Hi Bill,

The rainy weather caused some interesting scenes down at Hoppies Marina, making it another beautiful day on the river. However, the flood is affecting Fern and Hoppie who are busy moving out with the help of their supportive friends and family. Let's hope it's not as bad as forecasted! See you on the river!

Yesteryear's Pictures on this Day in 2009.... were sent to us by Jeri Levesque

Hi River Bill,

We sailed the Alton Pool on Sunday. Although the weather was warm, it was blowing around 20 knots with gusts of 32 knots (verified on our wind meter) as we sailed aboard Michelle and Denny Wertheimer's 43' Beneteau, Breeze Pleeze. John and Lynda Heald joined the crew. (pix of Michele at the helm, with John on the cockpit coming)

Breeze Pleeze was the only sailing vessel that we spotted all afternoon as we beat down to Alton and ran back to Sioux Harbor. Our top speed over water was 9 knots, which is the max.

Jimmy Buffett sings it best,
Haul the sheet in as we ride on the wind
That our forefathers harnessed before us
Hear the bells ring as the tight rigging sings
Its a son of a gun of a chorus

MDC’s Discover Nature—Fishing classes ramp up in St. Louis area

This free program teaches the basics of fishing to youths and families.

ST. LOUIS, Mo.—“If people concentrated on the really important things in life, there'd be a shortage of fishing poles,” said cartoonist Doug Larson.
The Missouri Department of Conservation (MDC) wants to help families and kids concentrate on the “important things in life” by helping them to get out fishing. It has plenty of fishing poles, too.
One of the biggest obstacles to trying a new activity, however, is lack of knowledge. MDC’s Discover Nature—Fishing program aims to help families and youths overcome that obstacle by empowering them with all the knowledge they need to discover a lifelong activity.
MDC is holding Discover Nature—Fishing classes this year at both Forest Park in St. Louis and the August A. Busch Memorial Conservation Area in St. Charles.
Instead of being a one-time, get in/get out experience, Discover Nature—Fishing consists of four progressive lessons that move newcomers through all the basics of the sport, and gives them the knowledge and confidence to go fishing on their own.
The main focus of Discover Nature—Fishing is kids 7-15 years of age, but it also emphasizes family involvement and encourages parents, guardians, and youths, 16 and over, to participate as well. All youths must be accompanied by an adult. Adults new to fishing have the opportunity to learn the basics right alongside their children. However, Discover Nature—Fishing is not intended as an adult-only program.
The classes are free and all fishing equipment is provided. Each class runs two hours. After a lesson is taught lake-side by trained Discover Nature—Fishing volunteers, participants then spend an hour or more fishing, putting what they’ve learned into practice.

The four classes include:
•Equipment, Casting, and Proper Fish Handling
•How to Tie a Knot and Bait a Hook
•Five Common Missouri Fish - Their Anatomy, Habitat, and Life Cycle
•Fishing with Lures and Fishing Regulations

To find a list of program dates and times, visit the Discover Nature-Fishing website at http://short.mdc.mo.gov/ZkB. Those interested in registering for a Discover Nature-Fishing class, or becoming a volunteer instructor for the program, should call 636-441-4554

Grafton Ferry Opens Friday....  Kicks Off Tourism Season....

On Friday, April 28, the Grafton Ferry will resume their ferry operations, which typically begin during the last weekend of April.  The ferry will run through at least the first week of November.

Outgoing Mayor Tom Thompson said that he reinstated the Grafton Ferry service following his election in 2009.  He adds that he believes that the ferry service makes the city a unique tourism destination.

During the 2016 season, up to 21,000 cars crossed the Mississippi River aboard the Grafton Ferry.  Thompson estimates that some 13,000 of those cars remain in Grafton, with their passengers patronizing Grafton's shops, restaurants and venues........

Dam Failure Could Be Catastrophic For St. Louis........

The Fort Peck Dam along the Upper Missouri River holds back one of the largest reservoirs in the world.  It is 250 feet high, 21,000 feet long, and is better than 80 years old.

Dr. Benard Shanks, former land and wildlife advisor to the Governors of California and Arizona, believes that the Fort Peck Dam is one of the most hazardous in the nation.  He says that the issues start with the method used for the dam's construction.

Darin McMurray, Operations Manager for the Fort Peck Dam says that the dam was built out of hydraulic fill, which is pretty much just a slurry of mud and water pumped from both up and downstream of the dam site.

Shanks said that this method is not a safe way to build dams, noting that the technique makes the dams more likely to fail, without warning, and with catastrophic results........

EMPHASIS: Troop D Marine Operations Discourages Boating In Flooded Streams And Rivers

Captain Juan Villanueva, commanding officer of Troop D, discourages citizens from boating in flooded streams and rivers. Large amounts of rainfall forecasted for Southwest Missouri this weekend could cause area rivers and streams to flood including the potential for flash flooding. Flooded rivers and streams with moving currents present some of the most dangerous situations a boater can encounter. Many times, the right decision is to stay off the water. Fast moving water can easily capsize or flip a boat, especially when combined with fixed objects or floating debris. Captain Villanueva encourages everyone to always wear a life jacket and use common sense and good judgement when it comes to personal safety in flooded areas.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

Catfish Tries Out Toddler's Lost Pacifier........

Recently, a toddler visiting the Virginia Living Museum in Newport News dropped a pacifier into a fish tank.  An albino catfish became the new owner of the pacifier, if only for a short while.  The catfish tried out the pacifier, at least until museum employees retrieved the pacifier, and returned it to it's rightful owner........

Coast Guard Documentation........

Hi Bill,

I just sold a sailboat and helped the owner with documentation. He told me that he had found the website to the coast guard and filled out the application. At the end they wanted a large fee. I told him what the fee should be and he went back and found that it wasn't the coast guard but a service. What a scam! The fine print at the bottom of the .us website says they are not the Coast Guard.

Be careful everyone. You can call and speak to a real person at the CG in West Virginia and get real answers.

Missouri State Highway Patrol

News Release........

EMPHASIS: Motorists & Boaters: Use Caution In Flooded Areas

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, cautions motorists and boaters to avoid areas where heavy rains cause flooding. Missouri has seen quite a bit of rain recently and the forecast indicates it will continue this week. This weather condition affects safety on both the waterways and roadways. Flooding, especially flash flooding, has proven to be extremely dangerous and can be fatal. The Patrol has placed additional assets and manpower “on call” in areas expected to be most affected.
Never drive through fast-moving waters; even a small amount of fast-moving water can sweep a slow-moving vehicle off the roadway. If your vehicle becomes stuck in rising water, get out quickly and move to higher ground.
For their safety and that of their passengers, drivers are reminded to stay alert while driving in areas known to flood. Barricades closing a roadway are there to protect you. Drivers must respect barriers or barricades put in place by MoDOT — it is extremely dangerous and a violation of state law to drive around them. For information regarding road closures please visit Missouri Department of Transportation’s (MoDOT) road condition map at the Missouri State Highway Patrol’s website www.mshp.dps.mo.gov.
Drivers need to slow down and turn on their headlights in these types of conditions. Weather conditions requiring the use of windshield wipers are usually those that affect visibility. Motorists are reminded that state law requires them to turn on their vehicle’s headlights any time they are using the windshield wipers. It only takes a second to turn on your vehicle’s headlights. But, that second could make you more visible to other drivers and prevent a traffic crash.
The Patrol asks boaters across the state to take extra precautions when boating in flooded areas. Large amounts of rainfall cause rivers and lakes to become swollen. Many times the right decision is to stay off the water. In areas where lakes or rivers spill over the banks, erosion and damage can occur to flooded structures, docks, or water laden levees by boat wakes. Boaters should avoid operating in these areas. If operation in these areas is necessary, boaters should operate at idle speed so as to avoid causing a wake.
Flooded rivers and streams with moving currents present some of the most dangerous situations a boater can encounter. Fast moving water can easily capsize or flip a boat—or personal watercraft—especially when combined with fixed objects such as trees and buildings. Boaters should avoid any operations in these swift flowing waters.
Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!
The only 100 percent survivable traffic crash is the one that never happens. Make sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Every day as we travel on Missouri’s roadways, we trust that every driver on the road is going to obey the speed limit, pay attention, and drive sober. “Don’t Violate The Trust.”

Fishy Tales From Gillespie Lake

Fish Delivery Goes Wrong....  Truck Rolled Into Lake....

Several thousand bass went for a bit of a ride Wednesday morning, when the brakes failed on the truck carrying them to Gillespie Lake, sending the truck, and it's fishy cargo, into the water.

At around 11 am, a delivery truck from Logan Hollow Fish Farm parked at the New Gillespie Lake boat ramp.  Gary Thornhill, the lake superintendent said that the driver had just gotten out of the truck, they heard a hissing noise, and the truck rolled into the water.

The Gillespie Fire Department, the Illinois Department of Natural Resources and the Litchfield Fire Department dive team was called out to the lake.  Divers attached a cable to the truck, and pulled it from the water.  Eventually, 2,000 striped bass and 500 extra hybrid sunfish were eventually released into the lake........

We are reposting this News Release From BoatUS Dated April 6, 2017 because of recent postings on RiverBills Boaters Group about boaters receiving official looking Vessel Documentation Renewal Notices

Official-Looking Vessel Documentation Renewal Notices Can Lead to Confusion and Higher Costs

ALEXANDRIA, VA, April 6, 2017 – Boat Owners Association of The United States (BoatUS) Consumer Protection Department is advising boaters with vessels having a US Coast Guard Certificate of Documentation to be wary of any letter arriving by US mail offering renewal. An increasing number of BoatUS members have complained that these letters direct them to websites that may be mistaken for the actual US Coast Guard Vessel Documentation Center located in Falling Waters, West Virginia, and appear to show a significant increase in the annual fee to renew US Coast Guard (USCG) documentation.

BoatUS advises that while the USCG does send official annual renewal notices by US mail, other notices being received by members are not from the USCG but rather third-party companies whose name or return addresses may appear similar to that of the official USCG Vessel Documentation Center. Members of the half-million boat owners group report the letters look like “real” USCG communications. Some examples members have forwarded to BoatUS do not have any disclaimers noting that they are not official USCG correspondence.

While third-party companies may legitimately provide services to assist with vessel documentation renewals, the USCG’s own renewal process is simple for most vessels and the price, $26, is often much lower than what third-party services may charge. To renew, go to the USCG National Documentation Center website at www.uscg.mil/nvdc and click on “instructions and forms.”

To be documented, a vessel must measure at least 5 net tons and, with the exception of certain oil-spill response vessels, owned by a US citizen. Boats about 27 feet in length or longer generally meet the weight requirement.

If boat owners wish to file a consumer complaint about this or any other boating-related advertisement or company, BoatUS welcomes boaters to visit http://my.boatus.com/consumer/dispute.asp and click on “send us a complaint” button.

BoatUS also advises boaters who may have received mail that they believe is misleading or deceptive may contact the US Postal Inspection Service at 1-877-876-2455 or through its website https://postalinspectors.uspis.gov
.

News Release From BoatUS

Do You Boat on USACE or National Park Waters?

.

ALEXANDRIA, VA, April 25, 2017 -- Hundreds of thousands of boaters enjoy the nation’s vast holdings of US Army Corps of Engineers (USACE) or US Department of Interior lakes and waterways every year. Boat Owners Association of The United States (BoatUS) believes that public-private partnerships have an important role to play in maintaining, improving and growing boating access on waters managed by the federal government.

Yesterday, with an agenda to look at improving visitor experiences on public lands and waters, BoatUS joined a coalition of more than 30 representatives of the Outdoor Recreation Industry Roundtable (ORIR) for a meeting held at Shenandoah National Park in Virginia, with top-ranking officials from the US Department of Interior (DOI). Later in the day ORIR members including BoatUS headed to Washington to meet with DOI Secretary Ryan Zinke.

Some federal recreational boating facilities date from the Eisenhower era and are in need of maintenance and modernization. Improving connectivity, implementing electronic passes, more efficient fee collection, and the role that private industry can play in upgrading facilities were just some of the topics discussed.

BoatUS Manager of Government Affairs David Kennedy, shared this April 24 ORIR statement: “Meeting participants identified access as a crucial area where the private sector can help federal partners improve visitor experiences in the great outdoors…discussed the negative impact of access restrictions…[and the need for] closer management partnerships with state fish and wildlife agencies.”

Asian Carp Update

Michigan Senator Vows To Fight WH Over Carp Report Delay........

Tuesday evening, U.S. Senator Debbie Stabenow, D-Mich. alleged that the White House is holding back a report on how to battle Asian carp, with no word on when it may be released.

Stabenow met with a bi-partisan group of about a dozen members of Congress Tuesday night, who represent the Great Lakes States, to press the U.S. Army Corps of Engineers and other agencies for answers on why the report has been delayed.

Stabenow says that there was no good answer given, however, administration officials said that inland barge operators, represented by the American Waterway Operators' group, raised concerns that delayed the report from it's expected release on February 28........

Congratulations to Steven Wengler on breaking the state record by catching a 1-pound, 14-ounce skipjack herring on the Mississippi River.

St. Louis angler snags state-record skipjack herring

ST. LOUIS, Mo. – The Missouri Department of Conservation (MDC) reports Steven Wengler of St. Louis became the most recent record-breaking angler in Missouri when he snagged a skipjack herring on the Mississippi River. The new “alternative method” record fish caught by Wengler on April 17 weighed 1 pound, 14 ounces. Wengler’s recent catch broke the previous state record of 1-pound, 10-ounces, caught in 2016.

“I was shocked to pull a skipjack herring in the boat while snagging, because I was trying to snag spoonbill,” Wengler said.

He added he was trying to catch the state-record skipjack herring on his rod and reel earlier in the day, but wasn’t having much luck; so he started snagging for spoonbill instead and caught a record skipjack herring.

“It’s kind of crazy to think about because I wanted to catch a state-record skipjack herring, but wasn’t planning on catching one the way I did,” Wengler said.

Wengler caught the state-record skipjack herring for the pole-and-line category last year on the same date. But that record was broken earlier this year. Now he holds the new “alternative method” record for skipjack herring.

“I’m really happy to be back in the record books, but I’m still going after the pole-and-line record for the skipjack herring,” he said.

MDC staff weighed the skipjack herring on a certified scale in Defiance. Wengler said he gave the skipjack herring to MDC to use for research.

“This is the fifth state-record fish so far this year. 2017 is shaping up to be a year for state-record fish,” said MDC Fisheries Programs Specialist Andrew Branson. “The mild weather we have had means more anglers are fishing, and catching big fish.”

Missouri state-record fish are recognized in two categories: pole-and-line and alternative methods. Alternative methods include: throwlines, trotlines, limb lines, bank lines, jug lines, spearfishing, snagging, snaring, gigging, grabbing, archery, and atlatl. For more information on state-record fish, visit the MDC website at http://on.mo.gov/2efq1v

Lower Mississippi River Cruising

ACL Accepting Reservations For New Riverboat........

American Cruise Lines has announced that they are accepting reservations for the first of their modern riverboats, one that has yet to be named.

The 200 passenger riverboat is set to launch on the Lower Mississippi River during the fall of 2018.  The new riverboats will not be paddlewheelers, but more like the riverboats found on European rivers.  ACL intends to build five of the modern riverboats.

Currently, a 345 foot riverboat is under construction at Chesapeake Shipbuilding in Salisbury, Md.  The cabins will be larger than aboard other riverboats. and will face outward with private balconies.  There will be no inside cabins, but there will be a 4 story atrium in the center of the riverboat........

I am looking for donations for the benefit which will be held on 15 July 2017 at The Alton Marina. All funds raised go to the Blessing and to keep the tradition going. If you would like to donate please feel free to contact me. All donations are welcome and if you need a letter for the donation I am happy to supply you with that.

60th YEAR CELEBRATION
Dear Sir or Madame:
I am writing on behalf of The Blessing of the Fleet Inc. We are a not for profit organization of boaters in the Portage des Sioux MO and surrounding areas of the Mississippi River.

The Blessing of the Fleet organization has been in existence for the past 60 years putting on the largest boating event in Pool 26 of the Mississippi River on the Third weekend in August. This year, our 60th, the Blessing of the Fleet and Parade of Boats will be on Saturday, August 19th. Hundreds of boaters from the area will participate in the two parades, one starting at Alton Marina heading upstream and one starting at Yacht Club of St. Louis heading downstream to merge and pass the Statue where the boats are blessed by the Priest.
Prior to that we will be having a fund raiser at Alton Marina on Saturday, July 15th to help continue this event and provide support for the statue of Our Lady of the Rivers at Portage des Sioux.

We are requesting if you would donate a gift certificate, product or promotional item for raffles at the benefit. All funds are used for the Blessing and we donate to the up keep of the statue of Our Lady of the Rivers at Portage de Sioux. With the generosity of donations we are able to keep this tradition going. We are wanting to make the 60th the best yet.

Your company and donation will be recognized at the event and on our website, www.blessingofthefleetstl.com.

If you have any questions or concerns please feel free to contact me.

Thanking you in advance for your consideration.

Bridge Progress Delayed By Floods........

A series of floods along the Illinois River has affected the progress on a new Illinois 104 bridge over the river at Meredosia, Illinois.  Water is still better than halfway up the barriers marking the construction path below the bridge, and has prolonged the settlement period for dirt filled in on the west bank.

Scott Halverson, Superintendent for contractor Halverson Construction said that the bridge was originally slated to be a four year project, but they have been delayed by a record setting flood, a third-highest flood, and another flood since then.

Halverson added that waiting for the soil to settle has pushed back the completion date for the span, as well as the entire project, including the demolition of the existing bridge, the construction of a pump station for the Village of Meredosia, storm gutters, a stormwater retention system, in addition to new sidewalks and curbs along Main Street........

Crews Inspecting Bridge........

From Monday through Thursday, one lane on the bridge spanning the Missouri River at Jefferson City will be closed so that crews will be able to perform routine inspections.

Crews with the Missouri Department of transportation will be inspecting the eastbound/northbound span from 8 am to 3 pm each day.

Study:  Pond Expansion Major Factor In Delta Land Loss........

New research has shown that wind-driven expansion of marsh ponds within the Mississippi River Delta is a sizable factor in the loss of land in the Delta area.

According to the study, some 17 percent of land loss in the region was the result of pond expansion, the majority of it caused by waves eroding away the edges of the pond.

These results add to researchers understanding of the processes that form the Delta, and challenges scientists and engineers to find ways to protect sensitive shorelines........

Man Swept Downriver In Tent On Air Mattress....  Gets Rescued....

On Sunday, 45 year old Jerry Shadoan was camping close to the banks of the Cumberland River, when the water levels rose, washing him and his tent into the river.

Shadoan floated some 30 yards downstream while sleeping on an air mattress inside the tent.  The tent was eventually snagged on a tree waking him up.  Shadoan called 911 on his cell phone.

Williamsburg Fire Chief Larry Todd said that Shadoan was able to remain afloat until responders were able to get to him.  Shadoan lost many belongings, but was uninjured........

Mississippi River Levees

Push On For Levee Deregulation........

There are two different schools of thought where river management is concerned.  The first group believes that the river is able to be tamed, and the second believe that it is foolish to try to corral the river, especially during times of flooding.

These days, a group called Neighbors of the Mississippi, who represents stakeholders in St. Charles, Lincoln and Pike counties in Missouri, calls for equitable heights for levees, and enforcement of the existing laws.  The Upper Mississippi, Illinois & Missouri Rivers Association represents the other side of the issue, calling for aggressive levee building.

This issue has made it's way to Washington, as levee engineer and chairman of the UMIMRA board, Michael Klinger offered written Congressional testimony calling for making the process to retroactively legalize the overbuilt levees easier........
