St. Louis Port Authority Looking To Expand It's Reach........

The St. Louis Port Authority is aiming to expand it's boundaries from the heavily industrialized 19 mile stretch of Mississippi River frontage to include the entire St. Louis city limits.

The move would allow the Port Authority to utilize it's economic development ability anywhere within the city.  Missouri law grants port authorities wide latitude in purchasing and selling properties, issue bonds and contract for services to advance economic development.

The Port Authority primarily uses the port to lease properties to barge companies and assist industrial interests along the riverfront expand.  Susan Taylor, head of business development for the Port District says that the expansion would allow the Port Authority to help out with projects across the entire city........

Greitens Seeks EPA Approval For State's Clean Water Plan........

Missouri Governor Eric Greitens is calling on the U.S. Environmental Protection Agency to allow the state to take care of it's lakes and reservoirs.

On Monday, Greitens put forth comments to EPA Administrator Scott Pruitt looking for approval for Missouri to implement it's own plan for reducing nutrient runoff.

Last month, the EPA announced a $1.7 billion plan as part of a settlement of a lawsuit filed by the Missouri Coalition for the Environment.  Greitens says that the alternative plan, which was approved by the Missouri Clean Water Commission would cost $83.1 million........

Dock Makeovers Changing Time On The Water........

The boating lifestyle may not always mean taking the boat off of the lift, as time at the dock is a big part of the way boaters socialize on the water.

With the addition of things like slides, grills and minibars, docks are increasingly popular places to hang out.  Dock owners are increasingly choosing to upgrade their docks with even more homey touches.

Lakeexpo.com recently highlighted the work of Otto Construction, whose dock makeovers include things like sinks, mini-fridges, microwave ovens, pizza ovens, outdoor televisions and stainless steel countertops........

Bald Eagles Congregate Along The Mississippi River........

The bald eagles have returned to the St. Louis Region, and about the only positive thing about the recent sub-zero temperatures, is that more eagles are wintering in the region.

The Audubon Center at Riverlands Nature Preserve in West Alton reports that so far, 15 eagles have been spotted.  A bit farther north near Clarksville, Missouri at Lock and Dam No.24, up to 50 eagles have been spotted.

According to Jean Favara, the Conservation Manager at the Audubon Center, the eagles typically only go as far south as they have to in order to find open water.  Reportedly, around 60% of North American birds utilize the Mississippi Flyway in the Riverbend region........

Last week, the contractor for the Highway 47 bridge spanning the Missouri River at Washington, Missouri was not on-site due to the extremely cold temperatures.

A Look At How Engineers Fashioned The Frozen Facade Of Niagara Falls.........

Each winter, Niagara Falls is surrounded by icicles and a gleaming coat of ice covering all the eye can see. Many things that seem natural at Niagara Falls, from the ice formation to the waterfall itself, are actually man-made.

The falls never actually freezes over, however, ice does gather at the base of the falls, growing up and out, creating an ice bridge.  Water keeps flowing under the frozen facade fronting both falls, the larger Horseshoe Falls and the American Falls.

The Niagara River Diversion Treaty of 1950 placed limits on how much of the river flow was diverted from the falls for power generation, which would affect the appearance of the falls. In order to maintain the aesthetic appeal of the waterfall, engineers shrank and reshaped the falls in order to Look more like itself........

Alton's Eagle Ice Festival Was Saturday........

The recent chilly temperatures were a boon for the Alton-Audubon Eagle Ice Festival, which was held in downtown Alton on Saturday.

Visitors were also able to meet Liberty, the 26 year old American Bald Eagle inside the Alton Visitors Center, or if they chose to brave the cold, they could see wild eagles at the Audubon Center across the Mississippi River in West Alton........

Mystery Surrounds Frozen SUV In The River........

This week, a mystery started to unfold in Cape Girardeau, when a partially submerged SUV appeared in the Mississippi River.

The vehicle became visible because the level of the Mississippi River is unusually low and it is not certain how long the unidentified vehicle has been in the water........

Guidewall At Lock And Dam No.15 Set To Be Rebuilt........

The U.S. Army Corps of Engineers recently awarded an $11.2 million contract to Civil Constructors Inc. of East Moline for the reconstruction of the downstream guidewall of Lock and Dam No.15 in Davenport.

Towboats touch up against the guidewall in order to ease their tows into and out of the lock chamber.  It is anchored by timbers sitting on bedrock, and on clay where the bedrock slopes away downstream.

Back in the 90's, an inch deep tip in the wall was observed during routine inspections.  Over time, the tipping grew worse until a sidewalk buckled above the wall in May........

Trooper Convicted In Drowning Incident Sues To Get Job Back........

Anthony Piercy, the Missouri State Trooper who was fired after being convicted of a misdemeanor for the drowning death of Brandon Ellingson on the Lake of the Ozarks, is suing to get his job back.

Back in May of 2014, Piercy pulled Ellingson over on the Lake of the Ozarks on suspicion of boating whole intoxicated.  He was taking Ellingson in for a breathalyzer test when Ellingson fell into the water.  Ellingson had been fitted with an improperly secured life jacket, and drowned........

Senators Call For Funding For Lock & Dam Upgrades........

Last week, U.S. Senators Roy Blunt (R-Mo.) and Tammy Baldwin (D-Wisc.) headed up a bipartisan group of senators in penning a letter to the Office of Management and Budget Director Mick Mulvaney calling on the administration to provide funding in the Fiscal Year 2019 budget request that would continue preconstruction engineering and design for the Navigation and Ecosystem Sustainability Program.

The senators also called for the administration to include that funding in the U.S. Army Corps of Engineers' 2018 Work Plan, which would allow construction work to immediately begin.  The NESP is a multi-purpose program, which was authorized in the Water Resources Development Act of 2007, in order to make upgrades to the crucial Mississippi River system navigation lock and dam infrastructure.

The senators wrote that in 2007, Congress realized the significance of the Upper Mississippi River System, so they authorized NESP to guarantee that the nation continues to benefit from this vital resource.  Additional investment in the NESP would bolster infrastructure and navigation for the entire river........

Hey Bill,

Hope all is well. These are pics taken at the Boathouse on New Years Day. 5 degrees, a biting wind, and that hammock does NOT look inviting! Ice is 6 inches thick around boat docks.

Hope everyone is keeping warm and praying for an early spring!

Clark Bridge Cameras Are Installed....  Will Be Online Soon....

The license plate reader cameras have been installed on the Clark Bridge, and with a few tweaks, they will be fully operational.  Alton Police Chief Jake Simmons says that the equipment will be online by the start of next week.

Supporters of the camera system say that the footage will help track criminals, however, detractors say the cameras will be used to collect information on law-abiding citizens.

Alton officials have stated repeatedly that the camera system will not be used to collect data for sale for commercial purposes........

Ice Causing Lower River Levels....  Problems Moving Barges....

Ice along the Mississippi River is drawing plenty of attention from passers-by, but the U.S. Coast Guard is paying attention to it as well.

U.S. Coast Guard Lieutenant Commander Kristine Neeley states that the ice is contributing to lower water levels along the river.  This may have a big effect on commerce, as vessels will have a harder time moving goods such as grain, salt and fuel.

If the level of the Mississippi River gets too low, the U.S. Coast Guard will have to shut down the Port of St. Louis.  Currently, the Coast Guard has activated their "action phase", which means that the water level has hit negative 2 feet on the gauge.  When the river level drops to negative 3.5 feet, travel becomes too difficult, requiring the closure of the port........

Ice Flowing Along The Mississippi River........

The chilly temperatures are causing ice to form along the Mississippi River.  There is plenty of ice on the surface of the river at Fort Defiance in Cairo, Illinois, where the Ohio River meets the Mississippi River.

The U.S. Coast Guard reports that the ice formed in the region over the weekend, however, barge traffic was not affected.

The Operators of the Dorena-Hickman Ferry say that they have yet to see ice, but they expect ice to arrive in the coming days.  The ferry crosses the Mississippi River between Dorena, Missouri to Hickman, Kentucky........

Mississippi River At St. Louis, Missouri
Annual Polar Bear Water Ski Held Monday........

The temperature was hovering around zero and ice was lazily drifting along the Mississippi River at St Louis Monday morning as Kevin Day and a team of skiers from the Missouri Disabled Waterski Association took to the water for the 43rd Annual New Year's Day Polar Bear Ski Event.

The event is held to benefit the Missouri Disabled Waterski Association, which is committed to improving the physical condition and quality of life for people with disabilities via sports

Day had hit the Mississippi River on Saturday, claiming the water was brutal, however, there was no ice at that time.  Day was still going to ski, but realized that he had forgotten his dry suit, a critical component when water-skiing in near freezing water.

Another association member, Anthony Fussner, ended up donning the Santa suit over his dry suit and hitting the icy river.  Day towed his friend with Fussner's jet ski..........

NMMA Recaps Boating-Specific Deregulation.......

The National Marine Manufacturers Association has been working with the Trump Administration in order to ease regulations on topic beneficial to the recreational boating industry.

The NMMA reports that during 2017, federal agencies issued 67 deregulatory actions, while issuing only 3 new regulatory actions.  These actions reduce redundancy and duplication which drains resources of companies.

For fiscal year 2018, the agencies intend to achieve more regulatory rollbacks compared to Fiscal Year 2017.  They plan to issue at least three deregulatory actions for each new regulation........

The Legend Of The Haunted Rowboat........

From the early 1890s past the turn of the century, people around Hannibal, Missouri had been claiming that they would be sitting in their boat, when they witnessed a ghostly boat with a "solitary rider" quietly slipping up behind them.

Once the spectral row boat was spotted, it would just back away, even though only a tiller was used.  Reportedly, there was no evidence of a paddle or pole being used, the boat appeared to back away on it's own.

The boat's lantern was hung from a pole at the bow, but instead of a yellow light, the lantern gave off an eerie blue glow.  It was said the driver of the boat had eyes that would look right into the soul of a man........

Year In Review
Flooding Was A Big Story During 2017........

There was a significant amount of heavy rainfall from late April into early May, resulting in the region's rivers spilling out of their banks.

Communities along the Big, Bourbeuse, Cuivre, Meramec, Missouri and Mississippi River saw flooding at or near historic levels.

The flooding occurred only 18 months after the last devastating flood in late 2015.  The aftermath saw hundreds of structures damaged, at an estimated cost of $86 million.........

The Alton Expo Will Return In 2018........

Lake Of The Ozarks
2017 Was A Year Of Growth, Boat & Waterfront Business Buyouts.......

Business was booming at the Lake of the Ozarks during 2017, with buyouts and commercial lakefront real estate selling quicker than the Lake has seen in over a decade.

Big Thunder Marine purchased Wake Effects, and is set to open a new showroom in 2018.  In addition to Baja, Fountain and Donzi high performance boats, the company will offer Pontoon and Tritoon by Manitou, South Bay, JC Tritoon, Monterey Sport Boats and Cruisers and MasterCraft Boats.

DockWorks purchased a couple of Lake businesses and will provide top-notch dock and shoreline services for property owners.

Margaritaville purchased Tan-Tar-A, and is in the process of remodeling the facility, including improvements to guest rooms, public spaces in addition to updated color schemes and decor reminiscent of the island atmosphere associated with Jimmy Buffet's music.........
