News Release From BoatUS

Water Infrastructure Improvements for the Nation Act Signed by President Obama.

Includes funds for Everglades restoration

WASHINGTON, D.C., December 19, 2016 – BoatUS, the nation’s advocate for boat owners, applauds passage of a bipartisan bill signed by President Obama on December 16 that will provide critical funds for water-resource infrastructure projects at emerging harbors, channels, locks and dams. The Water Infrastructure Improvements for the Nation Act (WIIN), which encompasses the Water Resources Development Act (WRDA) legislation of 2016, authorizes the needed investment in the maritime and waterways transportation system and provides flood protection for communities.

Boaters will like the bill as it supports waterway-access projects, navigation and fisheries improvements, and provides maintenance funds for harbors of refuge. It also creates a pilot program to look at beneficial uses of dredge material in hopes of lowering costs, and funds the US Army Corps of Engineers (USACE) for Everglades restoration, among other projects.

“Like a highway bill for boaters, passage of the WIIN/WRDA is great news for American boaters,” said BoatUS Government Affairs Manager David Kennedy. “With the renewed attention to the nation’s infrastructure, BoatUS thanks Congress and the President for acting to keep our waterways open and channels clear.”

According to a statement released by the House Transportation Committee, the WIIN/WRDA also aims to cut red tape by requiring more timely approvals, accelerates the permit process on non-federal modifications to USACE projects, and bolsters local participation in construction and maintenance of water infrastructure. “These infrastructure improvements have been proposed at the local level in cooperation and consultation with the Corps, and have national economic and environmental benefits,” said the statement.

In addition to BoatUS, the bill had the support of the National Marine Manufacturers Association, Ducks Unlimited, the US Chamber of Commerce, Marine Retailers Association of America, American Sportfishing Association, Center for Coastal Conservation, and American Waterways Operators.

For the bill’s summary and text, go to http://transportation.house.gov/wrda-2016/.

American Queen Steamboat Co. Unveiling New Boat This Summer........

The American Steamboat Company has announced that this summer, they will be taking delivery of their second vessel on the Mississippi River.  In June, the 166 passenger American Dutchess will join the 436 passenger American Queen to offer cruises along the Mississippi River.

The American Dutchess will be unique, in that she will be the first all-suite vessel cruising the Mississippi River.  She was built upon an existing hull that was constructed in 1995, greatly improving the economics of a small vessel destined to cruise the Mississippi.

Once the American Dutchess enters service, she will offer a variety of itineraries, including the line's first departure from Ottawa, Illinois near Chicago.  She will offer plenty of longer cruises, as well as a series of shorter trips between Nashville and New Orleans........

Illinois Flooding News

Bethalto Considering Natural Flood Fixes........

Within the past year, there have been two huge rainfall events that have caused a creek near Bethalto, Illinois to rise from it's banks, causing damage to residences, and forcing village officials to find a solution, and fast.

During Thursday's meeting of the RiverBend Growth Association, Bethalto Mayor Alan Winslow outlined a plan for a natural storm water control system that utilizes landscaping and native vegetation to keep the creek within it's banks.

There are three essential elements to the project, starting with the creation of a holding pond upstream from the affected residences, giving water a place to accumulate, and slowly be released.  This basin would be seeded with native plants, which would increase the soil's ability to absorb water.

The stream itself would then be terraced with a series of small dams around a foot, to a foot and a half tall.  These "stair steps" would slow the water flow down, backing it up into pooling areas, again filled with native plants to help absorb the water........

Two Trucks Slide Into The River........

Friday evening, two trucks slid several inches into the Missouri River along the riverfront at Washington, Missouri.  There were no injuries reported.

Reportedly, a truck had slid into the river, and a Washington City truck was attempting to assist that motorist, when it too slid in also.

Both trucks have been removed from the water........

Missouri Bridges

MoDOT Seeks Public Input For Historic Bridge Preservation........

The Missouri Department of Transportation is working on a programmatic agreement for steel and common concrete bridges built prior to 1945 in order to streamline the review process for bridges, and is asking the public for assistance.

The review process is part of the National Historic Preservation Act of 1906, and calls for agencies to be aware of historic properties that may be affected by their projects.

MoDOT is hoping that the public can help with identifying historic spans that are associated with historic events or people, or are of any importance to communities........

Bill,
This is me on the Meramec in Fenton near our house. I'm on a 20 year old "Sail-board" that I found at a second hand shop. I may even take it up on the Mississippi this summer. As expensive as gas is, I'm sure glad to have water-toys that don't use any. I'm starting to see more kayakers than powerboats some days.

Illinois Waterways

State's Cleanest Waterways Ranked

Kankakee River to Kaskaskia River........

The volunteer group, Illinois RiverWatch, has been measuring the water quality in a number of Illinois' wade-able waterways, and ranking them from lowest and highest quality.

Their ratings are based upon how healthy the aquatic wildlife is within that waterway, and RiverWatch biologist Matt Young says that his crew determined the best and worst.

Young revealed that overall, Illinois' cleanest watershed is the Kankakee River.  He added that the most degraded river they are keeping tabs on is the Kaskaskia River, as it has some rather serious water quality issues........

This report is a compilation of action items proposed by the attendees of River Action's "raising the grade" Upper Mississippi River Conference that was held back in October in Moline.

At the top of the list of projects that are recommended for funding is the U.S. Army Corps of Engineers Upper Mississippi River Restoration program to improve the health of the region's ecosystem........

Changes To Smallmouth and Rock Bass Rules Approved........

During Friday's meeting of the Missouri Conservation Commission, they approved changes to regulations related to smallmouth and rock bass.  The changes, recommended by the Missouri Department of Conservation, become effective on March 17, 2017.

The changes make a standard 15 inch minimum length limit for smallmouth bass, and places a daily limit off one for all Smallmouth Bass Special Management areas.  These areas now include the Big Piney, Jacks Fork, Big, and Meramec Rivers.

The current minimum length limit of 12 inches for smallmouth bass, and daily limit of six fish remain in effect for Missouri waterways not included within the Smallmouth Bass Special Management areas........

Missouri River Near Kansas City, Missouri

MDC Helping Endangered Pallid Sturgeon Reproduce........

The Missouri Department of Conservation were recently on the Missouri River near it's confluence with the Kansas River in Downtown Kansas City fishing for the endangered pallid sturgeon.

Once the crew reeled in the elusive sturgeon, they checked for markings indicating that the fish was raised in a hatchery.  This particular pallid sturgeon happened to be a wild specimen.  It ended up being taken to the Neosho National Fish Hatchery.

Unfortunately, there is not much evidence that the pallid sturgeon have much luck spawning when left to their own devices.  Since this program started in 2005, crews have caught less than a dozen wild pallid sturgeon, leaving the MDC with the question of whether the fish is not reproducing in the wild, or are the young failing to survive into adulthood........

Ice Jam Causing The Mississippi River To Rise Above Flood Stage........

An ice jam has formed on the Mississippi River near Fort Ripley, Minnesota, causing the river to rise above flood stage.  The National Weather Service issued a flood warning for the region on Wednesday.

The NWS reports that when it comes to ice jams, the behavior of the river can be erratic and unpredictable.  As long as the ice jams persist, a continued increase in river stage height is possible.

While flood stage at Fort Ripley is 10 feet, the Mississippi River rose to 10.07 feet by Wednesday evening.  Forecasts called for the river to fall below flood stage overnight Thursday, but remain in the 8 - 9 foot range........

NMMA, Partners Seek More Access To Public Lands, Waters........

The Outdoor Recreational Industry Roundtable recently released their second white paper, outlining increased access to public lands and waters that the roundtable believes is required to increase and diversify outdoor recreation in the U.S.

The white paper calls for increased grant access, and suggests requiring agencies that manage the public lands or waters provide a "detailed economic assessment and justification" prior to restricting access.

The National Marine Manufacturers Association says that the white paper asserts that outdoor recreation's contribution to the economy is threatened because government agencies that manage public lands and waters enact unnecessary and unjustifiable barriers to many types of outdoor recreation........

Bill-

Thank you for listing the Tribune article on the Penguin Plunge. It’s been a few years since I left the Alton Marina to manage the marina up here, but let me tell you that this is a fantastic event – it’s a community event that keeps growing larger. This year we are on pace to have over 350 people plunge- and we hope to continue being one of the largest events for Make-a-Wish in Illinois. Anyone who is curious can check out information here: http://www.heritageharborottawa.com/penguin-plunge-2017/

If anyone down that way wants to know more about Penguin Plunge or Starved Rock Country, please have them contact me!

Thanks for all that you do, and Merry Christmas to all of my friends down that way!

Thrash's research is focused on the tributaries flowing into the Mississippi River.  He will be measuring the bacteria and single celled microscopic eukaryotes........

WCI Pleased With Passage Of Water Infrastructure Bill.........

Recently, Waterways Council, Inc. announced they were pleased with the efforts of Congress in passing the Water Infrastructure Improvements for the Nation Act, which includes the Water Resources Development Act.

The WIIN/WRDA authorizes the U.S. Army Corps of Engineers to work on locks and dams, perform dredging operations, in addition to other water resources projects.

Michael Toohey, President and CEO of WCI said that a modern, efficient and reliable inland waterways transportation system is critical to the nation's shippers, farmers, ports, labor, tow boat operators and conservation groups, and will help create and maintain American jobs, increase exports, and boost America's competitiveness in the world markets........

Arrival Of Lewis & Clark Celebrated This Past Weekend........

Over the weekend, the arrival of Lewis and Clark at Camp Dubois was celebrated at the Lewis and Clark Historical Site in Hartford.  The event is typically held outdoors, even during cold weather, but this year the event was held in the museum.

The reason the event was held indoors is that in May, the replica of the fort had a wall collapse.  According to site interpreter Michael Stout, the museum was awaiting state funding for the repairs.

Event attendees were still able to get an idea what the Lewis and Clark expedition encountered during their stay in the region.  There were displays including beads, navigation tools, surgical tools, animal furs, and a historically accurate cannon........

After volunteers spent their day working on building a 15 foot tall bonfire structure atop of the Mississippi River levee in St. James Parish, a few of them sat on the grass, watched the sunset, and sang Ride Sally Ride along with a buddy with a guitar.

This was the end of an annual tradition for family and friends who gather each year to light the bonfires that will guide Papa Noel on Christmas Eve.

A Guide To New Boat Ownership........

The temperatures are getting colder, and the Winter Solstice in nearly upon us.  This means it is time for boat shows, and is often when boaters consider purchasing that new boat.

Once the boat show is over, and the deposit has been forked over, you will likely be presented with all sorts of manuals and materials from the manufacturer.  Now would be a perfect opportunity to familiarize yourself with the information contained within.

Arranging for a bow to stern walk through or a demo cruise aboard the new boat may be in order to further get to know the new boat, especially if you are changing vessel or propulsion types........

Dan McNeil, with the learning center said that even with the snow, there were plenty of people walking along the river, enjoying the view.  Spring Forward offers free educational opportunities for people in Rock Island and Milan, such as summer camps and after school programs........
