Levee News From Pittsfield, Illinois
Judge Approves Sny Levee Assessment........

Earlier in the year, the Sny Levee and Drainage District made a proposal for the installation of new water pumps in order to keep pace with the rising river along the levee.

The Drainage District filed a petition for the authority to levy an additional assessment with the 8th Judicial Circuit Court.  On Wednesday, a judge ruled in favor of the district, nearly two months after the first hearing on the issue.

Drainage District Superintendent Mike Reed said that ruling is what they were trying to get accomplished, which will help take the district into the next generation........

Winterfest At The Arch Closed Due To The Weather........

Thanks to the bone-chilling weather conditions, Winterfest at the Arch has closed for the season on December 29, at 9 pm.

Organizers state that the family-friendly New Year's Eve Celebration has been called off on account of the weather.  The event was intended to run through New Year's Day.

Ryan McClure, director of communications and activation for the Gateway Arch Park Foundation says that the safety of the guest is their main priority, and with the dangerously cold temperatures expected over the weekend, they felt that closing the event was the correct decision.........

River Shipping News
Cold Snap Could Affect Wheat, Rivers........

While officials are concerned that the coming cold snap, expected on New Year's Day, will affect the winter wheat harvest, it will also cause problems for the river shippers.

The chilly temps will likely speed up ice formation along the Illinois River, slowing barge traffic, and delaying shipments of Midwest corn and soybeans to the Gulf Coast export terminals.

With parts of the Illinois and Mississippi River frozen, there is less water flowing downstream.  The National Weather Service is predicting that the Mississippi River at St. Louis will reach it's lowest level in 4 years........

Boat Maintenance
Winterizing A 4-Stroke Outboard........

Winter is upon us, and like inboards and sterndrives, outboard engines requires some steps be taken to prevent damage from occurring, caused by cold temperatures and being laid up for several months.

Obviously, you should check the Owner's Manual to see what is required, as far as tasks, tools, fluids and parts are concerned.

Chainging the oil in the engine and gear case is a good idea, as moisture, contaminants and acids in the oil can damage the internal parts.  Replacing the fuel filter and stabilizing the fuel in the tank, removing the batteries, and fogging the engine are also recommended........

Meramec River Near Pacific, Missouri
Pacific Looking For 2nd Flood Buyout Grant........

The City of Pacific is planning on moving forward with a second 2017 application for federal funding to buy out or raise flood damaged properties.  This issue was discussed during the December 19th board of aldermen meeting.

Back in September, the city notified SEMA that it would like to be considered for additional assistance for flood damage totaling $1.44 million, which includes a city match of $360,415.

City Administrator Steve Roth says that the city has been called to apply for up to $1 million in federal hazard mitigation grant program, which would fund buyouts of properties located in the flood zone........

Minnesota Waterfall Froze Over After Temperature Drop........

As the temperatures plummet across the Midwest, the Minnehaha Falls waterfall in Minnesota has frozen over.

The Minnehaha Creek is a tributary of the Mississippi River, flowing from Lake Minntonka, the largest lake in the Twin Cities, to the Mississippi River.

ABC News Meteorologist Max Golembo says that in the early winter each year, the first arctic outbreak causes the falls to completely freeze.  He notes that the falls will likely remain frozen until milder temperatures arrive in the spring........

Camera Installation Started....  Will Be Operational This Weekend....

Thursday morning, a two man crew was high above the Clark Bridge, starting the installation of electrical conduit in preparation for wiring for four license plate recognition cameras.

Chief Jason "Jake" Simmons of the Alton Police Department says that they expect the camera installation will be completed by Friday afternoon and they should begin recording this weekend.

Simmons utilized money seized in drug forfeitures to pay one third of the $38,888 cost of the camera system.  The Madison County State's Attorney's Office also contributed one third of the cost using drug forfeiture funds.   The Village of Godfrey paid for the remainder of the camera system's cost........

Native Grill And Wings Opening On The Riverfront........

The Tilted Kilt, the Celtic-themed restaurant on Front Street along Quincy's Riverfront is closing down, and will reopen in February as a Native Grill and Wings sports bar ad grill.

Duane Venvertloh, the franchise owner, says that this location will be the first Native Grill and Wings franchise in Illinois.  The chain boasts restaurants with around 40 flat screen televisions, and offer about 20 or more flavors of wings, sandwiches, fish, pizza and much more.

Native Grill and Wings was launched in 1978 in Arizona by a family that named their pizza shop Native New Yorker.  The restaurant struggled until they shifted their focus on chicken wings.  The company has been growing rapidly in the past several years........

Mississippi River At Hannibal, Missouri
Updated Riverfront Plans Relocate Boat Ramp To It's Current Location........

Boaters that intend to launch their boats into the Mississippi River at Hannibal won't notice much of change in the location of the boat ramp when the city's $5.4 million riverfront renovations are wrapped up in 2019.

While Klingner and Associates are still working on design plans for Nipper Park and the Marina, the Hannibal Parks and Recreation Department posted an updated plan on their website, showing the boat ramp being moved from the southwest corner in the park, as originally planned, to it's current location in the northwest corner.

Hannibal Parks and Recreation Assistant Director Aron Lee says that Klingner is still in the design and permitting phase, and the only change they have made to the plans so far, is to the location of the boat ramp.  He adds that the move makes for a shorter walk to the parking lot........

Dubuque recently launched a pair of videos about the city and it's relationship with the Mississippi River.  River Boats, River Voices, Volumes One and Two will be shown on CityChannel Dubuque this weekend.

Cable TV Coordinator Craig Nowack said that he combined old and new video footage of the Mississippi River, and added in interviews with 11 people that worked on the river, and discussed their jobs.

Nowack states that people living along the river are familiar with the boats working on the river, but they don't realize what all is involved in life aboard those boats.  It is a little closed society, and not part of any other society other than the nine people working aboard the vessel at that time.

The videos made their debut on Christmas Day, and will air again on New Year's Eve.  The videos are also available on the City of Dubuque website........

Asian Carp Update
State Attorneys:  Wall Off The Great Lakes........

The attorneys general from three states believe that the $275 million federal plan intended to keep Asian carp out of the Great Lakes is too costly, and overlooks the most obvious solution.

The U.S. Army Corps of Engineers' plan calls for electric barriers and water cannons at the Brandon Road Lock and Dam near Joliet, Illinois, which is located between the carp-infested Illinois River and Lake Michigan.

Attorneys general Lori Swanson of Minnesota, Bill Schuette of Michigan and Josh Shapiro of Pennsylvania believe the best solution is to replace the lock gates with a concrete wall, which would separate the Great Lakes from the Mississippi River Watershed.  This proposal would cost under $6 million to complete........

Boat Manufacturer
Bayliner Introduced A New Bowrider........

Bayliner recently introduced a new member to their VR series of bowriders, the VR4.  Similar to it's siblings, the VR5 and VR6, the VR4 shares Bayliner's BeamForward design, that carries the vessel's 7.5 foot beam further forward, creating a roomier bowrider area compared to traditional designs.

The VR4 is available with either an outboard or sterndrive propulsion.  Standard power for the VR4 is either a Mercury Marine 200 horsepower 4.5L Sterndrive, or a four stroke, 115 horsepower outboard.

Bayliner President Keith Yunger says that the VR Series is designed to provide quality, comfort and value.  He adds that the addition of the VR4 to the lineup gives consumers another option for meeting their boating needs within their budgets........

Fishy Tales From The Indian Ocean
Man, Cat Rescued After 7 Months At Sea........

On Sunday, a man lost at sea with his cat was rescued by the French Coast Guard, after being adrift for seven months.  Reportedly, the unidentified 54 year old man was a Polish sailor heading for South Africa from the Comoros Islands off the coast of Mozambique when he went missing.

The man departed in May on the 1,200 mile journey in a vessel he constructed himself.  He had apparently veered far off course in the Indian Ocean.  The French Coast Guard was able to rescue the man and his cat after he was spotted by a yacht crew near the French Island of Reunion.

The man and the cat were able to survive the seven months at sea by eating a half packet of Chinese soup each day, and fishing.  He was not able to communicate with anyone on land because the instruments had been damaged........

Missouri Department Of Conservation
MDC Accepting Old Christmas Trees For Fish Habitat..........

The Missouri Department of Conservation is now accepting used natural Christmas trees which will be transformed into fish habitat in two man-made lakes in St. Charles and North St. Louis County.

The donated trees will be lashed to cement blocks and submerged around 4 to 7 feet in an effort to create the fish equivalent of a condominium.  Kevin Meneau, a MDC Fisheries Management Biologist says that the man-made lakes lack sufficient fish cover, and the Christmas trees are the perfect choice for creating underwater habitat.

The donated trees will be placed in Lake 33 in the August A. Busch Memorial Conservation Area in St. Charles, and in Spanish Lake Park in St. Louis County.  They will become an ideal food source and shelter for young fish, which in turn drawn in larger fish, benefiting the entire lake's food chain........

Mississippi River Near La Crosse, Wisconsin
New Book Series Takes Fictional Look At Mississippi River Drownings.......

Over the past 20 years, eleven college aged males have drowned in the Mississippi River near the University of Wisconsin - La Crosse.  An author is now using these tragedies as inspiration for a series of books.

Author Gary Evans took a fictional look at the drowning incidents, and wrote his first book, Death By Drowning, which follows two detectives, and the surprising connection they discovered.

There was speculation that there could be a serial killer at work.  The La Crosse Police Department and the FBI has looked into the drownings, and the reality is that all of the young men had blood alcohol levels between two and five times the maximum allowed for operating a car........

St. Charles Planning Board Delays Vote On River Bluff Development..........

Last Wednesday, NT Home Builders, the developers floating the proposal to transform 400 acres of Missouri River Bluffs into a subdivision with a "resort feel" made their case to the St. Charles County zoning commission.

The commissioners questioned the layout and size of the roads on the steep terrain that NT Home Builders, led by New Town St. Charles developer, Greg Whittaker, is interested in purchasing from the University of Missouri.

Nearby residents voiced their concern over the addition of traffic to the area, and groups concerned about the effects on the Katy Trail below the bluffs testified before the board.  The commission will continue the proposal until their next meeting........

Barge Traffic Delayed By Rock Removal Activities...........

On December 13, the U.S. Army Corps of Engineers started rock removal operations along the Mississippi River near Thebes, Illinois, between 38 to 46 miles above the confluence of the Ohio River.

The Corps will be removing potential navigational hazards that may stop river traffic in the event off extremely low water.  The rocks, also referred to as pinnacles, became a problem starting in late 2012 into early 2013 when low water prevented safe navigation through the region.

In January of 2013, rock removal operations combined with timely rainfall made the river levels safe for navigation.  The arrival of rain prevented all of the rock removal from being completed.  The Corps is resuming the project since water levels are low again........

Wood River Acquires Property To Mitigate Flooding.......

The City of Wood River has announced that they are entering into a land swap with a private property owner in a move that officials are hoping will result in fewer properties on the FEMA flood maps.

Wood River Mayor Cheryl Maguire says that the city will receive just over 5 acres along Illinois Route 143 commonly known as "the ditch", and the property owner will receive approximately 2.5 acres in return.

Back in October, FEMA agreed to remove 35 additional additional properties from their redrawn flood maps.  FEMA began the process of redrawing flood maps in 2008 during the time the massive levee upgrade and re-certification process began........

Recently, a live Asian carp was caught in the Calumet River only about 9 miles from Lake Michigan, and well beyond the electric barrier network intended to prevent carp from reaching the Great Lakes.

The multi-state Asian Carp Regional Coordinating Committee said that the carp was 28 inches long and weighed in around 8 pounds.  It was caught by a commercial fisherman close to 2 miles below the T.J.O'Brien Lock and Dam.

Charlie Wooley, the Midwest deputy regional director for the U.S. Fish and Wildlife Service said the carp was caught 34 miles closer to Lake Michigan than they were known to have existed........

Crews Fighting Fires Along The Great River Road, Bluffs.........
..

Thursday Firefighters in and around Grafton have had a rough few days as they have been fighting a ground fire along the Great River Road. As of Thursday evening, hot spots remained.

The firefighting effort has been headed up by the QEM Fire Protection District, which is a volunteer fire department in Elsah. The Godfrey Fire Protection District has been assisting through a mutual aid agreement. Chief Erik Kambarian says that they have been called out five times so far.

Kambarian says that the fire was most likely set by someone flipping a cigarette butt out the window, however, they cannot confirm the theory. QEM Fire Protection District Chief Gerald New recommends putting cigarette butts out the proper way instead of just tossing them out the window........

Louisiana Families Putting The Finishing Touches On Bonfires.........

Currently, families along the Mississippi River are wrapping up the construction of their Christmas bonfires atop the Mississippi River levees.

Building Christmas bonfires is a tradition handed down through the generations. The bonfires along the Mississippi River levees are intended to help guide Papa Noel on his way.

First time bonfire builders Devin Monica and Alex Waguespack were working on their bonfire with the hopes of having it completed and ready to light by Friday. Waguespack notes that is is a lot of work to construct the bonfires, but it is worth it when you have your family and friends together........

Huge Number Of Canvasback Ducks On Pool 19.......
..

During the Illinois Natural History Survey's weekly waterfowl survey, Aaron Yetter noted a large number of canvasback ducks were located in Pool 19 of the Mississippi River.

Yetter reports in his Aerial Waterfowl Inventory Blog that the total number of ducks on the Mississippi River were down 8% from last week at 796,480, which is still 142% above average.

He adds the big story for this week is the huge number of Canvasbacks observed on Mississippi River Pool 19. They estimate that there were 246,125 canvasbacks between Nauvoo, Illinois and Fort Madison, Iowa. This is likely more than 25% of the continental population of canvasbacks........

A Look Back At The Burning Of Peoria In War Of 1812........

The area that modern day Peoria, Illinois is located has been settled since the late 1600s, however, the settlement was burned during the War of 1812.

During the early months of the War of 1812, tensions were high in the western territories, including the Illinois Territory. The fear was that the American Indian tribes were loyal to the British, or were being compelled to attack American settlers.

In November 1812, the state's territorial governor, Ninian Edwards sent a group of Militiamen, some from Missouri, up the Illinois River to check on the village. The Missourians were very suspicious of the thriving village unmolested near a main council site for Indian tribes.

Captain Thomas Craig's men started to sack and burn the town while the residents were at Sunday Mass. The villagers were rounded up and sent down river. By the time the group arrived near the current location of Alton, belated orders from the governor arrived instructing the group to be released. They were released with little provisions in near freezing weather........

Crews Fighting Fires Along The Great River Road, Bluffs.........
..

Thursday morning, crewmembers from two fire protection districts returned to fight a tenacious ground fire along the Great River Road.  QEM Fire Protection District Chief Gerald New says that the greatest problem is access.

The fire reaches from west of Lockhaven Road, along the Great River Road for better than a mile.  New notes that the fire is one large, continuous fire that has crept up the bluffs.  He is hopeful that the weather forecasts for precipitation come to fruition later in the week.

The fire was reported on Saturday.  New believes that the blaze was started by a lit cigarette butt that was tossed from a passing vehicle.  Godfrey and QEM Firefighters have been on the scene battling the blaze ever since........

This project, in addition to the Bayou DuPont Sediment Delivery System, Bayou DuPont Marsh and Ridge Creation and the Mississippi River Long Distance Sediment Pipeline projects are a portion of the Large-Scale Barataria Marsh Creation Project, which has nourished and restored over 1,500 acres of marsh along the Barataria Landbridge........

Missouri River At Washington, Missouri
New Hwy 47 Bridge Girders Arrive On Site..........

The steel "belly" girders for the new Highway 47 Bridge over the Missouri River at Washington, Missouri have begun to arrive on site.  The girders were fabricated in Indiana, and were shipped by barge down the Illinois River to the Mississippi River and up the Missouri River.

Judy Wagner, the Missouri Department of Transportation Area Engineer, said that the completed bridge will feature 11 girders, including 5 sets of steel and 6 sets of concrete girders.  These girders differ in heights from 10 to 16 feet, and will span up to 500 feet across the river.

Wagner says that they are hoping to get the girders stored at the construction site so they are below the geographic ice line.  More girders are expected to be delivered in the next several weeks........

The Alton Amphitheater Had A Good Year......

Robert Stephan, chairman of the Amphitheater Commission says that even though this year's concert schedule came out later than originally intended, the Liberty Bank Alton Amphitheater had a good year.

Currently, the Commission is considering a special event schedule for 2018 that is similar to this year's, which saw the return of the Expo, as well as new events like Bikes & Barbeque and the Jazz and Wine Festival.

Stephan notes that the City of Alton has taken over beverage sales, and as a result are able to offer events as fund-raisers for local organizations. The Commission is ahead of the game scheduling events for 2018, but can't announce the concert performers yet........

New Boat Race Will "Not" Be Held Next Year

Race World Offshore, a new powerboat racing organization had initially indicated that they would be holding their inaugural national championship event at the Lake of the Ozarks next year has changed their plans.

Race World Offshore announced on their Facebook page that they were in the final stages of developing their 2018 schedule, and that the national championship would be held at Riviera Beach, Florida over the weekend of September 14-16.

The press release states that RWO's goal is to offer the best venues for the fans and racers, and sometimes that means changing the schedule.  The organization blamed the schedule confusion on local news outlets releasing unconfirmed stories........

Mercury Marine's Summer Event Hitting Fashion Magazines..........

Over the summer, Mercury Marine hosted a mainstream media event in New York with the intention of growing their brand as well as industry awareness.  The result is a full spread in this month's Cosmopolitan and an upcoming feature in Seventeen magazine.

Lee Gordon, Mercury's communications director said both publications attended the event in August to scope it out.  Mercury Marine had partnered up with Formula for the event for the photo shoots.

Gordon notes that media events like this allows the boating industry to reach younger consumers that wouldn't traditionally be in the general boating and fishing market........

Lake Of The Ozarks
No-Wake Zone Proposed .........

A bill was recently pre-filed in Missouri which would allow waterfront residents at the Lake of the Ozarks to establish no-wake zones in the Lake's coves.

The legislation would apply to any vessel more than 26 feet in length, or vessels of any length that are designed to create wakes.  At least half of the homeowners would have to support this legislation.

The National Marine Manufacturers Association, the Watersports Industry Association ad the Lake of the Ozarks Marine Trades Association have announced that they are prepared to oppose the bill if it gains support with lawmakers........

"Robust" Response To Sea Ray Sales Offer........

Brunswick Corp reports that since they announced that their Sea Ray brand was for sale, they have received a "robust" response from strategic and financial potential buyers.

Huw Bower, president and vice president of Brunswick Boat Group said that being Brunswick, they must run a public process, and they have received a strong response.

The decision to sell Sea Ray was made only after cautious and deliberate consideration.  Bower notes that the decision to sell was not influenced by any short-trem weakness in the larger boat segments........

The Recreational Boating and Fishing Foundation has teamed up with Open Angler to boost participation in boating and fishing.  The goal of this partnership is to achieve RBFF's objective of 60 million anglers in 60 months.

This collaboration will utilize Open Angler's digital fishing charter reservation tools to young adults and youths in fishing.  RBFF president and CEO Frank Peterson said that achieving their 60 in 60 goal will require it being adopted by the fishing and boating industry.

Peterson says this is why the partnership with Open Angler is exciting, as it will provide new data for the TakeMeFishing.org Places to Boat and Fish Map, and will help provide a positive fishing experience for new anglers........
