Meramec River Management

Corps Hosting Floodplain Management Workshops.........

The U.S. Army Corps of Engineers, St. Louis District, in cooperation with St. Louis, Jefferson and Franklin Counties, the cities of Arnold, Sunset Hills, Fenton, Wildwood, Eureka, Pacific and Union, the Missouri Department of Natural Resources, the Missouri State Emergency Management Agency, the East-West Gateway Council of Governments and Region 7 of FEMA, will be hosting three public workshops that will provide information, and collect public feedback on the Lower Meramec River Multi-Jurisdictional Floodplain Management Plan.

Shawn Sullivan, the Strategic Planning Coordinator for the Corps' St. Louis District says that since 2015, there have been three record flooding events within the Lower Meramec River Basin.  He adds that the workshops will give the public a chance to offer input and learn more about the flood management plans for their community.

The workshops are slated to be held in Arnold, Pacific and Sunset Hills, Missouri.  The meetings will offer the public the chance to interact with flood risk managers on possible solutions for flood damage, in addition to acquiring information on their own flood hazard.......

Mississippi River Near Memphis, Tennessee

River Cresting After Record Rainfall During February........

The Mississippi River is cresting above 39 feet around Memphis, Tennessee, and residents in the region are starting to address the damage caused by the recent flooding.

The National Weather Service reports that the rainfall total for the Memphis region was just over 14 inches, which bests the old record from 1989.

Flooding has caused several homes in the Memphis region to be evacuated, and several fields were under water as well.  A showboat out of Nashville is waiting out the flood in Memphis, as the Mississippi River rose too high for it to clear a bridge........

River Island Restoration Project In The Works........

The federally owned, 420 acre Steamboat Island near Princeton, Iowa may be set for a sizable restoration project intended to increase natural habitat, and make it more attractive to visitors.

Congress approved a massive habitat restoration project along the Upper Mississippi River several years ago, and the U.S. Army Corps of Engineers recently proposed a project for the island, as well as a 2,210 acre surrounding area.

According to the project manager, Julie Millholn, the cost estimates for this project is around $13 million, and depending on funding, nay be released for bidding in 2012 or 2022........

Calling All Boaters

Save the Delta Queen

Photo by Franz Neumeier.. click pic to enlarge

Calling All Boaters

We need your support and action to mobilize and save the Delta Queen.

We have already lost the Show-Boat and the Admiral. We cannot let the Delta Queen rot into a watery grave. The only way she can truly be preserved is to be steaming again with a full crew taking care of her. Currently there is a bill in the U.S. House of Representatives [H.R. 619] that is hung in sub-committee. [Coast Guard and Marine Transportation]. None of the congressmen on this committee are from states that touch any of the rivers [save one from Min]. The issue is the Delta Queen requires an exemption from the 1966 Safety At Sea Act, preventing any vessel carrying more than 50 overnight passengers from being constructed of wood. While the Delta Queen’s hull is steel, her upper decks are primarily wood. Through extensive crew training and many safety upgrades such as an elaborate sprinkler system and fire detection system the Delta Queen has been granted an exemption from this law nine times previously and has safely operated for more than 60 years on the Mississippi River. This new bill addresses a time line for even more upgrades to further meet these fire safety concerns.
So, what can you do? First you need to join the "Save the Delta Queen" group on Facebook. Second you need to send an email or call all of the congressional staffers listed below. You can also go to the "find my Congressman " site [google it]. Once you are there look up your Congressman and send he or she an email telling them they need to contact their parties’ member on the Coast Guard and Marine Transportation committee and ask for a vote to approve the bill and send it to the speaker of the house [ Paul Ryan] for a vote. Congressman Ryan has said “government should not pick winners and losers” Not passing this bill does just that, it will limit competition by not allowing the Delta Queen to compete for cruises with the other boats on the river.
A special thanks to Senator McCaskill who was able to work jointly with Senator Blunt to get identical Senate Bill S. 89 passed by an astounding bi-partisan 85-12 vote earlier this year.
Post your action completed once you have sent you emails to congress.
Please forward this to anyone you think loves the river and wants to see the Delta Queen on the water once again.

Boat Maintenance

A Few Reasons Boats Sink In The Spring........

Each spring, it tends to happen.  Shortly after being launched for the season, boats end up sinking while they are safely tied up at the dock.

BoatU.S.' Seaworthy Magazine poured through BoatU.S. marine insurance claims, and came up with the top five reasons boats sink in the spring, and they put together a free Spring Commissioning Checklist to help boaters kick off the season right.

The five main reasons sink in the springtime:

○  Damaged or missing hose clamps

○  Engine hoses that aren't secured

○  Spring rainfall

○  Broken sea strainer

○  Leaking stuffing box

Missouri Flooding News

Study:  More People Susceptible To Flooding Than Previously Believed........

According to a study released on Wednesday, there are more people in Missouri at risk of experiencing damage from heavy rainfall and river flooding.

Researchers from the Environmental Protection Agency, the University of Bristol and The Nature Conservancy discovered that around 41 million Americans were vulnerable to river flooding, which is three times the Federal Emergency Management Agency maps estimate.

According to Steve Herrington, director of freshwater conservation at the Missouri chapter of the Nature Conservancy, nearly half a million people are susceptible to flooding in Missouri, close to 25 percent more than previously estimated........

Obsolete Bridge Dropped Into The River........

While Trolling The Internet....  We reeled in a few videos showing the demolition of the old bridge spanning the Mississippi River between Savanna, Illinois and Sabula, Iowa.  The span, which was built in 1932, was so narrow at 20 feet that wider vehicles overlap the center line.  The new $80.6 million bridge opened last fall adjacent to the old span and is 40 feet wide with shoulders and wider lanes........

Corps:  Excavation Near Levees Causing Seepage From Spillway Opening........

As of Friday afternoon, the U.S. Army Corps of Engineers has opened 168 of the 350 bays that comprise the Bonnet Carre Spillway.

These 168 bays are flowing 142,000 cubic feet of water per second into the spillway to ease the pressure on the levee system caused by the Mississippi River.  According to Corps spokesman Matt Roe, up to 20 bays will be opened over the next few days.

An issue that the levee inspectors are seeing is that people are digging too close to the levees, which can allow water to seep under the levee........

Lake Of The Ozarks

No Wake Bill Pared Down As It Heads Through The Mo. Senate........

A Missouri bill intended to calm boat wakes along the Lake of the Ozarks is working it's way through the Missouri State House of Representatives.  A paired down version is heading through the Senate.

State Representative David Wood introduced House Bill 1591, which saw a mixed reaction within the boating community.  Lakefront property owners applaud the effort to protect their property, and others, including the Lake of the Ozarks Marine Dealers Association, say that while wakes cause issues, this is not the way to solve it.

Wood teamed up with LOMDA to tone down the language of the bill.  The modified bill designates coves whose mouth is 800 feet or less as no wake for boats 40 feet and longer.  It also allows for wakeboats to make waves in these coves........

Flood Watch Cancelled, But Don't Dig Near The Levee........

Even after officials lifted the flood watch for the Mississippi River at New Orleans, they issued another warning against a man-made hazard.

Matt Roe with the U.S. Army Corps of Engineers says that the largest concern they have come across during their daily inspections is people digging and excavating too close to the levees.

Roe says that excavation within 1,500 feet of levees can cause river water to seep under the levee, destabilizing it.  When the river is over 15 feet at the Carrollton gauge, excavation nearby is forbidden.  Saturday morning, the river was at 16 1/2 feet........

59 year old Barbara Higgins was last seen at a Petro Mart in Florissant on November 5.  Her car was recovered from the river at the B.K. Leach Memorial Conservation Area.

Missouri Fishing News

11 Year Old Catches State Record River Redhorse...Possibly World Record..

The Missouri Department of Conservation has reported that 11 year old angler Maverick Yoakum has become the latest record-breaking fisherman in Missouri, when he reeled in a river redhorse while fishing on Tavern Creek.  He used a rod and reel.

Yoakum caught the new "pole and line" record river redhorse on March 4.  It weighed in at 10 pounds, 4 ounces, besting the prior state and world record pole and line river redhorse, which tipped the scales at 9 pounds, 13 ounces.

The fish Yoakum caught beats the current world record, pending verification by the International Game Fish Association.  River rehorse fish de get larger, but the IFGA only recognizes the ones caught with a pole and line.  The larger fish are usually caught by gigging........

Mississippi River Management

Trouble Brewing In Changing The Mississippi River........

The Mississippi River runs down the center of the nation, and features a wide variety of infrastructure intended to tame the river to allow for barge shipping, as well as protecting cities and farmland.  Most of that infrastructure is decrepit.

The Trump Administration's $1.5 trillion infrastructure plan offers the hope of billions of dollars to bolster the Mississippi River's infrastructure.  There are, however, disagreements on which projects to pursue, but little discussion on how to pay for it.

The effort to control one portion of the river can cause problems for people elsewhere along the 2,350 mile long river, and that delicate balance is the lynch pin in understanding the issues and competing interests surrounding the management of the Mississippi River........

Mississippi River Infrastructure

A Look At The Infrastructure, Changes Along The Mississippi River........

Over the years, the Mississippi River has changed.  John Carlin, a towboat pilot that has worked the riverfront at Hannibal, Missouri for over 40 years, says that the river doesn't behave like it used to.  He adds that it doesn't seem to take much for it to get out oc control.

Infrastructure is a word used to describe the efforts of humans to bring order to nature.  Humans move earth, redirect water, pave roads and dig tunnels.  At times that very infrastructure ends up being the enemy, and that makes the people living along the Mississippi River wary of the policy changes being discussed in Washington.

This infrastructure has basically divided the Mississippi River into three different river systems.  The first in the Upper Mississippi River, which is a series of slack-water pools created by dams.  The middle portion of the river is trained with the use of wing dikes and arched chevrons, effectively narrowing it.

The Mississippi River becomes treacherous after it's confluence with the Ohio River near Cairo.  The river from that point to the Gulf of Mexico is held in check by a series of levees, and the outer curve of every bend is protected from erosion by the use of revetments, or concrete mats........

Missouri River Lawsuit......

Thanks for the article on the Missouri river lawsuit but it missed several points. The group that sued the Corps was more than just a few farmers, it included many businesses, hotels, restaurants, ports, marinas etc that were closed for two month or more with some never recovering.
Everyone understands flooding due to rainfall as a natural disaster, however this was not the case in the summer of 2011. The Corps held back to much water in the upstream reservoirs the winter of 2010-2011, and did not have the storage capacity available when the spring snow melt came. The summer of 2011 was actually a pretty dry year which was just luck as a wet year would have been devastating on top of this flood.
This Flood was entirely man made and should not have occurred. These businesses sued not because they were flooded, which happens every few years, but sued because of the Corps mistakes which put their property under water for two months. The upper Missouri river still has abandoned homes and businesses from this flood. Imagine what would happen if the Mississippi was 18 feet above normal for two months in the middle of a dry year, as that is what we endured. Quite a few people have never returned to the river.

Thanks,

Ronald R. Allen

Missouri River Management

Time To Let The Missouri River Run Free........

The politics surrounding the Missouri River's management has always been a sore topic, with farmers squaring off against environmentalists, the Upper Basin states fighting with Lower Basin states, and about the only thing that all parties can agree on is that the U.S. Army Corps of Engineers is responsible for all of the Missouri River's ills.

Earlier in the week, federal Senior Judge Nancy Firestone ruled against the federal government and environmental interests in favor of farmers in a lawsuit that claims that due to the Corps' efforts to produce flows that would be beneficial to endangered species, such as the pallid sturgeon, they caused flooding that devastated farms.

The farmers, several of them from Missouri are claiming that the flooding resulted in the illegal "taking" of their property.  The farmers are looking to be compensated to the tune of hundreds of millions of dollars.  Firestone ruled that the federal government essentially took the farmer's property, and should be compensated.

The solution to the issue is not to pay the farmers and return to business as usual.  There are some calls to buy out the farmers, restore the wetlands and chutes that allowed the river to flood the flood plain........

The Mississippi Is Set To Crest Over The Weekend....  Monitors Keeping An Eye On The River....

This weekend, the Mississippi River at Baton Rouge is expected to crest, and even though there is seepage along the levees in several spots, Louisiana officials say that there is no reason to be concerned.

The National Weather Service says tha as of Friday. the Mississippi River at Baton Rouge was just over 43 feet.  It is expected to rise a few more inches this weekend, and will remain high for about a week.

There are 81 sites that the U.S. Army Corps of Engineers has found water seeping through the earthen levees.  Public affairs officer, Ricky Boyett says that while this amount of seepage seems like a lot, there was more seepage during high water events in 2011 and 2016........

Mississippi River At Alton, Illinois

The Clark Bridge and Miami Bridge That Collapsed Were Designed By The Same Firm........

The Clark Bridge over the Mississippi River at Alton, Illinois has something in common with the pedestrian bridge that collapsed on Thursday, on the campus of Florida International University in Miami.  The spans were designed by the same firm, Figg Bridge.

The Clark Bridge is 1,360 feet long, and carries Highway 67 over the Mississippi River, linking Missouri and Illinois.  The span, just like the FIU Bridge, was touted as a first of it's kind design, featuring a single pylon and at two planes of stays arrangement.  Figg Bridge had been in the running to design the new Champ Clark Bridge, however, Figg lost to Massman.

Joe Monroe, the head of Operations for the Illinois Department of Transportation, Collinsville District, says that there is no cause for alarm about the Clark Bridge.  Monroe notes that the cause of the Florida bridge collapse is not yet known, and the next inspection for the Clark Bridge is scheduled for June, 2018........

Quincy Bay Restoration Project May Become Reality........

Plans for restoring the Quincy Bay may soon come to fruition.  The Quincy Bay Area Restoration and Enhancement Association is calling for federal funding from the U.S. Army Corps of Engineers to deal with shallow water.

Mike Klingner, Chairman for the Upper Mississippi Illinois and Missouri River Association, says that they have been wanting this since 1987, and that this is the first time that they have requested funding.

Klingner and other organizations in Quincy presented a $20 million proposal to the U.S. Army Corps of Engineers for the restoration and improvement of Quincy Bay........

Take Me Fishing Urges Women To Fish........

March is Women's History Month, and Take Me Fishing is calling on women to share their boating and fishing stories on social media, and tag Take Me Fishing on Twitter.

Women contributed to an 8.2 percent spike in fishing participation over the past five years.  Frank Peterson, president of the Recreational Boating and Fishing Association says that last year, 45 percent of new fishing participants were women.

Recreational Boating and Fishing Foundation communications vice resident Stephanie Vatalaros created a Facebook Live video, asking women to relate why that love boating and fishing.  The video has more than 12,000 views........

Additional Section Of The River To Be Dyed Green This Year........

On Tuesday, the organizers of the annual Chicago St. Patrick's Day Parade announced that they will be dying more of the Chicago River green this year.

According to the Chicago Tribune, the additional block's worth of dyed river will allow hundreds of extra spectators to see the boats dying the river.  The longer route will require an extra boat to pour the dye into the river.

The annual tradition of dying the Chicago River green for St. Patrick's Day dates back to 1962, and was the brain child of Stephen Bailey, the business manager for the Chicago Plumbers Union........

News Release From BoatUS

Take a Boating Safety Education Course Mar. 18-24

ANNAPOLIS, Md., March 14, 2018 – Next week, Mar. 18-24, is a great time to take a boating safety course. Why? It’s perfect timing just before the start of the boating and fishing season and the week-long ‘Spring Aboard’ public service campaign makes it easy for boaters to take a boating safety course. The educational effort is a partnership of the National Association of State Boating Law Administrators (NASBLA), government, and nonprofit partners including the BoatUS Foundation for Boating Safety and Clean Water.

The BoatUS Foundation offers a no-cost NASBLA and state-approved online boating safety course for 36 states at BoatUS.org/Free. The course fits into busy schedules, allowing boaters to stop, and then start again where they left off any time of day or night, and is loaded with interactive animations, videos and photos to give boaters an education that goes well beyond the basics of boating. Upon successful passage course takers can easily print their state’s proof of completion. More than 1.4 million boaters have taken the Foundation’s courses since 1997.

US Coast Guard statistics indicate that of the accidents where the level of operator education was known, 80 percent of boating deaths occurred on boats where the boat operator had never received boating education instruction.

Coast Guard Ending Search For Natalie Jean Crewmembers........

The U.S. Coast Guard reports that they have suspended their search for two crewmen that were aboard the towing vessel Natalie Jean, which sank around Mississippi River Mile Marker 90.5 near New Orleans on Monday.

Responders from the Coast Guard and local agencies spent more than 43 hours searching close to 101 square nautical miles for Malon Dawsey and Karl Prince without finding any sign of them........

On Tuesday, a federal judge ruled that the U.S. Army Corps of Engineers is responsible for causing reoccurring flooding that damaged property and farmland in four states along the Missouri River.

The ruling states that the federal government has to compensate land and business owners and farmers for flood damage in Missouri, Iowa, Kansas and Nebraska.  Damages are estimated to be in excess of $300 million.

Last week, two fishermen went missing after their boat sank in the Mississippi River, south of the Dupont Access at the Ted Shanks Conservation Area in Pike County, Missouri.

On Friday, Dallas Thompson with the Missouri State Highway Patrol announced that the body of one of the missing men had been recovered.  51 year old David Hultz was recovered from the river about 300 - 400 yards from where the angler's boat was found.

Officials Conducting Environmental Study Of The Chester Bridge........

Members of the Missouri Department of Transportation, the Illinois Department of Transportation and the Federal Highway Administration are conducting an environmental study of the Chester Bridge, which carries Route 51 over the Mississippi River.

The group recently held an open house to get feedback on the three alternatives for the bridge's replacement or rehabilitation.  The first option will see the new span built 75 feet upstream from the current one, the second option would see the replacement bridge built 500 - 600 feet upstream, and the third option would rehab the existing span, and construction of a new span for the opposite lane of traffic.

Once the group has input from the public on the three alternatives, they will begin working on a detailed environmental study, the results of which will be presented to the public in another public meeting next year........

Corps Opened More Bonnet Carre Spillway Bays........

As of Tuesday afternoon, the U.S. Army Corps of Engineers has opened approximately 125 of the 350 bays that comprise the Bonnet Carre Spillway.

On Thursday, March 8, the spillway was opened for the twelfth time in history in order to relieve the pressure of the rising Mississippi River on the New Orleans levee system.

Approximately 90,000 cubic feet of water per second was flowing through the spillway Tuesday morning, however, more water was flowing into the spillway by the end of the day.  The Mississippi River was expected to crest on Tuesday........

Corps To Host Open House On Steamboat Island Rehab, Improvement Project........

The U.S. Army Corps of Engineers, Rock Island District, the Iowa Department of Natural Resources and the U.S. Fish and Wildlife Service will be hosting an open house on March 26 to discuss ecosystem rehabilitation in the Mississippi River, Pool 14 near Steamboat Island.

The 2,630 acre Steamboat Island Habitat Rehabilitation and Enhancement Project is an island and backwater complex situated in the center of Pool 14 of the Upper Mississippi River, between Princeton, Iowa and the mouth of the Wapsipinicon River.  These lands are federally owned, and are a portion of the Upper Mississippi River National Wildlife and Fish Refuge.

Over the past two centuries, the activity of humans within the Upper Mississippi River Basin has changed the hydrology, topography and biotic communities located around Steamboat Island.  The open house will allow the public an opportunity to offer feedback and discuss the plan.  The open house will also be broadcast via Facebook Live........

The River Still Is Rising....  More Spillway Gates Open...

The lower Mississippi River is rising around New Orleans.  It has risen to 16.54 feet, and now there are 68 bays of the Bonnet Carre Spillway opened, and flowing about 70,000 cubic feet per second into Lake Pontchartrain.

The spillway was opened in order to take some of the water pressure off of the levees protecting New Orleans from the Mississippi River.

The U.S. Army Corps of Engineers reports that there are 12 seepage points along the levee system between Laplace and the mouth of the Mississippi River.  The corps says that the seepage is considered to be a low threat, as only water is pushing through the ground........

Safe Sail Boating........

Hi RiverBills,

As project for our mixed elective class this year, we were tasked to raise awareness on sailing and boating safety. Sailing sure is fun but it's not without risks. So it is our goal to increase people's knowledge and ensure that they have the tools to be safe.

Aside from participating in after-school activities, we are also asking sailing and boating clubs to help us boost online and social media awareness.

A recent article I found that I think may be useful especially to beginners is https://www.dietspotlight.com/sailboating-safety-guide-beginning-boaters/

Thank you and keep up the good work!
