    St. Louis District - Weekly Navigation Channel Condition

   

 

 

 

Mississippi River

MILE 203.0 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 3, 2017, from 9:15 p.m. until 10:15 p.m., the City of Alton Fireworks Festival will be held between approximate Miles 203.0 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

MILE 189.0 - ROCK PLACEMENT
Continuing until approximately September 20, 2017, Masman Construction will be conducting rock placement operations in the vicinity of Mile 189.0, RDB, Chain of Rocks Canal. Four barges will be moored in the area and will extend approximately 50 feet off the bank. The M/V AL GOULD will be in the area and will monitor VHF-FM Channel 13. Mariners are urged to transit the area with caution.

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE.
On July 2, 2017, 2017, from 9:00 p.m. until 10:30 p.m., the Lumiere Place Fireworks display will be held between approximate Miles 180.5 and 180.0. A barge based fireworks display. The COTP Upper Mississippi River has established a Safety Zone to facilitate this event.

 

Illinois River

MILE 1.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 2, 2017, from 9:00 p.m. until 9:30 p.m., the Grafton Chamber 4th of July Fireworks display will be held in the vicinity of Mile 1.0. This is a land based display. The COTP Upper Mississippi River has established a Safety Zone closing the river to facilitate this event.

 

Missouri River

MILE 28.8 - MILE 28.2 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 4, 2017, from 8:20 p.m. until 10:30, the City of St. Charles 4th of July Fireworks Display will be held between approximate Miles 28.8 and 28.2. This is a land based display. The COTP Upper Mississippi River has established a Safety Zone for this event.

Illinois Levee News

Corps Set To Check Levee Heights........

 

The heights of several Illinois levees along the Mississippi River have garnered quite a bit of attention lately, and now the U.S. Army Corps of Engineers in both the Rock Island and St. Louis Districts are planning to review these levee heights.

 

Last month, Missouri Attorney General Josh Hawley penned a letter to the State of Illinois stating that levee construction in Illinois is making flooding worse for Missouri.  Hawley's letter adds that changes made to the levees, particularly upstream from St. Louis, considerably increase the chances for severe flooding in Eastern Missouri.

 

Hawley is looking to have a say in proposed levee rule changes currently making their way through the Illinois Department of Natural Resources........

Fishy Tales From St. Louis, Missouri

Great White Sharks Spotted In The Mississippi River........

 

A recent post making the rounds on social media features a photo of two shark fins and a statement that two great white sharks had made the trip up the Mississippi River from the Gulf of Mexico to St. Louis, Missouri.

 

The post also claims that the Missouri Department of Conservation is investigating the sighting.  Dan Zarlenga with the MoDNR says that there are plenty of catfish in the river, but no sharks.

 

Zarlenga adds that the social media post is bogus, as great white sharks need salt water to survive.  He adds that no one from the Conservation Department has been contacted, nor are they investigating........

Mississippi River At Louisiana, Missouri

Winning Bid Awarded For Champ Clark Bridge Replacement........

 

The Massman Construction Co. of St. Louis has been awarded the bid for the replacement of the aging Champ Clark Bridge spanning the Mississippi River at Louisiana, Missouri.

 

The Missouri Highways and Transportation Commission, the governing board of the Missouri Department of Transportation, approved the recommendation of the project's team during their June 29 meeting.

 

Massman submitted a bid of $60 million for the project, which is expected to be open in the fall of 2019.  Massman will receive a $1 million incentive to wrap up the project by November 1, 2019........

Fishing News From Springfield, Missouri

An Angler Reels In More Than Just A Bass........

 

A Missouri angler recently caught something out of the ordinary from his parent's 8 acre pond.  Monroe MacKinney caught a largemouth bass, and when he looked into the fish's mouth, he found a mole.

 

Evidently, the bass had eaten an Eastern mole, prior to getting caught.  MacKinney snapped some shots of the fish, and posted them to Instagram. He wrote in the comments that the mole may have been dead, but the bass swam away just fine.

 

Eastern moles typically spend the majority of their time tunneling underground, but they are known to swim as well........

6-27-17 CHANNEL CATFISH Fair: Fishing with stink bait, shad, night crawlers, and skip jack along the river bank shorelines and up creeks. Spawning conditions;

Missouri Flooding Aftermath

FEMA Flood Assistance Extended........

 

Local governments and nonprofit organizations in 46 Missouri counties hit by historic flooding now have an additional 13 days to prepare their requests for federal assistance with emergency response costs and public infrastructure repairs.

 

The Missouri Department of Public Safety issued a release stating that the Federal Emergency Management Agency extended the deadline for Public Assistance applications from July 1 to July 14.

 

Potential applicants should be aware that Requests for Public Assistance has to first be submitted to SEMA, processed, and then submitted to FEMA by the July 14th deadline........

Lake Of The Ozarks

Man From St. Charles Drowned At The Lake........

 

On Wednesday, the body of a 75 year old St. Charles resident was recovered from the Lake of the Ozarks.  Police report that E. Douglas Smith drowned between Tuesday morning, when he was in contact with an acquaintance, and Wednesday afternoon.

 

Smith's body was found near a sea wall.  Officials say that Smith had health issues that may have contributed to him falling into the lake.

 

Smith's drowning was at least the third at the lake so far this year.  In separate incidents last month, a Fenton man, and a man from the St. Louis region.  The body of an Illinois man that fell from a boat last month was recovered in early June........

    St. Louis District - Weekly Navigation Channel Condition

   

 

 

 

Mississippi River

MILE 203.0 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 3, 2017, from 9:15 p.m. until 10:15 p.m., the City of Alton Fireworks Festival will be held between approximate Miles 203.0 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

MILE 189.0 - ROCK PLACEMENT
Continuing until approximately September 20, 2017, Masman Construction will be conducting rock placement operations in the vicinity of Mile 189.0, RDB, Chain of Rocks Canal. Four barges will be moored in the area and will extend approximately 50 feet off the bank. The M/V AL GOULD will be in the area and will monitor VHF-FM Channel 13. Mariners are urged to transit the area with caution.

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE.
On July 2, 2017, 2017, from 9:00 p.m. until 10:30 p.m., the Lumiere Place Fireworks display will be held between approximate Miles 180.5 and 180.0. A barge based fireworks display. The COTP Upper Mississippi River has established a Safety Zone to facilitate this event.

 

Illinois River

MILE 42.0 - CORE BORINGS
Commencing approximately June 21, 2017 and continuing until approximately July 14, 2017, Amherst Madison Inc., will conduct core boring in the vicinity of Mile 42.0, along both sides of the channel, in close proximity to the I-64 Bridge. The contractors floating plant will consist of the M/V LADY LOIS, and a barge mounted crane. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Friday. The M/V Lady LOIS will monitor VHF-FM Channels 13 or 16. During non-working hours, the contractors floating plant will be moored in the vicinity of Mile 42.1, LDB, Amherst Madison facility. Mariners are urged to transit the area with caution.

Unique Cruise Opportunity For Solar Eclipse........

 

On August 21, 2017, the first total solar eclipse to span the United States since 1918 will be happening, and American Cruise Lines will be offering a unique way to see it.

 

American Cruise Lines is going to hold an eight day, seven night solar ecolipse-themed cruise that will leave Nashville on August 19, and arrive in St. Louis on August 26.

 

The company says that guests will have the chance to see a "rare and spectacular celestial show from the sundeck of the Queen of the Mississippi".  The cruise will be in Paducah, Kentucky when the eclipse occurs........

Water Patrol Offers July 4th Safety Tips........

 

Boaters are going to be hitting the water this weekend in celebration of our nation's independence.  There will be a lot of  boat traffic following fireworks displays, and the Missouri State Highway Patrol Marine Division has a few tips to help keep boaters safe.

 

○  Check your navigation lights before hitting the water, and have spare bulbs on hand.

○  Don't overload your boat with too many passengers, it may become swamped, affecting the handling of the vessel.

○  Remember Missouri's night time speed limit on the water is 30 MPH.

○  Take it slow and easy.

○  Discharging fireworks from a vessel is illegal.

Malibu Set To Acquire Cobalt........

 

Malibu Boats, Inc recently announced that they have entered into a definitive agreement to acquire Cobalt Boats, LLC for an aggregate purchase price of $130 million.

 

Cobalt was founded in 1968, and manufactures bowriders, cruisers, watersports boats and recreational outboard boats.  Cobalt's product line includes 24 models across six proprietary series.

 

Malibu's Chief Executive Officer, Jack Springer says that the addition of the Cobalt line will expand their distribution footprint, and will allow both brands to grow by offering both consumer bases a variety of models to chose from ........

When Mud Isn't The Only Brown Substance In The River........

 

When you consider that millions of gallons of water flow past the Gateway Arch each minute, 2 million gallons of sewage and storm water flowing into the river is relatively a drop in the bucket.

 

On May 9, a Metro East Sanitary District sewer main broke in Madison near a levee.  Since then, the equivalent of around 153 Olympic-sized swimming pools worth of raw sewage and storm water have entered the river.

 

To put things in context, the equivalent of 1.3 million swimming pools of untreated waste water finds it's way into U.S. rivers each year.  While drinking water gets treated, an estimated 3.5 million people get sick after coming in contact with U.S. river and lake water........

Mississippi River At Alton, Illinois

Fireworks On The Mississippi Will Be Monday........

 

In less than a week, Alton will be hosting their annual Fireworks on the Mississippi display as part of the celebration of Independence Day along Alton's Riverfront.  This year, the fireworks will be launched from the Missouri side of the river.

 

A special guest is slated to perform at the Liberty Bank Alton Amphitheater during the Independence Day celebration.  The Air Force Band of the Midwest will be performing the free concert.  The fireworks will begin around 9:30 pm.

 

There will be food and drink for sale on the grounds, which are a short walk from the Alton Marina, and after the fireworks, the Gin Blossoms will be playing a concert on Belle Street between 3rd and 4th........

Corps, EPA Propose To Repeal 2015 Clean Water Rule........

 

On Tuesday, the U.S. Army Corps of Engineers and the Environmental Protection Agency released a proposal to rescind the 2015 Clean Water Rule, known as the Waters of the United States rule, and reinstate the language of the rule as it was prior to 2015.

 

The 2015 rule had updated the federal Clean Water Act to define which waterways, including streams, rivers, and other bodies that could be regulated by the federal government.

 

EPA Administrator Scott Pruitt stated that this proposal is intended to return power to the states, and to provide regulatory certainty to the nation's businesses and farmers........

Lake Of The Ozarks

Trooper Entered Plea, Avoids Trial In Iowa Man's Handcuffed Drowning........

 

Two weeks prior to facing a involuntary manslaughter trial in the drowning death of a handcuffed man on the Lake of the Ozarks, Missouri State Highway Patrol Trooper Anthony Piercy entered a guilty plea to a misdemeanor boating violation.

 

On Tuesday, Piercy avoided a trial by jury when he told the judge that he was guilty of the negligent operation of a vessel in the drowning death of 20 year old Brandon Ellingson in late May of 2014.

 

This charge is a Class B misdemeanor, which is considerably less than the felony that Piercy was facing.  The judge set Piercy's sentencing hearing for September 8........

BoatUS Says More Boaters on the Water for July Fourth Holiday

 



ANNAPOLIS, Md., June 27, 2017 -- The nation’s largest advocacy, services and safety group for recreational boaters, Boat Owners Association of The United States (BoatUS), says July Fourth is shaping up to be the busiest time of the year on the water for the nation’s recreational boaters, with boating traffic potentially surpassing last year’s levels. This also means boaters will face additional safety concerns with waterway congestion and nighttime operation.
In a recent survey of more than a half million BoatUS members, 88 percent of respondents say they are “very-to-extremely likely” to go boating during the 2017 July Fourth holiday period (June 30 through July 9). That compares to 73 percent who went boating over the similar period last year.
The BoatUS member survey also shows that about one in three (36 percent) of respondents are “very-to-extremely likely” to operate a boat at night to view a July Fourth fireworks display from the water. Three percent said that fireworks displays are the only reason they will venture out after dark all year long.
“With nearly 12 million registered boats on the water, boaters will need to take special safety precautions during the holiday period,” said BoatUS Foundation for Boating Safety and Clean Water President Chris Edmonston. The Foundation is the nonprofit safety arm of BoatUS. “The mayhem of fireworks shows, overburdened launch ramps, crowded waterways and long days spent under the stressors of wind, waves and sun will require everyone to up their safety game and be courteous to fellow boaters.”
The BoatUS Foundation has these eight holiday boating tips:
1. Wait to celebrate with alcohol. It could be a long day on the water, but waiting until after you’ve returned to homeport for the night before celebrating with alcohol is a wise move. Added to the effects of sun, wind and waves, alcohol lowers situational awareness and increases reaction times.
2. The more lookouts at night, the better. Having extra sets of eyes – family members or guests – can help prevent accidents.
3. Go slow after the fireworks. After viewing fireworks from the water and pulling up anchor, you may have the urge to rush home. Don’t. Slow down. Be cautious, and the odds for a safe return increase.
4. Get kids’ life jackets for free. Everyone has extra guests this time of year, but they don’t always have properly-sized life jackets for everyone on board. The BoatUS Foundation’s free Kids Life Jacket Loaner program gives boaters a chance to borrow child-size life jackets for the day, afternoon, or weekend.
5. Don’t overload the boat. Everyone should have a seat inside the boat, and be careful about adding extra coolers and gear. It’s also a bad idea to allow to passengers to ride on the top of a boat with an enclosed bow while underway.
6. Be a safe paddler. Kayak, canoe or stand-up paddlers should understand all of the nautical rules of the road, practice defensive paddling and assume no one can see you. At night, paddlers are required to show a white light – colored glow sticks around the paddler’s neck don’t cut it. Avoid crowded anchorages and congested ramp areas.
7. Never swim near a dock with electricity or in a marina or yacht club.
8. Avoid the two biggest hassles. The nationwide TowBoatUS on-water towing fleet traditionally reports hundreds of battery jumps and anchor-line disentanglements over the holiday. To avoid having to contact BoatUS 24-hour dispatch (BoatUS.com/app) monitor your battery drain, go slow while hauling anchor line, and be super vigilant so you don’t run over someone else’s anchor line after the show ends.

Cobalt Wins Patent Suit Against Brunswick........

 

According to a verdict form filed last Wednesday, Cobalt Boats won a $2.7 million verdict in a patent suit against Brunswick Corp. after the company failed to move the suit from Virginia to Tennessee.

 

A jury determined that Brunswick had infringed upon one of two claims at issue in Cobalt's suit over their retractable swim step technology.  The jury also determined that the infringement was willful, meaning that the judge may triple the damages awarded by the jury.

 

Robert Angle, with Troutman Sanders LLP, says that the judgment was an important one for Cobalt, as it sends a strong message to other manufacturers that they cannot just copy Cobalt's innovations like the Swim Step........

On Friday, July 7, The Loading Dock Bar and Grill's Boat Works Building will be hosting the second of three all-ages professional wrestling event, presented by The Bloody Bucket and Dynamo Pro Wrestling.

 

The event will feature the second round of the Riot On The River championship tournament will feature Dynamo Pro Wrestling heavyweight champion Brandon Aarons battling Jon Webb, Lights Out Adrian Surge vs The Wind Of Destruction Makaze, and Rahne Victoria Vs Savanna Stone.

 

Doors will open at 7 pm, and bell time is 8 pm.  Tickets are $10 for adults, kids, 12 and under are $5.  Advance tickets are available for purchase as well........

We rode just past Hardin, IL and watched the bridge go up and down to let the barges through; it was pretty cool! Plus, the water was smooth and the weather was perfect! Australian Loopers, Terry Devine and Derrick Baan, stopped to fuel up at Hoppies Marina in their boat "Grace Full" a 26 foot C Dory. The two "mates" of more than 40 years are fulfilling a dream of Baan's to be a looper. "30 years ago I read an article in a magazine about someone who did the loop and I promised myself that one day I'd do it, too," explains Baan, in his pronounced Australian accent.

They started on March 7, 2016, when they picked up the boat at Hontoon Island, Fla. From there they came up the Intracoastal Waterway, up the Hudson River, through the Erie Ship Canal into Lake Ontario, through the Trent Severn Waterway, through the Georgian Bay down Lake Michigan, through the Illinois River to the Mississippi River at Grafton and on to Hoppies, where they spent the night. Devine and Baan will complete their 6,000 mile trip in Jacksonville, Fla.

But this is not Baan's first long cruise. "I circumnavigated Australia last year, a 9,000-mile trip," explains Baan, a native of Brisbane, Australia. "When I got back I said I still wanted to do the Loop and Terry decided to join me. We left our wives at home!"

Baan says the experience "has been better than I could have ever anticipated, because of the people we have met along the way. So many people have adopted us, looked after us, talked to us and drunk beer with us... It's been great!"

MILE 203.0 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 3, 2017, from 9:15 p.m. until 10:15 p.m., the City of Alton Fireworks Festival will be held between approximate Miles 203.0 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

MILE 189.0 - ROCK PLACEMENT
Continuing until approximately September 20, 2017, Masman Construction will be conducting rock placement operations in the vicinity of Mile 189.0, RDB, Chain of Rocks Canal. Four barges will be moored in the area and will extend approximately 50 feet off the bank. The M/V AL GOULD will be in the area and will monitor VHF-FM Channel 13. Mariners are urged to transit the area with caution.

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE.
On July 2, 2017, 2017, from 9:00 p.m. until 10:30 p.m., the Lumiere Place Fireworks display will be held between approximate Miles 180.5 and 180.0. A barge based fireworks display. The COTP Upper Mississippi River has established a Safety Zone to facilitate this event.

 

Illinois River

MILE 42.0 - CORE BORINGS
Commencing approximately June 21, 2017 and continuing until approximately July 14, 2017, Amherst Madison Inc., will conduct core boring in the vicinity of Mile 42.0, along both sides of the channel, in close proximity to the I-64 Bridge. The contractors floating plant will consist of the M/V LADY LOIS, and a barge mounted crane. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Friday. The M/V Lady LOIS will monitor VHF-FM Channels 13 or 16. During non-working hours, the contractors floating plant will be moored in the vicinity of Mile 42.1, LDB, Amherst Madison facility. Mariners are urged to transit the area with caution.

Father, Son Paddling The Mississippi For Veterans........

 

Father and son duo, Jeff and Logan Hastings, are paddling down the Mississippi River to raise awareness for the 22 Veterans that die by suicide each day.

 

Logan Hastings, who is a Purple Heart recipient, and served two combat tours in Iraq and Afghanistan, said that he has been where they were, but was able to get help.  Now, he wants to give back, and save as many lives as possible. 

 

The pair began their journey on May 1, 2017 at Minnesota's Lake Itasca, and are kayaking 2,358 miles down the Mississippi River to the Gulf of Mexico.  They reached Cape Girardeau, Missouri on Monday, June 26........

3 Year Boat Registration Renewals Due on June 30

 

Check Your Boat Registration: The IDNR reminds boat owners in Illinois to check their three-year boat registration/decal and renew their registration if it expires on June 30, 2017. Renewing watercraft registration can be done online through the IDNR website at
https://www.dnr.illinois.gov/boating/Pages/HowToRegister.aspx or by phone by calling 1-866-867-3542. To renew registration, have available the watercraft’s Illinois registration number, the first six characters of the watercraft’s hull ID number, the first three letters of the registered owner’s last name, and a credit card.

3 Year Boat Registration Renewals Due on June 30

 

A boat, vessel, or documented vessel registration must be renewed every three years. The registration expires on June 30th in the year specified on the decal. There is no late renewal penalty. Outboard motor decals are not required to be renewed.

To renew a boat, vessel, or documented vessel registration, the owner must submit the following;
1.A boat, vessel, or documented vessel registration renewal notice. If you did not receive this notice in the mail, you may use the Application for Watercraft/Outboard Motor Registration and Replacement Decal (Form 2686);
2.A Paid personal property tax receipt listing the boat or vessel (or a statement of non-assessment) from the County (or city of St. Louis) Collector or Assessor for the previous year. 1.If the boat or vessel is not listed on the tax receipt ("boat" is acceptable), the following must be submitted: 1.A corrected tax receipt (if manually corrected, it must contain the county seal); or
2.A letter from the County Collector (on letterhead or containing the county seal) reflecting payment of taxes.



For a boat or vessel renewal you will pay:
•The Boat or vessel registration (decal) fee, based on the length of the boat or vessel; and
•The $3.50 processing fee

St. Francis River In Missouri

Man Caught 40 Lb. Albino Carp........

 

Bowfisherman Jordan Porter wasn't sure what to think when he recently reeled in a 40 pound fish, but his friend and employee Holt Horrell considered it to be a trophy.

 

On Friday, June 23, Porter was bowfishing on the St. Francis River, and after three attempts and a week of hunting it down, he caught an albino bighead carp.

 

Horrell says that the rare fish weighed in at 40.7 pounds, and measured 41.5 inches in length, and 30 inches in girth.  Porter wasn't interested in keeping the fish, so Horrell says that he will soon have it mounted and in his home........

Swimming Near Boat Docks Claims More Lives

 



ANNAPOLIS, Md., June 20, 2017 – The fatalities over the weekend of an 11-year-old girl in New Jersey and 19-year-old young man in Ohio are bringing scrutiny to an age-old summer ritual that’s common on waterfronts across America: swimming near boat docks. Initial reports say the youngster died when touching a dock’s electrified boatlift, and the Ohio teen died as a result of dangerous electrical current in the water while trying to save his father and family dog that also appeared to be stricken by the electrical current. The BoatUS Foundation, the boating-safety arm of the nations’ largest recreational boat owners group, has some tips to prevent an electrocution tragedy.
While swimming deaths due to electricity fall into two categories, electrocution and electric shock drowning (ESD), both can be prevented the same way. Electrocution can happen in fresh- or saltwater when swimmers make contact with energized metal dock fittings, boats or other structures due to faulty alternating current (AC) wiring.
ESD occurs when AC gets into freshwater from faulty wiring and passes through a swimmer, causing paralysis or even sudden death. Unlike electrocution, with ESD a swimmer does not need to be touching a boat or dock structure, and even minute amounts of electricity can be incapacitating and lead to drowning.
The risk of ESD is greatest in fresh- or brackish water, so some areas such as estuaries or rivers may only be in the danger zone after heavy rains. In saltwater, electrical current takes the path of least resistance, bypassing swimmers. Unlike a drowning swimmer, who typically can’t yell out for help because their mouth is mostly underwater, an ESD victim is often confused about what is happening, may be able to shout, and will feel numbness, tingling, pain and paralysis. Tingling in the swimmer’s body is one of the early warning signs of ESD.
What can you do to prevent an electrocution or ESD fatality? Here are 6 tips:
     1. Never swim around boats and docks that use electricity.
     2. Post "no swimming" signs.
     3. Have a qualified electrician with experience in dock electrical service inspect your private dock annually.
     4. Install ground-fault protection on your boat and private dock.
     5. Ask your marina if they have installed ground-fault protection, and if the electrical system is inspected and        
     tested annually just in case someone falls overboard. No one should ever swim in a marina.
     6. Periodically test your boat for electrical leakage into the water.
What do you do if you see a distressed person in the water near a boat dock? A drowning victim often looks “playful,” while an electric shock drowning victim looks “distressed.” It may be difficult, however, to immediately determine either, so play it safe by not jumping in. The first task is to shut off power to the dock at the breaker panel, and if equipped, disconnect any power cable to the vessel. If power cannot be shut down, follow the “reach, throw, row, but don’t go” mantra by using an oar, boat hook or throw a floatation device to reach the stricken person.

The new recovery center is located at Ellington City Hall in Ellington, Missouri.  It will be open Tuesday through Saturday, from 9 am to 7 pm.  It will close permanently on Saturday, July 1 at 7 pm.

 

Businesses and individuals from any of the 27 counties included in the federal disaster declaration for severe storms and flooding in Missouri will be able to get in-person assistance from the recovery centers than may not be available online or on the phone........

2 PSB Lanes Closed For Emergency Repairs........

 

The Missouri Department of Transportation has closed down the two right hand lanes on the eastbound side of the Poplar Street Bridge.

 

The closure is due to the need for emergency repairs to be made on the driving surface.  The lanes are expected to remain closed through the Tuesday morning rush hour........

Mississippi River At Bettendorf, Iowa

Ground Broken On New I-74 Bridge Project........

 

On Monday, Illinois Governor Bruce Rauner and Iowa Governor Kim Reynolds joined state and local officials in Bettendorf for a formal groundbreaking ceremony for the new I-74 bridge.

 

Construction of the new I-74 bridge is expected to run into 2020 before the current span is dismantled in 2021.  The project is estimated to cost $400 to $450 million.

 

The project will involve the replacement of the two existing spans.  Reynolds says that the new bridge will incorporate Intelligent Transportation Systems that will improve traffic flow, and a Bridge Health Monitoring System to make sure the span is always functioning........

    St. Louis District - Weekly Navigation Channel Condition

   

 

 

 

Mississippi River

MILE 203.0 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 3, 2017, from 9:15 p.m. until 10:15 p.m., the City of Alton Fireworks Festival will be held between approximate Miles 203.0 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

MILE 189.0 - ROCK PLACEMENT
Continuing until approximately September 20, 2017, Masman Construction will be conducting rock placement operations in the vicinity of Mile 189.0, RDB, Chain of Rocks Canal. Four barges will be moored in the area and will extend approximately 50 feet off the bank. The M/V AL GOULD will be in the area and will monitor VHF-FM Channel 13. Mariners are urged to transit the area with caution.

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE.
On July 2, 2017, 2017, from 9:00 p.m. until 10:30 p.m., the Lumiere Place Fireworks display will be held between approximate Miles 180.5 and 180.0. A barge based fireworks display. The COTP Upper Mississippi River has established a Safety Zone to facilitate this event.

 

Illinois River

MILE 42.0 - CORE BORINGS
Commencing approximately June 21, 2017 and continuing until approximately July 14, 2017, Amherst Madison Inc., will conduct core boring in the vicinity of Mile 42.0, along both sides of the channel, in close proximity to the I-64 Bridge. The contractors floating plant will consist of the M/V LADY LOIS, and a barge mounted crane. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Friday. The M/V Lady LOIS will monitor VHF-FM Channels 13 or 16. During non-working hours, the contractors floating plant will be moored in the vicinity of Mile 42.1, LDB, Amherst Madison facility. Mariners are urged to transit the area with caution.

Mississippi River Levees

Illinois Levee Districts Defend The Height of Their Levees........

 

Officials from several levee districts around the Quincy region have taken exception to assertions that their levees are higher than they are authorized to be, and contribute to flooding further downstream.

 

Recent studies from the U.S. Army Corps of Engineers determined that some 40% of the 205 miles of levees between St. Louis and central Iowa were higher than their authorized levels, some by up to 4 feet.

 

The levee districts are claiming they have done nothing wrong, and that the levees are in compliance with all of the rules in place when any enhancements were made........

Operation Dry Water 2017 heightened awareness and
enforcement weekend will take place nationwide
June 30 - July 2, 2017.

During the annual Operation Dry Water heightened awareness and enforcement three-day weekend, law enforcement officers will be on heightened alert for those violating boating under the influence laws.

 

Law enforcement agencies that participate in Operation Dry Water are asked to increase BUI enforcement during the targeted enforcement weekend of Operation Dry Water as well as work with their local media, businesses and recreational boaters to spread the message and raise awareness of the dangers of boating under the influence during the heightened enforcement weekend and all year long

Premier Marine Files For Chapter 11........

 

Early last week, Premier Marine, builder of Premier Pontoons, filed for Chapter 11 restructuring as a result of a "failed acquisition of another pontoon manufacturer in 2011".

 

In documents filed in U.S. Bankruptcy Court in Minnesota, the company listed liabilities between $10 million and $50 million owed to between 200 and 999 creditors, including over $6.5 million owed to American Bank of the North.

 

Court documents report that Premier suffered significant losses in 2014, 2015, and 2016 due to the purchase and manufacture of the Palm Beach and Weeres brands in New Ulm, Minnesota, the cessation of manufacturing in New Ulm, and the transfer of manufacturing of these brands to the Premier facility in Wyoming, Minnesota........

Corps Extends Environmental Assessment Comment Period........

 

The U.S. Army Corps of Engineers, St. Paul District has announced that they will be extending the public comment period for their draft Environmental Assessment for the Lower Pool 4 dredged material management plan until July 14.

 

The Corps' announcement comes after hearing the community's concerns about the draft plan.   The extension gives the public more time to understand the proposal, and provide alternate ideas.

 

The draft dredged material management plan covers the Corps' requirements for the removal and permanent placement of better than 10 million cubic yards of dredged materials from the Lower Pool 4 region over the next 40 years........

Mississippi River Near Savanna, Illinois

Man's Body Recovered After Fall Into The River........

 

On Friday night, responders recovered the body of a Wisconsin man from the Mississippi River after he fell into the river while trying to help dock a boat.

 

Shortly before 4 pm Friday, responders were called out to the Savanna Marina, and a search began immediately.  The Sabula, Savanna, and Thomson Illinois fire departments, and the Illinois Department of Natural Resources dispatched boats for the search.

 

The body of 71 year old James Burke of Darlington, Wisconsin was recovered from the Mississippi River around 6:30 pm Friday, and released to the Carroll County Coroner's Office........

Paddling News From The Current River

Free Kayak Clinics Offered On Current River........

 

Over the summer, there are free weekly kayak clinics being offered at the Current River State Park in Shannon County, Missouri, which is on Highway 19, about 23 miles south of Salem, and 15 miles north of Eminence.

 

The first kayak clinic is scheduled for Friday, June 30, from 10 am to 4 pm, with more scheduled for 10 am to 4 pm on the following Fridays:

 

○  July 7

○  July 14

○  July 21

○  July 18

○  August 4

 

The Missouri Department of Natural Resources reports that all of the clinic instructors are certified by the American Canoe Association.  All of the necessary equipment will be provided........

Went out on river Tuesday evening (6-20-17) and the sunset kept getting better as I worked my way back. Also put up a new solar light at Piasa. To get into Piasa creek and Alton Motor Boat Club just go about 40 yards down river past light and turn back up and into creek. The boat club has a few nice covered slips available if anyone is interested and we also have a special 1 month rent for members to try out a slip for a 100.00. Hope to see you on the River.

On July 2, 2017, 2017, from 9:00 p.m. until 10:30 p.m., the Lumiere Place Fireworks display will be held between approximate Miles 180.5 and 180.0. A barge based fireworks display. The COTP Upper Mississippi River has established a Safety Zone to facilitate this event.

 

Illinois River

MILE 42.0 - CORE BORINGS
Commencing approximately June 21, 2017 and continuing until approximately July 14, 2017, Amherst Madison Inc., will conduct core boring in the vicinity of Mile 42.0, along both sides of the channel, in close proximity to the I-64 Bridge. The contractors floating plant will consist of the M/V LADY LOIS, and a barge mounted crane. Work will be conducted from 7:00 a.m. until 5:00 p.m., Monday through Friday. The M/V Lady LOIS will monitor VHF-FM Channels 13 or 16. During non-working hours, the contractors floating plant will be moored in the vicinity of Mile 42.1, LDB, Amherst Madison facility. Mariners are urged to transit the area with caution.

The clubhouse is closed until further notice The board is currently looking for a replacement proprietor to run the restaurant. If any member has a lead please feel free to let Doug Woods or Tony Longo know. We know there will be many questions now and in the near future, the board will do our best to keep the members informed of where we are at.

The new proprietor will certainly go through the same learning curve that Brian and his staff were going thought. I ask that you show patients as we start that process over again.

For the time being you will be able to bring your own beverages and food to the pool, as there will be no food or beverage service. NO GLASS !!! will be allowed at the pool. While you can bring your own we have to be careful to still follow the rules. We will need to decide on what happens to the club room, For the time being please clean up after yourself. There will be no one to come behind us to clean pool ar anywhere else for that matter.

The board has worked hard to make DCYC a premier marina on the river, and while there is no denying this is a setback we are not going to give up. We will work as diligently as possible to get a replacement and get our club back on track as soon as possible.

Mississippi River At East St. Louis, Illinois

2 Million Gallons Of Raw Sewage Flows Into The River Daily........

 

Each day, the Metro East Sanitary District is releasing approximately 2 million gallons of raw sewage each day into the Mississippi River north of St. Louis, following a main sewer line breach, leaving untreated waste with no other place to go.

 

The Illinois American Water intake pipe in about 2.5 miles downstream from the sewage discharge.  The East St. Louis riverfront plant draws water for the majority of St. Clair County's residents.

 

Madison Mayor John Hamm says that the pipe ruptured on May 9, and it cannot be repaired until the Mississippi River falls, as the break is so close to the levee.  Amanda Kruse, spokeswoman for the U.S. Army Corps of Engineers says that any digging near the levee prior to the water level dropping may cause a breach........

Illinois River In Mason County, Illinois

Body Of Man In River Has Been Identified........

 

Thursday afternoon, responders recovered the body of a man from the Illinois River in Mason County, Illinois.  Officials identified the man as 70 year old Dwight Allen of Havana, Illinois.

 

Two anglers spotted Allen near an unoccupied flat-bottomed jon boat.  When the Madison County Dive team pulled Allen's body from the water, he was wearing a life jacket.

 

The Illinois Department of Natural Resources is investigating the incident........

We made Vicksburg harbor last night about 11:30 pm. No, we did not intend to travel in the dark, it just turned out that way. We had to re-gas along the way and found an old river cutoff about 20 miles out of Vicksburg with still water to gas up in. There was several hours of daylight left and the weather was ok so we decided to push on. Mistake! Shortly after the weather changed with wind and rain. After a while of very slow progress, we decided it was time to look for an overnight cove, harbor, creek, or anything off the river. There was nothing! Then it got dark, rainy, windy, and we could not see. After much arm twisting, I was able to convince John David it was in our best interest to have him sit on the bow with lights and shine the shore. Still nothing. I radioed a South bound towboat and he told us to get 200 yards behind him and follow him to Vicksburg (fantastic Captain!). We did, and here we are this morning! The sun is shining, although the storm is still around. It looks right now like a travel day. Natchez bound!

Boat Sales

May Boat Sales Strongest In 2017........

 

May was the strongest month so far this year for the recreational boat industry, as sales increased in all but two categories.  A few categories even posted double-digit gains.

 

In the main powerboat segments, sales increased by 8.5%, or 1,150 boats to 14,740, and industrywide, sales increased by 8%, or 1,699 boats to 22,926 compared to May of 2016.

 

According to Ryan Kloppe, sales director for Statistical Surveys says that May has been the best month of the year, with considerable growth in the major segments, primarily in the aluminum fishing and pontoon categories, and fiberglass outboards........

Champ Clark Bridge Replacement Award Expected During MHTC Meeting........

 

Next Thursday afternoon, the Missouri Highways and Transportation Commission will be holding their monthly meeting in Bowling Green, and they are expected to take action on the Champ Clark Bridge Replacement project.

 

The MHTC meeting is open to the public and is expected to last three hours.  There will be presentations from A Better 54 Coalition, the Tri-State Development Summit and the Pike County Illinois Economic Development Corporation.

 

The Commission will take action on the proposals for the U.S. Route 54 Mississippi River Bridge Design-Build Project.  It is believed that the Commission will award the Champ Clark Bridge Replacement Project to one of the four teams competing for the project........

Mississippi River At Cape Girardeau, Missouri

A Look Back At The Riverfront Park Amphitheater Dedication........

 

On May 13, 1987 a crowd of around 200 people, including passengers from the Delta Queen steamboat, were on hand for the dedication of the amphitheater at Cape Girardeau's riverfront park.

 

The Delta Queen was making it's first stop of the season during the dedication.  The event was not only a celebration of the amphitheater's completion, but of the rich river heritage of Cape Girardeau as well.

 

Acccording to Bob White, director of the Center for Regional History and Cultural Heritage at SEMO University said that Cape Girardeau's riverfront has a rich heritage which had a big effect on the growth and prosperity of the region........

Hi Bill!


Look who I met at Hoppies! Rob Boteler and Graham Wilson came down because they had heard so much about Hoppies on riverbills.com. "We had to come down and see Hoppies because we see photos from Claudia on Riverbills every other day!" That's the comment I heard as they pulled up to the marina!
 

Wilson introduced Boteler (pronounced BOAT-LER) to boating many years ago when they were next door neighbors in St. Charles. "He's gone over to the dark side now, from sail boating to motor boating," says Wilson, who currently lives in Lexington, Kentucky. Wilson came up for a cruise with Boteler, who keeps "Yesterday's Dream" at the Yacht Club, run by harbor master Andy Alexander.

Their four-day trip included stops at the Alton Marina, The Blue Owl in Kimmswick, the Grafton Oyster Bar, and Hardin, Illinois. Boteler says his boat is a Bayliner 2859. "It's 28 feet long and I have no idea what the 59 stands for," jokes Boteler. The two boaters were pretty excited about being featured on your web site!

MILE 203.0 - MILE 202.5 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On July 3, 2017, from 9:15 p.m. until 10:15 p.m., the City of Alton Fireworks Festival will be held between approximate Miles 203.0 and 202.5. This is a land based fireworks display. The COTP Upper Mississippi River has closed the river for this event.

MILE 189.0 - ROCK PLACEMENT
Continuing until approximately September 20, 2017, Masman Construction will be conducting rock placement operations in the vicinity of Mile 189.0, RDB, Chain of Rocks Canal. Four barges will be moored in the area and will extend approximately 50 feet off the bank. The M/V AL GOULD will be in the area and will monitor VHF-FM Channel 13. Mariners are urged to transit the area with caution.

The board has worked hard to make DCYC a premier marina on the river, and while there is no denying this is a setback we are not going to give up. We will work as diligently as possible to get a replacement and get our club back on track as soon as possible.

Fire Department Rescues Barge Worker From The River........

 

Around 7:30 pm Tuesday, the St. Louis Fire Department dispatched their marine unit to the Mississippi River along the St. Louis riverfront for a report of two boaters in the water.

 

A tweet by the fire department claimed that a boat had capsized near the Martin Luther King Bridge and Lenor K. Sullivan Boulevard.

 

Later reports from the fire department revealed that a barge worker had fallen into the Mississippi River, and was picked up by barge crew members.  Reports of a second person in the water proved to be unfounded........

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, invites the public to take part in a public opinion survey regarding safety and security, officers' attitudes and competency, overall agency performance, and concerns regarding crime and social issues.

The 2017 Public Opinion Survey opens JULY 1, and runs the entire month. Members of the public will find the survey on the Patrol's website at www.mshp.dps.mo.gov on July 1. Mississippi River At Grafton, Illinois

Spirit Of Peoria Cruising The Riverbend........

 

Later this year, the Spirit of Peoria paddlewheel boat will be offering unique cruises along the Mississippi River with their murder mystery dinner theater cruises.

 

These cruises are scheduled for September 20 and October 11, and will feature members of the Alton Little Theater performing the show.  Tickets are expected to sell fast. 

 

The cruises will depart and return to The Loading Dock in Grafton.  Boarding will begin at 6:30 pm, an the cruise will begin at 7 pm.  Tickets cost $55, and seating will be limited........

The Riverboat Montana sank in Missouri River across from St. Charles where she can still be seen today in periods of low water.  

The Montana was built in 1879 and was the largest paddle wheeler on the Missouri River...280 feet long. The boat had three decks and stood more than 50 feet tall.

The Montana struck the railroad bridge at St. Charles while trying to pass under it and took on water before running aground on the St. Louis County side of the river. No one was hurt, but the Montana split in half.

BoatUS Alert: Crime Rings Stealing Boats, Yamaha Outboards, Garmin Electronics


7 tips to slow down thieves


AALEXANDRIA, Va., June 21, 2017 – Boat Owners Association of The United States (BoatUS) said today crime rings responsible for stealing boats, Yamaha outboard engines, Garmin electronics, and other expensive navigation units along the East Coast’s I-95 corridor have moved across the country. Largely striking boat dealerships and boat-storage facilities, the thieves are getting the attention of a new intelligence working group made up of local, state and federal law enforcement officials as well as certified marine investigators who urge recreational boaters to be vigilant.
One Virginia marina recently reported six 600-pound engines stolen, with dealerships in upstate New York and Texas hit in similar fashion, according to a June 2 report in Soundings Trade Only Today. Working-group member Daniel Rutherford, claims director for Maritime Program Group, a leading marina and boatyard specialty insurance program company said, “They are professional. They know what they are doing and get in and out quickly leaving very little damage.”
What can boat owners and boating facilities do to prevent thefts? It’s hard to stop a determined thief, but you can reduce your chances of being targeted. BoatUS offers seven tips:
1. Take a look at your boat storage area. Is it lit at night? Does it have motion-operated lighting or audible alarms? How difficult is it to gain entry? Is there one or multiple ways to enter? Does it have an effective, fully operating video-surveillance system? Does the storage facility have signage advising that license plates are being recorded and property is under 24-hour surveillance?
2. Slow a thief down. Are helm electronics locked behind a solid instrument cover? Use tamper-resistant fasteners for mounting electronics and outboard locking devices. Using a special nut with an engine-mounting bolt that requires a special key can help.
3. Make stealing expensive electronics less appealing by engraving and posting a warning (this goes for the outboard, too). Create and keep at home an engine and electronics inventory list that includes manufacturer and serial number, and take plenty of pictures – including the boat.
4. Be wary of suspicious questions. In most of the boat dealership theft cases, a suspect posed as a boat shopper on the day before the theft occurred. For boat owners, loose lips sink ships. Boaters should remain cautious to questions from strangers wanting to know more about access. Get to know your dockside neighbors so you can more readily recognize suspicious activity and people who don't belong.
5. Consider adding a boat tracking device that can sound an early alarm if something’s amiss.
6. Yamaha outboard engine owners may want to investigate Yamaha Customer Outboard Protection, or Y-COP. Y-COP is available with the manufacturer’s Command Link (CL) and Command Link Plus (CLP) systems.
7. Help get the word out. If you are a victim of theft, ask your local law enforcement to share the information on the National Crime Information Center (NCIC), a computerized database of documented criminal-justice information available to virtually every law-enforcement agency in the U.S. or add to state crime-tracking databases.

Marine Propulsion Execs Meet With D.C. Officials........

 

On Tuesday, executives from marine engine manufacturers, including Mercury Marine, Evinrude, Yamaha, Indmar, Volvo-Penta and Torqeedo, met with leaders of the House of Representatives and the Trump Administration to discuss the regulatory and legislative effects on recreational boating.

 

The engine execs met with Speaker of the House, Paul Ryan, EPA Administrator Scott Pruitt, and Chairman John Shimkus.  They discussed the reformation of the Renewable Fuel Standard, the promotion of E15 education for consumers, and the offering of biobutanol as an alternative fuel.

 

With the EPA's looming announcement of the renewable volume obligations, which will determine the amount of corn ethanol in the fuel supply, the engine execs emphasized to the EPA the issues marine engines have with fuel blends containing more than 10% ethanol, the lack of consumer education to prevent misfueling, and the promising potential of alternative fuels........
