Bill,

We met a nice family from Beijing China today and took them for a boat after they asked if they could board our "ship" in the Hannibal Harbor. What a great experience for them and us!

Hopefully we can make some changes in Hannibal to keep our harbor and keep these types of events alive.

Bill,

Went for a "hot lap" on the river Sunday afternoon & came upon this floating tree above Lake Center. Boys being boys & it being Tim Satchwell's birthday...he & Rick Phillips decided to jump on & go for a ride, Huck Finn style. They made it down to Grafton before us girls squashed their fun. Just goes to show you never know what you will see on the river!

Mississippi River At Cape Girardeau, Missouri

The American Queen Stopped Off In Cape Saturday........

Saturday morning, the American Queen arrived in downtown Cape Girardeau, and the passengers disembarking from the vessel were enamored with the majesty and history of the Mississippi River.

These reactions were what U.S. Senators Roy Blunt and Claire McCaskill were considering when they introduced legislation that would allow the Delta Queen to resume cruising again.

This cruise aboard the American Queen began in Memphis, Tennessee, and will wrap up in St. Louis, after one more port of call in Chester, Illinois.........

A Look Back:  French Patrol Ship Visits Cape........

On June 30, 1976, the French patrol ship, Arcturus arrived on the Cape Girardeau riverfront as part of a tour of the southeastern waterways commemorating the role the French played in the war of Independence, and to help celebrate America's Bicentennial.

The Captain of the Arcturus, Jean-Pierre Laurent was presented with Cape Girardeau's Bicentennial Medallion by Mayor Howard C. Tooke.  Captain Laurent spoke of the warm receptions he and his crew received at each stop.

The Arcturus was originally a mine detector, and was later converted to a patrol vessel.  She was stationed at Martinique in Antilles.  According to Midshipman Jean Francois LaBarde, the vessel patrolled the seas from Brazil to Canada........

Upper Missouri River Basin

June Runoff Into The Basin Below Normal........

The U.S. Army Corps of Engineers reports that during the month of June, the runoff into the Missouri River Basin above Sioux City, Iowa was below normal.

Runoff totals were about 74% of average, totaling 4.1 million acre feet of water.  The runoff forecast for the 2016 calendar year is 23.0 million acre feet, or 91% of normal.

Jody Farhat, chief of the Corps' Missouri River Basin Water Management Division, says that mountain snowpack peaked below normal in April, melted quickly during spring, with the majority of the runoff entering the basin in May and June........

So, What Does That Mean ?

We posted the following information from the US Army Corps of Engineers Weekly Navigation Channel Condition in yesterday's edition and a RiverBills.com reader wrote in and asked what "hard set to the RBD" meant.

Mississippi River

MILE 227.0 - CHANNEL CONDITION
A hard set to the RDB has been reported in the vicinity of Mile 227.0, head of Bolters Island. Mariners are urged exercise caution in the area.

I wasn't sure, so we contacted Captain Mike of "Life on the River with Capt. Mike" for an explanation.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Captain Mike explained it as follows:
That means the current is running very hard toward the right descending bank. RDB. So if your a vessel southbound there will be a very strong draft ( set) towards the right descending shore in that particular reach. Hope that cleared it up. See you at the Towboat Festival.
Photographer, Pastor Take On River Trip........
Over the summer, John Keen and Park Neff are paddling around 2,300 miles down the Mississippi River, with the plans of passing through 10 states in 60 days.
The pair started their trip on June 1 in Lake Itasca, Minnesota, and they will wrap it up when they arrive in the Gulf of Mexico.  Over the Fourth of July, they were in Hannibal, Missouri.
Keen and Neff say that the trip is one that they had been wanting to take for years, and each time they canoed together, the desire grew stronger........
RIVER HISTORY
July 9, 2009 in River History
The Army Corps of Engineers announced the completion of the closing of the Mississippi River Gulf Outlet on this day in 2009.
The channel was built in the 1960s to provide a shipping shortcut from the Mississippi River to the Gulf of Mexico. It was blamed for the loss of thousands of acres of protective wetlands over the years and many elected officials and residents of the area loudly blamed the waterway for the massive flooding that decimated the region after Hurricane Katrina.
The Mississippi River Gulf Outlet was blocked by dumping 352,000 tons of rock into the waterway at a cost of $11.2 million. Pine Bluff Sand and Gravel Co. of Arkansas spent six months to build the barrier. The barrier stretches 950 feet across the MRGO channel, and has a 12-foot top crown, a 450-foot bottom width, and stands 7 feet above the water level.
RFA Calls On Members To Fight Ethanol Mandate........
The Recreational Fishing Alliance is calling upon their members to take action on ethanol by helping with a campaign which is being conducted by Boating United, a grassroots campaign organized by the National Marine Manufacturers Association.
Back in May, the Environmental Protection Agency recommended raising the renewable fuel volume requirements for 2017.  This proposal was not well received by the NMMA and other industry players.
The NMMA has been a long term opponent of increasing ethanol levels in the fuel supply, due to concerns over engines and other boat components........
Missouri Water Patrol
Hey Bill,
Okay everyone listen up here's the law. Missouri Revised Statutes. Dated August 28, 2015. Chapter 306 Section 306-165.1. And I quote "Each patrol officer assigned to the water patrol division may BOARD any watercraft at any time, with PROBABLE CAUSE, for the purpose of making any inspection necessary to determine compliance with the provisions of this chapter." Capitols are mine to point out key words. Note: it said may Board, but nothing about having the right to remove a captain from his boat (unless he's under arrest of coarse). This is not a lake this is a river with a fairly swift current they cannot leave a moving boat captain-less just to ask him questions. Ask when you board! Also note: with PROBABLE CAUSE, if the boat has a visible Coast Guard Safety Inspection Sticker displayed on the port side where it should be and where mine is and no one on board is visibly breaking any laws, what probable cause could there be? Just because we're out boating? Are they simply ignoring that part and stopping boats at random to try and earn their keep? Believe me, I've watched them stopping every boat they can coming up and down the slough/river and that's exactly what they are doing. When they stop me I will ask what their probable cause is. If they have one I'll grant them permission to board. But the only way they are taking me off my boat is in handcuffs.
Illinois Waterways
Boat Club Criticized Alligator Gar Plans........
The Illinois Department of Natural Resources has announced plans for reintroducing alligator gar into the waterways of Illinois, and members of the Kaskaskia Mariners are questioning why.
Jerry Phillips, vice commodore of the Kaskaskia Mariners Association says that the alligator gar is basically a trash fish, and most placed that have them are trying to eliminate them.
Representatives of the IDNR will be meeting with members of the boat club later in the month to discuss the plan.  The meeting is scheduled for July 21 at 7 pm, and will be held at The Bullpen Bar and Grill in New Athens, Illinois........
On July 8, 1925 in Water Skiing History
Ralph Samuelson, the man who invented water skiing and the water ski, became the first ever water ski jumper. He smeared cooking lard on a half-sunken diving platform and then proceeded to make a jump.
Ralph Wilford Samuelson
(July 3, 1904–August 28, 1977) was the inventor of water skiing, which he first performed in the summer of 1922 in Lake City, Minnesota, just before his 19th birthday. Samuelson was already skilled at aquaplaning—standing on a board while being pulled by a powerboat—but he hoped to create something like snow skiing on the water. Lake Pepin, a wide portion of the Mississippi River between Minnesota and Wisconsin, was the venue for his experiments.
BoatUS: Largest Map of Life Jacket Loaner Sites in the US
ANNAPOLIS, Md., July 7, 2016 – If you need to borrow a kid’s life jacket for the day or weekend, chances are there is one near you at one of the over 1,500 life jacket loaner sites across the country at BoatUS.org/loanermap.
The website list is “the nation’s largest single source of life jacket loaner sites” according to BoatUS. It includes nearly 600 free BoatUS Foundation kids’ Life Jacket Loaner sites at marinas, boat clubs and firehouses, along with over 900 local community loaner sites to give parents and boaters more options.
Begun in 1997, the BoatUS Foundation for Boating Safety and Clean Water’s kids’ Life Jacket Loaner Program is the nation’s oldest and largest loaner program (all 50 states + District of Columbia), making it easy for boaters to borrow a right-sized child’s life jacket for the day, afternoon, or weekend at no cost. Durbin, Flood Prevention District Object To Corps Contract........
Recently, the U.S. Army Corps of Engineers awarded a contract for work on the Wood River Levee to a contractor without a project labor agreement in place.
The move has upset the Southwestern Illinois Flood Prevention District Council, and drawn criticism from U.S. Senator Dick Durbin, D-Illinois, who said that the Corps' decision confusing to a community that made it clear that the project contains a PLA.
A PLA is a pre-hire collective bargaining agreement with one or more labor organization, establishing the terms and conditions of employment on a specific construction project........
Harrisonville angler catches state-record white crappie
Missouri Water Patrol
Just wanted to warn everyone about water patrol. They are out in force, harassing everyone they see! One cop is real nice, and the other one is very disrespectful. If anyone is a victim of this bad cop, please record his badge number and report him to MO State police. This guy needs a serious lesson in respect and dignity. I have not been a victim yet, but I'm sure I will be sooner than later. Unfortunately for me, I will not tolerate disrespect. Something has got to be done about these guys! We don't have any problems on the river, nor have we had any for the last 3 years when there was no water patrol at all. These Gung Ho cops need to be at Lake of the Ozarks where all the problems are! Leave us alone! These guys are so desperate to harass, they were out in Dardenne Slough after dark, in the rain, Saturday night! It's pathetic and we as boaters of pool 26 are sick of the abuse!
The Delta Queen
The Queen May Be Heading Back To Missouri........
U.S. Senators Roy Blunt, (R-Mo.) and Claire McCaskill, (D-Mo.) have partnered up on a bill that could bring the 1920s era Delta Queen back to Missouri.
The bill would reinstate the decades long exemption that would allow the vessel to operate out of her new home port of Kimmswick, Missouri.
Blunt says that the Delta Queen is a national treasure, and he is proud that she has found a home port in Kimmswick.  He adds that he is hopeful that his colleagues will support the legislation when it comes up in the Senate........
The Delta Queen
Senate Panel Approves Delta Queen Waiver........
The Delta Queen is making progress toward being able to resume plying the waters of the Mississippi River, and it's tributaries, since a Senate panel approved legislation that will allow the vessel to return to service.
Recently, the Senate Commerce, Science, and Transportation Committee voted to support S. 1717, which would exempt the Delta Queen from the Safety at Sea Act.
The Safety at Sea Act prohibits passenger vessels containing accommodations for 50 or more people from cruising the waterways, unless the vessel is constructed with fire-retardant materials.  The Delta Queen's superstructure is made of wood........
City Council Votes On Riverfront Plan....  The Marina Is History....
The Hannibal City Council recently voted 4 to 2 to make big changes to the city's riverfront, and the riverfront redevelopment plan they approves will remove Hannibal's marina.
The council members reviewed three different proposals, and considered public input prior to voting to accept Plan C, which includes basic maintenance, new walkways, a dock to accommodate two more riverboats, and replacing the marina with a park.
Some Hannibal residents and marina users say that the marina is what makes Hannibal a signature river town.  Hannibal resident Rob Myers says that he doesn't believe they can call the town a river town any longer........
News Release
Troopers Searching For Possible Missing Person At Lake of the Ozarks
The Missouri State Highway Patrol is currently searching for a subject who may have been the victim of a drowning or boating incident.
At 7:29 a.m., on June 30, 2016, Troop F received a report of a personal watercraft adrift at the 8.5 mile mark of the main channel, Lake of the Ozarks. When located, the personal watercraft was still idling. The owner of the watercraft was contacted and reported no one had permission to take or borrow it from Bay Point Condominiums in Lake Ozark.
Troopers and the Patrol’s Dive team conducted surface and underwater searches on June 30 and July 1, 2016. No person(s) were located.
Troopers have continued to conduct surface searches and investigate the incident over the weekend. As of July 4, 2016, preliminary information indicates the possiblity that the driver of the personal watercraft may still be in the water.
The Missouri State Highway Patrol requests the public’s cooperation in using caution around the 8.5 mile mark (“Twin Islands”) area of Lake of the Ozarks.
The Patrol continues to investigate this incident. Anyone having information may contact the Missouri State Highway Patrol - Troop F Headquarters in Jefferson City, Missouri at (573) 751-1000.
This summer, Mike Malott, the former editor for Michigan's Livingston Daily is going to be paddling down the Mississippi River in a kayak.
Malott says that this is the first time he has had to attempt something of this magnitude.  An early retirement package gave him the time, and a family meeting gave him the inspiration.
He adds that he won't be travelling the 2,350 mile Mississippi River solo, but Dave Randolph of Clinton, Iowa will be accompanying him.  The duo expect to start the journey on August 1........
PWC Found Adrift, Water Patrol Searching For Possible Missing Person........
The Missouri State Highway Patrol reports that on Thursday morning, a personal watercraft was found adrift near the 8.5 mile marker of the Main Channel of the Lake of the Ozarks.  The PWC was still running.
Officials contacted the owners of the personal watercraft, Bay Point Condominiums, who said that there was no one authorized to be using it.
Troopers and divers spent Thursday and Friday searching the area without finding anyone, and searches continued over the weekend.  Officials are saying that preliminary information indicated that the PWC driver is still in the water........
DNR Proposes Rules For River Protection........
The Minnesota Department of Natural Resources has proposed a few new rules intended to protect the Mississippi River, and it's banks.
One of the suggestions is intended to protect the bluffs and steep slopes along the river.  It would prohibit development within a certain number of feet from the bluffs or steep slopes.
Another proposal would have the DNR create different districts along the river, which would limit building heights, preserving views of the river........
Boating Safety
A Few Tips To Stay Safe On The Water........
Many boaters hit the waterways to enjoy fireworks displays over the summer, and Sea Tow has released a few safety tips in time for the Fourth of July weekend.
Running a boat at night can be challenging, and the smoke created by fireworks can add another issue to consider.  The non profit Sea Tow Foundation is offering six tips for boaters planning to view fireworks from the water:
○  Wear Your Life Jacket
○  Appoint a designated sober skipper
○  Don't overload your vessel
○  Keep in mind visual navigation markers may not be visible at night, chart your course in advance
○  Listen to and follow Coast Guard and Coast Guard Auxiliary instructions on where you may safely anchor
○  Take your time, and enjoy the show........
A Look Back At The First VP Fair........
On July 3, 1981, the first Veiled Prophet Fair opened in the St. Louis Riverfront, with the finish of a steamboat race from New Orleans to St. Louis, between the Delta Queen, and the Mississippi Queen.
At about 9:15 am, the Delta Queen crossed the finish line first, by passing the MacArthur Bridge, about a length ahead of her larger and newer sister ship.
The Delta Queen celebrated her victory with spouts of water sprayed from her fire hoses.  The actress Helen Hayes came ashore, and officially named the Delta Queen the victor........
BoatUS Calling On Members To Oppose Increase In Ethanol........
Recently, BoatUS called upon their membership to contact the Environmental Protection Agency and voice their opposition the the proposed boost in ethanol levels blended into the fuel supply in 2017.
The proposal will require the use of a record amount of ethanol, meaning higher level ethanol fuel blends, including E15 into more pumps and gas stations.
The EPA is seeking comments on their proposal, and BoatUS has provided a simple method of sending comments by visiting http://goo.gl/yczkuK. The public comment deadline is July 11........
Water Patrol Cracking Down On Wakes........
The Fourth of July weekend is one of the busiest times on the Lake of the Ozarks, and the Missouri State Highway Patrol/Water Patrol has been especially focused on safety, especially large boat wakes.
The Highway Patrol says that between April 1, 2016 and June 30, 2016, they issued 16 citations and 192 warnings for violations related to boaters being careless with their wakes.
MSHP Water Patrol Division Director Matt Walz says that traveling at a speed (plowing) that causes excessive wakes around docks could cause property damage, or injure people, and could be considered a violation........
Here Comes The Boom....  Fireworks Ready, Weather A Worry....
Friday morning, Bill Bojarzindir and other employees of Central States Fireworks were working on setting up approximately 1,200 mortar tubes for Alton's fireworks on Sunday.
The National Weather Service had forecast an 80% chance of heavy rains over the weekend, potentially affecting Independence Day celebrations around the Riverbend.
Alton's Fire Chief, Bernie Sebold says that the decision on whether to proceed with the fireworks show will be made around 9 pm.  The show is expected to start at 9:30 pm........
Meramec River At Eureka, Missouri
Critical Deadline Drawing Near For Historic Bridge........
Time is winding down for the efforts to save the remnants of the historic Route 66 bridge spanning the Meramec River at Eureka.  Close to seven years ago, traffic ceased to cross the bridge that was once the entrance to Times Beach, a community abandoned in the 1980s because of dioxin contamination.
The bridge has been listed on the National Register of Historic Places, however, the Missouri Department of Transportation has determined that the structural components were unsound, and the span was closed in 2009.  In 2010, the road bed and side rails were removed.
Reportedly, the structural remains of the bridge will most likely be demolished in early 2017, unless some $575,000 is raised to transfer ownership from MoDOT by December 31........
Group Traveling The River On A Vessel Made Of Trash........
A group of six friends are now travelling down the Mississippi River on a boat constructed from recycled and repurposed materials, with the intention of making a documentary.
The goal of the documentary is to chronicle the challenges of a journey on trash, as well as to determine why the Mississippi River is so polluted, and how communities along the river are affected by the pollution.
The 40 minute documentary will be submitted to film festivals, as well as made available to classrooms around the world in an effort to educate people on giving waste items a new lease on life........
Missouri State Highway Patrol
News Release
Forecasted Heavy Rain May Cause Flash Flooding Dangers For Missouri Motorists And Boaters
Colonel J. Bret Johnson, superintendent of the Missouri State Highway Patrol, urges the public to make smart decisions regarding flash flooding. The weather forecasts indicate heavy rains may cover much of Missouri which may affect safety on both the waterways and roadways. Flooding, especially flash flooding, has proven to be extremely dangerous and can be fatal. The Patrol has placed additional assets and manpower “on call” in areas expected to be most affected.
Never drive through fast-moving waters; even a small amount of fast-moving water can sweep a slow-moving vehicle off the roadway. If your vehicle becomes stuck in rising water, get out quickly and move to higher ground. Flooding earlier this year resulted in several deaths as well as many water rescues.
Drivers are reminded to stay alert while driving in areas known to flood. Barricades closing a roadway are there to protect you. Drivers must respect barriers or barricades put in place by MoDOT — it is extremely dangerous and a violation of state law to drive around them. For information regarding road closures please visit the Missouri Department of Transportation’s (MoDOT) road condition map at the Missouri State Highway Patrol’s website www.mshp.dps.mo.gov.
Drivers should slow down and turn on their headlights in these types of conditions. Weather conditions requiring the use of windshield wipers are usually those that affect visibility. Motorists are reminded that state law requires them to turn on their vehicle’s headlights any time they are using the windshield wipers. Your vehicle’s headlights can make you more visible to other drivers and prevent a traffic crash.
The Patrol asks boaters across the state to take extra precautions when boating in flooded areas. Large amounts of rainfall can cause rivers and lakes to become swollen. Many times the right decision is to stay off the water. In areas where lakes or rivers spill over the banks, erosion and damage can occur to flooded structures, docks, or water laden levees by boat wakes. Boaters should avoid operating in these areas. If operation in these areas is necessary, boaters should operate at idle speed so as to avoid causing a wake.
Flooded rivers and streams with moving currents present some of the most dangerous situations a boater can encounter. Fast moving water can easily capsize or flip a boat—or personal watercraft—especially when combined with fixed objects such as trees and buildings. Boaters should avoid any operations in these swift flowing water.
Officials:  The Meramec River Can Be Deadly........
Just days after two teens drowned in the Meramec River in Castlewood State Park, people are walking right past a sign reading "People Drown HERE!  Don't Be The Next One", and head into the water.
Metro West Fire Chief Mike Krause said that people have short memories, and he hopes that reasonable people wouldn't be carefree in the water where they regularly recover bodies.
Krause says that the Metro West Fire Department is considering a social media campaign in order to spread awareness of the dangers of swimming in that area........
Dupo Evacuated After Dikes Break........
On July 1, 1947, the town of Dupo, Illinois was evacuated after the rain-swollen Mississippi River overtopped the Prarie du Pont Levee at Dupo.
The river had also breached the Chouteau-Nameoki-Venice Levee further upstream, as well as the Harrisonville Levee, and the Degognia Levee in Southern Illinois.
The Prairie du Pont Levee failed after volunteers and Army troops, directed by the U.S. Army Corps of Engineers worked for four days to reinforce the water-logged levee........
Officials Discuss Chain Of Rocks Bridge Replacement........
On Thursday, over thirty people attended the first of two meetings to discuss the construction of a new I-270 Chain of Rocks Bridge.
While planning a costly bridge project amid a statewide budget crisis sounds odd, Cindy Stafford, a location studies engineer with the Illinois Department of Transportation District 8 says that they are just trying to get ahead of the game.
Stafford says that it would be at least three years before work could begin on the estimated $170 million project, and that they are in the very early engineering phase........
Durbin Criticizes Corps' Decision To Not Use Project Labor Agreement........
On Friday, U.S. Senator Dick Durbin (D-IL) criticized a U.S. Army Corps of Engineers decision to not select a contract containing a Project Labor Agreement for the Wood River Levee.
Durbin and the Southwestern Illinois Flood Prevention District Council had both encouraged the Corps to use a PLA.  Durbin said that this decision is confusing to the community who made it clear that the project has a PLA.
A PLA is a collective bargaining agreement with labor organizations that lays out employment terms and conditions for a specific construction project........
