Hello Bill,

Mark Zuibleman, the lone PWC rider was nice enough to take the photo of Lori and I beached on Iowa Island Thursday November 17th.

The fall colors along the bluffs between Piasa Creek and Grafton were subdued this year, but nice.

See you on the river,
Capt. Tim Crawford

Post by Dale Buchanan

Woman went missing Tuesday, found today.

Dale & I had an experience today, not sure where to begin. My lunch plans were changed for today, so, last minute, we decided to take the small boat out to try our luck at getting some fishing in, really, more really to just relax. So, even getting a late start, we went out anyway. Initially, Dale had wanted to go up river, but at the very last minute, decided to go down river. We got down past the 370 Bridge, the sandbar we had planned to stop at, was pretty much under water, so, decided to head back up river. Next thing I know, I hear Dale say, "what the HELL?" With that he starts heading toward the bank, I still had not spotted what he had. But, then I look & here was a young woman sitting in the water, at least waist high on some rocks, middle of nowhere! As we get closer, I started talking to her, trying to find out what was going on, she was CLEARLY very lethargic & very weak. I called 911, stayed on the phone with the dispatcher trying to get a lock on our location pinging my phone. I kept talking to her, she was so weak, she kept wanting to lay down. Poor Dale couple of times started to throw on a jacket & jump in after her. She was half submerged in the water, which btw, was quite chilly, like 68°! The current was really strong, the water was pretty high, she was sitting on rocks, one of many surrounding her. She kept slipping down into the water, a couple of times up to her neck. That 15 minutes talking with dispatcher, which btw, was AMAZING, seemed like FOREVER, but then we see help on the way! God bless the FD & PD. Pulled up to her rescue. Had her up out of the water, wrapped in blankets & on the way to help. So so scary! She had been in the water since Tuesday evening! Apparently, some 5 or so miles from where she had gone in. It was heartbreaking, knowing she had tried to take her life, but, clearly had a change of heart, otherwise, she NEVER would have survived the jump & in that water for almost 48 hrs. Devine intervention, I think so

Lock And Dam No.52 Back In Business........

Following multiple closures of the U.S. Army Corps of Engineers Locks and Dam No.52 at Brookport, Illinois, crews have reopened the main lock chamber to navigation traffic.

Lock and Dam No.52 was constructed in 1928, and is a low-lift wicket dam, made up of 487 timber and steel wicket gates spanning the width of the Ohio River at the 938 Mile Marker.

During times of high water, vessels pass over the lowered wicket gates.  When water is low, the gates are raised individually, impounding water and creating a navigable depth........

Corps Hosting Meramec Flood Risk Reduction Workshops........

Early next month, the U.S. Army Corps of Engineers, St. Louis District, in conjunction with the St. Louis County Council and the City of Eureka will be hosting two public workshops about Meramec Flood Risk Reduction.

According to Shawn Sullivan, the Strategic Planning coordinator for the St. Louis District, the workshops offer a great opportunity for stakeholders in the Lower Meramec Basin to learn about practical flood risk reduction solutions.

FEMA Removes 35 Wood River Properties From 100 Year Flood Zone........

The City of Wood River, Illinois recently appealed to the Federal Emergency Management Agency through the Letter of Map Revision process, and successfully had 35 properties removed from the 100 year flood zone.

The decision will mean that area property owners that are carrying home mortgages will no longer be required to have flood insurance.  The new FEMA flood maps will be finalized on February 9, 2018.

Steve Palen, the Director of Public Services said that the city started the process around three years ago, adding that they wanted to get the news out, as FEMA sometimes takes awhile to alert banks that flood insurance is no longer necessary........

ALEXANDRIA, Va., October 18, 2017 -- If a boater has an emergency on the water, there’s no better way than to call for help than with a Digital Selective Calling (DSC) VHF radio which can give rescuers critical GPS location information. But that doesn’t mean these technologies come without a few quirks, especially when buying or selling a boat with DSC-VHF radios aboard. Boat Owners Association of The United States (BoatUS) has some practical advice to ensure that when you do need help, it arrives as quickly as possible.
The MMSI issue: DSC-VHF radio-equipped vessels must be registered and issued a Maritime Mobile Service Identity (MMSI) number that is then entered into the radio. Unlike a phone number that stays with you when you move across town, a boat’s MMSI always stays with the boat, so any subsequent owner must update the MMSI number with his or her new contact information. To make this easier, print a copy of your MMSI certificate, write down your registration login name and password and keep it in a safe place. This will make managing your boat’s MMSI easier if any registration details change or when it is sold to a new owner.
Hand-held DSC-VHF radios – who should get them when the boat is sold? Some boaters have both fixed-mount and hand-held DSC-VHF radios aboard, and both can share the same MMSI number. When selling, it’s wise to include any hand-held DSC-VHFs in the purchase and not take them with you to the new vessel. It would be dangerous to have the same MMSI being used by more than one vessel, and hand-held DSC-VHF radios often need to be sent to the manufacturer for a “factory reset” before they can be updated with a new MMSI number – a time-consuming process.
The international quirk: It’s OK to use your DSC-VHF radio for communications purposes when transiting foreign waters. Once you communicate with or enter a foreign port (“foreign station”), however, a US-registered boat must have a federal Ship Station License. These are only issued by the Federal Communications Commission, which also provides an appropriate internationally accessible MMSI number as part of the $220 Ship Station License fee, good for 10 years. The benefit of receiving an MMSI from the FCC is that your emergency contact information goes into an internationally accessible database (also accessible to the US Coast Guard), potentially speeding a foreign rescue. MMSI numbers not issued by the FCC are only entered into the US Coast Guard database used for domestic waters. Boaters can learn more at the BoatUS Foundation for Boating Safety and Clean Water’s free online DSC-VHF radio tutorial.
DSC-VHF radio and Automatic Identification System (AIS): While both use the vessel’s same MMSI number when it comes to registration, DSC-VHF radio and Automatic Identification System (AIS) do not share any other relationship, and each has a completely different process to follow when buying and selling a boat, or potentially when changing a boat’s name (an AIS requirement).
BoatUS offers an easy online MMSI registration for $25 that makes obtaining an MMSI number simple, adds an extra layer of safety by partnering with the US Coast Guard to share information, and offers valuable boater benefits. This registration fee includes complimentary BoatUS membership. Go to BoatUS.com/MMSI for more.

The Pictures of the Day.... were sent to us by Dorothy Miller

The River was quiet and smooth as glass all day Tuesday. Then, while sitting down to dinner, a little bit of BIG excitement stirred some smiles, and a mad dash for the camera! Always a thrill to see these beautiful "Queens" roll by. (she was moving along, I didn't see which Queen it was?) Of course, she paddled away into the sunset...

Minor flooding was expected along the Upper Illinois River, even though it had risen 10 feet at La Salle in less than 40 hours after 3 to 4 inches of rain fell Saturday in the Illinois River Valley.

The Illinois River was expected to crest at Ottawa around noon time Monday, and crest at 22.2 feet downstream of Starved Rick Lock and Dam Monday night.

Mississippi River At Wood River, Illinois

More Properties Have Been Removed From The Flood Plain........

Close to a decade ago, the Federal Emergency Management Agency released the first drafts of revised flood plain maps, and Wood River has been fighting them ever since.

It seems that Wood River has successfully argued that the proposed maps include areas that they shouldn't, and close to three dozen properties have been removed from the latest draft.

Wood River Mayor Cheryl Maguire says that at this point, the removal of the properties is a formality, and should be completed over the next three to four months........

Mississippi River Mysteries

Viral Video Claims River Draining Into New Madrid Fault........

There is a video making the rounds on the internet claiming that the Mississippi River is draining into the New Madrid Fault, and that an earthquake is imminent.

The video contains photos of a mostly empty riverbed as evidence of the Mississippi River running dry, however, a quick check of the river gauges from the Quad Cities and Memphis reveals that the river might be low, but there are no dry spots, and barge traffic is still moving along the Mississippi.

Historical records reveal that the Mississippi River was much lower in the late fall and early winter of 2012 than it is now.  What is happening along the Mississippi River is normal for this time of year.  In addition to sunny, dry conditions across the Midwest, the sunny conditions are causing some of the water to evaporate........

Car Drove Into The River, Responders Searching The Water........

Early Tuesday afternoon, dive teams were deployed to the Missouri River at Sioux City, Iowa in an effort to confirm that an outline of an object in the water is a vehicle that went into the river the day before.

The vehicle went into the river around 4:20 pm Monday, close to the location of the former Argosy riverboat casino.  Searchers were not able to determine whether the outline is the small, dark colored vehicle.

After searchers surveyed the area Tuesday, the team will make a decision on the feasibility of the dive on Wednesday.  According to Sioux City Police Lieutenant Brad Bollinger, the way that the car went into the water leads investigators to believe that it was occupied........

Wisconsin Legislator Reveals River Action Plan........

Ron Kind, Wisconsin's 3rd District Representative, recently announced a plan for protecting and conserving one of the most vital resources in the district, the Mississippi River.

Kind's Mississippi River Action Plan is made up of four main components:

○  Job creation via the support of recreation, tourism and navigation

○  Maintaining railroad safety

○  Supporting the Upper Mississippi Restoration Program

○  Promoting conservation in the Farm Bill

Kind is hopeful that this plan will keep the Mississippi River in it's current condition in the future.  He adds that some aspects of the plan are already in the works, and the federal government will fund the majority of the plan........

Mississippi River At Quincy, Illinois

Search For Missing Quincy Boater Continues........

On Monday, the search continued their search for a missing Quincy man, who disappeared Saturday after a boat carrying three people and a dog capsized on the Mississippi River close to Lock and Dam No.21.

The search for 19 year old Ean Reinhold resumed at daybreak Monday.  Searchers were concentrating their efforts to the area just north of Quincy's municipal barge dock.

Reinhold, two o0ther men and a dog were aboard a 16 foot jon boat, when it was struck by a wave and sank.  Deckhands from Canton Marine Towing spotted people in the water, and jumped into action.  As they were pulling the second person from the water, a wave overcame Reinhold........

Editorial:  Tower View Worth $6, Not State Takeover........

The finances of the Village of Hartford are tight, meaning that the expenses at the Lewis and Clark Confluence Tower have to be cut.  The $6 admission doesn't cover costs, so residents have had to pony up around $300 per person to keep it open.

Other cost-cutting measures are that the Confluence Tower will only be open throughout the winter by appointment, with someone from the Village Hall coming over to open up.  There are fewer lights on at night, the staff has been cut, and advertising was dropped.

Many are hoping that the village can find a way to continue to operate the tower without having the State step in and attempt to rescue it during the next election cycle........

Illinois River At Kampsville, Illinois

Old Settlers Days Took Visitors Back In Time........

This past weekend, the Kampsville riverfront took it's annual trip back in time to celebrate Old Settlers' Days, during which re-enactors demonstrate the life and times of the early settlers in Calhoun County.

The event featured a mountain man encampment, old-timey crafts, children's activities, food and entertainment.  Visitors were also able to watch bullwhip performances, sample food, check out teepees, all while enjoying the atmosphere along the Illinois River.

Thousands of visitors turned out for the two day event, many of whom rode the Kampsville Ferry across the Illinois River, which is adjacent to the Old Settler's grounds........

Feature Release: Boater beware: Vessel documentation fraud lurks online

Story by Petty Officer 1st Class Bill Colclough

A new scam is targeting boat owners looking to save a little time online, but it’s costing them hundreds of dollars: Websites offering documentation renewal services for a fee.

These websites lure boaters with the appearance and convenience of an official government website, but, just because a site looks like the Coast Guard and works like the Coast Guard, that does not mean it’s the Coast Guard. Boaters using these websites can end up spending three times the standard fee, and Coast Guard boarding officers will not accept their vessel’s documentation as valid.

Why? The U.S. Coast Guard’s National Vessel Documentation Center, located in Falling Waters, West Virginia, is the only authorized entity to issue Certificates of Documentation required for vessels engaged in commercial trade and optional for vessels weighing five or more net tons engaged in recreational use and activities.

The NVDC is aware there are commercial entities that offer to manage the certification and renewal process on behalf of vessel owners for a fee. The Coast Guard does not endorse any of these companies, and the companies do not operate on behalf of the Coast Guard in any way. The services they provide are legal, but the certificates issued are not deemed in compliance.

Any fees charged beyond the $26 renewal fee or other agreements offered by such companies are in no way associated with the NVDC certification process. In addition, these companies are not authorized to issue any form of documentation, including travel letters and/or permits that authorize operation of any vessel.

“These are legitimate companies similar to the DMV [Department of Motor Vehicles] that have satellite offices open on the weekends and after hours. They’ll give you your tags, but it’s going to cost you twice as much because you’re paying for their service,” said Russell Hazlett, commercial fishing vessel examiner for Coast Guard Sector Anchorage. “These companies are not issuing the certificate, but rather, they are the middleman who charges a fee for processing the paperwork on your behalf.”

According to Hazlett, many fishermen in Alaska sign up with a company to handle their annual documentation and end up paying hundreds of dollars. They often realize too late they are not dealing directly with the Coast Guard.

During dockside safety examinations, Hazlett provides operators with a copy of the marine safety advisory bulletin sent by the NVDC May 16, 2017, which advises vessel operators to be aware of third party service providers.

”Just this year alone I have come across probably eight people who have fallen victim to it,” said Hazlett. “I have warned them: When you go to renew your documentation, just be aware there is another company that provides that service.”

Hazlett noted that many third party websites resemble a Coast Guard website complete with an anchor-themed logo and color scheme that closely matches the Department of Homeland Security seal.

A librarian in Naknek, Alaska, filed for her husband after she received an official-looking letter marked “reinstatement courtesy notice” from a website offering documentation services. The letter even listed the boat’s hull number and looked every bit like an official Coast Guard document. The website bore all the markers for an official domain except one: the non-official site ended in “.us” instead of “.mil.”

“It looked like a Coast Guard site, but when you scrolled all the way to the bottom, the site claimed in the tiniest font they are not affiliated with the U.S. Coast Guard,” said the librarian.

The librarian cancelled her credit card and proceeded to dispute the charge. It was when she entered “coast guard renewal scam” in an online search engine that she realized she was not alone. It turns out there are a number of forums online of fishermen in Alaska and across the rest of the country, who share their stories and seek information on how to get their money back from third-party providers.

“I was worried we got scammed, which we did. I ended up paying about $150 when it only really costs $26. I was really worried we wouldn’t get the certificate in time for my husband to go fishing,” said the librarian.

The wife of a fisherman in Whittier, Alaska, paid twice the standard fee of $26 after her husband received an email that stated his permit could be renewed with a fee.

“I thought it was free, so I told him I’ll renew it, because the website looked so official. And that’s why I was probably duped,” she said.

The charge on her credit card statement coupled with unreturned calls from the third party provider tipped her off that the transaction was not legitimate.

“We thought because of budget cuts there was now a charge, but I thought to myself, hmmm, it smells like rotten fish,” she said.

She disputed the charge with her credit card company on the grounds of fraud; however, the representative told her she was responsible for the charge because she agreed to it.

“I said: No. You’ll need to look up Webster for the definition of fraud. Fraud means that someone misrepresented their intention,” she said.

She eventually received a refund after talking to a supervisor, but not every boat owner is so lucky.

When it comes time to renew the documentation, always remember the Coast Guard website offering documentation uses a .mil domain name. Web domains using .us, .com and .org are not authorized. Get the Coast Guard-approved certificate that helps save money just like a Coast Guard-approved life jacket helps save lives.

For more information on Certificates of Documentation call the Coast Guard’s NVDC at 800-799-8362 or visit http://www.uscg.mil/nvdc/.

October 17, 2013 in River History

The U.S. Army Corps of Engineers started the task of reopening all public facilities and recreation areas that were closed due to the government shutdown.

This included the National Great Rivers Museum at the Melvin Price Lock and Dam and recreational facilities at area Corps of Engineers lakes. The Lock and Dams on the Mississippi River remained open.

The United States federal government entered a shutdown on October 1, 2013 and curtailed most routine operations after Congress failed to enact legislation appropriating funds for fiscal year 2014. The shut down ended on October 16, 2013 after House and Senate voted to reopen the government.

The Minneapolis Locks Have Reopened To Recreational Traffic........

On Monday, the U.S. Army Corps of Engineers, St. Paul District announced that they have reopened the Minneapolis locks to recreational vessel traffic.

Monday morning, the Lower St. Anthony Falls Lock and Dam in Downtown Minneapolis and Lock and Dam No.1 near Minnehaha Falls saw water flows fall below the 30,000 cubic feet per second.

The Corps' Mississippi Valley Division lock and dam regulation manual requires that the locks close to recreational traffic at 30,000 cfs, as the high flows are not safe.  Commercial traffic is stopped at 40,000 cfs........

On Saturday, September 30, 2017, at approximately 5:30 pm, a white male with dark hair wearing a Hawaiian style or tie dyed (multi-colored) shirt entered the Alton Marina and stole a 2000 Sea Ray 340 Sundancer. The boat was covered and locked. As the boat was removed under power from its slip the suspect hit the dock damaging the port side lower transom. At this time when confronted by witnesses the suspect attempted to flee but turned the wrong way and drove the boat into A dock where he jumped from the boat and fled on foot. The suspect then fled by vehicle waiting in the parking lot.

Boat Maintenance

A Few Tips For Winterizing Your Boat........

As the temperatures begin to cool down, and the leaves start to change colors, thoughts will be turning to preparing your boat for the off-season.

The first tip would be to change the engine oil and filter, as residual acids and moisture contained in the oil can end up pitting bearing surfaces and other critical engine parts.

Tip number two would be to replace the fuel filter, and if it runs on gasoline, add a fuel stabilizer, and then fill the tank to about 95% of it's capacity.  This will help keep the fuel from absorbing moisture.

The third tip is to drain the engine of water, or use antifreeze.  Many boaters end up confused about this step, which can cause significant damage to the boat's engine.  In this case, obtaining the advise of a marine specialist may be in order........

Missouri State Highway Patrol

News Release

EMPHASIS: Life Jacket Loaner Program Promotes Water Safety

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, is pleased to inform the public of a special partnership between the Missouri Department of Natural Resources and Missouri State Highway Patrol. Beginning in July 2017, the Patrol’s Water Patrol Division worked closely with the Johnson Shut-Ins State Park to implement the Life Jacket Loaner Program. This program promotes water safety by offering the use of a life jacket to those visiting Johnson Shut-Ins State Park. When the swimmers finished using the life jacket, they returned it to a hanging rack for the next visitor. The Life Jacket Loaner Program received positive feedback from visitors and Johnson Shut-Ins State Park employees. It is expected the Life Jacket Loaner Program will operate at Johnson Shut-Ins State Park next year for the entire season.

“We are pleased to work with the Missouri Department of Natural Resources to promote water safety,” said Colonel Karsten. “Life jackets save lives and this program is a great way to reinforce the importance of wearing one.”

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

Boating News From San Diego, California

Abandoned Boats Causing Problems Along The Coast........

Lifeguards and Navy officials are saying that more and more often, drug smugglers, people looking to avoid homelessness, and boaters that cannot afford maintenance costs are abandoning vessels in the frequently choppy waters off of Coronado Naval Air Station North Island.

Quite often, these abandoned boats break up during heavy storms or high surf and end up leaking fuel and hazardous materials into the ocean, which then works it's way to shore.  Over the past seven years, 61 abandoned boats have been beached, sank or broke apart in the area.  21 of these incidents occurred since January.

If the boats was ashore, demolition and clean-up costs can be considerable.  San Diego lifeguards are suggesting new legislation which would limit anchoring in the area to a two hour maximum.  This would address the abandonment issue while allowing boaters the time to fish, snorkel or hunt lobster........

Yanmar Introducing 50 HP Diesel Outboards........

Yanmar is looking to introduce a 50 horsepower diesel outboard engine for sale in the United States.  The company is currently seeking federal approval for a 2018 - 2019 introduction.

The Dtorque 111 diesel outboard is compact and intended to revolutionize the small workboat market, as the engine carries a more than 10,000 hour expected lifespan, nearly double that of a comparable outboard gasoline engine.

Yanmar reports that the Dtorque 111 is a very quiet and smooth diesel engine that provides 50 horsepower at the propeller, and a torque output of 111 Newton-Meters (81.87 Foot-Pounds) of torque at only 2,500 rpm........

USS Constitution Setting Sail Once Again........

For the first time in three years, the USS Constitution will be setting sail in order to celebrate the anniversary of the Constitution's first launch and the birthday of the U.S. Navy.

The Constitution is the oldest commissioned warship in the world.  She will set sail on October 20, departing from the Charlestown Navy Yard in Boston.  Her destination is Fort Independence on Castle Island, where she will fire a 21 gun salute.  An additional 17 gun salute will be fired as she passes the U.S. Coast Guard station, which is located on the site of the former shipyard where the Constitution was built in 1797.

This will be the first time that the Constitution has sailed since October 2014.  The trip will commemorate the 220th anniversary of the vessel's launch, and the 242nd Birthday of the U.S. Navy........

Hartford Considering Future Of Confluence Tower........

Officials in Hartford, Illinois are having to take a serious look at the future of the Lewis and Clark Confluence Tower on account of financial sustainability issues.

On Tuesday, Hartford Mayor James Hickerson said that after this Sunday, the Confluence Tower will not be keeping regular hours over the winter.  In years past, the tower would host eagle watching and other events throughout the winter months.

Hickerson says that the decision to close over the winter months was purely financial, as the tower has been losing nearly 60,000 each year over the past six years........
