MDC Stocking Lake Sturgeon Into Meramec River........

Officials with the Missouri Department of Conservation are stocking the Meramec River with lake sturgeon.  The species is endangered within Missouri waters, and the MDC is hoping to raise their population.

During the 19th century, lake sturgeon declined due to overharvesting, and river projects that destroyed their habitat.  Missouri wildlife officials have been stocking the species in the Mississippi and Missouri Rivers, and their tributaries, since 1984.

The MDC will be stocking the lake sturgeon this month. The lake sturgeon can grow to 8 feet in length, and live for more than 100 years........

Federal Court Declines To Halt Dakota Access Pipeline........

A federal court recently rejected the request of the Standing Rock Sioux Tribe to halt the controversial Dakota Access Pipeline,  The Tribe says that the pipeline would destroy some of their sacred sites, and they vow to continue the fight.

The $3.7 billion, 1,170 mile pipeline's path would run within a half mile of the Tribe's reservation.  The Tribe had sued the U.S. Army Corps of Engineers, claiming that they had not adequately consulted with the Tribe before granting Energy Transfer Partners fast track approval for the project, as required by the National Historic Preservation Act.

The ruling will allow Energy Transfer Partners to move forward with construction of the pipeline on all privately owned land, up to the Missouri River.  Tribal Chairman Dave Archambault II said that the ruling is disappointing, and that the Tribe is not done fighting........

River Town's History Lurks Just Below The Surface.........

At one time, French colonies were found all along the Mississippi River, and over the course of time, natural disasters and economic progress have torn these towns down.

Ste. Genevieve, Missouri seems to be the exception to the rule.  Many of the French Colonial log cabins built by traders and immigrants are still standing, but now they look like other homes.

Historians are saying that that the town is unique in the preservation of the French Colonial period, and the National Park Service is in agreement.  The NPS has released a report endorsing the creation of a new national historical park in Ste. Genevieve........

Lewis And Clark Would Still Recognize The Upper Missouri River Banks........

On May 31, 1805, Meriwether Lewis wrote: “So perfect indeed are those walls that I should have thought that nature had attempted here to rival the human art of masonry had I not recollected that she had first began her work,” and “As we passed on it seemed as if those seems of visionary enchantment would never have an end.”

Lewis was describing an area of the Upper Missouri River Breaks now known as the White Cliffs, and according to Mark Schaefer with the Bureau of Land Management, what the Corps of Discovery saw is what you see now.

Two things have changed, however.  Domestic cattle have replaced the wild buffalo that Lewis and Clark marveled at as they passed, and now, one cannot drink the water.  Officials say that there is so much sediment and agricultural runoff in the Missouri River, that filters and purification tables cannot keep up........

St. Johns New Madrid Floodway Project Could Doom Egrets........

The New Madrid Floodway is the last place in Missouri that the Mississippi River links to it's natural backwater floodplain.  Within this floodplain is more than 50,000 acres of wetlands that support huge populations of birds, and is one of the most crucial backwater fisheries along the Middle Mississippi River.

The great egret is one of over 193 species of birds that depend upon the floodplain wetlands for food and habitat.  These birds are losing vital habitat at an astonishing rate, and if the U.S. Army Corps of Engineers proceeds with the St. Johns New Madrid Project, the habitat in the New Madrid Floodway may be lost as well.

The St. Johns New Madrid Floodway Project involves the installation of a new levee that will isolate the floodplain from the river.  The Cops is set to recommend moving forward with the project, even though it's own leadership has said that the project was an economic dud and carries huge environmental consequences........

Zebra Mussels Overwhelming Reservoirs........

On Friday, officials with the South Dakota Game, Fish, and Parks Commission learned that zebra mussels have taken over the Lewis and Clark Reservoir on the Missouri River near Yankton.  The mussels also came close to hitching a ride into Belle Fourche Reservoir last month,  They had hitched a ride aboard a dredging company's barge.

John Lott, director of the state fishery, says that some GF&P employees are working on inspecting and disinfecting boats when they are removed from the water at Lewis and Clark Reservoir in order to prevent the mussel's spread.  Lott adds that there are more than 200 boats in the Lewis and Clark Marina, and an effort is needed to help disinfect the boats.

During the summer of 2015, zebra mussels were found in that portion of the Missouri River, and this year, the infestation was even heavier within the marina.  In Belle Fourche Reservoir, dredging equipment that had last worked in Lake Superior were found to have been carrying zebra mussels........

MSHP Continuing Wake Education Campaign........

During the past few boating seasons on the Lake of the Ozarks, there has been quite a bit of talk about rough water, and how to protect boaters and docks from increasing injuries and property damage.

The Missouri State Highway Patrol Marine Division started a public campaign to teach boaters about wake safety, and courteous boating practices.  Troopers were instructed to be proactive about boaters that were plowing, which causes vessels to create large wakes.

Captain Matthew Walz, Director of the Water Patrol Division, said that troopers were quite busy this year with educational efforts about wakes and plowing issues in addition to providing wake and plowing information during on the water stops........

Recent College Grads Paddling River, Speaking To Students........

Eric Nathanson and Calli Vasatka, recent graduates from the University of Puget Sound in Tacoma, Washington, are part of an 8 person team called OAR Northwest.  The group is paddling the Mississippi River, and visiting classrooms to discuss adventure education.

The group was recently in the Quad Cities, and Nathanson and Vasatka used a PowerPoint presentation to illustrate how and why they are travelling the 2,320 miles down the Mississippi River, from Minnesota to Louisiana.  The duo was peppered with questions from fifth graders, including inquires about the differences in canoes and rowboats, and where one goes to the bathroom.

The expedition began using canoes along the upper reaches of the Mississippi River.  As the river became broader and deeper, they abandoned their canoes in favor of rowboats for the remainder of their journey.  One of the rowboats is equipped with a Google Trekker device, which is a camera/computer hard drive system that will send photos to Google Earth.  This expedition has partnered with Google........

Science Students Spend Friday Learning River History........

Friday morning, about 30 elementary education majors from Winona State University were aboard the Cal Fremling, cruising down the Mississippi River to learn about the river's history, and potentially spot whatever wildlife they could.

During this course, the students are taught how to teach science in their future classrooms.  They spent the better part of their journey on the Cal Fremling's upper deck, making notes on practically all they could see.

The stretch of the Mississippi River running past Winona was first developed in 1878, when workers dredged the main channel until it was 4 1/2 feet deep.  As vessel got bigger, crews made the river deeper.  It was deepened to 6 feet in 1907, and made 9 feet deep in 1930........

Louisville, Kentucky was founded due to it's location along the Ohio River, allowing it to serve the bustling riverboat trade industry.  The river still serves the city as a crucial trade route, however, it is not as important to the city as it once was.

On Thursday, area high school students had the chance to learn about careers in the river freight and transportation industries.  They also had the chance to head out on the river aboard the Spirit of Jefferson.

According to Errin Howard of Riverworks Discovery, the majority of the public are unaware of the career opportunities that can be found along the river........

Mississippi River Cruising

A Look At The Cuise Vessels Plying The Inland Waterways........

With the popularity of river cruising along America's inland waterways increasing, cruise lines are scrambling to construct new, purpose - built river  vessels that feature modern amenities, while retaining the unique heritage of this bygone era.

There are two major cruise lines that have cornered the market on classically - styled paddlwheelers, the American Queen Steamboat company, and American Cruise Lines.

American Cruise Lines has several vessels on the Mississippi River, including the American Eagle, and the America.  The company is building another riverboat, which is expected to hit the river next year.

The American Queen Steamboat Company features the largest riverboat ever built, the American Queen, and the American Dutchess, that will debut during 2017........

Partially Sunk Vessel Found With Holes Drilled In Hull........

The Missouri State Highway Patrol reported that around 7:20 am Monday, the Patrol and the Osage Beach Fire Protection District was called out to the 1 Mile Marker of the Glaize Arm for reports that a medium sized runabout was capsized in the water.

Responders determined that there were no victims in or around the vessel, and it was towed to The Moorings, where it was removed from the water.

Dave Anderson, with Lake Tow reports that upon inspection of the vessel's hull, they found that holes had been drilled in the boat, and the drain plug had been removed........

Missouri River Bridge Expected To Open Next Month........

On Wednesday, the Missouri Department of Transportation announced that despite delays, the Missouri River Bridge is expected to reopen by November 14.

The span was shut down back in early May, with the expectation of being closed for 120 days.  MoDOT said that after crews began removing old paint, they discovered a greater number of deteriorated rivets that needed to be replaced.

According to MoDOT Spokesperson, Patty Lemongelli, it would take something quite out of the ordinary to delay the bridge's reopening past November 14.  She adds that contractors are confident that the work will be wrapped up by that date........

Definition of "Crest"

The National Weather Service says a crest is the highest point in a wave. In the case of river flooding, it is the highest stage or level of a flood wave as it passes a particular point. Gauges along the river record the level of the water, and the highest level recorded at each gauge will be the crest for that gauge.

Missouri officials say they have identified the source of the material that turned the waters of Coldwater Creek, a Missouri River tributary, white.

Illinois Tells Sny District To Lower Levee........

The State of Illinois recently ordered a large Mississippi River levee district north of St. Louis to either lower the height of their levees, present a mitigation plan for possible flooding, or face legal action.

The Illinois Department of Natural Resources, the U.S. Army Corps of Engineers, and other agencies accused the Sny Island Levee Drainage District of constructing levees exceeding state and federal guidelines for managing the Mississippi River.

Loren Wobig of the DNR's water resources division said that if the levees are not lowered to specification, or if plans for dealing with the possible flooding caused by higher levees, the fiscal impact to local communities could be devastating........

News Release From BoatUS

Boat Pumpout Money Available for Marinas, Boat Clubs, Nonprofits
Grant Application Period Ends Soon

ALEXANDRIA, Va., October 4, 2016 – Marinas, boat clubs or fuel docks with a working pumpout provide a vital service to recreational boaters. Installing a pump, however, and the annual costs to maintain one, can be high. That’s where a program funded by the taxes and fees paid by boaters can help.

This fall, the US Fish & Wildlife Service’s Clean Vessel Act program aims to give out about $12 million for the construction, renovation, operation and maintenance of public boat pumpouts. However, the deadline to apply for the 2017 grant cycle will soon draw to a close. BoatUS is urging anyone interested to apply now by contacting their state’s grant coordinator.

The nationally competitive, federal grant program, which is administered by individual states, pays up to 75 percent of the project costs and requires 25 percent matching funds. Some select states also contribute funds, which could essentially cover up to 100 percent of the costs. Any public or private boating facility or nonprofit organization is eligible to apply. In addition to stationary locations on docks or shore, funds may pay for pumpout vessels, floating restrooms used by boaters, educational efforts on environmental pollution or for other boat sewage-related measures.

“With the growth of no-discharge zones nationwide, we need to ensure boaters – from the largest to the smallest boats – have meaningful access to local pumpouts,” said BoatUS Foundation Vice President Susan Shingledecker.

Since the inception of the Clean Vessel Act, the grant program has funded more than 6,000 pumpouts and dump stations and provided funds to help operate and maintain more than 3,700 systems.

A list of Individual Clean Vessel Act coordinators at the state level is at http://www.sobaus.org/pdf/CVA_Coordinator_ListMASTER.pdf. Examples of past projects may be found at Clean Vessel Act Grant Program - Funding.

Mississippi River at the Quad Cities

Flooding Rivers Crested Sunday Evening........

Sunday evening, the Mississippi River at Rock Island, Illinois crested at 16.59 feet, and has started to fall.  In Burlington, Iowa, the Mississippi River crested shortly after midnight Monday morning at 28.93 feet.  Flood stage is at 15 feet.

Other rivers in the area have crested as well, including the Wapsipinicon River at DeWitt, which crested at 13.86 feet.  By Monday, it had fallen to 13.17 feet.  Flood stage is 11 feet.

There are many roads in the area that remained closed due to high water........

Mississippi River in the Quad Cities

Preparation vs Cleaning Up Afterwards

Illinois Sees Little Damage As Floodwaters Recede........

The Mississippi River in the Quad Cities is on the way down, and there is not much damage to speak of.  According to state Senator Sue Rezin, preparing for the flooding is much more cost effective than cleaning up after the fact.

Rezin said that the old method of dealing with flooding was to appeal to state and federal agencies for assistance after the damage had been done.  Now, municipalities are spending funds on flood control projects to avoid damage altogether.

Several years ago, Moline and Rock Island drew up response plans for flooding, and now, crews know where to lay sandbags and erect walls to keep flooding contained to a few riverfront parks........

River Conference Looking For Better Grade........

For the past 9 years, River Action Inc. has organized Upper Mississippi River conferences, and this year's conference is set for October 14 - 15 at the iWireless Center in Moline.

When last year's event was held, a national watershed group released a "report card" giving the Mississippi River a D+.  The organizers and attendees of the River Conference were dismayed, as they had been working for years to improve the Mississippi River's health.

This year, Kathy Wine, executive director of River Action, decided that the conference would be dedicated to "Raising the Grade".  Conference participants will be asked to team up on the second day of the conference to come up with action plans for making improvements to the river's health........

Missouri River At Peers, Missouri

Couple Working To Raise The Value Of The Missouri River........

Dan and Connie Burkhardt consider themselves to be dual citizens of St. Louis and Marthasville, Missouri.  They spend weekends on their farm, where they raise grapes for Missouri wine, raise cattle and chickens.  They also run the Peers Store.

Until 1903, Peers was a town along the Missouri River, but when the water from the 1903 flood receded, the river was two miles away.  The Peers Store has flooded several times since then.

In the Peers Store, the Burkhardts sell a coffee table book called Growing Up With The River, which is a historical fiction tome geared towards younger readers, and tells imaginary stories of real towns along the Missouri River........

Louis Jolliet, Jacques Marquette, And The Chicago Portage........

In 1673, French Canadian explorer Louis Jolliet and Father Jacques Marquette were returning after exploring the Mississippi River Valley, when they first crossed the wetlands between the Chicago River and the Des Plains Rivers.

Both men recognized that the portage between the rivers was a crucial link between the Great Lakes and the Mississippi River Valley.

Jolliet recommended to officials in Quebec that if they cut a canal through the "river portage", then New France would be able to control the water route through the interior of the continent........

Coldwater Creek Near Hazelwood, Missouri

Missouri River Tributary Turns Milky Color.........

Around 10:40 am Sunday, the Missouri Department of Natural Resources got a call reporting that Coldwater Creek had taken on the appearance of milk.

Officials with the DNR sent crews to collect water samples from Coldwater Creek, which feeds into the Missouri River north of St. Louis.

Hazelwood resident Katherine Torrington says that she is hopeful that illegal dumping is not the source of the creek's discoloration, as there has been a long history of dumping in the creek, and health concerns for those living along the creek........

Good evening RiverBill.

Me and my buddy Jer had the island to ourselves all day today until three local badass ladies paddled up to set up camp. Joan, Mary, and Yo were on a practice run for their future kayak trip from Minnesota to the Gulf. They plan to set off next May on their journey. I'm sure they will encounter many amazing people on their travels south. We wish them good luck.

I apologize for the poor quality picture. I will try to get a better one if I can get out to the beach before they leave in the morning.

Thanks,

Corps:  No Changes In River Management........

On Thursday, Senior Federal Judge Nancy Firestone heard the opening statements in the multi-million dollar lawsuit, Ideker Farms et. al. vs. the United States of America.

Currently, lawyers are working to prove that the U.S. Army Corps of Engineers have significantly altered the way that they manage the Missouri River System, causing flooding in Missouri River bottom lands.

Terry Petrie, lead attorney with the Department of Justice said that the Corps can't and won't guarantee there won't be flooding along the Missouri River, as it is a dynamic system........

"State Of The River" Report Released........

On Wednesday, the National Park Service and Friends of the Mississippi River released a report that focuses on the 72 mile stretch of the Mississippi River that runs through St. Paul, Minnesota.

The report reveals that the Mississippi River would be better off with less E. coli bacteria, microplastics, and road salt.  Water quality managers have noted an increase in the chloride from road salt in Minnesota waters.

If the chloride levels get high enough, the aquatic ecosystem can be affected.  The Mississippi River itself isn't affected by the chloride levels, but it's tributaries are........

14th Annual Water Festival Was Held Friday........

On Friday, over 500 fifth graders attended the 14th annual Water Festival at Lewis and Clark Community College.  The festival focuses on a variety of water resources and uses, from recreation to water purification.

Students were even able to paddle a replica of a pre-1840s canoe around the lake at the LCCC.  For many of the kids, this was their first boat ride.

Teacher Jason Chapman says that he has been attending the festival since it's inception.  He adds that while we live in a large watershed, and near a big river, it is important that the kids learn about the importance of water, and keeping the water safe........

Mississippi River Flooding

High Water Causes Lock Shut Down........

Friday morning, the U.S. Army Corps of Engineers shut down a lock along the Mississippi River on account of high river levels, and they will likely shut a second lock down this weekend.

This move will stop grain barge traffic on the crucial shipping artery, at a time that the harvest in the Midwest is ramping up.

Lock No.17 near New Boston, Illinois closed Friday morning.  It is expected to remain closed through Wednesday.  Lock No.18 near Gladstone, Illinois will likely close for a few days later this weekend........

Mississippi River Near Rock Island, Illinois

Rock Island Preparing For High Water.........

Over the weekend, the Mississippi River at Rock Island is expected to rise just shy of major flood stage.  Currently, emergency managers in Rock Island County are driving along the riverfront, monitoring the Mississippi River's rise.

Flood stage in Rock Island is 15 feet, and the Mississippi River rose over that Tuesday.  The river is expected to crest around 16 1/2 feet sometime Sunday.

According to Sergeant Randy Heisch with Rock Island County's Emergency Management Office, major flood stage is at 17 feet, and it takes at least that much water to inundate the Illinois side of the river.........
