for new technologies to be tested........

Hawley Reintroducing McCaskill Duck Boat Bill........

Senator-Elect Josh Hawley recently announced that he would be reintroducing a duck boat safety bill that his campaign rival Senator Claire McCaskill proposed following the sinking of a duck boat on Table Rock Lake in July, killing 17 people.

On Wednesday, Hawley announced that he will introduce the legislation after being sworn into office in January.  McCaskill's bill sought to improve the safety of amphibious vehicles by requiring they comply with U.S. Coast Guard regulations intended to keep the vessel to stay afloat.

Hawley says that McCaskill was correct in attempting to codify federal safety recommendations.  Hawley is currently suing the duck boat company as Missouri's attorney general........

The Delta Queen News

The Delta Queen's Exemption Passed Congress........

On Tuesday, the U.S. House of Representatives voted to reinstate the exemption that allows the Delta Queen Steamboat to return to service after a decade-long hiatus.

Missouri Senators Roy Blunt and Claire McCaskill sponsored the legislation to bring the historic riverboat back to the Mississippi River.  The bill passed the Senate as part of the U.S. Coast Guard Reauthorization bill on November 14.

The legislation is now headed to the President's desk for a signature.  The bill will allow the Delta Queen to operate out of it's home port of Kimmswick, Missouri.....

Dredge Potter was working at Lock 25 spillway scour project on this day in 2014........

It was a severe scour issue associated with the Lock and Dam 25 Overflow Dike. The Overflow Dike was under an
imminent threat of failure due to uncontrolled underseepage.
Sand was dredged into the scour hole and the river bank line was re-established with stone revetment. The newly placed dredge material was covered with a layer of bedding stone and topped with larger stone.

Report:  Upper Mississippi River Fishery Is Sustainable........

According to a study led by the University of Idaho, commercial fishing along the Upper Mississippi River has been sustainable for the past 60 years, and has not negatively affected fish populations or recreational fisheries.

Typically, commercial overfishing is the main cause for decreases in marine fish stock, however, few studies examined the link between commercial fishing and the health of island fisheries.

Between 1952 and 2013, the total annual harvest varied around a steady average.  The annual harvests ranged from 2,509 tons and 6,037 tons of fish, and averaged 4,358 tons of fish caught between Lake Itasca and Cairo, Illinois........

Team Watters Sonar Search & Recovery Seeking Donations........

Tuesday is Giving Tuesday, and the non-profit, Team Watters Sonar Search and Recovery is hoping that they will be able to benefit from the public's generosity.

Team Watters assists in searching for people though to have been lost in the nation's waterways.  Their story began in Alton back in 2005 when they located Wilma Brickner's submerged car after three years of other agencies searching.  The couple had been scouting in the area for an upcoming fishing tournament, when they came across what appeared to be a car near the casino.

According to Tammy Watters, Giving Tuesday's donations could be doubled via a Facebook promotion.  The promotion will only apply to donations made on Tuesday.  Team Watters hopes to upgrade their equipment, including their tow vehicle........

Winter Open Water Fishing Opportunities In Southern Illinois........

Whether it is in rivers, reservoirs or cooling plant lakes, there are plenty of fishing opportunities during the cold weather months in southern Illinois.

The Williamson County Tourism Bureau reports that bass tend to head where there is food available, and warmer water temperatures attracts bait fish.

Water that has temperatures over 50 degrees is likely to have feeding fish present.  It is possible for air temperatures to be in the 30s and 40s while the water is still 55 degrees or warmer........

Bonhomme Creek In Chesterfield, Missouri

Sewage Spilled Into Missouri River Tributary........

The strong winds that moved through the St. Louis region Sunday knocked out power to a Metropolitan St. Louis Sewer District pump station.  This caused the pump to quit working, and sewage to flow into Bonhomme Creek, which is a tributary of the Missouri River.

According to MSD spokesperson Sean Hadley, the pump station was without power for about seven hours, resulting in approximately 100,000 gallons of sewage spilling into the creek near Interstate 64 in Chesterfield.

Hadley says that pump stations have two lines of defense, either a redundant feed coming in or a generator.  He noted that this pump station had a redundant feed, but the weather turned out to be more powerful........

Christmas Gift Idea

News Release From BoatUS

What do you get a boater for the holidays? How about providing some much needed on-water and on-road help Ė including free tows back to his or her home dock Ė in case of a breakdown? Boat Owners Association of The United States (BoatUS) has three holiday gift ideas that are perfect for any boater, sailor or angler.
1. The gift of on-water towing. Give the gift of a BoatUS Unlimited Towing Membership with towing service provided by TowBoatUS. For saltwater boaters, an annual membership is just $149 per year, and for freshwater boaters the price is $72. Both provide 24/7 dispatch assistance, and your boater will never have to pay out of pocket for a tow back to the dock or for a soft ungrounding (the nationwide average cost for on water towing service is $785 for non-BoatUS members). Included with an Unlimited Towing Membership is a subscription to the award-winning BoatUS Magazine; exclusive fuel, transient slip and repair discounts; and the opportunity to earn rewards on boating gear at West Marine stores.

2. The gift for roadside breakdowns. For a stocking stuffer that offers big benefits to a trailer boater, consider gifting a BoatUS Membership with Unlimited Trailer Assist for $38 that takes care of roadside breakdowns 24/7. In addition 100 miles of free on-road towing for both a disabled trailer and its tow vehicle to a safe location, lockout, flat tire, battery jump and fuel drop-off services are also included.

3. The gift that makes boating better. A BoatUS Membership costs just $24 but includes more than 25 valuable benefits and services, including round-the-clock on-water or roadside dispatch with BoatUS paying the first $50 in towing services, a BoatUS Magazine subscription; exclusive fuel, transient slip and repair discounts; and rewards on boating gear at West Marine stores. Your boater can also take advantage of BoatUSí national boating advocacy efforts and safe-boating programs including free boating safety courses from the non-profit BoatUS Foundation.
All of these gifts can be found at BoatUS.com/Gifts or by calling 800-395-2628.

The Picture of YesterYears on this day in 2016.......

On a recent road trip to northern Illinois, we followed the Mississippi River on the way home and stopped at various places.  One of them was the South Side Boat Club in Keokuk, Iowa located just down river from the Keokuk lock and dam.

Out on the boat club's deck over looking the river, was Catfish Charlie. Charlie is a metal sculpture replica of a 120 pound, 5' 6", 20 year old catfish that was pulled from the Mississippi River in that area.

Thought I would share a picture of Catfish Charlie with everyone.

Click here and check out the South Side Boat Club.

If you are ever in the area, it's open to the public.  It's a nice place to sit and watch the river flow.

Flooding Concerns Prompt Port Opposition........

Plans for the construction of a port in Lincoln County, which would include industrial lots and a retail center, are moving forward in spite of strong opposition from St. Charles County.

This project has been in the works for several years and has upset the St. Charles County Council.  They recently passed legislation that opposes any bill that supports the Port of Lincoln.

Some of the concerns listed in the legislation include that the flood plain would be raised by levee or fill, which in turn will further constrict the Mississippi River, causing additional flooding in the region........

Illinois River At Beardstown, Illinois

Feds Allot Close To $60 Million For Lock Repairs........

Close to $60 million in federal funding has been allocated for the repair of an Illinois River lock considered to be crucial for barges carrying agricultural goods to market.

The 79 year old LaGrange Lock and Dam last saw major repair work back in 1988.  Earlier in the year, $10 million was set aside to begin renovating the facility located south of Beardstown, Illinois.

Around 60 percent of U.S. grain exports are moved through the locks along the Upper Mississippi and Illinois Rivers.  According to U.S. Representative Rodney Davis, frequent shutdowns of the LaGrange lock hurt the area's economy........

Waterloo, Illinois Native Paddled The Mississippi River........

This year, Waterloo, Illinois native Erik Elsea completed a childhood dream when he canoed the entire length of the Mississippi River.   He made the trip as a 40th birthday present to himself.

During his journey, he also raised money for ShelterBox, which is an international disaster relief charity that offers temporary shelter and critical supplies to families that have been displaced.

Elsea spent 90 days on the Mississippi River, and covered 2,552 miles.  He began his journey in July 7 at Coffee Pot Landing in Minnesota and wrapped up on October 5 when he arrived at the Gulf of Mexico.

Thursday night, the Bloody Bucket Tavern, popular boater destination, sustained accidental damage when a brick wall at the rear of the building collapsed.  The owners say that the wall's collapse won't have an effect on business, and actually helps construction plans to renovate the back section of the bar.

According to Peter Allen, the owner of the Bloody Bucket, they don't know what caused the collapse, but no one was injured, nor was there any risk of injury.  The bar itself is broken into two sections, a front bar and a back bar.  Allen says that they have not used the back section since they purchased the bar two years ago.

Allen, who also owns The Loading Dock, says that the front bar will remain open until he can complete the demolition of the back bar, where the damage occurred.

Corps Unveils Plan To Keep Invasive Species Out Of The Great Lakes........

The U.S. Army Corps of Engineers recently released plans to keep aquatic nuisance species, including Asian carp, from migrating from the Mississippi River Basin into the Greta Lakes Basin via the Chicago Area Waterway System.

The Corps' plans involve the installation of an acoustic fish deterrent with an electric barrier.  The installation would include a "bubble curtain", an engineered channel, an electric barrier and flushing locks.

The Corps is closely working with all of the Great Lakes stakeholders and the State of Illinois in order to guarantee that a sustainable and implementable plan comes from their study........

House Encouraged To Pass Exemption....

Delta Queen To Cruise Arkansas River Too If Bill Is Approved....

Earlier this month, the U.S. Senate voted to exempt the Delta Queen from a 1960s federal fire safety law, and if the House and the White House approves the measure, the vessel will return to overnight cruises after a decade-long hiatus.

According to Cornel Martin, President and CEO of the Delta Queen Steamboat Co., the legislation's approval is likely to occur.  If approved, the Delta Queen will require millions of dollars in improvements before resuming cruises.

At least $10 million in upgrades are planned, including the installation of new modern boilers, generators and upgraded heating and cooling systems.  Additional exit routes will be added and the paddlewheel will be rebuilt.

If the Delta Queen resumes cruising, she will cruise the Mississippi River, and will again make occasional journeys along the Arkansas River........

Metro East Couple Finds Those Lost In Rivers And Lakes........

Since 2005, Dennis and Tammy Watters estimate that they have recovered 93 bodies from the rivers and lakes across the nation.  The Moro, Illinois couple has also located hundreds of sunken guns, safes, cars and other evidence for police agencies.

The couple does this macabre work for free via their nonprofit Team Watters Sonar Search and Recovery.  They use a boat, partially hand built by Dennis, equipped with sonar equipment to find who or what police believe is lurking below the surface of the water.

The Watters are often called in by police departments that lack the resources from their own on-the-water search efforts.  They earned their reputation in 2005, when they came across the car belonging to Wilma Bricker just off shore in Alton.  Bricker, a retired teacher, had been missing for three years.  She was still in the driver's seat........
