Coast Guard, other agencies conduct operations to counter illegal charters

ST. LOUIS - The Coast Guard and partner agencies conducted operations to promote safety on Lake of the Ozarks from June through September 2018.

During the operations, Coast Guard Sector Upper Mississippi River boatcrews and investigators conducted:
•35 safety boardings
•Nine voyage terminations for illegal charters
•Education on boating safety and illegal charter operations
•Five ongoing investigations, which may result in civil penalties

"Safety of boaters, safety of the waterway and safety of the environment are goals we all share," said Capt. Scott Stoermer, the commander of Sector Upper Mississippi River. “In support of these goals, we will continue to enforce and uphold applicable federal laws and regulations on Lake of the Ozarks while helping to educate charter operators and passengers on safe and legal charter operations. As a reminder, operators that carry more than six passengers on their vessel, or bareboat charters (i.e. rental boats) that carry more than 12 passengers, are required to be inspected by the Coast Guard. Members of my staff are available to assist and answer questions regarding inspections and licensing requirements."

Some potential fines for illegally operating a charter vessel include:
•Up to $18,477.00 per day for failure of an inspected vessel or vessel required to be inspected to be under the control of an individual with the appropriate Coast Guard credential (46 USC 8101(g)).
•Up to $38,954.00 for failure to have an uninspected passenger vessel under the control of a properly licensed individual (46 USC 8906).
•Up to $7,520.00 for failure of operators to be enrolled in a chemical testing program (46 USC 2115).
•Up to $23,426.00 for failure to provide a Coast Guard Certificate of Inspection for vessels carrying more than six passengers (46 USC 3318(k)).
•Up to $15,995.00 for failure to produce a valid Certificate of Documentation for vessels over five net tons (46 USC 12151(a)(1)).
•Up to $22,957.00 for failure to possess a Stability Letter (46 USC 3318(k)).

Missouri Highway Patrol and Coast Guard Investigative Services provided assistance during the summer operations on Lake of the Ozarks.

River History....

Oct 31, 1837 in River History

The steamboat Monmouth was heading up the Mississippi River just north of Baton Rouge, Louisiana on a pitch-dark night and crashed into another boat coming the down river. The Monmouth was overloaded with hundreds of Native Americans that were forcibly being made to move to the Western prairies of the United States. More than 300 of the Native Americans drowned when boat broke apart and they were hurled into the cold, dark water.
The crew may have been intoxicated as they reportedly tapped into whiskey barrels at the back of the boat and had been drinking from them all day..
During those days the steamboats were totally unregulated and very dangerous. There were not even any laws requiring steamboats to have lights when they were traveled at night.
The 300 Native American that drowned were reportedly buried in a mass unmarked grave.

Crews Begin Post Flood Cleanup........

On Monday morning, crews began the process of cleaning up Hannibal's riverfront following the city's first major flood in four years.  After a crest of 24.9 feet, there were only pools of water remaining on the riverfront.

Workers with the Hannibal Parks and Recreation Department began the cleanup almost as soon as the riverfront was accessible again.  After street department crews removed the floodgates, barriers were erected to keep the public out of the way.

Crews utilized a backhoe to gather up an assortment of debris left by the flooding Mississippi River.  They also used a water hose to remove silt form the Nipper Park walkway, parking lots and cobblestones near the marina........

You may also go to our website and complete a Damage Assessment Form online by visiting http://lcmoema.com/. This form can be completed for any flood-related damage: water in the home or basement, sewer backups, debris removal, etc.

Clean-up after a flood is different than normal housekeeping:

- Wear rubber gloves for extra protection against contamination. If you have cuts or scratches on your skin you must wear rubber gloves.
- As flood waters go down, use a disinfectant to clean walls and woodwork. A garden sprayer works well, spraying from top to bottom.
- Scrub surfaces with a brush to help remove mud and silt. - Rinse with clean water and dry. If electricity is on, use heater, fan or air conditioner to speed drying.

A comprehensive list of flood clean-up advice can be found at the link included.

Floodwaters can also have a detrimental effect on “structures” that we don’t really see, namely wells and septic systems.

- Water from a flooded or damaged private well should be considered UNSAFE until it has been tested and verified safe to use.
- Due to the potential for damage to the pipes, septic systems should not be pumped during flooding.

If you believe you have suffered damage from this flooding, or if you’d like additional guidance or information, please contact . . .

The survey results were released earlier in the month, and revealed that the Lake of the Ozarks was voted the 2nd best "Destination for Fall Foliage" in the United States.

Stan Musial Fire Boat

Oct 30, 2013 in River History

The St. Louis firefighters put the new "Stan Musial" fire boat through its paces hours after arriving on the St. Louis riverfront on the Mississippi River in St. Louis on October 30, 2013. It's radio call sign, "Marine Unit 6" for St. Louis Cardinals slugger Stan Musial, is a 44-foot, state of the art fire boat able to reach speeds of 38 knots. The design allows for a large pumping capacity of 4000 gallons per minute (GPM) @ 150 pounds per square inch (PSI) while underway and 8000 GPM @ 150 PSI while shore side as well as providing fire suppression capability for flammable liquid fires through its inline foam eduction system. The Historic Rose Hotel Boasts Fantastic River Views........

The Historic Rose Hotel in Elizabethtown, Illinois has been around since 1812, and these days, it is a bed and breakfast full of vintage decor and is ideal for couples.

The Rose hotel is located along the Ohio River in the Shawnee National Forest.  It was added to the National Register of Historic Places in 1972.

The hotel was partially constructed in 1812, and operated as a tavern and then as a boarding house.  The Rose Hotel saw plenty of additions over the years, but one thing that hasn't changed, is the views of the Ohio River........

River History....

October 29 , 2008 in River History

Delta Queen Celebrated Its Final Cruise as she docked in Memphis, Tennessee where it dropped off its last overnight passengers who rode the riverboat there from Cincinnati. A celebration followed.

On the next morning the Delta Queen headed down the Mississippi River to New Orleans. On Nov 1, 2008 the Delta Queen lost its license to carry overnight passengers. It had cruised the Mississippi River for over 80 years.

The Delta Queen then operated as hotel at Coolidge Landing. Chattanooga, Tennessee for a while, but now is moored in a ship yard in Houma, Louisiana awaiting repairs and upgrades.

Hi Bill!

There were quite a few of us in pool 26 that were aware of, and waiting for, MIMI. (Perhaps the largest yacht to cruise the Mississippi?) Regardless... She showed up, on time, just as the "watchers" predicted! Felt like I got a pretty good shot and thought I'd share.

The Mississippi River has been, and always will be, a constant source "Wows"!

Hello Everyone,

A well needed day of rest. We wandered thru the shipyard and found this gem.

Almost 50’ Twin 500hp Jet Props! This runabout is nothing but bad ass. We made it out for dinner. Haven’t done that for weeks.

So you see the local evacuation plan. Fathoms from Ginger G across the Carrabelle River. Then Ginger G from Fathoms.

All is well!

A lot of the ppl we met on our journey last year recognized us. We will be here a while.

I will be reporting in again soon. Upcoming events. We have a free kayak trip thru Tate’s Hell Swamp. A ship from the 1800s appeared out of the sand on Dog Island from Michael we will be visiting.

And on a funnier note Bill. The baby bears Judy saw last year are still around. They visit the dumpster still.

Momma and her 3 baby’s. Panthers here as well. I hope I get to see them. We won’t be taking the trash out at night.

Hi Bill,

I took this photo on Saturday afternoon at the Alton Marina. There are about 6 college aged people living aboard this pontoon boat traveling from MN to New Orleans . They are singing and acting their way down the Mississippi . They have been stuck at Alton Marina with engine trouble for the last couple of weeks but are expected to move on this week.

Environmental Group Claims Amren Releasing Too Much Waste Into The River........

This past week, environmental activist groups Sierra Club and Earth Justice were in court claiming that Amren dumps billions of gallons of harmful wastewater into the Missouri, and the Department of Natural Resources lets this happen.

Ameren burns coal to boil water, starting their electrical generation process.  Amren gets rid of excess heat by allowing water to flow into the Missouri River, replacing it with cool river water.

Typically, the Missouri DNR would inspect the power plant to make sure they are properly equipped to protect the environment, however, the Sierra Club claims the DNR omitted that test for Ameren.

Missouri Sierra Club Chapter Director John Hickey says that the Labadie coal plan is placing so much thermal pollution into the Missouri River that fish could be affected........

Mother Bicycles River's Length For Son's Memory........

About two months ago, Melissa Melnick began biking along the length of the Mississippi River in memory of her son, Chris Stanley, who was lost in the Mississippi River near Minneapolis, Minnesota.

Melnick says that Stanley's plan was to do the ride upon graduating from the University of Minnesota.  She adds that while Stanley was missing in the river, she decided to ride in memory of her son.

While Melnick's journey began as a way to demonstrate a mother's love and honor a son's memory, the trip ended Saturday, hopefully inspiring other hearts that are in need of mending........

Arch Builders Reunion Held On Saturday........

On Saturday, the Gateway Arch played host to some special people - the people that constructed the monument.  This year's annual Arch builders reunion happens to coincide with the October 28, 1965 anniversary of "topping day", when the final piece of the Gateway Arch was placed.

A sizable crowd of people turned out to talk with 20 men that worked on the Gateway Arch project during the early 1960s.  The workers also signed autographs in the freshly renovated lobby of the Gateway Arch's tram to the top.

The annual reunions began back in 2002.  The 2015 reunion was to have been the last, as the numbers of surviving workers has dwindled over the years.  The event has been so popular with the public and the builders, that it has been decided to continue the reunions as long as possible........

Locks Reopen After Flood-Related Closures........

Recent heavy rainfall had prompted the closure of multiple locks along the Upper Mississippi River over a 184 mile stretch from Muscatine, Iowa down to Clarksville, Missouri.

As of Thursday morning, the rainfall had subsided and all of the locks had been reopened.  The U.S. Army Corps of Engineers reports that there are significant delays at the affected locks.

On top of the large queues at the locks, barge shipping has been delayed at the Port of St. Louis, where high water has caused traffic to be restricted to daylight hours........

River History....

October 27 , 2007 in River History

The city of Grafton, Illinois dedicated their new lighthouse in ceremonies on the city's riverfront as a symbol of hope, gratitude, community and perseverance.

The symbolic lighthouse was of the vision of the late Larry Wright, owner of Grafton's Tara Point. He wanted to erect a beacon of Grafton’s recovery after the town made national and international news in August of 1993 for being nearly washed away
by that year's flood waters.....

Mississippi River At Hannibal, Missouri

Floodgates Will Be Removed Monday........

John Hark, Hannibal's emergency management director announced that on Monday, October 29, the city will be removing the five floodgates.

Hark says that as of Monday, the floodgates will have been in for three weeks, and now it is time to remove them, clean up the riverfront, and get back to normal.

Earlier this month, the Mississippi River rose to a crest of 24.9 feet, which ranks as the nonth highest in recorded history.  As of Thursday morning, the river had fallen to 20.5 feet........

Historic Shipwrecks

World's Oldest Intact Shipwreck Found........

Over a mile below the Black Sea's surface, marine archaeologists have discovered a vessel that is so old, that they never believed that they would see one like it.

Researchers with the Black Sea Maritime Archaeology Project performed a radiocarbon dating procedure on a small piece of the ship, which dated back to 400 BC.  This means this vessel is the oldest intact shipwreck ever found.

University of Southhampton professor Jon Adams says that he would have never believed that it was possible to find an intact shipwreck from the Classical world lying in more than 2 kilometers of water.

The vessel was a Greek trading vessel, and was matched to ancient Greek pottery such as the "Siren Vase", which is on display at the British Museum.

Edward Parker, CEO of Black Sea MAP says that there are ships on the Black Sea's floor that apart from murals, paintings and in books, haven't been seen since they were afloat........

Cruised down to Palisades Yacht Club, had a leisurely lunch, saw a pirate ship, watched airplanes takeoff and land, enjoyed the beautiful colors on the bluffs. A couple of landlubbers on board the Y2Katy were quite amazed at what you can see on the river. That's me and Dennis after he "docked?" the plane. We went to high school together "decades" ago!
Go Hawks!!

See, ya on the river, buddy!
Rick

Illinois River At Hardin, Illinois

Joe Page Bridge Suffered Mechanical Issues Thursday Morning........

Thursday morning, the Joe Page Bridge, spanning the Illinois River at Hardin, Illinois, was out of commission for more then an hour after mechanical issues arose.

Shortly after 6 am, the span was not able to lock into position due to a broken proximity switch.  This broken part kept the bridge from locking into place when it was down.

The part needed for the repair only cost about $1.50, and by 7:54 am, the bridge was deemed to be operable for passing traffic........

Flood Mitigation Plan May Help Plaza........

A recent city-ordered flood mitigation study has come up with some options that may offer flood protection to the stores in the East End Plaza from flooding in the future.

Stores located in the plaza were flooded during the 2015 and 2017 floods, causing businesses to temporarily close.  Some of those businesses moved rather than return to the flood-prone region.

After the 2017 flood, plaza property owner, Cherie Francois, asked the city to look at the feasibility of installing backflow prevention in one of the culverts under the railroad tracks........

Hi Bill,

This is Tim and Val Aulabaugh on the vessel Aulaboard formerly of Grafton Harbor. We are on our way to Daytona Beach. We happened to spot your roving reporter, Ramjet on the Intracoastal Waterway just north of Apalachicola. They are looking good in the water! Just sending an update.

Also every lock on the upper ICW is well decorated with RiverBills stickers. Rather comforting as we made our way south.
