Jet-Skier Rescued After Trip Through Dam........

At around 1:45 pm Sunday, a man on a jet ski struck the Melvin Price Dam at Alton, was sucked 17 feet underwater, before appearing on the other side of the dam, screaming for help.

Officials say that the jet skier strayed out of the designated perimeter in the water.  Luckily, the man was wearing a life jacket, and is recovering in the hospital.

Alton Fire Department Chief Bernie Sebold says that the man is lucky to be alive.  Sebold reminds that those operating jet skis should do so with a buddy, always wear a life jacket, and have a whistle handy........

Summer Solstice

The June Solstice in St. Louis, Missouri, USA is on Monday, June 20, 2016 at 5:34 PM CDT

'Solstice' (Latin: 'solstitium') means 'sun-stopping'. The point on the horizon where the sun appears to rise and set, stops and reverses direction after this day. On the solstice, the sun does not rise precisely in the east, but rises to the north of east and sets to the north of west, meaning it's visible in the sky for a longer period of time.

Although the June solstice marks the first day of astronomical summer, it's more common to use meteorological definitions of seasons, making the solstice midsummer or midwinter.

Work On Bridges May Stop If  Budget Bill Not Passed........

Randy Blankenhorn, the Illinois Department of Transportation Secretary says that highway and bridge projects will grind to a halt unless the General Assembly passes a stopgap budget bill by the end of the month.

The shutdown will will affect many major projects, including the work on the Quincy Memorial Bridge.  The span had been closed to traffic since mid-May for rehabilitation work.

Blankenhorn says that Quincy Memorial Bridge will remain closed indefinitely, if a budget isn't approved by July 1.  In the meantime, the Quincy Bayview Bridge is being temporarily used for two way traffic........

Last Wednesday, volunteers headed out to the Mississippi River to pick up trash along the St. Paul shoreline.  There were about 100 volunteers that helped out the Conservation Corps with the clean up.

In all, over 40,000 pounds of trash has been collected from the region since Paul Nordell first put the cleanup effort together some 25 years ago.

The group estimated that they cleaned up just under 12,000 pounds of garbage.  According to Nordell, around 70% of the trash gets recycled........

No Signs Of Man Who Disappeared In The River........

Old Monroe Fire Protection District Fire Chief Chris Blevins reported that just before 9 pm Thursday evening, a man in his late 20s went underwater and is presumed drowned.

Blevins says that the man and a woman were wading in a canal between the bank and a sandbar.  The man couldn't swim, wasn't wearing a life jacket, and was unaware that there was a steep drop off.

The man went underwater, and the woman was unable to get to him.  When responders arrived, the woman advised them that the last time she saw the man, he was floating in the river, face down........

Inspections........

From 06-15-16

Today at the river, the coast guard followed a large boat into Port Charles and inspected everything on it. Paul Hopkins Jr said they are stopping everything in Dardene Slough along with the Missouri water patrol and Illinois Conservation. They are checking for drinking while driving, extinguishers, life jackets, toilets that flush directly into the water, and any safety infraction. They are issuing tickets and fines. The sting is expected to last through the upcoming weekend.

Dave Clark

~~~~~~~~~~~~~~~~~~~~~~
06-16-16
Bill,
After reading the commentary regarding state patrol/coast guard sting operation, I am confused. Why do the same state laws not apply while on the water? Since what date do the state police have the authority to do a search without a warrant? Why can a boater be escorted and boarded without probable cause?
Feeling a bit violated
Thanks!
William Quillman
~~~~~~~~~~~~~~~~~~~~~~

06-17-16

Ahoy Bill,

The USCG has had "no warrant" boarding authority under federal law for a long time, almost since its inception. Not sure of state and local LEO's being able to do likewise.

Arlie Appler

~~~~~~~~~~~~~~~~~~~~~~
06-18-16
Bill,
This police sting operation going on is set up for our "safety". Is it? Or is it to put money in the coffers? Now days probable cause whether on land or water is completely gone, a thing of the past. They need no reason to set up blocks or pull anyone over. I think it all started with "safety belt checks". They really that worried about my safety? Is it safer to use your seat belt? Is it safer to ride a motorcycle with a helmet?-sure it is. But, we as adults and Americans should be able to make that choice our-self's. Pretty soon there will be guard gates set up and we'll have to have papers to go anywhere. Is this America or East Germany before the wall came down? Sorry a little off track. Anyway, I think the Coast Guard is really out there concerned for our safety, the police not so much. DUI's seems to be their game.
Now I'd like to share a couple of examples. Two weeks ago I was boarded by the Coast Guard. Two very nice guys came aboard while their boat stationed itself well off and back of my port side. They checked life jackets and fire extinguisher(which were all under my seats). And registration and horn. All checked out and I received a yellow paper that acknowledged that. Now one of the places the police are setting up shop is right in front of The Boathouse. And when I say set up shop I mean Friday, Saturday and Sunday for a good two weekends now. Whats up with that? Are they trying to keep boater from patronizing the place or what? Last weekend some friends of mine we're pulled over there. They demanded the captain board their boat to be checked out.
The captain was the only person on board not drinking. Then the boats separated leaving the possibility of someone drunk or with no training or knowledge of operating a boat that is, by the way drifting with the current. The police put everyone on board in danger. The captain should NEVER be taken off their boat, unless they are being arrested. With no DUI charge to make, the captain was hand $112.00 ticket for being 1 "visible" life jacket short. There were 12 more stowed under the seats. What???? The Coast Guard guy told me that as long as everyone on board knows where they are and are not in a locked compartment that under a seat is fine. The Coast Guard makes the life jacket rules and the language used is "readily accessible". The police enforce the rules. Are the police not trained for this? Can they be allowed to interpret their own meaning? Or do they have a quota to make?
The ferries are out there running all day long. They have all their life jackets in compartments or containers, whatever you want to call them. Commercial or pleasure boat I don't think matters. Are the police going to ticket them because they they can't see em' even though they are "readily accessible"?
I really can't help but think, with all the crimes with victims out there this day and age, that we would all be better served with their most of attention directed there. L.U.B.B. (Leave Us Boaters Be). Signed A Concerned American Boater
Efforts Underway To Save Route 66 Bridge........
An aging bridge that once carried traffic on Historic Route 66 over the Meramec River at Eureka may soon be born again as a pedestrian walkway in Route 66 State Park.
The director of Missouri State Parks, Bill Bryan, supports the efforts to save the span from a scheduled demolition date set for later this year.
Bryan says that the bridge is an important part of the Mother Road, and a link to the Route 66 of the past.  He adds that the span is significant from an architectural standpoint, as it is one of the few remaining examples of it's design........
B.I.G. Grant Funds Available For Dock Facility Improvements........
While many boaters at the Lake of the Ozarks have their own docking facilities, there are plenty more transient boaters that are looking for a place to tie up their boats during their visit.
The U.S. Fish and Wildlife Service is offering a federal Boating Infrastructure Grant program, which can help pay up to 75% of the cost of installing and upgrading overnight transient "overnight" dockage.
The program is championed by the Boat Owners Association of the U.S., who is getting the word out.  The program is funded by boaters, and has approximately $13 million available this year........
MILE 180.0 - MILE 179.2 - FIREWORKS DISPLAY/SAFETY ZONE/RIVER CLOSURE
On June 11, 2016, from 9:00 p.m. until 11:00 p.m., the St. Louis Brewers Heritage Festival, a barge based fireworks display will be held between approximate Miles 180.0 and 179.2. The COTP Upper Mississippi River has established a Safety Zone closing the river for this event.
MILE 219.0 - DREDGE OPERATION
Commencing June 9, 2016 and continuing until further notice, the Dredge POTTER will be conducting dredging operations in the vicinity of Mile 219.0. Work will be conducted 24-hours a day, 7 days a week. The Dredge POTTER will monitor VHF-FM Channels 13, 16 or 82 and requests 1 hour advance notice of passage. Mariners are urged to transit the area at their slowest safe speed to minimize their wake and proceed with caution after passing arrangements have been made.
MILE 40.1 - CHANNEL CONDITION/USACE ADVISORY
Inspections........
From 06-15-16
Today at the river, the coast guard followed a large boat into Port Charles and inspected everything on it. Paul Hopkins Jr said they are stopping everything in Dardene Slough along with the Missouri water patrol and Illinois Conservation. They are checking for drinking while driving, extinguishers, life jackets, toilets that flush directly into the water, and any safety infraction. They are issuing tickets and fines. The sting is expected to last through the upcoming weekend.
Dave Clark
~~~~~~~~~~~~~~~~~~~~~~

06-16-16

Bill,

After reading the commentary regarding state patrol/coast guard sting operation, I am confused. Why do the same state laws not apply while on the water? Since what date do the state police have the authority to do a search without a warrant? Why can a boater be escorted and boarded without probable cause?
Feeling a bit violated
Thanks!

William Quillman

~~~~~~~~~~~~~~~~~~~~~~
06-17-16
Ahoy Bill,
The USCG has had "no warrant" boarding authority under federal law for a long time, almost since its inception. Not sure of state and local LEO's being able to do likewise.
Third Proposal Revealed For Hannibal's Riverfront........
On Thursday morning, Hannibal Mayor James Hark, City Manager Jeff LaGarce, and Parks Director Andy Dorian revealed a modified version of one of two proposals for the Hannibal riverfront.
The proposal will not include a marina, however, it does support a double-wide boat ramp.  The price tag on this proposal is $5.4 million.
Dorian says that the public opinion in the fate of the Nipper Marina is varied.  Hark added that city officials considered moving the marina further downstream, however, this would be cost-prohibitive........
Responders Train For Derailment, Oil Spills........
On Thursday morning, responders in Dubuque were training to handle a train derailment and oil spill on the Mississippi River.  The training is on the heels of two major derailments within the last year in the region.
Back in February 2015, a Canadian Pacific train derailed, spilled into the Mississippi River, and then in March, a BNSF train carrying crude oil derailed near Galena.
Responders with the Dubuque Fire Department simulated an oil spill in the Mississippi River using cottonseeds, which floats on the water, similar to oil........
On June 11, 2016, from 9:00 p.m. until 11:00 p.m., the St. Louis Brewers Heritage Festival, a barge based fireworks display will be held between approximate Miles 180.0 and 179.2. The COTP Upper Mississippi River has established a Safety Zone closing the river for this event.
MILE 219.0 - DREDGE OPERATION
Inspections........
From 06-15-16
Today at the river, the coast guard followed a large boat into Port Charles and inspected everything on it. Paul Hopkins Jr said they are stopping everything in Dardene Slough along with the Missouri water patrol and Illinois Conservation. They are checking for drinking while driving, extinguishers, life jackets, toilets that flush directly into the water, and any safety infraction. They are issuing tickets and fines. The sting is expected to last through the upcoming weekend.
Bill,
After reading the commentary regarding state patrol/coast guard sting operation, I am confused. Why do the same state laws not apply while on the water? Since what date do the state police have the authority to do a search without a warrant? Why can a boater be escorted and boarded without probable cause?
Feeling a bit violated
Thanks!
Flood Plain Development Critics Host Town Hall Meeting........
Plans for developing some 1,800 acres of floodplain property in Maryland Heights is causing controversy over taxpayer contributions, as well as the role of Rams owner Stan Kroenke in the proposed development.
Currently, the property is being used as farmland, and for athletic activities.  The land is protected by the Howard Bend Levee, which was built following the Flood of 1993.
Critics claim that the levee did not keep some areas from flooding during the winter floods.  Levee district director Dan Human says that the flooding was internal, and a result of three days worth of heavy rainfall and creek overflows.
Other opponents of the development are against the use of taxpayer subsidies to assist developers.  Only when the development plans are made public will it be clear if the developers are requesting Tax Increment Financing subsidies, or other government benefits to help out with the project........
North Arch Grounds Garage Gone, Park Development Underway........
Currently, the dusty construction site on the north side of the Gateway Arch Grounds isn't much to look at, but this fall, the 7.5 acre site will be home to an amphitheater, a bike and foot path, a kid's play area, and more.
The park space is an homage to the journey westward, featuring a winding pathway that represents the Mississippi River, and a garden filled with plants that Lewis and Clark would have encountered during their explorations.
The park is competing with 19 other national parks in a contest run by the National Trust for Historic Preservation.  Currently, the Gateway Arch Grounds is in 16th place.  If it earns enough votes to rank in the top 5, it will earn $250,000 to be put toward renovating the stairs that link the north and south overlooks with the riverfront........
MetroLink Restarts Operations On The Eads Bridge........
MetroLink traffic on the 142 year old Eads Bridge, which spans the Mississippi River at St. Louis, has returned to normal, after being partly shut down since late 2014.
Over the intervening months, MetroLink traffic was forced to use one track over the bridge, alternating for east and west bound trains.  Now both tracks are open.
The project that caused the closure is the full-scale rehabilitation of the Eads Bridge, which is intended to extend the life of the span for another 50 years........
Cahokia Mounds Observing Summer Solstice At Woodhenge........
This weekend, Cahokia Mounds State Historic Site will be offering visitors a look at a sacred time in the lives of Native Americans 1,000 years ago, by observing the summer solstice.
The moment will occur on Sunday, June 19, at Woodhenge, which is a calendar of posts that are arranged to line up with the sun on the longest and shortest days of the year, as well as the equinoxes.  The Native Americans that lived in the region considered those days sacred.
Woodhenge as it stands now is a recreation, and is located about a half mile from Monks Mound on Collinsville Road.  Attendees should arrive by 5:20 am in order to hear an archaeologist discuss the discovery and function of Woodhenge........
The American Queen Will Return To Alton........
During this summer and fall, the luxurious American Queen riverboat will be stopping in Alton nine times, including two stops in Grafton, which will give passengers the chance to shop and learn about the local history.
Last Wednesday, the Alton City Council approved an agreement with the American Queen Steamboat Co., that will allow the American Queen to dock at Riverfront Park, near the Argosy Casino.
The American Queen has stopped in Alton before, and has committed to returning in 2017 and 2018.  Jong Cambron, director of public relations for the Alton Regional Convention and Visitors Bureau says that Alton is not always on the American Queen's itinerary........
The Vanniers opened the Boatel as a combination motel, restaurant, and gas station, after being inspired during a trip on the Illinois, Mississippi, and Tennessee Rivers.
Gretchen Westermeyer said that her parents had no where except the boat and river to sleep, eat, and clean up during their trip, illustrating the need for accommodations catering to boaters.......
Troop B To Conduct Boater Safety Certification Course At Mark Twain Lake
Captain James E. Wilt, commanding officer of Troop B, Macon, announces a boater safety certification course will be offered from 9 a.m. to 4 p.m., on Saturday, July 23, 2016, at the Mark Twain Lake Visitor Center, 21629 Highway J, Perry, Missouri. There is no fee for this course; however, students are required to pre-register online as seating will be limited. Participants are encouraged to bring a snack or sack lunch to the training. For more information, to register for the course, or to obtain a complete listing of where other courses are being offered, you may visit the Missouri State Highway Patrol’s website, www.mshp.dps.mo.gov. A Boat Safety Education & Certification link can be found on the left side of the Patrol’s home page under training. On the day of the class, the “Boat Safety Education & Certification” link will provide the announcement if the course is canceled due to an insufficient number of participants.
Missouri law requires any person born after January 1, 1984, to carry a boater safety education certification card along with a picture ID anytime they operate a vessel, which includes personal watercraft, on Missouri lakes. Participants who successfully pass the course will be eligible to order a boater safety certification card for $15.
For further information please call Trooper Jonathan Conrad at (660) 385-2132.
Asian Carp Update
Carp Caught In St. Lawrence River........
Recently, volunteer invasive species monitors in Quebec caught a large Asian grass carp in the St. Lawrence River, east of Montreal, and as a result, Canadian officials are preparing for a carp invasion.
Quebec provincial and Canadian federal fisheries officials have started to heavily fish the St Lawrence River around where the carp was caught, in order to determine if there are more carp are in the area.
Michel Legault, a biologist with Quebec's department of forests, wildlife and parks says that the carp are a significant threat to native species, as they consume the available resources, driving native species away........
Over the past six years, Quincy Native Greg Hillebrener has been hip-deep in the midst of the biggest challenge of his 40 year career as a civil engineer:  Working as a design manager on the Panama Canal expansion project.
Hillebrenner was responsible for coordinating the design of a third set of locks for the Panama Canal, which will accommodate the current generation of larger freight vessels.
The locks themselves are for the most part completed, and they will be inaugurated on July 26.  The locks will go into service the next day........
Meramec River In Wildwood, Missouri
Miniature Train Back On Track After Flood........
Over the winter, record-setting flooding inundated the Wabash Frisco & Pacific Railroad in Wildwood, Missouri.  The river reached 46 feet, leaving behind mud, downed trees, uprooted pavilions, and an up-turned ticket booth.
The engines were taken to the section of track referred to as the summit, where they should have been safe at the predicted 40 foot crest.  Unfortunately, the National Weather Service increased the forecast to 46 feet.
By that time, the roads were flooded, and there was no access to the five train engines.  In order to get at important documents in the second floor of the railroad's building, volunteers had to go in by boat........
Missouri Department of Conservation
Missouri frogging season begins June 30 at sunset
MDC reminds folks to frog with either fishing or small-game hunting permit, unless exempt.
JEFFERSON CITY, Mo. -- The Missouri Department of Conservation (MDC) encourages Missourians to discover nature this summer -- and one fun and exciting way is through frogging. Frogging season begins June 30 at sunset and ends Oct. 31. Missouri has two frog species that are legal game — bullfrog and green frog. Bullfrogs are larger and therefore more sought-after.
The daily limit is eight frogs of both species combined and the possession limit is 16 frogs of both species combined. Only the daily limit may be possessed on the waters or banks thereof where limits apply. Daily limits end at midnight so froggers who catch their daily limits before midnight and then want to return for more frogging after midnight must remove the daily limit of previously caught frogs from the waters or banks before returning for more.
Frogging can be done with either a fishing permit or a small-game hunting permit. Children under the age of 16 and Missouri residents 65 years of age or older are not required to have a permit. Those with a fishing permit may take frogs by hand, hand net, atlatl, gig, bow, trotline, throw line, limb line, bank line, jug line, snagging, snaring, grabbing or pole and line. With a small game hunting permit, frogs may be harvested using a .22-caliber or smaller rimfire rifle or pistol, pellet gun, atlatl, bow, crossbow, or by hand or hand net. The use of an artificial light is permitted when frogging.
For more information about frog hunting, including how to get started and tasty recipes to try, visit MDC online at huntfish.mdc.mo.gov/hunting-trapping/species/frog.
Take A Look Back At The SS Admiral........
On May 16, 1979, the U.S. Coast Guard was inspecting the S.S. Admiral, when an inspector's hammer went right through the thin steel of the badly corroded hull.  Her owner's announced that cruises would stop that year.
The owners, however, promised she would be seaworthy once again.  According to Tom Dunn with Streckfus Steamers Inc., they would be sending the Admiral to New Orleans, which was the nearest place with a drydock large enough to handle her.
Dunn said that they would be able to get the Admiral repaired, as they would have the entire winter to take care of the project.  The Admiral, however, would never cruise the Mississippi River again........
More Ethanol-Related Engine Damage Reported........
According to the latest survey of Boating Industry readers, ethanol is continuing to be a major cause of engine damage, as well as other repair issues, raising concerns over the increased use of E15.
Boating Industry surveyed their readers about ethanol and other service department issues during April and May.  The results say that ethanol issues seem to be a bigger factor in service issues than just a year ago.
While ethanol repairs may drive business into the service department, frequent issues may also contribute to driving boaters out of boating........
Pere Marquette Hosted Two Rivers Fishing Fair........
Since 1991, Pere Marquette State Park has hosted the Two Rivers Fishing Fair, which has taught kids the fun of fishing, and fostered an interest in Illinois' natural resources.
This year, the fishing fair offered close to 30 stations for families to experience.  These stations were manned by over 250 volunteers that instructed and entertained over 2,000 children.
Scott Isringhausen, Urban Fishing Coordinator for Regions IV and V of the Illinois Department of Natural Resources, said that he helped with creating the event in order to get Illinois' kids interested in the possibilities found in the outdoors.........
Young Anglers Celebrate National Fishing And Boating Week........
To celebrate National Fishing and Boating Week, the U.S. Army Corps of Engineers hosted better than a dozen kids, as well as their families for a day's worth of fishing.
The Corps keep the pond at Mark Twain Lake stocked with fish for events such as this one.  According to officials, they have been creating a lot of new anglers for more than 25 years.
According to Park Ranger, Brad Stamp, plenty of the adults at the event had never fished before themselves.  He adds that if the adults get interested in fishing, they're more likely to take the kids fishing........
