A Shout Out About Boat Wakes

Pool 26 of the Mississippi River

Dardenne Slough

Hi Bill.
Just wondering if you could give a shout out to all the Big Boaters out there about their wakes.

We are up on the Dardenne Slough across from Dardenne Island. This year has been the worst for wakes in my five years here at this property.

15 Docks have been damaged from all these 40 plus ft boats plowing water. And most of these docks have been here for years and gone thru flood after flood. They make thru the winter ice, but not these monster boat wakes.

So far no one has been hurt yet.

What ever you can do will be appreciated....

News Release From BoatUS

US Secretary of Interior Zinke Speaks on Boating Access, Infrastructure on Federal Lands

WASHINGTON, July 19, 2017 -- Just as outdoor enthusiasts enjoy federal lands, recreational boaters need access to federal waters. Access, however, can be threatened due to aging marina infrastructure, lack of funds for ramp and dock maintenance, or government will. The Department of Interior oversees about one-fifth of the nation’s land, including the national parks. Boat Owners Association of The United States (BoatUS) was eager to sit down with US Secretary of the Interior Ryan Zinke yesterday at an event in Washington to discuss his agency’s support for maintaining boating infrastructure and growing access to federal waters.
The Secretary’s interview with BoatUS was part of a coalition of outdoor recreation industry associations that met with him to highlight the economic importance of outdoor products and the enjoyment they bring American families. These include boats, recreational vehicles, off-road vehicles, and camping, fishing and hunting gear that generate $887 billion per year in economic activity and provide an estimated 7.6 million direct jobs.
As the nation’s largest advocacy, services and safety group, BoatUS supports the recreational boating industry and believes improvements to federal boating-access sites and addressing the Department of Interior’s deferred maintenance backlog will improve recreational boating opportunities for the nation’s 11.8 million boat owners.
In speaking to BoatUS, Secretary Zinke made clear his advocacy for expanded access to federal public lands and waters and improving infrastructure at many of the aging facilities. “Pressure to use our public lands will continue to grow, and many of our facilities consist of Eisenhower-era infrastructure,” Zinke said. “We have a $11.5 billion maintenance and repair backlog at our public parks. We need to look at reinvesting in our public lands.”
Speaking on the boating-access issue, Secretary Zinke said he’s “looking to not only maintain it, but enhance it. … Public access via water provides an opportunity for improving infrastructure, from maintaining moorings to repairing docks. It’s a field where there can be an enormous amount of improvement.”
He promised, “Fixing the backlog of maintenance items will be a priority in upcoming budgets. … We are going to catch up on infrastructure, restore trust and show Americans we can be good stewards of our public lands. Revenue from user fees, including contracts with private concessionaires should offset the cost of maintaining facilities. If we work together, everybody wins.”
The Department of Interior will also look at ways to improve the experience at parks, noting Wi-Fi access and air-conditioned buildings are amenities that today’s park visitors ask for. “We’re going to adapt to what Americans want. Our citizens deserve the best uses of our public lands,” he said. “In the past, the answer has been ‘no.’ Our answer should be, ‘How do we get to yes?’”
The Secretary also used the day’s events to announce the formation of an advisory committee consisting of outdoor-industry members assigned to nurture public-private partnerships that he believes can provide the resources to make federal parks “a five-star experience” to enjoy. He stressed, “This is not privatizing our national parks. No one is more passionate about our public lands, and I am adamant against selling our public lands.”
In a related boating topic, Secretary Zinke, whose wife owns a 38-foot powerboat, also noted that boating presents “a unique challenge” when it comes to invasive species, which he said is “a real problem” but stressed the need for the right strategies to combat the threat.
Said BoatUS Manager of Government Affairs David Kennedy, “Boaters need well-maintained, safe and modern boating amenities in good condition. We look forward to the Secretary’s help to address these needs with public-private partnerships. This is not the first time our parks have needed private investment — some of the first such partnerships in national parks were the early and now historic lodges built by the railroads. Well-managed access can be good for boaters, the federal government and for local economies. If you build it, they do come.”

Missouri River Management

Corps Reviewing River Recovery Program Comments........

The U.S. Army Corps of Engineers is currently reviewing comments on the draft Missouri River Recovery Management Plan-Environmental Impact Statement as they draft a final EIS, which should be released next summer.

Major General Scott A. Spellmon, commanding General, Northwestern Division, USACE says that public comments are a crucial part of developing he final EIS.  He adds that the Corps wants to know the thoughts and concerns of Missouri River Basin residents about the Corps' preferred alternative.

The draft EIS looks at different ways to manage the Missouri River Recovery Program in order to meet the Corps' obligations under the Endangered Species Act for the river's threatened and endangered species, while operating the river to benefit businesses and residents that depend upon the river........

Asian Carp Update

IDNR:  A Fish Sandwich Can Reduce Asian Carp Population........

So far, the State of Illinois has done a good job of reducing the Asian carp population by fishing them out of the Illinois River.  State wildlife managers are saying that what is needed is a good carp fish sandwich to clear the invasive species from Illinois' waterways.

Along the Upper Illinois River, the Asian carp are becoming harder to find.  Kevin Irons with the Illinois Department of Natural Resources said that the reason is that the state has paid fishermen to catch as many carp as they can, and their efforts are paying off.

Irons states that the carp population is 50%, or perhaps as much as 25% of what it once was, perhaps a reduction of an average of 68% of what it was.  He adds that if people would start eating Asian carp, their numbers would decrease further........

News Release From BoatUS

Boating Industry Reader Survey Reports Ethanol Repairs Increasing

ALEXANDRIA, Va. July 18, 2017 – A new survey by Boating Industry magazine says those in the boating industry that manufacture, sell, repair and store recreational vessels are seeing a growing number of problems caused by ethanol-related fuels. Said one Minnesota boat dealer in the survey, “Ethanol fuels are great for our service department but bad for our customers!”
The reader survey results, which appear in the magazine’s July 2017 issue, report that 92 percent of survey respondents said “they have seen damage…caused by ethanol…and more business for the service department.” The most recent results are up from 87 percent from a similar survey last year.
The July feature “Ethanol Still a Significant Challenge, Survey Says,” also reported that “more than 15 percent of readers said that based on what they are seeing in their business, more than half of the necessary repairs are being caused by ethanol-related issues.” Eighty-five percent of survey takers were “very concerned” about the use of E15 (fuel containing up to 15 percent ethanol).
Signed into law in 2005, the Renewable Fuel Standard (RFS) requires an increasing amount of biofuels, such as corn ethanol, to be blended into the gasoline supply. When it was written, the RFS assumed that America’s use of gasoline would continue to grow. Since 2005, however, gasoline usage has actually declined, which today forces more ethanol into each gallon of gas.
To keep up with the RFS mandate, in 2010 the EPA granted a waiver to allow E15 into the marketplace. However, only fuels containing up to 10 percent ethanol (E10) are permitted for use in recreational boats.
For the nation’s largest advocacy, services and safety group, Boat Owners Association of The United States (BoatUS), the survey’s results add to urgency to fix the RFS. Said Manager of Government Affairs David Kennedy, “For the people who know boats best, the readers of Boating Industry magazine who work on boats and keep them running so we can all enjoy a great day on the water, ethanol continues be concern. It will remain this way until we fix America’s broken ethanol policy.”
Go to BoatUS.com/gov/rfs.asp for more information on the Renewable Fuel Standard. BoatUS is a member of the Smarter Fuel Future coalition.

Tony

Greentop angler catches state-record green sunfish

Congratulations to Bowen Dockery on breaking the state record by catching a 1-pound, 3-ounce green sunfish on a trotline.

GREENTOP, Mo. – The Missouri Department of Conservation (MDC) reports Bowen Dockery of Greentop became the most recent record-breaking angler in Missouri when he caught a green sunfish on a private pond in Schuyler County. The new “alternative method” record fish caught by Dockery on July 5 weighed 1 pound, 3 ounces. Dockery’s recent catch broke the previous state record of 6-ounces, caught in 1993.

“Pulling up that trotline and seeing that large green sunfish on the end of my hook is wild to think about. I still can’t believe I caught that fish,” Dockery said.

Dockery said he was fishing for bait using night crawlers when he caught the state-record green sunfish.

“This was my first time I have ever fished with a trotline, and somehow I caught a state-record fish,” he said. “I have tried to break records fishing in the Mississippi River before, but I never thought I would break a record by fishing out of my own pond. I’m so excited about this catch.”

MDC weighed the green sunfish on a certified scale in Kirksville.

“This is the eighth state-record fish this year. 2017 is shaping up to be a year for state-record fish,” said MDC Fisheries Programs Specialist Andrew Branson. “The mild weather we have had this year means more anglers are fishing, and catching big fish.”

Dockery said he plans to mount the new state-record green sunfish.

Missouri state-record fish are recognized in two categories: pole-and-line and alternative methods. Alternative methods include: throwlines, trotlines, limb lines, bank lines, jug lines, spearfishing, snagging, snaring, gigging, grabbing, archery, and atlatl. For more information on state-record fish, visit the MDC website at http://on.mo.gov/2efq1vl..

Crews Working To Raise Sunken Tow Boat........

The Unified Command responded to a sunken towboat loaded with fuel along the Upper Mississippi River near Cairo, Illinois, and were slated to lift the vessel out of the water on Monday.  Salvage operations have been going on for over a week.

At around midnight on July 9, the U.S. Coast Guard was alerted that the tow boat Eric Haney was sinking on the right descending bank of the Upper Mississippi River at Mile Marker 9.7.  The vessel had 79,000 gallons of diesel and 1,600 gallons of lube oil aboard when it sank.

While crews were working on lifting the vessel on Monday, some 1,700 feet of hard boom was deployed around the vessel, and the oil spill response team replaced the boom as necessary to mitigate pollution.  The Unified Command reports that water and shoreline assessments showed no signs of pollution........

Officials Meet With Congressional Boating Caucus........

Last week, marine industry leaders held briefings on Capitol Hill in conjunction with the Congressional Boating Caucus.  Called Boating Safety and Infrastructure, these briefings were focused on issues including dredging, engine cut-off devices, aquatic invasive species, and public-private partnerships with marinas.

Close to 80 people attended the briefings, which highlighted the recreational boating industry's annual $121 billion contribution to the U.S. economy, and how Congress can safeguard that via the support of vital boating safety and infrastructure programs.

The briefings also covered other topics, such as the contribution engine cutoff devices and emergency locator beacons make to boater safety and why they should be included in Coast Guard reauthorization bills, the management of invasive species, dredging, and the development of public-private partnerships for maintaining marinas for safe use........

Interior Secretary, Congress Highlight Outdoor Recreational Industry........

On Tuesday, senior members of the outdoor recreation industry will be meeting with members of Congress and Secretary of the Interior Ryan Zinke at the Department of the Interior to discuss using public-private partnerships to improve visitor experiences on public lands and waters, as well as reducing the department's maintenance backlog.

After the meeting, Secretary Zinke will escort the group outdoors to a showcase of American made outdoor equipment, including boats, recreational vehicles, off-road vehicles and more.  The exhibitors on hand will have information on the tens of thousands of Americans that these products support.

Outdoor recreation generates $887 billion in direct spending, and supports 7.6 million jobs across the nation.  The group will discuss infrastructure improvements, encouraging innovation and the development of public-private partnerships, which will give the public more chances to enjoy healthy, active fun on their public lands and waters........

Corps Extends Comment Period For Lower Pool 4 Plan.... Again....

Once again, the U.S. Army Corps of Engineers, St. Paul District has extended the public comment period for their draft Environmental Assessment for the Lower Pool 4 dredged material management plan.  The new deadline is July 28.

The Corps advised the city of Wabasha, Minnesota of their decision to grant the extension on July 13.  The extension offers the community additional time to comment on the draft plan, as well as more time to offer alternative suggestions.

The draft plan outlines the Corps requirements to remove and permanently deposit over 10 million cubic yards of dredged material from the Mississippi River's Lower Pool 4 over the next 40 years........

Mississippi River At St. Louis, Missouri

Man Drove Into The River, Disappeared........

Saturday morning, a man drove a pickup truck into the Mississippi River from the St. Louis riverfront, and witnesses say it appears to have been intentional.  Once in the river, the man tried to swim away from the truck, before disappearing underwater.

Responders with the St. Louis Police and Fire Departments and the U.S. Coast Guard spent several hours searching for the man and his truck with no luck.  The search was suspended by early Saturday afternoon.

According to witness Devon Carter, the man was sitting in the truck in a parking lot off of North Leonor K. Sullivan, which runs adjacent to the riverfront.  Carter stated that the man revved the engine several times before quickly accelerating into the river.........

Mississippi River Journeys

Chi-Town Reporter Paddling The Mississippi River........

Currently, a group of four retirees, led by award-winning storyteller, Paul Meincke, are working on paddling 2,300 miles down the Mississippi River.  Last month, the group began at Mile Zero on Minnesota's Lake Itasca.

Meincke says that paddling the length of the Mississippi River is a way to learn about the river's history, it's power, it's majesty.  The biggest reward has been meeting the people that live along the river.

The journey has been documented on Facebook, with an ever-increasing following.  The men camp along the shoreline, eats well, and celebrates the kindness of strangers.  Veterans met along the journey are given a gift........

Asian Carp Update

Illinois Studying Silver Carp.........

The state of Illinois is studying a single Asian carp discovered north of an electric barrier intended to keep the fish out of Lake Michigan.

At this point, Illinois researchers and wildlife managers are waiting for the results of a necropsy on the silver carp found beyond the electric barrier.  According to Kevin Irons, a program manager with the Illinois Department of Natural Resources, the state needs to learn all it can about that fish.

Irons said that they got the fish to Southern Illinois University, and they have determined that it is a male, and genetically determined to be a silver carp.  He adds that there are bones in the fish's head that can help determine where the fish may have been living it's life, and where it came from........

Mississippi River at Rock Island, Illinois

Workshop Looks At Hydropower Possibilities........

On Tuesday, a daylong conference at Western Illinois University Quad-Cities, Moline will be looking at the potential for producing electricity along the Mississippi River.  The conference will be hosted by River Action Inc., Davenport and Western.

According to a paper prepared by Western Illinois professor Roger Viadero and two graduate students, the Mississippi River has plenty of water for producing electricity, but what it lacks is an adequate fall in elevation.

The workshop will feature discussions on the history and future of hydropower, the latest turbine technology, the history and future of hydroelectricity at Lock and Dam No.15 at Rock Island, designs for low head waterways, regulations, and who pays for the project........

Missouri Flooding Aftermath

Following FEMA Buyout, Dutchtown Facing Decisions.........

The Village of Dutchtown has some tough decisions to make.  Recent flooding has prompted many residents to flee the tiny village, with some of them taking a buyout from the Federal Emergency Management Agency.

The population of Dutchtown, which is just southwest of Cape Girardeau, was around 94 residents in 2010.  Now, there are about 50 residents.  According ot Ken Eftink, the Cape Girardeau County Director of floodplain and stormwater management, elected members of the Dutchtown board have left, and in recent years, every board seat has been vacant.  He adds that during the past two years, FEMA has bought out close to 5.5 acres in the village.

Eftink says that unless Dutchtown disincorporates, it won't fall under Cape Girardeau County's jurisdiction.  Of the approximately 50 residents remaining, only 18 are registered voters.  If 3/4 of the registered voters sign a petition to disincorporate, a vote would not be needed.  If more than half of the voters sign the petition, the county may disincorporate via a ballot measure........

Waterway Regulations

Officials Working To Rollback Water Regulations........

Last month, the Environmental Protection Agency and the U.S. Army Corps of Engineers announced their intentions to rescind regulations that would make small creeks on private property subject to the same laws as major rivers.

Lauren Lurkins, Director of Natural and Environmental Resources with the Illinois Farm Bureau says that the 2015 Waters of the U.S. rules went too far.  She adds that Congress never intended for the federal government to have jurisdiction over all water, much less the surrounding land.

Environmental groups, however, are concerned that the regulation rollback will pollute bigger bodies of water.  Back in April, President and CEO of the National Wildlife Federation, Collin O'Mara advised a Senate Committee that rescinding the rule would cause irreparable damage to the nation's waterways........

Boat Gas News

Survey:  Ethanol Still A Significant Challenge........

According to the latest Boating Industry survey, ethanol is causing an increasing number of problems, despite efforts to educate boaters about the effects of ethanol in general, and E15 in particular.

The survey revealed that across the marine industry, more issues are arising with engines and other boat components caused by ethanol.  92% of those that responded to the survey reported ethanol damage, up from 87% last year, and 73% in 2015.

Survey responders are still concerned about the use of E15, with 85% saying that they are very concerned.  The biggest issue is worries over boaters potentially misfueling their boats at roadside gas stations........

Lake Of The Ozarks

Tan-Tar-A To Become Margaritaville Resort........

Officials recently announced that the popular Lake of the Ozarks hotel and conference center, the Tan-Tar-A Resort has been sold, and following a multi-million dollar renovation, it will be rebranded as a Margaritaville hotel.

The 500 room resort in Osage Beach will join a growing list of Margaritaville hotels, named for singer Jimmy Buffett's best-selling song.  Fred Dehner, long-time general manager says that the new name of the resort will be Tan-Tar-A, A Margaritaville Resort, effective March 2019.

The Tan-Tar-A resort will stay open while the renovations are being made to incorporate Margaritaville's "casual-luxe" atmosphere.  All 500 of the resort's employees will remain, and additional food and beverage employees will be hired for a Margaritaville restaurant and LandShark Bar & Grill, which are being added........

Mississippi River Near Grand Tower, Illinois

Missing Man's Body Recovered....  Boy Still Missing....

At around 12:30 am Wednesday, the body of 50 year old David Trotten was recovered from the Mississippi River, about 12 miles south of Grand Tower, Illinois.

Trotten and 13 year old Paul Johnson were swimming in the Mississippi River on Sunday, when they apparently got caught in a current, and did not resurface.  The search is still on for Johnson.

Around 8:30 pm Tuesday, a helicopter pilot with Southern Skyz Aviation reported that he spotted what looked to be a floating body in the river.  Responders from the Jackson County Sheriff's Office and the Cape Girardeau Fire Department dispatched a boat around 10:20 pm, and recovered Trotten's body a few hours later........

Mississippi River Near Saverton, Missouri

Crews Removing Sunken Barge From The River........

This week, salvage operations are underway to remove a sunken barge from the Mississippi River on the upstream side of Lock and Dam No.22 at Saverton, Missouri.

The sunken barge was one of several that broke free from a tow in April near Hannibal.  The barges drifted downstream, and several ended up jammed against the lock and dam.  One of the barges ended up sinking and spilled it's cargo of corn into the water.

Allen Marshall, chief of corporate communications for the U.S. Army Corps of Engineers in Rock Island said that St. Charles-based Okie Moore Diving and Salvage has been contracted to handle the recovery operation, which will take three to six days........

Mississippi River Levees

Meeting Focuses On Levee Law Disagreement........

During a river resources meeting held in May, Colonel Anthony Mitchell, the outgoing commander of the U.S. Army Corps of Engineers, St. Louis District said that the Corps and levee advocates are fundamentally at odds over the future of the Mississippi River.  He said that the levee advocate's vision of the river is not aligned with the Corps' watershed study, which is focused on flood risk and sediment management.

During last week's Calhoun County Board meeting, levee advocates publicly stated that they intended to remove overbuilt levees from the PL84-99 program, which is a federal program that provides funding when levees are damaged during flooding.  This action would likely cause the levees to lose FEMA accreditation, and cost residents the ability to purchase discounted flood insurance.

At issue are federal laws that closely regulate how high a levee can be constructed.  A recent survey by the Corps revealed that about 80 miles of levees north of Alton had been raised at least two feet higher than their design height.  This revelation concerns residents that live outside of the overbuilt levees, who believe that the higher levees will worsen floods........

Mississippi River At Hannibal, Missouri

Renovations Coming To The Mark Twain Lighthouse........

For the first time in 20 years, the Mark Twain Lighthouse in Hannibal is slated for renovations.  The majority of the wood used in the lighthouse's construction dates to the 1960s, and is in need of upgrades.  The project is intended to make the lighthouse more sturdy and more water resistant.  The $75,000 project is tentatively slated for the fall........

The Mark Twain Memorial Lighthouse is situated atop Cardiff Hill, and offers a panoramic view of the Mississippi River and the city of Hannibal.  Structural concerns keep the interior of the lighthouse closed to the public.

The lighthouse was originally built in 1935 as a memorial to Mark Twain on his 100th birthday.  The current lighthouse is the second to be built at the site, as the original was leveled in a wind storm in 1960.  It was reconstructed in 1963........

MISSOURI STATE HIGHWAY PATROL
NEWS RELEASE

BWI Sobriety Checkpoint To Be Conducted At Lake Of The Ozarks

Captain Michael A. Turner, commanding officer of Troop F, Jefferson City, announces that a BWI sobriety checkpoint will be conducted on Lake of the Ozarks sometime in August.

According to the most recent 2016 U.S. Coast Guard recreational boating crash statistics, alcohol use is the leading known contributing factor in fatal boating crashes.

Boaters who come across a checkpoint on the water may be stopped. Officers will keep the contact brief with the operator and perform a basic safety check of the boat’s equipment. If the officer suspects the operator to be under the influence of intoxicants and/or drugs, they will be asked to submit to a field sobriety test. All efforts will be made to keep the process as brief as possible. The Missouri State Highway Patrol appreciates the public’s cooperation.

“Operating a boat while impaired is just as dangerous -- and just as illegal -- as driving a car while impaired," stated Captain Turner. "To ensure the safety for all people on the water, boaters should designate a sober operator for their vessel anytime their plans include alcohol.”

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!
