FYI

Happening Now In New York State........

The New York Senate and Assembly are considering legislation, SB 9092 and AB 9806a, that would require all boat operators in the Empire State to complete a boating safety course within one year. Currently only those born after May 1996 must meet this requirement. While Boat Owners Association of The United States (BoatUS) firmly supports boater education, these bills will have an adverse impact on boating in New York.

Tips For Bringing Your Dog On The Boat........

Dog people tend to consider their dogs to be family, so it is quite natural for them to want to take their fur babies out on the boat.

Bringing the family dog out on the boat can add more joy to an already enjoyable experience, however, some special precautions and preparations are required.

○  Get the dog a life jacket

○  Acclimate the dog to the dock and boat

○  Have the dog wear a harness with an ID tag on it

○  Provide shade, canine sunscreen and even doggy sunglasses

○  Have plenty of water on hand for the dog.

○  Be prepared to clean up after your dog

○  Have a small carpet on hand to for the dog to stand or lay on

○  Create a plan for the dog in the event he goes overboard

○  Keep the dog's first outing brief

○  Keep fishing bait and tackle secured

○  Assemble a doggy first aid kit

○  Check local laws regarding boating with pets

Missouri State Highway Patrol

News Release

EMPHASIS: Patrol: Choose To Have A Safe July Fourth Weekend!

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, is encouraging Missouri’s travelers to make the choice to have a safe July Fourth holiday. Many people will travel somewhere to enjoy the many recreational opportunities in our state. No matter what you plan for the four-day holiday, you can choose to follow all Missouri traffic and boating laws.

During the 102-hour counting period in 2017, 26 people were killed and 469 injured in Missouri over the holiday in 1,076 traffic crashes. Over the 2017 July Fourth holiday, troopers arrested 172 people for driving while intoxicated.

The 2018 counting period for the July Fourth holiday will be from 6 p.m., Tuesday, July 3, to 11:59 p.m., Wednesday, July 4, a 30-hour counting period.

The Highway Patrol will be participating in Operation C.A.R.E. (Crash Awareness & Reduction Effort) over the July Fourth holiday weekend. All available officers will be patrolling Missouri’s roadways enforcing Missouri’s traffic laws in addition to being available to assist motorists. There is never a good reason to drive over the speed limit. Remember: Statutes direct motorists to drive with the highest degree of care. Please be a courteous driver and follow all traffic laws. Never drink and drive and always use a seat belt!

Motorists who need assistance or who witness criminal activity while traveling on Missouri’s roadways can contact the nearest Highway Patrol troop headquarters by calling the Patrol Emergency Report Line at 1-800-525-5555 or *55 on a cellular phone. Motorists may call 1-888-275-6636 to check for road construction along their travel route.

The only 100 percent survivable traffic crash is the one that never happens. Make sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Every day as we travel on Missouri’s roadways, we trust that every driver on the road is going to obey the speed limit, pay attention, and drive sober. “Don’t Violate The Trust.”

Col. Karsten also reminds the public that the Fourth of July holiday is one of the busiest boating holidays of the year. In 2017, there were nine boating crashes, which included three injuries and one fatality. One person drowned during last year's July Fourth holiday. Troopers made 23 boating while intoxicated arrests in 2017.

Troopers will be working on the state’s waterways to enforce Missouri’s boating laws and assist where needed. Missouri’s boaters are asked to do their part by remaining alert for other boats and swimmers, and being courteous on the water. With more boats on the water, it is even more important to pay attention when operating your vessel. Boaters need to be aware that it is illegal to discharge fireworks from a vessel. Leave all fireworks in a safe place on shore.

While enjoying your time on the water, remember:
· Distractions and alcohol consumption slow reaction time.
· Pay attention to other boats and watercraft.
· Make evasive maneuvers early and deliberately.
· Be responsible with your wake.

The many firework displays after dark attract many more boaters at night. At night, remember to:
· Check your vessel’s navigation lights before heading out, and be sure to have spare bulbs on board.
· Avoid overloading your boat with too many passengers. This can cause the boat to become swamped and affect the handling of the boat.
· Observe Missouri’s nighttime speed limit of 30 miles per hour on the water.
· Slow down and take your time. Nighttime crashes tend to involve more serious injuries and damage, due to the lack of visibility.

"July Fourth weekend is a great opportunity to gather with friends and family,” said Col. Karsten. “Whether you’re on the road or on the water, please stay alert and obey the law. Always wear your seat belt every time you’re in a vehicle and your life jacket every time you’re in a vessel. If your celebration includes alcohol, designate a sober chauffeur every time."

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

News Release From BoatUS

Want to Learn How to Boat? Affordable On-Water Training Courses June 23 in Woodbridge, VA

Want to learn the basics of powerboating or brush up on your skills? The nonprofit BoatUS Foundation for Boating Safety and Clean Water together with Prince William Marina offer a choice of two fun on-water training courses taught aboard single and twin engine powerboats: ‘Powerboat I’ and ‘Powerboat II’, Saturday, June 23, at the marina’s location at 12849 Gordon Rd., Woodbridge VA. The three-hour courses start at either 9 a.m. or 1 p.m. and are affordably priced at $159 per person. Class size is limited to four students per vessel, ensuring each student gets sufficient time at the helm under the watchful eye of a qualified instructor.

The Powerboat I course includes preparing a boat for departure, steering straight at idle speed and learning to center the wheel, shifting gears and throttle control, stopping the boat in an emergency, station holding, the “Boater's eye” technique, and understanding the “weathervane effect.” Powerboat II covers pivot turns, docking alongside a pier and departing, and how to maintain a proper lookout.

The goal of the BoatUS Foundation and Prince William Marina courses are to address the high costs typically associated with at-the-helm training, making hands-on boating education more affordable. The courses also offer area residents the chance to try out recreational boating and give boaters the opportunity to brush up on their skills.
Space is limited. Must be 21 years or older. To sign up for these courses or seek out others, go to www.BoatUS.org/On-Water.

Earlier this month, the Corps and Wabasha signed a memorandum of understanding that promises to develop a new plan that will be less intrusive to residents and will spare a family farm where the sediment was originally going to be dumped.

The original plan was to send dump trucks full of dredged river sand through an upscale river neighborhood "once a minute" during the peak summer dredging season, and much of the sand was to be dumped on the 300-acre farm south of town, burying it under 15 feet of muck and sand.

This new plan has the city creating a material handling facility at the Port of Wabasha and leasing it to a private entity, probably a company that would make use of the sand and dirt........

IDNR Searching For Vendor To Run Resort........

Officials in Illinois have wrapped up remediation efforts at a Rend Lake resort, and they will be looking for a new vendor to run the site very soon.

The Illinois Department of Natural Resources closed the site back in 2016 due to mold issues, peeling paint and other health-related problems.  There were also issues with payments from the previous vendor.

Representative Dan Severin says that around the end of August, the IDNR will begin looking at one of those bids.  Severin as that they are hoping for bids from several interested vendors, and will likely award the contract toward the end of August........

Volunteers Cleaning Up Trash....  Team Needed To Care For The River....

Saturday, volunteers headed out to the Black River near Clearwater Lake, kicking off a weekend of cleanning up trash.  The Missouri Department of Conservation, the Clearwater Lake Army Corps of Engineers and the League of Watershed Guardians partnered up for the two day clean-up.

Doug Geist with the League of Watershed Guardians said that they are using this clean-up to draw attention to the need for a volunteer team to clean up the Black River on a permanent basis.

Geist says that the clean-up efforts not only help keep the river and waterways clean and looking good for fishing, paddling and other outdoors activities, they are crucial to the local economy........

There Are Several Reasons To Return To The Arch........

Even if you have been to the Gateway Arch before, there are plenty of reasons to make another trip.  The new Museum at the Gateway Arch may tell the same history, however, how the story is told has changed dramatically.

Samantha Fisher, director of Communications for the Gateway Arch Park Foundation says that while the old museum was outdated and hasn't been updated since the 70's, the new museum integrates new technology.

The new museum features things like touch screens for the interactive displays and huge video screens showing visitors images of the Western wilderness as explorers and settlers say it during the 19th century........

A Look At The Bennington 30 QSRWAX2 10 Wide Pontoon........

The luxury Bennington 30 QSRWAX2 10 Wide pontoon boat offers boaters much more than a a convoluted alphanumeric model designation.

Breaking down the nomenclature reveals a lot about the pontoon boat, Q means the vessel is a member of the luxurious Q series, the SR stands for stern radius, WA refers to the windshield arch, X2 means twin outboards, 30 is the length overall of the pontoons, and 10 Wide refers to the vessel's beam dimension.

The triple tube 30 QSRWAX2 10 Wide is a comfortable vessel designed for entertaining while providing reliable handling in big water.  The vessel also offers excellent slow-speed maneuverability thanks to available joystick docking........

A RiverBills Sticker Sighting.....  was sent to us by Jeri Levesque of Jalsails.com.  Jeri is a well know Pool 26 boater who is traveling in Norway right now.

Hi Bill,

Greetings from the Summit where this Mountain Troll was sighted sporting a River Bill’s sticker. We hiked back down the 3.5k trail through the forest. Views of the fjords, lakes, Bergen Harbor and the North Sea were spectacular. A true maritime city way up north!

See you on the water!

From Wikipedia Encyclopedia:

The Fløibanen is a funicular railway in the Norwegian city of Bergen. It connects the city centre with the mountain of Fløyen, with its mountain walks and magnificent views of the city. It is one of Bergen's major tourist attractions and one of Norway's most visited attractions. The line is 844 m (2,769 ft) long, covers a height difference of 302 m (991 ft), and carries over 1 million passengers a year. The line is owned by Fløibanen SA, a company with a number of shareholders, the biggest being the municipality of Bergen.

Today is National Flag Day

In the United States, Flag Day is celebrated on June 14. It commemorates the adoption of the flag of the United States, which happened on June 14, 1777, by resolution of the Second Continental Congress. Wikipedia

United States Power Squadrons

Updated Flag Code for Recreational Boats

While the United States Flag Code, USC Title 4, Chapter 1, provides general guidelines for the display of the U.S. flag, nautical flag display is based on long-standing traditions that date back over 300 years.

The United States Power Squadrons, the worlds largest boating educational organization, developed an updated code for displaying flags on boats in 1998. This code, devised in consultation with the U.S. Coast Guard, Coast Guard Auxiliary, New York Yacht Club, and other yachting authorities, eliminates confusion and will help you show proper respect for each flag and pennant you fly.

This code is primarily for use on private vessels because small craft are so different from large ships; yet it is flexible enough to accommodate the wide variation in construction of most modern pleasure craft. The code applies to all boaters, but has specific application to members of groups such as yacht clubs, the U.S. Coast Guard Auxiliary, and the United States Power Squadrons.

While points of honor have been established by long tradition, new configurations of boats, rigging and the like have modified these points. Using antennas, fishing towers, outriggers, sailboat backstays, portside halyards, and double hoisting are all new to the flag code. Even though traditionalists may think they are incorrect, these flag display techniques are appropriate today. If your boat's configurations requires you to use any of these techniques to fly your colors, do so, but follow this code to do so correctly.

The updated code, How to Fly Flags, Nautical Flag Display, is available from various marine suppliers around the country and from USPS Headquarters.

Fishing News From Lincoln County, Missouri

Police Officers Take Grade Schoolers Fishing........

Wednesday morning, police officers took kids from North St. Louis County fishing in Lincoln County, Missouri.  Bass Pro had provided 15 new rods and reels for this program.

Clay Farmer, North County Police Cooperative Captain had asked How about taking some kids fishing, and calling it Cops and Bobbers. 15 grade school kids had the chance to catch and release bass, bluegill and catfish.

Farmer adds that any time they get to interact with people within the municipalities making up the Normandy School District, he is down.  He notes that the kids will take these experiences back to friends and families, helping to change some of the negative narrative surrounding police officers........

One Hospitalized After Boat Explosion........

Monday evening, a boat explosion nearly caused a fire at Paradise Bar and Grill's docks, and caused a Sunrise Beach man to be hospitalized.

The Missouri State Highway Patrol reports that just before 7 pm Monday, 47 year old Dan Hall was refueling his 1987 Four Winns cruiser near the 24 Mile Marker.  When Hall tried to restart the vessel, it exploded.

Video from a nearby security camera shows the vessel bursting into flames.  It is estimated that the flames rose up to seven feet into the air.  Hall was hospitalized with moderate injuries........

On Monday, a bare wire sagging into the water from a nearby dock could have been fatal for a group of swimmers in Anthony Cove, also known as "Camelot Cove".
