The things we can live without.  We lost the cooler line box at the tiki bar, we lost the walk-in down in storage for food and beer, the big thing is water supply... working on that now. Coke will have to come and put a new system in but we can work with Ken’s. I’m just taking it a day at a time.

 

Fingers crossed, prayers up easy. Hoping to re-open Friday, June 28.

UPPER MISSISSIPPI RIVER - SAFETY ZONE/RIVER CLOSURE - UPDATE
The COTP Upper Mississippi River Safety Zones previously established in the following areas, have been cancelled:

Pool 24 (Mile 301.1 – Mile 273.4),

Pool 25 (Mile 273.3 – Mile 241.4),

Pool 26 (Mile 241.3 – Mile 200.5) and

Pool 27 (Mile 200.4 – Mile 184.0).
.

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY

The COTP Upper Mississippi River has established a Safety Zone for Zone 28 (Miles 184.0-179.0), in accordance with the Western Rivers Action Plan Annex, has been established for commercial and recreational traffic.  Fleet operators are permitted limited movement within this zone, to maintain safety and security of their fleets. Vessel operators may request permission to move within this zone on a limited basis from the COTP Upper Mississippi River via telephone at (314) 269-2332

 

 

OK..UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following areas are in the high water action phase IAW the Western Rivers WAP Annex::
 Pool 3 (Mile 815.1 – Mile 796.69) Pool 10 (Mile 647.8 – Mile 615.0)
Pool 5A (Mile 738.0 – Mile 728.6) Pool 13 (Mile 556.6 – Mile 522.4)
Pool 6 (Mile 728.5 – Mile 714.3) Pool 14 (Mile 522.3 – Mile 493.3)
Pool 9 (Mile 679.1 – Mile 647.9)  

Mariners should avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water operations and avoid down-streaming if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. Down-streaming operations are not recommended. Navigational buoys may have been dragged off station, so remain cautious while transiting.

High water and drift potential may be encountered in these areas. Mariners are advised to minimize their wake, exercise caution and avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water conditions and avoid downstreaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. MILE 185.5 - L/D CLOSURE
Continuing until further notice, L/D 27 (auxiliary chamber), in the vicinity of Mile 185.5, is closed for repairs. Mariners should be alert for and abide by any special instructions from the lockmaster
 


ILLINOIS RIVER

 ILLINOIS WATERWAY CHANNEL CONDITION - SAFETY ZONE
The COTP Upper Mississippi River has established a Safety Zone in the following area:

Hardin Zone (Mile 49.9 and Mile 10.0).

Vessel transit within this zone, is prohibited unless authorized by the COTP Upper Mississippi River. Vessel operators may request permission to move within this zone on a limited case-by-case basis from the COTP via telephone at (314) 269-2332.

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE
The following areas are in the high water action phase IAW the Western Rivers WAP Annex:
Cooperas Creek Zone (Mile 145.5 – Mile 129.0) Meredosia Zone (Mile 80.2 – Mile 50.0)
 Havanna Zone (Mile 128.9 – Mile 108.6) Grafton Zone (Mile 9.9 – Mile 0.0)
 Beardstown Zone (Mile 108.5 – Mile 80.3) Pool 14 (Mile 522.3 – Mile 493.3

A no wake zone has been established from Mile 108.5 to Mile 50.0. Laying up on levees in these areas is prohibited. Recreational traffic is discouraged. High water and drift could be encountered in this area. Mariners are advised to minimize their wake and exercise caution. The following area is in the high water watch phase IAW the Western Rivers WAP Annex:

Sioux City Reach (Mile 734.4 – Mile 630.0).

The following areas are in the high water action phase IAW the Western Rivers WAP Annex:

Omaha Reach (Mile 630.0 – Mile 500.0),

St. Joseph Reach (Mile 500.0 – Mile 400.0),

Kansas City Reach (Mile 400.0 – Mile 300.0),

Brunswick Reach (Mile 300.0 – Mile 200.0),

Jefferson Reach (Mile 200.0 – Mile 100.0) and

Washington Reach (Mile 100.0 – Mile 0.0).

No wake zones have been established in the following areas: South Sioux City, Iowa (Mile 734.0 – Mile 728.0) and Plattsmouth, Nebraska (Mile 593.0 – Mile 589.0). Recreational vessel traffic is highly discouraged. Towboat operators should exercise caution, minimize wake where possible and be experienced in high water operations as extreme high water and drift may be experienced. Exercise caution when down-streaming, be aware of bridge clearances prior to transit and favor the center of the channel. Mariners should pre-identify suitable lay-up areas in the event of a river closure and avoid laying up on levees. Fleeting areas should have a towboat attend fleets at all times and have a breakaway plan in place. Aids to navigation may have been dragged off station, damaged or destroyed, so remain cautious while transiting

Mississippi River Near Alton, Illinois

River Levels Falling, IDOT Concerned About Pavement Damage........

 

The Mississippi River is slowly receding at Alton, Illinois, and it is going to be some time before the Great River Road will be able to reopen.

 

The Illinois Department of Transportation is keeping tabs on the river stages, especially following this weekend's rainfall, and the rainfall forecasted for this week.

 

The Mississippi River needs to drop somewhere between 9 inches to a foot before the intersection of Illinois Routes 67/100 in downtown Alton can reopen.  IDOT Engineer Joe Monroe says that there may be an issue with the pavement that will have to be repaired before the roadway reopens........

Mississippi River At Grafton, Illinois

Grafton's Riverside Flea Market Cancelled........

 

Once again, flooding has forced the cancellation of this weekend's Grafton Riverside Flea Market at The Loading Dock along Grafton's riverfront.

 

This is the second time that the flea market has been flooded out.  The event, which usually features around 70 vendors, is held the last weekend of each month during the summer, and into the fall.

 

Flea market organizers are hopeful that the floodwaters will recede as forecasted, and the flea market will be back in time for the fourth weekend in July........

Illinois Flooding Aftermath

IEMA:  Use Caution During Flood Cleanup........

 

The floodwaters are receding, and as residents and business owners prepare to start the cleanup process, the Illinois Emergency Management Association is encouraging people around the flood zones to be cautious.

 

Health officials say that it is crucial that people protect themselves from environmental hazards and diseases often associated with floodwaters.

 

Alicia Tate-Nadeau, the Acting Director of the Illinois Emergency Management Agency says that flood cleanup may seem like an intimidating task, however, safety must be a top priority........

Mississippi River Near Winfield, Missouri

Lincoln County Now In Recovery Mode........

 

The floodwaters are starting to recede in parts of Lincoln County, but the communities will have a long way to go as they begin their recovery efforts.

 

During this time, Lincoln County;s Emergency Management is assisting anyone needing assistance during this time.  Jim Sharp, Emergency Management Director says they have been cruising the neighborhoods, offering cleaning supplies to the residents returning to their homes.

 

Officials have also ordered 12 dumpsters which will be placed across the region so residents can throw away debris.  The majority of the dumpsters are expected to arrive on Wednesday........

Missouri River Near Maryland Heights, Missouri

Floodwaters Closing Route 141 Near Earth City........

 

The Missouri Department of Transportation is closing Route 141 near Earth City due to flooding.  Crews will be shutting down the northbound lanes at Creve Coeur Airport Road.

 

Earlier in the week, floodwaters began rising along Route 141 at it's intersection with Sport Port Road.  This forced the closure of one lane in each direction.  The floodwaters have continued to rise since then........

The Lake of the Ozarks, the #1 recreational lake in the country is absolutely OPEN! There have not been any "no wake" restrictions imposed on our waters, and businesses around the lake are operating as normal. 


 

The lake is maintaining a constant level, and boaters and families are out enjoying our beautiful waters. Enjoy, and please boat safely on our beautiful Lake of the Ozarks.

National Guard's Job Done....  Madison County Thanks Them For Their Help....

 

Early Tuesday, Madison County Chairman Kurt Prenzler expressed his appreciation to the members of the Illinois National Guard for the assistance they gave Madison County during the flooding.

 

Prenzler said that Madison County is grateful that the National Guard worked with local officials on monitoring the levees, making sure that the public remained safe.

 

Prenzler added that they know the men and women of the National Guard who came to Madison County have jobs and families at home, which makes their efforts a truly selfless service........

Mississippi River Near South St. Louis County, Missouri

Responders Recovered The Body Of A Man From The River.........

 

Tuesday afternoon, the St. Louis Fire Department recovered the body of a man from the Mississippi River near Jefferson Barracks Park.

 

Officials report that the St. Louis County Police were searching for a missing man, 70 year old George Huber, whose vehicle was found nearby in the park. 

 

The Fire Department's marine rescue task force assisted the Missouri State Highway Patrol and Police with the search for, and recovery of the body.  The identity of the body had not been confirmed........

EMPHASIS: Patrol: Celebrate Safely July Fourth Weeken
d!

Colonel Eric T. Olson, superintendent of the Missouri State Highway Patrol, is encouraging Missouri’s travelers to make smart choices for a safe July Fourth holiday. Many people will travel somewhere to enjoy the wide variety of recreational opportunities in our state. No matter what you plan for the long weekend, you can choose to follow all Missouri traffic and boating laws.

During the 30-hour counting period in 2018, four people were killed and 220 injured in Missouri over the holiday in 437 traffic crashes. Over the 2018 July Fourth holiday, troopers arrested 40 people for driving while intoxicated.

The 2019 counting period for the July Fourth holiday will be from 6 p.m., Wednesday, July 3, to 11:59 p.m., Sunday, July 7, 2019.

The Highway Patrol will be participating in Operation C.A.R.E. (Crash Awareness & Reduction Effort) over the July Fourth holiday weekend. In addition, a 2019 Independence Day DWI Enforcement operation will be in effect during the long weekend. Troopers will strictly enforce Missouri statutes addressing driving while intoxicated, underage drinking, possession of intoxicating liquor by a minor, and intoxication by a minor.

Over the long holiday weekend, all available officers will be patrolling Missouri’s roadways enforcing Missouri’s traffic laws in addition to being available to assist motorists. Remember: Statutes direct motorists to drive with the highest degree of care. There is never a good reason to drive over the speed limit. Please be a courteous driver and follow all traffic laws. Never drink and drive, and always use a seat belt!

Motorists who need assistance or who witness criminal activity while traveling on Missouri’s roadways or waterways can contact the nearest Highway Patrol troop headquarters by calling the Patrol Emergency Report Line at 1-800-525-5555 or *55 on a cellular phone. Motorists may call 1-888-275-6636 to check for road construction along their travel route.

The only 100 percent survivable traffic crash is the one that never happens. Make sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Every day as we travel on Missouri’s roadways, we trust that every driver on the road is going to obey the speed limit, pay attention, and drive sober. “Don’t Violate The Trust.”


Col. Olson also reminds the public that the Fourth of July holiday is one of the busiest boating holidays of the year. Many waterways in Missouri are experiencing high water conditions, so boaters need to remain aware of that.

“Boat wakes may cause additional damage or unnecessary erosion to flood affected properties,” said Col. Olson. “High water often creates additional debris in the water, so boaters should maintain a proper lookout for potential hazards.”

In 2018, there were four boating crashes, which included two injuries and zero fatalities. Three people drowned during last year's July Fourth holiday. Troopers made five boating while intoxicated arrests in 2018.

Troopers will be working on the state’s waterways to enforce Missouri’s boating laws and assist where needed. Missouri’s boaters are asked to do their part by remaining alert for other boats and swimmers, and being courteous on the water. With more boats on the water, it is even more important to pay attention when operating your vessel. Boaters need to be aware that it is illegal to discharge fireworks from a vessel. Leave all fireworks in a safe place on shore.

While enjoying your time on the water, remember:
· Distractions and alcohol consumption slow reaction time.
· Pay attention to other boats and watercraft.
· Make boating maneuvers early and deliberately when encountering other vessels.
· Be responsible with your wake.

The many firework displays after dark attract many more boaters at night. At night, remember to:
· Check your vessel’s navigation lights before heading out, and be sure to have spare bulbs on board.
· Avoid overloading your boat with too many passengers. This can cause the boat to become swamped and affect the handling of the boat.
· Observe Missouri’s nighttime speed limit of 30 miles per hour on the water.
· Slow down and take your time. Nighttime crashes tend to involve more serious injuries and damage, due to the lack of visibility.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!


"July Fourth weekend is a time to appreciate the opportunities and freedom we enjoy in this country,” said Col. Olson. “As you gather with friends and family, be safe. Use a seat belt or a life jacket when you’re on the road or water. Please stay alert and obey the law, and should you include alcohol in your July Fourth celebration, designate a sober operator."

Intro to Boating and Women Making Waves offered in Lewes

 

 LEWES, Del., June 18, 2019 – Want to learn the basics of powerboating or brush up on your skills? The nonprofit BoatUS Foundation for Boating Safety and Clean Water together with Freedom Boat Club Lewes offer a choice of two fun on-water boat training courses taught aboard single-engine powerboats: Intro to Boating and Women Making Waves, Saturday, July 13, and Sunday, July 14 at the club’s location at 909 Pilottown Road, Lewes.
Both the Intro to Boating and Women Making Waves courses are three hours long and affordably priced at $149. Intro to Boating covers shifting and steering, basic docking, open-water handling and basic navigation. It’s offered both days at 9:30 a.m.
The ladies-only course, Women Making Waves, offers the same curriculum and is the perfect opportunity to spend half a day learning boat-handling techniques in a supportive environment. It’s also offered both days at 9:30 a.m.
Class size is limited to four students per vessel, ensuring each student gets sufficient time at the helm under the watchful eye of a U.S. Coast Guard-certified instructor.
The goal of the BoatUS Foundation and Freedom Boat Club Lewes courses is to address the high costs typically associated with at-the-helm training, making hands-on boating education more accessible. The courses also offer area residents the chance to try out recreational boating and give boaters the opportunity to brush up on their boat-handling skills.

National Guard Standing Down....  Local Crews To Monitor Levees....

 

On Monday, emergency officials discussed the ongoing flooding, as well as the concerns about the safety of the levees in Madison County, as the Illinois National Guard prepares to leave.

 

Mary Kate Brown, the Madison County Emergency Management Agency Deputy Director says that the floodwaters are receding, so there is less need for the National Guard to stay.

 

Brown added that the National Guard will wrap up their shifts on Tuesday morning, and will leave Madison County on Wednesday.  Local police and sheriff's deputies will continue to monitor the levees........

Flooding In The Riverbend

Area Rivers Slowly Receding........

 

The rivers of the Riverbend are still slowly creeping their way back into their banks after the near record crests during the week of June 8, 2019.

 

As of Noon Monday, the Mississippi River at Alton was at 35.34 feet, down from it's crest of 39.1 feet.  The Mississippi River at Grafton was at 31.1 feet, down from it's crest of 35.17 feet.

 

Along the Illinois River, the level at Hardin was 36.67 feet as of noon on Monday.  The Illinois River had crested at 40.23 feet........

Be Wary Of Flood Scammers........

 

Riverbend residents are getting read to deal with the latest round of flooding, and the Better Business Bureau is recommending that they do a bit of research prior to hiring a contractor.

 

According to Don O'Brien, spokesman for the BBB, the time immediately following a major weather event is when the most people fall prey to scams.

 

O'Brien recommends getting three bids prior to hiring a contractor.  He adds that an estimate significantly lower may also be a red flag for a scam.  He recommends making sure the contractor has a local office as well........

St. Charles Riverfront Festival Rescheduled....  4th Of July Parade Will Go On....

 

This year's flooding has caused organizers to cancel the Fourth of July Riverfest Celebration.  It has been rescheduled for August 30 - 31, which will make it a Labor Day Riverfest Celebration.

 

A spokeswoman says that rescheduling the event will hopefully allow Frontier Park along the Missouri River to dry out and recover.  The Labor Day Riverfest Celebration will feature carnival rides, craft and food vendors, live music and fireworks.

 

The Jaycee's Fourth of July Parade will still be taking place around North Main and Second Street at 10 am........

Grafton Prioritizes Businesses In Flood Recovery Efforts........

 

Monday evening, Grafton Mayor Rick Eberlin held a meeting at Grafton City Hall for the local business owners affected by the recent major flooding that has inundated the city for several weeks.

 

Eberlin says that he told homeowners that when it comes to flood recovery efforts, it will be businesses first.  He added that businesses tried to flood-proof their establishments, whereas some homeowners have not.  This means their damage will be a bit more.

 

Eberlin said that the downtown businesses have suffered an 80 to 100 percent revenue loss since the flooding began.  He said that even the businesses that were able to remain open took a hit because people could not get to them........

Frogging Season....

 

 

Discover nature this summer during frogging season

JEFFERSON CITY, Mo. – The Missouri Department of Conservation (MDC) encourages Missourians to make a splash this summer by getting outdoors and frogging. Frogging season begins June 30 at sunset and runs through Oct. 31. Those with a fishing permit or small-game hunting permit may frog for bullfrogs and green frogs, though bullfrogs are more popular because of their large size.
The daily limit is eight frogs of both species combined and the possession limit is 16 frogs of both species combined. Only the daily limit may be possessed on waters and banks of waters where hunting.  Click here to go to MDC and continue reading

Boaters Beware: Expect More E15 This Summer

 

BoatUS urges recreational boaters to be on watch for engine-killing E-15; send message to Congress and President to fix Renewable Fuel Standard
SPRINGFIELD, Va., June 17, 2019 – Over the objections of a wide coalition of American citizens and environmental, conservation, food producer, fuel retailer, taxpayer advocate, and outdoor recreation industry groups, the Environmental Protection Agency (EPA) recently waived Clean Air Act provisions and eliminated the three-and-a-half-month blackout period on the sale of E15 (15% ethanol) fuel during the summer months, permitting the fuel to be sold year-round.

The fuel had been banned at the pumps from June 1 to September 15 over concerns that it contributed to smog on hot days. As a result of EPA’s action, Boat Owners Association of The United States (BoatUS) is advising boaters that they will need to be very cautious at the gas station to ensure they aren’t filling their boats with fuel that’s bad (and illegal) for boat engines.

“This summer, recreational boat owners will need to be vigilant when refueling their trailer boats at the gas station to ensure they don’t accidentally fill up with E15,” said BoatUS Government Affairs Manager David Kennedy. “E15 is often one of the lower-priced fuel options, and that may be appealing even with its lower energy content. The challenge when filling up the boat is that the only misfueling warning you may see is a small orange label among the clutter of signage, prices and advertising adorning the pump. It’s very easy to miss.”

Boaters have no love for ethanol in their gas. E15 is prohibited by federal law for use in recreational boat engines, and its use – accidental or not – voids many marine engine warranties. E15 has been proven to damage boat engines and fuel systems. A 2018 BoatUS Summer Fuel Survey reported that if they had their choice of fuel, more than four out of five boat owners (83%) would choose E0 (ethanol-free) fuel – if it was available. The same survey reported about half (49 percent) of respondents were unaware that the use of E15 fuel in marine engines was prohibited under federal law and will void the warranty.

The push to sell E15 year-round is a result of the Renewable Fuel Standard’s (RFS) mandate to blend biofuels such as corn-ethanol into the nation’s gasoline supply. BoatUS is asking recreational boaters for help on the issue by contacting their member of Congress to urge him or her to fix the RFS. The more than half-million-member boat owners group supports fuel choice, including smart biofuels development such as isobutanol, and the availability of ethanol-free (EO) fuels that are increasingly more difficult to find. “The fuel that most boaters want for safe engine operation, E0, is being pushed out of the market,” added Kennedy.

BoatUS is a member of the Smarter Fuel Future coalition that aims to reform the RFS.

Illinois River At Kampsville, Illinois

The Kampsville Ferry Has Reopened........

 

On Sunday, the Kampsville Ferry has reopened, but only on a limited and temporary basis.  Motorcycles and trucks with a gross vehicle weight over 25 tons are prohibited.

 

The Illinois Department of Transportation and the Illinois Emergency Management Agency announced that the ferry would operate between 5 am and 9 pm with restrictions.

 

IDOT will be running two ferries in order to provide the maximum access to and from Calhoun County.  Motorists must follow the signage, as Route 108 near hurricane Creek is still flooded........

Mississippi River Near West Alton, Missouri

Officials:  It May Be Several Weeks Before Floodwaters Recede.........

 

On Saturday, the Mississippi River crested, and the floodwaters are receding.  Rivers Point Fire is forecasting that it may be up to 6 - 8  weeks before the residents of West Alton and Portage des Sioux can return to their homes.

 

The Emergency Management Director for Portage des Sioux says they believe that approximately 120 homes have been affected by the water. 

 

Even though the water has started to go down, several roads remain closed and covered by water.  Route 94 in West Alton has been closed for several weeks.  MoDOT stated that they will need to inspect the roadways prior to reopening them........

Mississippi River At Winfield, Missouri

While The River Has Receded, The Cleanup Has Just Begun........

 

Floodwaters  are receding in places across the bi-state region, including Winfield, Missouri, which was inundated by floodwaters after the Pin Oak Levee was breached. 

 

Winfield is now in cleanup mode.  Winfield mayor Ryan Ruckel says that it is a big mess in the area, the river left a big, ugly mess behind.

 

Ruckel added that residents are trying to return to their homes to find out if they are even repairable.  The greatest relief is that the Mississippi River at Winfield should fall below major flood stage by Thursday........

I-270 Bridge To Be Inspected This Week........

 

This week, there are daytime lane restrictions scheduled for June 17 - 20 along the Interstate 270 Mississippi River Bridge near Granite City, Illinois to allow crews to inspect the span.

 

The westbound, right hand lane will be closed from 9 am to 3 pm on Monday, June 17 and Tuesday, June 18.  The eastbound, right hand lane will be shut down from 8 am to 3 pm on Wednesday, June 19 and Thursday, June 20.........

Mississippi River Near St. James Parish, Louisiana

Tanker Vessel Struck The Sunshine Bridge, Coast Guard Responded........

 

On Sunday, the U.S. Coast Guard responded to reports that a tank ship struck the Sunshine Bridge spanning the Mississippi River in St. James Parish, Louisiana.

 

At around 1:30 pm, the U.S. Coast Guard Sector New Orleans received a report that the Marshall Islands-flagged ship, Dank Silver struck the Sunshine Bridge.

 

The vessel, owned by Dank Silver Maritime Transportation Company Limited, had departed from Burnside, Louisiana, and was heading downstream when the accident occurred.  It is now being held at Grande View Anchorage, Louisiana to assess for damages.......

A Woman From Granite City Drowned While Floating........

 

The Missouri State Highway Patrol reports that on Friday afternoon, a 48 year old Granite City woman drowned after the tube she was floating on got caught on a stump, flipped over, pulling her underwater.

 

Shortly before 1 pm, Sherrie A. Baker was floating on Shawnee Creek near Eminence, when her tube got snagged on a sunken stump and flipped over.  She was pulled underwater, resurfaced and went under again.  She did not resurface.

 

Shawnee Creek is a tributary of the Jacks Fork River, and the recent flooding has sent branches and other debris into the river........

Lake Itasca is a small glacial lake approximately 1.8 square miles (4.7 km2) in area. It is notable for being the headwaters of the Mississippi River, and is located in southeastern Clearwater County, in the Headwaters area of north central Minnesota. The lake is within Itasca State Park and has an average depth of 20 to 35 feet (6–11 m), and is 1,475 ft (450 m) above sea level.

Ferry News

Access To Kampsville Ferry Restored........

 

On Saturday, the Illinois Emergency Management Agency and the Illinois Department of Transportation announced the opening of the Kampsville Ferry.  It will operate daily from 5 am to 9 pm, beginning on Sunday, June 16th.

 

The Illinois Department of Transportation will be operating two ferry boats in order to provide the maximum access into and out of Calhoun County.

 

Motocycles and trucks with a gross vehicle weight of more than 25 tons will be prohibited, because of the nature of these temporary conditions........

2019 Flood Aftermath

Red Cross Closing 3 Shelters In The St. Louis Region........

 

The Red Cross has shut down three shelters that were opened in response to flooding within the St. Louis region.  The shelters were in St. Louis, St. Charles and Lincoln Counties.

 

The shelters were set up to be a temporary solution for people displaced from their homes because of flooding.  Case workers were on hand to help flood victims find long term solutions.

 

As of Friday evening, the Mississippi River at St. Louis was at 43.6 feet.  The river is nor expected to drop into moderate flood stage until sometime Tuesday........

Lake Of The Ozarks

Five Injured Following Boat Explosion........

 

On Saturday, five people from Kansas City, Missouri were injured following a boat explosion on the Lake of the Ozarks.  The explosion tossed one person from the vessel into the lake.

 

According to the Missouri State Highway Patrol, the explosion occurred after the boat had been refueled.  The boat's driver turned the engine over, causing the explosion.

 

The Highway Patrol reports that a lack of ventilation coupled with a mechanical failure caused the explosion.  Four of the victims sustained moderate injuries, one had to be flown to the hospital with serious injuries........

Mississippi River At Clarksville, Missouri

Floodwaters Receding, Residents Begin Cleanup........

 

With the Mississippi River slowly returning to it's banks, many residents of the town of Clarksville, Missouri are beginning the cleanup process.

 

Clarksville resident Al Boatmen had a foot of water inside the first floor of his home.  While the water is gone, the cleanup effort has begun.

 

Once Service Pro dries out the home, they will remove the flood-damaged plaster and drywall, and replace with new drywall.  Boatman says that once this is complete, he can assemble his new kitchen, as everything in the old one was destroyed........

Due to high water conditions, multiple L/D’s are closed to navigation. Mariners are encouraged to contact the respective lock masters, for additional information

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The COTP Upper Mississippi River has established a Safety Zone for Zone 28 (Miles 184.0-179.0), in accordance with the Western Rivers Action Plan Annex, has been established for commercial and recreational traffic.

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following areas are in the high water action phase IAW the Western Rivers WAP Annex:
Pool 3 (Mile 815.1 – Mile 796.9) Pool 18 (Mile 437.0 – Mile 410.5)
Pool 11 (Mile 615.0 – Mile 583.0) Pool 19 (Mile 410.4 – Mile 364.2
Pool 15 (Mile 493.2 – Mile 482-9) Pool 20 (Mile 364.1 – Mile 343.2)
Pool 16 (Mile 482.8 – Mile 457.2) Pool 21 (Mile 343.1 – Mile 324.9)
Pool 17 (Mile 457.1 – Mile 437.1) Pool 22 (Mile 324.8 – Mile 301.2).

Mariners should avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water operations and avoid down-streaming if possible. The COTP Upper Mississippi River has established a Safety Zone in the following area:

Hardin Zone, (Mile 49.9 and Mile 10.0).

Vessel transit within this zone, is prohibited unless authorized by the COTP

 Upper Mississippi River. Vessel operators may request permission to move within this zone on a limited case-by-case basis from the COTP via telephone at (314) 269-2332.
 

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following areas are in the high water action phase IAW the Western Rivers WAP Annex:
Peoria Zone (Mile 187.0 – Mile 145.6) Beardstown Zone (Mile 108.5 – Mile 80.3),
Cooperas Creek Zone (Mile 145.5 – Mile 129.0) Meredosia Zone (Mile 80.2 – Mile 50.0)
Havanna Zone (Mile 128.9 – Mile 108.6) Grafton Zone (Mile 9.9 – Mile 0.0)

A no wake zone has been established from Mile 128.9 to Mile 80.3. Laying up on levees in these areas is prohibited. Recreational traffic is discouraged. High water and drift could be encountered in this area. Mariners are advised to minimize their wake and exercise caution. Mariners should be experienced in high water conditions and avoid down-streaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways from occurring. Navigational buoys may have been dragged off station, so remain cautious while transiting.

 

.MISSOURI RIVER
The COTP Upper Mississippi River has established a Safety Zone in the following areas: Portions of the Kansas City Reach

(Mile 330.0 – Mile 300.0),

Brunswick Reach (Mile 300.0 – Mile 200.0) and

Washington Reach (Mile 100.0 – Mile 0.0).

 Vessel operators may request permission to move within this zone on a limited case-by-case basis from the COTP via telephone at (314) 2692332.
 

.MILE 44.0 - PIPELINE REPAIR
Continuing until further notice, pipeline repairs are being conducted in the vicinity of Mile 44.0. The M/V AL GOULT and the M/V SKIP are on-scene and monitoring VHF-FM Channel 13 or 16. Mariners are requested to contact the M/V GOULT or the M/V SKIP 30-minitues prior to transiting the area.

Invitation to Upper Mississippi Flood, Sediment, Drought Open Sessions

 

Following is our invitation to participate and share our thoughts toward developing a regional plan for the river. Hannibal, Missouri and Godfrey, Illinois are the locations closest to our region.

It is important that Neighbors of the Mississippi has a good showing of our members in attendance.

The meeting format will be small group discussions. Those in attendance will be asked to sign up for a topic when they arrive. The topics will be Flood Risk Management, Drought Response, and Erosion and Sediment Management. As the Flood of 2019 continues to affect our lives and livelihoods, we anticipate most of the Neighbors of the Mississippi membership will be interested in the Flood Risk Management discussions.

Marinas Are Anxious To Reopen Following Floods........

 

Officials with the U.S. Coast Guard, Upper Mississippi River Sector state that boat traffic in the Alton area of the Mississippi River remains closed.

 

Even as the Mississippi River is slowly receding, it is continuing to affect businesses in the Riverbend, especially those whose livelihood is reliant upon the river.

 

Karen Baker-Brncic, operator of the Alton Marina says that they have been closed for four weeks, and the floodwaters have caused the need for maintenance and to make repairs to docks and slips........

Grafton Flooding Aftermath

Olin Donated Bleach For Cleanup Efforts........

 

Thursday morning, Olin Corporation's Ken Morgan eased the need for one of the most crucial post-flood clean-up products with the donation of 4,000 gallons of bleach.

 

Grafton Mayor Rick Eberlin says that the bleach serves several purposes, from killing mold to deterring snakes from entering structures where volunteers will be cleaning up flood debris.

 

Eberlin added that they are still needing donations of flat shovels, push brooms, rubber gloves, rubber squeegees, sponges and any other item that could be used for a massive clean-up........

Missouri River Navigation

River Reopened Between Sioux City, St. Louis........

 

The Missouri River has reopened to navigation between Sioux City, Iowa and St. Louis, Missouri, however, the U.S. Coast Guard and the U.S. Army Corps of Engineers say that commercial and recreational boaters will still face significant risks.

 

According to a Corps news release, the recent floods potentially affected the navigation channels, possibly posing hidden hazards.  The flood waters could create new sandbars and snags to develop, possibly causing risk to vessels.

 

The Missouri River remains at major or moderate flood stage, and the U.S. Coast Guard is discouraging recreational boating around the communities affected by floodwaters........

Mississippi River Near McClure, Illinois

Potentially Harmful Blue-Green Algae Blooming In Floodwaters........

 

A potentially toxic cocktail is brewing in floodwaters across the heartland, and this muck can be quite harmful to humans and animals.

 

The sludge is called blue-green algae, and in most cases, it s harmless.  If the algae is allowed to fester in the summer sun, it is able to produce toxins that quickly spread across the shallow surface water.

 

The blue-green algae is starting to bloom in the flooded portions of Northern Alexander County, Illinois.  Currently, the Illinois Environmental Protection Agency is warning the public that conditions are ideal for the algae to grow........

Mississippi River At Hannibal, Missouri

Lighthouse Lighting Installation Completes Construction........

 

Now that the lighting systems have been installed, the construction of the Mark Twain Memorial Lighthouse at Hannibal, Missouri has been completed.

 

The Hannibal Board of Public Works and the Hannibal Parks and Recreation collaborated on the project in order to make the lighting component special. 

 

The Board of Public Works installed a lighting system consisting of three multi-colored LED floodlights outside the lighthouse and and seven light bars in the cupola offering a multitude of lighting options.  This weekend, the lighthouse will be lit in Red, White and Blue in honor of Flag Day........

Mississippi River At Chester, Illinois

Chester Bridge Closed....  MoDOT Will Be Busy After Water Recedes....

 

The Route 51 Chester Bridge spanning the Mississippi River is currently closed due to flooding.  It is located northeast of Perryville, Missouri and southwest of Chester, Illinois, and it is the only bridge across the river between St. Louis and Cape Girardeau, Missouri.

 

Once the floodwaters recede, crews with the Missouri Department of Transportation will have work to do before a closed bridge or roadway can reopen.  MoDOT Southeast District Maintenance Engineer Tammy Hefner says that there is a process to reopening a bridge or roadway in order to guarantee the safety of travelers.

 

In order to reopen the Chester Bridge, the water will have to recede from the bridge's girders, and then crews will be able to inspect the bridge, remove debris, deconstructing the levee wall and inspecting and making necessary repairs to the roadway........

Due to high water conditions, multiple L/D’s are closed to navigation. Mariners are encouraged to contact the respective lock masters, for additional information

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The COTP Upper Mississippi River has established a Safety Zone for Zone 28 (Miles 184.0-179.0), in accordance with the Western Rivers Action Plan Annex, has been established for commercial and recreational traffic.

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following areas are in the high water action phase IAW the Western Rivers WAP Annex:
Pool 3 (Mile 815.1 – Mile 796.9) Pool 18 (Mile 437.0 – Mile 410.5)
Pool 11 (Mile 615.0 – Mile 583.0) Pool 19 (Mile 410.4 – Mile 364.2
Pool 15 (Mile 493.2 – Mile 482-9) Pool 20 (Mile 364.1 – Mile 343.2)
Pool 16 (Mile 482.8 – Mile 457.2) Pool 21 (Mile 343.1 – Mile 324.9)
Pool 17 (Mile 457.1 – Mile 437.1) Pool 22 (Mile 324.8 – Mile 301.2).

Mariners should avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water operations and avoid down-streaming if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. Down-streaming operations are not recommended. Navigational buoys may have been dragged off station, so remain cautious while transiting.

ILLINOIS RIVER

ILLINOIS WATERWAY CHANNEL CONDITION - SAFETY ADVISORY-UPDATE
The COTP Upper Mississippi River has established a Safety Zone in the following area:

Hardin Zone, (Mile 49.9 and Mile 10.0).

Vessel transit within this zone, is prohibited unless authorized by the COTP

 Upper Mississippi River. Vessel operators may request permission to move within this zone on a limited case-by-case basis from the COTP via telephone at (314) 269-2332.
 

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following areas are in the high water action phase IAW the Western Rivers WAP Annex:
Peoria Zone (Mile 187.0 – Mile 145.6) Beardstown Zone (Mile 108.5 – Mile 80.3),
Cooperas Creek Zone (Mile 145.5 – Mile 129.0) Meredosia Zone (Mile 80.2 – Mile 50.0)
Havanna Zone (Mile 128.9 – Mile 108.6) Grafton Zone (Mile 9.9 – Mile 0.0)

A no wake zone has been established from Mile 128.9 to Mile 80.3. Laying up on levees in these areas is prohibited. Recreational traffic is discouraged. High water and drift could be encountered in this area. Mariners are advised to minimize their wake and exercise caution. Mariners should be experienced in high water conditions and avoid down-streaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways from occurring. Navigational buoys may have been dragged off station, so remain cautious while transiting.

 

.MISSOURI RIVER
The COTP Upper Mississippi River has established a Safety Zone in the following areas: Portions of the Kansas City Reach

(Mile 330.0 – Mile 300.0),

Brunswick Reach (Mile 300.0 – Mile 200.0) and

Washington Reach (Mile 100.0 – Mile 0.0).

 Vessel operators may request permission to move within this zone on a limited case-by-case basis from the COTP via telephone at (314) 2692332.
 

.MILE 44.0 - PIPELINE REPAIR
Continuing until further notice, pipeline repairs are being conducted in the vicinity of Mile 44.0. The M/V AL GOULT and the M/V SKIP are on-scene and monitoring VHF-FM Channel 13 or 16. Mariners are requested to contact the M/V GOULT or the M/V SKIP 30-minitues prior to transiting the area.

Mississippi River Near Alton, Illinois

Floodwaters Receding....  Many Roads Still Closed....

 

On Thursday, the Mississippi River was still receding from it's near-record crests in Alton and Grafton, but several of the roadways in the area are still closed due to flooding.

 

As of noon on Thursday, the Mississippi River at Alton was at 37 feet, down from it's crest of 39.1 feet on Sunday.  At Grafton, the river was at 32.2 feet, down from it's crest of 35.12 feet.

 

As of Thursday, the Illinois Department of Transportation listed several roads and ferries still closed due to flooding, including the lower lanes of U.S. 67 south of the Clark Bridge, several stretched of Illinois 100, the Brussels, Golden Eagle, Grafton and Winfield Ferries........

Illinois Flooding News

State Representative Tours Flood Damage........

 

On Monday, Illinois State Representative Monica Bristow toured some of the flooded areas in Jersey County, north of Alton.  She joined village officials and emergency officials to tour areas hit by flooding near Elsah.

 

Bristow also attended a meeting with flood victims near Lockhaven.  Many of these residents are dealing with flooded homes, or they can only get to their homes by boat or long hikes.

 

Bristow says that she has been communicating with state and local authorities during the flooding, and is committed to guaranteeing the proper flood resources are available........

Grafton Flooding News

A Sales Tax Exemption Benefit For Flooded Grafton........

 

The Jersey-Greene Enterprise Zone Management Organization is advising commercial property owners around Grafton that there is a sales tax exemption benefit for flooded business owners within the Jersey-Greene Enterprise Zone.

 

According to Zone Administrator Shari Albrecht, the sales tax exemption is intended to help business owners rebuild as the floodwaters recede.

 

The Enterprise Zone Management Organization and the City of Grafton will be waiving application fees for projects needing construction materials directly resulting from flood damage.........

Missouri River Near Maryland Heights, Missouri

Floodwaters Rising....  Creve Coeur Airport Threatened....

 

Several airports in the St. Louis region have been heavily affected by flooding, including Creve Coeur Airport, where some planes are stranded, and water is inundating hangers.

 

Robert Cameron, airport manager, says that there are 125 hangers on the field, but only about 12 are dry inside.  Millions of dollars worth of aircraft have been evacuated from the airport.

 

As of Thursday, the water was approximately three inches from entering the office.  The runway remains accessible because it is at a higher elevation........

Mississippi River At St. Louis, Missouri

$29 Million Grant Slated For MacArthur Bridge Repairs........

 

Missouri Governor Mike Parson says that the state has up to $28.8 million in federal grants coming to help cover repairs on a freight and passenger train bridge in St. Louis.

 

Parson stated that the grant will extend the life of the MacArthur Bridge spanning the Mississippi River between St. Louis and East St. Louis until approximately 2085.

 

The source of the grant is the U.S. Department of Transportation's Federal Railroad Administration.  After the project is completed, the span will be wider, safer and last several more years........

Mississippi River Near Alexander County, Illinois

Flooding Taskforce Available To Assist  Alexander, Union Counties........

 

A special group of emergency responders is monitoring flooding in Alexander County and Union County Illinois, 24 hours a day, seven days a week.

 

The Illinois Emergency Management Agency has assigned a Joint Quick Reactionary Task Force to East Cape Girardeau to assist with emergency flood fight operations in the nearby communities.

 

The flood task force is headed up by LT. Jamie Gunning from the 1844 transportation company out of East St. Louis.  Gunning's main focus is keeping tabs on the pressure along the overly saturated levees, and possible rainfall causing flash flooding........

Due to high water conditions, multiple L/D’s are closed to navigation. Mariners are encouraged to contact the respective lock masters, for additional information

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The COTP Upper Mississippi River has established a Safety Zone for Zone 28 (Miles 184.0-179.0), in accordance with the Western Rivers Action Plan Annex, has been established for commercial and recreational traffic.

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following areas are in the high water action phase IAW the Western Rivers WAP Annex:
Pool 3 (Mile 815.1 – Mile 796.9) Pool 18 (Mile 437.0 – Mile 410.5)
Pool 11 (Mile 615.0 – Mile 583.0) Pool 19 (Mile 410.4 – Mile 364.2
Pool 15 (Mile 493.2 – Mile 482-9) Pool 20 (Mile 364.1 – Mile 343.2)
Pool 16 (Mile 482.8 – Mile 457.2) Pool 21 (Mile 343.1 – Mile 324.9)
Pool 17 (Mile 457.1 – Mile 437.1) Pool 22 (Mile 324.8 – Mile 301.2).

Mariners should avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water operations and avoid down-streaming if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. Down-streaming operations are not recommended. Navigational buoys may have been dragged off station, so remain cautious while transiting.

The COTP Upper Mississippi River has established a Safety Zone in the following area:

Hardin Zone, (Mile 49.9 and Mile 10.0).

Vessel transit within this zone, is prohibited unless authorized by the COTP

 Upper Mississippi River. Vessel operators may request permission to move within this zone on a limited case-by-case basis from the COTP via telephone at (314) 269-2332.
 

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following areas are in the high water action phase IAW the Western Rivers WAP Annex:
Peoria Zone (Mile 187.0 – Mile 145.6) Beardstown Zone (Mile 108.5 – Mile 80.3),
Cooperas Creek Zone (Mile 145.5 – Mile 129.0) Meredosia Zone (Mile 80.2 – Mile 50.0)
Havanna Zone (Mile 128.9 – Mile 108.6) Grafton Zone (Mile 9.9 – Mile 0.0)

A no wake zone has been established from Mile 128.9 to Mile 80.3. Laying up on levees in these areas is prohibited. Recreational traffic is discouraged. High water and drift could be encountered in this area. Mariners are advised to minimize their wake and exercise caution. Mariners should be experienced in high water conditions and avoid down-streaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways from occurring. Navigational buoys may have been dragged off station, so remain cautious while transiting.

 

.MISSOURI RIVER
The COTP Upper Mississippi River has established a Safety Zone in the following areas: Portions of the Kansas City Reach

(Mile 330.0 – Mile 300.0),

Brunswick Reach (Mile 300.0 – Mile 200.0) and

Washington Reach (Mile 100.0 – Mile 0.0).

 Vessel operators may request permission to move within this zone on a limited case-by-case basis from the COTP via telephone at (314) 2692332.

Flooding Mississippi River Prompts Evacuations......

 

On Wednesday, officials with the U.S. Coast Guard reports that they rescued 17 people and three dogs from the flooding Mississippi River in Alexander County, Illinois.

 

Coast Guard officials report that small, lightweight flat bottomed boats were deployed to assist residents affected by the Mississippi River floodwaters.

 

According to the National Weather Service, the Mississippi River had crested at Cape Girardeau, Missouri at 46.4 feet, and will slowly begin to recede........

Missouri River At Washington, Missouri

The River Has Crested, Starting To Fall........

 

The National Weather Service reports that on Saturday afternoon, the Missouri River rose to a crest of 29.45 feet in Downtown Washington, Missouri.

 

The Missouri River had fallen 1.55 feet to 27.9 feet by 8:45 am Tuesday morning.  This range is just under the moderate flood level of 28 feet.

 

The Missouri River is expected to continue a slow, steady fall until finally falling below flood stage by sometime on Sunday, June 23........

Osage River Near Tuscumbia, Missouri

Ameren Raising Spill Gates....  Residents Watching The Rising River....

 

On Tuesday, Ameren Missouri raised the Bagnell Dam spill gates, which is just upstream of the town of Tuscumbia, a tiny town on the river, with about 200 residents.

 

Amren says that they raised the dam gates because of near-capacity water levels at the Lake of the Ozarks.  This release dumped a torrent of water into the Osage River, which is a tributary of the Missouri River.

 

The U.S. Geological Survey reports that as of 3:30 Wednesday, the Bagnell Dam was discharging 55,000 cubic feet per second into the Osage River, up from about 25,000 cfs........

June 13, 1919 In River History


Ships from the WWI US Navy stopped at the St. Louis riverfront during a tour of major Mississippi River cities.

The Flotilla included a sub-chaser, three seaplanes, a destroyer, and a submarine. The submarine did daily demonstrations of running submerged between the Eads and the Free Bridges.

The flotilla had to cut their stay short because of the possibility of dropping river levels that would prevent them from leaving.

 

Missouri River Flooding

Missouri River Runner Route Partially Resuming Service........

 

This week, the Amtrak service running between St. Louis and Kansas City will be partially be restored.  The passenger rail service and the Missouri Department of Transportation made the announcement Tuesday morning.

 

Rail service between St. Louis and Kansas City along the Missouri River Runner route is slated to resume on Thursday.  The afternoon departures will continue on chartered busses that will stop at all stations as close to the train schedule as possible.

 

The Missouri River Runner was suspended on May 31, as flooding had forced the shifting of freight train traffic to the tracks used by passenger rail service........

Mississippi River At Alton, Illinois

Businesses Are Waiting Out The Flooding........

 

The Solara wine bar is located on the north side of Third Street in downtown Alton.  While the business is out of the flood zone, it is near enough to see water from basements being pumped over the floodwall and back into the overflowing river.

 

Solara co-owner Ryan Grey is having a little bit of fun with the flooding by posting a sign saying that they have turned the water into wine.

 

Grey notes that changes made after the Great Flood of 1993 have made a considerable difference.  One of the biggest changes was the relocation of the Alton water plant from along the river to the top of the bluff in 2001........

Flooding Aftermath

Officials:  Be Wary Of Fraud........

 

The Jersey County Sheriff's Office is warning residents to be on the look out for suspicious activity involving potential fraud, scam artists and other criminals that prey on disaster survivors.

 

The Sheriff's Office says that flood victims need to be on the look out for fraudulent home visits or phone calls and people that claim to be from FEMA or other federal agencies without proper photo identification.

 

Flood victims will only be asked for banking information and Social Security numbers when registering for assistance with the Federal Emergency Management Agency.  This information should never be given to contractors........

Due to high water conditions, multiple L/D’s are closed to navigation. Mariners are encouraged to contact the respective lock masters, for additional information

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The COTP Upper Mississippi River has established a Safety Zone for Zone 28 (Miles 184.0-179.0), in accordance with the Western Rivers Action Plan Annex, has been established for commercial and recreational traffic.

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following areas are in the high water action phase IAW the Western Rivers WAP Annex:
Pool 3 (Mile 815.1 – Mile 796.9) Pool 18 (Mile 437.0 – Mile 410.5)
Pool 11 (Mile 615.0 – Mile 583.0) Pool 19 (Mile 410.4 – Mile 364.2
Pool 15 (Mile 493.2 – Mile 482-9) Pool 20 (Mile 364.1 – Mile 343.2)
Pool 16 (Mile 482.8 – Mile 457.2) Pool 21 (Mile 343.1 – Mile 324.9)
Pool 17 (Mile 457.1 – Mile 437.1) Pool 22 (Mile 324.8 – Mile 301.2).

Mariners should avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water operations and avoid down-streaming if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. Down-streaming operations are not recommended. Navigational buoys may have been dragged off station, so remain cautious while transiting.

ILLINOIS WATERWAY CHANNEL CONDITION - SAFETY ADVISORY-UPDATE
The COTP Upper Mississippi River has established a Safety Zone in the following area:

Hardin Zone, (Mile 49.9 and Mile 10.0).

Vessel transit within this zone, is prohibited unless authorized by the COTP

 Upper Mississippi River. Vessel operators may request permission to move within this zone on a limited case-by-case basis from the COTP via telephone at (314) 269-2332.
 

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following areas are in the high water action phase IAW the Western Rivers WAP Annex:
Peoria Zone (Mile 187.0 – Mile 145.6) Beardstown Zone (Mile 108.5 – Mile 80.3),
Cooperas Creek Zone (Mile 145.5 – Mile 129.0) Meredosia Zone (Mile 80.2 – Mile 50.0)
Havanna Zone (Mile 128.9 – Mile 108.6) Grafton Zone (Mile 9.9 – Mile 0.0)

A no wake zone has been established from Mile 128.9 to Mile 80.3. Laying up on levees in these areas is prohibited. Recreational traffic is discouraged. High water and drift could be encountered in this area. Mariners are advised to minimize their wake and exercise caution. Mariners should be experienced in high water conditions and avoid down-streaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent any breakaways from occurring. Navigational buoys may have been dragged off station, so remain cautious while transiting.

 

.MISSOURI RIVER
The COTP Upper Mississippi River has established a Safety Zone in the following areas: Portions of the Kansas City Reach

.MILE 44.0 - PIPELINE REPAIR
Continuing until further notice, pipeline repairs are being conducted in the vicinity of Mile 44.0. The M/V AL GOULT and the M/V SKIP are on-scene and monitoring VHF-FM Channel 13 or 16. Mariners are requested to contact the M/V GOULT or the M/V SKIP 30-minitues prior to transiting the area.

Mississippi River Near Alton, Illinois

Floodgates Are Open....  Water Still Up....

 

The floodgates along Illinois Route 3 at the Alton - East Alton border have been reopened and the Mississippi River is on the way down, but there is a long way to go.

 

Around 10:30 am Tuesday, crews opened the floodgates and began removing the barriers where Route 3 crosses Wood River Creek.  Soon after, traffic was flowing in both directions.

 

As of 1 pm Tuesday, the Mississippi River at Alton was at 38 feet, a smidge over a foot down from the Sunday crest of 39.1 feet.  The National Weather Service says that the river level should fall to 33.9 feet, or moderate flood stage by 1 pm Sunday........

IDNR Says Keep Off Of Flooded Rivers........

 

One would think that it is common sense, but the Illinois Conservation Police are having to tell people to stay off of the flooded rivers across the state.

 

At this time, the Mississippi, the Illinois, the Rock, the Big Muddy and Ohio Rivers are flooding, or receding from flooding.  Rachael Torbert with the Illinois Department of Natural resources says that the rivers are dangerous and boaters need to stay out of the water.

 

Torbert said that even though the IDNR has not shut down those waterways to recreational boating, they are still dangerous, and they are asking the public to stay off the water........

Illinois River Near Nutwood, Illinois

Nutwood's Temporary Levee Failed........

 

On Monday, the temporary levee around the town of Nutwood, Illinois failed, and it is thought that the high winds may be the cause of the failure.

 

Nutwood residents had constructed a temporary levee as protection from floodwaters, should the actual Nutwood Levee fail.  The high winds produced waves that crashed into the barrier, leading to a portion of the town flooding.

 

Four Nutwood homes now have water in them.  Some of those residents are staying in trailers.  The town is still accessible by road, as the road to Fieldon is still open........

Mayor Hopeful Grafton Will Be Ready For July 4th........

 

At this time, main roads in Grafton remain underwater, effectively splitting parts of the town into several pieces, which require motorists take alternate routes to their destinations.

 

Grafton Mayor Rick Eberline says that the floodwaters crested at 35.1 feet, and over the past several days, the river has come down about a foot. 

 

Eberline believes that clean-up efforts could begin in late June, which could allow businesses that are currently underwater to have a shortened tourism season, and allow them to cash in on the 4th of July holiday........

Mississippi River At Winfield, Missouri

Long Flood Recovery Ahead For Residents........

 

The floodwaters around Winfield, Missouri are falling, and soon, work will begin for residents trying to return to their everyday lives.

 

As of Tuesday, homes in Winfield were still underwater, and since the river has fallen about a foot, and the water line of the flood's high mark is visible in some buildings.

 

Winfield residents are still utilizing boats to check on their properties.  Health workers in Lincoln County are administering free tetanus shots, as one could only imagine what kinds of diseases are in the floodwaters........

Officials, Residents Watching, Waiting On The Water........

 

Over the weekend, the rivers crested in Alton, Grafton and Hardin.  Now, it is merely a matter of time before the local rivers slowly recede into their banks. 

 

In Hardin, the fall is expected to be slower than in other locations.Following Friday's crest of just over 40 feet, the Illinois River is only expected to drop about four feet by this Friday.  Gene Breden, the Calhoun County EMA Director said that one major task will be draining the bottoms areas inundated when the Nutwood Levee failed.

 

Bob Barnhart, Alton's Public Works Director is expecting a lot of cleaning after the Mississippi River falls enough to allow access to the downtown area and Riverfront Park........

EMPHASIS: Section Of Osage River Opens To Recreational Boating

The Missouri State Highway Patrol announces the Osage River from the Route B Bridge to Bagnell Dam is now open for recreational boating traffic.

While this section of the river has been opened, boaters should avoid creating wakes in areas still experiencing high water conditions. Boaters should also be alert for floating debris.

The Osage from the Missouri River to the Route B Bridge in St. Thomas, MO remains closed to recreational boating. Although the river level continues to drop, there are still flooded structures downstream from the Route B Bridge. The Osage River closure for recreational boating traffic remains in effect for that area until further notice.

On June 4, due to deteriorating safety conditions as a result of flooding and to prevent further property damage, Missouri Department of Public Safety Director Sandy Karsten authorized the closure of the Osage from the Missouri River to Bagnell Dam for recreational boating pursuant to Revised Missouri Statutes 306.124(3) in consultation with the Patrol.

It's been a hot weekend. There appears to be a knowledge deficit on what to do when you see a boat being assisted by a licensed tow boat with red lights flashing. The boats underway should observe a "no wake" zone as they pass the disabled boat.

We were broke down in the Dardenne Slough being assisted. It was obvious to slow down and let the towboat do it's work. That was not the case Saturday. Despite our waving, yelling and motioning to slow down, 7 out of the 10 boats that passed failed to slow down. This created a dangerous situation for us and the tow boat crew. If you saw this on the highway common sense would have you slow down and move over. Same should apply on the river.

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION - L/D CLOSURES
Due to high water conditions, multiple L/D’s are closed to navigation. Mariners are encouraged to contact the respective lock masters, for additional information

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY
The COTP Upper Mississippi River has established a Safety Zone for Zone 28 (Miles 184.0-179.0), in accordance with the Western Rivers Action Plan Annex, has been established for commercial and recreational traffic.

 

UPPER MISSISSIPPI RIVER - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE

The following areas are in the high water watch phase IAW the Western Rivers WAP Annex:
Pool 3 (Mile 815.1 – Mile 796.9) Pool 16 (Mile 482.8 – Mile 457.2)
Pool 5A (Mile 738.0 – Mile 728.6) Pool 17 (Mile 457.1 – Mile 437.1)
Pool 15 (Mile 493.2 – 482-9 Pool 18 (Mile 437.0 – Mile 410.5))

In all high water phases, towboat operators should exercise caution, minimize wake where possible and be experienced in high water operations. Mariners are urged to transit between Mile 483.0 to Mile 482.0, Mile 363.0 to Mile 362.0 and Mile 353.0 to Mile 352.0, at their slowest safe speed to minimize their wake, to protect levees from damage. Mariners should avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water operations and avoid down-streaming if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. Down-streaming operations are not recommended. Navigational buoys may have been dragged off station, so remain cautious while transiting

High water and drift potential may be encountered in these areas. Mariners are advised to minimize their wake, exercise caution and avoid laying up on levees. Recreational traffic is not recommended. Mariners should be experienced in high water conditions and avoid downstreaming operations if possible. Mariners should remain vigilant to an increase in debris and maneuver appropriately. Be aware that a buildup of debris in fleeting areas may have occurred and take appropriate action to prevent breakaways. ILLINOIS RIVER

 ILLINOIS WATERWAY CHANNEL CONDITION - SAFETY ZONE -UPDATE
The COTP Upper Mississippi River has established Safety Zones in the following areas
:
Havana Zone 128.9 – Mile 108.6) Beardstown Zone (Mile 101.9 – Mile 80.3)
Meredosia Zone (Mile 80.2 – Mile 50.0) Hardin Zone (Mile 49.9 – Mile 10.0)

Vessel transit within this zone, is prohibited unless authorized by the COTP Upper Mississippi River. Vessel operators may request permission to move within this zone on a limited case-by-case basis from the COTP via telephone at (314) 269-2332

 

.MISSOURI RIVER

.MILE 44.0 - PIPELINE REPAIR
Continuing until further notice, pipeline repairs are being conducted in the vicinity of Mile 44.0. The M/V AL GOULT and the M/V SKIP are on-scene and monitoring VHF-FM Channel 13 or 16. Mariners are requested to contact the M/V GOULT or the M/V SKIP 30-minitues prior to transiting the area.

Mississippi River Near Wood River, Illinois

Three Floodgates Reopening On Tuesday........

 

Officials have announced that on Tuesday, they intend to reopen the floodgates along Illinois Route 3 between Alton and East Alton.

 

Vince Milazzo, the Wood River Drainage and Levee District Supervisor says that they will begin the process at 7 am.  He adds that as long as there are no problems, the floodgates should be open by the afternoon rush hour.

 

The floodgates were closed on June 5th as a precaution against the rising Wood River Creek possibly flooding residents and businesses........

Mississippi River Shipping

Flooding Hindering Barge Shipping........

 

There are hundreds of barges stalled along the flooding Mississippi River, clogging up the main shipping artery for America's farm belt.

 

The highways and railroads have not fared much better, as many have been shut down as  well, keeping needed supplies for farmers, limiting the crops sent to market.

 

The Waterways Council Inc., who tracks barge movements, reports that close to 300 barges are being held at just two locks along the upper Mississippi River by high waters and fast moving currents........

Missouri River Flooding….

Sizable portions of Nebraska and Iowa were seeing the Missouri River at levels higher than it was in 1993. Throughout Nebraska and Iowa, the Missouri River was expected to crest 5 - 7 feet above flood stage. A no Wake zone was put into place near Bismarck, North Dakota to maintain the integrity of the levees
 

Mississippi River Near West Alton, Missouri

Officials:  Flooding May Be Around For Weeks........

 

On Saturday, the Mississippi River crested, and is slowly starting to recede.  The Rivers Point Fire Department says that it may be 6 to 8 weeks before the approximately 1,000 West Alton and Portage des Sioux residents can return to their homes.

 

The Emergency Management Director for Portage des Sioux says that they believe approximately 120 homes are affected by water.  It will be difficult to determine the extent of damage caused by the flood until residents are able to return home.

 

Even as the floodwaters are receding, many roads in the West Alton region remain covered in water, and as a result are closed.  MoDOT will have to inspect the roads once the water recedes to make sure it is safe to reopen to traffic.......

St. Louis Area Levees

Corps:  Levees Holding Against Flooding........

 

Officials with the U.S. Army Corps of Engineers, St. Louis District say that they would give levee districts and the Corps an "A" for how they performed during the flooding of 2019.

 

Approximately 20 percent of the levees failed after being overtopped by floodwaters, sending hundreds of residents fleeing to safety.

 

The Corps reports that tens of millions of dollars were spent shoring up weak areas of levees following the Flood of 1993.  Even after this, some communities were hit hard when levees were overtopped by floodwaters........

Mississippi River Near Cape Girardeau, Missouri

Residents Monitoring The Mississippi River........

 

Henry Kennemore and Sarah McBride are residents of Cape Girardeau, Missouri, and they booth keep tabs on the Mississippi River as it rises.

 

Kennemore says that the river is sort of his happy place.  McBride noted that she had never seen the river this high.  They both stated that it has been tough not being to sit along the riverfront.

 

Both McBride and Kennemore stated that it seems that the Cape Girardeau floodgates have been up for awhile.  Kennemore said it seems that the flood gate has been closed forever........

Mississippi River At Alton, Illinois

Steve Miller Concert Relocated Due To Flooding........

 

Due to high water levels along the Alton riverfront, the June 21st Steve Miller Band and Marty Stewart concert originally booked for the Liberty Bank Alton Amphitheater has been relocated to the Alton Square Mall.

 

The band, the production team and the City of Alton have been working hard to relocate the concert to the upper parking lot of the Alton Square Mall, close to the Alby Street entrance.

 

Robert Stephan with the Amphitheater Commission says that it was important to the Commission, their sponsors and the band to make sure the show goes on as planned........
