Mississippi River At St. Louis, Missouri

Failure To Acquire Federal Funding Leaves Merchants Bridge Future In Limbo........

 

The decision on whether to replace the 128 year old Merchants Bridge may come within the next week after officials failed to get a federal grant that would fund approximately a third of the $219 million project.

 

On June 12, the Terminal Railroad Association of St. Louis, the owner of the span, found that the project was not chosen for a U.S. Department of Transportation Infrastructure grant.

 

The railroad association is committed to footing close to two-thirds of the bill for replacing the span and now has to determine how to get the remainder of the funds. 

 

Bids were submitted earlier this year and there is a July 7th deadline for the railroad to decide to go forward with the winning bid........

Chicago River At Chicago, Illinois

Work On Chicago River 'Wild Mile' Project Continues........

 

Soon, the Chicago River will have a section with floating plants, wetlands, kayak piers and public walkways.  The Shedd Aquarium and the environmental nonprofit Urban Rivers will be creating native plant gardens along the Chicago River.

 

The "island", which will be opening in July, will feature 260 square feet of swamp rose mallow, Dudley's rush and marsh marigold.  Last year, Urban Rivers installed some 1,500 square feet.

 

The island will also have a waterfowl box, turtle logs and an underwater camera that provides a view of the fish.  Officials say that the project will improve the water quality of the canal, diversify and beautify the area........

MILE 283.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 4, 2018 from 9:00 p.m. until 10:00 p.m., the Louisiana, MO July 4th Fireworks Display will be held in the vicinity of Mile 283.0. This is a land based event. The COTP Upper Mississippi River has closed the river for this event.

MILE 203.5 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 3, 2018, from 9:30 p.m. until 10:00 p.m., the City of Alton Fireworks will be held between approximate Miles 203.5 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 1, 2018, from 8:30 p.m. until 10:30 p.m., the Lumiere Place fireworks display will be held between approximate Miles 180.5 and 180.0. The COTP Upper Mississippi River has established a Safety Zone closing the river to facilitate this event.

MILE 180.0 - MILE 179.5 - AIR SHOW/FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
Commencing July 3, 2018 and continuing until July 8, 2018, the Fair St. Louis will be held between approximate Miles 180.0 and 179.5. The fair will include air shows and barge based fireworks displays. The planned schedule of events/river closures are:
July 3, 2018, from noon until 2:00 p.m., air show/river closure,
July 4, 2018, from noon until 2:30 p.m. and 6:00 p.m. until 8:30 p.m., air show/river closure,
July 4, 6 and 7, 2018, from 8:30 p.m. until 10:30 p.m., each day, fireworks display/river closure.

 

Illinois River

MILE 162.5 - MILE 162.1 - FIREWORKS DISPLAY/SAFETY ZONE/WATERWAY CLOSURE
On July 4, 2017, from 9:00 p.m. until 10:00 p.m., the Peoria Red, White and Boom fireworks display will be held between Miles 162.5 and 162.1. This is a barge based display. The COTP Upper Mississippi River has closed the waterway for this event.

MILE 1.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 30, 2018, from 9:00 p.m. until 9:30 p.m., the Grafton Chamber 4th of July Fireworks display will be held in the vicinity of Mile 1.0. This is a land based display. The COTP Upper Mississippi River has established a Safety Zone closing the river to facilitate this event.


Missouri River

MILE 28.8 - MILE 28.2 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 4, 2018, from 8:00 p.m. until 10:30 p.m., the Saint Charles Riverfest fireworks display will be held between approximate Miles 28.8 and 28.2. The COTP Upper Mississippi River has established a Safety Zone for this event.


MILE 98.0 - MILE 97.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 4, 2018, from 9:00 p.m. until 10:00 p.m., the Hermann 4th of July Fireworks Display will be held between approximate Miles 98.0 and 97.0. This is a land based display. The COTP Upper Mississippi River has closed the river for this event.

Mississippi River At Alton, Illinois

Alton Releases Parking, Traffic For Fireworks On The Mississippi........

 

The City of Alton is hosting their annual Fireworks Spectacular event at the Riverfront Amphitheater Park on Tuesday, July 3rd.

 

The Clark Bridge will be open for the duration of the event, but the Lincoln-Shields parking area on the Missouri side of the Mississippi River will be closed from 3 pm until the morning of Wednesday, July 4.

 

The list of guidelines for the event include:

○  Fireworks will start at 9:30 pm and will last about a half hour

○  Henry Street, south of Landmarks Blvd will be closed to traffic from 9 pm through the fireworks show

○  Ridge Street, south of Landmarks Blvd will be closed to traffic from 9 pm until about 10 pm.

○  No alcohol will be allowed outside the park

○  No drones are permitted

○  No parking on the grass in Riverfront Park

○  After the parking lots are full, vehicular access to the park will be closed.

○  No parking on the levee.  Spectators can watch the show from the grassy area on the levee, outside of the Safety Zone.

Thank you for all of your thoughts and prayers. We are currently working hard to get everything up and running for you this weekend. We will be open as scheduled and Mondin will be playing on Sunday. Mississippi River Journeys

Group Riding Wave Runners To The Gulf........

 

Next month, a man and his kids will begin a 1,550 mile trip down the Mississippi River on WaveRunners.  This journey will be raising money for disabled veterans.

 

Rich Bassford, his son Bailey and daughter Riley will be leaving Minneapolis on July 1.  They will be accompanied on this trip by personal watercraft enthusiasts Joe Kaminski and Joey Freeman.

 

The group will be leaving from Lock and Dam No.1 in Minneapolis, and will travel down the Mississippi River to Cairo, Illinois.  They intend to head up the Ohio River to Paducah, Kentucky, where they will pick up the Tennessee River via Kentucky Lake.  They will then take the Black Warrior and Alabama Rivers to Mobile Bay........

Paddling News From The Gulf Of Mexico

Woman Takes Paddleboard Trip From Cuba To The Florida Keys........

 

On Wednesday, a Florida woman completed a standup paddleboard journey from Cuba to the Florida Keys.  Victoria Burgess paddled more than 100 miles across the Florida Straits in just under 28 hours.

 

Burgess is believed to be the first woman to cross the Florida Straits from Cuba to the Keys on a standup paddleboard.  The 34 year old stated that she wanted to set a record and serve as an inspiration for others to achieve their goals.

 

Burgess served as a firefighter and paramedic and is now a Pompano Beach fire inspector.  She is hopful that the Guinness World Records will sanction her feat........

Lake Of The Ozarks

Electricity Can Now Be Detected In The Water........

 

A group of swimmers at the Lake of the Ozarks recently felt a buzz in the water.  They were able to swim away form the dock and alerted their fire inspector, who found a live bare wire dangling in the water from a neighbor's dock.

 

During the Independence Day holiday in 2012, 2 kids were electrocuted while swimming near a private dock at the Lake of the Ozarks.  The source of the electricity was 120 volt AC leakage from the nearby dock.

 

Electricity cannot be seen or heard, so Dave Hotz partnered up with John Figura to develop the Dock Lifeguard, which is a device that detects electricity on a dock and in the water within about 40 feet of the dock........

MILE 283.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 4, 2018 from 9:00 p.m. until 10:00 p.m., the Louisiana, MO July 4th Fireworks Display will be held in the vicinity of Mile 283.0. This is a land based event. The COTP Upper Mississippi River has closed the river for this event.

MILE 203.5 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 3, 2018, from 9:30 p.m. until 10:00 p.m., the City of Alton Fireworks will be held between approximate Miles 203.5 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 1, 2018, from 8:30 p.m. until 10:30 p.m., the Lumiere Place fireworks display will be held between approximate Miles 180.5 and 180.0. The COTP Upper Mississippi River has established a Safety Zone closing the river to facilitate this event.

MILE 180.0 - MILE 179.5 - AIR SHOW/FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
Commencing July 3, 2018 and continuing until July 8, 2018, the Fair St. Louis will be held between approximate Miles 180.0 and 179.5. The fair will include air shows and barge based fireworks displays. The planned schedule of events/river closures are:
July 3, 2018, from noon until 2:00 p.m., air show/river closure,
July 4, 2018, from noon until 2:30 p.m. and 6:00 p.m. until 8:30 p.m., air show/river closure,
July 4, 6 and 7, 2018, from 8:30 p.m. until 10:30 p.m., each day, fireworks display/river closure.

 

Illinois River

MILE 162.5 - MILE 162.1 - FIREWORKS DISPLAY/SAFETY ZONE/WATERWAY CLOSURE
On July 4, 2017, from 9:00 p.m. until 10:00 p.m., the Peoria Red, White and Boom fireworks display will be held between Miles 162.5 and 162.1. This is a barge based display. The COTP Upper Mississippi River has closed the waterway for this event.

MILE 1.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 30, 2018, from 9:00 p.m. until 9:30 p.m., the Grafton Chamber 4th of July Fireworks display will be held in the vicinity of Mile 1.0. This is a land based display. The COTP Upper Mississippi River has established a Safety Zone closing the river to facilitate this event.


Missouri River

MILE 28.8 - MILE 28.2 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 4, 2018, from 8:00 p.m. until 10:30 p.m., the Saint Charles Riverfest fireworks display will be held between approximate Miles 28.8 and 28.2. The COTP Upper Mississippi River has established a Safety Zone for this event.

Rivers Pointe Fire Protection District 9900 advising there are multiple boat docks destroyed, multiple poles and wires down. He is receiving multiple reports of trees down and building damage. Unknown if this is from a possible tornado or funnel cloud spotted in the area. No reports of injuries at this time.

EMPHASIS: Missouri State Highway Patrol Joins Operation Dry Water

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, announces the Patrol's participation in Operation Dry Water. Operation Dry Water is in its 10th year and Missouri has participated since the program’s inception. This national campaign includes marine law enforcement officers from all 50 states and six U.S. territories. Officers will coordinate special patrols to keep our waterways safe from boaters operating under the influence of alcohol or drugs. This year, June 29-July 1, 2018 has been designated as Operation Dry Water weekend.

“As a partner in this national campaign, troopers will focus their efforts on detecting and apprehending impaired boat operators,” said Col. Karsten. “Consuming alcohol and then operating a vessel puts lives at risk. The Missouri State Highway Patrol joins its Operation Dry Water partners in stressing the importance of being sober when in and around water. Please don’t operate a vessel if you’ve consumed alcohol.”

Last year, 628 local, state, and federal agencies participated in a weekend long event of heightened BWI enforcement known as Operation Dry Water. Officers removed 518 intoxicated boat operators from the water. In addition, law enforcement officers made contact with 243,853 boaters concerning BWI or boating safety enforcement and awareness.

In 2017, troopers arrested a total of 15 people statewide for boating while intoxicated, contacted 856 vessels and 2,745 boaters, and issued 146 boating violation summonses and 1,238 warnings on Missouri waterways. Marine operations troopers also issued 86 summonses for non-boating violations during the 2017 Operation Dry Water weekend. Special enforcement operations will continue throughout the summer months. Boaters are reminded that designating a sober operator is always the safest bet if alcohol is going to be included in their boating experience.

Operation Dry Water weekend takes place near July Fourth, a holiday known for an increase in alcohol related boating crashes. Boating under the influence continues to be a leading factor in crashes and deaths on our nation's waterways according to recently released U.S. Coast Guard Recreational Boating Statistics. Missouri boat operators are reminded that a blood alcohol content of .08% or greater will lead to an arrest for boating while intoxicated. Intoxicated boat operators endanger themselves, their passengers, and other boaters utilizing our many waterways.

Boating under the influence applies to drugs as well as alcohol. Even some prescription medications can make operating a recreational vessel unsafe. Alcohol use can impair a boater's judgment, balance, vision and reaction time. Alcohol use is dangerous for passengers too. Intoxicated passengers can easily slip, fall overboard or suffer other life-threatening accidents.

“Troopers will be on the water enforcing Missouri’s laws and protecting those enjoying our lakes and rivers,” said Colonel Karsten. “Missouri is blessed with a variety of water-related recreation opportunities. Floating, swimming, and boating activities should be fun, safe experiences. Please choose to be a sober boater and to always wear a life jacket when you’re on or near the water.”

Judge:  MSHP Should Not Have Fired Trooper In Drowning Death........

 

On Wednesday, a judge ruled that the head of the Missouri State Highway Patrol went too far by firing a trooper after he was convicted of a misdemeanor in the drowning death of a handcuffed man.

 

According to Cole County Judge Patricia Joyce, the MSHP's superintendent can't go past the disciplinary review board's recommendation that former trooper Anthony Piercy should be reinstated as a trooper and relocated.  Joyce sent the case back to the MSHP for reconsideration.

 

Piercy was transporting 20 year old Brandon Ellingson to shore for a breath test when the handcuffed man fell into the Lake of the Ozarks wearing an improperly secured life vest and drowned........

June 28, 1969:  Becky Thatcher Broke Free, Santa Maria Sank.......

 

Toward the end of March in 1969, a replica of Christopher Columbus' sailing ship, the Santa Maria arrived on the St. Louis riverfront.  It was intended to be a symbol of the brief period of time that the city was a Spanish colony.

 

On June 28, a severe thunderstorm blew through St. Louis.  It dumped two inches of rain on the city and sprouted tornados with 70 MPH winds. 

 

This storm broke the moorings of the Santa Maria and the Becky Thatcher restaurant boat.  the vessels were carried two miles downstream, crashed against a dock on the Illinois side of the river.  The Santa Maria sank........

Boater's Guide To A Safe July 4th Holiday........

 

The July 4th Independence Day celebration is one of the busiest boating holidays of the year.  With the increased boat traffic on the Lake of the Ozarks, as well as on Missouri's other waterways, the Missouri State Highway Patrol is urging boaters to remain extra careful on the water.

 

Missouri State Highway Patrol Superintendent Sandra K. Karsten reports that during the 2017 Fourth of July Weekend, there were thee boating injuries and one boating fatality reported.  One person drowned, and troopers made 23 boating while intoxicated arrests over that weekend.

 

MSHP Troopers will be out on Missouri's waterways, enforcing the state's boating laws, and offering assistance when necessary.  The MSHP is also asking boaters to do their part by remaining alert to other boats and swimmers, as well as being courteous on the water........

6-27-18 CHANNEL CATFISH GOOD: Cast Skip jack, gold fish, and stink bait along the edges and up flooded creeks and drainage ditches. Also check out quiet areas at the mouths of streams from the bank or from a boat. Several nice sized fish being taken.
6-27-18 BLUEGILL GOOD: Wax worms, crickets, and red wigglers are producing in area ponds and lakes near weed patches. Aim for the holes and along the weed lines.
6-27-18 CRAPPIE BARELY FAIR: Look for fish in deeper levels near brush with a minnow.

MILE 203.0 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 22, 2018, from 9:30 p.m. until 10:00 p.m., the City of Alton Main Street Fireworks Festival will be held between approximate Miles 203.0 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

 

MILE 283.2 - BRIDGE CONSTRUCTION
Louisiana Highway Bridge; Horizontal clearance in the navigation channel may be reduced to 325 feet, due to ongoing construction. Work boats may be traversing the navigation channel at various times while work is being conducted. For additional information, mariners may contact the M/V
BILL STAHL or M/V BILOXI II via VHF-FM Channel 13 or 16, or call (573) 238-5724..

 

MILE 219.0 - MILE 218.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 30, 2018, from 9:00 p.m. until 9:30 p.m., the Grafton Chamber 4th of July Fireworks will be held between approximate Miles 219.0 and 218.0. The COTP Upper Mississippi River has established a Safety Zone closing the river for this event.

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 1, 2018, from 8:30 p.m. until 10:30 p.m., the Lumiere Place fireworks display will be held between approximate Miles 180.5 and 180.0. The COTP Upper Mississippi River has established a Safety Zone closing the river to facilitate this event.

MILE 163.2 - SHORESIDE CONCERT
On June 14-17, 2018, from 5:00 p.m. until 11:30 p.m., each day, the Tailgate N’ Tallboys, an outdoor concert will be held in the vicinity of Mile 163.2, Peoria, Illinois, Riverfront. The event will include an 8-foot by 10-foot screen, viewable from the riverfront. This event may attract spectator vessels and may have a light impact on vessels transiting the area, during the event periods.

MILE 67.61 - BRIDGE REPLACEMENT
Washington Bridge Replacement; Horizontal clearance in the navigation span is reduced to 350 feet due to ongoing construction work. Mariners may contact M/V PIASA via VHF-FM Channel 13 or 16, for more information.

Kaskaskia River Near Modoc, Illinois

Maintenance Project Means Reduced Hours, Lock Closures........

 

There will be critical maintenance work at the Jerry F. Costello Lock and Dam involving the dewatering of the lock chamber, which will result in reduced hours of operation and lock closures.

 

Work will include mechanical dredging, PLC upgrades to the lock control system, and divers will be inspecting the lock bulkhead slots.  The dewatering of the lock in August will be the first in the project's history.

 

The lock closure schedule will be:

June 25-29: Closed 6 a.m.-6 p.m. to all traffic, the lock will be available 6 p.m.-6 a.m.
July 2-4: Closed 6 a.m.-6 p.m. to all traffic, the lock will be available 6 p.m.-6 a.m.
July 9-20: Closed 24 hours to all traffic.
July 26-29: Closed 6 a.m.-6 p.m. to all traffic, the lock will be available 6 p.m.-6 a.m.
July 30-Aug. 19: Closed 24 hours to all traffic.

Missouri River At Washington, Missouri

Man Fleeing Police Runs Into The River........

 

Officials report that on Wednesday, a man jumped into the Missouri River near Washington, Missouri while running from the police.

 

Police report that the chase began in Montgomery County, and during the pursuit, the driver was recklessly driving, nearly striking a construction worker.

 

After the suspect crossed the Highway 47 Bridge into Washington, officers spiked his tires.  He exited the car near the Washington riverfront, and ran into the river.  Police are still looking for the suspect........

June 27, 1993:  The Great Flood Arrived In The STL........

 

Back on June 27, 1993, the Mississippi River rose above flood stage in St. Louis, denoting the arrival of the Great Flood of 1993.  The river stayed above flood stage for 147 days.

 

The Mississippi River crested on August 1, 1993, 19.6 feet above flood stage in St. Louis.  The river made it halfway up the grand riverfront staircase at the Gateway Arch.

 

The St. Louis Post Dispatch recently combed through their archives, looking for the photos that best illustrate the sheer power of the Flood of 1993, as well as the resilience of the flood fighters........

Have You Had a Boat Insurance Checkup?


JALEXANDRIA, Va., June 27, 2018 – For the majority of recreational boaters, a boat insurance claim won’t be in their future this summer – but you can never predict when something will happen. Is your boat insurance policy up to snuff? With the boating season just begun, Boat Owners Association of The United States (BoatUS) suggests boaters do a quick “checkup” on their boat’s insurance policy to ensure they have three important coverages.
1. Consequential damage coverage: Big, bad things like sinkings, often happen to boats as a result of some small part below the waterline failing. Think cracked rubber outdrive bellows or broken thru-hulls. Check your policy now to ensure it includes consequential damage coverage that pays for losses that often begin with a failed part that may be excluded under the policy. This means the leaky rubber outdrive bellows or broken thru-hull itself may not be covered, but with consequential damage coverage, the rest of the repairs or total loss – your sunken boat – will be (up to the limits you have selected). One caveat: This consequential damage coverage often applies only to major or total losses. It’s typical, for example, to cover the immediate consequential damage resulting from any sinking, fire, explosion, demasting, collision or stranding.


2. Salvage coverage: A windstorm collapses your marina’s shed roof onto your boat. You run hard aground and damage the running gear. You are now in a salvage situation: The boat is not a total loss and needs to be recovered and brought to a repair facility. Most boaters assume the cost of removing the boat to a safe location is covered by their insurance policy, but some policies will first subtract salvage costs from the insured value of the boat, reducing the funds available to repair the boat, or the amount paid to the boater in the event of a total loss. Or worse yet, some policies pay only a small percentage of that insured value – perhaps just 5 to 10 percent – to pay for salvage costs, again forcing you to pay more out of pocket. Make sure your policy has salvage coverage that is separate but equal to the limit of your boat’s hull-value coverage. While hauling out in preparation for a storm costs the boater some money, it’s potentially far less than if the boat sustained damage or became a total loss. Rock River Near Milan, Illinois

Steel Dam Warnings Not Placed Due To High Water........

 

On June 18, a young girl drowned after she was swept into the Rock River near Milan, Illinois.  There are several safety features used at the Steel Dam where the accident occurred, however, not all were in place at that time.

 

Illinois Conservation Police Captain Laura Petreikis reports that 5 year old Maci Jade Chavez, her mother, brother and a friend were in a canoe that was pulled into the Milan Dam.  All were wearing life jackets and the others were rescued.  The girl's body was recovered from the Mississippi River.

 

The Steel Dam has several warnings and safety devices placed seasonally.  The signage marked "Dam Keep Back", "Danger Dam" as well as buoys marked "Danger Dam" were in place, but an 850 foot boat restraining barrier was not present at the time of the accident.  High water had prevented crews from placing the barrier........

MILE 203.0 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 22, 2018, from 9:30 p.m. until 10:00 p.m., the City of Alton Main Street Fireworks Festival will be held between approximate Miles 203.0 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

 

MILE 283.2 - BRIDGE CONSTRUCTION
Louisiana Highway Bridge; Horizontal clearance in the navigation channel may be reduced to 325 feet, due to ongoing construction. Work boats may be traversing the navigation channel at various times while work is being conducted. For additional information, mariners may contact the M/V
BILL STAHL or M/V BILOXI II via VHF-FM Channel 13 or 16, or call (573) 238-5724..

 

MILE 219.0 - MILE 218.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 30, 2018, from 9:00 p.m. until 9:30 p.m., the Grafton Chamber 4th of July Fireworks will be held between approximate Miles 219.0 and 218.0. The COTP Upper Mississippi River has established a Safety Zone closing the river for this event.

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 1, 2018, from 8:30 p.m. until 10:30 p.m., the Lumiere Place fireworks display will be held between approximate Miles 180.5 and 180.0. The COTP Upper Mississippi River has established a Safety Zone closing the river to facilitate this event.

MILE 163.2 - SHORESIDE CONCERT
On June 14-17, 2018, from 5:00 p.m. until 11:30 p.m., each day, the Tailgate N’ Tallboys, an outdoor concert will be held in the vicinity of Mile 163.2, Peoria, Illinois, Riverfront. The event will include an 8-foot by 10-foot screen, viewable from the riverfront. This event may attract spectator vessels and may have a light impact on vessels transiting the area, during the event periods.

MILE 67.61 - BRIDGE REPLACEMENT
Washington Bridge Replacement; Horizontal clearance in the navigation span is reduced to 350 feet due to ongoing construction work. Mariners may contact M/V PIASA via VHF-FM Channel 13 or 16, for more information.

Mississippi River At West Alton, Missouri

The "Moon Tower" May Begin Closing Overnight Due To Vandals........

 

The U.S. Army Corps of Engineers' Rivers Project Office is considering closing the Lincoln-Shields Recreation Area during the overnight hours due to an excessive amount of vandalism to the area.

 

Currently, the Lincoln-Shields Recreation Area is open to the public around the clock, as it is a popular place for anglers to night fish.

 

On Monday, Park Ranger Chris Garcia said that the area, especially the overlook portion of the old lock and dam known as the "Moon Tower" has been targeted by vandals despite the area being cleaned up less than a month ago........

River Level  
21.9   In northern St. Charles County, Missouri Route B from Lehmond Island Road to Kampville Drive, Wilson Road at Washeon Road, and Grafton Ferry Road and Sherwood Harbor Road north of Smartt Field are closed. West of Portage des Sioux, Sioux Drive is also closed at this height.
21.5 In Portage des Sioux, MO, Le Sieur Street leading to the Marina and to Our Lady of the River Statue is flooded.
21 Water begins flooding the floor at the Palisades Marina in Portage Des Sioux. Access to homes along North Shore Drive in eastern St. Charles County becomes cut off near this height.
18 Flood Stage. Right bank begins to overflow... flooding farmland.
16.2  For navigational purposes through Alton Lock and Dam control, the Corps will not allow the river to exceed this level, if at all possible. Above this level, water inundates land not owned by the USACE.
14.2  For safe navigation of barge traffic, the Corps will try to keep the river above this level.

The Mississippi River Crest Forecast Has Increased........

 

The National Weather Service, Davenport has announced that rainfall north of the Quad Cities region has caused the forecasted crest of the Mississippi River at Lock and Dam No.15 in Rock Island to be increased to 17 feet on Sunday.

 

This prediction may change over the next few days as the rain that fell across the region on Tuesday works it's way  into the river system.  Since the storms were scattered, it is difficult to determine how much rain actually fell.

 

Meteorologist Andy Ervin with the National Weather Service, Davenport says that it is likely that the Mississippi River at Lock and Dam No.15 will rise above 16 feet, and remain between 16 and 17 feet.  Flood stage at Rock Island is 15 feet........

While Fireworks on the Mississippi will be held on the riverfront at the Alton Liberty Bank Amphitheater, Mac's Downtown will host Joey Molland's Badfinger before the fireworks and Molly Hatchet will perform after.

Brunswick:  Discontinuing Sea Ray Yachts Tough Decision........

 

Even as Brunswick is moving to shutter the Sea Ray brand's yacht and sport yacht division, the company is setting itself up to better address changing market preferences and evolving demographics by focusing on outboard powered boats under 40 feet.

 

Brunswick chairman and CEO Mark Schwabero says that the company will be closing their Palm Coast facility "as soon as practical" during 2018.  Part of Sykes Creek will remain in operation for the time being to focus on customer service, warranty obligations as well as other operational requirements.

 

On Monday, Brunswick had announced that they would be discontinuing the yacht and sport yacht models and focusing on revitalizing the 24 to 40 foot category.  This announcement comes after Brunswick put Sea Ray up for sale in December........

Hello Bill,

While rounding out of Bolter Chute last night for a leisurely cruise and float, the crew of Cutty's Ark spotted a solitary canoe in the main channel. We shut the boat down and hailed the two young men in the canoe. Alex and Cliff, are canoeing from the Mississippi headwaters to NOLA as an adventure and a fundraising effort. They are raising money for the Friends of the Fishermen Fund. It's goal is to help gulf coast fishermen who have been impacted by the massive oil spill there last summer. I have attached some pictures taken last night. Note that they have rigged outriggers on their canoe for stability. The canoe was purchased from Craigslist back home in Michigan. They are Michigan State alums and have the logo painted on their boat. Yesterday was the 34th day of their adventure. They are camping along the way, and have met many interesting people.

We fed them, slaked their thirst, and saw them pull into Grafton Marina last night.

The first pic is of them as they were leaving us last night. The next two pics are of Cliff and Alex a little closer up (along with part of our crew). The final pic is of the young men on the front of Cutty's Ark. Cliff is taking a picture of the beautiful Mississippi sunset. River cat "Tito" is surveying the scene.

MILE 203.0 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 22, 2018, from 9:30 p.m. until 10:00 p.m., the City of Alton Main Street Fireworks Festival will be held between approximate Miles 203.0 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

 

MILE 283.2 - BRIDGE CONSTRUCTION
Louisiana Highway Bridge; Horizontal clearance in the navigation channel may be reduced to 325 feet, due to ongoing construction. Work boats may be traversing the navigation channel at various times while work is being conducted. For additional information, mariners may contact the M/V

MILE 219.0 - MILE 218.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 30, 2018, from 9:00 p.m. until 9:30 p.m., the Grafton Chamber 4th of July Fireworks will be held between approximate Miles 219.0 and 218.0. The COTP Upper Mississippi River has established a Safety Zone closing the river for this event.

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 1, 2018, from 8:30 p.m. until 10:30 p.m., the Lumiere Place fireworks display will be held between approximate Miles 180.5 and 180.0. The COTP Upper Mississippi River has established a Safety Zone closing the river to facilitate this event.

MILE 163.2 - SHORESIDE CONCERT
On June 14-17, 2018, from 5:00 p.m. until 11:30 p.m., each day, the Tailgate N’ Tallboys, an outdoor concert will be held in the vicinity of Mile 163.2, Peoria, Illinois, Riverfront. The event will include an 8-foot by 10-foot screen, viewable from the riverfront. This event may attract spectator vessels and may have a light impact on vessels transiting the area, during the event periods.

MILE 67.61 - BRIDGE REPLACEMENT
Washington Bridge Replacement; Horizontal clearance in the navigation span is reduced to 350 feet due to ongoing construction work. Mariners may contact M/V PIASA via VHF-FM Channel 13 or 16, for more information.

Flooding News

Minor Flooding Expected On The Heels Of Summer Storms........

 

The rivers are rising thanks to summer storms.  This is causing some minor flooding along portions of the Mississippi and Missouri Rivers.

 

The National Weather Service is forecasting that the Missouri River will rise above technical flood stage by the middle of the week at St. Joseph, Missouri and Atchison, Kansas.

 

The forecast for the Mississippi River has it rising a foot or two above technical flood stage from the Missouri-Iowa border, downstream to the St. Louis region........

The Mississippi River at Winfield and Grafton is flooding and

are at the "Action Stage" and forecasted to hit the "Minor Stage" later this week.

Alton is forecasted to remain below any Flood Stage

28.5  Much of County Highways B and C in eastern St. Charles County are flooded.
27.5 At this stage, Lock and Dam 25 will stockpile 200 tons of sand, 12,000 sandbags, and 10,000 square feet of polyethylene plastic as a precaution.
26 Flood Stage. Highway B in eastern St. Charles County floods near the Dardenne Creek bridge.
24 Water begins covering Highway C about a half mile south of Highway B in St. Charles County.
23  A few local islands begin to flood.
21.6  Near this stage, the Corps will raise all gates out of the river, creating "open river" conditions. This corresponds to an approximate discharge of 145,000 cfs.

EMPHASIS: Missouri State Highway Patrol Joins Operation Dry Water

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, announces the Patrol's participation in Operation Dry Water. Operation Dry Water is in its 10th year and Missouri has participated since the program’s inception. This national campaign includes marine law enforcement officers from all 50 states and six U.S. territories. Officers will coordinate special patrols to keep our waterways safe from boaters operating under the influence of alcohol or drugs. This year, June 29-July 1, 2018 has been designated as Operation Dry Water weekend.

“As a partner in this national campaign, troopers will focus their efforts on detecting and apprehending impaired boat operators,” said Col. Karsten. “Consuming alcohol and then operating a vessel puts lives at risk. The Missouri State Highway Patrol joins its Operation Dry Water partners in stressing the importance of being sober when in and around water. Please don’t operate a vessel if you’ve consumed alcohol.”

Last year, 628 local, state, and federal agencies participated in a weekend long event of heightened BWI enforcement known as Operation Dry Water. Officers removed 518 intoxicated boat operators from the water. In addition, law enforcement officers made contact with 243,853 boaters concerning BWI or boating safety enforcement and awareness.

In 2017, troopers arrested a total of 15 people statewide for boating while intoxicated, contacted 856 vessels and 2,745 boaters, and issued 146 boating violation summonses and 1,238 warnings on Missouri waterways. Marine operations troopers also issued 86 summonses for non-boating violations during the 2017 Operation Dry Water weekend. Special enforcement operations will continue throughout the summer months. Boaters are reminded that designating a sober operator is always the safest bet if alcohol is going to be included in their boating experience.

Operation Dry Water weekend takes place near July Fourth, a holiday known for an increase in alcohol related boating crashes. Boating under the influence continues to be a leading factor in crashes and deaths on our nation's waterways according to recently released U.S. Coast Guard Recreational Boating Statistics. Missouri boat operators are reminded that a blood alcohol content of .08% or greater will lead to an arrest for boating while intoxicated. Intoxicated boat operators endanger themselves, their passengers, and other boaters utilizing our many waterways.

Boating under the influence applies to drugs as well as alcohol. Even some prescription medications can make operating a recreational vessel unsafe. Alcohol use can impair a boater's judgment, balance, vision and reaction time. Alcohol use is dangerous for passengers too. Intoxicated passengers can easily slip, fall overboard or suffer other life-threatening accidents.

“Troopers will be on the water enforcing Missouri’s laws and protecting those enjoying our lakes and rivers,” said Colonel Karsten. “Missouri is blessed with a variety of water-related recreation opportunities. Floating, swimming, and boating activities should be fun, safe experiences. Please choose to be a sober boater and to always wear a life jacket when you’re on or near the water.”

BoatUS: Don't Let Distracted Boating Get You This July 4 Holiday


ALEXANDRIA, Va., June 25, 2018 – Just like Americans’ hectic Thanksgiving Day holiday travel habits, July 4 is recreational boating’s biggest holiday of the year. The nonprofit BoatUS Foundation for Boating Safety and Clean Water predicts crowded launch ramp and marina facilities with significant recreational boat traffic congestion on lakes, rivers and coastal waters. Operator inattention, improper lookout, operator inexperience, machinery failure, and alcohol use rank as the top five primary contributing factors in accidents according to the U.S. Coast Guard, and each could come into play on boating’s biggest time of the year. Here are five July 4 safety tips from the BoatUS Foundation:
1. Stop the distractions: Being distracted — even for an instant — can make a good day go bad. Before you head out on the water, learn how to use your GPS at the dock, rather than with your head down, trying to figure out how to toggle between screens while underway. Can you move your hand between the throttle and wheel without looking? Do you know the locations of the trim switch, running lights or bilge switch by feel? If not, spend some time memorizing the locations of your boat controls. When running, try to zone out of unnecessary conversations that are going on around you, with the exception of valuable input from a helpful lookout. Texting and boating is a dangerous activity, just as it is in a car.
2. Hold off on the alcohol until you’re safely ashore or tied up for the night: Added to the effects of sun, wind and waves, alcohol lowers situational awareness. Bring lots of water and other nonalcoholic beverages.
3. The best life jacket is the one you will wear: Spending the extra money on a comfortable life jacket means your chances of wearing it greatly increase. Check out the newer, small lightweight inflatable-style life jackets that are nothing like the uncomfortable life jackets of old. And it’s also always wise to have everyone aboard in life jackets when going to fireworks shows – accidents can happen very quickly, especially after the shows end and the mad dash for home begins. If you need a right-sized kids life jacket, you can borrow one for free from one of 550 locations by going to BoatUS.org/Life-Jacket-Loaner.
4. Some help just for paddlers: Paddlers should understand all of the nautical rules of the road, practice defensive paddling and assume no one can see you. At night, show a white light (glow sticks hung around the paddler’s neck do not qualify). Avoid crowded anchorages and congested ramp areas.
5. About that broken down boat: The nationwide TowBoatUS on-water towing fleet traditionally reports hundreds of requests from boaters needing assistance with battery jumps and anchor-line disentanglements over the July 4 holiday. To avoid having to contact BoatUS 24-hour dispatch (BoatUS.com/App) monitor your boat’s battery drain during the long day on the water, go slow while hauling your anchor line, watch for wakes, and be super vigilant so you don’t run over someone else’s anchor line after the fireworks show ends.

Flooding Is A Way Of Life Along The River

Our lady of the Rivers Shrine........

 

While a good portion of Alton is safe from the Mississippi River, the same cannot be said for Machens, Missouri, which is just across the river in St. Charles County.

 

That region frequently floods during the spring, and at one point, Reverend Francis Schlattmann of Portage Des Sioux prayed to Mary, the Mother of God to save the tiny community from the Mississippi River.

 

In return for the favor, Reverend Schlattmann constructed the Lady of the Rivers shrine that stands as a beacon for river travelers and boaters........

Brunswick Keeping Sea Ray Brand....  Will Reinvent It....

 

On Monday, Brunswick Corporation announced that they have stopped the sale process for it's Sea Ray business, including the Meridian brand.

 

Brunswick says that they will be retaining Sea Ray and revitalizing the brand to capitalize on growth opportunities in it's sport boat and cruiser product categories.

 

Brunswick also announced that they would be discontinuing the Sea Ray sport yacht and yacht models.  They will be winding down yacht production during the third quarter of 2018........

The lockmaster opened one gate as everyone was lining up on the lower side of the lock

 

 

One boat would tie up to the floating buoy in the lock wall and then other boaters would raft up to him

 

We motored to an open spot on the very upper end of the lock for easy exit....

The Pictures of the Day .... were taken last weekend (Sat..06-16-18) while on the Kaskaskia River run. Were were locking thru the dam on the Kaskaskia River and heading back up the river to New Athens, IL after partying with everyone on the sandbar on the Mississippi River.

MILE 203.0 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 22, 2018, from 9:30 p.m. until 10:00 p.m., the City of Alton Main Street Fireworks Festival will be held between approximate Miles 203.0 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

 

MILE 283.2 - BRIDGE CONSTRUCTION
Louisiana Highway Bridge; Horizontal clearance in the navigation channel may be reduced to 325 feet, due to ongoing construction. Work boats may be traversing the navigation channel at various times while work is being conducted. For additional information, mariners may contact the M/V
BILL STAHL or M/V BILOXI II via VHF-FM Channel 13 or 16, or call (573) 238-5724..

 

MILE 219.0 - MILE 218.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 30, 2018, from 9:00 p.m. until 9:30 p.m., the Grafton Chamber 4th of July Fireworks will be held between approximate Miles 219.0 and 218.0. The COTP Upper Mississippi River has established a Safety Zone closing the river for this event.

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 1, 2018, from 8:30 p.m. until 10:30 p.m., the Lumiere Place fireworks display will be held between approximate Miles 180.5 and 180.0. The COTP Upper Mississippi River has established a Safety Zone closing the river to facilitate this event.

MILE 163.2 - SHORESIDE CONCERT
On June 14-17, 2018, from 5:00 p.m. until 11:30 p.m., each day, the Tailgate N’ Tallboys, an outdoor concert will be held in the vicinity of Mile 163.2, Peoria, Illinois, Riverfront. The event will include an 8-foot by 10-foot screen, viewable from the riverfront. This event may attract spectator vessels and may have a light impact on vessels transiting the area, during the event periods.

MILE 67.61 - BRIDGE REPLACEMENT
Washington Bridge Replacement; Horizontal clearance in the navigation span is reduced to 350 feet due to ongoing construction work. Mariners may contact M/V PIASA via VHF-FM Channel 13 or 16, for more information.

Mississippi River At New Orleans, Louisiana

Coast Guard Responding To A Sinking Barge........

 

On Sunday, the U.S. Coast Guard responded to a sinking barge near the the Huey P. Long Bridge in New Orleans, Louisiana.

 

Coast Guard Sector New Orleans Watchstanders received reports that a barge moored at a fleeting area was ablaze at Mississippi River Mile Marker 105.  The Fireboats Roy S. Kelly and Irvin S. Cooper responded to the fire.

 

As water from the firefighting efforts accumulated, the barge, which was loaded with scrapped cars, started to sink.  Sector New Orleans responders are on hand to evaluate the area for possible pollution........

Retaliatory Tariffs Took Effect Friday........

 

The 25 percent tariff announced by the European Union on Wednesday on boats built in the U.S. took effect on Friday, and a 10 percent tariff on boats sold to Canada that will take effect July 1 has boatbuilders concerned about lost sales.

 

According to Rob Parmentier, president of the Carver, Marquis and Larson Boat Group, a European Carver Yachts dealer cancelled two boat orders, prompting the company to quickly reconfigure the vessels for sale in the U.S..

 

Parmentier said that no one wants to be saddled with a vessel that costs 25 percent more than it did a few months ago.  He adds that the dealer will not order any more Carver Yachts while there is a 25 percent tariff on them........

Supreme Court Upholds Class Action Suit Against Tracker Marine........

 

Last month, the U.S. Supreme Court upheld a class action suit filed by a St. Clair couple against Bass Pro subsidiary, Tracker Marine Boat Center.

 

Robert and Janet McKeage filed the suit against TMBC in January 2009, seeking damages stemming from unlawful charges in the form of document fees in relation to the purchase of boats, boat trailers, accessories or recreational vehicles since January 2004.

 

On May 21, the Supreme Court upheld a lower court's award of nearly $22 million.  Approximately 100,000 people were part of the class action suit........

Changes made for 2019 include the redesign of the Regulator 41, upgrades to the power of the Regulator 23 and 25, as well as enhancements to fishing and lifestyle amenities for all models.

 

The multi-phased expansion of the Regulator factory is expected to be wrapped up in 2019, the result of which will be an additional 43,000 square feet of lamination and assembly facilities and additional office space........
