Hi Bill,

The day started out foggy. It also turned out to be a challenging day. But we made it to the Tennessee, Mississippi, Alabama state lines. With a Riverbill sticker sighting on the #7 floating ballard in Pickwick Lock and Dam. We also made the turn and are in the Tenn-Tom Waterway! Report in again soon.

The Pictures of the Day ..... were sent to us by my daughter Ann

Hey Dad,

Rich and I spent the day on the river Friday (9-28-18). We ended up floating from Grafton down to "Our Lady of the Rivers."

Was the perfect day for it, beautiful weather, calm water, a few boats and tons of Butterflies. We seen at least 100 Monarch Butterflies flying across the river from Illinois to Missouri, was a Beautiful sight our whole float.

When we reached "Our Lady Of The Rivers" We saw a few people out cleaning up the graffiti.

Even my new River dog "Marina" enjoyed the float.

Love Annie

Went to a benefit for a friend of a friend at the Meramec Marina on the Meramec River just downstream from Gravois Road down here in our neck of the woods. Put up a RiverBills sticker on their front door! Here's a pic from Maureen of Mike and me after putting up the sticker along with some other pics of the Marina. This is the only marina / fuel stop on the Meramec.

One good thing about low water is we have lots of sand. My boat almost got beached by a barge on Tuesday. Should have put out a stern anchor.

The Davenport Riverfront Needs A Leader........

A leader is badly needed if there is any hope for the City of Davenport to capitalize on what everyone agrees is the crown jewel of the Quad Cities, the Mississippi River.

Other cities have utilized public-private partnerships to develop their riverfront spaces, however, Davenport seems to be in a constant state of planning.

As a result, there is plenty of parking lots, grassy areas and lots of potential.  This is a shame, considering the considerable development just a few blocks away........

Judge Dismisses Whistleblower's Suit Related To Handcuffed Man's Drowning........

On Wednesday, U.S. District Judge Willie Epps dismissed a lawsuit filed by a former Missouri State Highway Patrol sergeant who claimed he was discriminated against after speaking out about the drowning of a handcuffed man.

Judge Epps determined that Randy Henry overstepped his bounds in talking with reporters, posting information on social media and speaking to the relatives of Brandon Ellingson about an alleged cover-up of Ellingson's drowning death.

Henry claimed that he had been forced into early retirement from the MSHP after almost three decades of service because he was a whistleblower.  Henry's attorney, J.C. Pleban says that they will appeal the ruling........

Boating Safety

Some Fall Boating Safety Tips........

Fall has arrived, and this means that temperatures are starting to cool down.  The water temperatures are falling as well.  This means that a fall overboard into the water could get serious in a hurry, and a lifejacket may give you the extra time to survive.

Although many boaters have traditional floatation-filled life jackets, some have switched to more modern inflatable life jackets.  These life jackets require some attention each year.  They need to be inspected, and the BoatUS Foundation for Boating Safety and Clean Water has compiled a list of things to check.

○  Open the life jacket and inspect the inside portions of the unit, paying particular attention to the inflatable bladder.

○  Remove the CO2 cartridge and inspect it for signs of being discharged.

○  Test the life jacket's bladder for leaks.  Inflate the bladder using the manual inflation tube.

○  If all the life jacket's components check out O.K., repack the unit........

They both still have a long road ahead of them and face mounds of medical and personal expenses. They need our help to put a light at the end of their tunnel..

Officials Discuss Plans For A New Bridge........

During the recent meeting of the Chester Chamber of Commerce meeting, officials with the Missouri Department of Transportation discussed plans for a new bridge across the Mississippi River.

Buddy Desai, vice president of Missouri Transportation and Jason Williams, project manager with the Department of Transportation advised Chamber of Commerce meeting attendees that the preferred plan would construct the new bridge 50 to 75 feet upstream of the current span.

This plan would feature two 12 foot lanes and 8 to 12 foot shoulders at a cost of $191 million.  Missouri and Illinois would be responsible for 20 percent of the project's cost, and the federal government would cover the remaining 80 percent.......

Collaboration Leads To Open Cockpit Climate Control System........

A few years ago, Four Winns designer Christophe Lavigne was trying to come up with a way to extend the boating season, and the result is a climate control system for open cockpit boats called the Webasto Breeze.

Lavigne looked at several different concepts that were battery or generator powered units, however, none were really suitable for the marine environment.  He got an idea that would work when he turned on the air conditioning system in his car.

He contacted Webasto Thermo and Comfort, North America and asked them to develop an engine-driven climate control system.  David Woolard, the senior director of leisure markets for Webasto, said that they determined that they would need to team up with an engine manufacturer to avoid potential warranty issues.

Lavigne advised Woolard that Volvo Penta was interested in the project, and two years after the project's conception, the first Webesto Breeze was introduced aboard the Four Winns HD270 model........

Fall Colors Predictions......Missouri Department of Conservation foresters update "Fall Color" reports weekly from mid-September through early-November.

  Updated: 09/27/2018 - 12:47pm

St. Louis Region

 Not Started

There are some hints of fall color in the outlying areas of the St. Louis Region, but they are few and far between. A very few individual sycamore, cottonwood, white ash, and sumacs have a bit of color, but it’s still early for the trees and shrubs. Currently, the best color displays are in areas where native prairie, glades, or woodland wildflowers are prevalent. Native sunflowers, goldenrods, asters, and snakeroot are stealing the show, so take some time to visit a nearby prairie or glade. Even better, plant some native wildflowers around your house, or contact us to help you restore a prairie, glade, or woodland area on your property.

It's World Maritime Day

The United Nations (UN), via the International Maritime Organization (IMO), created World Maritime Day to celebrate the international maritime industry’s contribution towards the world’s economy, especially in shipping. The event’s date varies by year and country but it is always on the last week of September.

World Maritime Day focuses on the importance of shipping safety, maritime security and the marine environment and to emphasize a particular aspect of IMO's work. The day also features a special message from the IMO’s secretary-general, which is backed up by a discussion paper on the selected subject in more detail.

World Maritime Day is celebrated in many countries worldwide, including Australia, Canada, the United Kingdom, and the United States. Many maritime organizations and unions hold special events and activities to celebrate this day. These activities and events range from symposiums to luncheons, as well as school lessons that focus on the day. Some classes may organize a trip to a maritime museum so students can understand the significance of the maritime industry in shaping world history and its importance in world trade....

News Release From BoatUS

Putting your boat away for the winter soon? The Boat Owners Association of The United States (BoatUS) says recreational boat owners need to take special precautions with storage of E10 (10 percent ethanol) gas, and review their insurance policy to make sure the boat is properly covered. Ethanol fuel can cause problems over the winter, and boats stored inside heated storage facilities may need to consider “ice and freeze coverage” for unexpected power outages. Here are two tips for helping to ensure your boat comes out of hibernation next spring ready to go:

1. Prepare for ethanol: Unless you use ethanol-free fuels, your boat’s gas contains a mixture of up to 10 percent ethanol. Mandated by the Renewable Fuel Standard, this fuel could “phase separate” over long winter storage periods and harm boat engines and fuel systems. If you have a portable gas tank on your boat, try to use as much gas as possible before you put the boat away at the end of the season. Any remaining that’s left in the portable tank (unmixed) may be put in your vehicle. Your county's household hazardous waste-collection site may also accept small amounts of gas.

If your boat has a built-in gas tank that cannot be emptied, add a fuel stabilizer and fill the tank, leaving a just a little room for expansion. This will greatly reduce the amount of moisture-laden air that can enter through the tank’s vent during seasonal temperature changes and could condense inside tank walls, potentially leading to phase separation. 2. Consider ice and freeze boat insurance coverage: While the ability to store a boat inside a heated building over the long, cold winter is wonderful, consider what would happen if a snowstorm knocked out power and the source of heat died. Ice forming inside nonwinterized engine blocks can lead to big repair bills. This could also be an issue for do-it-yourselfers who fail to winterize properly.

For boaters who live in northern states, protecting yourself with ice and freeze coverage may be a smart option. It’s usually not very expensive – BoatUS Marine Insurance offers it for as little as $25 per engine – but understand that most insurers will not offer the coverage once temperatures get cold, usually by the end of October, so check with your provider now. The boat insurance experts at BoatUS Marine Insurance can be reached at (800) 283-2883.

Group Trying To Make Illinois River Dredging Sustainable........

A group of some 25 stakeholders believes that finding a buyer for topsoil could be the best hope for the sediment-rich Illinois River.

According to Reema Abi-Akar, dredging the Illinois River, particularly the Peoria Lakes region, is needed as soon as possible.  She notes that outside of the barge channel, there are areas that the river is only 18 inches deep.

The theory is that if central Illinois could drum up enough demand for Illinois River sediment, the pricy dredging operations could help fund itself........

The U.S. Army Corps of Engineers, St. Paul District recently awarded a $7.475 million contract to Dubuque Barge & Fleeting Services, Co. for the completion of a Corps Island Dredged Material Unloading project.

The Pictures of the Day ..... were sent to us by Capt'n Ramjet from Pool 26 of the Mississippi River, now traveling south to destinations unknown....

Hi Bill,

There’s a new Captain on the Tennessee River! Captain Powder! But on a sad note we let Star go to a new family today. She was turning out to be a good dog. At 10 weeks off the leash wouldn’t leave our side. But on a ship, sacrifice must be made and Star was is it! Powder was a member of Judy’s family and was not available until after we got star.

We departed Birdsong Creek Resort Monday. Repaired starboard starter. A slight delay. Both main engines and drives performing well.

All is well at the Junction of Interstate 40 and the Tennessee River.

Jury Awards $4.5 Million To Drowned Crewman's Family........

Recently, a St. Louis jury ordered a towboat operator to pay $4.5 million to the family of a crewman that drowned in 2015, after the towboat he was working on sank in the Mississippi River.

At around 6:30 pm in July 19, 2015, the Charlie Boy, a 61 foot harbor boat that moves barges locally, collided with a barge, causing it to capsize and sink in the river.  Two other crew members were able to escape.

St. Louis resident, 51 year old Oliver Johnson, drowned in what his family claimed was an "unseaworthy" vessel in their 2016 lawsuit.  The suit held the vessel's operator, Osage Marine Services Inc. responsible for Johnson's death, noting that the Charlie Boy was not equipped with water-tight doors, and the other crew members were not competent in operating the vessel........

Mo. Attorney General Defends Duck Boat Lawsuit........

Missouri Attorney General Josh Hawley is standing behind his lawsuit against the operators of the duck boat that sank in Table Rock Lake in July, claiming the lives of 17 people.

The suit, which was filed in August, alleges that Branson Duck Vehicles and Ripley Entertainment Inc. violated Missouri's consumer protection law and placed profits over safety.

Branson Duck Vehicles and Ripley Entertainment responded to the suit by calling for it's dismissal, claiming that it was irresponsible and contains factual inaccuracies and innuendo........

NASA Imagery Shows Hurricane-Polluted Rivers Emptying Into The Ocean........

A NASA satellite has been tasked with tracking flooding in the Carolinas on the heels of Hurricane Florence.  The images are revealing dark, polluted water flowing out of the rivers and into the Atlantic Ocean.

The National Weather Service in Raleigh, North Carolina stated that the state saw close to 8 trillion gallons of rain fall across the state, leading to major flooding.

One NASA image shows extremely dark water, which demonstrates that excessive colored dissolved organic matter (CDOMs) in the water is considered to be pollution, decreases water quality and can be harmful to wildlife........
