EMPHASIS: Troop F Announces Certified Boating Safety Program To Be Conducted In Jefferson City

Captain Michael A. Turner, commanding officer of Troop F, Jefferson City, announces a boater safety certification course will be offered from 9 a.m. to 4 p.m., on Saturday, October 14, 2017, at the Troop F Headquarters located at 2920 North Shamrock Road, Jefferson City. Participants are encouraged to bring a snack and lunch to the training. The maximum class size is 35 people.

There is no fee for this course; however, students are required to preregister online, as seating will be limited and notification may be sent in the event the course is canceled. For more information, to register for the course, or to obtain a complete listing of where other courses are being offered, you may visit the Missouri State Highway Patrol’s website, www.mshp.dps.mo.gov. Select "Boat Safety Education & Certification" found under the "Training" heading.

Missouri law requires any person born after January 1, 1984, to carry a boating safety certification card along with a picture ID anytime they operate a vessel, which includes personal watercraft, on Missouri lakes. Any student who successfully passes this course will be eligible to order the boating safety certification card, which costs $15.

Louisiana Looking To Divert Mississippi River To Rebuild Coastline........

South of New Orleans, Louisiana, the state is planning on essentially cutting a hole in the side of the Mississippi River, in order to siphon off water and sediment into the Barataria Basin.

The intention of the $1.3 billion Mis-Barataria Diversion Project is to help reconstruct Louisiana's coastline in a region with the greatest amount of land lost in the world.

This project is the largest sediment diversion outlined in Louisiana's $50 billion 2017 Coastal Master Plan which was unanimously approved by Louisiana legislators in June, and backed by environmentalists, scientists and restoration groups........

Missouri River Relief Educates 4th Graders About Rivers........

Last Monday, Missouri River Relief started hosting Missouri River Days, which is a three day event that takes Columbia, Missouri area 4th graders out of the classroom and out to the river to learn about science and the river.

Kristen Schulte, Missouri River Relief's Education Coordinator said that 4th grade works best, as many of the science standards fit well into the Missouri River, and the things they can teach about it.

The event features four stations that the students visit, the first teaches safety tips and river facts while on a short boat ride.  The second station focuses on Lewis and Clark and their expedition.  The third station involved a hike through the river bottoms while the students learn about the trees surrounding the water.  The fourth station teaches kids about the fish that live in the river........

RiverBill:

Hi! We had a great weekend on the river! We started off bright and early Friday morning at Cedar Hill, where we had a great breakfast with the entire Hogback Bunch. Our crew consisted of 4 boats, and 26 River Rats. We only did a Half-Back and hung around the river in Louisiana, MO. On Saturday we chatted with local boaters at the beach. It was hot, but it was fun! We're looking forward to another 3 day weekend on the water!

American Duchess Stops at Riverfront........

Back on August 14, the American Duchess left New Orleans on her maiden voyage, and on Monday, she docked at the Port of Alton.  The American Duchess was originally slated to stop at St. Louis, but with construction work at the Arch grounds, the destination changed.

Brett Stawar, the Alton Convention and Visitors Bureau Executive Director said that they learned about the American Duchess' new itinerary on Thursday, but decided to roll out the red carpet anyway.  He added that they got to work on Friday to guarantee that the passengers had a great welcome to Alton.

The American Duchess arrived at 7:15 am Monday, and was met with a Dixieland jazz band and the Alton CVB, who distributed fans, maps and brochures for Alton hotspots.  Stawar said many passengers were headed to the Lewis and Clark site, as well as the Confluence Tower........

Corps urges those on the water this Labor Day holiday to wear life jackets

As many folks celebrate the final weeks of summer and transition to fall activities, the U.S. Army Corps of Engineers, St. Paul District, wants to remind folks to take an extra moment to ensure that they are safe while out on the water.

With the onset of September comes cooler water temperatures and the additional risk of hypothermia. Any water temperature below 70 degrees is considered cold water, which means an increased risk of hypothermia.

So while you are out fishing, boating or waterfowl hunting, remember to wear your life jacket. It could save your life.

The nearly 600 U.S. Army Corps of Engineers, St. Paul District, employees working at more than 40 sites in five upper-Midwest states serve the American public in the areas of environmental enhancement, navigation, flood damage reduction, water and wetlands regulation, recreation sites and disaster response. Through the St. Paul District Fiscal Year 2016 $78 million budget, nearly 1,250 non-Corps jobs were added to the regional economy as well as $120 million to the national economy. St. Paul District

Corps makes decision to proceed with disposition study of Minneapolis locks

ST. PAUL, Minn. – The U.S. Army Corps of Engineers, St. Paul District, will begin a disposition study for its three Mississippi River locks in Minneapolis, Minnesota.

The study will examine several options, ranging from continuing operations as they are now; turning the facilities over to other federal, state or local entities; to removing the locks permanently. The $1.2 million study will begin this fall and will take less than two years to complete. Ultimately, any change from the projects’ authorized purpose would require congressional action.

The study for the Upper and Lower St. Anthony Falls locks and dams and Lock and Dam 1 was necessitated by the closure of the Upper St. Anthony Falls Lock and Dam June 2015, following the passage of the Water Resources Reform and Development Act of 2014. The lock chamber at Upper St. Anthony Falls Lock and Dam is still authorized to operate for flood risk management purposes.

Illinois Waterways

Fertilizer Causing Water Quality Issues........

Serious water quality issues are plaguing the state of Illinois, and nutrient pollution is part of the problem.  Fertilizer runoff raises the amounts of nitrogen and phosphorous in the waterways, negatively affecting the environment.

Southern Illinois University researchers are working on devising possible solutions.  Dr. Jon Schoonover is a physical hydrologist and soil scientist with SIU, and he says that their research focuses on cover crops, saturated buffers and tile drainage.

The Illinois Environmental Council reports that nutrient runoff from Illinois affects the Gulf of Mexico, as phosphorous and nitrogen flow down the Mississippi River to the Gulf, which causes one of the largest dead zones in the world........

Taney County Sheriff's Deputy Wins Solo Paddler Trophy........

Well into the 340 mile MR 340 race, Taney County Sheriff's Deputy Brad Daniels caught up to the first place paddler, who asked if he could paddle with Daniels, as he was falling asleep in the middle of the river.

Daniels said that that was the worst thing he saw during the MR340, as one shouldn't fall asleep on the muddy Missouri River.  He said that they paddled together for awhile before Daniels eventually pulled away.

Daniels ended up winning the coveted solo-paddler trophy crossing the finish line in St. Charles, Missouri in 42 hours, 12 minutes after leaving Kansas City........

Missouri River Days

Columbia, Mo

Missouri River Relief is taking 750 Columbia Public School fourth graders out on the Missouri River August 28th, 30th and September 1st for "Missouri River Days"; a bi-annual educational event in partnership with the Science Department at Columbia Public Schools.

The Education Event takes place at Eagle Bluffs Conservation Area where 19 Columbia elementary schools will participate in the event over the course of the school year. Missouri River Relief will be working with 250 students each day to actively learn about the Missouri River at four different education stations, including a boat ride on the Missouri River.

Missouri River Days is designed to get kids out of the classroom and onto the river in order to have a hands-on experience with the river. It is designed so that the entire grade of students can experience the Missouri River. “Our overall goal with this event is to incorporate the Missouri River into the classroom. You will not be able to recreate this experience in a gym or classroom,” said Kristen Schulte, the education coordinator of Missouri River Relief.

River History....

28 August 2016 in River History

The Historic Riverboat Preservation Association announced:
The Goldenrod has been handed over to us free and clear of all legal issues, all debts are clear and we are in good standing with the land owners. With that being said, yes we realize the boat is unable to be repaired. Here is a rough draft of our plan; Finish taking apart the Goldenrod piece by piece while taking measurements and drawings of everything. We have been talking to prospective places in St. Louis to do a reconstruction of the showboat using original wood on land with water around it to make it look how its supposed to. Yes, we are crazy and its a long shot, but its one we are all willing to take.

Note: The boat had been scheduled for the scrap yard on April1, 2016.

Radar Masts Coming To The Mississippi River's Mouth........

Soon, radio transmitters that are capable of pinpointing the speed and location of currents in the Gulf of Mexico will be installed near the mouth of the Mississippi River.

The transmitters are typically 30 feet tall and may be used for vessel navigation, tracking oil spills, and Coast Guard search and rescue missions.  Each pair of transmitters will be able to gather information on 6,000 square miles.

The radar sites will be installed using a $450,000 grant from the U.S. Integrated Ocean Observing System, and they will operate around the clock transmitting radio signals that bounce off of the water's surface and returns information to the receivers........

New Bait Collection Rule To Keep Asian Carp From Spreading........

The Missouri Department of Conservation has announced that there are new regulations for anglers catching bait from the Black and St. Francis Rivers.

The new regulation is a proactive move to prevent the accidental bait bucket introduction of Asian carp into Clearwater and Wappapello lakes.

This regulation will go into effect on Wednesday, August 30.  It states that "bait may only be collected using pole and line on the Black River in Wayne County from Clearwater Dam downstream to the Highway 34 bridge and on the St. Francis River in Wayne County downstream from the Lake Wappapello Dam to the County Road 517 bridge."

This regulation change eliminates using cast nets, seines, dip nets, or minnow traps below both dams.........

Mississippi River Shipping

St. Louis Region Known As The Ag Coast........

A 15 mile stretch of the Mississippi River in the St. Louis region boasts the greatest amount of grain barge handling capacity of anywhere along the Mississippi.

This has earned the region the title of the Agricultural Coast of America, as far as barge transfer facilities for agricultural products are concerned.

Demand and production of commodities such as soybeans and corn are increasing, and the St. Louis region is strategically located to handle a sizable part of the expected increase in freight volume along the Mississippi River........

Detroit River At Detroit, Michigan

Detroit Boasts The Only Floating U.S. ZIP Code........

While there are tens of thousands of ZIP codes across the United States, there is only one of them that floats.  The J.W. Westcott II, ZIP Code 48222, makes mail deliveries to passing freighters.

Owner Jim Hogan says that they are the marine delivery service on the Great Lakes.  He adds that they joke about this being the Star Trek era, but they still make deliveries the Flintstones way.

Hogan's great-grandfather John Ward Westcott paddled a rowboat out into the Detroit River to make his first delivery nine years after the Civil War ended.  To this day, items are delivered via a rope and bucket, a method affectionately called "mail by the pail"........

Scam....

To all my friends who Documented their boats. There is a Scam going around, wherein you receive an "official looking" letter from the US Vessel Documentation telling you that your documentation on your vessel is about to expire, and a phone number and/or website (www.uscgdocumentation.us) where you can renew. Be aware, this is a third party, trying to get you to renew your documentation through them for $75.00, vs $26.00, which is the US Coast Guard cost to renew your documentation on your vessel. This third party site even gives you the option to renew your documentation for an additional 1-5 years, at $75.00 per year. Don't fall for this scam, just wait until you receive your official renewal notice from the Coast Guard for $26.00. Unless, of course, you want to throw your hard earned dollars away to a third party, plus give them your credit card number and all your personal information.

United States Coast Guard

News Release

Coast Guard, local partners terminate illegal boat charter operations

CHICAGO — During the past two weeks, the U.S. Coast Guard and Illinois Department of Natural Resources (IDNR) boarded 39 boats in the Chicago area, terminating the voyages of 22 of those vessels for conducting illegal charter operations on Lake Michigan and the Illinois River near Starved Rock State Park.

The operators of the terminated operations had administrative controls placed on their vessels with Captain of the Port (COTP) Orders by the Coast Guard. The orders directed those boats to immediately cease operating as commercial passenger vessels until they comply with all federal laws and regulations. Failure to comply with the order can result in a civil penalty of up to $90,000 per day of continued operation, up to a total fine of $250,000. Continued violation is a class D felony and can lead to up to ten years in jail.

In addition to the Captain of the Port Orders, the Coast Guard issued multiple Notice of Violation citations totaling more than $50,000, while IDNR issued 14 misdemeanor charges including obstruction of justice.

The increased deterrent operations are part of ongoing efforts this summer to ensure safety to passengers and combat boat owners and operators who are illegally chartering or renting their boats to passengers for trips out on Chicago’s waterways.

Missouri State Highway Patrol

News Release

EMPHASIS: Have A Safe Labor Day Weekend

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, urges Missouri’s travelers to drive and boat responsibly during the 2017 Labor Day weekend. Whether you are driving or boating, safety must be at the forefront of your plans.

In Missouri, 20 people died and 429 were injured in 1,028 traffic crashes over the 2016 Labor Day holiday. That means one person was killed or injured every 10.4 minutes. Of that total, troopers worked 293 traffic crashes, which included 139 injuries and 14 of the fatalities over the 2016 Labor Day holiday. Troopers arrested 100 people for driving while intoxicated during last year’s holiday weekend.

The 2017 counting period for the Labor Day holiday will be from 6 p.m., Friday, September 1, through 11:59 p.m., Monday, September 4, 2017.

The Highway Patrol will be participating in Operation C.A.R.E. (Crash Awareness & Reduction Effort) over the Labor Day holiday weekend. Speed, inattention, and impaired driving are leading causes of traffic crashes. Thus, all available troopers will be patrolling Missouri’s roadways enforcing Missouri’s speed limit, seat belt, and impaired driving laws, in addition to being available to assist motorists. Troopers throughout the state will participate in a special enforcement operation on September 1, and again on September 4. This operation will include Interstates 29, 44, 55, and 70, and U.S. Highways 60 and 61. Troopers will be targeting all traffic violations, and be especially vigilant of aggressive driving violations.

The only 100 percent survivable traffic crash is the one that never happens. Make sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Every day as we travel on Missouri’s roadways, we trust that every driver on the road is going to obey the speed limit, pay attention, and drive sober. “Don’t Violate The Trust.”

Col. Karsten reminds the public that the Labor Day holiday is a busy boating weekend. In 2016, there were 10 boating crashes which included zero fatalities and 10 injuries. There were no drownings over last year's Labor Day holiday. Troopers arrested 12 people for boating while intoxicated during last year's counting period. In an effort to increase safety on our state’s waters, all available officers will be working over the holiday weekend. Missouri’s boaters are asked to do their part by remaining alert for other boats and swimmers, and being courteous on the water. With more boats on the water, it is even more important to pay attention when operating a vessel.

Remember: Never operate a vessel while you are impaired. Alcohol consumption slows reaction time. Avoid overloading your boat with too many passengers and pay close attention to the boats around you. Check your vessel’s navigation lights before heading out at night, be sure to have spare bulbs on board, and observe Missouri's nighttime speed limit of 30 mph on the water. Causing harm to another person or their property with an excessive boat wake may subject you to enforcement action or civil liability. Treat other boaters and property owners as you want to be treated.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

“Let's say farewell to summer 2017 with a safe Labor Day holiday,” said Colonel Karsten. “Use a seat belt in a vehicle or a life jacket when you're on or near the water. No matter what you are operating--a vehicle or a vessel--be a courteous driver and obey all applicable laws. Safety starts with you. It really is that simple."

The public is encouraged to call the Patrol's Emergency Report Line (800) 525-5555 or *55 on your cellular phone if they witness criminal activity or experience an emergency. These emergency numbers are operational for both highway and water emergencies. If your celebration includes alcohol, designate someone else to drive whether you are in your boat or your car. Please don't become a statistic.

Tourism Barge Docking at City........

Currently, a casino service barge is making it's way from Davenport to Keokuk.  The Rhythm City Casino donated a 30 thousand square foot barge to Keokuk, and the city intends to load the barge with tourism-related businesses.

Aaron Burnett, the Keokuk City Administrator says that the the idea is to bring people to the riverfront.  He adds that there could be restaurants, a coffee shop or perhaps even a brewery tasting room.

Burnett said that the barge would contain amenities that people can enjoy while taking in the Mississippi River.  He says that the amenities have yet to be decided, and residents should reach out to their elected representatives to discuss what they want to see on the barge........

News Release From BoatUS

The battle to protect your boat’s engine is not over. Right now, the Environmental Protection Agency is asking for public comments on the amount of ethanol that must be blended into the nation’s fuel supply for 2018, and Boat Owners Association of The United States (BoatUS) is urging recreational boaters to speak up and be heard by providing comments at http://cqrcengage.com/boatus/app/act-on-a-regulation?2&engagementId=389053. The deadline is midnight August 31.
“While the nation’s proposed ethanol levels for 2018 are slightly lower than the 2017 mandate, boaters can expect to face higher ethanol-fuel blends, such as E15 (15-percent ethanol) at more gas stations next year under the current proposal,” said BoatUS Manager of Government Affairs David Kennedy. Because of its ability to damage boat engines, federal law prohibits the use of gas blends greater than E10 (10-percent ethanol) in recreational boats.
Most recreational boaters refuel their boats at roadside gas stations. E15 and higher ethanol blend fuel can now be found in at least 23 states, often at the very same pumps as E10 gasoline. A single sticker on the dispenser pump mixed in with all the other labels may be the only warning of E15 gasoline. This creates a dangerous potential for misfueling and puts boaters at risk of using fuel that will damage their engines.
Signed into law in 2005, the Renewable Fuel Standard (RFS) requires an increasing amount of biofuels, such as corn ethanol, to be blended into the gasoline supply. When it was written, RFS assumed that America’s use of gasoline would continue to grow. Since 2005, however, gasoline usage has not increased as forecasted, which today forces more ethanol into each gallon of gas.
Go to BoatUS.com/gov/rfs for more information on the Renewable Fuel Standard. BoatUS is a member of the Smarter Fuel Future coalition.

Mississippi River At Quincy, Illinois

New Fishing Tournament Targets Asian Carp........

On August 26, the Quincy riverfront will be hosting the first ever Eradicarp Fishing Tournament, which is being held not only for competition, but to help the environment as well.

The tournament is about more than catching fish it's about helping to get rid of Asian carp, an invasive species that is affecting many U.S. waterways.

According to Holly Cain, executive director of the Quincy Convention and Visitors Bureau, the tournament is a win-win situation.  She adds that these fish jump from the water, and harm the food supplies of other species of fish........

Sylvan Island Bridge Replacement Will Begin Soon........

Next month, crews from General Constructors Inc. will start removing the 145 year old span linking Moline, Illinois to Sylvan Island in the Mississippi River.  They intend to replace the bridge with a new 200 foot long, 12 foot wide steel span in October.

Project manager Ben Hott says that work will begin in September, adding that they will begin mobilizing equipment within the next several weeks.  First, the concrete decking will be removed, then the supportive steel will be removed from a barge.

Crews will refurbish the existing pier in the center of the slough, as well as the abutments on either shore.  Currently, the replacement bridge is being fabricated.  It will look similar to the existing span, and work should be finished by Thanksgiving........

River Fish Affected By Common Bacteria Infection........

Anglers around Keokuk, Iowa have been sharing videos and photos of catfish caught along the Mississippi River.  These fish were either dead, or suffering from serious skin sounds.

The Iowa Department of Natural Resources knew about the issue, and released a statement that the catfish have a severe case of lesions caused by the common bacterial infection Columnaris.

Currently, many catfish in the Mississippi River are spawning, and the males have been fighting for dominance.  The IDNR thinks that the large wounds were created during the fight and the Columnaris bacteria infected the wounds........
