Spring Greetings River Bill!

Thought I'd share this film shot of our Beautiful White American Pelicans as they grace the waters at Airport Lake near my cottage on the Mississippi. I watched them fly up. Swim down. Go back and forth in this straight line formation for quite some time. It was then that I realized that these are tactical movements, as in the pelicans were literally corralling shad towards the rear of the slough! A few days ago it was reported that some Beastly Juveniles shot and killed 5 pelicans and wounded another. A protected species! They were just being boys I guess, but they could rack up some serious charges and fines. I wish I could teach them to hunt properly, within the MoCo guidelines, following codes and regulations.

A little enlightenment could ensure that future generations will be able to enjoy a sight like this!

MILE 274.4 - CHANNEL CONDITION
Shoaling has been reported in the vicinity of Mile 274.4, along the RDB, north of L/D 24. Mariners are urged to exercise caution in the area.
MILE 197.8 - VISIBLE OBSTRUCTIONS
A series of 4 obstructions, consisting of unlighted and abandoned pile clusters have been reported in the vicinity of Mile 197.8, LDB. Mariners are urged to exercise caution in the area.

MILE 169.0 - MILE 152.0 - UNMANNED AIRCRAFT TESTING
Commencing April 17, 2018 and continuing until April 20, 2018, the U.S. Coast Guard will conduct unmanned aircraft testing between approximate Miles 169.0 and 152.0. Anchored mannequins used as test objects will be in placed in the area. Mariners are urged to exercise caution in the area and not disturb the anchored test objects. Mariners may contact the U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16 or at (314) 269-2332, for additional information

Ohio River Near Cairo, Illinois

Coast Guard Continues Sunken Barge Response........

 

On Thursday, the U.S. Coast Guard continued their response to a sunken barge near Cairo, Illinois.  The sunken barge, which was loaded with pig iron, has been located close to Ohio River Mile Marker 964.

 

Currently, the U.S. Coast Guard and Tennessee Valley Towing are putting together a savage plan that will have to be approved by the U.S. Coast Guard.

 

The incident had prompted the closure of the Olmstead Lock and Dam, which has since been reopened.  There are no current waterway closures because of the incident........

News Release

 

EMPHASIS: Patrol To Begin Annual Buoy Audit May 1

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, would like to make the public aware of the following:

The Missouri State Highway Patrol’s Water Patrol Division will be conducting their annual buoy audit beginning May 1, 2018. The division manages thousands of buoy permits, which must be maintained by the individual permit holders.

The annual audit involves verifying the permit holder still owns the property associated with the permit, ensuring the buoy is placed properly, and confirming the buoy displays the correct markings. Additionally, the buoy must be well maintained and the markings must be visible to boaters. Buoy permits are required to be placed by April 1 each year, unless otherwise specified in the permit. Buoys which are not in compliance with the permit requirements are subject to revocation.

The cooperation of buoy permit holders in maintaining navigational buoy markers on our waterways is appreciated. Any questions regarding the buoy audit or individual buoy permits may be directed to the Water Patrol Division at 573-751-5071, or by email at Buoys@mshp.dps.mo.gov.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

United Safety Council Honors Nautique........

 

During the annual United Safety Council awards ceremony, the Nautique Boat Company was awarded the silver medal for the Corporate Safety Award.

 

The award is presented to companies based upon the overall amount of safety accomplished over the past 12 months.  Bart Drummond, Nautique's Environmental Health Safety and Security Manager a silver medal for the safety Leadership Award, which is given to an individual dedicated to safety.

 

Mautique president Greg Meloon says that the Nautique team is focused on the importance of safety in the company's operations.  Being recognized by by the United Safety Council is quite the honor, and emphasizes the ongoing effort to develop a Safety Culture that is industry leading........

Ohio River At Louisville, Kentucky

Thunder Over Louisville Is This Weekend........

 

This weekend, Thunder Over Louisville will be part of the Derby Festival's Opening Ceremonies.  Every year, over 500,000 people attend the event along the Louisville riverfront. 

 

The event features the Thunder Air Show, which features over 100 airplanes, stunts, aerobatic teams, skydiving teams and military aircraft.  There will also be M1 Abrams tanks, howitzers and the largest American Flag will be flown via a helicopter tow.

 

After dark, the Thunder will be rolling, as America's "First Family of Fireworks", Zambelli Internationale, will be providing the latest in fireworks displays.  There will be eight 400 foot long barges loaded up with fireworks for the event........

We need your support and action to mobilize and save the Delta Queen.

 

     

SAVE THE DELTA QUEEN ....4-13-18 update


The vote we have been seeking appears to be moving forward next week. In speaking to the house transportation and infrastructure staff it was indicated the house would “work with the senate” regarding the DQ language if it was part of the coast guard authorization bill [ S1129]. In checking S1129 the Delta Queen language that was originally passed as S89 is not in the current version of the bill.
So, team we need to let the senate committee “commerce, science and transportation” know that we the people want the S89 language added to S1129. The committee chair is Sen John Thune from Alaska. We can call bill sponsors, professional staff and the two Missouri senators that sponsored the original S89 bill to make sure they do all they can to get the S89 language added.
Timing is critical Sen Thune has told the press the bill will be voted on next week. The added language could be a floor amendment. We could be celebrating next week.

Mississippi River Near Dorena, Missouri

The Dorena-Hickman Ferry Has Reopened........

 

At around 2:30 pm Thursday, the Kentucky Transportation Cabinet reopened the Dorena-Hickman Ferry.  The ferry had been shut down due to floodwaters covering the Kentucky Landing along the Mississippi River at Hickman, Kentucky.

 

The ferry, which links Missouri Route A and Route 77 near Dorena, Missouri with KY 1354 at Hickman, Kentucky, has resumed service on their normal summer schedule........

MILE 274.4 - CHANNEL CONDITION
Shoaling has been reported in the vicinity of Mile 274.4, along the RDB, north of L/D 24. Mariners are urged to exercise caution in the area.
MILE 197.8 - VISIBLE OBSTRUCTIONS
A series of 4 obstructions, consisting of unlighted and abandoned pile clusters have been reported in the vicinity of Mile 197.8, LDB. Mariners are urged to exercise caution in the area.

MILE 169.0 - MILE 152.0 - UNMANNED AIRCRAFT TESTING
Commencing April 17, 2018 and continuing until April 20, 2018, the U.S. Coast Guard will conduct unmanned aircraft testing between approximate Miles 169.0 and 152.0. Anchored mannequins used as test objects will be in placed in the area. Mariners are urged to exercise caution in the area and not disturb the anchored test objects. Mariners may contact the U.S. Coast Guard Sector Upper Mississippi River via VHF-FM Channel 16 or at (314) 269-2332, for additional information

Ohio River Near Olmstead, Illinois

Barges Broke Free At Olmstead Lock And Dam....  River Closed....

 

At around 11:30 am Wednesday morning, the Ohio River at the Olmstead Lock and Dam was closed while the U.S. Army Corps of Engineers were inspecting after a commercial tow broke apart.  One barge sank during the incident.

 

A marine inspection vessel was called out to try to locate the sunken barge, however, the water was too rough for search operations to be conducted.  That section of the Ohio River remained closed overnight, as search crews will try again Thursday morning.

 

Captain Jeremy Nichols says that wind was what cause the tow to break apart.  With the exception of the sunken barge, all barges have been rounded up and accounted for.  There were no injuries reported........

Flooding Legislation

Illinois Senators Advance Bill To Map Urban Flooding........

 

Wednesday, U.S. Senators Dick Durbin and Tammy Duckworth of Illinois with Florida Senator Marco Rubio and U.S. Representatives Mike Quigley (D-IL-05), Dutch Ruppersberger (D-MD-02) and John Culberson (R-TX-07) introduced the bicameral, bipartisan Flood Mapping Modernization and Homeowner Empowerment Pilot Program Act of 2018.

 

This legislation is intended to improve the mapping of flooding in urban areas in order to prevent associated damage.  It will also give municipalities the tools necessary to address local flooding, and then encourage the Federal Emergency Management Agency to apply the lessons learned across the nation.

 

Durbin says that just a few inches of rain can cause several thousand dollars in damage to many homes in urban areas.  He adds that the legislation will help local governments determine the extent of the problem, and then develop a solution for flooding........

Mississippi River Commission Annual High Water Inspection.....

 

The Mississippi River Commission is conducting their annual high water inspection trip along the Mississippi River from April 16 through the 20th.

 

There will be four public meetings held aboard the Motor Vessel Mississippi in selected towns along the Mississippi River.  The meetings allow commission members to meet with residents, local partners and stakeholders and hear their ideas, issues and concerns.

 

The meetings are scheduled for:

○  April 16 9:00 a.m. New Madrid, Missouri (City Front)
○  April 17 9:00 a.m. Memphis, Tennessee (Beale Street Landing)
○  April 18 9:00 a.m. Greenville, Mississippi (City Front)
○  April 20 9:00 a.m. New Orleans, Louisiana (New Orleans District Dock)

How To Handle A Hull Leak........

 

Boaters know that any time they hit the water, any number of emergency situations can occur.  The key is to be aware of those potential situations, and be prepared to act if they do occur.

 

One of the more dire problems that can happen is a major water leak in the hull.  Hoses can burst or work loose, through-hull fittings can break and of course, you could strike something in the water. 

 

While you may not be able to cover all situations, however, some simple preparation will go a long way toward minimizing problems........

Boat Manufacturing Supplies

Initial Aluminum Sheet Tariffs Announced........

 

The U.S. Commerce Department recently announced the countervailing tariff amounts on aluminum sheet imported from China.  There are a variety tariffs imposed on different Chinese suppliers which will take effect within two to five business days.

 

The U.S. Department of Commerce is set to start collecting these tariffs, and some of them, primarily for Chalco and other companies are anticipated to be imposed retroactively to January.

 

The National Marine Manufacturers Association reports that the tariffs will take effect when the DOC releases their preliminary determination in the Federal Register, which typically takes two to five business days........

The vote we have been seeking appears to be moving forward next week. In speaking to the house transportation and infrastructure staff it was indicated the house would “work with the senate” regarding the DQ language if it was part of the coast guard authorization bill [ S1129]. In checking S1129 the Delta Queen language that was originally passed as S89 is not in the current version of the bill.
So, team we need to let the senate committee “commerce, science and transportation” know that we the people want the S89 language added to S1129. The committee chair is Sen John Thune from Alaska. We can call bill sponsors, professional staff and the two Missouri senators that sponsored the original S89 bill to make sure they do all they can to get the S89 language added.
Timing is critical Sen Thune has told the press the bill will be voted on next week. The added language could be a floor amendment. We could be celebrating next week.

Government Cut Near Miami, Florida

Boat Crashed On Same Jetty Where Jose Fernandez, Two Others Were Killed........

 

Friday night, responders were called out to rescue three people at Miami's Government Cut after their boat crashed into the same jetty that claimed the life of Miami Marlins pitcher Jose Fernandez and two others back in 2016.

 

At around 9:15 pm, Miami-Dade Fire Rescue sent out a diver into the choppy water.  Fire Rescue reports that two of the boaters sustained minor cuts and bruises and the third person was treated and taken to the hospital.

 

Local resident Dev Finger says that he saw the rescue efforts from his balcony.  He said that there was a lot of commotion on the jetty, and debris out on the rocks........

Lower Mississippi River

Louisiana Hopes To Utilize Funding For Restoration Projects........

 

The Louisiana Coastal Protection and Restoration Authority is hopeful that a condition in a federal water resources project authorization bill will allow the U.S. Army Corps of Engineers to spend up to $196 million to use dredged material from the navigation channels to construct five new wetland restoration projects.

 

According to Bren Haase, the CPRA chief of planning and research,  one of the proposals is to create 560 acres of new marsh within the Central Wetlands Unit near New Orleans' Lower Ninth Ward, as well as numerous projects that would construct new wetlands within the Mississippi River's Birdfoot Delta.

 

The 2016 Water Resources Development Act permits the Corps to construct up to 10 pilot beneficial use projects utilizing sediment to construct wetlands at federal expense, regardless of how far the dredged material must be pumped by pipeline........

City Officials Approve Riverfront Plans........

 

On Tuesday, Andy Dorian, director of the Hannibal Parks and Recreation Department secured support for Hannibal's riverfront renovation project from the City Council, the Convention and Visitors Bureau and the Board of Public Works.

 

Last week, Dorian had secured the backing from the Park Board.  He sought support for the project from the city boards as they will be supporting the multimillion dollar project with either funding or labor.

 

During all of the presentations, Dorian advised the boards that the largest change in the renovation project since the plans were originally unveiled was the replacement of a sheet metal wall in favor of rip rap.  The change was made to cut down on the project's cost........

MRC Hosted Meeting On Community Issues........

 

On Tuesday, the Mississippi River Commission met with representatives of communities in the Mid-South in order to discuss how the Mississippi River and it's tributaries affect communities after a flooding event.

 

The area representatives gave their input to the MRC members and Generals with the U.S. Army Corps of Engineers, who then will report to Congress what areas need assistance.

 

Major General Richard Kaiser, Commanding General of the U.S. Army Corps of Engineers, Mississippi Valley Division says that he will take the concerns expressed by local stakeholders, bring them before Congress, and offer recommendations to address those concerns........

The Mississippi River Commission is conducting their annual high water inspection trip along the Mississippi River from April 16 through the 20th.

 

There will be four public meetings held aboard the Motor Vessel Mississippi in selected towns along the Mississippi River.  The meetings allow commission members to meet with residents, local partners and stakeholders and hear their ideas, issues and concerns.

 

The meetings are scheduled for:

○  April 16 9:00 a.m. New Madrid, Missouri (City Front)
○  April 17 9:00 a.m. Memphis, Tennessee (Beale Street Landing)
○  April 18 9:00 a.m. Greenville, Mississippi (City Front)
○  April 20 9:00 a.m. New Orleans, Louisiana (New Orleans District Dock)

Mississippi River Near New Orleans, Louisiana

Tall Ships Sailed Up The River Toward New Orleans........

 

Tuesday, six tall ships sailed up from the Mississippi River's mouth toward New Orleans.  Leading the way was the 99 foot iron hulled vessel Elissa, which was built in Scotland in 1877.

 

Pilots with the Crescent River Port Pilots Association boarded the vessels, to assist with guiding them up the busy commercial corridor.  The pilots will also guide the vessels as they sail downstream. 

 

The tall ships are headed to the New Orleans area as part of New Orleans' Tricentennial celebrations.  Four of the tall ships will tie up at Woldenberg Park on the New Orleans riverfront, and the other two will enter the waters of Lake Pontchartrain for the event........

Mississippi River Near Granite City, Illinois

Project Intended To Mitigate American Bottoms Flooding........

 

Hopefully, the continual flooding issues in the American Bottoms region close to Horseshoe Lake will soon be lessened.  The canals and ditches have been cleaned out, and the level of the lake has been lowered.

 

The next concern to be addressed is the interior flooding issues of the American Bottoms.  These problems are caused by drainage issues.

 

According to Madison County Board Chairman Kurt Prenzler, a quarter cent sales tax will be used to address additional flooding issues, and additional dredging will also help mitigate flood concerns........

The vote we have been seeking appears to be moving forward next week. In speaking to the house transportation and infrastructure staff it was indicated the house would “work with the senate” regarding the DQ language if it was part of the coast guard authorization bill [ S1129]. In checking S1129 the Delta Queen language that was originally passed as S89 is not in the current version of the bill.
So, team we need to let the senate committee “commerce, science and transportation” know that we the people want the S89 language added to S1129. The committee chair is Sen John Thune from Alaska. We can call bill sponsors, professional staff and the two Missouri senators that sponsored the original S89 bill to make sure they do all they can to get the S89 language added.
Timing is critical Sen Thune has told the press the bill will be voted on next week. The added language could be a floor amendment. We could be celebrating next week.

BoatUS Warns Against President's Proposal to Sell E15 Year Round


ALEXANDRIA, Va., April 17, 2018 – A proposal by President Trump to allow the sale of E15 (15 percent ethanol) gasoline year-round has set off alarm bells at the nation’s largest boating advocacy group, Boat Owners Association of The United States (BoatUS).
E15 is prohibited by federal law for use in recreational boat engines, voids many marine engine warranties, and is currently banned for sale by the Environmental Protection Agency during summer months over concerns that it contributes to smog on hot days. Under the President’s April 12 proposal, however, a waiver to the Clean Air Act would permit the sale of E15 in the summertime at the same roadside gas stations where most recreational boaters refuel their trailered vessels.
“We are very disappointed,” said BoatUS Manager of Government Affairs David Kennedy. “The proposal to sell E15 during the boating season is a recipe for misfueling in the highest order and a giveaway to the big ethanol and corporate farming interests at the expense of America’s middle-class boaters. The little E15 warning label currently required on gas station pumps does next to nothing to protect boaters’ engines, and if a waiver is granted, it would dramatically increase the chances of E15 getting into a boat’s gas tank.”
“With ethanol, boaters continue to pay the price with increased repair bills, lower fuel economy and poor reliability. Instead of more ethanol, we need more effective misfueling-prevention measures that will educate and protect all consumers,” added Kennedy.
A study by the National Renewable Energy Laboratory conclusively demonstrated that E15 damages boat engines, and 92 percent of readers of a prominent boating industry publication reported in 2017 that they have seen damage caused by ethanol. A 2016 Harris Poll found that 64 percent of consumers were not sure or did not pay attention to the type of gas they used.
Boaters have long suffered under the Renewable Fuel Standard’s (RFS) mandate to increase the volume of ethanol in the nation’s fuel supply. BoatUS is asking boaters for help on the issue by posting a message to their congressman’s or senator’s Facebook page urging for RFS reform. This can easily be done by going to https://bit.ly/2H62s2p.
Passed in 2005, RFS requires the blending of biofuels, such as corn-ethanol, into the nation’s gasoline supply. To keep up with this mandate, in 2010 the EPA permitted E15 (fuel containing up to 15 percent ethanol) into the marketplace, but only for some vehicle engines.
The more than half-million-member boat owners group supports fuel choice, including smart biofuels development such as isobutanol, and the availability of ethanol-free fuels that are increasingly more difficult to find. “As more ethanol-blend fuels fill up the pumps, the fuel that most boaters want for safe operation is being pushed out of the market,” added Kennedy.
BoatUS is a member of the Smarter Fuel Future coalition.

Veterans Fish For Free At Bennett Spring Saturday........

 

On Saturday, April 21, the Missouri Department of Conservation is inviting Veterans out to Bennett Spring State Park for the free Veteran's Fishing Day event, which will run form 7 am to 7:30 pm.

 

During the Veteran's Fishing Day event, fishing will be free for all Veterans.  There will be no license or daily tag fees.  Veterans may pick up their free daily trout tag at the park store the evening before the event, or at any time during the event.

 

A portion of the park's Zone 2 fishing area will be stocked specially, and reserved for Veteran anglers.  Near the fishing area, volunteers will be manning a hospitality tent offering plenty of fishing how-to's........

MILE 301.2 - L/D CLOSURE
On April 4 & 5, 2018, from 7:30 a.m. until 3:30 p.m., each day, L/D 22 in the vicinity of Mile 301.2, will be closed to navigation. During these closures, mariners are requested NOT to tie up on the guidewalls. Mariners may contact the L/D 22 via VHF-FM Channel 14 or at (573) 221-0294, for additional information.

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE
The following zones are in the high water action phase in accordance with the Western Rivers Waterways Action Plan:
Illinois Waterway:
Zone 6, 5 and 4 (Mile 145.5 – Mile 80.3).
Mariners should exercise caution and minimize their wake and avoid laying up on saturated levees. Mariners should be experienced in high water conditions and avoid down-streaming. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware of the buildup of debris in fleeting areas and take appropriate action to prevent any breakaways from occurring. Mariners are to use caution in all meeting and overtaking situations. Navigation buoys may have been dragged off station, so remain cautious while transiting the area.

Marine Industry Pushes Back On Year-Round E15........

 

Last Thursday, President Trump indicated his support for altering the current biofuels policy that limits the amount of ethanol used during the summer months.

 

Earlier this month, the National Marine Manufacturers Association issued an alert through their grassroots Boating United effort, claiming that the administration was trying to appease farmers that may be hurt by recent actions on tariffs.

 

NMMA President Thom Dammrich says that the president's promise to expand E15 sales to year-round needlessly places 141 million American boaters in danger, as many boaters may not be aware that marine engines cannot operate safely with fuels containing higher concentrations of ethanol........

MRC Met With Heartland Officials About River, Levee Issues........

 

On Monday, the Mississippi River Commission met with officials from several Mississippi River states aboard the Motor Vessel Mississippi while the MRC is on their annual high water inspection trip.

 

The meetings allow the commission members to meet, listen to and understand the concerns expressed by the representatives, stakeholders and residents about their regional waterways.

Mississippi River Commission Annual High Water Inspection.....

 

The Mississippi River Commission is conducting their annual high water inspection trip along the Mississippi River from April 16 through the 20th.

 

There will be four public meetings held aboard the Motor Vessel Mississippi in selected towns along the Mississippi River.  The meetings allow commission members to meet with residents, local partners and stakeholders and hear their ideas, issues and concerns.

 

The meetings are scheduled for:

○  April 16 9:00 a.m. New Madrid, Missouri (City Front)
○  April 17 9:00 a.m. Memphis, Tennessee (Beale Street Landing)
○  April 18 9:00 a.m. Greenville, Mississippi (City Front)
○  April 20 9:00 a.m. New Orleans, Louisiana (New Orleans District Dock)

Thunder Over Louisville Is This Weekend........

 

This weekend, Thunder Over Louisville will be part of the Derby Festival's Opening Ceremonies.  Every year, over 500,000 people attend the event along the Louisville riverfront. 

 

The event features the Thunder Air Show, which features over 100 airplanes, stunts, aerobatic teams, skydiving teams and military aircraft.  There will also be M1 Abrams tanks, howitzers and the largest American Flag will be flown via a helicopter tow.

 

After dark, the Thunder will be rolling, as America's "First Family of Fireworks", Zambelli Internationale, will be providing the latest in fireworks displays.  There will be eight 400 foot long barges loaded up with fireworks for the event........

Mississippi River Research

Check Out The Lower Mississippi River Model........

 

Scientists are studying new methods of combating the erosion that is endangering Louisiana's coastline, and now they have a new tool to aid their efforts, a large replica of the Lower Mississippi River.

 

The Louisiana State University Center for River Studies houses the new Lower Mississippi River Physical Model, which replicates close to 200 miles of the river from Donaldsonville to New Orleans.

 

This model allows researchers to model the flows and water levels on the Lower Mississippi River, as well as simulate the transportation of sediment down the river.  In about an hour of simulation on the model, researchers replicate one year on the river........

The Lewis and Clark statue was removed from the St. Louis Riverfront and moved to the Tyson Research Center for restoration after a six month dry-out period.
The statue will be relocated approximately 200 yards to the south of it's prior location and about 17 feet higher on Leonor K. Sullivan Boulevard. .

The vote we have been seeking appears to be moving forward next week. In speaking to the house transportation and infrastructure staff it was indicated the house would “work with the senate” regarding the DQ language if it was part of the coast guard authorization bill [ S1129]. In checking S1129 the Delta Queen language that was originally passed as S89 is not in the current version of the bill.
So, team we need to let the senate committee “commerce, science and transportation” know that we the people want the S89 language added to S1129. The committee chair is Sen John Thune from Alaska. We can call bill sponsors, professional staff and the two Missouri senators that sponsored the original S89 bill to make sure they do all they can to get the S89 language added.
Timing is critical Sen Thune has told the press the bill will be voted on next week. The added language could be a floor amendment. We could be celebrating next week.

Lake Of The Ozarks

Thieves Hit Marinas Over The Winter........

 

Over the winter, thieves stole items from at least eight boats on the Lake of the Ozarks.  Many of the thefts occurred at one specific condo complex.  The Missouri State Highway Patrol says that theft reports came from many areas around the lake last winter.

 

According to Missouri State Highway Patrol Sergeant Scott White, since March 31, there have been eight official reports of items being stolen from vessels at Clearwater Condos in Camdenton.  White notes that there have been other theft reports over the winter, however, the MSHP can't confirm that the incidents are related.

 

It is advised that regardless of where the condo or lake home is located, boaters should check their property to make sure that everything is O.K., or have someone at the lake check to guarantee that all is well........

MILE 301.2 - L/D CLOSURE
On April 4 & 5, 2018, from 7:30 a.m. until 3:30 p.m., each day, L/D 22 in the vicinity of Mile 301.2, will be closed to navigation. During these closures, mariners are requested NOT to tie up on the guidewalls. Mariners may contact the L/D 22 via VHF-FM Channel 14 or at (573) 221-0294, for additional information.

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE
The following zones are in the high water action phase in accordance with the Western Rivers Waterways Action Plan:
Illinois Waterway:
Zone 6, 5 and 4 (Mile 145.5 – Mile 80.3).
Mariners should exercise caution and minimize their wake and avoid laying up on saturated levees. Mariners should be experienced in high water conditions and avoid down-streaming. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware of the buildup of debris in fleeting areas and take appropriate action to prevent any breakaways from occurring. Mariners are to use caution in all meeting and overtaking situations. Navigation buoys may have been dragged off station, so remain cautious while transiting the area.

Ohio River Near Cairo, Illinois

Update...Towboat Sinking In The Ohio River.... 

 

Officials are still trying to determine why a towboat sank on the Ohio River near Cairo, Illinois on Friday afternoon.  The U.S. Coast Guard Marine Safety Unit in Paducah says that there were three people aboard the vessel, and they escaped without injury.

 

The U.S. Coast Guard reports that the towboat Charlie Wallace is resting 75 feet down on the bottom of the Ohio River.  The vessel was not carrying a load, however, it had at least 1,100 gallons of diesel fuel in it's tank.

 

Marine Safety Unit Paducah Commander Mark Sawyer stated that crews have been assessing the river downstream every day, and other than some spots of sheen on the surface, there appears to be no other signs of discharge........

Three Springtime Boating Tips........

 

Springtime typically ushers in the boating season, but there is something a bit different about boating during this time of year and Boat Owners Association of The United States has three tips that cover the differences.

 

For starters, even though the air is warm and one can feel the sun on their face, the water is still extremely cold.  The chilly temperatures are low enough to quickly incapacitate a person that falls into the water.  Boaters should make sure to wear a life jacket.

 

Boaters should make sure to have a back-up plan for incidents such as break downs, as there are fewer boaters out that could provide assistance should the need arise.  It is also a good idea to fill out a float plan, so others know where you will be, and when to expect your return.

 

Lastly, boats often sink in the springtime as boaters are in a hurry to hit the water.  Before heading out, check over every clamp and hose.  Inspect the through hull fittings for damage and make sure to clean out the cockpit drains and the scuppers........

Meramec River At Pacific, Missouri

New Meramec River Bridge Nearing Completion........

 

Last week, construction crews completed the railings on the New Meramec River Bridge at Pacific, Missouri.  This means that the span is nearing completion.

 

According to Ron Williams, the Franklin County highway administrator, the new bridge is scheduled to be open to vehicular traffic in May.  Williams said that once the span is completed, crews will build the approaches at each end of the bridge.

 

The new Meramec River Bridge is replacing the old one lane truss Bend Bridge that was constructed in 1918 in order to provide a crossing for people living on the southwest side of the river to get to Pacific........

Pacific Receiving Federal Flood Buyout Funding........

 

Almost a year after floodwaters inundated portions of Pacific, Missouri and it's infrastructure, help is coming.  Tuesday, Missouri Governor Eric Greitens announced plans for distributing over $100 million to communities affected by disasters.

 

The funds are coming from Community Development Block Grants that were presented to the state from the U.S. Department of housing and Urban Development.

Biologist Preserves The Mighty Mo Floodplain Via Photos........

 

Alex Wiles, a biologist from Omaha, Nebraska is working to restore faith in the Missouri River through photography.  He captures all types of life that live in and around the Missouri River.

 

Wiles' goal is to bring awareness to the abundant biodiversity inhabiting the Missouri River Valley.  He would like to see people wanting to recreate the original conditions along the river.

The vote we have been seeking appears to be moving forward next week. In speaking to the house transportation and infrastructure staff it was indicated the house would “work with the senate” regarding the DQ language if it was part of the coast guard authorization bill [ S1129]. In checking S1129 the Delta Queen language that was originally passed as S89 is not in the current version of the bill.
So, team we need to let the senate committee “commerce, science and transportation” know that we the people want the S89 language added to S1129. The committee chair is Sen John Thune from Alaska. We can call bill sponsors, professional staff and the two Missouri senators that sponsored the original S89 bill to make sure they do all they can to get the S89 language added.
Timing is critical Sen Thune has told the press the bill will be voted on next week. The added language could be a floor amendment. We could be celebrating next week.

Thomas Paquette Featured In New Minnesota Marine Art Museum Exhibit........

 

On Friday, April 20, the Minnesota Marine Art Museum will be opening a new exhibition, Thomas Paquette:  America's River Re-Explored, Paintings of the Mississippi from Source to Gulf.  This exhibition will run through August 26th.

 

Thomas Paquette's professional career has been spent painting American landscapes.  His works have been featured in several solo museum shows across the nation and has been displayed in 18 U.S. embassies on 5 continents.

 

This exhibit will feature recent works from Paquette's three year effort to paint the full length of the Mississippi River, from Lake Itasca State Park to the Gulf of Mexico........

Memorial Lantern Float Will Be Held May 26........

 

On Saturday, May 26, James O'Donnell Funeral Home will be hosting their 10th annual Memorial Lantern Float at Nipper Park on the Mississippi River.  This event is an occasion for remembering loved ones and personalizing lanterns with items distinctive to that person.

 

The Memorial Lantern Float is open and free to the public.  From 7:00 to 7:45 pm, attendees may decorate lanterns with the names of or messages to deceased loved ones.  At 8:00 pm, a short ceremony will be held, and then the lanterns will be released onto the Mississippi River.

 

There are only a limited numbers of lanterns available, so reservations should be made by contacting the James O'Donnell Funeral Home.  There is limited seating available at Nipper Park, so it is recommended that Memorial Lantern Float attendees bring a lawnchair.......

Mississippi River Near New Orleans, Louisiana

Coast Guard Reopened Stretch Of River Impacted By Oil Spill........

 

On Friday, the U.S. Coast Guard lifted the waterway restrictions along the Mississippi River near New Orleans, Louisiana.  On Thursday, the vessel Pac Antares struck a pier and spilled more than 4,000 gallons of heavy fuel oil in the river.

 

The Unified Command, made up of the Coast Guard, the Louisiana Oil Spill Coordinators Office, the Louisiana Department of Environmental Quality, Gallagher Marine and responders are continuing cleanup efforts.

 

Captain Wayne Arguin, Commander of the U.S. Coast Guard Sector New Orleans says that they are grateful for the cooperation of the Unified Command members and their efforts to quickly restore commercial traffic and minimizing environmental impact........

Northern Illinois River

The Annual Sauger Run Is Underway........

 

The annual sauger run is an occurrence that is eagerly anticipated by anglers across Illinois, and the past several weeks have been quite good for fishermen that enjoy reeling in the toothy fish.

 

High river levels afflicted a good part of the Mississippi and lower Illinois rivers, however, conditions are a bit better along the Illinois River near Utica.  Fishermen have been enjoying quality sauger action since the middle of March.

 

One sauger hotspot is located in the waters just below the Starved Rock Lodge.  This section of the Illinois River is quite different from the lower portion of the river, as it typically runs faster and more clear.

 

If the river stays at normal pool and remains reasonably clear, this good sauger fishing could continue for another month or more........

On April 4 & 5, 2018, from 7:30 a.m. until 3:30 p.m., each day, L/D 22 in the vicinity of Mile 301.2, will be closed to navigation. During these closures, mariners are requested NOT to tie up on the guidewalls. Mariners may contact the L/D 22 via VHF-FM Channel 14 or at (573) 221-0294, for additional information.

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE
The following zones are in the high water action phase in accordance with the Western Rivers Waterways Action Plan:
Illinois Waterway:
Zone 6, 5 and 4 (Mile 145.5 – Mile 80.3).
Mariners should exercise caution and minimize their wake and avoid laying up on saturated levees. Mariners should be experienced in high water conditions and avoid down-streaming. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware of the buildup of debris in fleeting areas and take appropriate action to prevent any breakaways from occurring. Mariners are to use caution in all meeting and overtaking situations. Navigation buoys may have been dragged off station, so remain cautious while transiting the area.

EPA Calls For Public Comments On Alternative Fuel........

 

The U.S. Environmental Protection Agency is calling on the public to provide comments on approving isobutanol, otherwise known as biobutanal, for use on the road.

 

The National Marine Manufacturers Association is advising the recreational marine industry to approve making isobutanol available to the public.  The marine industry has done considerable testing on isobutanol, and has concluded that the biofuel is a viable alternative to gasoline blended with 15 percent ethanol.

 

Nicole Vasilaros, the NMMA's vice president of federal and legal affairs said that the marine industry has been calling for this for years.  The addition of isobutanol to the fuel supply would allow the nation to comply with the Renewable Fuel Standard........

Ohio River Near Cairo, Illinois

Vessel Sank ...  Coast Guard Responding....

 

Friday afternoon, the U.S. Coast Guard was called out to the Ohio River near Cairo, Illinois for a report of a sunken vessel at Mile Marker 980.

 

At 3:50 pm Friday, Coast Guard Sector Ohio Valley watchstanders received a report that the uninspected tow vessel Charley Wallace was completely submerged in the Ohio River's channel.

 

The Coast Guard has restricted the waterway between Ohio River Mile Marker 979 and Mile Marker 981.  The Charley Wallace had up to 1,048 gallons of diesel fuel aboard when the vessel sank.  Reportedly, there is a sheen on the water........

The Riverbend Earth Day Festival Is Today........

 

Saturday afternoon, The Nature Institute and the Sierra Club will be hosting the 7th Annual Riverbend Earth Day Festival which will be held at Piasa Harbor from noon to 6 pm.  Piasa Harbor is located along the Great River Road, about halfway between Grafton and Alton.

 

The Riverbend Earth Day Festival is a celebration of nature, and will feature educational and informational displays, live music, food and much more.

 

Local singers Darrius Spangler and Lauren Waters will be performing at 1 pm.  The Silver Creek Bluegrass Band will start performing at 4:30 pm, and will close out the festival........

Mississippi River At Alton, Illinois

This Summer's Amphitheater Headliner Cancelled Concert........

 

On Friday, Huey Lewis, this year's headliner for the summer's Liberty Bank Alton Amphitheater concert series, has cancelled all of his remaining 2018 shows in order to recuperate from a rare inner ear disorder that affects his ability to perform.

 

Lewis says that just over two months ago, he lost most of his hearing.  After visiting several specialists, he was diagnosed with Meniere's disease, a rare affliction of the inner ear which causes spells of vertigo and loss of hearing.

 

The Liberty Bank Alton Amphitheater will be issuing refunds for tickets that have been purchased for the June 24 concert.  The Amphitheater Commission will be announcing an additional national act or acts for the summer concert series........

Horseshoe Lake In Madison County, Illinois

Officials Intend To Prevent Flooding By Improving Drainage........

 

Officials in Madison County are looking to improve the drainage systems of Horseshoe and Long Lakes in order to mitigate flooding and defend property in the American Bottoms during heavy rainfall.

 

Madison County Board Chairman Kurt Prenzler says that they need to do more to address drainage.  He adds that they are considering dredging portions of Horseshoe Lake and replacing the outfall structure.

 

Prenzler notes that the Metro East Sanitary District made improvements to their system, however, more work is needed.  He says that Horseshoe Lake's level was lowered in order to increase water storage capacity, and the canals and ditches were cleaned out to improve storm water flow........

MILE 301.2 - L/D CLOSURE
On April 4 & 5, 2018, from 7:30 a.m. until 3:30 p.m., each day, L/D 22 in the vicinity of Mile 301.2, will be closed to navigation. During these closures, mariners are requested NOT to tie up on the guidewalls. Mariners may contact the L/D 22 via VHF-FM Channel 14 or at (573) 221-0294, for additional information.

ILLINOIS WATERWAY - CHANNEL CONDITION/SAFETY ADVISORY - UPDATE
The following zones are in the high water action phase in accordance with the Western Rivers Waterways Action Plan:
Illinois Waterway:
Zone 6, 5 and 4 (Mile 145.5 – Mile 80.3).
Mariners should exercise caution and minimize their wake and avoid laying up on saturated levees. Mariners should be experienced in high water conditions and avoid down-streaming. Mariners should remain vigilant to an increase in debris and maneuver appropriately, be aware of the buildup of debris in fleeting areas and take appropriate action to prevent any breakaways from occurring. Mariners are to use caution in all meeting and overtaking situations. Navigation buoys may have been dragged off station, so remain cautious while transiting the area.

Mississippi River At New Orleans, Louisiana

Vessel Struck A Pier....  4,200 Gallons Fuel Oil Spilled....

 

At around 10:30 am Thursday morning, a Singapore flagged cargo vessel, the PAC Antares, was docking when it struck a pier at Mile Marker 100 of the Mississippi River at New Orleans.

 

The U.S. Coast Guard reports that around 4,200 gallons of fuel oil leaked into the river.  The spill reportedly poses no serious health concerns for humans.

 

The oil remained on the surface of the water, and quickly flowed downstream.  The Mississippi River was closed between Mile Markers 91 and 101 as cleanup vessels deployed booms to contain some of the fuel........

Everyone Should Check Out The Missouri Boathouse Museum........

 

In 1803, President Thomas Jefferson signed the Louisiana Purchase, which added a considerable amount of land to the United States.  President Jefferson commissioned Meriweather Lewis and William Clark to explore and map the new territory.

 

On May 21, 1804, the expedition left St. Charles to begin their journey west.  At that time, St. Charles was home to about 450 residents.  These days, the St. Charles historic district is a popular place to visit.

 

One of the attractions is the Lewis and Clark Boathouse and Museum, where visitors can learn all about the Lewis and Clark expedition, as well as check out replicas of the boats the expedition used, and see reenactments of life around the turn of the 19th century........

Pere Marquette Lodge Has Plenty To Offer........

 

For those looking to plan a getaway in the Riverbend, there is an Illinois State Park lodge that has plenty to offer, from scenic views and entertainment to world class dining at this resort-style hotel.

 

Pere Marquette State Park is located along the Illinois River, near where it joins the Mississippi River just west of Grafton.  The lodge was hand built during the Great Depression by the Civilian Conservation Corps, and opened in 1940.

 

The lodge offers activities year-round, including the Mushroom Festival, retreats, wine club gatherings and other special events, brunches and dinners.  Or one could just relax on the terrace overlooking the Illinois River........

We need your support and action to mobilize and save the Delta Queen.

 

     

SAVE THE DELTA QUEEN ....4-13-18 update


The vote we have been seeking appears to be moving forward next week. In speaking to the house transportation and infrastructure staff it was indicated the house would “work with the senate” regarding the DQ language if it was part of the coast guard authorization bill [ S1129]. In checking S1129 the Delta Queen language that was originally passed as S89 is not in the current version of the bill.
So, team we need to let the senate committee “commerce, science and transportation” know that we the people want the S89 language added to S1129. The committee chair is Sen John Thune from Alaska. We can call bill sponsors, professional staff and the two Missouri senators that sponsored the original S89 bill to make sure they do all they can to get the S89 language added.
Timing is critical Sen Thune has told the press the bill will be voted on next week. The added language could be a floor amendment. We could be celebrating next week.
