Crew Evacuates Before Tow Boat Sinks........

In the early hours of Sunday morning, the tow vessel Eric Haney sank along the right descending bank of the Upper Mississippi River at Mile Marker 9.7 near Cairo, Illinois.  In response, the U.S. Coast Guard issued a Unified Command which consisted of the Coast Guard, the Missouri Department of Natural Resources and Tennessee Valley Towing.

The Eric Haney was carrying nearly 79,000 gallons of diesel fuel and more than 1,600 gallons of lube oil.  Officials report that an undetermined amount of diesel was discharged from the vessel, however, it has been contained.  Divers have secured the source of the discharge.

There were nine crew members aboard the Eric Haney, and they were able to safely evacuate the vessel before it sank.  No injuries were reported, and the cause of the sinking is under investigation........

NMMA:  EPA Set Ethanol Levels Too High........

Recently, the Environmental Protection Agency announced their proposed renewable volume obligations for 2018 as part of the Renewable Fuel Standard program.

The National Marine Manufacturers Association criticized the EPA for setting the volume of conventional biofuels at the maximum allowed by law, which is 15 billion gallons.

The NMMA asserts that the EPA needs to propose lower 2018 renewable volume obligations in order to guarantee that the boating public stays safe on the water, and still has access to approved fuel blends........

The Flood of 1993 in River History

The bridge that crosses the Mississippi River at Fort Madison, Iowa was closed due to flooding. The area had experienced rain for 54 of 58 days. 830 miles of Mississippi River are closed to boat traffic between Cairo, Illinois and St. Paul, Minnesota. Unprecedented high-water on the Missouri River, Des Moines River, Illinois, Iowa, Skunk, Rock and Raccoon rivers (all tributaries of the Mississippi River) promote the massive flooding of the Mississippi River.

Two People Missing In The Mississippi River........

Around 2:30 pm on Sunday, the Jackson County Sheriff's Department was called out for reports of a possible drowning in the Mississippi River near the beach area of Devil's Backbone Park in Grand Tower, Illinois.

Reportedly, 50 year old David E. Totten and 13 year old Paul Johnson were swimming in the Mississippi River, when the current dragged them both under.  Neither resurfaced.

Responders from the Sheriff's Department, the Illinois State Conservation Police, the U.S. Coast Guard and an Illinois State Highway Patrol helicopter participated in the search for the men.  The search was called off due to darkness, but will resume Monday morning........

Ozark angler hooks state-record quillback

MDC congratulates Timothy Keene on breaking the pole-and-line state record by catching a 5-pound, 13-ounce quillback on Bull Shoals Lake.

OZARK, Mo. – The Missouri Department of Conservation (MDC) reports that Timothy Keene of Ozark became the most recent record-breaking angler in Missouri when he hooked a quillback on Bull Shoals Lake in Taney County using a rod and reel.

The new “pole and line” record quillback caught by Keene on June 26 weighed 5 pounds, 13 ounces. It broke the previous state-record of 2 pounds, 12 ounces. Keene and a fishing buddy were using red and purple-colored spoons trying to catch walleye when he hooked the state-record quillback.

“The quillback put up a pretty good fight. I fought it for at least four minutes until I got it in the boat,” Keene said.

Keene said once he got it in the boat he didn’t really know what type of fish it was, but his fishing buddy did.

“I’m pretty new at fishing so I don’t know all the fish species, but my fishing buddy knew we had a really nice size quillback,” he said. “After some quick research, we were confident we had a new state-record fish.”

Keene says he still can’t believe he has a Missouri state record, which was confirmed by MDC staff using a certified scale at Shepherd of the Hills Hatchery.

“I can’t believe it! This is an event I would have never dreamed of,” he said.

The quillback fish is a part of the sucker family. It is deeper-bodied than most suckers, leading to a carp-like appearance. It can be distinguished from carp by the lack of barbels around the mouth.

Keene is unsure if he is going to mount the fish or not.

Missouri state-record fish are recognized in two categories: pole-and-line and alternative methods. Alternative methods include: throwlines, trotlines, limb lines, bank lines, jug lines, spearfishing, snagging, snaring, gigging, grabbing, archery, and atlatl.

For more information on state-record fish, visit the MDC website at http://on.mo.gov/2efq1vl

Isle Of Capri Casino Fundraiser Benefits Flood Victims........

On Saturday, The Isle of Capri Casino in Cape Girardeau, Missouri held a benefit for flood victims in Southeastern, Missouri.  During the 12 hour Turning the Tide event, more than a dozen bands performed.

Earlier this year, thousands of people were affected by fast rising flood waters, many of whom saw their homes and businesses destroyed.  Even now, some people are still trying to get back on their feet.

According to the event organizer, Michael Davis, many people in Southeast Missouri experienced heavy losses, and federal assistance will only go so far.  Davis says that he hopes the fundraiser will help all of the victims........

Capsized Sailboat.......

Hi Bill,

A couple who are friends from Portage, went out for a late afternoon sail on their 17 foot Hunter sailboat Wednesday afternoon. That boat does not have a weighted keel as most of our cabin sailboats do. When they were hit with an unexpected gust of wind they capsized. Going turtle in a sailboat like this is much like going over in a canoe. You know you are going over and there is almost nothing that you can do about it. It is an inconvenience but not unusual for this type of boat to go over. If you watch a group learning to sail this unballested boat, you will see them also learning how to bring them back up again.

So over they went. Mike being the gentleman that he is asked Sherry to swim to the close Illinois shore while he stayed on top of the overturned floating boat waiting for their oldest son, who was called, to come and help them turn her upright again. Mike could have righted the boat himself if the keel had not come out of its pocket so he needed help.

Here is where the story goes bad. Enter the do-gooder! Someone called 911. A series of helpful public servents showed up who didn't know about sailboats but thought that their heavy handed rescue services were needed. Mike was ordered off of his boat under penalty of being arrested. The fumbling continued as the boat was drug to the Illinois shore bending the mast. Just then son arrived with the rescue boat. The officer had been convinced that Mike wasn't drinking allowed him to right his boat and return back to Portage. But with a warning that he was to be charged with some sort of offense. Thankfully his sergeant overruled that threat.

So Mike and Sherry have a bent mast thanks to overzealous Illinois law enforcement who had been told they did not need help but blundered along anyway. I saw the story on River Bills yesterday and thought you should get "The rest of the story".

EPA Releases 2018 Renewable Volume Proposal........

A few weeks ago, executives from marine engine manufacturers Indmar, Yamaha, Mercury Marine, Torqueedo, Evinrude, and Volvo Penta met with Speaker Paul Ryan, EPA Administrator Scott Pruitt, and Chairman John Shimkus to discuss reforming the Renewable Fuel Standard, promoting education on E15, and offering biobutanol as an alternative fuel.

In spite these meetings between marine engine manufacturers and federal policymakers, the Environmental Protection Agency has released their proposed 2018 Renewable Volume Obligations, which is the set amount of corn-based ethanol in the fuel supply as part of the Renewable Fuel Standard program.

The National Marine Manufacturers Association released a statement expressing disappointment with the EPA's 2018 RVO proposal.  The NMMA says that the levels are too high, and it continues to push the use of E15, which has been proven to cause damage to marine engines........

News Release From BoatUS

Secretary Zinke Releases Boating Infrastructure Grant Funds

Program channels boater taxes into user facility improvements

YORKTOWN, Va., July 7, 2017 – In a ceremony held today in Yorktown, Virginia, U.S. Secretary of the Interior Ryan Zinke shared a $14.7 million check with Boat Owners Association of The United States (BoatUS) Vice President Heather Lougheed, who accepted on behalf of America’s recreational boaters. The amount represents 2017-18 funding for the federal Boating Infrastructure Grant (B.I.G.) program, which funnels user taxes paid by boaters to develop transient boating projects.
BoatUS was instrumental in creating the program in 1998 that is viewed today by local municipalities as an economic-development tool to attract overnight-boater spending. The Secretary and BoatUS also urged municipal marinas, private marinas and boat and yacht clubs to consider applying for available funds by the Sept. 11, 2017 deadline.
The B.I.G. program recognizes that transient boaters offer economic benefits and add to the vitality of waterfront communities, marinas and boat clubs. Funds go to construct, renovate or maintain transient-boater facilities, including docks, moorings, restrooms (including floating ones), fuel docks, electricity, water and sewage utilities, recycling and pumpout stations, and potentially small dredging projects.
Said Secretary Zinke, “These three grant programs provide critical support to local communities, whether through the preservation of American maritime heritage or by ensuring the facilities and waters anglers and boaters depends on are in the best condition,” said Zinke. “Although these grants come from different funding sources, none would be possible without great partnerships.”
Said BoatUS Vice President Public Affairs Scott Croft, “If you want boaters to visit and spend in your town, safe protected overnight dockage with electricity and water service connections are a must. BoatUS is proud to play an important role in providing funding for these boating access improvements to communities across America.”
To date, more than $180 million has been awarded. Not a government handout, funding for the competitive B.I.G. program comes from excise taxes on boat gasoline and fishing tackle that boaters and anglers pay into the Sport Fish Restoration and Boating Trust Fund, while U.S. Fish and Wildlife administers the funds. There are two tiers of funding open for applications: a non-competitive “mini-grant” up to $200,000 for small maintenance projects, and a competitive second tier offering up to $1.5 million. Grants are for projects located on water bodies deep enough for boats 26 feet in length staying overnight from one to 15 days, and to navigate at a minimum depth of 6 feet. A minimum of 25 percent matching funds is required.

While the annual deadline for the B.I.G. program is in September every year, state boating agencies may have earlier deadlines for receiving applications. To find your state’s B.I.G. administrator contact or to see a sampling of prior projects that received B.I.G. grant funding, go to BoatUS.com/gov/BIG.asp.

Lake Of The Ozarks

Speedboats, Resorts Arrive At The Lake In The 1940s........

As World War II wound down, hopefulness and a new prosperity arrived across the nation, leaving Americans with more leisure time, as well as more funds available for discretionary spending.

During this time, the Lake of the Ozarks grew into a real destination for vacations, as Americans had more funding to spend on boats, trips focused on hunting and fishing, and eventually cruising in a family speedboat and waterskiing.

As prosperity grew, more and more upscale boats began showing up on the lake.  Vacationers were looking for faster boats, and the increase in speed brought waterskiing to the forefront of a vacation on the lake........

News Release

MSHP Announces 2017 Operation Dry Water Enforcement Results

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, announces the results of enforcement efforts to detect impaired boat operators in conjunction with the national “Operation Dry Water” campaign. This is the ninth year for the national effort to reduce impaired vessel operation by highlighting enforcement efforts. Troopers conducted saturations and worked extended shifts to bring heightened awareness to the issue of boating while intoxicated.

Troopers arrested 15 people statewide for boating while intoxicated, contacted 856 vessels and 2,745 boaters, and issued 146 boating violation summonses and 1,238 warnings. Marine operations troopers also issued 86 summonses for non-boating violations during the 2017 Operation Dry Water weekend. Special enforcement operations will continue throughout the summer months. Boaters are reminded that designating a sober operator is always the safest bet if alcohol is going to be included in their boating experience.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

Thousands Attend Alton's Fireworks Show........

Monday evening, thousands of people headed out to the Alton Riverfront for the city's fireworks show.  Bethalto resident Sara Welch said that the fireworks were awesome.  She adds that she has been attending the show for years, and this finale was great.

Central States Fireworks launched the fireworks from the Missouri shore, next to the Lincoln Shields Duel area in West Alton.  In order to compensate for the distance, they increased the shell size from six inches to eight inches.  The show lasted about 45 minutes.

Prior to the show, there were plenty of activities, food and fun available at the Liberty Bank Alton Amphitheater, which is located near the Alton Marina.  The music was performed by the Midwest Air Force Band out of Peoria........

4th of July - Request Like/Share/Follow -> Kayak for Veterans & The Cause.

Many folks do this "Source To Sea" trip of 2,350 miles on The Mississippi River - some do it in pieces, some paddle straight through, some do it for personal reasons and some do it for others.

In honor of The 4th of July and our newest best friends that contacted us "at 1am from the river saying they had lit a campfire and were watching for Team Savage River to come by" are Logan & Jeff Hastings - They've been going Source To Sea and raising funds for Veterans of the U.S. Armed Forces.

Mr. Logan Hastings, a purple heart recipient, and his father Jeff Hastings launched from Lake Itasca on May 1. They are visiting with veterans groups and we caught up to them in Memphis.

Please go to their page and do the Like/Share - let's see if we can kick them over the 1,000 friend mark by high noon on the 4th of July !!! Semper Fi

Mississippi River At Rock Island, Illinois

Responders Rescue Disabled Boat From Roller Dam........

Monday evening, a group of pleasure boaters were rescued after their disabled vessel drifted into a roller dam along the Mississippi River at Lock and Dam No.15 in Rock Island, Illinois.

Witnesses report seeing the boat coming toward the roller dam quickly.  Two of the boat's passengers tried to grab safety lines hanging from the Government Bridge, but were unable to fight the current.

Another boat tried to assist the disabled vessel, but it became stuck.  A rescue boat from Rock Island Arsenal was able to eventually get both boats and their passengers to safety........

Update:  River Reopened, Search Will Continue Tuesday........

The search for a missing man now stretches along the Mississippi River from East Dubuque, Illinois about 30 miles downstream to Bellevue, Iowa, and beyond.  As of 4 pm Monday, the Mississippi River at Dubuque had reopened, and the search was called off for the evening.

East Dubuque Fire Chief Joe Heim says that the Canadian National Railroad Bridge operator that swings the bridge open or closed for boat or rail traffic, fell into the river shortly after 3:30 am.  Security video from the bridge verifies this account.

Even though officials know that the fall happened in the early hours of the morning, responders were not called out until 7:15 am, when the railroad determined that the bridge's lone employee was missing........

Lake Of The Ozarks

Man Seriously Injured In Flyboard Accident........

Sunday evening, 46 year old Brian Effertz of Overland Park, Kansas was seriously injured in a flyboarding accident on the Lake of the Ozarks.

Flyboards appear similar to wakeboards, but use jets of water to send riders 10 feet in the air, and allow the rider to perform acrobatics in the air, or dive in and out of the water.  The rig is powered off of a personal watercraft which pumps water up a hose to the waterjets mounted on the flyboard.

The Missouri State Highway Patrol reports that Effertz was at least 10 feet in the air being powered/towed by the PWC, when he lost his balance and fell onto the PWC.  He suffered serious injuries, and was airlifted to a hospital........

4th Coming
July 1, 2017 !

Zeke’s, Jamestown, RI

The 4th of July reminds me of Nantucketeers rounding the Horn (southernmost tip of South America) on their way to the Pacific whaling grounds. Passage from the chilly spring rains to the summer inferno can be rough weather-wise. We’ve endured Mississippi River floods, been scorched by heat waves everywhere south of the Canadian border, tested by intermittent squalls blasting eastward down the NY Thruway, and depressed by June gloom that shrouds California and New England’s coastlines. Once you round the Horn, the forecast is optimistic. Unless you recall Herman Mehlville’s inspiration, the whale ship, Essex. It broke free from a horrific passage round the Horn where the crew was endlessly pummeled by icy gales as they careened through mountainous swells and swallowed vicious headwinds. The Essex’s survival was brief. The crew were busy the middle of the balmy Pacific harpooning a pod when the schooner was abruptly rammed broadside and sunk by an albino sperm whale........  click here and go to Jalsail's Blog to continue reading.

Giant Alligator Gar Caught In The Illinois River........

While the Illinois River is more commonly known for the invasive silver carp, which leap from the water and can grow to be quite large, a two man fishing team recently reeled in another river monster, a huge alligator gar.

After quite the battle, the men were able to wrestle the massive gar into their boat.

The Illinois Department of Natural Resources is reintroducing the alligator gar into Illinois waterways, and it is apparent that their population on the rise.  Part of the reintroduction strategy is to assist in controlling the Asian carp population........

River History....

3 July 1981 In River History

Mississippi River At St. Louis, Missouri
On July 3, 1981, the first Veiled Prophet Fair opened in the St. Louis Riverfront, with the finish of a steamboat race from New Orleans to St. Louis, between the Delta Queen, and the Mississippi Queen.

At about 9:15 am, the Delta Queen crossed the finish line first, by passing the MacArthur Bridge, about a length ahead of her larger and newer sister ship.

The Delta Queen celebrated her victory with spouts of water sprayed from her fire hoses.  The actress Helen Hayes came ashore, and officially named the Delta Queen the victor........

New Bridge Will Benefit The Region........

Northeastern Missouri is going to benefit from the patience and dedication of people that saw a need for the replacement of the aging Champ Clark Bridge, and acted upon it.

The effects of the bridge replacement will be felt far beyond the Pike counties in Missouri and Illinois.  It is estimated that the economic impact on the region could be $6 per each dollar spent on the bridge.  The Champ Clark Bridge replacement project budget is around $60 million, meaning an expected $360 million impact on the region.

The new Champ Clark Bridge will allow freight easier passage on a wider, safer bridge, featuring longer and wider approaches on both sides of the Mississippi River.  Also, people won't have to drive to Hannibal or Alton to cross the Mississippi River for fear of crossing the existing 90 year old span........

U.S. Coast Guard

Coast Guard Getting More Hoax Calls On The Great Lakes........

The U.S. Coast Guard stations charged with keeping tabs of the Great Lakes are reporting a significant increase in false distress calls.

The Coast Guard says that so far this year, there have been over 160 hoax calls made across the Great Lakes.  This is nearly three times the number of false reports they received by this time last year.

Captain Joseph McGilley from the Coast Guard's Cleveland-based Great Lakes Unit states that false reports place boaters at risk because responders may be diverted during real emergencies.  Distress calls made by phone of marine radio can face up to 6 years in prison, and $250,000 in fines........

Lake Of The Ozarks

Overloaded Boat Swamps, Sinks........

The Missouri State Highway Patrol reports that on Saturday night, an overloaded boat was swamped and sank on the Lake of the Ozarks.

Reportedly, at around 9:40 pm Saturday, 81 year old Elder Cabrera was piloting a 2014 Centurion near the 2 Mile Marker of the Grand Glaize Arm, when he reduced throttle, causing the bow to drop below the water, swamping the boat.

A witness familiar with the incident reports that there were at least a dozen people aboard the boat.  There were no injuries reported.  Lake Tow towed the vessel to shore........
