Meramec River Levees

Opinion:  Valley Park Levee Built To The Correct Height........

The levee protecting Valley Park was built to the correct height, as all levees are designed with extra height allowance built in.  For levees protecting urban areas, the additional height is at least three feet.

The additional height is not additional protection, but takes into account uncertainties about river levels.  Levee crowns are always higher than the design flood elevation.

The flooding in 1982 prompted a systematic study of all of the communities along the lower Meramec River, including Arnold, Fenton, and Pacific, for flood protection.  Valley Park was the only community that demonstrated economic justification for the project........

Lock Workers Save Capsized Paddlers........

Last Sunday evening, three paddlers were planning to spend the night in a cabin on an island near Warsaw, Illinois, when their canoe capsized.

Lockmen Corey McKay and Jeff Dorenthy were locking near the railroad bridge below the dam, when they spotted three people in a canoe heading downstream very quickly.  The canoe hit a bridge pier broadside, and split in two.

McKay and Dorenthy saw two of the paddlers were out of the current and had made their way to a sandbar.  They found the third paddler further upstream, hanging on a willow tree branch........

Marietta Hosting Annual Sternwheel Festival........

This weekend, thousands of people flock to Marietta, Ohio for the annual Ohio River Sternwheel Festival.  The event features fireworks, music and entertainment, and of course sternwheel riverboats.

The Sternwheel Festival kicked off on Friday, and it will wrap up on Sunday.  The main attraction on Sunday will be the annual James E. Sands Memorial Sternwheel races.

Dennis Blauser, head organizer of the Sternwheel Festival says that he would sum the festival up as river nostalgia.  He adds that visitors head down to the river bank, view a historic levee, and see old sternwheel riverboats, enjoy entertainment and fireworks........

Drowning Case Whistleblower: MSHP Encouraged Lies........

On Thursday, retired Missouri Highway Patrol Sergeant Randy Henry filed a lawsuit in federal court, claiming that his demotion and reassignment was in retaliation to his whistleblower actions following the drowning death of Brandon Ellingson.

On May 31, 2014, Ellingson drowned while handcuffed and in the custody of Trooper Anthony Piercy.  Henry told investigators about a phone call he had with Piercy that evening, but Piercy's account to the investigators was different, as was his testimony during a coroner's inquest.

Henry testified twice that there was minimal trooper training after the Water Patrol was absorbed by the Highway Patrol.  Henry claims that before one of the hearings, he was encouraged to say that training had been adequate prior to the drowning,  Henry refused, saying that he was not going to lie for anyone........

NMMA Urges Congress To Renew Water Resources Act........

The National Marine Manufacturers Association is calling on Congress to reauthorize the Water Resources Development Act.  According to the NMMA, this act is a crucial program for the recreational boating industry.

The act authorizes and funds the U.S. Army Corps of Engineers to not only maintain, but make improvements to the waterways and harbors across the country.

The Water Resources Development Act is set to expire at the end of the year.  It was one of the goals of the American Boating Congress to get the act reauthorized........

NPS Supports Extending Lewis & Clark Trail Through Cape........

The National Park Service recently released a report that supports extending the Lewis and Clark National Historic Trail eastward, which would bring it through Cape Girardeau.

In 1978, Congress designated the Lewis and Clark Expedition's route from Wood River, Illinois, up the Missouri River, to the Pacific Ocean and back as the Lewis and Clark National Historic Trail.

The NPS study determined that the Eastern Legacy route between Pittsburgh and St. Louis meets the criteria for being included in the National Historic Trail system........

News Release From BoatUS

How Many Can My Boat Take Aboard?

New Recreational Boat Upper Deck Capacity Standards

ALEXANDRIA, Va., September 9, 2016 – The membership organization that sets safety standards for recreational boat design and manufacturing, the American Boat & Yacht Council (ABYC), has revised its “Boat Capacity” (H-5) standard for upper decks on recreational boats. Upper decks are often referred to as the “fly bridge” or “upper helm.” The new standard, which is partly in response to fatal capsizing accidents involving overloaded fly bridges, will now include upper-deck weight capacity regardless of boat length.

Upper decks are typically found on boats greater than 25 feet and often found on fly bridge sportfish vessels, trawlers, houseboats and even some pontoon boats.

“New boats with upper decks will soon have an additional capacity placard for those areas to help boaters make smart choices about loading and stability,” said BoatUS Seaworthy magazine Editor Charles Fort. “This will help ensure boaters don’t make the mistake of overloading the upper deck.”

The majority of boats built today adhere to ABYC’s voluntary standards through the National Marine Manufacturers Association certification program. Additionally, ABYC offers standards for the maintenance and repair of recreational boats. “A boat that’s designed, built, maintained or repaired to ABYC standards helps ensure a safe day on the water,” added Fort.

Owners of older boats with upper decks may find the capacity in their owner's manual or by contacting the manufacturer.

An issue for small and large boats, capsizings and sinkings are at the heart of a new BoatUS Marine Insurance Program study that looked at five years of the association’s member insurance claims files. The study reveals how these accidents happen and what boaters can do to avoid them, and it can be found in the August 2016 issue of BoatUS Seaworthy at http://goo.gl/m3hqO3. Data shows that while most capsizes occurred in smaller boats,18% occurred in boats over 25 feet.

For more information on ABYC standards, go to http://abycinc.org.

Lewis & Clark Site Hosting Music Festival........

On Saturday, the Lewis and Clark Historic Site in Hartford will be hosting the 14th annual Music Festival, which combines period music from the time of Lewis and Clark, with traditional bluegrass.

Assistant Site Manager Cynthia Upchurch, music was quite important to the members of the expedition.  She added that there were a few people that played the fiddle on the expedition, and that was their entertainment.

The most famous fiddle player on the expedition was Pierre Cruzatte, who could speak the language of the Omaha, and knew sign language.  Cruzatte was likely best known for shooting Meriwether Lewis in the buttocks while hunting elk.  Site supervisor Brad Winn said that they don't reenact that part........

MissouriState Highway Patrol

News Release

Weather Forecast Includes Heavy Rain, Flash Flooding

Colonel J. Bret Johnson, superintendent of the Missouri State Highway Patrol, would like to remind the public that heavy rain can result in flash flooding, a safety concern for both motorists and boaters. The Patrol reminds everyone that flooding has proven to be extremely dangerous and could be fatal.
The Patrol asks boaters across the state to take extra precautions when boating in flooded areas where rivers and lakes have become swollen. Many times the right decision is to stay off the water. In areas where lakes or rivers spill over the banks, erosion and damage can occur to flooded structures, docks, or water laden levees by boat wakes. Boaters should avoid operating in these areas. If operation in these areas is necessary, boaters should operate at idle speed so as to avoid causing a wake.
Flooded rivers and streams with moving currents present some of the most dangerous situations a boater can encounter. Fast moving water can easily capsize or flip a boat—or personal watercraft—especially when combined with fixed objects such as trees and buildings. Boaters should avoid any operations in swift flowing waters.
Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!
For their safety and that of their passengers, drivers are reminded to stay alert while driving when it is raining and be especially vigilant in areas known to flood. Weather conditions requiring the use of windshield wipers are usually those that affect visibility. Motorists are reminded that state law requires them to turn on their vehicle’s headlights any time they are using the windshield wipers. It only takes a second to turn on your vehicle’s headlights. But, that second could make you more visible to other drivers and prevent a traffic crash. Should flooding occur, barricades may be used to close a roadway. These barricades are there to protect you. Drivers must respect barriers or barricades put in place by MoDOT — it is extremely dangerous and a violation of state law to drive around them. Never drive through fast-moving waters; even a small amount of fast-moving water can sweep a slow-moving vehicle off the roadway. If your vehicle becomes stuck in rising water, get out quickly and move to higher ground.
The only 100 percent survivable traffic crash is the one that never happens. Make sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Every day as we travel on Missouri’s roadways, we trust that every driver on the road is going to obey the speed limit, pay attention, and drive sober. “Don’t Violate The Trust.”

IDNR Helps Children Experience Fishing.........

Fishing is considered to be one of the most relaxing activities in life, and the Illinois Department of Natural Resources Fish and Wildlife Group is working to give people the chance to experience fishing firsthand, and learn proper techniques.

Each year, the IDNR Fish and Wildlife group offers fishing lessons for kids and adults.  For several weeks this summer, Julie Nelson with the IDNR spent her mornings teaching proper fishing techniques.

Nelson says that there aren't too many better ways to relax and spend time with your family than with a fishing pole.  She adds that fishing is something people can do, young or old........

Sunday evening, two employees of Lock and Dam No.19 at Keokuk, Iowa were at the right place, at the right time to save three canoers on the Mississippi River.

Lockmen Corey McKay and Jeff Dorenthy were locking near the railroad bridge below the dam, when they spotted three people in the water.  McKay and Dorenthy hopped into a rescue boat, and headed after the people.

The pair found that two of the paddlers were out of the current, and had made their way to a sandbar.  They found the third paddler further upstream, hanging on a willow tree branch........

City Council's Marina Vote Questioned By Residents........

In early July, the City of Hannibal approved plans for renovating the city's riverfront.  Part of that plan will involve the removal of the marina.

Opponents of the renovation plans are not going to go down without a fight.  Thanks to Facebook campaigns, petitions and rallies, the residents of Hannibal are working to put the matter before the voters.

According to Hannibal resident Alan Bowen, the law states that they can redo anything that they want to do.  He added that they feel that the Council is not representing all of their constituents........

NPS Considering Lewis And Clark Trail Extension........

While everyone knows that the Lewis and Clark Expedition began along the banks of the Mississippi River at Hartford, Illinois, there was a considerable amount of work involved in preparing for the journey.

The National Park Service is considering extending the Lewis and Clark Trail east of the Mississippi River in order to recognize the significant sites between Pittsburgh and Hartford.

At this time, the National Park Service is accepting public comments on the proposal, which would add approximately 1,200 miles to the Lewis and Clark Trail........

A Look Back At The Missouri River Bridge........

During the first week in September 1958, workers opened the Missouri River Bridge in phases.  The new four lane span replaced the 19th century bridge downstream that was overwhelmed by 16,000 vehicles crossing it each day.

The $8.5 million bridge paved the way for the migration west into St. Charles County.  The span was a key portion of the Mark Twain Expressway, which eventually became Interstate 70.

During the bridge's dedication, U.S. Representative Clarence Cannon of Elsberry was on hand, and said that the span would promote "safe and swift transportation, in addition to the increased happiness of each citizen"........

Mississippi River At Clinton, Iowa

High River Levels........

Over the Labor Day Weekend, the weather in Clinton, Iowa cooperated, however, the Mississippi River did not, much to the disappointment of local boaters.

According to Clinton Marina Senior dock hand, Brendan Stoller, the Mississippi River had been "really" high for about the past week and an half, hovering around 16 feet.

Stoller estimates that only about 50 boats took to the river over the Labor Day weekend.  He believes that people were concerned that their boats would hit debris floating in the river........

MDC Will Host Day On The River........

Om Saturday, September 17, the Missouri Department of Conservation will be hosting a "Day on the River" at Cape Girardeau's Riverfront Park, from 9 am to 4 pm.

MDC naturalist, Angela Pierce says that the free event is a great way to learn about the Mississippi River.  She adds that families can take boat rides, practice casting, see and touch a fish right out of the water, and even sample some prepared Asian carp.

Pierce said that the Mississippi River, and the adjacent wetlands are a sizable part of the Cape Girardeau heritage, and they are a crucial habitat for wildlife.  Pierce is hoping that the crowds will turn out to see what the Mississippi River has to offer........

Home-Built Amphibious Car Makes A Big Splash........

Probably the most-photographed car and boat in the Quad-Cities belongs to Gary Sloat, and they are one and the same.  Sloat says that he picked up an old Volkswagen, and an old boat, and started putting them together.

The result of Sloat's efforts is the "Aquabug", which looks like a '70s era dune buggy, with a boat's outdrive on the back.  Sloat says that it is a lousy boat, and a lousy car, but it is the fastest car on the river, and the fastest boat on land.

Sloat said that he built the amphibious car in his garage, and he was quite nervous the first time he drove it into the river.  He pondered just how big of an anchor did he build........

US Coast Guard App.....

I just found the US Coast Guard app for my phone and it is a really nice reference tool to have. It has links to all the states boating laws and registration requirements, plus all of the required safety equipment and navigation rules. I'm still playing with it and finding new features. The best part is that it is free. I think it's well worth trying out.

Arch Grounds Landscaping Nearly Complete........

Officials recently announced that the landscaping portion of the $380 million Arch Grounds renovation project is nearing completion, both north and south of the Gateway Arch.

There used to be 1,800 trees on the riverfront park, and when the renovations are complete, there will be over 4,000.  Some of the trees will be London Plane trees, which are disease resistant, hearty urban trees.

According to Ryan McClure, spokesman for CityArchRiver, the huge landscaping project has taken over six years to complete.  He adds that the landscaping on the Arch Grounds covers about 90 acres........

Officials Lowering The River To Install New Dam Gates........

Starting on Tuesday, the Mississippi River near St. Cloud, Minnesota will be lowered close to three feet, to allow crews from Engineering & Construction Innovation Inc. to install new gates on the city's hydroelectric dam.

According to Daryl Stang, operator of the St. Cloud Hydroelectric Generation Facility, the new mechanical gates will allow operators to control when the gates are raised or lowered, maintaining the river level.

The current trip gate system has been in operation for nearly 30 years, and the manual gates require operators to walk out on the spillway to raise the gates for ice removal.  The new gates will be actuated by an air system........

The Missouri State Highway Patrol reports that during a busy weekend at the Lake, several people were hospitalized after rough water caused them to fall in their boats.

The first incident occurred shortly before noon on Sunday, when a 1999 Rinker pontoon piloted by Yury Muradyan, struck several wakes near the 8.3 Mile Marker, causing his passenger, Tatyana Tukina to fall in the boat, suffering moderate injuries.

The Missouri River
Biomas is About 50% Asian Carp ........

Back in the early 1970s, carp from Asia were imported with the intention of ridding ponds in the U.S. of unwanted parasites, as well as improving the water quality.

Fast forward about 10 years, and the Asian carp started making appearances in the Mississippi River, in addition to other large bodies of water.  Now, millions of carp plague the Missouri River, and it's tributaries.

According to Tyler Ruoff, a resource scientist with the Department of Conservation, the Asian carp makes up about 50% of the total biomass found within the Missouri River........

River History....

September 5, 1856 in River History

The “Great White Arabia" sank on the Missouri River on Sept. 5, 1856 after hitting a jagged sycamore snag at Quindaro Bend, when she was less than one hour out of Kansas City. Ten minutes after hitting the snag she lay at the bottom of the Missouri River.

Since that area of the river was shallow at the time the upper decks stayed above the water. This allowed for the escape of all passengers and crew. The only casualty was a mule that was tied on the aft lower deck.

The steamboat was 188 feet long and had been operating on the Missouri River for only three years. She carried 130 passengers and some 200 tons of freight for 16 towns when she went down.

The steam boat was lost for 132 years.  She was recovered in 1988 with remarkably preserved clothes, tools, guns, dishware and more that are now on display in the Arabia Steamboat Museum in Kansas City. Click here for more information.

Illinois Waterways

A Peek Inside The Alligator Gar Stocking Project........

It is thought that since around 1966, the alligator gar has been extinct from Illinois waterways.  Since 2010, there have been small numbers of the fish sporadically stocked across Illinois.

There have been some alligator gar stocked into Hennepin, Hopper, and Powerton Lakes in northern Illinois, and a total of 279 gar stocked into the Kaskaskia River.

Dan Stephenson, chief of Fisheries for the Illinois Department of Natural Resources says that he'd like to keep the fish further south, but he supposes that some will head back up the Kaskaskia River which is more their historic range........

A Primer On Safely Towing Other Boats........

Upper Mississippi River
Take A Look At The Mississippi River's Source........

The Mississippi River flows from Minnesota's tiny Lake Itasca, 2,500 miles south to the Gulf of Mexico.  With the assistance of it's two largest tributaries, the Missouri and Ohio Rivers, it drains about 40% of the United States.

The Ojibwe Indians were living around the upper portions of the river when the Europeans arrived, and they referred to the river as the Misi-ziibi, or the Great River.  Early French explorers rendered this into Messipi.

While the Ojibwe believed that the tributary lakes and streams contributed to the formation of the Great River, they were amused, and confused by the surge in American explorers trying to find the one true source of the river........

Judge:  Missouri Must Pay For Drowning Death Violations........

The Missouri State Highway Patrol stands accused of withholding documents in the drowning death of college student Brandon Ellingson on the Lake of the Ozarks on May 31, 2014.

Ellingson was handcuffed and in the custody of Missouri State Highway Patrol Trooper Anthony Piercy aboard a Highway Patrol boat, when he fell overboard.  Ellingson's life jacket was improperly installed, and came off when he went into the water.

A judge called the withholding of documents egregious, and the judge's order says that while the Ellingson family eventually received everything after the trial was over, the state must pay $5,000 plus attorney fees for sunshine law violations........

Corps Will Spray Vegetation On Sandbars........

This month, the U.S. Army Corps of Engineers will be spraying vegetation along some of the sandbars dotting the Upper Missouri River so that endangered birds can nest there.

The Corps plans to spray some 1,500 acres of sandbars between Ponica, Nebraska and Pickstown, South Dakota.  Crews will be spraying from all-terrain vehicles and helicopters after Labor Day.

This project is being undertaken to rid the sandbars of vegetation so that the threatened piping plover and the endangered interior least tern can nest on the sandbars........

Mississippi River At Cape Girardeau, Missouri

MDC Hosting "Day On The River"........

Missouri Boating Legislation

Boating While Intoxicated Law Toughened........

A new Missouri State law will be taking effect in 2017, and it mandates hard time for any captain that causes injuries to anyone when piloting a boat while intoxicated.

House Bill 2332 stipulates that even with a single Boating While Intoxicated conviction, a person can be considered to be an "aggravated boating offender" if someone is injured as a result of the Captain's intoxicated boating.

This legislation requires that aggravated boating offenders to serve two years in prison prior to being eligible for parole........

The Great Loop

Loopers In Grafton........

On Thursday afternoon, five sets of loopers docked their boats at the Grafton Harbor.  Jan Desherlia, owner of the Grafton Harbor, said that loopers cruise down the Mississippi River to the Gulf of Mexico, round Key West, up the intercoastal waterways, and through the Great Lakes.

Susan Cutler, a St. Louis resident that recently completed the 11 month long journey said that depending on how many side trips loopers choose to make, the journey is between 6,000 and 7,000 miles.

For boaters undertaking the challenge of doing the Great Loop, they will enjoy seeing a different sunrise and sunset in a different location nearly every day........

Report Reveals Meramec River Levee Is Too Tall........

A recent report commissioned by the Great Rivers Habitat Alliance has revealed that the levee protecting Valley Park from the Meramec River was built higher than the U.S. Army Corps of Engineers allows.

During the flooding along the Meramec River last December, between three and five feet of water inundated hundreds of homes and businesses, causing millions of dollars in damages.

The report found that in some places, the Valley Park levee was between three and eight feet higher than the Corps' guidelines allow.  According to Corps' geotechnical specialist Patrick Conroy, the levee was constructed in accordance with all of the policies and laws in effect at that time........
