06-19-17 Facebook post...
Every day is and adventure and a challenge. We woke up this morning and our Jon boat had become capsized, likely from sideways wake or waves. Either way, our days events were dictated by the challenge. Thank goodness we had the Jon boat tied well and the motor strapped to the boat. After many helpful people, we located a gentleman who has a boat with a lift who will be here tomorrow to rescue the drowning Jon boat and motor. Looks like only paddling for the remainder of the expedition. We are 4 or 5 days out, so all is good after we right the Titanic. We had ample time today to thoroughly wash the boat and take inventory of our food. This evening we found a restaurant at a nearby casino within walking distance. Surprisingly there are no cabs left in Greenville, so we have not yet made it to the famous restaurant "Does", but will continue to try to get there if we have to stay another night...always an adventure !

Illinois Levee News

Missouri Concerned About Illinois Levee Heights........

Missouri officials are encouraging Illinois regulators to back off of a plan that would allow for higher levees that could shift more floodwater toward the Missouri side of the Mississippi River.

Last month, Missouri Attorney General Josh Hawley sent a letter to the Illinois Department of Natural Resources, warning that the possible changes to levee regulation would considerably increase the risk of flooding in Missouri.

The concerns raised in the letter echo those made by environmentalists and the U.S. Army Corps of Engineers.  The proposed rule change would deregulate levees, meaning those that are already overbuilt can remain at those levels........

Illinois River At Beardstown, Illinois

New U.S. 67 Bridge Project Closer To Beginning........

Plans for constructing a new two-lane bridge to carry U.S. 67 over the Illinois River at Beardstown are moving closer to reality.  According to Jeff South, regional engineer for the Illinois Department of Transportation Region 4, the project has been funded, and one of the next steps will be to seek design bids for the new span.

While the U.S. 67 bridge replacement project was originally set to be a four lane bridge, over time, the $170 million price tag made the project less feasible.  South says that over the past six months, officials decided that a two lane structure that could eventually be adapted into a twin span, four lane route would be the most cost effective and beneficial option.

South added that they don't want to keep pumping money into the oft-repaired existing structure.  They would like to do what is possible now, rather than waiting and hoping a more expensive structure can be afforded.  The $69.6 million project does not face any unique challenges other than the length of the span, which is about 0.6 mile........

Concrete Work Progressing On U.S. 47 Bridge........

Judy Wagner, Area Engineer with the Missouri Department of Transportation says that the third and final drilled shaft on pier 7 will be poured on Wednesday or Thursday.

Drill shafts are circular footings set deep into the rick of the riverbed.  There are three drill shafts for each bridge pier.  The first two drill shafts for this pier were poured last week.

Wagner reports that crews are expected to begin setting girders on the northern end of the new bridge this week as well.  Lane closures on the existing span are required due to the close proximity of the new span........

River Travelers

Natchez Explorer Mississippi River Expedition

RiverBills.com is following John David and Barry on their trip down the Mississippi River to Natchez, Mississippi

06-18-17 Facebook post...
Sorry there was no post yesterday! We left Helena and made it to the Rosedale, Mississippi Harbor. Along the way we passed the American Queen, in case anyone wants to know where they are. We were impressed with the harbor and commerce there. Upon arriving, we asked a couple in a boat about anchoring and they advised us we could just nose up to shore in a particular spot. It worked perfectly and we were able to step on to shore without the Jon boat. We asked them about a cab, and found the nearest was 35 miles away. They offered to take us to dinner at a place called Dino's...fantastic food! The place was packed, however Hunter's uncle owned the restaurant! The whole group was so gracious and welcoming. I will not post their names, but did share a photo posted. Such great people, took us from the harbor to eat, bought our dinner (including beers!) gave us a cooler full of ice to take back to the boat, and returned us to the harbor. I promised them a good time in Natchez when they come. So many good people in the world, especially in places like Rosedale, Mississippi.

Today we traveled from Rosedale to Greenville, between north bound towboats...there were many, but we bobbed right along, stopping only to pump wave water from the Jon boat. We stopped one other time that was an adventure, we idled down to slow in the wake of a tow, and the engine died. No problem, restart and go! The batteries were dead! We were adrift in the middle of the river! After a hectic worry, I remembered we had extra batteries in the engine hold from where I had purchased new batteries for the boat, so I grabbed jumper cables and connected the batteries, no go, not enough power to start the motor!. I knew a tow would come around the bend at any moment and we had no control of the boat! I called in a mayday...we were adrift in the ship channel. Even worse, the marine radio started beeping "low battery"! The Coast Guard was extremely helpful, and professional. While on the radio with them, he got my phone number to call on the phone, guess what, we were in a no cell service area! While on the radio, I tried to start the engine again and yay!It started! We proceeded to Greenville Harbor, but the Coast Guard checked back with us several times to make sure we were good. Since we had not plugged in for several days, and had no generator, I am guessing we overwhelmed the batteries. For the future, the house batteries will be independant of the engine batteries, and will make sure the alternator is working correctly! Greenville has a fantastic harbor, lots of commerce, and the biggest boat dock I have ever seen. We are now on shore power, air conditioner running, and getting ready for a restaurant dinner! Adventure at every corner smile emoticon:)!

Committee Considering Wider E15 Usage........

Last week, a U.S. Senate hearing was held on legislation intended to expand the sale of fuel blends containing 15 percent ethanol through the summer months, making them available all year long.

The National Marine Manufacturers Association, and a group including BoatUS and the Marine Retailers Association of the Americas submitted a letter for the record outlining the marine industry's concerns about the legislation.

The letter points out that 12 million recreational vessels are registered in the United States, and 95% of them are fueled at automotive service stations.  They are dependant upon a safe and legal fuel supply to operate.  Guaranteeing all consumers have access to approved fuels is critical to the safety of anglers and boaters........

Diversions Good For Wetlands, Not So Much For Anglers, Wildlife........

While many consider the use of diverted sediment to revive southeastern Louisiana's marshes to be a no-brainer, as river sediment kept the marshes going before the Mississippi River was channeled by levees to curb natural flooding.

There are side effects to using diversions, however.  The reintroduction of sediment will change the coastal wetlands that fishermen, shrimpers, and oyster farmers have become accustomed to, affecting their livelihood.

A new study calls for cautious management of the multiple diversion projects that Louisiana intends to construct along the Mississippi River.  It outlines methods for operating the sediment diversions in a way that balances land-building goals against the effects on fisheries and wildlife........

Missouri State Highway Patrol

News Release

Troop F Reminds Boaters About Navigation Lights

Captain Michael A. Turner, commanding officer, Troop F, Jefferson City, reminds boaters about the proper use of navigation lights while on the water.

Troopers on Lake of the Ozarks reported several encounters with vessels failing to properly display navigation lights since Memorial Day weekend. Preliminary statistics from May 26, 2017, through June 12, 2017, indicate troopers issued 12 citations and 84 warnings to boaters for navigation lights burned out, displaying lights other than prescribed on a watercraft, or not displaying navigation lights.

The required navigation lights differ depending on the type and size of your vessel. State law requires boat operators to display the required navigation lights between sunset and sunrise.

Generally speaking, vessels are required to display a red light on the port (left) side of the vessel and a green light displayed on the starboard (right) side. The red and green lights should be visible from at least one mile away on a dark, clear night. Additionally, an all-around white light must be visible from at least two miles on a dark, clear night. Section 306.100 RSMo. provides the complete description of vessel navigation lights based on the length of the vessel. Section 306.100 RSMo. can be read in its entirety here: https://www.moga.mo.gov/mostatutes/stathtml/30600001001.HTML

There are various combinations of lights which meet the requirements by state law. Navigation lights are imperative on the water at night to prevent boat accidents. Navigation on the water at night is unique in that your lights are designed so other boaters are able to see you and determine the direction you are traveling, but your navigation lights will not necessarily help you see better at night. It is illegal to display spotlights or docking lights continuously, but those lights may be used briefly to identify hazards in the water.

Missouri has a 30 mph nighttime speed limit effective 30 minutes after sunset to one hour before sunrise. Depending on visibility, it may be prudent for boaters to travel much slower than the 30 mph speed limit at night.

“If you will be out on the water after dark, check your navigation lights before you leave the dock or ramp.” stated Captain Turner. “When boaters understand and obey the law, and vessels are in good operating order, everyone’s experience on the water becomes safer.” Do your part to make our waterways safe at night by displaying proper navigation lights and by reducing your speed when visibility is limited.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

Two Die On Missouri Waterways On The Same Day........

Officials report that two people died on the same day in rivers in southeastern Missouri.

The Missouri State Highway Patrol reports that on Tuesday morning, 70 year old Kenneth Vancil fell out of a boat while on a family fishing trip on the Black River.  His 12 year old grandson was thrown from the boat, but managed to get back in.  Vancil was found floating face-down approximately a mile downstream.

13 year old Justin Persons was killed later Tuesday on the Jacks Fork River when his canoe capsized, and he ended up jammed beneath a fallen tree........

Man Evading Police Swam Across The Missouri River........

After leading police officers on a chase around the Kansas City area, a man swam across the Missouri River, and then attempted to swim back to the other side.

According to the Kansas City Star, 29 year old Shane Hyde was charged on Thursday with tampering and resisting arrest.  The chase began on Wednesday when the driver of a stolen vehicle rammed a police vehicle, and drove off with officers in pursuit.

Officials say that Hyde drove off a levee in Kansas City, Kansas, and swam across the Missouri River to Riverside, Missouri.  As officers approached, Hyde started to swim back to the Kansas shore, but ended up signaling for help........

Lake Of The Ozarks

Large, Fast Boats Causing Issues At The Lake........

Residents and business owners at the Lake of the Ozarks are claiming that bigger boats and their wakes are causing thousands of dollars in damages to the shoreline and the docks dotting the shoreline.

This issue is nothing new, however, the Missouri State Highway Patrol is unable to ticket boaters, as it is the wake causing the damage, not the boat.

Missouri legislators have considered making changes to the laws, but they are not able to find compromise between those who wish to limit boat sizes, and marina dealers, and their customers who spend big money on those large boats........

Natchez Explorer Mississippi River Expedition

RiverBills.com is following John David and Barry on their trip down the Mississippi River to Natchez, Mississippi

06-14-17 Facebook post...
Today was an easy laid back exploration day. We continued to explore Helena, Arkansas. We toured the Delta cultural Museum, and then had lunch at the downtown bar and grill with a very good friend. After lunch he toured us around Helena and showed us many of the historic homes and sites to see. He then gave us a ride to Walmart where we purchased more gasoline and coolers and ice. The coolers and Ice were necessary as our third generator took a dive last night. We will rough it out between Helena and Natchez Mississippi. Not sure how we will survive with no air conditioning no television and no refrigerator not to mention hot water but we will make do! Tomorrow morning we will depart for Greenville and thinking that we may try to do the entire 100 miles depending upon weather and Tow boats. Once at Greenville we can purchase our final gasoline and maybe hook up for the night to electric and water. Depending upon the marina fees we may stay a night or two to explore Greenville. Right now it is raining in Helena, our first real rain of the entire Expedition. We are hoping for fair-weather between here and Natchez but realize the father South we go the greater the chances of foul weather. The rain has cooled the temperature off dramatically and tonight may be a great night for sleeping

Heya Bill,

Finally got my floating dock back in my cove (thanks to Ron Ramjet's dock retrieval service) but now it doesn't have much water to float in. I guess the Miss can be mighty fickle at times. Really feel for the marinas. As my wife said when we thought about investing in one, "Mother Nature is a crappy business partner"!

See you on the beach

The Champ Clark Bridge Reopened After Annual Inspection........

The Champ Clark Bridge, which carries U.S. 54 over the Mississippi River at Louisiana, Missouri, has been reopened to traffic after crews completed the span's annual in-depth inspection.

The annual inspections of the Champ Clark Bridge are driven by deterioration of the span, as well as safety concerns.  A replacement U.S. 54 bridge is in the works, and should see construction start later this year.

Officials say that the Missouri Highway and Transportation Commission will likely award a design-build contract during their meeting on June 29........

Natchez Explorer Mississippi River Expedition

RiverBills.com is following John David and Barry on their trip down the Mississippi River to Natchez, Mississippi

06-14-17 Facebook post...
We made Helena, Arkansas yesterday evening. We did not stop at Tunica as the boss said they hardly use the dock and it was closed, also the museum was closed. Just as well as the dock is maybe 20 feet from the shipping channel and we had no desire to ride the waves again! We made Helena well before dark anyway. Today we took the only taxi cab in town and made a restocking at walmart. The round trip was $30, but what can you say about the only taxi in town? I inquired about rental cars...none here. However, the cabbie was friendly and rode us down mainstreet where we discovered that the boat ramp across the harbor hides the town behind a floodwall. It is HOT and HUMID! Tomorrow morning we will take the Jon Boat across the harbor, walk up the hill, through the floodwall gate, and be right downtown without the $30 cab ride. We needed the cab today anyway as walmart was about 5 miles from the harbor...Helena looks like an exciting sleepy river town, just what we want to explore...more tomorrow.

News Release From BoatUS

Why it's Better to Donate a Boat Now Than in December

ANNAPOLIS, Md., June 15, 2017 – Is it better to donate a boat to charity now, rather than waiting until year’s end?
“Donating a boat now during the summer high season can help boaters realize more value for their donations,” says Chris Edmonston, President of the BoatUS Foundation for Boating Safety and Clean Water, a boating-related 501(c)(3) nonprofit headquartered in Annapolis, Maryland.
Why? Because of a 2005 change in tax law, in which the IRS bases the value of the charitable deduction on the actual selling price of the donated vessel. “More boats are sold now than at any time of the year, and we believe you deserve the best chance for maximum donation value,” said Edmonston.
It also takes time to sell a vessel so donating a boat in December greatly decreases your chances of a successful tax break for 2017.
Most charities simply sell the boats donated at an auction, however, the BoatUS Foundation Boat Donation Program is different in that it uses a partner broker to advertise the boat to help realize its highest value. The Foundation also ensures that the donation process runs smoothly, from picking up the boat to handling the paperwork. A charitable boat donation to the Foundation also goes to programs that benefit recreational boaters such as free online boating safety courses.
If you have a well-loved or gently used trailered boat in good working condition and are considering donating, visit the 501(c)(3) BoatUS Foundation at BoatUS.org/donate/boat-donation. In addition to information on how to donate a boat to the Foundation, you’ll find links to the free and helpful IRS brochure “A Donor’s Guide to Vehicle Donation,” IRS Publication 526 “Charitable Donations” and IRS rules for determining maximum deductions for charitable contributions.
The BoatUS Foundation always recommends that boaters consult a tax professional regarding boat donations.

New Discover Boating Campaign:  "Vacation Of Demand"........

On the heels of December's Grow Boating Summit, Discover Boating is focusing their 2017 campaign on getting people introduced to boating via their 2017 campaign, "Vacation on Demand".

This campaign links the experiences and feelings brought about by boating with the experiences and feelings that most people understand, being on vacation.

In order to motivate people to consider purchasing a boat, the campaign demonstrates that boat ownership allows one to take a "Vacation on Demand" at any time........

Boating News From Lake Geneva, Wisconsin

Teens Trying Out For Jobs As Boat Jumpers........

Most people try to avoid jumping on or off a moving boat, however, a group of teens in Wisconsin are trying out for the coveted summer job making deliveries as a mailboat jumper.

Mailboat jumpers have been a tradition on Lake Geneva for more than 100 years.  Mailboat captain, Neill Frame says that the tradition dates back to 1916, when it was a necessity.  Lake Geneva was a summer resort for the wealthy,

but it was wilderness.

These days, the mailboat jumpers are a bit of a novelty, however, there are dozens of teens trying out for six jumper positions, where they will deliver mail from a moving boat from pier to pier.......

06-14-17 Facebook post...
Yesterday we discovered another wonder of the world. The Memphis Pyramid has to be the biggest most elaborate Bass Pro Shop ever. Inside there is a hote,l a 300-foot elevator that takes you to the top of the pyramid where there is an elaborate restaurant, and a sky view of Memphis that is unbelievable. It is a bit unnerving to be on top of the pyramid. Most of the photos today are of the bass pro shop at the Memphis pyramid. One photo is of the American Queen heading north and a Northbound towboat . We were totally overwhelmed with what had been done to make this such a visitor attraction. If you ever go pay the ten bucks to ride the elevator to the top! We also visited Beale Street at night and spent most of our time at Silky Sullivan's where there was Dueling Pianos. A very good day and evening. Today we are back on the water headed to Tunica Mississippi.

Boat Accident Aftermath

Boy Injured By Boat Prop Heading Home........

Last month, 11 year old Ashton Yates fell from a boat on Pinnacle Lake in Montgomery County, and was struck by the propeller.  He sustained a serious injury to his leg, where a nerve was shredded.

Doctor Christopher Dy says that Yates injury left a large gap between the ends of the nerve that affects movement of the toes, ankle and sensation on top of the foot.  Six days ago, Yates underwent nerve graft surgery, which appears to have been successful.

Yates' father Brian said that Ashton is making progress, he had his sutures removed, and headed home.  Ashton said that he was looking forward to getting back to his own room, eating better food, and seeing his dog Petey.......

Better Than 70,000 Pounds Of Asian Carp Pulled From Illinois River........

During the past three weeks, contracted commercial fisherman caught and removed more than 70,000 pounds of Asian carp from portions of the Illinois River.  The commercial fishermen are contracted through the Illinois Department of Natural Resources.

They utilized a series of hoop nets in the Marseilles and Starved Rock pools of the Illinois River in response to the possible push of the black carp upstream.

No black carp were caught, however, the timing and possible spawning conditions led to the capture and removal of 70,239 pounds of Asian carp........

Swarovski Waterschool Launched In The U.S.........

Elizabeth Flotte, an educator with the Swarovski Waterschool is calling upon educators to be among the first to participate in the launch of the Swarovski Waterschool USA Mississippi River Program.  This program joins other similar programs along the major rivers across the globe.

The Swarovski Waterschool USA program is on the lookout for fifth and sixth grade teachers interested in educating their students about water and river systems, and engage them in a community action project.  There will be three free, two day teacher workshops held over the summer.

Flotte says that the unique cultural perspective of the program is crucial to changing student's view of their relationship with the Mississippi River.  She adds that students will realize that there is no more relevant than learning about the water resource that sustains us, and how humans affect that water resource........

Scientists Studying The Mississippi River At Lock & Dam No.14........

On Tuesday, researchers changed the auxiliary lock at Lock and Dam No.14 into an outdoor laboratory in an attempt to solve a few of the Mississippi River's mysteries.

Jon Lageman, a hydrologist with the U.S. Geological Survey is using a harmless red dye and specialized instruments that can pick up small concentrations of this dye as it moves through the water.

The test results may reveal if carbon dioxide could help control grass carp along the Mississippi River.  Scientist will be spending the next several months studying the data collected.  They are hopeful that the research will provide some answers about protecting the Mississippi River from invasive species........

"Safety Stations" May Be Installed In The Quad Cities........

Following a drowning off of a public dock in Moline, Illinois last week, two cities are looking at installing "safety stations" along the Mississippi and Rock Rivers.

A Moline college student, Olivia Ray, assembled a crude, but practical life jacket rack on a dock where a man drowned after jumping into the river to save his son.  The rack is equipped with two adult and two children's life vests, and a buoy on a long rope.

A representative of the Moline Police Department is approaching city officials about the need for and feasibility of permanent versions of Ray's brainchild........

Bagnell Dam Set New Record For Power Generation........

During the month of May, the Bagnell Dam at the Lake of the Ozarks set a new "personal best" for power generation.  Amren Missouri reports that the Osage Energy Center generated more electricity than any other May in the facility's 86 year history.

The final energy production figures for May were just released, and the Osage Energy Center produced 168,218 megawatt hours during May.  This was enough energy to power close to 153,000 average homes for a month.

Since the Osage Energy Center began producing power in 1931, energy production during May 2017 was the second-highest monthly total in the facility's history, second only to January 2016........

New Carp Found In Illinois River Raises Concerns About Native Wildlife........

The Illinois Department of Natural Resources reports that back in April, a black carp was caught in the Illinois River south of Peoria, which is around 100 miles farther north than the species had been found.

Only a few dozen black carp have been caught in Illinois waters, they are an invasive species, that in greater numbers, could seriously affect the native species.

The bighead, grass and silver carp already are found in Illinois waterways, and feed on vegetation and plankton.  The black carp, however, feeds on mussels and snails; some of which are listed as threatened or endangered........

Corps Considers What To Do With Upper Locks........

The St. Anthony Falls Lock and Dam in Minneapolis was closed down two years ago in an effort to keep Asian carp from spreading into the lakes in the upper parts of Minnesota.

Now, the U.S. Army Corps of Engineers are starting a major review of what they will do with the lock and dam, and two others just downstream.

The Corps' review could take several years to complete, however, several advocacy and government groups are interested in determining what type of Mississippi River Twin Citians want for the next century........

Missouri State Highway Patrol

News Release........

Missouri State Highway Patrol Joins Operation Dry Water

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, announces the Patrol's participation in Operation Dry Water. Operation Dry Water is a national campaign in which marine law enforcement officers from across the country coordinate special patrols to keep our waterways safe from boaters operating under the influence of alcohol or drugs. This year, June 30-July 2 has been designated as Operation Dry Water weekend. As a partner in this national campaign, troopers will focus their efforts on detecting and apprehending impaired boat operators.

Missouri boat operators found to have a blood alcohol content of .08% or greater will be arrested for boating while intoxicated. Intoxicated boat operators endanger themselves, their passengers, and other boaters utilizing our many waterways.

“Missouri is blessed with a variety of water-related recreation opportunities,” said Col. Karsten. “Floating, swimming, and boating activities should be fun, safe experiences. When your family or friends plan a water outing, make sure safety is part of the discussion. Life jackets save lives. Consuming alcohol and then operating a vessel puts lives at risk. The Missouri State Highway Patrol joins its Operation Dry Water partners in stressing the importance of being sober when in and around water. Please don’t operate a vessel if you’ve consumed alcohol.”

Last year, 538 local, state, and federal agencies participated in a weekend long event of heightened BWI enforcement known as Operation Dry Water. Officers removed 367 intoxicated boat operators from the water. In addition, law enforcement officers made contact with over 131,054 boaters concerning BWI or boating safety enforcement and awareness. United States Coast Guard 2015 data reveals that alcohol use remains the primary known contributing factor for recreational boater deaths.

In 2016, troopers arrested a total of 11 people statewide for boating while intoxicated, contacted 661 vessels and 2,000 boaters, and issued 114 boating violation summonses and 613 warnings on Missouri waterways. Marine operations troopers also issued 176 summonses for non-boating violations during the 2016 Operation Dry Water weekend. Special enforcement operations will continue throughout the summer months. Boaters are reminded that designating a sober operator is always the safest bet if alcohol is going to be included in their boating experience

River History....

June 13, 1919 in River History

Ships from the WWI US Navy stopped at the St. Louis riverfront during a tour of major Mississippi River cities.

The Flotilla included a sub-chaser, three seaplanes, a destroyer, and a submarine. The submarine did daily demonstrations of running submerged between the Eads and the Free Bridges.

The flotilla had to cut their stay short because of the possibility of dropping river levels that would prevent them from leaving.

Crews Train To Contain Oil Spills Along The Mississippi River........

Friday morning, first responders and emergency crews from Bellevue, Clinton, and Dubuque were on the Mississippi River training to use equipment intended to clean up oil and ethanol spills.

Crews were deploying something called a "boom", which is the most efficient way to contain a spilled liquid.  The booms are stored at strategic locations along the Mississippi River, making them easily accessible in the event of an emergency.

The training is intended to not only get responders familiarized with using the equipment, but working with each other as well.  Nic Winslow with BNSF hazmat training says that if there is an incident, the responders will know how to be safe, protect the environment, and the public........
