Corps Performing River Channel Maintenance........

This week, the U.S. Army Corps of Engineers has been doing some dredge work in the Riverbend around Alton, Illinois.  The dredging process removes sediment from the bottom of the river in the navigation channel, and moves it outside of the channel.

The dredge that the St. Louis District of the Corps uses is the Dredge Potter.  The vessel is named for Brigadier General Charles Lewis Potter, who was an engineer from the Memphis District between 1900 and 1903.

On Thursday, the Dredge Potter was working around Mile Marker 203 of the Upper Mississippi River, which shallowed up in February.  The channel in that area was only at 8.5 feet deep when the pool stages were at their lower operating limits........

News Release From BoatUS

Boating Industry Magazine Report: "Ethanol Repair Issues Growing"
"It ruins their day, their boat and their entire boating experience"

ALEXANDRIA, Va., June 30, 2016 – When it comes to recreational boating and the Federal Renewable Fuel Standard’s requirement to put more corn ethanol into gasoline, those that see its negative consequences the most are the industry workers that build, maintain, store or sell boats.

A newly released survey by Boating Industry magazine points to ethanol as playing an even “bigger role” in service issues than it was just a year ago, with a remarkable “87% of our respondents reporting seeing boat engine damage caused by ethanol,” said Editor-in-Chief Jonathan Sweet. The magazine reported that was up from 73 percent in the same survey in April 2015. BoatUS, a member of the Smarter Fuel Future coalition, hopes to share the survey’s findings to help change the broken federal ethanol mandate.

“Dealers, manufacturers and marinas are clearly very concerned about the increased use of ethanol,” added Sweet. “According to our readers, ethanol is playing an increasing role in causing engine damage and other repair issues.”

The survey, sent to a mix of readers from dealerships, marinas, engine and boat manufacturers around the country, was answered in April and May. Most notably, many respondents raised concerns of misfueling at roadside gas stations. The Boating Industry survey follows a Harris Poll study conducted for the Outdoor Power Equipment Institute earlier this year, with 64 percent of American adults reporting they weren’t sure or didn’t pay attention to the type of gas they used.

“Misfueling is our #1 concern,” said BoatUS Government Affairs Senior Program Manager David Kennedy. About 40% of over half a million BoatUS members report filling up the family boat at a gas station and another 35% use portable gas cans.

Continuing to make the connection between the Federal ethanol mandate and the negative consequences to recreational boat owners, survey respondents noted that while ethanol may be helping drive service department business, frequent issues run the risk of driving more people out of boating. As one boat manufacturer said in survey, “Ethanol is a boom for the service departments. Ethanol is a huge drag on our industry because it negatively affects the customers. It makes them hate boating. It ruins their day, their boat and their entire boating experience.”

According to the National Marine Manufacturers Association, the recreational boating industry in the United States has an annual economic impact of more than $121.5 billion, supporting 650,015 direct and indirect American jobs and nearly 35,000 businesses.

Signed into law in 2005, the Renewable Fuel Standard (RFS) requires an increasing amount of biofuels such as corn ethanol to be blended into the gasoline supply. When it was written, the RFS assumed that America’s use of gasoline would continue to grow.

Since 2005, however, gasoline usage has actually declined steadily which today forces more ethanol into each gallon of gas. To keep up with the RFS mandate, in 2010 the EPA permitted E15 (fuel containing up to 15% ethanol) into the marketplace. Even though E15 is prohibited for use in marine engines, snowmobiles, motorcycles, lawnmowers, and any vehicle made before 2001, it can now be found in 23 states, including: Alabama, Arkansas, Colorado, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Mississippi, Missouri, Nebraska, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, and Wisconsin.

A Look Back At The Santa Maria's Sinking........

On Saturday, June 28, 1969, heavy storms blew through the St. Louis area, causing the Columbus replica ship, Santa Maria to break free, and sink in the Mississippi River.

The Santa Maria was moored to the river side of the Becky Thatcher, a riverboat that featured a restaurant and lounge, which was in turn moored to the original Becky Thatcher.  The Santa Maria and the Becky Thatcher floated downstream, ending up about 30 feet off the Illinois shore, about a quarter mile below the Monsanto dock.

The Becky Thatcher  sustained only superficial damage, and the 100 or so diners aboard the vessel were unharmed.  The Santa Maria didn't fare as well, and on the morning of Monday, June 30, 1969, a two hour meeting was held to begin discussing the fate of the vessel........

Preliminary Cause Of Sunday's River Death Is Heart Disease.........

Larry Alexander, the Jersey County Coroner, stated that coronary artery disease is the preliminary cause of death of 54 year old Timothy J. Bechtold, who died while trying to swim to an island in the Mississippi River near Elsah, Illinois.

Bechtold was pronounced dead after he began having difficulty in the river shortly before 8 pm Sunday.  On Tuesday, Alexander said that they know that Bechtold didn't drown, it appears that he suffered a heart attack.

Responders were called out to the Mississippi River at about 7:48 pm for a water rescue.  Bechtold was trying to swim from a sandbar to an island, when he began having difficulties........

The Delta Queen

Senate Committee Approves Proposal Allowing The Delta Queen To Cruise Again........

On Wednesday, the Senate Commerce Committee approved a plan that would allow the historic Delta Queen to cruise the Mississippi River and it's tributaries once again.

The measure was introduced by Ohio Senator Sherrod Brown, and was supported by Missouri Senators Claire McCaskill and Roy Blunt.  It will reinstate the decades-long exemption, which will allow the Delta Queen to operate from it's new home port in Kimmswick, Missouri.

The bill will now head to the Senate for full approval, and will require the approval f the House of Representatives, and a presidential signature to become the law.  The bill's approval is not a sure thing, as Brown and others had previously attempted to exempt the Delta Queen from the 1966 boating safety laws prohibiting wooden vessels from carrying over 50 passengers overnight........

MSHP Urging Safe Boating, Driving Over The Holiday Weekend........

Waterways, lakes and roadways will be very busy over the Fourth of July weekend, and the Missouri State Highway Patrol is encouraging boaters and drivers to be safe and courteous to prevent injuries and death this weekend.

Troopers will be patrolling Missouri's waterways to guarantee safety.  Boaters are encouraged to do their part by staying alert for swimmers and other boats, as well as being courteous to other boaters.

The Highway Patrol also warns boaters not to drink alcohol and operate their boats, and to be mindful of their wakes.  Troopers say to check the nav lights on your boat before heading out to fireworks displays, and observe the nighttime speed limit of 30 mph on the water after dark........

Public Meeting Scheduled For I-270 bridge Replacement........

The Illinois Department of Transportation is working on replacing the Interstate 270 bridge over the Mississippi River, and on Thursday, they will be hosting a public meeting in Granite City to discuss it.

While the span is still safe for use, it is approximately 50 years old, and has reached the limits of the amount of traffic it can carry across the Mississippi River.

Kirk Brown, an engineer with IDOT says that a new bridge will not be built in the near future, however, they are asking for suggestions for when that day comes........

Illinois River Shipping

Infrastructure Investments Needed Along The Illinois River........

Billions of dollars flows down the Illinois River each year, in the form of around 27 million tons of commodities.  All of this cargo passes through the lock located in Creve Coeur, Illinois.

The lock and dam was constructed in the 1930s, and the U.S. Army Corps of Engineers says that the lock has not seen any major upgrades since it was built.

Officials are concerned that there could be problems brewing for the lock.  According to operations manager, Mike Zerbenia, they would need a major rehab project, which could cost between $50 and $100 million........

Summer Plans Should Include Water Safety........

According to the Centers for Disease Control and Prevention, there were 10 drownings per day across the nation between 2005 and 2014.  Out of these, one in five are children aged 14 years old and younger.

As a result, officials are recommending that people make water safety a part of their summer plans.  Corporal William Koch with the Missouri State Highway Patrol says that water safety is important because it isn't something people do daily.

Koch also warns of dangers lurking below the surface of the water, such as things submerged in the water, in addition to watching out for exhaustion........

Troop D Announces Results Of BWI Sobriety Checkpoint Operation At Table Rock Lake

Captain Juan Villanueva, commanding officer of Troop D, Springfield, announces the results of a BWI sobriety checkpoint operation conducted in Stone County near the Missouri Highway 13 bridge on Table Rock Lake on Saturday, June 25, 2016. The enforcement location was selected based on the high number of drinking and impairment-related boating crashes. A total of 66 vessels were stopped during the operation. Members of the Missouri State Highway Patrol made the following enforcement contacts:

1-- Boating While Intoxicated Arrest
6-- Minor In Possession Of Alcohol Citations
1--Supplying Alcohol To A Minor Arrest

“Boating is a fun recreational activity, but safety must be a priority. To ensure the safety for all people on the water, boaters should designate a sober operator for their vessel anytime their plans include alcohol”, stated Captain Villanueva.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

News Release From BoatUS

BoatUS Asks Boaters to Say "No" to More Ethanol in 2017

Deadline for Comments July 11

THE ISSUE: The Environmental Protection Agency (EPA) is asking for comments on a proposal to increase the amount of ethanol that must be blended into the nation’s gasoline supply for 2017. If adopted, these proposed levels will require the use of a record amount of ethanol, forcing higher-level ethanol fuel blends (including E15 or 15% ethanol) into gas pumps and at more gas stations. Most marine engines are built to only work with up to 10% ethanol, and it is illegal to use gas containing more than 10% ethanol in any marine engine.

ACTION NEEDED NOW: Boat Owners Association of The United States (BoatUS) is urging all recreational boaters to send a message today urging the EPA to lower the ethanol mandates to ensure an adequate supply of fuel that will work with recreational boat engine and fuel systems. BoatUS offers a simple way to send comments by going to: http://goo.gl/yczkuK. The deadline for public comments is July 11.

BACKGROUND: The Renewable Fuel Standard (RFS) is the 2005 law that requires the blending of biofuels such as corn-ethanol into our gasoline. When written, it was assumed that America’s use of gasoline would continue to rise. However, US gasoline usage has actually dropped steadily since 2005 and now the law forces more ethanol into fewer gallons of gasoline.

To keep up with this mandate, in 2010 the EPA permitted E15 (fuel containing up to 15% ethanol) into the marketplace, for some engines. E15 has been proven to damage boat engines and so it is prohibited in marine engines. It is also illegal to use E15 in snowmobiles, motorcycles, small engines like lawnmowers and leaf blowers, as well as any car or light-truck made before 2001.

E15 and higher ethanol fuel blends can now be found 23 states, often at the very same pumps as E10 gasoline. Those states include: Alabama, Arkansas, Colorado, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Mississippi, Missouri, Nebraska, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, and Wisconsin.

A sticker on the pump mixed in with all the other labels may be the only warning for E15 gasoline. This creates a huge potential for mis-fueling and puts boaters at risk of using fuel that will damage their engines. About 40% of the over half a million BoatUS members report filling up the family boat at a gas station and another 35% use portable gas cans. BoatUS is also a member of the Smarter Fuel Future, and additional RFS information is at BoatUS.com/gov/RFS.asp.

News Release From BoatUS

Five Tips for Boaters to Get Through the Holiday Weekend

Will July 4th Be Boater Gridlock?
Five Tips for Boaters to Get Through the Holiday Weekend

ANNAPOLIS, Md., June 27, 2016 – This July 4 holiday weekend there will be more recreational boaters on the water than at any other time of year, according to Boat Owners Association of The United States (BoatUS). With almost 12 million registered boats across the country, that could mean waterway gridlock, especially after fireworks shows end and boaters head home. This is not the night to see who can get back to the launch ramp first, and like grandma said, patience is a virtue. Here are five tips – tailored to the specific safety needs for America’s birthday weekend:

1. Wait to celebrate with alcohol: It could be a long day on the water, but waiting until after you’ve returned to home port for the night before celebrating with alcohol is a wise move. Added to the sun, wind and waves, alcohol lowers your situational awareness and increases reaction times.

2. Get a kids’ life jacket for free: Before you think about putting Junior in an adult-sized life jacket for the weekend, here’s a better plan: Go to the BoatUS Foundation’s Kids’ Life Jacket Loaner site to find a life jacket loaner site near you, where you can borrow a right-sized child’s life jacket for the day, afternoon, or weekend. It’s free.

3. Don’t overload your boat. Seems like everyone wants to be on a boat July 4, but how many is too many? If there’s no capacity plate to tell you, one sure sign is standing room-only, a sight sometimes seen where boats gather. One general rule of thumb is that everyone should have a seat inside the boat, and keep in mind that passengers moving around, along with a boat carrying extra coolers and gear, can make your boat less stable.

4. Avoid the two biggest problems. The 600+ vessel, TowBoatUS on water towing fleet reports hundreds of battery jumps and anchor line disentanglements on July 4 – the most for any single day of the year. To avoid having to call BoatUS’ 24-hour dispatch, keep an eye on your battery drain all day, go slow while hauling anchor line and be super vigilant so you don’t run over someone else’s.

5. Be a safe paddler: Paddlers should understand all nautical rules of the road. A glow stick tied around the neck does not substitute for approved navigation lights and is dangerous. Practice defensive paddling and assume no one can see you. Try to avoid crowded anchorages or congested ramp areas, and it’s safest to pass astern of other vessels and let them cross in front of you.

Improve your knowledge – and get a discount on your boat insurance – by taking a free online boating safety course anytime at BoatUS.org

Search Still On For Man Missing After Boat Capsized........

31 year old Tyler Harris is still missing after a fishing boat headed over the spillway at the Keokuk Lock and Dam Friday afternoon. Harris and 31 year old James Son were fishing near the spillway, when their anchors failed, allowing the boat to head to the spillway.

As the fishing boat drifted toward the spillway, the pair was not able to start the vessel's motor, and the boat was carried over the dam.  The Keokuk Fire Department rescued Son.  The boat drifted downstream to Alexandria, Missouri, where residents pulled it ashore.

Responders have been searching for Harris not only on the surface of the water, but with sonar as well.  The search went on over the weekend, and continued on Monday........

The Picture of the Day........ was sent to us by Claudia Burris, who hails out of Hoppie's Marina in Kimmswick, Mo

Australian Loopers, Terry Devine and Derrick Baan, stopped to fuel up at Hoppies Marina in their boat "Grace Full" a 26 foot C Dory. The two "mates" of more than 40 years are fulfilling a dream of Baan's to be a looper. "30 years ago I read an article in a magazine about someone who did the loop and I promised myself that one day I'd do it, too," explains Baan, in his pronounced Australian accent.

They started on March 7, 2016, when they picked up the boat at Hontoon Island, Fla. From there they came up the Intracoastal Waterway, up the Hudson River, through the Erie Ship Canal into Lake Ontario, through the Trent Severn Waterway, through the Georgian Bay down Lake Michigan, through the Illinois River to the Mississippi River at Grafton and on to Hoppies, where they spent the night. Devine and Baan will complete their 6,000 mile trip in Jacksonville, Fla.

But this is not Baan's first long cruise. "I circumnavigated Australia last year, a 9,000-mile trip," explains Baan, a native of Brisbane, Australia. "When I got back I said I still wanted to do the Loop and Terry decided to join me. We left our wives at home!"

Baan says the experience "has been better than I could have ever anticipated, because of the people we have met along the way. So many people have adopted us, looked after us, talked to us and drunk beer with us... It's been great!"

BRP Dedicated Plaque To Ole Evinrude........

During a ceremony held on Thursday on Okauchee Lake in Oconomowoc, Wisconsin, officials from BRP's Evinrude brand dedicated a plaque to the memory of Ole Evinrude, the inventor of the outboard engine.

Christopher Berg, Evinrude's global director of marketing and strategic planning, said that Evinrude not only invented the outboard engine in 1909, he invented an industry that is still around to this day.

In 1906, Evinrude was picnicking with his fiance' on an island on Okauchee Lake, when she asked for some ice cream.  While fetching the ice cream on that hot summer day, he thought that there had to be a better faster way to move across the water........

Mississippi River History

A Look At The Origin Of Mississippi........

While we know that the state of Mississippi was named for the river, what may not be quite clear is how the river acquired it's name.  Most accounts say that Mississippi comes from an Indian word meaning Father of Waters, but did it really?

The first references to the Mississippi was in the accounts of the de Soto expedition in 1541.  In May of 1541, Hernando de Soto arrived at what is now the Mississippi River, and called it the Rio del Espiritu Santo, or the River of the Holy Spirit.

Rio del Espiritu Santo seems to be the earliest European name for the river, but at other times, the Spanish called the river Rio Grande del Florida.

The later accounts of French explorers, La Salle and Marquette in the late 1600s mention that the Chippewa Indians called the river the Missi Sippi, or large flowing water........

The Pictures of the Day........ were sent to us Capt'n Danny Jorens of the boat.... "USS JDingo"

RiverBill,

A couple of weekends ago we had a little campout on "521". My brother brought his family out on "Barefoot Paradise" while I was captaining the "USS JDingo". We had a great night enjoying a fire, the sunset, and even did a little fishing. While we didn't catch any fish, we did have some smores and an empty cooler when we woke up in the morning... so overall a great night.

Can't wait until the next overnight adventure on the Might Mississippi!!!

Economic Factors Cause Decrease In Illinois Boaters........

While there are thousands of boaters active on the waterways across Illinois, their numbers have decreased over the past several years on account of the weak economy.

According to data gathered from the Illinois Department of Natural Resources, the number of powerboats registered in Illinois has plummeted by approximately 30% since 2009.

The IDNR reports that there were around 277,620 powerboats registered in 2009, as compared to only about 198,150 in 2015.  Boat shop owners say that even though boat registrations are down, they have seen some signs of a recovery........

Highway Patrol Urges Swimmers To Use Life Jackets........

As the temperature rises, so do the number of people heading for the water.  The Missouri State Highway Patrol is encouraging people to be safe in and around the water, and to always wear a life jacket.

The Highway Patrol advises that drownings typically occur quickly, and rarely resemble drownings as dramatized on television.  More often than not, the drowning itself is not actually witnessed.

The use of life jackets is a crucial step in in preventing drowning, whether aboard a boat, or swimming from the dock or shoreline.  State laws require children under seven to wear life jackets while aboard a watercraft........

The Coast Guard Is Participating In Operation Dry Water........

The recreational boating season is underway, and the Eighth Coast Guard District is gearing up their enforcement efforts for Operation Dry Water.

Just before the Fourth of July holiday, from June 24th through the 26th, law enforcement across the nation will be showing zero tolerance for boaters under the influence.

Operation Dry Water is a nationwide enforcement and awareness campaign intended to put an end to impaired boating.  The camapign is a partnership between the Coast Guard and the National Association of State Boating Law Administrators........

Operation Dry Water

Campaign Overview
OPERATION DRY WATER
June 24 - 26, 2016

About Operation Dry Water:

~ Operation Dry Water heightened awareness and enforcement weekend is June 24-26, 2016.

~Operation Dry Water is a national awareness and enforcement campaign focused on reducing the number of alcohol and drug related accidents and fatalities and fostering a Stronger, more visible deterrent to alcohol and drug use on the water.

~ Operation Dry Water is coordinated by the National Association of State Boating Law Administrators (NASBLA), in partnership with the U.S. Coast Guard as well as local, state and federal law enforcement agencies.

~ Agencies from all 56 U.S. states, trusts and territories are expected to participate in Operation Dry Water 2016 and in the ODW 2016 heightened awareness and enforcement weekend, June 24-26.

~ Launched in 2009 by NASBLA in partnership with the United States Coast Guard, Operation Dry Water has been a highly successful campaign, drawing public attention to the dangers of boating under the influence (BUI) of alcohol and drugs.

~ Since the inception of the Operation Dry Water Campaign in 2009, law enforcement officers have removed 2,153 BUI operators from the nation’s waterways and made contact with over 729,000 boaters during the annual three-day weekend. The campaign continues to make a significant impact on boater safety and spreading the message of the danger of boating under the influence.

~ Operation Dry Water is held in June just prior to the Fourth of July holiday, a holiday known for increased boaters on the waters where alcohol use is prevalent, as are subsequent boating accidents and fatalities.

~Alcohol use is the leading known contributing factor in fatal boating accidents; where the primary cause was known, it was listed as the leading factor in 21% of deaths according to U.S. Coast Guard Recreational Boating Statistics 2014.

~ The Operation Dry Water outreach and awareness portion of the campaign is in effect year-round. Through the outreach efforts of NASBLA, the U.S. Coast Guard, and the participating law enforcement agencies nationwide, Operation Dry Water focuses on spreading awareness of the danger of boating under the influence as well as changing the cultural acceptance of drinking and boating.

Reader Commentary

Dry Water........

Hey Bill,

After weeks of a sting operation, now we get operation dry water. I just read the Missouri State Highway Patrol news release you posted. It said the operation last years 2015 resulted state wide in 3 DUI's. What????? Are you kidding me? Is that really worth the man power they put our there state wide? Again law enforcement direct your affords on stopping thefts, terrorism, murders, rapes , etc... L.U.B.B (Let Us Boaters Be)

Missouri State Highway Patrol

Water Safety Paramount During Extremely Hot Weather

Colonel J. Bret Johnson, superintendent of the Missouri State Highway Patrol reminds the general public of the importance of water safety during the extremely hot weather. The heat causes people to gravitate toward all kinds of waterways, public and private. Even those who are weak swimmers, including small children, may enter waterways to get relief, so taking the proper precautions is paramount.

Drownings do not typically occur as dramatized on television. Drownings occur quickly and in many cases, the drowning itself is not actually witnessed. The victim is there one minute and gone the next. Life jackets are an important part of drowning prevention, whether boating or simply swimming from the shoreline or a dock. It is imperative for children to be instilled with the habit of wearing a life jacket whenever they are around the water. State law requires children under seven to wear a life jacket while on a watercraft, but that is only a minimum requirement. Life jackets clearly benefit persons of all ages.

It is common for teens and even adults to overestimate their swimming ability, so even if a person chooses not to wear a life jacket, keeping a life jacket or other adequate flotation within reach is imperative. It is difficult to judge distance on the water, so what appears to be a short swim across a pond, lake, or river may actually be further than you think. The current on rivers may also extend your swim beyond your abilities. Panicking is a key component of drowning. The best way to avoid panic is to be prepared around the water. Once the struggle to stay afloat begins, it may be too late to retrieve a flotation device. Clearly, the best practice is to wear a life jacket.

As we get into what is typically the hottest weather of the year, help ensure you don't become a drowning victim. Make sure you and your loved ones are prepared when they hit the water.

Watercraft operators must consider the effect their actions have on others: Share the waterway and use common sense, good judgment, and courtesy to ensure the safety of all. Life jackets save lives. Wear It!!

Mississippi River At Hannibal, Missouri

Flooding Is A Consideration Of Hannibal's Riverfront Plans........

When discussing Hannibal's riverfront renovations, the Parks and Recreation Department has taken a neutral stance on retaining the boat marina, or filling it in.

Andy Dorian, director of the Parks and Recreation Department says that ultimately, they plan on building what the people want.  This does not mean that the Parks and Recreation Department won't voice their opinion on certain aspects of the proposal.

The biggest issue that the Parks and Recreation Department has spoken up on is making sure that the proposed renovations take flooding into consideration........
