The Pictures of the Day ..... were sent to us by Capt'n Ramjet from Pool 26 of the Mississippi River, now traveling south in Florida....

Hello Everyone,

Several walks in the park is the theme here!

Sorry I havenít posted lately. Iíve been having a rough time. It seems parts of the world are unlike pool 26. In pool 26 Respect is given freely yet it is also earned. On the coast or at least in Carrabelle judgment is given out with a vengeance with no respect. Iíve been fighting and struggling to just get us by. I believe as you all know and live by we wear our feelings on our shoulders and share our good with our bad. The Salvation Army gives out good meals here without question. The police that have been sent to check us out have been respectful and honorable. Even giving us free nights stays at the city dock. I'm doing some odd jobs around town and hopefully gaining some respect. Iíve had thoughts of coming back, But Iím not willing to give up that easy! Update you again tomorrow

   US Army Corps of Engineers
St. Louis District - Weekly Navigation Channel Condition

Updated November 7, 2018

Mississippi River

MILE 343.2 - DRIFT INSIDE OF LOCK CHAMBER (L/D 20)
The USACE reports a significant amount of drift packed inside the auxiliary lock chamber, extending from the bullnose upriver along the river wall. The drift is densely packed in the chamber. The USACE advises that there is not enough room for an assist tug to stay with the tow while working from the half kevel of the port lead barge, as is normally done. The drift is packed to a point where the assist tug will have to back away from the port lead barge, when the tow is still around 120 feet away from the bullnose and to reposition if possible. Also, the assist tug is not able to stage on the up-stream side of the lock chamber due to the amount of drift. This will affect locking times. Maintenance crews will be dispatched to L/D 20 to start debris removal as soon as L/D 17, resumes operation. Towboat operators should be alert for, and abide by, any special instructions that may be issued by the lockmaster. Mariners may contact the lock at (573) 288-3320 or via VHF-FM Channel 14, for assistance
MILE 332.0 - MILE 330.8 - DREDGE OPERATION
Continuing until approximately November 15, 2018, the Dredge GOETZ is conducting dredging operations between approximate Miles 332.0 and 330.8, Hogback Island. Work will be conducted 24-hours a day, 7-days a week. Dredged material will be placed along the left descending side of
the channel and will include both bank line and open water placement. Mariners are requested to contact the Dredge GOETZ via VHF-FM Channel 13, 16 or 82, 30-minutes prior to transiting the area, for passing arrangements. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.
MILE 200.8 - L/D LOCKAGE REQUIREMENT
The requirement for all south-bound tows to utilize a helper boat in both the main and auxiliary chambers at Melvin Price L/D, in the vicinity of Mile 200.8, has been lifted. Attached as an enclosure to this LNM, is USACE St. Louis District Notice to Navigation Interests 18-79C, down-bound safety advisory

MILE 56.0 - BRIDGE INSPECTION
Florence Highway Drawbridge; Inspections will be conducted from 6:00 a.m. until 5:00 p.m., Monday through Thursday, using a snooper truck which will extend 10-15 feet below low steel. Lawsuits Focusing On Whether Table Rock Lake Is A 'Navigable Waterway'........

On Thursday, a hearing in a federal courtroom in Springfield, Missouri set out to determine several issues in litigation involving the Ride the Ducks boat that sank on Table Rock Lake, claiming the lives of 17 people.

One of the main issues is the legal designation of Table Rock Lake, which if it is considered to be a navigable waterway, means that plaintiffs could recover damages if they win in civil lawsuits against the owner of the Ride the Ducks operation, Ripley Entertainment.

Ripley Entertainment has cited an 1851 law, the Limits of Liability Act, which restricts damages a vessel owner has to pay out to the value of the vessel.  Ripley Entertainment lawyer, Jeffrey King stated that the vessel's value is zero........

A couple of interesting facts about Tower Rock

From Wikipedia... click here

Tower Rock, also known as Grand Tower, is a rock formation and landmark island in the Mississippi River, in Brazeau Township, Perry County, Missouri, near the town of Wittenberg, Missouri, and across the river from Grand Tower, Illinois. It was listed on the National Register of Historic Places in 1970.

Meriwether Lewis mentions the island in his journals, stating that rivermen who passed the rock would celebrate in a way similar to sailors crossing the equator, by raising a drink of spirits.

Tour Boat Captain Indicted After Fatal Boat Sinking........

According to an indictment released on Thursday, the captain of the duck boat that sank on Table Rock Lake claiming the lives of 17 people did not order passengers to put on floatation devices or prepare them to abandon ship during a severe storm.

The federal indictment charges Kenneth Scott McKee with 17 counts of misconduct, negligence or inattention to duty by a ship's officer resulting in death.  The deaths occurred after the duck boat, a refurbished World War II era amphibious vessel, sank during a storm back in July.

U.S. Attorney General Tim Garrison stated that McKee has been accused of failing to properly assess the weather prior to and after the boat went onto Table Rock Lake near Branson, Missouri.  If convicted, McKee faces up to 0 years in prison for each count and fines of $250,000........

Mercury Marine Displays Record Number of Engines........

During last week's Fort Lauderdale International Boat Show, Mercury Marine had a record setting presence, as nearly half of the engines on display were Mercury outboards.

Over two consecutive year, Mercury's presence on OEM selected boats at the FLIBS has increased by nearly 25 percent each year, showing consistent year-over-year growth at the show, driven by the success of Mercury's new products.

Over the past several years, Mercury Marine continued to show strong share gains at key saltwater boat shows, bolstered by new partnerships with key manufacturers who are displaying Mercury engines........

Illinois River
MILE 56.0 - BRIDGE INSPECTION
Florence Highway Drawbridge; Inspections will be conducted from 6:00 a.m. until 5:00 p.m., Monday through Thursday, using a snooper truck which will extend 10-15 feet below low steel. An onsite workboat will monitor VHF-FM and work will be suspended to allow passing traffic, with a 1hour advance notice.

Paddlers, Volunteers Rescue Injured Pelican........

Sunday morning, kayakers, as well as staff and volunteers from the Treehouse Wildlife Center teamed up to capture a male pelican with an injured wing in a small lake across from the National Great Rivers Museum.

The pelican had been living in the lake for over a year and was not able to fly and migrate with other pelicans due to the injured wing.  Area residents had been concerned that the pelican was going to have to spend another winter in the Riverbend alone.

Treehouse Rehabilitation Manager, Rachael Heaton says that the pelican will be flown out to Tracy's Aviary in Salt Lake City, Utah, where he will live on a large lake with other pelicans and plenty of food each day........

Group Raising Awareness Of Quincy Bay Restoration........

Tuesday night, the Quincy Bay Area Restoration and Enhancement Association held an open house to raise awareness about issues in the Quincy Bay Region.

According to the members of the QBAREA, the community wanted the area cleaned up for years.  Currently, the group is re-applying for federal funding after a prior proposal was rejected due to misunderstandings in the application process.

The group's main goal is the restoration of the habitat, and the modification of what is referred to as the cut through.  The buildup of sediment has made conditions difficult for recreational purposes and the river's habitat........

Boating Legislation

The Midterm Elections Will Affect Boating Legislative Agenda........

Nicole Vasilaros, vice president of federal and legal affairs for the National Marine Manufacturers Association says that the boating industry is considering the possible impact of the midterm elections.

Vasilaros says that it may take a few days before it is known how the elections will affect the Congressional Boating Congress.  Some caucus members lost their seats, but many have retained theirs.

She is hoping that the lame duck Congress will pass some legislation over the next few weeks, including the Modern Fish Act , the Coast Guard Reauthorization Act, the Outdoor Recreation Satellite Account and a Lands Package........

Fort Lauderdale International Boat show Was Successful....

On Wednesday, the Brunswick brands Sea Ray and Boston Whaler announced that they saw strong sales during the Fort Lauderdale International Boat show.

Sea Ray reports that their dealers "realized significant increases" in sales as compared to last year's show.  Brad Anderson, president and general manager said that they couldn't have asked for a better start to boat show season.

The company notes that their sales increases were driven by outboard models, larger day boats and newly released models like the Sundancer 320, the SLX 400 Outboard and the SDX 250 Outboard........

St. Louis District - Weekly Navigation Channel Condition

Updated October 31, 2018

Historic Amounts Of Runoff In The Missouri River....  Releases Will Remain High....

The amount of water slated to be released through the Garrison Dam during November has increased, which is reflective of what continues to be one of the greatest runoff years in the Missouri River System's history.

The U.S. Army Corps of Engineers reports that the 2018 runoff is expected to reach 41.4 million acre feet of water.  If the runoff reaches that amount, it will be the third highest recorded runoff in 120 years.

This month, releases from Lake Sakakawea have been increased to 29,000 cubic feet per second, compared to the 26,000 cfs expected a month ago........

Fishy Tales From Shelton, Washington

Why Did The Salmon Cross The Road?

On Saturday, Alexis Leonard, a fish hatchery specialist recorded some video of better than a dozen salmon swimming across a flooded highway in Washington.

Leonard says that the short answer to why the salmon were swimming across the road is to have babies.  She adds that the occurrence is not that unusual, especially after heavy rainfall.

She says that salmon in the Shelton, Washington region come from the Skokomish River, and they head into the creeks to spawn.  When the creeks flood, the fish end up everywhere........

Corps Begins Mississippi River Headwaters Drawdowns

News Release

ST. PAUL, Minn. Ė The U.S. Army Corps of Engineers, St. Paul District, initiated its annual reservoir drawdowns for its six Mississippi River Headwaters reservoirs this fall.

The six sites include Gull Lake, near Brainerd, Minnesota; Cross Lake, near Crosslake, Minnesota; Big Sandy Lake, near McGregor, Minnesota; Pokegama Lake, near Grand Rapids, Minnesota; LeechLake, near Federal Dam, Minnesota; and Lake Winnibigoshish, near Deer River, Minnesota.

Corps officials anticipate gradually lowering the reservoirs levels through December. They will then make any future adjustments based on measured moisture accumulations within the region.

The lakes are lowered slowly to reduce problems caused by freezing while also ensuring that the necessary storage is available for the spring run-off.

The nearly 650 U.S. Army Corps of Engineers, St. Paul District, employees working at more than 40 sites in five upper-Midwest states serve the American public in the areas of environmental enhancement, navigation, flood damage reduction, water and wetlands regulation, recreation sites and disaster response. Through the St. Paul District Fiscal Year 2018 $106 million budget, nearly 1,700 non-Corps jobs were added to the regional economy as well as $163 million to the national economy. For more information, see www.mvp.usace.army.mil.

Missouri River Releases Will Remain Above Normal........

The runoff into the Missouri River reservoirs is staying at above-normal levels, and in order to make room in the reservoirs for next spring runoff, releases from the Gavins Point Dam will remain above average as well.

On Monday, the U.S. Army Corps of Engineers stated that the Gavins Point releases will stay at 58,000 cubic feet per second.  In late November, the releases will be backed down to around 50,000 cfs before being further reduced to the winter release rate of 20,000 cfs in early December.

John Remus, chief of the Missouri River Basin Water Management Division says that in order to get the 2018 runoff evacuated before the 2019 runoff season, the majority of the releases must happen before the river ices over in the northern reaches.........

Report:  Bilge Pump Replaced With Reduced Capacity Units........

Records indicate that a water pump had been replaced with with a less powerful system in the duck boat that sank in Table Rock Lake, claiming the lives of 17 people.

Reportedly, the vessel's original Higgins pump, which can remove up to 250 gallons of water per minute from a boat's bilge, was replaced with two less powerful electric pumps.

The exact capacity of the two pumps is not known, but in similar installations on other duck boats, the smaller pumps extract a combined 20 gallons of water or less per minute........

The floating McDonald's restaurant that was located on the Mississippi River in the shadow of the Gateway Arch served its last Big Mac.

McDonnells closed the restaurant because the structure was in need of extensive renovation which was financially not justifiable at the time.

The restaurant, which sat on the top of a barge and was designed to look like a stern-wheel riverboat, was a fixture on the Mississippi River below the Arch for 20 years.

The New Locks and Dam A Welcome Sight Along The Ohio River........

After 30 years and $30 billion dollars, the Olmstead Locks and Dam project, which replaced Locks and Dams 52 and 53 on the Ohio River, opened for business at the end of August.

The U.S. Army Corps of Engineers reports that the Olmstead Locks and Dam project is expected to generate more than $640 million in economic net benefits to the nation each year.

The structures are expected to pay for themselves within about four years.  The Olmstead Locks and Dam is also expected to bring a four-fold increase in efficiency over the old Ohio River Locks and Dams No's 52 and 53........

MILE 273.4 - L/D CLOSURE - UPDATE
L/D 24 in the vicinity of Mile 273.4, has returned to normal operation.

Missouri River

MILE 67.61 - BRIDGE REPLACEMENT
Washington Bridge Replacement; Horizontal clearance in the navigation span is reduced to 350 feet due to ongoing construction work. Mariners may contact M/V PIASA via VHF-FM Channel 13 or 16, for more information.

Interest Bridge Clearance Sensors Renewed After Collision........

After the October 12th crane barge collision with the Sunshine Bridge at Donaldsonville, Louisiana, there has been a renewed interest in using air gap sensors to provide accurate clearance information in real time.

Historically, tow and river pilots have to make spot calculations to guarantee their vessels don't strike a bridge prior to passing under it.  Pilots typically rely on river gauges several miles from the bridge, and must include a safety margin into their vertical clearance.

After a deadly bridge crash in Tampa Bay, the National Oceanographic and Atmospheric Administration program began placing air-gap sensors on bridges that provide clearance information more accurately and in real time........

Federal Funds Released For Lock and Dam Repairs........

Congress recently released close to $7 billion in funding to the U.S. Army Corps of Engineers for making repairs to aging locks and dams next year.

Locks along rivers are intended to allow tows and other vessels to more easily navigate varying water levels along a river.  Many of the locks were constructed in the 1930s, and are badly in need of repairs.

A study conducted by Texas A&M revealed that one river barge is capable of hauling the equivalent cargo of 16 rail cars and 70 semi-trailers........

Boating Safety

Boating In The Fall Can Be Amazing, But Chilly Water Temps Are Deadly........

Fall has arrived, bringing with it cooler temperatures.  Just because the temperatures are getting colder, does not mean that the boats have to get put away just yet.

When people go into cold water, there is a loss of breathing control.  The victim has an involuntary gasp for air, often filling their lungs with water.

Cold water also reduces muscle movement, or affects control.  If one is bundled up, movement is already reduced and clothing can absorb water, making it difficult to stay afloat.

Cold temps can have an effect on some of the boat's systems, especially if there is water in them, which can freeze.  Perhaps the most critical things to check are check valves and through-hull fittings........

Corps Inspecting Levees Due To Rising River Levels........

The U.S. Army Corps of Engineers started to inspect levees along the lower Mississippi River for possible damage, as the river has risen above 11 feet at the New Orleans' Carrollton Gauge.

The Mississippi River rose above 11 feet after heavy storms dumped major amounts of water throughout the river's watershed.  Forecasters are predicting that the Mississippi River will remain over 11 feet in New Orleans for the better part of the month.

The Corps are required to enter what they refer to ass Phase I flood fight procedures when the river rises above 11 feet.  As of Friday morning, the Mississippi River was at 11.4 feet, and it is expected to stay between 11 to 11.5 feet over the next three weeks.......

Boat Manufacturer

Beneteau Discussed Growth , Model Plans........

During the Fort Lauderdale International Boat Show, officials with Groupe Beneteau's North American division discussed the company's plans for growth as well as some of the new models being introduced.

According to George Armendariz, CEO of Groupe Beneteau Americas, the company has been working to create a boating experience that is "hassle free and on demand" with the introduction of Beneteau boat clubs in France.  He declined to say if this concept would be brought into the U.S. market.

Groupe Beneteau has 20 manufacturing sites in Europe and North America, and they intend to manufacture more diverse brands on both continents in order to minimize costs incurred due to exchange rates, shipping or trade policies........
