Natchez Explorer Mississippi River Expedition

We continue at Grafton marina. Today we accomplished boat maintenance, and cleaning. The marina loaned us a van to make the 18 mile journey to the Jerseyville, Illinois Walmart. We stocked up on food and toilet paper , as there will be few to no markets between here and Natchez, Mississippi. Tomorrow we will travel 60 miles down the Mississippi River to one hour below st Louis to a marina called Hoppies Landing or marina. No one will commit to there being gas on the river beyond Hoppies until Memphis, Tennessee, which is several hundred miles. Bought more gas cans today, but would feel better with a couple of drums of gas. I think I may be able to get gas in Hickman, Kentucky. Gas coming down is a worry...along with no marinas. We will be looking for off river anchoring spots. After Hoppies we will stop about 30 miles later at St. Geneive, Missouri to explore and maybe overnight.

CRASH OCCURRED AS DRIVER ONE ATTEMPTED TO MAKE A SHARP TURN CLOSE TO THE BACK END OF VESSEL TWO AND LOST CONTROL OF VESSEL ONE. DRIVER ONE WAS EJECTED OFF THE RIGHT SIDE OF VESSEL ONE AND LANDED IN THE WATER. VESSEL ONE CONTINUED TRAVELLING OUT OF CONTROL AND STRUCK THE MOTOR OF VESSEL TWO.

On May 28, 2017, from 8:30 p.m. until 10:00 p.m., the Lumiere Place Fireworks display will be held between approximate Miles 180.5 and 180.0. The COTP Upper Mississippi River has established a Safety Zone to facilitate this event.

Vessel Safety Check Station

North Shore Marina and Port Charles Harbor.......

 



The U.S. Coast Guard Auxiliary, Flotilla 34 is having a Vessel Safety Check Station at both North Shore Marina and Port Charles Harbor this Saturday, June 3 from 10:30am - 1:30pm. Both harbors are located near Mile Marker 221 on RDB side of Dardenne Slough.

There will be Public Affairs Exhibit filled with safe boating literature and our Vessel Examiners will be available to do Vessel Safety Checks and answer questions.

Mississippi River At Golden Eagle, Illinois

Following A Month Of Flooding, Golden Eagle Ferry Reopened........

 

On Tuesday, the Calhoun Ferry Company reopened the Golden Eagle Ferry, following a 30 day service disruption due to the flooding Mississippi River.

 

According to Denise Knight, secretary for the family-owned company says that the golden Eagle landing is not the issue, the Missouri landing is.  When the Mississippi River reaches 29 - 30 feet at the Winfield Dam, a low levee in St. Charles County is overtopped, flooding a portion of Highway B leading to the ferry ramp.

 

Knight adds that when the levee is overtopped, water fills in behind the levee in the bottoms.  After the river goes down, the Golden Eagle Ferry isn't able to just reopen, they must wait for the water in the bottoms to get out.  Knight said that for years, the Missouri Department of Transportation has considered raising Highway B, however, the funding never materialized........

News Release....


Five People Die In Traffic Crashes; Three People Drown Over Memorial Day Weekend

Five people died in traffic crashes over the 2017 Memorial Day weekend. Last year, 13 people were killed during the three-day weekend. During the counting period of 6 p.m., Friday, May 26, through 11:59 p.m., Monday, May 29, 2017, the Missouri State Highway Patrol investigated 345 traffic crashes which included 128 injuries and all five fatalities. Troopers also arrested 107 people for driving while intoxicated and made 125 drug arrests. During the 2016 Memorial Day holiday weekend, the Patrol investigated 347 traffic crashes which included 128 injuries and six of the 13 fatalities. Last year, troopers arrested 135 people for driving while intoxicated.

There were zero boating fatalities over the 2017 Memorial Day weekend. Marine operations troopers investigated 14 boating crashes involving seven injuries. Three people drowned over the 2017 Memorial Day holiday. Marine operations troopers arrested 20 boaters for boating while intoxicated and made six drug arrests.

There were zero boating fatalities over the 2016 Memorial Day weekend. Troopers investigated 13 boating crashes involving eight injuries. There were no drownings. Troopers arrested 21 people for boating while intoxicated and made 71 drug arrests

Mississippi River At Muscatine, Iowa

The River Is Still Rising........

 

This week, residents of Muscatine will be expecting minor flooding, as the Mississippi River levels continue to rise.  As of Tuesday afternoon, the river was at 17.9 feet in Muscatine, almost 2 feet above the flood stage of 16 feet.

 

The National Weather Service is forecasting that the Mississippi River will continue to rise through Thursday morning, when it will crest around 18.5 feet.  It should begin to fall Friday, and fall to flood stage by early next week.

 

Brian Stineman, the Muscatine Public Works Director says that given the current flood forecast, businesses and streets should not be affected.  Stineman adds that at 18 feet, the city may close parking on the southern side of Mississippi Drive........

Mississippi River At Rock Island, Illinois

The River Is Expected To Crest Wednesday........

 

The National Weather Service reports that on Wednesday, the Mississippi River is expected to crest at 17.2 feet in Rock Island, over two feet higher than flood stage.

 

Shortly before 9 pm Tuesday, the Mississippi River was at 16.91 feet at Rock Island.  Several roads in the Quad Cities region were closed due to high water.

 

According to Rock Island's website, crews activated the city's flood strategy plan, which includes the closing of gatewells, and the installation of water pumps........

Mississippi River At Lansing, Iowa

Man Killed As Bridge Washed Out........

 

Early Tuesday morning, a 59 year old Lansing man was killed after his vehicle plunged into the Mississippi River, where a portion of the highway had washed out.

 

The Crawford County Sheriff's Department reports that James Walleser was heading to work around 4:30 am, and was crossing the Black Hawk Bridge into Wisconsin, when he drove into the washout.  A witness about a quarter mile behind Walleser called the Police.

 

Emergency workers found Walleser's Jeep fully submerged in the Mississippi River.  The La Crosse County Dive Team helped recover the Jeep, which was heavily damaged.  Walleser was found inside the Jeep, and pronounced dead at the scene........

Mississippi River Near Keokuk, Iowa

Responders Call Off Search For Missing Vessel........

 

Monday night, responders were called out to the Mississippi River near Keokuk, Iowa, for a report of a boat sinking in the river.  By Tuesday morning, Hancock County responders called off the search.

 

Captain Tom Petty of the Keokuk Emergency Volunteer Corps says that the original report was most likely inaccurate.  Officials believe the bystander saw a large tree or debris from the recent high water........

2017 Lake Race At Lake Of The Ozarks


Captain Michael A. Turner, commanding officer of Troop F, Jefferson City, would like to inform boaters of Lake Race 2017, an offshore boat race event near Bagnell Dam on Lake of the Ozarks.

The race is scheduled for June 3, 2017. The event will take place from approximately 9 a.m. - 5 p.m. Boating traffic will be restricted to no wake and idle speed from the dam to approximately the 4-mile marker of the main channel. The no wake, idle speed restriction will be enforced beginning at approximately 9 a.m., and will continue to be enforced up to one hour after the last race.

Every attempt will be made to minimize inconvenience to boaters navigating near the race, but boaters should expect congestion in the area. There will be approximately a 100’ buffer zone maintained between the course perimeter buoy markers and the spectator boats. Spectator boats will be allowed to anchor in locations which do not restrict the normal flow of traffic around the event. Generally, anchoring near the mouth of coves will be encouraged, as long as congestion does not hinder ingress/egress into the cove locations. Troopers, as well as event volunteers, will be located around the course and will assist boaters in locating the designated areas for spectator anchoring. Spectators wishing to anchor should anticipate needing enough anchor line for water depth in excess of 100 feet.

Captain Turner urges boaters to use heightened caution while exiting the area following the event due to conditions caused by the heavy boat traffic.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

DRIVER 1 STOPPED VESSEL 1 AND AN INSPECTION OF THE ENGINE COMPARTMENT REVEALED FLAMES COMING FROM THE RUBBER EXHAUST BOOT. Winfield Ferry Closed

The Golden Eagle Ferry will open tomorrow morning, Tuesday May 30th at 5am with regular operating hours.
Hwy B to Hwy 94 is open with approximately 5 inches of water in the swell on Hwy. B for about 50 foot. Hwy B to Hwy C is still closed.
The Winfield Ferry will close tonight at 9pm and remain closed until further notice.

Illinois Levees

State Considers Loosening Levee Oversight

 

A federal report has revealed that several levees along the Mississippi River have exceeded their authorized height.  This, combined with recent flooding has brought increased scrutiny to the levees, and their potential effects of more frequent and severe flooding.

 

In spite of the increased attention, the State of Illinois is considering amendments that critics claim would strip the state of the ability monitor the height of major levees, and the effect they have on the areas where floodwater is diverted, including communities in Missouri.

 

If approved, the proposed changes from the Illinois Department of Natural Resources would remove oversight of levee modifications and impacts beyond a "100 year" protection level.  Basically, a levee's profile could be raised from 100 year to 500 year levels without any assessments from the state........

Mississippi River Near Davenport, Iowa

Quad Cities Flooding Update........

 

The flood warning for the Mississippi River in the Quad Cities will remain in effect until further notice.  Early on Monday, the river was at 16.2 feet and rising.  Flood stage is at 15 feet.

 

There is moderate flooding occurring, and it is predicted to continue.  The Mississippi River is forecast to reach 17.1 feet on Wednesday.  Currently, there are multiple roads closed.........

The mv. Omaha tugboat sank in the ealy morning hours near Mile 12 of the Missouri River, near West Alton, Mo.
The mv. Omaha was operated by Excell Marine and carrying about 22,000 gallons of fuel oil when the incedent happened. The vessel was intentionally run aground when it started taking on water after a collision with an unknown obstruction.

Lake Of The Ozarks

Powerboat Caught Fire....  Burned To The Waterline....

 

On Monday morning, a 2002 Power Quest 370 caught fire, burned to the waterline and sank near the 12.5 Mile Marker of the Lake of the Ozarks.

 

The Missouri State Highway Patrol reports that the Power Quest, piloted by 44 year old Chad Stockman exited a cove near the 12 Mile Marker, headed upstream when he smelled smoke.

 

Stockman stopped the vessel, raised the hatch, and discovered flames coming from a rubber exhaust boot.  The flames were not able to be controlled, so all aboard evacuated the vessel, and safely boarded another........

Fishy Tales From Evans Head, Australia

Fisherman Surprised When Great White Jumps Aboard........

 

On Monday, Australian angler, 73 year old Terry Selwood, had quite a surprise when a 9 foot great white shark jumped into his boat, knocking him onto the deck.

 

Selwood suffered a badly bruised and bleeding right arm, where the shark hit him with a pectoral fin.  He quickly hopped up onto the gunnel at the bow of the 15 foot boat to avoid the thrashing shark.

 

Selwood was able to use a hand-held radio to call out the Evans Head Coast Guard for assistance.  He stayed atop the gunnel until the rescue boat arrived on scene........

The Golden Eagle Ferry is still closed for flooding on Hwy B in St. Charles Mo. There is about 13 inches of water on the road. The river has crested again and is starting to fall.


The Winfield Ferry is open. Hours are Monday-Saturday 5 am to 9 pm and Sunday 8 am to 9 pm.

Boat Catches Fire....  7 People, Dog Rescued....

 

Over Memorial Day weekend, seven people and a dog were rescued on Kentucky Lake. 

 

The Marshall County Rescue Squad reports that they were called out to the lake for reports that a boat was ablaze and taking on water.

 

All aboard, and the dog were brought safely back to shore.  There were no injuries reported, and the cause of the fire was not released........

City Council Backs Riverfront Park Plans........

 

During last Monday's administration/operations committee meeting, the Washington City Council approved plans for making improvements to the riverfront park.

 

Darren Dunkle, Parks and Recreation Director offered a conceptual presentation of possible upgrades for the park during the meeting, and the council voted unanimously to approve the plan.

 

Dunkle says that with the council's support, the city will be in a better position for getting grant funding that would make the concepts reality........

The Alton Bell Casino II opened it's doors on the riverfront in Alton, Il replacing the smaller Alton Bell Casino. The riverboat casion cruised the Mississippi River until June of 1999 when legislation allowed the facility to remain moored for gaming purposes

Boat Explodes After Gassing Up........

 

Sunday afternoon, responders from the Inver Grove Fire Department were called out the Mississippi River for a report of a boat fire at the Mississippi Pub, a riverfront restaurant, with a gas dock.

 

Reportedly, the boat had just filled up, and when it was restarted, there was an explosion.  A witness said that the windows on the bottom part of the boat exploded.

 

All aboard the boat were on the upper deck, and were able to climb to safety.  They let the boat drift away, as it was at the gas dock.  The burning boat drifted to the nearby swing bridge, and caught some of the decking on fire........

Illinois River Near Brussels, Illinois

Free Summer Programs At Two Rivers Wildlife Refuge........

 

This summer, Two Rivers National Wildlife Refuge will be hosting several free family programs, starting with the Family Fishing Fair on June 10, from 10 am to 4 pm.  Two Rivers teamed up with the Illinois Department of Natural Resources for the event in celebration of National Fishing and Boating Week.

 

On Saturday, July 8, starting at 10 am, the refuge visitor center will be holding a Nature Journaling Workshop.  The event will teach participants the basics of journaling, nature sketching, and outdoor discovery, via observations.  A short hike along the Wildlife Haven Trail will offer inspiration for participant's journal entries.

 

On August 8 through 10, from 9 am to 3 pm, the refuge visitor center will host Outdoors Explorers Day Camp for a last adventure before school resumes.   At 2 pm on Saturday, August 19, the refuge visitor center will present a Monarch Butterfly Citizen Science Program, which will teach participants to become citizen scientists and report monarch butterfly sightings, and changes to the environment........

llinois Flooding Aftermath

Recent Floods Cost Illinois $5.8 Million In Damages........

 

The State of Illinois as well as local governments spent close to $5.9 million repairing damage caused by the flooding in late April into early May.

 

Patti Thompson, communications manager at the Illinois Emergency Management Agency said that 183 homes were damaged across the state.  None of the homes were destroyed, however, 15 sustained major damage, and the remainder had lesser damage.

 

Illinois fared considerably better than Missouri did, as five people died in the flooding in Missouri.  The heavy rainfall left several towns damaged, over 300 roads closed in the state, and remained closed until crews were able to guarantee their safety........

Teen's Death In Boating Accident Inspires 'Raven's Rule'........

 

16 year old Raven Little-White died in August in a boating accident on Lake Waccamaw in North Carolina.  The medical examiner's report listed drowning as the probable cause of death, until the toxicology report revealed the teen succumbed to carbon monoxide poisoning.

 

Raven and another young woman were sitting on the swim platform as the boat was under way,  The other teen began to feel woozy, and began making her way to the cockpit.  At the same time, Raven slipped into the water.

 

As a result, North Carolina Wildlife has added Raven's story to their boater safety curriculum,  Now, instructors will be incorporating 'Raven's Rule' in the lesson teaching students to avoid the rear of the boat while it's engines are running........

Mississippi River Near Madison County, Illinois

Survey To Identify Flooding Issues Continues........

 

Earlier in the month, The Heartlands Conservancy posted a flood survey online, with the intention to identify flooding issues within the American Bottom watershed in Madison County.

 

According to Janet Buchanan, the survey is aimed at around 2,000 property owners with property bordered by Hartford to the north, the Madison-St. Clair County line to the south, Illinois 255 to the east and the Mississippi River to the west.

 

Buchanan said that the survey will be a companion document to the continuing creation of the American Bottom Watershed Plan........

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On May 28, 2017, from 8:30 p.m. until 10:00 p.m., the Lumiere Place Fireworks display will be held between approximate Miles 180.5 and 180.0. The COTP Upper Mississippi River has established a Safety Zone to facilitate this event.

The Golden Eagle Ferry is still closed for flooding on Hwy B in St. Charles Mo. There is about 13 inches of water on the road. The river has crested again and is starting to fall.


The Winfield Ferry is open. Hours are Monday-Saturday 5 am to 9 pm and Sunday 8 am to 9 pm.

More Water Coming Down the Mississippi River

Quad Cities Flood Forecast Increased To 17 Feet........

 

On Thursday, meteorologist Rich Kinney with the National Weather Service, Davenport said that the flood forecast for Lock and Dam No.15 Rock Island has been increased to 17 feet.

 

According to the forecast, the Mississippi River at Lock and Dam No.15 should rise to 17 feet Wednesday morning,  Kinney said that they are anticipating a faster rise, so they raised crest forecasts for the Quad Cities and points downstream.

 

While the expected crest is predicted to be 17 feet in the Quad Cities, the forecast may change dependant upon how much rain falls upstream of the Quad Cities........

Vietnam Vet Paddling River To Honor Gold Star Families........

 

Currently, author and Vietnam Veteran Jim Crigler ia paddling a canoe down the Mississippi River in order to raise money and awareness for Gold Star Families.

 

Crigler, a resident of Winona, Minnesota started his Mississippi Gold Star Paddle in April, and on Friday, stopped in at the Mark Twain Casino for lunch, and then stopped along the Quincy riverfront.

 

Crigler's journey will be paddling his canoe a total of 2,300 miles........

Boating Safety

Sea Tow Kicks Off Sober Boating Campaign........

 

Over the Memorial Day Weekend, the Sea Tow Foundation will be launching their third annual Designated Skipper campaign, which encourages boaters to designate a sober skipper, and asks them to sign a pledge agreeing to operate their boat alcohol free at all times.

 

According to the latest U.S. Coast Guard recreational boating statistics, alcohol was the number 1 contributing factor in fatal boating accidents.  In 2015, boating under the influence resulted in 260 accidents, 228 injuries, and 91 deaths.

 

The Sea Tow Foundation says that it only takes a few minutes to join in on the Designated Skipper campaign.  Boaters only need to visit designatedskipper.com, and pledge to:

 

○  Refrain from operating a vessel if their plans include drinking alcohol

○  Be responsible for their vessel and all aboard it

○  Be or designate a sober skipper

Coast Guard:  Buoy Operations Wrapped Up Early........

 

On Tuesday, the U.S. Coast Guard wrapped up Operation Spring Restore, five days ahead of schedule.  Spring Restore involves the reinstallation of 1,216 federal navigational aids, including beacons, lighted and unlighted buoys.

 

Thanks to a year with light ice, Coast Guard crews were able to start the operation on March 14, which is two full weeks earlier than usual.

 

Five cutters and seven aids-to-navigation teams, with the help of the border lakes Lamplighters, and the Saint Lawrence Seaway Development Corporation carried out the operation........

On May 28, 2017, from 8:30 p.m. until 10:00 p.m., the Lumiere Place Fireworks display will be held between approximate Miles 180.5 and 180.0. The COTP Upper Mississippi River has established a Safety Zone to facilitate this event.

The Golden Eagle Ferry is still closed for flooding on Hwy B in St. Charles Mo. There is about 13 inches of water on the road. The river has crested again and is starting to fall.


The Winfield Ferry is open. Hours are Monday-Saturday 5 am to 9 pm and Sunday 8 am to 9 pm.

More Water Coming Down the Mississippi River

Quad Cities Flood Forecast Increased To 17 Feet........

 

On Thursday, meteorologist Rich Kinney with the National Weather Service, Davenport said that the flood forecast for Lock and Dam No.15 Rock Island has been increased to 17 feet.

 

According to the forecast, the Mississippi River at Lock and Dam No.15 should rise to 17 feet Wednesday morning,  Kinney said that they are anticipating a faster rise, so they raised crest forecasts for the Quad Cities and points downstream.

 

While the expected crest is predicted to be 17 feet in the Quad Cities, the forecast may change dependant upon how much rain falls upstream of the Quad Cities........

Vietnam Vet Paddling River To Honor Gold Star Families........

 

Currently, author and Vietnam Veteran Jim Crigler ia paddling a canoe down the Mississippi River in order to raise money and awareness for Gold Star Families.

 

Crigler, a resident of Winona, Minnesota started his Mississippi Gold Star Paddle in April, and on Friday, stopped in at the Mark Twain Casino for lunch, and then stopped along the Quincy riverfront.

 

Crigler's journey will be paddling his canoe a total of 2,300 miles........

Sea Tow Kicks Off Sober Boating Campaign........

 

Over the Memorial Day Weekend, the Sea Tow Foundation will be launching their third annual Designated Skipper campaign, which encourages boaters to designate a sober skipper, and asks them to sign a pledge agreeing to operate their boat alcohol free at all times.

 

According to the latest U.S. Coast Guard recreational boating statistics, alcohol was the number 1 contributing factor in fatal boating accidents.  In 2015, boating under the influence resulted in 260 accidents, 228 injuries, and 91 deaths.

 

The Sea Tow Foundation says that it only takes a few minutes to join in on the Designated Skipper campaign.  Boaters only need to visit designatedskipper.com, and pledge to:

 

○  Refrain from operating a vessel if their plans include drinking alcohol

○  Be responsible for their vessel and all aboard it

○  Be or designate a sober skipper

Coast Guard:  Buoy Operations Wrapped Up Early........

 

On Tuesday, the U.S. Coast Guard wrapped up Operation Spring Restore, five days ahead of schedule.  Spring Restore involves the reinstallation of 1,216 federal navigational aids, including beacons, lighted and unlighted buoys.

 

Thanks to a year with light ice, Coast Guard crews were able to start the operation on March 14, which is two full weeks earlier than usual.

 

Five cutters and seven aids-to-navigation teams, with the help of the border lakes Lamplighters, and the Saint Lawrence Seaway Development Corporation carried out the operation........

Troop F Prepares For Memorial Day Highway And Waterway Traffic


Captain Michael A. Turner, commanding officer of Troop F, Jefferson City, announces that Troop F will be participating in enforcement operations throughout the Memorial Day weekend. The objective of these operations is to promote safety and reduce traffic crashes. Throughout the holiday weekend, troopers within Troop F and throughout the state will be participating in Operation C.A.R.E. (Crash Awareness & Reduction Effort). In addition to Operation C.A.R.E., Troop F will participate in a special enforcement operation during the peak travel periods on Friday, May 26, and Monday, May 29. During this operation, Troop F troopers will be assigned to 20-mile stretches of Interstate 70 and U.S. 54 Highway to maximize visibility. Enforcement efforts on secondary roads within Troop F will be conducted during the same timeframe. Over the entire holiday weekend, troopers will be targeting all traffic violations and will be especially vigilant to excessive speed, careless and imprudent driving, and aggressive driving violations. Troopers also will be available to help motorists in need of assistance.

The only 100 percent survivable traffic crash is the one that never happens. Make sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Every day as we travel on Missouri’s roadways, we trust that every driver on the road is going to obey the speed limit, pay attention, and drive sober. “Don’t Violate The Trust.”

The Memorial Day weekend is also an unofficial start to the boating season. Boating is a great pastime and troopers want everyone to enjoy themselves in a safe manner. Troop F troopers will be targeting all boating violations and will be especially vigilant to careless watercraft operations throughout the entire holiday weekend. Never operate a boat while you are impaired; never ride with an impaired operator. Please be courteous to others on the water, wear a life jacket, and obey the law regarding safe operation of a vessel and no wake zones. Troopers will also be available to help boaters in need of assistance.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

American Boating Congress Showcased Industry To Legislators.........

 

The recent American Boating Congress was produced by the National Marine Manufacturers Association and over 20 co-hosts, and brought close to 250 attendees to Washington D.C. to meet with legislators and discuss issues affecting the recreational boating and fishing industries.

 

Nicole Vasilaros, NMMA vice president of federal and legal affairs said that this year's ABC was one of the biggest gatherings of fishing and boating advocates on Capitol Hill. 

 

The main focus of this year's ABC workshops and Hill visits were infrastructure, access, ethanol, conservation, workforce development and tax reform.........

Missouri Flooding Aftermath

Flood Damages Estimated At $86 Million........

 

A preliminary assessment of the damages and costs incurred from the recent flooding and storms in Missouri has tallied up to around $86 million. 

 

The figures were released on Thursday by the Missouri Department of Public Safety, and include close to $58 million in public costs for response efforts, infrastructure damage and debris removal.  It also includes $28 million for people whose belongings and property were damaged.

 

Missouri Governor Eric Greitens has called upon President Trump for a major disaster declaration, which would bring federal aid to 51 counties, including 37 for individual aid, and 46 for public assistance........

Officials Meet With FEMA To Discuss Recent Floods........

 

Recently, Washington, Missouri officials met with representatives from the Federal Emergency Management Agency to discuss the flooding earlier in the month. 

 

City Engineer John Nilges said that at this point, the city has figured damages between $40,000 - $50,000 from the flood.  He added that the majority of these figures were due to overtime.

 

Franklin County Emergency Management Director Abe Cook says that the county must spend over $366,000 to qualify for federal financial assistance for flood response, so, Washington is teaming up with other municipalities to reach that figure........

Mississippi River At Cape Girardeau, Missouri

A Look Back At The Construction Of A Towboat In 1935........

 

In 1935, a man named Eddie Erlbacher was constructing a 275 ton towboat at Cape Girardeau's "shipyard" on the Mississippi River at the northern part of the city.  He constructed the vessel from the water up, and when completed, it was worth $125,000.

 

The tow boat was 110 feet long, 23 feet wide, a draft of 5 feet, and a depth of 6 1/2 feet.  It featured twin custom built 8 cylinder diesel engines, outputting 560 horsepower each, and propellers that were 5 1/2 feet in diameter.

 

A unique feature of this vessel was that the pilot house was mounted on a hydraulic lift, which allowed it to be lowered 6 1/2 feet so it could clear the low bridges along the Cape Girardeau-to-Chicago waterway........

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On May 28, 2017, from 8:30 p.m. until 10:00 p.m., the Lumiere Place Fireworks display will be held between approximate Miles 180.5 and 180.0. The COTP Upper Mississippi River has established a Safety Zone to facilitate this event.

Water Safety

First Responders Urge Caution In The Water........

 

Even though summer doesn't officially begin until June 21, first responders are already concerned about the above average number of drownings over the past several months.  The Missouri State Highway Patrol reports that there have been 15 drownings in the state since March 22.

 

Metro West Fire Protection District Battalion Chief Mark Digman says that the number of drownings seems rather high this early in the season.  He adds that the thing about most drownings is the majority are preventable. 

 

Digman says that at the start of summer, people's swimming skills are rusty, and the water is still chilly, which causes motor skills to be sluggish.  He recommends that parents keep a close eye on their children in the water, and people swimming in water where the bottom isn't visible should be wearing a life jacket........

Illinois River At Peoria, Illinois

City Issues Sewer Overflow Warning For Illinois River........

 

On Tuesday morning, the City of Peoria issued a warning recommending people avoid full body contact with the Illinois River, due to a Combined Sewer Overflow event that occurred on Monday.

 

The CSO warning states that people can get sick if they ingest river water.  Peoria is working on plans for reducing the overflow events during wet weather, as required by the Clean Water Act.

 

To avoid getting sick, officials recommend the following:

 

○  Dont swim, water ski, or jet ski downstream from Detweiller Marina during rainy weather, or for three days after

○  Wash your hands after boating or fishin g on the Illinois River, especially before eating, drinking, smoking, or preparing food

○  Thoroughly cook fish caught in the river

○  Use waterless hand sanitizer when you're on the river.

Hwy 54 Champ Clark Bridge Replacement

 

Louisiana Highway (U.S. Route 54 Champ Clark) Bridge; A public notice has been issued for the replacement of the existing Louisiana Highway Bridge.
 

 

PUBLIC NOTICE (D8 DWB-874)


All interested parties are notified that an application dated May 15, 2017, has been received from the Missouri Department of Transportation by the Commander, Eighth Coast Guard District, for approval of location and plans for the construction of the U.S. Route 54 Champ Clark Highway Bridge Replacement Project over a navigable waterway of the United States. The existing bridge will be removed.


WATERWAY AND LOCATION: Upper Mississippi River, Mile 283.2, at Louisiana, Pike
County, Missouri and Pike County Illinois.


CHARACTER OF WORK: Construct a fixed two-lane bridge to replace the existing U.S. Route 54 Champ Clark Highway Bridge, which will be removed.

Mississippi River At Rock Island, Illinois

Quad Cities Prepping For Flooding........

 

Wednesday, Jim Hladik, a meteorologist with the National Weather Service, Davenport said that Lock and Dam No.15 might see it's first official flood of the year, as rainfall upstream of the Quad Cities is causing the Mississippi River to rise.

 

Hladik says that the Mississippi River at Lock and Dam No.15 is predicted to rise to it's 15 foot flood stage by early Sunday.  The river is expected to crest at 16.6. feet by early next Wednesday.

 

The Rock River at Moline is not expected to flood, however, Hladik says that there could be some water backup near the mouth of the Rock River where it flows into the Mississippi River........

River History....

On May 25, 2012 in River History...

Friday evening of Memorial Day Weekend. A man was injured seriously in a boat fire at the North Shore Harbor located along the Mississippi River in St. Charles County.  Apparently, he was servicing a fuel pump aboard a boat when it exploded.  A dock and another vessel caught fire as well.  The man was burned over 60% of his body, and was airlifted to Mercy Hospital.

Gov. Greitens Requests Disaster Declaration For Missouri........

 

Missouri Governor Eric Greitens has called on President Donald Trump to authorize a major disaster declaration for Missouri, which would grant federal assistance to 45 counties following the recent historic flooding.

 

Greitens said that as the waters receded, damage assessment teams started working across the state to determine just how devastating the the flooding was for Missouri communities.

 

On Wednesday, Greitens requested that President Trump approve federal assistance, which will help people start to rebuild, and assist communities with emergency response and infrastructure repair costs........

Parks, Campgrounds Damaged By Flooding Ready To Open........

 

With only a few exceptions, the Missouri parks and campsites affected by the recent flooding are expected to be open just in time for the upcoming Memorial Day weekend.

 

Several days worth of flooding at the beginning of the month caused damage to roads, campgrounds, facilities and infrastructure within several communities that rely on summer tourism.

 

More than a dozen Missouri parks were affected, and after weeks of work, repairs and cleanup at parks and tourist destinations along Missouri waterways are wrapping up........

We had the pleasure of taking a cruise on the 85 foot HMS Destiny on Sunday from Alton Marina to the Loading Dock and back. Henry, the owner, was an amazing host and Captain Glenn Sadowski showed some fine boat handling skill. Attached is a picture of our group after disembarking at the Loading Dock in Grafton taken by Glenn and a pic of the yacht at Alton Marina. We also witnessed a "Shark Attack" on the Mississippi while at Grafton.

MILE 179.0 - MARINE EVENT
On May 9-12, 2017 and again May 15-18, 2017, from 9:00 a.m. until 2:00 p.m., each day, the Living Lands and Waters will host educational workshops on a barge moored in the vicinity of Mile 179.0, RDB. The workshop will be attended by young children. Mariners are urged to exercise caution in the area, during the event periods.

 

MILE 180.5 - MILE 180.0 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On May 28, 2017, from 8:30 p.m. until 10:00 p.m., the Lumiere Place Fireworks display will be held between approximate Miles 180.5 and 180.0.The COTP Upper Mississippi River has established a Safety Zone to facilitate this event.

River Industry Firms Participate In Career Fair in St. Louis........

 

On Wednesday, from 10 am to 2 pm, a career fair featuring jobs with river-related companies and barge lines will be held at the Dome at America's Center in downtown St. Louis.

 

The job fair is part of the two-day Inland Marine Expo. which is an annual trade show for people and companies in the marine shipping industry that moves goods along the rivers and intracoastal waterways.

 

The career fair is intended for prospective applicants that are graduating high school seniors or older.  Career fair organizers say that experience in the industry will be helpful, but is not required to apply........

National Safe Boating Week

Wear Your Lifejacket........

 

During National Safe Boating Week, which precedes the unofficial start to boating season over Memorial Day Weekend, safe boating advocates across North America are encouraging safety and responsibility while on the water.

 

National Safe Boating Council executive director Rachel Johnson says that each year, hundreds of people lose their lives in boating accidents.  Many of these people may still be alive had they been wearing a life jacket.

 

The U.S. Coast Guard reports that in 2015, drowning was the cause of death in three-fourths of recreational boating fatalities, and 85 percent of those that drowned were not wearing life jackets........

Marine Industry Sends Letter To Feds On Ethanol Policy........

 

Earlier in the month, a group of marine industry partners sent a letter to the Trump administration and Congress in order to address issues with America's ethanol policy, known as the Renewable Fuel Standard.

 

The RFS is legislation passed in 2005, which mandates the blending of biofuels such as corn-ethanol with gasoline.  When the legislation passed, it was believed that American consumption of gasoline would continue to rise.  Since 2005, America is consuming less gasoline, while the law forces more ethanol to be blended into less gasoline.

 

The letter calls for common-sense reforms, such as guaranteeing that future ethanol volumes don't exceed 9.7% of the nation's total fuel supply and implementing more effective safeguards against misfueling........

While Enjoying America’s Waterways Play It Safe

Before you head out for a day on or near the water, the U.S. Army Corps of Engineers (USACE) encourages you to make sure you have life jackets for everyone and that you wear them.
In the last 10 years, 88 percent of all USACE public water-related fatalities were men and 68 percent were between the ages of 20 and 60, according to data compiled by the USACE National Operations Center for Water Safety. The center also reports that 84 percent of all public water-related fatalities involved people not wearing life jackets and found that the greatest number of water-related fatalities involved people swimming in areas not designated for swimming. In addition, 27 percent of boating fatalities involved people falling overboard.
Several people who drown never intended to be in the water; they unexpectedly fell from a boat or dock into the water. When this happens, a person will reflexively gasp and can inhale up to one liter of water and drown in less than a minute.
Even a strong swimmer can drown from a fall into cold water because it causes an involuntary gasp (or torso) reflex. A life jacket can help save your life by allowing time for rescue. Some researchers believe cold water is anything lower than normal body temperature of 98.6°F.
Others get into trouble swimming out to retrieve a boat that floated away, or swimming in association with a boat. Swimming in natural waters is not the same as swimming in a pool. Even strong swimmers can get into trouble and be gone within seconds. It takes an average of 60 seconds for an adult to drown and just 20 seconds for a child to drown. Swimming ability also decreases with age.
Swim at a designated swim beach. These areas have been inspected to provide a safe swimming environment. At all USACE beaches you swim at your own risk so adults please watch your children, because most people drowned within 10 feet of safety. Many shorelines at USACE lake and river projects have drop offs and you can be in water over your head instantly or pulled under by the current.
