RiverBill,

Saw a picture on your website of the catamaran that was blown over in the recent storm at Portage. That Cat “Shark 314” has a long and storied history of sailing on the Alton Pool – glad to see it survived intact. Attached is a picture from 1983 of the boat sailing just below Portage.

Bill,

Monday's rolling fog and mist allowed for some different and serene photo opportunities! Eagles were in resting in the trees everywhere, hard to hunt in foggy waters assumably.

Mississippi River At Rock Island, Illinois

Corps Preparing Lock 15 For Future Maintenance........

The U.S. Army Corps of Engineers is working on installing items called bulkhead slots on Lock and Dam No.15 at Rock Island.  The work is in preparation for something that doesn't happen very often, the draining of the lock for extensive examinations and maintenance.

At this time, there is no intention to dewater the lock.  The Corps says that over the past several years, they have been installing bulkhead slots in the 12 Mississippi River locks that fall within their jurisdiction, so that when the funds are available for dewatering the lock, they will be ready.

Project manager for the Corps' Rock Island office Matt Coffelt said that the bulkhead slots allow for routine maintenance and inspection.  The slots allow the installation of bulkheads, which are usually 110 feet long and weight approximately 80,000 pounds.  These bulkheads hold back the water, allowing the chamber to be drained so that work can be done inside........

The Icy Mississippi River Approaching Flood Stage........

Over the past several days, the icy Mississippi River has risen more than a foot near Burlington, however, it is not expected to rise any higher than it is now.

A sizable ice jam along the Mississippi River had been causing localized flooding since January 8, and a recent spike in the river levels have pushed it very close to the major flood stage of 18 feet.

On Wednesday, water from the Mississippi River had inundated portions of the Port of Burlington's parking lot, but it still has to rise considerably before making it to Burlington's Memorial Auditorium........

Illinois River Valley

Only Minor Flooding From January Storm........

The Illinois River Valley has dodged the fury of recent winter storms, including last week's Winter Storm Jupiter which dumped torrents of rain, but no snow or ice.

Instead of seeing heavy snow like eastern California, heavy ice buildup like across the plains states, or flash flooding like Texas, the Illinois River Valley saw only minor flooding.

The Illinois River rose around four feet in 12 hours, rising from about 6 feet below the top of the Peru boat ramp to close to the top of the ramp.  The U.S. Army Corps of Engineers predicted that the Illinois River would crest around a foot above flood stage at La Salle-Peru........

Mississippi River At Memphis, Tennessee

Riverfront Cruise Operator At Odds With Riverfront Custodian........

A former casino boat has been moored in Memphis' Wolf River Harbor since December, and the custodians of the Memphis riverfront are at odds with the proposed plans for the riverboat.

Longtime river cruise operator Memphis Riverboats is the main tenant of the Memphis Riverfront Development Corporation's Beale Street Landing.  The cruise company brings in about 60,000 tourists each year for dinner and sightseeing cruises.  In an effort to grow their business, Memphis Riverboats purchased the former Rhythm City Casino Riverboat.

Captain William Lozier, whose family had owned the cruise business since the 1950s, said that the former casino boat is crucial to growing their business and improving the business' appearance.  Lozier claims that the RDC officials had approved of the boat prior to his purchasing it a year ago........

Last week's Itchy Brothers Chainsaw Art show was cancelled last week, but Brett Stawar, president of the Alton Regional Convention and Visitor's Bureau said that the event has been rescheduled........

Poplar Street Bridge Project Starts Next Month........

Of all of the bridges spanning the Mississippi River in the St. Louis region, the Poplar Street Bridge is the busiest, with around 100,000 vehicles crossing it each day.

The span opened in 1967, and in recent years, it has been showing it's age, as an inspection report has found it to be in poor condition and in need of repairs.  Also during peak hours, traffic is often backing up.

In February, the Missouri Department of Transportation will begin an ambitious two-year project to fix both issues.  The $54 million project will involve relocating the eastbound lanes 9 feet downstream, and adding a traffic lane in the vacated space........

Shortly after 8 pm Sunday, January 8, the St. Clair Fire Protection District, and several other fire crews were called out to the Meramec River south of St. Clair for a fire at a clubhouse.

Captain Dan Dooley, the St. Clair public information officer said that when the first responders arrived on scene, the clubhouse was approximately 75% involved.

There were no people at the clubhouse when the fire broke out.  Cooley says that at this time, the cause of the fire does not appear to be suspicious........

Rock River Near Moline, Illinois

Ice, Rain Push Rock River Out Of It's Banks........

According to the National Weather Service, ice jams and water from recent rains is causing moderate flooding along the Rock River.

The Rock River at Moline was expected to reach 13.9 feet around noon on Wednesday, and it is forecast to fall to 13.4 feet by Saturday evening.  Early next Monday, the Rock River is expected to rise to nearly 14 feet, prior to slowly falling.

Meteorologist Dave Cousins says that ice jams as well as water flowing into the Rock River from tributaries is causing the flooding.  Since the ground is frozen, recent rainfall has nowhere to go other than the waterways........

The Missouri Department of Conservation and the City of Raymore, Missouri are offering anglers another option for trout fishing this winter.

Raymore and the MDC recently signed a Community Assistance Program contract, which has the City and the MDC splitting the costs involved in the winter stocking of trout.

On Wednesday, January 18, the MDC stocked over 1,300 rainbow trout into Johnston Lake.  Statewide trout fishing regulations will apply, with a daily limit of four trout........

Lower Mississippi River

Researchers Reviving Floodplains To Reduce Gulf Dead Zone........

At one time, floodplains were the spillover area for the Mississippi River, but as people settled in the floodplains, the land was converted to farms, homes and businesses.

Now, close to 1,700 miles of levees keep the lower Mississippi River from spilling into the floodplains.  Coastal scientist at Louisiana State University says that the Mississippi River is less of a river, and more of a pipe.

Over the last century, chemical pollutants, mainly nitrogen fertilizer, have increased considerably, and when they reach the Gulf of Mexico, the pollutants create a low-oxygen dead zone.

Researchers say that one way to reduce pollutants in the Mississippi River is to reconnect the river to the floodplain, which will effectively filter the nitrogen from the water........

Mississippi River At Grafton, Illinois

Grafton's Fish Plant Is Still Closed........

Grafton's ill-fated fish processing plant has closed their doors again.  The group that was involved in the initial operation of the facility is moving their facility to an unnamed location to the north.

According to Grafton's Mayor, Tom Thompson, a more recent effort at using the facility to flash freeze Asian carp for shipment to China has apparently run short of funding.  He adds that the owner has returned to China to raise more capital for the business.

Thompson said that in the three months that the plant was in operation, about three and a half million pounds of Asian carp were shipped to China.  He says that the operation had employed 8 people and around 15 fishermen........

Missouri River Management

Corps Debating Missouri River Management Options........

The U.S. Army Corps of Engineers is interested in collecting input prior to developing a new master plan for managing the Missouri River.

The Corps is currently discussing several different options for a water release schedule from the Gavin's Point Dam in South Dakota.  The decisions on when and how much water is released can make the difference between low river levels and flooding downstream.

A meeting was held Thursday night in St. Joseph, where the Coalition to Protect the Missouri River gave a presentation.  Over the next several weeks, additional informational meeting are slated for Omaha, Kansas City, and St. Louis........

Minnesota Unveils Vision For Mississippi River Corridor........

Recently, Minnesota has adopted a unified plan for how the five counties, and 21 cities along the Mississippi River Corridor will be managing the river to protect the water and the increasingly fragile bluffs.

Within this plan, each community from Dayton to Hastings has to come up with plans fitting within guidelines for setbacks, building heights, and open space.  This process will define life along the river for decades to come.

According to John Anfinson, superintendent of the Mississippi National River and Recreation Area said that the Mississippi River is one of the greatest rivers in the world, and it is a national park.  He adds that the Twin Cities have an opportunity to create a riverfront that could be an example for doing it right........

Gunboat To Gunboat Duel Threatened During The Early Civil War.......

The majority of old-fashioned Kentucky duels took place using pistols, however, early in the Civil War, it appeared that one duel would be settled gunboat to gunboat on the Mississippi River.

Historian John Kelly Ross cites a New York Times story from January 17, 1862, which claims that Union Captain William D. "Dirty Bill" Porter dared Confederate Captain Marsh J. Miller to a duel saying that if Miller showed himself any morning in Prenty's (Likely Puntney's) Bend, and he will meet with a traitor's fate.

Ross said that the duel never actually occurred, however, Porter's unorthodox challenge made front-page headlines in the Times.  Ross laughed saying that it was likely a slow news day........

Mo Senators Push To Get The Delta Queen Cruising Again........

Missouri's U.S. Senators have filed legislation intended to get the legendary Delta Queen back to cruising the Mississippi River, and it's tributaries.

Senators Claire McCaskill and Roy Blunt co-sponsored a bill that would reinstate an exemption for the Delta Queen from the federal Safety of Life at Sea Act, which had prohibited overnight excursions aboard wooden vessels.

The Safety of Life at Sea Act was passed in 1966, and the Delta Queen had been granted an exemption until 2008, and she has been docked ever since........

A Look Back To When The Mississippi River Froze Over........

The St. Louis region has been coated with a thin layer of ice, and the city has all but shut down.  The Mississippi River, however, is still flowing.

There was a time when the Mississippi River at St. Louis froze over periodically.  Between 1831 and 1938, the Mississippi River froze over completely at least 10 times, prior to the completion of the Alton Lock and Dam.

During Friday's ice storm, the Missouri History Museum posted an iconic photo showing a woman standing on the frozen Mississippi River near the Eads Bridge.  There are dozens of people visible behind her, walking across the frozen river........

2016 Saw Increase In River Traffic.......

According to the U.S. Army Corps of Engineers, during 2016, the locks along the Upper Mississippi River between Winona, Minnesota and Genoa, Wisconsin saw a sizable increase in traffic locking through as compared to 2015.

Commodities shipping through Lock and Dam No.7 at Dresbach, Minnesota increased by 37.2%.  13.48 million tons of cargo was shipped by barge, the most since the 2002 shipping season.

While 2016 was a good year to ship commodities on the Mississippi River, navigation statistics can vary widely from year to year, dependant upon river flow, weather, and how long the river remains open before icing over........

Feds Allot $42 Million For Carp Fight........

In spite of uncertainty over what the Trump Administration may propose to do to deal with the continuing threat Asian carp pose to the Great Lakes, federal officials say that they will continue their efforts to fight the carp advance.

Since 2010, the Obama administration has spent $388 million trying to keep the carp from reaching the Great Lakes, as the invasive fish could interrupt food chains, and out-compete valuable native species.

This year, officials have allocated $42 million for Asian carp projects, including further study of ways to bolster defenses at the Brandon Road Lock and Dam complex along the carp-infested waterway, linked to Lake Michigan........

The 2016 Boat Registration Marketing Program sent out direct marketing pieces to close to 460,000 households across 18 states with lapsed boat registrations, resulting in 51,376 registrations, and $1,92 million in gross revenue going directly to state agencies........

Legislation Introduced To Get The Delta Queen Cruising Again........

On Tuesday, Senators Roy Blunt, R-Mo, and Claire McCaskill, D-Mo. introduced legislation that is intended to get the Delta Queen approved to carry overnight passengers once again.

The Delta Queen had held an exemption to the Safety of Life at Sea Act, which is a federal law prohibiting overnight excursions aboard wooden vessels.  The vessel had the exemption roughly 40 years prior to losing it in 2008.

The legislation would restore the exemption, but require the Delta Queen to each year modify at least 10% of the wooden portions of the superstructure to meet the U.S. safety law........

Levee Commission Opposes Nestle Purina Parking License........

The Davenport Levee Improvement Commission may not have final say, but they are not in favor of licensing over 19 acres along the Davenport Riverfront for commercial vehicle parking.  The Davenport City Council will make the final decision on the matter.

Nestle Purina is interested in obtaining an exclusive license for parking up to 360 trailers along the 1900 block of West River Drive, which used to be used as dump space.

Members of the levee commission were not happy with the terms of the lease, as well as the long term vision of the riverfront.  Davenport Mayor Frank Klipsch says that any agreement will have to balance the riverfront, with the interests of an economic partner like Nestle Purina, who has been in the region for over 100 years........

New DNR Rules Protect The Mississippi River........

New rules from the Minnesota Department of Natural Resources regarding development along the Mississippi River are now in effect.  These rules affect a 72 mile portion of the river, between Ramsey and Hastings.

According to the DNR, that stretch of land was designated as a critical area back in 1976, in an effort to protect it's scene, environmental and economic values.

At the urging of Friends of the Mississippi River, the Minnesota legislator ordered the DNR to develop a set of guidelines for protecting the region, while favoring development........

Structural Upgrades Coming For The Bagnell Dam........

On Tuesday, Amren Missouri announced that starting this spring, the Bagnell Dam at the Lake of the Ozarks will be receiving structural upgrades.  The Bagnell Dam is a hydroelectric dam on the Osage River, whose construction created the Lake of the Ozarks.

Crews will be fitting the dam with 68 new anchors securing it to the bedrock, and new concrete will be poured on the downstream side of the dam.  An overlay will also be installed to replace "worn and cracked concrete" on the eastern and western sections.

This $52 million project is set to begin in March, and should take about 18 months.  Warren Witt, Amren's director of hydro operations said that work will be scheduled for the weekdays, in consideration of lake residents........
