Sexual Predator Arrested

Attempted To Lure Kids Into Van For Fishing Poles....

Last Thursday, a convicted child sexual predator was arrested following a suspicious incident along the Grafton Riverfront.  The incident was witnessed by a Grafton Police Officer who was walking her dog.

Reportedly, Gary Darnell was talking to a group of children near a boat ramp.  The off-duty officer though his actions were suspicious, and ran his license plate number.  The plate came back to Darnell, who was a registered sex offender against children.

The officer stated that Darnell was trying to lure kids into his van to collect fishing poles.  Darnell told officers that he was in Grafton to do some fishing.  He had a fishing license, which was expired.  He was charged with loitering within 500 feet of a park, which as a sex offender, he isn't allowed to do........

Tram Rides To The Top Of The Arch Resume........

On Wednesday, tram rides to the top of the Gateway Arch resumed, after being unavailable since November.  The closure was to allow crews to replace the tram motors as part of the Arch Grounds renovation project.

Officials had hoped to resume the tram rides last month, however, they pushed it back to the latter part of April.  Tram operator, Bi-State Development, said that this was a soft opening.

Bi-State spokeswoman, Patti Beck said that the first tram went up around 10 am Wednesday, and over 40 trips were expected to be made by 5 pm.  At this time, only the south tram is running.  The north tram is expected to reopen in mid-May........

Riverfront Silo Application Has Been Withdrawn........

A barge terminal recently withdrew their application for 145 foot tall silos that would obscure one of Memphis' most dramatic views of the Mississippi River.

On Wednesday, Planning Director Josh Whitehead announced that American Commercial Barge Line pulled their application for a Board of Adjustment variance.  The flooding in 2011 destroyed the company's riverfront storage tanks downstream from the Memphis & Arkansas Bridge.

Stakeholders including the Metal Museum, Chickasaw Heritage Park and the French Fort neighborhood voiced their objection to the height of the proposed silos, which would rise 75 - 95 feet above the bluffs, obstructing the river view........

Mississippi River Near Guttenberg, Iowa

Island Restoration Project Starting Soon........

Several of the natural islands lining the Mississippi River's navigational channel near Guttenburg, Iowa have eroded and are now disappearing.  The U.S. Army Corps of Engineers is working on a project to restore the islands, as part of the Upper Mississippi River Restoration Program.

Erosion from waves and flow through the main channel has reduced the amount of wetlands, which is causing a loss of aquatic vegetation and shallow water protected habitats crucial for the survival of several species of fish and wildlife.

The goals of the proposed project will be to protect and restore island complexes within the 1,000 acre Upper Mississippi River National Wildlife and Fish Refuge.  The project is intended to restore and enhance quality habitat for native and desirable species via the reduction of suspended solid concentrations........

Lake Of The Ozarks

Improvement Project Begins At The Bagnell Dam........

This week, work began on a major improvement project on the Bagnell Dam at the Lake of the Ozarks.  The $52 million project will involve the installation of new anchors and concrete on the downstream side of the dam.

Officials with Amren Missouri say that the last major structural update to the dam, which provides power to 42,000 homes, was completed over three decades ago.

According to Amren, new anchors will help secure the dam to the underlying bedrock, and better than 66 million pounds of new concrete will be added.  This project should take about 18 months........

Rising River Prompts Corps' To Activate Flood Fight Rules........

As of 5 pm Tuesday, the Mississippi River at New Orleans, Louisiana was at 11.63 feet, which has prompted the first phase of the U.S. Army Corps of Engineers flood fight rules, including more inspections and work restrictions on and around levees.

The Corps, working closely with local levee authorities, will start patrolling the levees lining the Mississippi River, south of Baton Rouge twice each week until the river falls below 11 feet on the New Orleans' Carrollton Gauge.

The National Weather Service forecast that the Mississippi River will crest at 11.5 feet in Wednesday, with the crest remaining two daysbefore starting to fall.  It is not expected that the river will fall below 11 feet until Saturday........

Wellcraft Has Returned To The Fishing Boat Market........

Groupe Beneteau has relaunched the Wellcraft name in the crowded open fishing boat market, but company executives are not seeing a start behind the competition as a negative.

Christophe Lavigne, vice president of engineering and customer service for Wellcraft, Scarab Jet, Four Winns, and Glastron, said that being late to market, they can offer the best of what the competition is doing, as well as designing at least one or two real innovations into each boat.

Over the past two years, Wellcraft has introduced nine new bay boats and center consoles, all of which bear the Fisherman name.  These boats are also available as Scarab Offshore models, which is basically a graphics and interior options upgrade........

Mississippi River At Hannibal, Missouri

The Mark Twain Riverboat Moved Upstream........

Residents of Hannibal, Missouri may have noticed that the Mark Twain Riverboat, which is normally a fixture along the riverfront, has moved a bit upstream.

The Mark Twain usually is moored at the foot of Center Street in Hannibal.  Now, the riverboat has been relocated a few blocks up the Mississippi River at the foot of Hill Street.

The riverboat was moved because her wharf boat, which contains the ticket office and gift shop, is getting a new hull in Fort Madison.  The Mark Twain will likely return to her normal spot within a few weeks........

News Release From BoatUS

Save a Life: Become a Life Jacket Loaner Site

BoatUS Foundation loaner program now easier to apply

ANNAPOLIS, Md., April 17, 2017 – Across the United States, there are over 550 BoatUS Foundation Life Jacket Loaner sites that collectively loan out children’s life jackets more than 140,000 times each year. That makes it one of the largest and most successful boating safety programs in the country. Becoming a new loaner site is now easier with an application cycle that allows marinas, boat clubs, waterfront restaurants or government agencies to apply at any time, speeding the review process. There is no cost to set up a loaner site and it’s easy to do at BoatUS.org/life-jacket-loaner.

“We want to make it easier for marinas, waterfront organizations or other groups that serve boaters to join this life saving program and help us find the best loaner sites possible,” said BoatUS Foundation Outreach Manager Alanna Keating.

Approved locations will receive a kit containing 12 child life jackets with sizes from infant to youth as well as signage and a local publicity kit. Loaner host sites simply need to track usage with an easy sign-out system and provide the Foundation with periodic feedback. The best loaner sites will be accessible to the boating public, serve a large boating population and be located in areas without current loaner programs.

Boaters typically borrow a life jacket for an afternoon or weekend. “We know kids grow fast and sometimes boaters need a correctly-sized jacket for a younger guest,” added Keating. There is no charge for the use of life jackets and the BoatUS Foundation replenishes the supply of jackets as wear-and-tear takes its toll.

The program gives tens of thousands of parents and boaters peace of mind each year when they head out on the water, and since 1997, three children’s lives have been saved by a BoatUS Foundation loaner life jacket. To apply to become a site or find a site near you, go to BoatUS.org/life-jacket-loaner.

Fishing Gear Retailer

New Terms Has Bass Pro Paying Less For Cabela's........

On Monday, new terms were announced for the merger of Bass Pro Shops and Cabela's, which will have Bass Pro paying around $500 million less than when the deal was first announced in October.

The Amended Merger Agreement will have Bass Pro acquiring Cabela's for $61.50 per share in cash, which would value the transaction at around $5 billion.  When the deal was announced last fall, it had Bass Pro paying $65.50 per share in cash, valuing the transaction at $5.5 billion.

Cabela's board unanimously approved the deal, which will likely be completed during the third quarter of 2017.  The deal will have to approved by Cabela's shareholders, as well as being approved by regulatory agencies and completing customary closing conditions........

Mississippi River Levees

Levee Heights Prompt Debate About Flooding........

The U.S. Army Corps of Engineers recently completed a new survey which revealed levee height violations by nearly all levee districts along the Mississippi River between Alton and Burlington, Iowa.  The results of the survey has raised fears that water displaced by the overbuilt structures can intensify flooding further downstream.

While the Corps has not revealed the levee districts that are in violation, by studying survey charts, one can see several examples of levees that are higher than allowed, and some by as much as four feet.

Scott Whitney, flood risk manger with the Corps' Rock Island District said that when modifying a federal structure, permission must be obtained to do so.  He added that they looked at 202 miles of mainstem Mississippi River levees, and found that 8- miles worth are two to four feet higher than they are supposed to be........

The Goldenrod Showboat

Preservation Group Looking For Permanent Location For Portion Of Boat......

A historic preservation group has been working to keep the spirit of the Goldenrod Showboat alive, and are working on plans to achieve this goal.

Prior to closing her doors for good in 2001, the Goldenrod entertained her visitors for the better part of the 20th century.  In recent years, the Goldenrod has been moored along the Illinois River at Kampsville, and volunteers have been salvaging parts from the vessel.

According to volunteer Jake Medford, the group is looking to recreate a portion of the Goldenrod in a permanent location.  Medford said that there are no solid plans yet, but they are looking for a place on land in the St. Louis region so they don't have to worry about sinking.........

Missouri Waterways

Advocates:  Proposal Pits Paddlers Against Landowners........

Paddlers, anglers, and other people that use Missouri's 115,000 miles of flowing waterways are concerned that a house bill intended to clarify property ownership along the state's waterways may end up denying access to the water.

Missouri Representative Robert Ross's bill features detailed language specifying how much land on either side o river that a property owner may claim, and the ownership depends upon the waterway being deemed navigable.

Michelle Lambeth, executive director of the Missouri Canoe and Floaters Association says that the language in the proposed bill may leave property owners with the wrong idea that paddlers cannot step ashore to fish, picnic, or swim in the river........

News Release From BoatUS

TowBoatUS Takes Bassmaster Classic Champion's Boat to the "Finish Line"

LAKE CONROE, Texas, April 15, 2017 – When Jordan Lee, the winner of the 2017 GEICO Bassmaster Classic presented by Dick’s Sporting Goods needed a hand, TowBoatUS was there. On Sunday, Lee was crowned the winner of “the world championship of fishing,” but not before he had to ask the 24-hour on water assistance service, TowBoatUS Lake Conroe, for help in getting his disabled boat to the final weigh-in on time.

As the morning of the third and final day of the tournament unfolded, a glitch in Lee’s outboard made it impossible for him to get his boat on plane. Whether he had struck an underwater object or some other mishap was to blame, he suddenly was unable to chase fish across the 21,000-acre lake. Luckily, he was near the honey hole he was trying to reach. He fished it hard, bringing in an incredible 27-pound, 4-ounce, five-fish limit for the day, or nearly half of his winning three-day total of 56 pounds, 10 ounces.

However, with a dead boat in the water, getting to the final weigh-in was going to require a “Plan B.” After consulting with tournament officials, Lee, who is a BoatUS member with an annual TowBoatUS Unlimited Freshwater Towing Plan, was able to hop on a spectator boat while TowBoatUS Lake Conroe retrieved his boat. After a short tow to the launch ramp, Lee’s rig was quickly loaded on a trailer and brought to weigh-in, just in time for the 25-year old angler to claim his title – his first professional tournament win with B.A.S.S.

The bass fishing phenom, who worked his way up from the Carhartt Bassmaster College Series tour to world champion in less than four years, collected $300,000 for his win. The GEICO Bassmaster Classic paid out more than $1 million to the 52 competitors in the event, which drew a total attendance of more than 115,000 to the various venues in Houston and on Lake Conroe.

Weigh-ins were held in Minute Maid Park, home of the Houston Astros, each day of competition, March 24-26. Lee set new Classic records for the greatest comebacks, rising from 37th the first day to 15th on Day 2 and then to first.

“For Jordan Lee and the 70,000 other boaters who call us for assistance each year, this is how we make their boating better everyday,” said BoatUS Vice President of Towing Services Adam Wheeler.

Much like a reliable auto club for boaters, BoatUS offers TowBoatUS on-water Unlimited Towing Membership Plans for freshwater boaters and anglers for just $72 a year, which includes BoatUS membership. For saltwater boaters the price is $149. On-water tows, soft ungroundings, battery jumpstarts and fuel drop offs are included and there are no deductibles. The plans are good for any boat that is owned, rented or borrowed, and the TowBoatUS fleet is the largest in the nation with 605 red response vessels. Go to BoatUS.com/towing for more.

Historian Writes About Past And Future Efforts At River Control........

Jim Barnett is a historian and author from Natchez, and he has spent several decades studying the Native Americans that settled along the Mississippi River.  While researching the tribes, Barnett became curious about the modern management of the river.

Barnett's latest book, Beyond Control:  The Mississippi River's New Channel to the Gulf of Mexico, takes a look at the fight to control the Mississippi River from when it was first settled, to contemporary times.

Barnett says that the book doesn't just look back into the past, but also forward to the future.  He adds that once the lands bordering the river were settled, levees went up to protect those properties, and we want the river to stay in it's designated channel.  The river has other ideas, as it's course changes are inevitable........

Mississippi River History

A Look Back At The Flood of 1927........

The big news in 1927 was the Mississippi River Flood of 1927, which was the most destructive river flood in the history of the United States.

During the fall of 1926, extreme weather raced across the plains states to the Ohio River Valley, causing levees to begin breaking in the lower Mississippi River Valley during March of 1927.  The levee breaches continues through May.  The floodwaters did not completely drain until the end of summer.

All told, some 27,000 square miles of land were covered by water.  Around 637,000 people became homeless, and between 250 and 1,000 people died.  Direct property losses ended up between $250 and $500 million.  When indirect losses were figured in, that figure crept up to about $1 billion........

Outgoing St. Louis Mayor's Legacy Lays Along The Mississippi River........

As St. Louis Mayor Francis Slay wraps up his 16 years of service to St. Louis City, the State of Missouri, and the Mississippi River Valley, his legacy will live on along the length of the river.

Slay was the founding mayor of the Mississippi River Cities & Towns Initiative, which is an association of 75 cities within the 10 states along the Mississippi River.  The MRCTI was founded in 2012, and is intended to deal with issues surrounding the Mississippi River, including flooding, droughts, and pollution.

Last month, Mayor Slay was in Washington D.C. to release the MRCTI's plans for restoring the natural and built infrastructure of the Mississippi River Corridor.  Slay's efforts have ended up benefitting cities from St. Paul, Minnesota to Gretna, Louisiana........

Feasibility Study Looks At New Local River Port........

Some members of the Jefferson City Area Chamber of Commerce recently developed a plan for conducting a feasibility study, which would look at whether an intermodal/multimodal Port Authority could be established in central Missouri.

The feasibility study would determine if a port would be not only financially, but functionally viable.  Randy Allen, President of the Chamber of Commerce said that they believe that there is a need for an intermodal river port between St. Louis and Kansas City.

Allen added that they are hoping that the feasibility study would be carried out while the Missouri Department of Transportation conducts a statewide study to determine the economic benefits of all Missouri and Mississippi River ports........

Pest Destroying Wetlands Grass Identified........

After several weeks of meeting with scientists around the globe, the Louisiana State University recently announced that they have determined what mysterious pest has been destroying thousands of acres of wetlands grass in Louisiana.

On Thursday, officials announced that the nipponaclerda biwakoensis, an invasive type of scale native to China and Japan has decimated large patches of roseau cane, a tall grass that is considered to be crucial for fish and bird habitat, as well as adding stability to the rapidly eroding delta.

Damage to the roseau cane is worst in the far southern reaches of Plaquemines Parrish, including the Pass a Loutre Wildlife Management Area, where around 80% of the preserve's 110,000 acres have been affected by the invasive insect........

Boat Accident Kills One, Injures Three........

The Missouri State Highway Patrol reports that one person is dead, and three more were injured in a single boat accident that occurred on the Lake of the Ozarks shortly after 9 pm Thursday night.

The MSHP was called out to the 71 Mile Marker around 10:30 pm for a report of an accident.  Reportedly, a 20 foot Sylvan fishing boat was running at a high rate of speed near the 71 Mile Marker when it crashed into the shoreline.

43 year old Daniel L. Walters was killed, 48 year old Darryn Keith, 51 year old Andrew Hrabanek, and 51 year old Dan Young were injured.  All of the men were from Nebraska........

Fatal 2016 Accident A Reminder For Sober Boating........

Last August, 49 year old Richard Prince and passenger, 40 year old Bradley Dunphy were killed when Prince's 44 foot MTI catamaran flipped while making a high speed run on the Lake of the Ozarks.

While most reports focused on the speeds Prince was running the catamaran, or the conditions on the water, it seems that the most likely cause of the accident was overlooked, Prince's blood alcohol level.

The toxicology report released by the Missouri State Highway Patrol Crime Laboratory Division revealed that both men aboard the Catamaran were well over the legal blood alcohol limit for operating the boat........

Mississippi River At Davenport, Iowa

Rhythm City Casino Barge May Be Donated to LL&W ........

The Rhythm City Casino Resort had been considering donating their barge along Davenport's riverfront to either the City of Clinton or Living Lands & Waters.  During Tuesday's Committee of the Whole meeting, Clinton determined they couldn't accept the barge without investor support.

Clinton City Administrator Matt Brooke advised the City Council that even though the barge could be gifted, it will still require a minimum investment of $563,000, which represents the costs of moving the barge, as well as running gas and sewer to the barge.

The barge has been for sale since Rhythm City moved their operations to land two years ago, but with no purchasers to be found, and Davenport requesting for it to be removed by March 31, donating it is their best option.

The next step is for the casino to put together a formal proposal and plans for the barge's removal.  Founder and president of Living Lands & Waters, Chad Pregracke says that they are prepared to accept the barge........

Illinois River At Peoria, Illinois

City Issues Combined Sewer Overflow Warning........

Tuesday afternoon, the City of Peoria, Illinois issued a warning to residents to stay away from portions of the Illinois River due to a sewage overflow .

The overflow occurred after extra water was unexpectedly released from a portable system, causing the sewage to flow into the Illinois River.  The city has been working on a long term fix to the combined sewage overflow issue as required by the Clean Water Act.

Officials are saying that exposure to the Illinois River downstream form Detweiller Marina may cause illness if one is exposed to the water, or eat fish caught in the river due to the overflow........

Missouri State Highway Patrol

News Release........

Water Patrol Division Begins Annual Buoy Audit April 15

Colonel Sandra K. Karsten, superintendent of the Missouri State Highway Patrol, would like to make the public aware of the following:

The Missouri State Highway Patrol’s Water Patrol Division will be conducting the annual buoy audit beginning April 15, 2017. The division manages thousands of buoy permits which must be maintained by the individual permit holders. The annual audit involves verifying the permit holder still owns the property associated with the permit, ensuring the buoy is placed properly, and confirming the buoy displays the correct markings. Additionally, the buoy must be well maintained and the markings must be visible to boaters.

Buoy permits must be placed by April 1 each year, unless otherwise specified in the permit. Buoys which are not in compliance with the permit requirements are subject to revocation. The cooperation of buoy permit holders in maintaining navigational buoy markers on our waterways is appreciated. Any questions regarding buoy permits may be directed to the Water Patrol Division at 573-751-5071, or by email at Buoys@mshp.dps.mo.gov.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

River History....

April 12, 2008 in River History

The Upper Mississippi River was closed to all recreational boaters between the Chain of Rocks and the J. B. Bridge in St. Louis.

This closure was a result of extreme high water, strong currents and the difficulty of navigating towing vessels through the St. Louis area during these conditions.

Bridge Allision Causes 2 Year License Battle........

Professional vessel pilots and captains face challenges and hazards on each trip, and arguably those most challenged on a daily basis are the pilots and captains operating on the nation's rivers aboard towboats.

A towboat captain involved in an allision with a railroad bridge spent two years fighting legal battles in an attempt to defend his towboat license.

The incident occurred as a northbound tow was nearing a rail crossing as a southbound tow made contact to arrange for a passing near the span.  The northbound tow maneuvered to safely pass the southbound tow, however, the river had other plans.  While the northbound tow's captain made the corrective actions, the river still forced the tow into the bridge........

Mysterious "Bug" Destroying Louisiana Wetlands........

Roseau cane is a wetland grass that is considered to be crucial to the wellbeing of Louisiana's coast.  Recently, the cane has been dying off at an alarming rate in the southern portions of Plaquemines Parish.

Since the fall, thousands of acres of the cane have gone from green to brown, and in many places, the cane has given way to shallow, open water.

The most likely cause of the blight is a foreign "bug" that is sucking the juices from the cane.  Researchers have been trying to identify the species, but they believe it to be a type of scale or mealybug.  So far, there are no plans for eradicating it........

The geyser is located in Malcolm W. Martin Memorial Park in East St. Louis, IL and  has three scheduled eruptions every day from April 1 to October 31...... Noon, 3PM and 6PM.

Each eruption lasts 10-minutes, wind and weather permitting and shoots the water 630 feet into the air..

Yesteryears Picture of the Day in 2015.....  Were sent to us by Dave McMahan

Bill and friends of pool 26,

We met these 6 young men who are paddling from the Gulf to the Arctic Ocean. They stopped at Sherwood Harbor, had some beers and good times.

Jarred, Adam, Luke, Winchell, Dan, and John.

Great young men that work helping troubled youths and took time off to go up the great Mississippi River. They are pulling out tomorrow morning.

Thanks,

Dave, Sue, Jim, Dorothy, and Tommy

RiveBill says....  The guys continued paddling north up the Mississippi River and various other rivers and lakes of the United State and Canada finally arriving on the shores of the Arctic Ocean in September 2015.   They paddled 5200 miles, 244 days.

Flooding Outlook

Chances Of Flooding Lower Than In Past Years........

In recent days, there has been minor flooding along the Mississippi and Illinois Rivers, but officials with the National Weather Service are not seeing much cause for worry in the coming weeks.

Mark Fuchs, a hydrologist with the NWS said that there s a possibility that a major flood could occur this year, but the odds of it happening this year aren't as great as in years past.

Fuchs adds that the NWS is trying to make sure that the public is aware that there is not a huge risk for flooding this spring, and into summer.  At this time, they are not seeing any reasons for concern........

Boat Sales

Study Reveals 20% Decrease In First Time Boat Buyers........

On Monday, Grow Boating released their complete study of the First Time Boat Buyer, and according to Info-Link's 2015 data, first time boat buyers represent 33% of all boats sold in the U.S..

This number is down close to 20 percent from 2005.  This decrease is for the most part why the average age of boat owners continues to rise.

Carl Blackwell, Grow Boating's president said that even though the recreational boating industry has recovered from the recession, each year, fewer people start boating for the first time........
