Mississippi River At Rock Island, Illinois

The River Has Crested....  Expected To Remain High....

The rainfall forecasted for Friday through Sunday in the Quad Cities region is not expected to have an effect on the rise of the Mississippi River at Lock and Dam No.15, Rock Island.  The river is expected to crest over Thursday night at 17.5 feet.

While the Mississippi River is expected to remain over 17 feet through Saturday, the rainfall, especially the rain falling further north will slow the river's fall after it crests.

Pete Speck with the National Weather Service, Davenport says that there is a considerable amount of rainfall expected further north, but it won't affect the rise of the river, but it will cause the river to remain high, and slow it's retreat........

Boating Legislation

The American Boating Congress Has Begun........

Representatives from the recreational boating and fishing industries have headed to Washington D.C. for the American Boating Congress, which will continue through Friday.

The group is looking to tackle a variety of issues within the marine industry, such as workforce shortages, aluminum tariffs, infrastructure concerns, renewable fuels, such as ethanol and biobutanol, and recreational saltwater fishing.

Nicole Vasilaros, vice president of legal and federal affairs for the National Marine Manufacturers Association says that attending the ABC is crucial to getting legislative action on marine industry issues........

SAVE THE DELTA QUEEN ....4-13-18 update

The vote we have been seeking appears to be moving forward next week. In speaking to the house transportation and infrastructure staff it was indicated the house would “work with the senate” regarding the DQ language if it was part of the coast guard authorization bill [ S1129]. In checking S1129 the Delta Queen language that was originally passed as S89 is not in the current version of the bill.
So, team we need to let the senate committee “commerce, science and transportation” know that we the people want the S89 language added to S1129. The committee chair is Sen John Thune from Alaska. We can call bill sponsors, professional staff and the two Missouri senators that sponsored the original S89 bill to make sure they do all they can to get the S89 language added.
Timing is critical Sen Thune has told the press the bill will be voted on next week. The added language could be a floor amendment. We could be celebrating next week.

Mississippi River Near Hannibal, Missouri

Expected Crest Is Below The Level Flood Gates Are Needed........

While the Mississippi River is rising in Northeast Missouri, the National Weather Service's Advanced Hydraulic Prediction Service says that moderate or major flooding is not expected.

Since last week, the Mississippi River at Hannibal has been slowly rising.  By early Tuesday morning, the river had risen to just over 17 feet.  The Mississippi River is expected to continue to rise until Monday, May 14, when it is expected to crest at 19.8 feet.

Hannibal's emergency management director, John Hark says that they were concerned about the early predictions that put the crest at 20.3 feet.  At 20.5 feet, Hark would have to order the installation of Hannibal's first two flood gates........

Meteorologist Terry Simmons with the National Weather Service says that the Mississippi River at Lock and Dam No.15, Rock Island will be cresting at 17.7 feet on Friday.

Simmons stated that the showers and thunderstorms moving through the Quad Cities region this week should not affect the predicted crest of the river.

Corps Awarded $205 Million For Dredging........

The U.S. Army Corps of Engineers recently announced that they intend to spend $205 million in emergency funding in order to repair and dredge southern Louisiana waterways, including the Mississippi, Atchafalaya and Calcasieu Rivers.

A portion of the funding will be used for dredging the southernmost section of the Southwest Pass, which is the main navigational entry to the Mississippi River.

Reportedly, that portion of the Mississippi River has had it's depth reduced to 42 feet, some three feet lower than authorized, by sediment carried by this year's high water conditions........

Asian Carp Update

Illinois Looking To Discuss Carp Countermeasures........

Illinois officials are suggesting negotiating with federal officials as well as other Great Lakes states about fortifying a Chicago-area lock and dam to keep Asian carp from invading the Great Lakes and outcompeting native fish for food.

Illinois Governor Bruce Rauner says that the state is willing to partner with the U.S. Army Corps of Engineers is paying for the proposed project, however, the state is looking to change the $275 million draft plan that the Corps released last year.

The Corps' plan focuses on the Brandon Road Lock and Dam near Joliet, Illinois, and is backed by some of the Great Lakes states.  Illinois is concerned that the plan would affect cargo shipping along the busy waterway........

Official Cause Of Fatal Fishing Accident Released........

Back in March, a boat carrying two fishermen who disappeared capsized along the Mississippi River, spilling the men into the water.

The Missouri State Highway Patrol reports that on March 6, 53 year old Earl Fogle and 51 year old David Hultz were starting commercial fishing operations between two rock dikes when their net became caught in the prop.  The loss of propulsion caused their jon boat to capsize.

Hultz's body was recovered on March 9 after their boat was discovered by divers.  Fogle's body was recovered May 1, after a passer-by spotted a body in the river........

Mississippi River At Davenport, Iowa

City Is Preparing For Flooding........

The City of Davenport has announced that beginning at 9 am Monday morning, a section of River Drive will be closed to allow crews to install a flood barrier in anticipation of a flood crest later in the week.

Dave Cousins, a meteorologist with the National Weather Service said that the Mississippi River should be cresting Early Friday into Early Saturday at 17.8 feet at Lock and Dam No.15, Rock Island.  Flood stage there is 15 feet.

Cousins adds that the river is on the way up due to the April snow storms, especially those that fell up north.  He notes that the high river levels are occurring a bit later than normal for a spring malt flood........

Missouri Boating Legislation

No Wake Bill Awaits Governor's Signature........

Legislation intended to calm the waters in more coves along Missouri lakes, primarily the Lake of the Ozarks, is only lacking the governor's signature to become law.

The legislation, House Bill 2116, was sponsored by Missouri Representative Robert Ross and was approved by the Missouri House on May 1 with a vote of 133 to 3, with one abstention.

The bill adds a subset of jet and prop-powered vessels to those that are exempt from rules governing who can ride on gunwales.  It also sets a fee of $25 for life jacket violations, and broadens the ability of larger coves to be designated as no wake zones........

Calling All Boaters

We need your support and action to mobilize and save the Delta Queen.

Carlyle Lake

Beaches At Carlyle Lake Closed........

Officials have closed down the beaches at Carlyle Lake, as crews are working to prepare the swimming areas for the summer season.  They are making sure that there isn't any debris in the water.

It is possible that debris has been deposited around the swimming areas by high water.  Currently, the Carlyle Lake Project is hard at work in order to open all of the swimming beaches.

The swimming areas will need to be inspected by dive teams, and buoys will need to be placed for the safety of visitors prior to the season opening........

From thespruce.com:
Definition. (noun) Gosling is a specialized term for a young baby goose, typically still covered with soft, fluffy down feathers and unable to fly. Because these chicks are precocial, however, even at a young age they can easily forage on their own and both walk and swim well, though they stay in a family flock ..

Mississippi River At Dubuque, Iowa

The Wayward Barges Sent Thru Dam and Rounded Up.......

Officials are reporting that as of Saturday evening, all of the barges that broke free from a tow along the Mississippi River at Lock and Dam No.11 at Dubuque on Friday have been recovered.

Lock and Dam No.11 staffers stated that they have gathered up all f the barges after sending them through the dam one at a time to be caught and secured by tow vessels downstream.

Staff at the Lock and dam said that the only issue the incident has caused is "delayed traffic" along the river.  They don't think that the barges caused any serious damage to the dam itself........

Do you know about our Adopt-A-River-Mile Program? They held a cleanup yesterday and some of the items they found included a love note, a purse, a wallet, and a statue! #aarm

Mississippi River Near Burlington, Iowa

Officials Predict The River Will Reach Nearly 18 Feet Next Week........

On Friday, the Mississippi River At Burlington, Iowa rose to minor flood stage, prompting city workers to construct a temporary addition to the city's new flood wall in anticipation of heavier flooding over the next week.

As of Friday, the National Weather Service in the Quad Cities predicted that the Mississippi River would rise to 17.9 feet within a week at Burlington.  The new floodwall can handle those river levels, however, the north and south ends are unprotected, requiring the addition of the old HESCO barriers.

Nick MacGregor, the public works director said that the southern end of the floodwall isn't a big problem, as the new wall protects the southern pump station, which used to be a major concern.  The northern end of the wall brings up new problems, such as the rerouting of barriers in comparison to their previous placement........

Mississippi River At Dubuque, Iowa

Barges Break Free, Crash Into Lock And Dam No.11........

Friday afternoon, as many as 11 barges broke away from their tow and crashed into the upstream side of Lock and Dam No.11 along the Mississippi River at Dubuque, Iowa.

The incident happened at mid-afternoon, and witnesses report that they heard a "boom" as the loaded barges slammed into the dam.  It is not certain what caused the barges to break free.

The Upper Mississippi River Towboats typically handle up to 15 of 16 barges.  It is not clear if the towboat was only pushing the 11 barges.  It could take several days to remove the barges from the dam........

Missouri State Highway Patrol

News Release........

EMPHASIS: Patrol: Have A Safe Memorial Day Weekend!

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, would like the public to make safety a priority this Memorial Day weekend. The long weekend is an opportunity to visit family or friends, go to one of Missouri’s lakes, or enjoy any number of recreation opportunities in the state. A safe, fun weekend starts with you. Wear a life jacket when you're on or near the water and use a seat belt when you drive. Always pay attention, whether you're on the road or on the water. Wherever you celebrate this long holiday weekend, choose to be a sober driver on land and on the water.

The Patrol will be participating in Operation C.A.R.E. (Crash Awareness Reduction Effort) during the long holiday weekend. This means every available trooper will be on the road enforcing traffic laws and assisting motorists. In addition, the Patrol will assign troopers to 20-mile intervals along Interstates 29, 44, 55, and 70, and U.S. Highways 60 and 61 on May 25, 2018 and May 28, 2018. Troopers taking part in the holiday peak travel crash reduction enforcement project will be alert for all traffic offenses, and be especially vigilant to aggressive driving violations.
Motorists or boaters in need of assistance or who want to report a crime should use the Highway Patrol's Emergency Assistance number 1-800-525-5555 or *55 on a cellular phone. For road condition reports, travelers can visit the Patrol's website at www.mshp.dps.mo.gov. Click on the Road Condition icon to view road construction areas throughout the state or call 1-888-275-6636.

Over the 2017 Memorial Day holiday weekend, nine people died and 496 were injured in 1,122 traffic crashes. Last year, troopers made 107 DWI arrests. This year's fatality counting period for the holiday weekend begins at 6 p.m., Friday, May 25, and ends at 11:59 p.m., Monday, May 28, 2018. Troopers will focus their attention on seat belt use, use of child safety seats, impaired drivers, hazardous moving violations, and speed violations.

Motorists are encouraged to be safe and courteous drivers. Speed, inattention, and impaired driving are leading causes of traffic crashes. Please do your part. Obey all traffic laws and make sure everyone in the vehicle is properly restrained in a seat belt or child restraint.

The only 100 percent survivable traffic crash is the one that never happens. Make sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Every day as we travel on Missouri’s roadways, we trust that every driver on the road is going to obey the speed limit, pay attention, and drive sober. “Don’t Violate The Trust.”

The Memorial Day weekend is also an unofficial start to the boating season. During the 2017 Memorial Day weekend, there were 15 boating crashes which included seven injuries and one fatality. Two people drowned over last year’s holiday weekend. Troopers arrested 20 people for boating while intoxicated in 2017.
Boating is a great pastime and troopers want everyone to enjoy themselves. Never operate a boat while you are impaired; never ride with an impaired operator. Please be courteous to others on the water, wear a life jacket, and obey the law regarding safe operation of a vessel and no wake zones. Causing harm to another person or their property with an excessive boat wake may subject you to enforcement action or civil liability. Always treat other boaters and property owners as you want to be treated.
Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

“Troopers will be available to provide assistance and enforce Missouri laws all across the state," said Colonel Karsten. "No matter what plans you make, whether you’re on the highway or on the water, please be courteous and pay attention. If you drink alcohol, never operate a vehicle or vessel. Have a safe Memorial Day weekend."

Congressman LaHood Discusses Infrastructure........

Illinois Congressman Darrin LaHood says that a quarter of the $1.6 trillion in the Infrastructure Plan proposed by President Trump is said to be put toward Rural America".

LaHood said that the locks, dams and waterways need upgrades, noting that there are weekly conversations being had with the U.S. Army Corps of Engineers about the proposed project in Quincy.

LaHood states that he and the Corps discussed proposals in the Quincy region, as well as the port project.  He adds that under the current administration, they seem to be seeing a better attitude from the Corps about private sector development........

Calling All Boaters

We need your support and action to mobilize and save the Delta Queen.

High Water is Coming Down The River

Mississippi River Near Rock Island, Illinois

The River Is Expected To Crest At 17.3 Feet........

On Thursday, the National Weather Service upped the forecasted crest for the Mississippi River at Lock and Dam No.15, Rock Island to 17.3 feet.

Tom Gross with the National Weather Service, Davenport reports that the crest may be delayed somewhat as water from Thursday's heavy storms to the north makes it's way in to the Mississippi River from it's tributaries.

The Mississippi River is now forecasted to rise to 17.3 feet by early Tuesday, and potentially remain there until Thursday.  Gross says that the Mississippi River will fall slowly and will likely remain above flood stage for the next 2 weeks........

High Water is Coming Down The River

Mississippi River At East Dubuque, Illinois

Dubuque Seeing High River Levels, Flooding........

Heavy rainfall, combined with snowmelt from up north is affecting Dubuque-area communities with rising river levels, leading to some flooding.

As of Thursday, the Mississippi River is almost a foot above flood stage at Dubuque, as it nears 18 feet.  East Dubuque resident Chuck Kerstein noted that with the expected heavy rains, the situation will grow worse.

Across the river in Dubuque, high river levels prompted the city to shut down the Miller Riverview Campground.  Over the weekend, water inundated the campground forcing campers to be evacuated........

Mississippi River At Minneapolis, Minnesota

Corps Reopened Two Locks To Recreational Traffic........

On Thursday, the U.S. Army Corps of Engineers, St. Paul District reopened the Minneapolis locks at Lower St. Anthony Falls Lock and Dam and Lock and Dam No.1 to recreational vessel traffic.

These locks had been closed to recreational vessel traffic since April 24, on account of high water flow from the spring snow melt.  The Corps' policy is to close those locks to recreational traffic when water flow numbers exceed 30,000 cubic feet per second.

The lockmaster for both locks, Mie DeRusha, is calling on boaters to remain cautious and vigilant while boating in the region, as there will be submerged logs and debris in the water........

Waterfront Property Owners Get Letters Requiring Flood Insurance........

Waterfront property owners across Camden County recently received letters from their lenders stating that they must purchase flood insurance for the property.

According to Presiding Commissioner Greg, he doesn't know if it is a scam or some type of mistake, but it is wrong.  Tanna Wirtz, the Camden Planning & Zoning Administrator said that the county has contacted the State of Missouri and FEMA in an attempt to find out what happened and rectify the situation.

The letters from lenders probably were triggered by the new FEMA floodplain maps that were recently redrawn and released for Camden County.  FEMA had lowered the base flood elevation in many areas, effectively moving many properties out of the floodplain........

Officials Discuss LST 325's Return In The Fall........

Recently, the Chester Chamber of Commerce was given an update on the return of the World War II era landing Ship LST 325 to the Chester riverfront in the fall.

John Tallent, the USS LST Ship Memorial Inc. President, Owen Chapman, the Assistant Treasurer and Commanding Officer Bob Kubota spoke before the Chamber of Commerce about the vessel and it's scheduled stop at Chester on September 7 - 9, 2018.

Moderate Mississippi River Flooding Expected........

On Wednesday, National Weather Service meteorologist Terry Simmons said that moderate flooding is expected along the Mississippi River at Lock and Dam No.15, Rock Island.

Initial estimates called for minor flooding, however, thunderstorms will be in the area through Thursday evening and could potentially dump 1 to 2 inches of rain on the region by Friday morning.

The flooding is mainly attributed to snowmelt from the April snow showers in Minnesota and Wisconsin.  Simmons said that when the Quad Cities saw a little bit of snow a few weeks ago, Minnesota and Wisconsin got between 8 and 14 inches........

River History....

May 3, 2013 in River History

Approximately 300 gallons of crude oil spilled into the Mississippi River near Alton, Il when a vessel struck a fleeting area, causing fourteen barges to break free. The run-away barges hit dry docks, numerous other facilities and then another barge causing the oil spill.
