YesterYear's Pictures of the the Day in 2006  ........  were sent to us by Charlie Wickenhauser, the Manager of Grafton Harbor.

Hi Bill,

I wanted to update you on our progress.

We have completed the utility infrastructure on the land side and are ready for the dock piers when they arrive.

On Sunday the 5th of February we moved "A" Dock from the construction location to Grafton Harbor. Pictures are attached. The last picture shows the dock pier moored temporarily to the rock levee with the City of Grafton and the Grafton Harbor shoreline in the background.

The next dock pier (F) will be ready to move into place in less than two weeks. It's a covered dock and should be impressive going up the river.

Thank you for your continued interest and your help in getting the word out.
Regards,

Charles Wickenhauser
Manager Grafton Harbor

Crews Installing Utility Poles Along The River Road........

Last week, crews with Ameren Illinois removed overgrowth along the Great River Road, and began the installation of utility poles as part of a long-running installation project.

As of Monday, four poles had been set in place.  Plans call for the installation of 36 poles in total, 17 fiberglass and 19 wood.  These new poles are intended to replace the steel towers and power lines up on the hills.

Brian Bretsch, Amren Illinois communication executive says that weather permitting, the new poles and power lines should be on line by June.  The project will allow Ameren to make repairs quickly, or restore power during outages........

A Look Back At When The Mississippi River Froze Over........

Vicious cold pummeled the Midwest in late January 1936, with low falling to 10 below zero.  Coal supplies began to run out, the homeless were freezing in downtown doorways, and trains running late hobbled into Union Station crusted in snow.

Along the Mississippi River, there were huge pancakes of drifting ice grinding against bridge piers and boats,  Downstream of Cape Girardeau, a solid ice jam formed in the river, backing it's way upstream.  It reached St. Louis on February 6, 1936.

The U.S. Army Corps of Engineers warned the public against crossing the Mississippi River on foot, but by the next day, people were scrabbling their way across the river near south St. Louis.  The ice jam eventually stretched up to the Chain of Rocks, where the swiftly moving current not only kept the river from freezing, but protected the city's water intakes as well........

Boat Sales

Brokerage Sales Rose Last Month........

During January, U.S. boat brokers reported moderate increases in sales volume, as well as a sizable increase in the total price paid for the vessels that were sold.

Compared to January 2016, brokerage volume increased 5%, and total value rose by 62%, as 1,585 vessels sold for $323.3 million.  This dollar amount was over $80 million more than any other January during the previous 5 years.

While sales were higher than in the previous two years, the numbers were slightly lower than the average number of vessels sold during January over the previous 5 years........

Reservoirs Lowered In Anticipation Of Spring Runoff........

In order to get ready for the spring snow melt, and consequent runoff, the levels of the Upper Missouri River Reservoirs have been lowered to help out with flood control.

According to Jody Farhat, chief of the Missouri River Basin Water Management Division, the entire flood control capacity of the Mainstem Reservoir System is prepared to store the spring runoff, reducing the risks of flooding, while providing support to other authorized river purposes.

The U.S. Army Corps of Engineers River Water Management Division reports that all of the stored water from 2016 has been sent downstream as of December 18.  The current flood forecast for the Missouri River Bassin above Sioux City, Iowa is 103% of normal........

Delta Queen Supporters Say Safety Will Be Addressed........

The supporters of the Delta Queen steamboat have assured the head of the U.S. Coast Guard that any safety concerns about the steamboat will be addressed prior to her return to the Mississippi River.

Before the Delta Queen can carry passengers, she must first be exempted from the federal Safety of Life at Sea Act, which bars overnight excursions aboard wooden vessels.

U.S. Coast Guard Admiral Paul Zukunft noted safety concerns that the ninety-plus year old boilers are exposed to bare wood. Missouri Senator Claire McCaskill said that the Coast Guard's concerns are addressed in legislation intended to restore the vessel's exemption to the Safety of Life at Sea Act........

Missouri River Flood Aftermath

Study:  Cover Crops Helps Soil After Floods........

Missouri University Extension agronomist Wayne Flanary recently shared the initial results of a four year study by the University of Missouri Extension which sought to determine how cover crops best benefit soils following flooding.

The study looked at the impact of cover crops in the recovery of flooded soils.  It was conducted following the 2011 floods along the Missouri River in northwestern Missouri.

The researchers tested a variety of crops and planting dates, as well as seeding methods.  They found that farmers also reap the benefit of reduced soil erosion when using cover crops........

Levee And Drainage Officials Discuss Reservoirs........

On Friday, officials from levee and drainage districts along the Mississippi River met in Quincy, Illinois to discuss two reservoirs located in Southeast Iowa.

The officials were interested in the topic, as Lake Red Rock and Saylorville Lake were constructed decades ago to provide flood control benefits.  Both reservoirs feed into the Des Moines River, which is a tributary of the Mississippi River, and affects river levels downstream during periods of flooding.

The U.S. Army Corps of Engineers held this meeting to gather public input on updating the Des Moines River water control plan, which dictates how and when water is discharged from Lake Red Rock and Saylorville Lake........

Aging Coast Guard Fleet Tending Navigational Buoys........

There are five U.S. Coast Guard cutters tasked with marking the navigation channels along the major rivers from around the St. Louis region north to the Twin Cities, and between Omaha, Nebraska and the Chicago region.

Over the past several weeks, however, only one vessel, the Sangamon, a river buoy tender based in Peoria, Illinois, has been working on the water, as the other four are awaiting repairs.

The buoy tenders all have over 50 years of service in, meaning that they break down, and more maintenance is required.  There are issues with lead and asbestos, and the vessel's equipment is old enough that replacement parts are not available any longer........

Legislators Call For Dredging Funding........

Recently, a coalition of 75 members of the House of Representatives called on President Trump to set aside funding for harbor maintenance programs in the Fiscal 2018 budget proposal.

Apparently, the Water Resources Reform and Development Act of 2014 requests that the FY18 harbor maintenance expenditures equal to 74% of the FY17 Harbor Maintenance Tax revenue.

The legislators requested the appropriate amount of funding in the budget for dredging, stating that the country must have fully maintained navigation channels for safe and efficient freight transportation........

Boat Bitten By Shark .......

On Wednesday, a fishing crew from South Carolina had an up-close and personal encounter with a great white shark.  Chip Michalove with Outcast Sports Fishing and his crew were looking for a great white shark, and one swam right up the their boat.

The crew was about 16 miles off the coast when they came across the 14 foot long female great white shark.  They caught the shark, tagged her, and released her.

While the shark was healthy overall, she had some old scarring on the left side of her face where something took a few chunks out of her.  The crew's efforts did not go unpunished, as the shark took a bite out of the boat........

The Delta Queen River Boat was released by it's owners, Ambassadors International, and then moved from the city of New Orleans to Chattanooga, Tennessee where she was turned into a floating hotel and restaurant.

Note: The boat hasn't cruised since 2008, when she lost an exemption to the 1966 Safety at Sea law that prohibits wooden ships of a certain size from carrying passengers on overnight trips.

The legendary Delta Queen is now owned by DQSC, LLC whose goal is to return the historic vessel to cruise service in 2017.  She will be based in Kimmswick, Mo

Lake Of The Ozarks

Sunken Houseboat Raised From The Lake Bottom........

Life sometimes gets in the way of our best laid plans.  The owners of a lakefront home perched high atop a hill decided that 438 steps to the lake was a bit of a long walk to the dock, so they purchased a fixer-upper houseboat to use as a summer lake home.

They bought a 56 foot, 1968 Carri Craft with the intentions of fixing it up, but life intervened, and it sat for years, tied up to the dock at the 4 Mile Marker of the Niangua Arm.  One day, the houseboat was suddenly gone.

The houseboat wasn't stolen, it had sprung a leak and sank.  Crews from Lake Tow and Atlantis Dive & Dock used airbags to refloat the boat, which was towed to a nearby ramp.  It was unsalvagable, and cut up for scrap........

The Illinois Department of Transportation planned another explosive blast to complete the demolition of the following day.

Hi Bill,

Wow I've heard they exist but have never seen one that I was this sure of. Known also as a light pillar

RAMJET

Sun Pillar:

A light pillar is an atmospheric optical phenomenon in the form of a vertical band of light which appears to extend above and/or below a light source. The effect is created by the reflection of light from numerous tiny ice crystals suspended in the atmosphere or clouds. The light can come from the Sun (usually when it is near or even below the horizon) in which case the phenomenon is called a sun pillar or solar pillar. It can also come from the Moon or from terrestrial sources such as streetlights.

Corps Taking Lake Pepin Ice Measurements To Predict Navigation Outlook........

On February 15, the U.S. Army Corps of Engineers, St. Paul District will begin taking ice measurements on Lake Pepin.  Each year, the Corps takes ice measurements in order to predict the navigational outlook for the Upper Mississippi River.

Lake Pepin, located between Red Wing and Wabasha, Minnesota, is the optimal place to take these measurements, as it is the last portion of the navigational channel where the ice breaks up on account of slower river flow.

A Corps survey crew will use a global positioning system and an airboat to gather the data.  The collected will be used by the navigation industry to forecast when it is safe to break through the ice and start the 2017 navigation season........

Reader Commentary

Bald Eagles and Golden Eagles.....

RiverBill,

There are many uninformed people confusing juvenile Bald Eagles with Goldens, and for good reason they have similarities.

http://www.hancockwildlife.org/forum/viewtopic.php?showtopic=132018 this link is an excellent field guide for their identification. The black on tip of beak is lost as the bald eagle matures. Bald eagles have featherless lower legs. Also juvenile bald eagles have white mottling on wings and chest.

These are not the only identifiers but are usually easiest to spot. is it spring yet? :-)

IDNR Offers Free Eagle Tours On The Weekends........

At one time, spotting a bald eagle in the wild was a rare occurrence, and even though their populations are increasing, spotting them in the Midwest is usually quite rare.

The exception is during the winter months, eagles migrate south and winter near the locks and dams, which keeps the water free of ice, allowing them to catch an easy fish dinner.

Spotting bald eagles can be difficult at times, however, the Illinois Department of Natural Resources offers a free guided eagle tour on the weekends.  The tour departs from Pere Marquette State Park, and covers about 70 miles........

Mississippi River Dredging On Infrastructure Project List........

President Donald Trump recently released a list containing 50 Emergency and National Security Projects, which will total $317.5 billion in investment, and would support the creation of more than 193,000 jobs.

There are three Louisiana projects on the list, including dredging the Mississippi River.  The inclusion of dredging on the list is likely due to the lobbying of Paul Aucion, executive director of the Port of South Louisiana, who met with a member of the Trump transition team.

Aucion said that he stressed that keeping the Mississippi River open for business would generate economic growth as well as thousands of American jobs........
