Dave went down to the Wild Bird Sanctuary today (09-19-16) to see the Eagle he rescued.

Found out it is a "she."  She is still not out of the woods. Still has the infections in her wing. If it does not clear up the government tells them they have to put her down. Hopefully she will recover. They said she eats well and takes her medicine so they have high hopes for her. She is still in the hospital.

Just thought I would update everyone.

Hi RiverBill,

We took a boat trip up to Hannibal last week and this is a picture of our daughter, Marina, taken at Hannibal Harbor . As usual, the pool north of Winfield was extremely scenic and made for a beautiful trip. This was our kid’s first real river trip and like always, all the stops on the way to Hannibal , like Two Rivers Marina and the beaches along the way, were awesome

The Great River Road

IDOT:  Drive Carefully Between Alton and Grafton........

The stretch of the Great River Road between Alton and Grafton, Illinois is extremely popular with sightseers and travelers alike, and the Illinois Department of Transportation is encouraging motorists to be aware of their surroundings while traveling along it.

Joe Monroe, an Engineer with the Illinois Department of Transportation says that motorists must share the road and the adjacent Sam Vadalabene Bike Trail.

Monroe added that IDOT crews have been working on clearing brush and making repairs to the bike trail recently, and that work should be wrapped up in October........

Mississippi River Tows

River Navigation Resembles A Video Game........

When one thinks of radar, they typically conjure up images of weather forecasts, or perhaps speed traps.  Commercial pilots, whether flying in the air or plying the seas think of radar as a way to see where they are going.

Recently, Chuck Holst, a pilot with Inland Marine Service shared a video of what navigating the Mississippi River from the bridge of a tow vessel.

The first time lapse shows the Lee Ann Ingram headed downstream, where you can see the wheel wash behind the vessel, and the blinking buoys that mark the channel.  The second time lapse shows the tow headed upstream, squeezing through the Crescent Railroad Bridge, under the Centennial Bridge, and ease into Lock No.15........

Boat Sales

Analyst:  August Sales Boost Expected........

Marine lenders are revealing that powerboat sales in August have offset slow July sales with strong dollar and unit growth.  An analyst with Wells Fargo has speculated that retail sales in the main powerboat segment increased by about 5%.

Wells Fargo Senior Analyst Tim Conder says that August retail unit sales in the main powerboat segment grew by mid to high single digits, with dollars up by a percentage in the high teens.

Preliminary trends for September appear to be "flattish", but historically, more sales occur toward the end of the month.  Well Fargo is maintaining that the 2016 forecast will see a 6& increase in unit sales, and dollar growth of 9 - 12%........

Boat Manufacturer

Malibu Ordered To Pay $3.1 Million To Marine Power........

A recent lawsuit filed by Marine Power, LLC against Malibu Boats, LLC for breach of contract has been settled in Marine Power's favor.

The suit alleged that Marine Power, builder of high performance sport boat engines, entered into a contract with Malibu Boats to provide engines through purchase order 557 PO, for a total purchase price of $5,954,102.00.

By the end of March, 2014, Malibu informed Marine Power that they did not wish to pursue a long term agreement with the company, and they would not be using Marine Power engines in their 2015 models........

RBGA:  Alton Marina Is Small Business Of The Month........

Mere days after celebrating the 20th anniversary of the Alton Marina, the RiverBend Growth Association named the Alton Amrina their Small Business of the month for September.

The City of Alton owns the marina, however, the facility is operated by Parrot Pointe Marina.  CEO Karen Baker-Brncic is in her 10th year with the marina, and with her staff, she strives to give visitors a sense of being on vacation, but close to home.

Businesses that are awarded the Business of the month title provide services and support to the community.  Baker-Brncic says that the marina is instrumental, as they are the window from the river........

No Easy Fix For Re-Routing Oil Pipeline........

The possible re-routing o a long-anticipated pipeline at the center of a protest in North Dakota would be a costly and laborious task, that would delay startup by several months, and prompt additional opposition from Native American and Environmental groups.

The 1,172 mile long Dakota Access Pipeline was set to be in operation by the end of the year.  It was intended to carry over 470,000 barrels of crude oil per day through four states into Illinois, where it will join to another pipeline down to Texas.

Last week, the Justice Department, and other federal agencies made an unprecedented move, when they put a halt to construction work on the pipeline, which was slated to cross the Missouri River near the Standing Rock Sioux reservation........

An App Helps Keep Track Of Flood-Tossed Tombs........

Over the past several weeks, Arbie Goings, a veteran of disaster mortuary work, has been working as a cemetery recovery consultant in a portion of Louisiana that saw significant flooding.

Goings can expect to spend time sifting through waterlogged funeral home records, questions of opening coffins, and the possibility of misidentification when trying to determine what casket goes where.

Flood tossed tombs is nothing new, since workers searching marches following Hurricane Rita found tombs missing since Hurricane Audrey in 1957.  Goings and a few others have decided to do something about the issue........

First Steps Taken For New  Bridge ........

Any time that the Florence Bridge, which carries Illinois 100 and Illinois 106 over the Illinois River, is closed, residents, farmers, and commercial users are considerably inconvenienced.

The Florence bridge was built in 1929, and is considered to be functionally obsolete, as well as structurally deficient.  The span is one of two remaining lift span bridges in operation within the state highway system.

On Thursday, the Illinois Department of Transportation revealed to the public a feasibility study that was completed in 2013 on the replacement for the bridge, and to get members for the citizen's advisory group that will help with the three year Phase I study to replace the span........

Well Preserved Vessel Discovered In Lake Superior........

During the past six years, Ken Merryman and Jerry Eliason have been searching Lake Superior off and on for a 19th century ship.  Two weeks ago, they spotted a schooner with it's mast still standing.

The vessel is the Antelope, which was an old schooner barge constructed while Abraham Lincoln was still President.  It is thought that the Antelope sank in 1897.

Merryman said that the wreck was in such good condition because it was likely carrying a neutrally buoyant cargo such as coal.  He adds that instead of crashing to the bottom, the vessel basically floated down........

Mississippi River Legislation

Senate Passes Water Resources Bill........

On Thursday, the U.S. Senate passed a $9 billion water resources development bill, which will include $25 million for dredging ports along the Mississippi River.  The legislation still must pass the House, who may consider it as soon as next week.

There are several other Missouri-related provisions in the Water Resources Development Act, including funding for flood-control projects across the state, and clean drinking water.

Senator Roy Blunt, R-MO says that 500 million tons of cargo are transported via the Mississippi River each year, and the dredging operations in small ports will be beneficial to states along the river........

Youth Sets National Water Ski Jump Record........

Over the summer, a 13 year old waterskier from Dow, Will Roberts, caught the attention of the water skiing world when he twice broke the national record on the same day.

On July 17, Roberts was participating in a three-event water ski tournament in Jacksonville, Illinois, when he set a new "Boys 2" jump record of 144 feet.

Will began his skiing career at the age of three, and three years later, he started jumping off of his neighbor's newly built 18 inch tall miniature ramp........

Second Quarter Boat Sales Growth Slowed........

During the second quarter of 2016, recreational boat sales growth slowed, as solid June sales numbers were tempered by anemic results during April and May.

The main powerboat segments saw sales increase 3.6% for the quarter to 71,090 units.  Industry-wide, sales increased by 3.6% to 110,440 units.

According to Ryan Kloppe, sales director for Statistical Surveys says that the first two months of the second quarter, sales were slow, but that could be partially attributed to a lot of people buying boats in March........

News Release From BoatUS

Water Resources Development Act the Focus of Today's Congressional Boating Caucus Meeting

Recreational Boating and Fishing Industries to Hold Briefing Today on Capitol Hill

WASHINGTON, DC, September 15, 2016 – For the recreational boater, waterway access, safe navigation, and clean waters are essential. Today on Capitol Hill recreational boating and fishing industries will hold a Congressional Boating Caucus briefing and panel discussion on the need for Congress to reauthorize the Water Resource Development Act (WRDA). The legislation provides funding for US Army Corps of Engineers ecosystem restoration such as the Everglades, fisheries improvements, flood protection efforts, and projects that support waterway access.
With yesterday’s passage in the Senate, the bipartisan bill has strong support and leaders are confident WRDA has enough votes to pass the House of Representatives.
The Congressional Boating Caucus is an informal bipartisan group of US Senators and Representatives formed in 1989 to advocate for the interests of the recreational boating industry. Today’s panelists include Jim Sartucci of law firm K&L Gates and retired US Coast Guard and former Senate Commerce Committee staff member; Kellie Ralston of the American Sportfishing Association and Keep Florida Fishing; and James Erskine of the Florida Fish & Wildlife Commission.
The briefing is co-hosted by the National Marine Manufacturers Association (NMMA), Boat Owners Association of The United States (BoatUS), Marine Retailers Association of America (MRAA), American Sportfishing Association (ASA), Center for Coastal Conservation (CCC), Coastal Conservation Association of Florida, and Theodore Roosevelt Conservation Partnership.
“Today’s briefing is very timely as the Senate is in the midst of floor deliberations on the WRDA legislation," said NMMA Vice President of Federal and Legal Affairs Nicole Vasilaros. “We will be looking at the bill’s impact on existing and future water quality projects to ensure public access to our nation’s waterways as well as the ongoing Everglades restoration.”
As the boat owners advocate, BoatUS Government Affairs Senior Program Manager David Kennedy says the WRDA bill affects thousands of recreational boaters. “Without WRDA’s critical funding, America’s recreational boaters could find some waterways too shallow or dangerous to safely navigate or small harbors potentially off limits if funding for dredging is not addressed.”

Grounded Barge Has Been Refloated, River Reopened........

The U.S. Coast Guard reports that on Tuesday, crews were working on removing anhydrous ammonia from a barge that ran aground near Campbell Island, and transferring it to a second barge.

Coast Guard crews were initially going to move the ammonia on Monday, however, windy conditions could have caused complications.  As the barge was lightened by the removal of the ammonia, it began to float.

The Mississippi River had been closed down between Lock and Dam No.14 and Lock and Dam No.15, and boat landings in the area were blocked off with barricades........

Metro East Levees

Opinion:  Local Officials Took Care Of Levee Project........

Close to 90 miles of levees protect around 175 square miles of land between Alton and Columbia, Illinois from the Mississippi River.  Back in 2008, the Federal Emergency Management Agency threatened to decertify the levee system.

Decertification of the levee system would have meant that FEMA believes that the area wouldn't be protected against a 100 year flood.  It also meant that flood insurance rates would skyrocket.

While the U.S. Army Corps of Engineers said that the levee project would take decades to complete, state and local officials realized that they needed to move fast to update the levees........

Lewis And Clark Journey

Alaskan Completes Lewis And Clark National Historic Trail........

Wednesday morning, Alaskan Bruce "Buck" Nelson completed a journey that replicates that of Lewis and Clark's Corps of Discovery.

Nelson traveled the Lewis and Clark National Historic Trail by foot and kayak, covering the more than 3,300 miles in just under six months.  He started the trip at the confluence of the Missouri and Mississippi Rivers, and completed it at the mouth of the Columbia River.

On March 24, Nelson started walking, passing through Missouri, Kansas, Nebraska, Iowa, North and South Dakota, and into Montana.  He decided to walk the first 800 miles of the trip, to avoid the treacherous currents created by wing dams.  He then paddled the next 1,500 miles........

Mississippi River Geotourism

Quad Cities Featured In Geotourism Project........

The Quad City Convention and Visitor Bureau announced that National Geographic recently launched a website dedicated to geotourism, and features points of interest along the Mississippi River.

Joe Taylor, President of the QCCVB, says that National Geographic might just believe that the Quad Cities are the coolest place along the Mississippi River, as the main photo is taken from Rock Island's Schweibert Park, looking out across the river at Davenport.

The public submitted better than 2,000 nominations of their favorite points of interest along the Mississippi River, including historic, cultural, and natural landmarks, artisans and attractions, and much more........

Mississippi River Cruising

The American Queen Steamboat Company Adding A Ship........

The American Queen Steamboat Company recently announced that they are adding a third vessel to their fleet in 2017.  The new vessel, American Dutchess, will be a 166 passenger all-suite riverboat.

The addition of the American Dutchess will give the company two vessels to cruise the Mississippi River between St. Paul and New Orleans.  The other vessel is the 436 passenger American Queen.

The American Queen Steamboat Company bought the former Isle of Capri casino boat as a starting point for the new vessel.  It will be sent to a U.S. Shipyard to be refitted for cruising duty, including the addition of a third deck, and a functioning sternwheel........

Meramec River Near Valley Park, Missouri

Opinion:  Valley Park Levee Made Flooding Worse........

The Valley Park Levee along the Meramec River was authorized to provide 100 year protection, which is typically considered to be base flood level, plus three feet.  Valley Park's base flood is 430 feet, so the 438 foot levee crown is excessive.

The U.S. Geological Survey reported that peak flow along the Meramec River in December 2015 was 10% lower than the flood of August 1915, however, the peak water level in 2015 was 6 feet higher.

The sizable increase in flood water levels, but with lower water flows, indicates that the Valley Park Levee, and other encroachments are contributing to bigger floods........

Jellyfish Found In The Lake........

BIRTHDAY RIVER RUN

Hey Riverbill

We took a cruise on the USS JDingo for a little birthday celebration. Here is the man of the hour with his 3 nieces on our way up Illinois River for a birthday lunch at Mel's Riverdock Restaurant. We had some great weather, great food, and even capped it off with a peach banger at Kinder's. Overall a great day on the river.

Here's to hoping for a few more months of good weather on the river,

Mississippi River Near East Moline, Illinois

Coast Guard Attempting To Refloat Grounded Barge........

On Monday, the U.S. Coast Guard was attempting to free up a barge loaded with anhydrous ammonia that ran aground near East Moline.  Unfortunately, the Mississippi River was not high enough for the barge to be freed up.

Back on September 3, two barges loaded with 4,800 tons of ammonia ran aground near Mile Marker 491.  One barge was refloated, while the other remained grounded.  Officials say that the barge is not leaking.

The barge is not located in the navigation channel, but the Coast Guard is warning the public to stay away from the region.  Crews will attempt to refloat the barge on Tuesday........

Mississippi River Shipping

St. Louis Advised To Get Ready For Freight Growth........

The Federal Highway Administration estimates that the value of freight shipped through the St. Louis region will increase 74% to $483 billion by 2045.  On Monday, a freight roundtable was held in St. Louis to discuss how to handle the increase in volume.

Head of the highway administration, Gregory Nadeau pointed to the 126 year old Merchants Bridge as crucial to moving freight not only in the St. Louis region, but across the nation as well.  An average of 32 trains cross the aging span each day, and replacing the bridge would cost an estimated $222 million.

In addition to roads and bridges needing upgrades, Paul Jaenichen, administrator of the federal maritime administration said that the United States is not prepared to handle the big ships of the future, because of the aging and too small ports........

Meramec River At Valley Park, Missouri

Corps:  Levee Not Overbuilt........

A report was recently released suggesting that the levee protecting Valley Park from the Meramec River was overbuilt, and exceeded height limits by as much as eight feet.

The critics are saying that a levee system that was overbuilt would have exacerbated the recent flooding in other communities on the Meramec River, including Arnold, Eureka, and Fenton.

The U.S. Army Corps of Engineers said that their construction on the Valley Park Levee system was based upon sound analysis, and that the levee was not built beyond the authorized level........

News Release From BoatUS

Boaters: Should You Add Ice and Freeze Coverage to Your Boat Policy Now?

Inexpensive Option Good for DIYers, Winter Trailerboaters

ALEXANDRIA, Va., September 12, 2016 -- Many boat owners think they don’t have to worry about freeze damage if they live in temperate states or if they keep their boat in heated indoor storage areas in Northern climates. However, every year the Boat Owners Association of The United States (BoatUS) Marine Insurance Program gets freeze-damage insurance claims for boats in Southern states hit by a hard freeze, and claims for boats stored indoors in Northern states where storms took out the electrical power – which usually means no heat. So the first rule of winter storage for any boat is to winterize properly.

Even then, small winterizing mistakes like not draining all of the areas of the engine raw-water system, can easily destroy an engine. For that reason, BoatUS says ice and freeze coverage may also be a smart option for do-it-yourselfers who want peace of mind, or for trailerboaters who store their boat in a heated garage or travel between warm and cold states.

Typically offered as a policy “rider” to boats stored in Northern climates, it’s inexpensive. BoatUS offers the add-on coverage for as low as $20. However, there is a deadline to purchase this coverage as most insurers don’t offer it once temperatures get cold, usually the end of October.

BoatUS says the good news is that boat owners in more temperate states often have this feature added to their policies automatically, but boaters should check with their insurer.

For more information on boat insurance or ice and freeze coverage, go to www.BoatUS.com/insurance or call 800-283-2883.

Fishy Tales From Philadelphia, Pennsylvania

Woman Walking Hit In The Face With A Catfish........

Last week, a woman on her way to a Labor Day Boot Camp class received quite a shock when a catfish fell from the sky, and hit her in the face.

Lisa Lobree said that the fish must have hit her head, face, and neck, because she smelled so bad afterwards.  Lobree added that she immediately freaked out, and fell to the ground.

It seems that a bird had been carrying the catfish in it's beak and dropped it on Lobree's head.  Lobree thinks that the fish fell from about 50 feet overhead.  Her face and neck ended up swollen, and she has a scar under one eye........
