A RiverBills Sticker Sighting.... was sent to us by Capt'n Barry Munsell.

Hi Bill,

Linda and I have returned to Pensacola where we bought Mardi Gras in 2010. We are anchored in the most perfect anchorage of Ft McRee, which was a Confederate fort and then used once again in WWII.

It's hard to believe it's been seven years. Our boat is a 1980, Charlie Morgan designed, center cockpit sloop. The dinghy is a 2005 West Marine Avon, 10 1/2 foot with a 15 hp Merc.

In 7 years we have been to the Bahamas twice, Dry Tortugas, St Simon and Jekyl Island, Georgia with many stops in between.

Btw. Key West is way over rated if you are in a sailboat on a budget. I know this is a lot of writing for a River Bill sticker sighting but it completes our circle as we get ready to start out again looking for new adventures on Mardi Gras.

Spring Has Arrived

Burn the Socks

A Mariner's Tradition

Burning of the Socks Signifies

Goodbye Socks... HELLO SPRING !

“The tradition dates back to the mid-1980s when Bob Turner, then manager of the Annapolis Yacht Yard, got tired of the winter blahs. He’d spent the whole season working on OPBs (other peoples’ boats), all the while collecting metal filings, bottom paint grindings, sawdust, fiberglas fibers, and globs of paint, caulk, resin and filler in his socks. On the first day of spring one year, he took off his socks, put them in a paint tray, doused them with lighter fluid, and toasted spring with a longneck beer while they burned.

Traditionally, die-hard boaters wear deck shoes sans socks from the Vernal Equinox until winter arrives.*

Missouri State Highway Patrol

Spring Aboard Campaign!

Lieutenant Colonel Sandra K. Karsten, acting superintendent of the Missouri State Highway Patrol, announces the Patrol will participate in the National Association of State Boating Law Administrators’ (NASBLA) Spring Aboard campaign. Developed by NASBLA, and produced under a grant administered by the U.S. Coast Guard, the annual Spring Aboard campaign informs and motivates boaters to prepare for the boating season by providing information on how to enroll in a boater education course. The campaign emphasizes enrollment in approved courses which meet the national boating educational standard.

U.S. Coast Guard statistics indicate that of the accidents where the level of operator education was known, 80% of boating deaths occurred on boats where the boat operator had never received boating education instruction.

The Spring Aboard campaign encourages boaters to register for a certified boating educational course during the week of March 19-25, 2017. Forty-nine states and U.S. territories require some form of boater education.

Missouri law requires everyone born after January 1, 1984, who operates a vessel on Missouri lakes to possess a certified boating safety education card and photo ID. This includes personal watercraft operators.

Boaters have the opportunity to sign up for a certified course in a classroom or take an online course by visiting the Patrol’s website at www.mshp.dps.mo.gov. Look under Training on the Patrol’s homepage for the “Boat Safety Education & Certification” link. The classroom course provided by the Missouri State Highway Patrol is free, but registration is required and the boater ID card costs $15. Additional fees apply to the online course, which is provided by Boat-ed.com.

“Everyone looks forward to warm weather and the ability to spend time outdoors,” said Lt. Col. Karsten, “and Missouri’s many beautiful waterways provide endless opportunities for relaxation and recreation. The Patrol encourages those who have not already taken a course to sign up for a boating safety class now, before the season starts.”

Watercraft operators must consider the effect their actions have on others. Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

Doctoring and Jobbing Traded In To Be A Travel Writer

Eddie Harris's Second Book on Mississippi River Travels

Eddie Harris wanted to be a doctor when he went off to college, but soon realized that "doctoring" was not for him. He completed college his education and went on to land a job with IBM.  After about three weeks he made up his mind that "Jobbing" wasn't for him either, so he quit his job and decided to become a writer.

Eddie's travel writing career began with a solo trip down the mighty Mississippi River and there after he published his first book in 1988. It was titled "A Mississippi Solo: A River Quest."

Eddie recently decided to make a repeat journey of his river trip and  embarked on a new voyage down the Mississippi River.  This time took a camera crew with him to film a documentary of the journey, which is currently in the post-production stages.

His latest book is titled "Mississippi Solo: A River Quest"  .. click here

Survey Says Americans Confused About Ethanol, Fuel Choices........

A recent study of 2,000 adults 18 years old and older was conducted online by Harris Polls on behalf of the Outdoor Power Equipment Institute revealed that Americans are still confused by new fuel choices at the pump.

The mis-fueling of engines is of concern as well, as the poll shows that a higher number of consumers have used E15 or higher ethanol fuel in engines not designed for it

Since 2014, the National Marine Manufacturers Association has teamed up with the OPEI on the "Look Before You Pump" campaign, whose goal is educating consumers on proper fueling.  They also point out that the federal government says that it is illegal to yse fuel containing more that 10% ethanol in boats, outboard, and other small engines........

The 7th annual Fishing for Freedom event is coming up, and is short on boaters.  Registration for the event has maxed out at 200 anglers, however, it needs at least another 45 volunteer boaters to arise at the desired 180.

The Fishing for Freedom event is intended to give Veterans and active duty military personnel an opportunity to catch up on some of the fishing they may have missed while they were serving.

According to Fishing for Freedom director Randy Gengenbacher, the event is a good way to give back to those who have sacrificed so much for us........

Cruise Follows Lewis & Clark's Footsteps Pacific Northwest........

Meriwether Lewis and William Clark departed from Camp DuBois (near Wood River) on May 18, 1804, arriving in St. Charles two days later.  People were surprised when the expedition arrived in St. Louis on September 23, 1806, as it was believed the adventurers had died.

These days, people have the opportunity to follow in the Corps of Discovery's footsteps aboard an expedition ship, the Sea Bird for a week-long trip with Linblad Expeditions/National Geographic.  The journey covers about 550 miles along the Columbia and Snake Rivers in the Pacific Northwest.

The Sea Bird measures 152 feet long, and 31 feet wide, and carries 62 passengers and 29 crew.  Amongst the crew are guest lecturers speaking on relevant topics, a videographer, and photography instructor, a certified massage therapist, and a naturalist........

This week, President Trump released his Budget Blueprint, and the National Marine Manufacturers Association is saying that it calls for cuts to several departments that affect the recreational boating industry.

If the budget is enacted, the departments that would see cuts include a $1.5 billion (11.7 percent) decrease for the Department of Interior, a $1 billion (16.3 percent) decrease for the U.S. Army Corps of Engineers, and a $2.6 billion (31.4 percent) decrease for the Environmental Protection Agency.

Why Do Boats Sink In The Spring?

Each spring, boats are released from their wintry cocoons, and returned to the water.  Unfortunately, shortly after this happens, many boats end up sinking while they are safely tied up at the dock.

According to BoatU.S.' Seaworthy magazine, who has combed through the BoatU.S. marine insurance claims, has identified the top five reasons for boats sinking, which are:

○  Missing or damaged hose clamps

○  Unsecured engine hoses

○  Heavy spring rainfall

○  Broken sea strainer

○  A leaky stuffing box

Mississippi River At Cairo, Illinois

Group Proposes River Port For Cairo........

The City of Cairo, Illinois, area legislators, and the Cairo Public Utility Company have proposed to construct a port terminal along the Mississippi River in the town.

The proposed port would occupy an empty field close to the levee, and in addition to bringing in new jobs, it would help revitalize the region.

State Senator Dale Fowler said that a port would help the region capitalize on the abundant barge traffic in the area, and companies are already expressing interest in using the port if it is constructed........

Missouri River Near Omaha, Nebraska

Riverboat Travelling Up The Missouri River........

For the first time in perhaps decades, an old-fashioned paddlewheel riverboat is travelling up the Missouri River.  The vessel, built in the 1960s, is captained by Caleb Gilkerson, who just purchased the vessel.

Gilkerson is making the journey from Cincinnati, Ohio, where he bought the boat, to South Dakota.  He travelled down the Ohio River, up the Mississippi River, to the Missouri River.

The long journey has been difficult, as the paddlewheeler can only make 5 miles per hour, an has broken down several times.  Gilkerson quipped that he now knows the riverboat quite intimately........

News Release From BoatUS

Boat Trailer Insurance Mysteries Revealed by BoatUS

ALEXANDRIA, VA, March 16, 2017 – If you get in an accident while trailering your boat, do you know which insurance policy will pay for repairs to the trailer?

If it’s a simple accident with damage to the trailer only, it’s likely to be the trailer insurance coverage that pays. But what happens when you back the trailer into a neighbor’s stone wall or a tree comes crashing down on your trailer in your backyard? Boat Owners Association of The United States (BoatUS) understands how the combination of homeowners, auto, boat and boat trailer insurance add up to protect trailer boaters and offers these tips:

Start with the basics. When shopping for insurance for your trailer boat, ensure to ask if the policy provides boat trailer coverage. Not all insurers provide it.

Know the trailer value. If you decide to add trailer coverage to your boat’s insurance policy, your insurer needs to know the cost of the boat and trailer separately. If you don’t separate each out, the insurer may have difficulty in fairly compensating you in the event of a claim.

How far can you trailer? Ask if there are geographic limits on where or how far you may trailer your boat.

Check your auto insurance. Ensure your tow vehicle’s insurance policy includes liability coverage for any damage to others’ property caused while trailering your boat, for example, backing into your neighbor’s stone wall. This liability coverage is not provided by your boat and trailer policy.

Check your homeowner’s insurance. Ask your homeowner’s insurance company if your trailer is covered while stored at home. And try not to park a boat trailer under a tree.

Read the fine print. If you store your boat trailer at your marina or other storage facility, read the fine print in your contract as it relates to insurance. Many include language that holds these facilities harmless. Review these clauses with your insurance company to make sure you're not in danger of a breach of the insurance contract, which could result in no coverage.

Roadside assistance. For a nominal fee, many auto insurance policies offer roadside assistance. Boat trailers, however, aren’t likely to be included in the coverage and if there is a breakdown of the tow vehicle or the trailer, your boat could be left on the side of the road. Consider adding separate roadside assistance for your boat trailer. For BoatUS insurance policyholders, roadside assistance for both the tow vehicle and trailer (while towing) is included with the insured trailer. Or it may be added for $14 to any BoatUS membership. In either scenario, BoatUS Unlimited Trailer Assist will tow both a boat trailer and its disabled towing vehicle up to 100 miles.

For more information, go to BoatUS.com/insurance or call 1-800-283-2883.

Missouri River Management

Suit Claims Corps Responsible For Flooding........

More than 300 farmers and landowners have filed a lawsuit against the U.S. Army Corps of Engineers, claiming that their management of the Missouri River has contributed to major flooding in five states, mainly the 2011 floods.

The suit was filed in 2014 in the U.S. Court of Federal Claims, and maintains that the Corps changed their practices concerning the river's water storage, flow and release management since the mid 2000s, placing less emphasis on flood control, and more on habitat restoration for endangered species.

The suit also claims that the Corps unconstitutionally deprived the plaintiffs of their land, basically taking it without compensation.  The lawsuit does not specify the amount of damages being sought, however, the landowners attorney says that it may exceed $250 million........

Coalition Approves Expansion Of Regional Locks........

Illinois officials and river advocates are calling on President Trump to include seven locks and dams along the Mississippi and Illinois Rivers on the top of the infrastructure priority list.

Improvements to five Mississippi River locks, and two Illinois River locks are amongst 50 priority infrastructure projects that were shown to the National Governors Association back in December.

The Trump administration is looking to make America's infrastructure "second to none", so the Illinois congressional delegation and Illinois officials are getting behind the proposal........

Chain of Rock Canal........

MILE 191.4 - MATERIAL REMOVAL

Continuing until further notice, Walsh Construction will conduct material removal in the Chain of Rocks Canal, near Mile 191.4, LDB. The staging of barges and vessels to conduct this operation will partially obstruct the canal. A spud work barge with an excavator, a material barge and a tow vessel will be positioned just north of the I-270 Bridge, LDB. Work will be conducted from 7:00 a.m. until 5:00 p.m., each day. During non-working hours, the barges will be spudded along the LDB and will be lighted with white mooring lights. Mariners are requested to contact the M/V KENTU BBS via VHF-FM Channels 13 or 16, or at (314) 303-5340, for passing instructions 30-minutes prior to transiting the area. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.

Mississippi River Management

The Mississippi River Commission Crucial Component Of Nation's Transportation System........

Among the duties of the Mississippi River Commission are preventing the Mississippi River from inundating cropland during times of heavy rainfall or snowmelt, keeping it's channel navigable during drought, and dredging harbors and ports.

The Lower Mississippi River Valley drains some 41% of the United States, including 31 states and 2 Canadian provinces, and all that water must be controlled during times of floods.  dikes and jetties are used to direct the flow of water in order to keep the center of the channel at a depth that will allow navigation to commence during drought conditions.

The Mississippi River Commission is reportedly the only federal commission that hosts annual meetings to gather public input in order to better understand local issues.......

Meramec River Near Eureka, Missouri

Old Route 66 Bridge Won't Be Demolished........

The Route 66 State Park Bridge has earned a reprieve from demolition, as the Missouri Department of Transportation recently transferred the span to the State Parks Department and a group of investors.

The Route 66 State Park Bridge once linked both parts of the park over the Meramec River.  The span was constructed between 1931 and 1932, and is part of Historic Route 66.

The bridge has deteriorated, becoming dangerous, leading to the span's closure about seven years ago.  The road deck was removed in 2012.  The new owners will be looking for funding to make repairs to the bridge........

River Mechanics

Study:  A Look At River Channel Geometry........

A recent study released by scientists at the University of California, Santa Cruz illustrates that the amount of sediment transported by a river is a major factor in determining river channel geometry, as well as the size of sediment grains along the riverbed.

It has long been assumed that gravel-bedded rivers can reach a state of equilibrium called a threshold channel.  This means that medium-sized grains on the riverbed only begin to move when the channel is full.

The study findings, however, undermine these beliefs.  The assumptions don't hold for rivers in areas with high erosion rates, meaning that high amounts of sediment passing through the river channels........

Did You Know That Albert Einstein was a Boater Too ?........

Born on March 14,1879, Albert Einstein is know world wide. He developed the theory of relativity, one of the two pillars of modern day physics.  He was awarded the Nobel Prize in 1921 and was a true genius. He would have been 138 years old yesterday.

Did you know that he loved to sail ?

Despite the fact that he sailed for more than 50 years of his life, he never became very good at it.  "According to his biographers, he would lose his direction, his mast would often fall down, and he frequently ran aground and had near-collisions with other vessels."  He rarely wore a life jacket and didn't know how to swim !  Oh Buoy....

Picture of the Day.... was sent to us by Capt'n Mike Costello

RiverBill,

I wanted to share this photo with you. My brother Larry, purchased this sail boat from a gentleman last week-end. It is a real jewel, a West Wright Potter named “Pott Luck”.

My brother has always been a great mentor of mine. He taught me to drive a car, (at 12 years old). He taught me to sail. He taught me to do wheelies on a Honda 305 Scrambler. He taught me how to repel off of cliffs. He also taught me to fly an airplane however, I had to chicken out when he wanted to teach me how to jump out of a perfectly good airplane with a parachute on my back. He also has a published short story of one day he and I were out sailing on a small lake near Columbia Mo. It is always an adventure when we are together. I am very fortunate to have him for my big brother.

It will be a fun summer.

The Best to you and yours,
Mike Costello

River Infrastructure

Trump Administration Considering River Projects........

As part of President Donald Trump's goal of making America's infrastructure "second to none", the administration is considering projects involving seven locks and dams along the Mississippi and Illinois Rivers.

Back in 2007, the Navigation and Ecosystem Sustainability Program had been approved by Congress, however, the program had been mothballed due to a lack of funding.

The proposal is focused on five Mississippi River locks, from Quincy, Illinois to near Alton, Illinois, as well as two Illinois River locks, one near Peoria, and one near Beardstown........

~~~~~~~~~~~~~~~~
Alton Lake Sailing Association, or ALSA, is a club for catamaran and monohull sailors in the greater St. Louis area. We currently enjoy primarily recreational sailing, but there is always interest in racing as well. Alton Lake describes the pool of the Mississippi river between Alton and Grafton, where the river is much wider, with very little current compared to other parts of the river. It is a popular area for both sail and power boats. We feature mast up storage, so we can be on the water in minutes! Let us know if you would like to join us!
Asian Carp Update
Carp Battle Continues Despite Budget Woes........
Illinois has been fighting the advance of the Asian carp toward the Great Lakes for the past 25 years.  The carp have a path to Lake Michigan via the Illinois, lower Des Plaines River, and shipping canals in the Chicago region.
The leading edge of the environmental threat, made up of primarily bighead and silver carp, is only 47 miles from Lake Michigan.  10 miles closer to Lake Michigan is the electric barrier and other obstacles intended to stop the carp advance.
Earlier this year, a multi-state Asian Carp action committee released an action plan that offers 60 measures to mitigate the carp threat, preventing an ecological disaster for the Great Lakes........
Tennessee River Near Decatur, Alabama
Nearly 370 Bags Of Trash Collected From Wheeler Lake........
On Friday and Saturday, volunteers collected 367 30 gallon garbage bags of trash from Wheeler Lake on the Tennessee River near Decatur, Alabama.
According to Laura Howard, program coordinator for Keep the Tennessee River Beautiful, there were concerns that the frigid, windy weather would keep volunteers away.
The Living Lands & Waters organization provided boats for the cleanup, and the Tennessee Valley Authority co-sponsored the event.  Better than 60 volunteers worked 2 1/2 hours on each day of the cleanup........
Canaveral, Florida
Jet Skiers Nearly Run Over By Cruise Ship........
Saturday afternoon, two jet skiers were plucked from the Port Canaveral waters as the bow of the 130,000 ton Carnival Cruise Line's Magic bore down upon them.
The Magic was leaving the port and heading for the Atlantic Ocean, when the Port Captain spotted a personal watercraft with two women aboard within the ship channel.  He alerted the deputy operating the patrol boat escorting the cruise ship to sea.
The deputy steered the patrol boat toward the jet skiers, when one of the PWCs flipped, spilling the women into the water.  The deputy was able to get the women aboard the patrol boat, and safely out of the cruise ship's path........
Over 250,000 Boats Sold During 2016........
During 2016, the U.S. recreational boat industry sold over 250,000 boats, a milestone not seen in eight years.  On Monday, Statistical Surveys announced that 258,879 boats were sold last year, an increase of 5.4% over 2015.
Statistical Surveys says that the last time that recreational boat sales topped a quarter million vessels was in 2008, as 279,139 boats were sold.
Water Use Sticker Required For Non-Powered Watercraft........
Prior to hitting Illinois waterways to inner-tube, kayak or canoe, make sure to acquire a Water Use Sticker.  As of July 1st, 2013, in Illinois, users of all non-powered watercraft must carry a $6 Water Use Sticker.  The stickers expire on December 31.
Before this regulation was enacted, titling and registration were necessary for canoes and kayaks.  These are no longer required.  Water Use Stickers may be purchased at any DNR point-of-sale vendor.
Also, life jackets are required for all non-powered watercraft, including inner tubes.  Operators of tubes may be arrested for OWI........
Chicago River At Chicago, Illinois
The Chicago River Goes Green For St. Patrick's Day........
Saturday morning, the Chicago River was dyed green to start the St. Patrick's Day celebrations around the city.  The annual tradition is now in it's 55th year, and brings in thousands of spectators ahead of the St. Patrick's Day Parade.
At 9 am Saturday morning, members of the Chicago Journeymen Plumbers union dumped a secret mixture over the side of their boats.  Over 45 pounds of the environmentally friendly vegetable dye is required to color the water.  The powdered formula is originally orange prior to mixing with the water, and turning a bright green.
The legend is that the green water links Chicago to Ireland, as it flows into the Illinois River, the Mississippi River, the Gulf of Mexico, the Atlantic Ocean, all the way to the Irish Sea........
Mississippi River Reading
Quad Cities Poet Explores Enchanted River Bluffs In Newest Book........
Quad Cities resident and poet, Dick Stahl was so inspired by his grandfather's passion for the Upper Mississippi River Valley, that he and his wife, Helen, familiarized themselves with the 30-odd bluffs between the Quad Cities and the Twin Cities.
The result of their efforts is Stahl's fourth book, Bluffing.  The book is a collection of short, free-verse poems that take the reader atop the limestone cliffs, as well as the "curves, elbows, sloughs and sandbars, water witchery and other wily wizardry that lay below".
Bluffing features photographs that accompany each poem in the 48 page tome.  This book will partly serve as a guidebook for people that enjoy the outdoors, especially the Mississippi River........
Lake Of The Ozarks
Thieves Targeting Lower Units........
Over the winter, the Lake of the Ozarks is fairly quiet.  The majority of boats have been winterized, secured and placed in storage.  Lake homes and condos are vacant, and thieves have been taking advantage of this opportunity to steal lower units off of unattended boats.
The Missouri State Highway Patrol reports that this winter, the thefts are especially bad, and that bass boats appear to be the main target.  MSHP Sergeant Scott White says that Mercury lower units seem to be what thieves are going after.
Sergeant White says that there are several steps boaters can take to deter thieves.  He said that thieves are discouraged by time, noise, and visibility.  White adds that when considering dock and boat security, try to think like a thief, and try to determine what would make your boat an easy target........
No Flooding Forecasted........
Starting in mid-March, people living in and around the Missouri River Basin downstream of the Gavins Point Dam can expect to see more water flowing downstream.
The initial, increased amount of water will be releases from the Gavins Point Dam, which is intended to support the 2017 navigation season.
The U.S. Army Corps of Engineers has pledged flow support for navigation on the Missouri River, and that the river will be at full service levels during the first half of the 2017 season ending July 1........
Bluff Rock Paintings Destroyed At Alton's "Ruined Castles"........
In 1673, the first French explorers to paddle past the bluffs overlooking the Mississippi River, near what would eventually become Alton, bestowed a name upon the rock formations festooned with Native American artwork befitting their majesty; The Ruined Castles.
Over the intervening years, explorers reported fewer and fewer rock paintings on the bluffs.  When historian Francis Parkman arrived in the Riverbend in 1867, he reported that portions of the bluffs had been quarried away, and that the Piasa Bird had been replaced by an advertisement.
It is likely that the bluff paintings were blasted away during the 1850s as Alton was aggressively expanding.  This expansion was fueled by the affordability and profitability of limestone.........
Fix For Clark Bridge Decorative Lighting In The Works........
About a month ago, the Illinois Department of Transportation announced plans for repairing the main highway lighting on the Clark Bridge at Alton.  Now, an effort is underway to repair the decorative lighting on the span as well.
The City of Alton is looking to fix their part of the span's lighting.  Bob Barnhart, the Alton Public Works Director says that he believes that the wiring is shorted out in several areas below the bridge deck.
Barnhart adds that the lighting retrofit could be done with more high-efficiency lighting at some point.  This project has no timeline, and the first step will be to gain the approval of the Alton City Council........
America's Waterways
The Mississippi River By The Numbers........
After the Missouri River, the Mississippi River is the second longest river in North America, and the fourth longest river in the world, behind the Nile, Amazon, and Yangtze Rivers.
The Mississippi River Basin is the biggest drainage system in North America, draining 31 states, as well as two Canadian provinces.
The Missouri and Ohio Rivers are tributaries of the Mississippi River, and when the lengths of these three rivers are combined, the Mississippi River system is considered the third largest in the world........
Corps Improving River Monitoring ........
Soon, the U.S. Army Corps of Engineers will be able to do a better job of monitoring the Mississippi River stages by using information gathered from a Vicksburg bridge.
On Monday, the Corps and Warren County officials signed an agreement that would allow the Corps to upgrade the equipment on the old U.S. Route 80 Bridge.
Greg Raimondo, spokesman for the Corps, says that work on the upgrades will start in around two weeks.  The upgraded system will send river stage information directly to a satellite, which will forward it to the Corps and other agencies........
Thieves Targeting Lower Units........
Over the winter, the Lake of the Ozarks is fairly quiet.  The majority of boats have been winterized, secured and placed in storage.  Lake homes and condos are vacant, and thieves have been taking advantage of this opportunity to steal lower units off of unattended boats.
The Missouri State Highway Patrol reports that this winter, the thefts are especially bad, and that bass boats appear to be the main target.  MSHP Sergeant Scott White says that Mercury lower units seem to be what thieves are going after.
Sergeant White says that there are several steps boaters can take to deter thieves.  He said that thieves are discouraged by time, noise, and visibility.  White adds that when considering dock and boat security, try to think like a thief, and try to determine what would make your boat an easy target........
