Bill,

Alex and Rob just raised an old steel hull Chris Craft that came with the marina. She had been underneath a dock finger since the Rat Run. The guys got her up after working two days using four 3" pumps and two 2" pumps.

Mississippi River At St. Louis, Missouri

The Poplar Street Bridge Did The Electric Slide........

Saturday afternoon, crews started the monumental task of sliding a 2,165 foot long, 20 million pound section of the Poplar Street Bridge nine feet south.

The Missouri Department of Transportation reports that the span was moved at a rate of about 10 inches per hour.  MoDOT spokesman Andrew Gates says that the slide was wrapped up about 5 pm.

Gates says that crews will use the remainder of the weekend taking care of all the tasks necessary to ensure that at least one eastbound lane will reopen at 5 am Monday........

Mississippi River Levees

A Look At The Effect Of Overbuilt Levees........

Whenever communities increase their flood protections, additional flood risks are shifted onto their neighbors.  A recent analysis of federal data indicates areas with overbuilt levees will be better protected, while areas following regulations will see additional flooding.

The Upper Mississippi River north of St. Louis is lined with levees constructed to protect towns and farmland from floodwaters.  A recent study of these levees shows that if all of the levees were built to authorized heights, there would be widespread flooding in a flood similar to that of 1993.

Data from the U.S. Army Corps of Engineers indicates a few levee districts have levees higher than the level authorized, and the study indicated those areas would remain dry in a flood of that magnitude.  The water would then be shunted to areas with no levees, as well as to areas where the levees are only at the authorized heights.........

Mississippi River Shipping

Economic Agreement Signed By STL Ports, New Orleans Port........

Recently, America's Central Port, St. Louis Regional Freightway and three other St. Louis regional ports made an agreement to promote river trade with the Plaquemines Port Harbor and Terminal District in Louisiana.

The agreement is intended to generate new business by promoting international and inland trade routes located at strategic places along the Mississippi River.

The five year agreement would develop a hub and spoke transport system for container transport vessel shipments between the Plaquemines Port and the St. Louis area ports........

Mississippi River At Alton, Illinois

A Bar Has Been An Alton Fixture Since The 20s........

One of the biggest pubs in Illinois is also one of the most popular.  The historic bar is located along the Mississippi River in Alton and has been around since the 1920s.

The bar became Fast Eddie's Bon Air in 1981, and is famous for Budweiser, burgers and bands.  Over the years, Fast Eddie's has changed hands several times.

Anheuser Busch originally built the building in 1921 and owned it for 10 years, ending when a new regulation prohibited breweries from owning bars.  The Balaco family owned the business for the next 50 years, and it has belonged to Eddie Scholar for over 35 years now........

St. Louis Area Levees

Corps:  STL Area Levees Are The Correct Height........

After a spate of historic flood events in the St. Louis region, the local river and floodplain management policies have come under scrutiny, especially the heights of levees.

There are claims that some levees, such as the Valley Park levee, are higher than they are supposed to be, and have caused more severe flooding in adjacent areas.  Last year, the U.S. Army Corps of Engineers Rock Island district did find that about 40 percent of their levees are higher than they were authorized to be.

The Corps' St. Louis district performed a similar survey on the levees, and found that there are no height discrepancies.  Officials have announced that 25 levee systems, mainly along the Mississippi River, are built to proper heights, based upon survey work carried out during the past year........

Horseshoe Lake Near Granite City, Illinois

Madison County Prepping For Spring Rainfall........

Madison County reports that they are prepared for spring shows.  In order to get ahead of any possible issues in the more likely to flood portions of the county, the Metro East Sanitary District says that they are preparing for April showers.

Metro East Sanitary District Executive Director Stephen Adler says that the American Bottoms section of Madison County is well protected by levees.

One area officials are concerned about is Horseshoe Lake, where they have been lowering the water level to prepare for spring rainfall.  According to Adler, by lowering the lake level, they will free up about 1 billion gallons of water storage to the lake........

Mark Twain Lake

Campgrounds Open For 2018........

On Friday, the U.S. Army Corps of Engineers has announced that the Ray Behrens and Indian Creek Campgrounds at Mark Twain Lake have opened for the 2018 season.  The Frank Russell equestrian camp sites have opened as well.

Park Ranger Seth Wilson says that with close to 500 campsite, there are a variety of camping opportunities available.  Some sites are set up for campers, fifth wheels as well as larger RV units.

Wilson adds that there are plenty of tent camping sites available to use at the Clarence Cannon Dam as well as at Mark Twain Lake........

River History....

March 31, 2016 in River History

A celebration of Life was held at Kampsville, IL for the Goldenrod Showboat. The boat was scheduled to head for the scrap yard on April 1st.

The Goldenrod suffered irreparable damage in 2015 during efforts to save it from the flooding Illinois River.  Under the direction of Jacob Medford, vice president of the Historic Riverboat Preservation Association, volunteers then started removing artifacts such as chandeliers, gilded mirrors, photographs, and furnishings from the vessel to be placed in a Goldenrod museum at a future date.

More History:
   On August 28, 2016

The Historic Riverboat Preservation Association announced:
The Goldenrod has been handed over to us free and clear of all legal issues, all debts are clear and we are in good standing with the land owners.

   On October 21, 2017

In the early hours of Saturday morning, the remnants of the historic 108 year old Goldenrod showboat were destroyed by an unexplained fire. The showboat was moored on the Illinois River at Kampsville, IL

Wilt, commanding officer of Troop B, Macon, announces a boater safety certification course will be offered from 9 a.m. to 3 p.m., on Saturday, April 28, 2018, at the Long Branch Lake Corps of Engineers Visitor Center, 30174 Visitor Center Road, Macon, Missouri. The Cobalt 30sc Bowrider

Boat Manufacturer

Cobalt Unveils 30 Foot Outboard Bowrider........

Cobalt boats recently released the third model in their series of outboard powered bowrider boats, the 30SC.  The company wanted to merge the luxury they are known for with the quiet performance and economy of modern outboards.

The 30SC's  hull was specifically designed for outboard power, and is constructed using hand-laid laminates, Kevlar bolstering in high stress areas, and a barrier coat exclusive to Cobalt.

Cobalt says that dependant upon what power is selected, the 30SC should cruise at speeds in the upper 50 MPH range.  The 30sc features a side step that allows boarding from a dock, and the patented swim platform offers below the waterline stainless steel hand grips........

Salt River Near Paris, Missouri

Flood Waters Washed Away Historic Bridge's Supports........

On Monday, the Union Covered Bridge, spanning the Elk Fork of the Salt River, had five of six supports wash away by the rapidly rising water.

The historic bridge is currently undergoing renovations, and the supports are part of that project.  The supports are used for the realignment of the bridge, and restoring the arch in the bridge.

According to Mike Martin, co-owner of Martin General Contractors, the contractor restoring the bridge, there is no damage to the bridge structure.

The Union Covered Bridge near Paris, Missouri was constructed in 1871, and is one of four remaining covered bridges in the state of Missouri........

Meramec River To Crest Just Over Flood Stage........

The Meramec River in Valley Park is expected to rise over flood stage by the end of the week, however, the good news is that it will be just over flood stage.

According to the National Oceanic and Atmosphere Association, the Meramec River at Valley Park is projected to rise past the flood stage of 16 feet, and crest late Friday, into Saturday at 17.1 feet.

The forecast means that there will be no homes or major roadways flooded, and the city won't need to install the floodgates.  The only portions of the river expected to rise past flood stage are the Meramec, from Sullivan to Valley Park, and the Big River in Byrnesville........

Mississippi River At Bettendorf, Iowa

Cement Trucks Are In The Middle Of The River........

Crews are working on the new Interstate 74 bridge over the Mississippi River at Bettendorf, Iowa, and this week, they have been ferrying cement trucks via barges to platforms the middle of the river, where they are unloading concrete.

The I-74 Bridge project manager stated that on Tuesday, they poured 900 cubic yards of concrete.  This is the equivalent of about 90 truckloads.  Crews are currently working on the footings and drilled shaft foundations in the river.

The new span is going up adjacent to the existing I-74 bridge.  It will be wider, and will have more lanes in each direction,  Construction is expected to ramp up in July........

River History....

March 29, 1969 in Boating History

On March 29, 1969 a replica of Christopher Columbus' sailing ship, the Santa Maria arrived in St Louis and was moored along side the Admiral Riverboat on the downtown St. Louis riverfront. Alfonso J. Cervantes, former mayor of St. Louis Mayor, acquired the ship in a bidding war with the Rockefellers. He wanted to use it to recall the Spanish history of St. Louis.

The Santa Maria did not fit in very well with the rest of the Riverfront at that time and quickly became the punch-line of many jokes.

On July 28, 1969, a storm caused the Santa Maria and the Becky Thatcher to break loose from their moorings. They floated downstream and hit an Illinois dock. The Santa Maria was damaged on her starboard side and sank. The ship was raised and repaired.

In March of 1973 the Sana Maria found a new home in Titusville, Florida and in 1974 she was gutted by a fire.

Santa Maria is latin for Saint Mary

Boat Manufacturer

Barge, Towboat Manufacturer Closing Down........

This spring, an Indiana towboat and barge manufacturer will be shuttering their shipyard on the Ohio River.  The closure will bring to an end ship building operations going back over 180 years.

On Monday, parent company American Commercial Lines announced that they were closing the Jeffboat shipyard in Jeffersonville, Indiana.  ACL cites an overabundance of barges, and a considerable decrease in orders over the past three years.

Ohio River At  Jeffersonville, IN

Barge, Towboat Manufacturer Closing Down........

This spring, an Indiana towboat and barge manufacturer will be shuttering their shipyard on the Ohio River.  The closure will bring to an end ship building operations going back over 180 years.

On Monday, parent company American Commercial Lines announced that they were closing the Jeffboat shipyard in Jeffersonville, Indiana.  ACL cites an overabundance of barges, and a considerable decrease in orders over the past three years.

Mark Knoy, president and CEO of Jeffboat says that they regret that market conditions have forced the closure of Jeffboat, but it will not affect ACBL's barge freight business, vendors or teammates........

Concerns Rising With The Creeks And Rivers........

Persistent rainfall is causing people to become concerned about the possibility of flooding as local rivers crest later in the week.  The National Weather Service is predicting minor flooding by Friday, but the forecast could change dependent upon additional rainfall.

Gen Werchow with Cotton's Ace Hardware in Eureka says she is keeping her fingers crossed, as the store has seen significant flooding in the past few years.

In Kirkwood, organizers of youth baseball and softball are keeping a wary eye on the rising Meramec River.  They are preparing for water to be on the fields by the weekend.  Eric Eickmeyer, President of the Kirkwood Athletic Association says that whenever there is talk about the river rising, they get nervous........

Missouri State Highway Patrol

News Release

March 27, 2018
EMPHASIS: Patrol Encourages Safety Near Flooded Areas

Heavy rains have fallen across Missouri this week, causing flooding in some areas. Officials encourage everyone to make good decisions when traveling in flooded areas. Flooding, especially flash flooding, has proven to be extremely dangerous and can be fatal.
o Never think that because you made it across a flooded low water crossing in the past that you’ll make it the next time. Many areas have seen record flooding and others will in the future.
o Never be tempted to drive into floodwater because it appears shallow. Looks are deceiving and the roadway may not be intact. Floodwater often washes out roads or compromises their structural integrity.
o Less than a foot of moving water is enough to push a vehicle.
o Cars will float when the force of the water is greater than the force of friction. Sand and mud that come with flash flooding reduce the friction force of gravity holding the car in place
o Think about everything you could lose before trying to save a few minutes by not turning around.

Barricades closing a roadway are there to protect you. Drivers must respect barriers or barricades put in place by MoDOT — it is extremely dangerous and a violation of state law to drive around them. For information regarding road closures please visit Missouri Department of Transportation’s (MoDOT) road condition map at the Missouri State Highway Patrol’s website www.mshp.dps.mo.gov. Keep in mind that road conditions can change often with flash floods or heavy rains. The map is updated regularly, but it is not possible for Patrol personnel to predict future road closings or water levels of specific rivers, lakes, or streams. Drivers are encouraged to check for updates often when planning their route and just prior to actually traveling.
Flooding also affects safety on Missouri's waterways. The Patrol asks boaters across the state to take extra precautions when boating in flooded areas. Large amounts of rainfall cause rivers and lakes to become swollen. Many times the right decision is to stay off the water. In areas where lakes or rivers spill over the banks, erosion and damage can occur to flooded structures, docks, or water laden levees by boat wakes. Boaters should avoid operating in these areas. If operation in these areas is necessary, boaters should operate at idle speed so as to avoid causing a wake.
Flooded rivers and streams with moving currents present some of the most dangerous situations a boater can encounter. Fast moving water can easily capsize or flip a boat—or personal watercraft—especially when combined with fixed objects such as trees and buildings. Boaters should avoid any operations in these swift flowing waters.

River History....

March 28, 2012 in Boating History

A carpenter working on the Stan Musial Veterans Memorial Bridge in downtown St. Louis plunged to his death in the river when a barge-mounted lift toppled. The employee was working on pilings from a boom lift that was placed on a secured barge. The mobile piece of equipment was not secured to the barge and tipped over into the water taking the employee in the boom with it. His body was found attached to the lift. OSHA cited the three general contractors and the subcontractor for three violations totaling $15,300.

Asian Carp Update

Michigan Names Winner In Carp Barrier Contest........

On Tuesday, a plan for repelling Asian carp with stinging, noisy bubbles took the top prize in a contest sponsored by the State of Michigan, which was intended to drum up new ideas for keeping the fish out of the Great Lakes.

Edem Tsikata, a Boston software consultant was named the winner of the Great Lakes Invasive Carp Challenge and was awarded $200,000.  Michigan Governor Rick Snyder announced the contest last year as a way to boost lethargic efforts to shield the Great Lakes from invasive species.

The challenge attracted 353 entries from 27 countries.  Three other entrants won cash awards.  Governor Snyder says that he is confident that the solutions submitted will be a step toward guaranteeing that the Great Lakes remain free from the invasive Asian carp.......

News Release From BoatUS

ALEXANDRIA, Va, March 27, 2018 — With boatyards, backyards, marinas, and clubs now coming to life, spring commissioning time has arrived. Boat Owners Association of The United States (BoatUS) has a Spring Commissioning Checklist to help boaters start the season right:

Before You Launch:
1. Hose clamps should be inspected and replaced as necessary. Double clamp below-waterline connections, including all hose and fuel lines with marine-rated stainless hose clamps and keeping seacocks closed when you are away are wise moves.
2. Inspect cooling hoses for stiffness, rot, leaks and cracking. Make sure they fit snugly.
3. Replace deteriorated sacrificial anodes.
4. Inspect prop(s) for dings, pitting and distortion. Make sure cotter pins are secure. Grip the prop and try moving the shaft – if it’s loose, the cutless bearing (on inboard drive systems) may need to be replaced.
5. Check the rudderstock to ensure it hasn’t been bent.
6. Inspect the hull for blisters, distortions and stress cracks.
7. Make sure your engine intake sea strainer is not cracked or bent from ice, free of corrosion, and is clean and properly secured.
8. With inboards, check the engine shaft and rudder stuffing boxes for looseness. A stuffing box should only leak when the prop shaft is turning and needs to be inspected routinely.
9. Inspect and lubricate seacocks.
10. Use a garden hose to check for deck leaks at ports and hatches. Renew caulk or gaskets as necessary.
11. Inspect bilge pump and float switch to make sure they’re working properly.
12. Check stove and remote tanks for loose fittings and leaking hoses.
13. Inspect dock and anchor lines for chafing.
14. If equipped, ensure that the stern drain plug is installed
15. After the boat is launched, be sure to check all thru-hulls for leaks.

Engine Outdrives and Outboards:
1. Inspect rubber outdrive bellows for cracked, dried and/or deteriorated spots (look especially in the folds) and replace if suspect.
2. Check power steering and power trim oil levels.
3. Replace anodes that are more than half worn away.
4. Inspect outer jacket of control cables. Cracks or swelling indicate corrosion and mean that the cable must be replaced.
Engines and Fuel Systems:

1. Inspect fuel lines, including fill and vent hoses, for softness, brittleness or cracking. Check all joints for leaks, and make sure all lines are well supported with noncombustible clips or straps with smooth edges.
2. Inspect fuel tanks, fuel pumps and filters for leaks. Ensure portable tanks and lines are completely drained of stale fuel before filling with new fuel. Clamps should be snug and free of rust. Clean or replace fuel filters.
3. Every few years, remove and inspect exhaust manifolds for corrosion.
4. Charge battery. Clean and tighten electrical connections, especially both ends of battery cables. Wire-brush battery terminals and fill cells with distilled water (if applicable).
5. Inspect bilge blower hose for leaks.

Sailboat Rigging:
1. Inspect swage fittings for cracks and heavy rust (some discoloration is acceptable). Inspect wire halyards and running backstays for “fishhooks” and rust.
2. Remove tape on turnbuckles and lubricate threads, preferably with Teflon. Replace old tape with fresh tape.
3. If you suspect the core around a chainplate is damp, remove the chainplate to inspect and make repairs.

Trailers:
1. Inspect tire treads and sidewalls for cracks or lack of tread and replace as necessary. Check air pressure — don’t forget the spare.
2. Inspect wheel bearings and repack as necessary.
3. Test all lights and winch to make sure they’re working properly. Inspect hitch chains.
4. Inspect trailer frame for rust. Sand and paint to prevent further deterioration.
5. Inspect brakes and brake fluid reservoir.

Safety:
1. Check expiration dates on flares. Inspect fire extinguishers. Replace if over 12 years old. Over 40 million Kidde extinguishers with plastic handles were recalled on Nov. 2, 2017.
2. Make sure you have properly sized and wearable life jackets in good condition for each passenger, including kids. Check inflatable life jacket cylinders.
3. Test smoke, carbon monoxide, fume and bilge alarms.
4. Check running lights and spare bulb inventory.
5. Update paper charts, chart plotter software.
6. Replenish first aid kit items that may have been used last season.
7. Be sure to get a free vessel safety check from the US Coast Guard Auxiliary or US Power Squadrons. Find out more at SafetySeal.net.

For the Dock:
1. Check both ends of the shore power cable connections for burns, which indicate the cable and/or boat’s shore power inlet or the dock’s receptacle must be replaced.
2. Test ground-fault protection on your boat and private dock, and know how to prevent Electric Shock Drowning.

The Paperwork:
1. Make sure your boat registration is up to date. Don’t forget your trailer tags.
2. Review your boat insurance policy and update coverage if needed. Provide a copy to your marina or club.
3. If applicable, ensure your BoatUS Towing Membership is in good standing. Log in to BoatUS.com/Account to check your membership status or join at BoatUS.com.
A downloadable PDF version of this Spring Commissioning Checklist is available at: www.BoatUS.com/spring-boat-commissioning-checklist.

Calling All Boaters

Save the Delta Queen

Photo by Franz Neumeier.. click pic to enlarge

Calling All Boaters

We need your support and action to mobilize and save the Delta Queen.

We have already lost the Show-Boat and the Admiral. We cannot let the Delta Queen rot into a watery grave. The only way she can truly be preserved is to be steaming again with a full crew taking care of her. Currently there is a bill in the U.S. House of Representatives [H.R. 619] that is hung in sub-committee. [Coast Guard and Marine Transportation]. None of the congressmen on this committee are from states that touch any of the rivers [save one from Min]. The issue is the Delta Queen requires an exemption from the 1966 Safety At Sea Act, preventing any vessel carrying more than 50 overnight passengers from being constructed of wood. While the Delta Queen’s hull is steel, her upper decks are primarily wood. Through extensive crew training and many safety upgrades such as an elaborate sprinkler system and fire detection system the Delta Queen has been granted an exemption from this law nine times previously and has safely operated for more than 60 years on the Mississippi River. This new bill addresses a time line for even more upgrades to further meet these fire safety concerns.
So, what can you do? First you need to join the "Save the Delta Queen" group on Facebook. Second you need to send an email or call all of the congressional staffers listed below. You can also go to the "find my Congressman " site [google it]. Once you are there look up your Congressman and send he or she an email telling them they need to contact their parties’ member on the Coast Guard and Marine Transportation committee and ask for a vote to approve the bill and send it to the speaker of the house [ Paul Ryan] for a vote. Congressman Ryan has said “government should not pick winners and losers” Not passing this bill does just that, it will limit competition by not allowing the Delta Queen to compete for cruises with the other boats on the river.
A special thanks to Senator McCaskill who was able to work jointly with Senator Blunt to get identical Senate Bill S. 89 passed by an astounding bi-partisan 85-12 vote earlier this year.
Post your action completed once you have sent you emails to congress.
Please forward this to anyone you think loves the river and wants to see the Delta Queen on the water once again.

Trash Robot Cleaning The River........

According to Nick Wesley, co-founder of Urban Rivers, a Chicago non-profit committed to reviving the city's rivers, the waterways were essentially engineered for shipping at the turn of the century, and Urban Rivers is looking to find ways to rehabilitate them and bring back some type of environment where steel walls serve as the shore.

Wesley and his group installed floating gardens, which are intended to be wildlife habitats.  The problem is that these floating gardens were getting littered with trash.  At first, they would just scoop the trash, but they decided to come up with a way to clean up trash remotely.

The group constructed a robot that can be controlled via computer.  Urban Rivers is considering turning the Trash Robot into an online video game, where anyone can operate one of two robots, collect trash, and earn points........

More Info......Cleanup Volunteer Finds Message In A Bottle

Back in 2012, Mason Jasinski wrote his name and several other things on a piece of paper before slipping that paper into a bottle, tossing it into a St. Peters, Missouri creek and watching it float away.

The bottle washed up on a sandbar in the middle of the Mississippi River near Grafton, Illinois, as Lilly Linder,a volunteer cleaning up the river found it there.

Numerous people messaged Jasinski wondering if he was the right Mason.  He said that it is fun to think of all of the things that have happened while the bottle sat in the river year after year.........

Business Opportunity

St. Charles county / Mississippi River Area

March 22, 2018
I am looking for canvas fabricators and upholsterers to partner with in a new marine fabrication company serving the St. Charles county/Mississippi river area. There are several individuals and small businesses, like myself, that do this work, but there’s a need for a comprehensive provider of these services. The combined expertise and resources of skilled craftsmen like you may be able to establish a viable business model where individually it’s impractical to do.

Officials Discuss Inland Waterways........

On Monday, Western Kentucky Congressman James Comer held a river industry event with Southeastern Missouri Congressman Jason Smith and Western Tennessee Congressman David Kustoff to discuss the region's inland waterways with local industry and business leaders.

The Congressmen were in attendance to listen to the public and industry leaders in order to return to Congress and guarantee adequate infrastructure is available for the inland waterways.  They were also getting an idea of the economic impact the waterways and industries have on the region.

Congressman Smith says that the common thread is the rivers.  Whether is is the Mississippi, Ohio, Tennessee or Illinois River. the economic viability affects all involved.  Smith adds that in Congress, they must work together, and it is easier to be a voice of three versus a voice of one........

Joachim Creek At De Soto, Missouri

Residents Fill Sandbags As More Rain Predicted.........

Heavy rainfall has been predicted for the next several days, and residents of De Soto, Missouri are getting concerned.  The residents are worried about Joachim Creek, which is a tributary of the Mississippi River.

As of Monday evening, there has been no flooding in the city, but in the interest of preparedness, residents have begun filling sand bags.  Their efforts began around 1 pm, and they filled more than one thousand sandbags.

The last time Joachim Creek flooded into the town's homes was in August 2015.  Residents did note that there have been several storms that they were nervous about the creek levels.  The U.S. Army Corps of Engineers recently began a flood survey of the region........

Missouri State Highway Patrol

News Release

EMPHASIS: 2018 Lake Of The Ozarks Shootout Event Navigational Restrictions Announced

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, would like to make the public aware of the following:

Revised navigational restrictions will be in effect during the 2018 Lake of the Ozarks Shootout regatta. The no wake restriction for the Lake of the Ozarks Shootout event includes the main channel from the 31.5-mile mark to the 36-mile mark. Due to the number of spectator vessels expected at the event, additional navigational restrictions will be put into place on Saturday, August 25, only. An extended idle speed area will be in effect from 12 p.m. to 8 p.m., and will include the main channel from the 31.5-mile mark downstream to approximately the 21-mile mark. The extended idle speed area is in addition to the no wake restriction implemented for the event itself. The majority of the boating traffic exits the event in a downstream direction. Thus, the extended navigational restrictions will assist in maintaining a safe boating environment and preventing property damage.

A map of the area highlighting the designated no wake restricted areas has been posted to the Water Patrol Division website:

https://www.mshp.dps.missouri.gov/MSHPWeb/WaterPatrol/index.html

A photo of the map can be found also with this news release on the Patrol's website.

“In order for an event the size of the Lake of the Ozarks Shootout to occur, it is necessary to place restrictions on area boating traffic,” said Colonel Karsten. “Our priorities must be public safety and protecting property when issuing a permit for an event of this magnitude.”

The race event takes place on August 25 and 26, 2018, with a significantly larger crowd expected on the first day. The Patrol will conduct enforcement operations throughout the restricted areas during the affected times.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

Mississippi River Near New Orleans, Louisiana

Responders Called Out To A Leaking Barge........

On Sunday, the U.S. Coast Guard and local agencies were called out to the Lower Mississippi River near Mile Marker 93 for reports of a barge leaking biodiesel into the river.

At 6 am, the Coast Guard Sector New Orleans watchstanders received a report that the uninspected towing vessel Dixie Express with two loaded red-flag barges was moored at industrial locks, when a passing vessel reportedly caused a wake, resulting in one of the barges breaking free.  The barge struck a wall, and began to leak nearly 10,000 gallons of biodiesel into the river.

OMI Environmental Solutions has deployed absorbent boom and applied absorbent pads to minimize the oil spreading.  There were no injuries reported, and no waterway restrictions have been issued........

Grafton Wrapping Up Deal For Gondola, Shuttle Service........

Grafton officials are working on finalizing a deal that would bring a $2 million gondola and a new shuttle service to town.  Brett Stawar president and CEO of the Alton Regional Convention and Visitors Bureau says that the project would be a "game changer" for Grafton.

The gondolas would carry visitors from an area near downtown Grafton up the hill to the scenic Aerie's Winery, which overlooks the Mississippi and Illinois Rivers.  This would be a joint venture between two gondola companies out of New Hampshire and Aerie's Resort, operator of Aerie's Winery.

Plans are also calling for a free shuttle system, which would have stops along a bike path that meanders throughout the city.  The shuttle would be funded via revenue from gondola tickets........

Boating Safety Program.....

Certified Boating Safety Program To Be Conducted In Springfield

Captain Juan Villanueva, commanding officer of Troop D, Springfield, announces boater safety certification courses will be offered at the Troop D Headquarters located at 3131 East Kearney, Springfield, Missouri in 2018. Participants are encouraged to bring a snack and lunch to the training. The maximum class size is 30 people.

March 31 -- 9 a.m. to 3 p.m.

There is no fee for these courses; however, students are required to preregister online, as seating will be limited and notification may be sent in the event the course is canceled. For more information, to register for the courses, or to obtain a complete listing of where other courses are being offered, you may visit the Missouri State Highway Patrol’s website, www.mshp.dps.mo.gov. Select "Boat Safety Education & Certification" found under the "Training" heading.

Missouri law requires any person born after January 1, 1984, to carry a boating safety certification card along with a picture ID anytime they operate a vessel, which includes personal watercraft, on Missouri lakes. Any student who successfully passes this course will be eligible to order the boating safety certification card, which costs $15.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

River History....

March 26, 1913 in River History

The Ohio River Basin flood reached a peak. Ten inches rains over a wide area of the Ohio River Basin inundated cities in Ohio, drowning 467 people, and causing $147 million dollars damage. The Miami River at Dayton reached a level eight feet higher than ever before. The flood, caused by warm weather and heavy rains, was the second mostly deadly of record for the nation.

Major Construction on Popular Street Bridge Roadway

Shifting Eastbound Lanes Up and To The Right.......

Saturday morning, construction crews are slated to raise and then shift the four east bound lanes of the Poplar Street Bridge nine feet to the south.  The move will allow for the construction of a fifth eastbound lane between the east and west bound lanes.

The slide and the new eastbound lane are just a component of the $54 million overhaul, which is intended to reduce traffic congestion, improve safety and extend the life of the span another 25 - 30 years.

According to the Missouri Department of Transportation, the shift of the 2,165 foot long roadway section will be the second largest bridge slide in U.S. history.  Officials chose this construction method, as it is cheaper than building a new bridge, and will strengthen the existing spans by tying them together........

Repeated Flooding Leads To Village of Dutchtown Missouri Dissolving........

On Thursday, Cape Girardeau County Commissioners adopted an ordinance that immediately dissolves the 20 year old village of Dutchtown, Missouri.

Dutchtown residents have suffered from repeated flooding, rising levee costs and tempting buyout offers from the federal government.  Many residents have taken advantage of the flood buyout offers and left the area.

Trustee Ken Eftink, the Cape Girardeau County stormwater and floodplain manager said that the village would just recover from one flooding event, then another would occur.  As of last year, there were only about 50 residents left, and only 18 of those were registered voters........

Take A Closer Look At The Champ Clark Bridge Progress........

On Friday, several representatives of state and federal legislators toured the Mississippi River at Louisiana, Missouri in order to check out the progress being made on the new Champ Clark Bridge project.

According to Keith Killen, the project director for the Champ Clark Bridge, when working on the Mississippi River they have to be cognitive of flooding.  He added that they are pleased to have the underwater work complete before any serious flooding occurred.

Hal Smith, representative of Illinois Congressman Darin LaHood, said he was from the area and wanted to check out the project firsthand.  Smith notes that the project guarantees the safety of drivers, and the ability to move commodities in order to support jobs and create economic activity for the future........

Shippers Awaiting Opening Day........

The terminals along the Upper Mississippi River are getting prepared for shipping season, as are grain and feed shippers, as river shipping offers an alternative, and sometimes cheaper way to move commodities.

River shippers will have to wait until later in the spring, as the first barge has yet to pass through Lake Pepin to reach St. Paul, Minnesota.  As of March 14, the ice in the center of the lake was still too thick for tows to pass through.

Lake Pepin is located approximately 60 miles downstream from St. Paul, and is the last hurdle for barges waiting to head upstream to start the spring shipping season.  Tow operators look for the ice to be less than 15 inches thick before attempting to push barges upstream........

According to Bill Frederick, the National Weather Service meteorologist assigned to the Corps' Mississippi Valley Division, there is considerable rainfall forecast for the Mississippi watershed over the next week.  He adds that the weather system is similar to the one that produced heavy rains during February.

Dave Berretta, Chief of Hydraulics and Hydrology for the Corps in Memphis, stated that based upon the forecast, they expect to move to a Phase I activation level around March 30, and Phase II around April 5 near Cairo, Illinois........
