Marina Petition Does Not Make Signature Goal........

Earlier this year, a citizens' group began circulating a petition that had the ultimate goal of bringing the fate of the current Hannibal Marina to the voters.

Hannibal's City Clerk Angel Vance reported that the petition fell short of of having the required number of verifiable signatures, meaning that it cannot be certified.  Out of the 1,242 signatures, Vance was only able to verify 932, well short of the required signatures of 1,179 registered voters from Hannibal.

During Hannibal City Council meeting held on October 18, Alan Bowen announced that the required number of signatures had been collected, while noting that more than 150 non-residents had signed the petition........

General Dean Suspension Bridge Walk.....

Recently, the U.S. Army Corps of Engineers announced that conditions at Carlyle Lake had caused them to terminate the Illinois Department of Natural Resources' lease at the lake's South Shore State Park.

All is not lost, as recent improvements were made in and around the dam, making it a great pace to walk, from the General Dean Suspension Bridge, over the dam, and back to the bridge.

At one time, the General Dean Suspension Bridge carried horse and motorized traffic across the Kaskaskia River, but these days, the historic span is limited to pedestrian traffic........

Third Recusal In LOTO Drowning Case........

A third judge has recused himself from hearing the case of Missouri State Highway Patrol trooper Anthony Piercy, who was charged in the drowning death of a handcuffed Iowa man.

Morgan County Circuit Judge Stan Moore announced his recusal on Monday, without giving an explanation.  Moore is the third judge to recuse himself, which will cause delays in the case.

Last year, Piercy had been charged with involuntary manslaughter, stemming form the drowning death of 20 year old Brandon Ellingson on the Lake of the Ozarks in 2014.  Ellingson went into the water as Piercy was transporting him on suspicion of boating while intoxicated.  Witnesses report that Ellingson's life jacket was improperly secured, and it slipped off........

The Holiday Gift for the Boater: BoatUS Membership with Towing

ALEXANDRIA, VA, November 8, 2016 -- Have a boater on your holiday gift list? Look no further. The organization that makes boating better, Boat Owners Association of The United States (BoatUS), has three holiday gift ideas.

The gift of on-water towing: Give the gift of an on-water Unlimited TowBoatUS Towing Membership Plan for saltwater boaters for just $149 a year that includes BoatUS membership. For freshwater boaters the price is just $72. Both provide 24/7 dispatch and your boater will never have to pay out of pocket for a tow home or soft ungrounding. Included with annual BoatUS membership is a subscription to BoatUS Magazine as well as exclusive fuel, transient slip and repair discounts, and savings on boating gear at West Marine stores.

The gift for roadside breakdowns: A stocking stuffer that offers big benefits to a trailer boater, consider gifting a BoatUS annual membership with Unlimited Trailer Assist for $38 that takes care of roadside breakdowns. One hundred miles of free on road towing for both a disabled boat trailer and its tow vehicle to a safe location or repair shop are included, along with lockout, flat tire, battery jump and fuel drop-off service.

The gift that makes boating better: Annual BoatUS membership for just $24 includes over 25 benefits and services including round the clock on water or roadside dispatch, a BoatUS Magazine subscription, exclusive fuel, transient slip and repair discounts, and savings on boating gear at West Marine stores. Your boater can also take advantage of BoatUS’ advocacy efforts, safe boating and clean water programs.

All of these gifts can be found at BoatUS.com/gifts or by calling 1-800-395-2628. For each gift membership purchased from now through December 31, 2016, the giver's name will be entered in a drawing to win a $200 West Marine gift card.

Upper Missouri River Basin

Runoff Into The River Basin Increased Last Month........

The U.S. Army Corps of Engineers reports that during the month of October, runoff into the Missouri River system increased.  The Corps says that the flow affecting the levels of Lake Sakakawea was 173% of average in October.

Even though a sizable increase in runoff might seem impressive, runoff into the Missouri River system during October is normally minimal, so a 173% increase actually represents less water than the impressive figure implies.

An increase in runoff is good for the Missouri River system of reservoirs, especially Lake Sakakawea, which has been falling slowly for the past several weeks........

Grafton Tourism Runs Strong Into Autumn........

According to the Mayor of Grafton, Tom Thompson, the city's tourism industry stays strong well into fall.  Tourism remains the biggest driver of Grafton's economy.

Several locations that offer wedding accommodations are enjoying brisk business, as are several of the other all-season bars and restaurants.  Thompson says that the tourist season also includes the popular fall colors.

Thompson adds that the Grafton Ferry will continue to transport motorists between Grafton and St. Charles County, Missouri for at least one more weekend.  The ferry may operate longer if the weather remains nice........

Mississippi River At Muscatine, Iowa

A Look At The Mississippi River High Bridge's History........

The high bridge spanning the Mississippi River between Muscatine, Iowa and Rock Island County, Illinois had quite a remarkable past.  The bridge was originally built in 1891, and during it's tenure, it collapsed twice.  The first collapse occurred in February of 1899, and the second collapse happened in June of 1956.  The current bridge was completed in 1973, and the old span was imploded in sections.

QCTimes.com has assembled a photo gallery of the bridge's history over the years........

Art Exhibit Used The River As Inspiration........

An elaborate art exhibition titled Art Meets The River has opened at the Bereskin Fine Art Gallery in Davenport, Iowa.  Ten award winning artists from around the region created paintings and sculptures using the Mississippi River as their theme.

Also debuting at the exhibition is a new 2017 calendar that features the work of six Quad Cities artists, again inspired by the waterways around the Quad Cities.

This is the second year for the calendar's production, and a portion of the calendar's proceeds will benefit River Action, which is a non-profit organization with the goal of promoting the environmental, economic and cultural vitality of the Mississippi River, and the Quad City Riverfront........

Mark McArtor breaks the state record by catching a 9-pound, 1-ounce hybrid striped bass with a jug line on the Lake of the Ozarks Oct. 31, 2016

Camdenton angler catches state-record hybrid striped bass

Congratulations to Mark McArtor on breaking the state record by catching a 9-pound, 1-ounce hybrid striped bass with a jug line on the Lake of the Ozarks.

CAMDENTON, Mo. – The Missouri Department of Conservation (MDC) reports that Mark McArtor of Camdenton became the most recent record-breaking angler in Missouri when he caught a hybrid striped bass on the Lake of the Ozarks.

The new “alternative method” record hybrid striped bass caught by McArtor on Oct. 31 weighed 9-pounds, 1-ounce with a length of 27 inches. McArtor caught the fish with a jug line in front of his house on the lake.

“My wife and I are thrilled to have caught a state record fish,” McArtor said. “I still can’t believe it!”

McArtor said he was using shad for bait trying to catch blue catfish when he caught the large hybrid striped bass.

“This wasn’t the first hybrid striped bass we caught,” he said. “We actually caught a pretty decent sized one last year, but it didn’t meet the qualifications for the Department’s master angler program.”

MDC staff verified the record-weight fish using a certified scale in Camdenton. This is the 15th state record fish caught this year by an angler.

Thanks to the Missouri Department of Conservation's winter trout program, the Metro St. Louis region is a good place to fish for rainbow trout during the winter months.

The MDC St. Louis Urban Fishing Program's winter trout season begins at the start of November each year, which allows trout fishermen to fish closer to home.

During the winter months, the MDC will stock around 38,000 rainbow trout in 12 lakes within St. Louis City and County, as well as 5 lakes in the August A. Busch Conservation Area in St. Charles........

Meramec River At Pacific, Missouri

Ice Is Frozen Into Pacific's History........

Pacific, Missouri is perhaps best known for Route 66, the Meramec River, and the Pacific Railroad.  Pacific has quite a bit of history in the ice business as well.

Since the winter of 1855, ice has been a commodity in Pacific, after crews from the Pacific Railroad started sawing blocks of ice from the Meramec River to cool water cans that were in each passenger car.

During the winter, after the ice got 14 to 16 inches thick, the railroad crews would drive their wagons onto the frozen river, and cut ice into squares, and haul it to a long yellow building for storage........

Shortly before 7 am Sunday morning, employees of Magnolia Fleet spotted a body floating in the Mississippi River, near Mile Post 122.  The identity of the body has not been officially confirmed, pending an autopsy.

St. Charles Parish officials believe that the body is likely that of 20 year old Larrielle Ross, who is an Army Corps of Engineers food service worker that was reported missing last week.

Ross reportedly did not badge out at the security office, which is the only official way to disembark the vessel.  All of Ross' personal belongings, including a cell phone were still aboard the ship........

Aging Locks May Not Be Up To The Task........

About 80 years ago, when the Mississippi and Illinois River lock and dam system was completed, it was considered to be an engineering marvel.  Today, this infrastructure is outdated, and operating well beyond it's design lifespan.

This year, record amounts of grains will be moving through the locks along the Illinois and Mississippi Rivers, and testing the system's capacity.  If there is a failure of a lock, the economic costs could be huge.

The House and Senate passed separate bills authorizing maintenance and upgrades to the waterway system, and now the bills must be reconciled.  Then, separate legislation must be passed to fund these projects........

Wine Industry Continues To Grow........

The Illinois Grape Growers and Vintners Association says that the wine industry's effect on the state's economy is better than $700 million each year, and the wineries in the Riverbend do their part to contribute.

Aerie's Winery in Grafton recently expanded their private wine label selection, and the Grafton Winery expanded to a 4 acre vineyard, where young vines are on their way to yielding mature grapes.

Not much of the wine produced in Grafton is actually produced from Illinois grapes, however, the wineries have expanded their offerings.  Aerie's winery increased their private label selection from 4 to 12, including 2 sangrias........

Riverview Park Improvements Continue........

The City of Alton is set to receive funding pledged by the state's Open Space Lands Acquisition and Development Grant Program, which will allow the city to continue making improvements to Riverview Park.

Alton Mayor Brant Walker says that this investment will improve the quality of life of Alton residents, as amenities like Riverview Park draw in tourists, and prospective residents may examine the quality of a community's parks when deciding where to live.

On Friday, Walker and other officials were in Riverview park to discuss the details of the OSLAD grant, which the state had pledged, but froze on account of Illinois' budgetary issues........

The River's Health Is Improving, New Threats Arise........

A recent report on the Mississippi River's health reveals that while the overall health of the river is improving, there are threats arising that can affect aquatic life, water quality, and recreational value.

The 2016 State of the River Report includes several measures of the river's health, ranging from how well fish and wildlife are thriving to the types of pollutants found within the river.

On the whole, there has been progress made over the past few decades, but there are areas for concern, including increased flow that can increase erosion, degrade habitats, and carry more pollutants into the river........

During the October 20th meeting of the Hannibal Park Board, members unanimously adopted Plan D, the latest version of Hannibal's riverfront redevelopment proposal, which includes a marina.

The Hannibal City Council assumed that time was not a factor for approving Plan D, so they tabled the measure.  Andy Dorian, director of the Parks and Recreation department said that there are some time-sensitive issues he must deal with.

Dorian says that they cannot wait another month, as he needs to have a concept prior to writing grant requests for funding assistance for the multi-million dollar project........

Fall Colors Predictions......Missouri Department of Conservation foresters update "Fall Color" reports weekly from mid-September through early-November.

St. Louis Region:
Updated: 11/03/2016 - 4:31pm

Peak color
Fall color in the St. Louis Region has taken an interesting turn this week (pun intended). Much of the region’s outlying counties are past peak, as most wooded areas have gone brown and are in the process of losing leaves. Some sassafras, maples, sweet gum (in yards), and a few scattered hickories have some color, but little remains overall. Closer in to the city, we’re at peak color and are getting some decent color on our oaks and hickories. Sassafras trees still take the prize for the most consistent color throughout the region; along with the other species mentioned above, they are complementing the dark reds, purples, and yellows that we’re getting with our woodland oaks and hickories.

America's Central Port Adding Rail Capacity........

By the year's end, America's Central Port District will have wrapped up the construction of over 4 miles of new rail track throughout their business and industrial campus.

The addition of this new track effectively doubles the amount of new rail construction completed by the Port during the prior fifteen years.  This project is intended to lower the cost of shipping for the Port District's tenants.

The single rail loop track that was built in 2009 now has an additional two tracks running adjacent to it in order to meet the growing rail needs of the harbor........

River History....

November 3, 1992 in River History

Missouri voters approved the referendum to allow riverboat gambling on the Mississippi and Missouri Rivers.  The first boats had to cruise the rivers and gambling was only allowed while cruising. In 2000 the law was changed to allow continuous boarding, and cruising was no longer required.

The locks and dams along the Mississippi River are aging, and the NCGA believes that upgrading them must be a priority for Congress.

A recent study conducted by the University of Tennessee shows that if there was an interruption in river traffic at Lock and Dam No.25, there would be a loss of $3.7 billion in labor income, economic activity, in addition to the loss of up to 7,000 jobs........
