Our Painting of the Day........ was sent to us by Capt'n Gary Lucy, river painter extraordinaire, who hails out of My River Home in his houseboat /studio....... The River Rover.

Hi Bill!

I would like to post of new piece of work:   The Robt. E. Lee: Steaming Up River at Sunset.

I have always been a big fan of the 1870 Robt. E. Lee. As you will remember, she was the winner of the Great Steamboat Race of 1870 from New Orleans to St. Louis. My paintings depicting this race can be seen on my web site garylucy.com .

In the race, the Natchez was the faster boat. However, the Robt. E. Lee won because of great determination. Also, I have enjoyed this piece because of the experimentation with the light. Please comment and share if you like.

Stay close to the pool or the A/C the weekend. Summer is coming early this year. I just finished another painting of which I have been working on while at the River Rover....studio/houseboat. I will post images later.

The heat and some needed repairs to the RR have brought me back to the Washington studio. The RR is up in dry dock with hopes to be back in the water soon.

Mississippi River Near Winona, Minnesota

Two Anglers Rescued From The River........

Wednesday evening, two people out on the Mississippi River had a bit of a scare prior to being rescued from the river near Lock and Dam No.5.

According to Winona County Sheriff Ron Ganrude, 20 year old Christopher Heim, and 20 year old Sarah Irish were aboard a fishing boat, just below the dam, when they pulled up the anchor and tried to start the motor.

The engine would not start, allowing the fishing boat to drift toward the dam, and it's treacherous undertow, which can actually pull boats under water........

Each of the proposals were controversial, usually setting environmental groups against those who are more economically-minded.  Overall, the riverfront has served both interests well.

With the departure of the Rhythm City Casino coming up, questions on what to do with the property have arisen.  Mayor Frank Klipsch is making some transitional plans, however, a long term plan has yet to be made........

09 June 1910 in River History

US Congress passed the Motorboat Act.
The Motorboat Act of 1910 finally established a creditable boating safety program. The act required boats to be equipped with navigation lights, whistles, fire extinguishers, and life preservers. Although enforcement was still a problem, the number of accidents immediately declined.

The Missouri Department of Transportation has announced that on Thursday, the trail for bicycles and pedestrians on the new eastbound span of the Daniel Boone Bridge will open.

The trail links up the Monarch Levee Trail on the St. Louis County side of the Missouri River with the Katy Trail on the St. Charles County side.

Also, the section of the levee trail near the bridge will reopen.  In 2013, it had been shut down when construction work began on the new eastbound span........

Missouri Department of Conservation

News Release

Everton angler catches state-record white crappie

Congratulations to Colby Conn on breaking the state record by catching a 1-pound, 5-ounce white crappie with a trotline on Stockton Lake.

DADE COUNTY, Mo. – The Missouri Department of Conservation (MDC) reports Colby Conn of Everton became the most recent record-breaking angler in Missouri when he hooked a white crappie on Stockton Lake on a trotline. The new “alternative method” record fish caught by Conn on May 21 weighed 1-pound, 5-ounces with a length of 14 5/16 inches. Conn’s recent catch broke the previous state-record of a 12-ounce white crappie caught on a trotline in 1993.

“Once I pulled the fish up into the boat, I had feeling that the crappie was going to be a state record,” Conn said. “I was super stoked!”

Conn was using goldfish for bait to try to catch catfish, but instead he caught the record crappie. MDC staff verified the fish using a certified scale in the town of Greenfield.

Once MDC gave him confirmation he had a state record, Conn said he was in shock. “This year was the first year I have ever put out trotlines, and out of nowhere I catch a state-record white crappie. I really can’t believe it,” he said. “I would love to break another state record in the future, but I am fine with just having this one.”

Conn added he plans on having the state-record white crappie mounted.

“2016 is shaping up to be a year for state-record fish,” said MDC Fisheries Programs Specialist Andrew Branson. “We have already had 13 new records so far, which is more than we see in an entire year sometimes. The mild weather we have had this year means more anglers are fishing, and catching big fish.”

Missouri state-record fish are recognized in two categories: pole-and-line and alternative methods. Alternative methods include: throwlines, trotlines, limb lines, bank lines, jug lines, spearfishing, snagging, snaring, gigging, grabbing, archery, and atlatl. For more information on state-record fish, visit the MDC website at http://short.mdc.mo.gov/Zk9

River's Current More Dangerous Than Pollution.........

Mike Kean, Park Ranger for the U.S. Army Corps of Engineers says that the biggest danger posed by the Mississippi River is it's current.  He adds that swimming and fishing in the river are safe, as long as people are prudent about it.

It is recommended that people wear a life vest and shower after swimming in the river.  Kean adds that there is going to be some pollution in and river, and the Mississippi River is no different.

Kean advises swimmers to keep their mouths closed in order to avoid ingesting the water.  If water is accidentally swallowed, it could cause flu-like symptoms, dependant upon people's immune systems........

Corps Seeking Comments On Scour Repairs To L&D 5A........

The U.S. Army Corps of Engineers, St. Paul District is looking for comments from the public about plans for making repairs to scour holes and erosion both up and downstream of Lock and Dam No.5A, near Fountain City, Wisconsin.

The work proposed will involve filling scour holes, and installing rock riprap along the Wisconsin bank.  Trucks would be delivered directly to the repair site, and placed with an excavator or crane.

A review of the environmental effects of the project is required under the National Environmental Policy Act.  A draft Environmental Assessment found no significant impact, and was coordinated with the U.S. Fish and Wildlife Service before the posting of the public notice........

Our Picture of the Day........ was taken last Friday evening at Mark Adams' Retirement Party at the Kirkwood Train Station. What a great place for a party and what a nice party it was.

Mark retired from the National Marine Manufacturers Association and they celebrated his career last Friday evening at the station. Lots of friends and business associates were there to compliment Mark and you know they had to roast him a bit too. Nice show.

Mark retired from the position of President of the the St. Louis Boat and Sportshow and he was involved in many other boat shows around the country and the world.

Thanks Mark for making RiverBills.com a part of the St. Louis Boat and Sportshow !  I am very glad to have worked with you over the past few years and I am proud to call you my friend....

If you see Mark out on the river in his Boston Whaler, give him a shout out !

NMMA Encourages Comment On Ethanol Proposal........

The Environmental Protection Agency recently announced that they have opened the public comment period for their proposal to increase the amount of biofuels in the 2017 fuel supply.

This proposal would boost the amount of ethanol on the fuel supply, pushing beyond the E10 blend wall, which refers to the maximum amount of ethanol in fuel that all engines can tolerate.  Currently, that amount is 10% ethanol, or E10.

The National Marine Manufacturers Association reports that the amount of E15 that would be required to be sold in 2017 would increase by at least 700 million gallons.  This could place consumers at risk for misfueling with a prohibited fuel........

Fishing News From Quincy, Illinois

Sixth Annual Fishing For Freedom Event Was Sunday........

On Sunday, over 350 boaters and members of the armed services, including Military Veterans, Wounded Veterans, and Active Duty Military hit Mark Twain Lake, the Mississippi River and other locations to participate in Quincy's Sixth Annual Fishing for Freedom event.

Bob Havermale attended a similar event back in 2009, and he was involved in bringing the Fishing for Freedom event to Quincy six years ago.  He says that he is not surprised that Fishing for Freedom has become so popular as word of the event has spread.  Participants showed up from more than 12 states.

The weigh in began at noon, and officials recorded the weight of the fish, as well as the boaters, and the service member's names and military affiliation were announced to the spectators.  There were weigh-ins also held on the Hamilton riverfront, at Mark Twain Lake, and a bit further downstream from the lake........

This project was finished and officially opened up Saturday, 07 June 2008. They had a beautiful day for the festivities. This was the first pedestrian/bike trail over the Mississippi River in the St. Louis area.

Mini Cruise

A few weeks ago we decided to take Swing Set out for a mini-cruise, not sure really where we wanted to go, but headed south on St. Joseph's Bay to see where we would wind up.
The wind was up a little on the "outside", so we stayed in the Intercostal and just glided along at our slow trawler speed of 8-9 miles per hour, sight seeing again the area from Clearwater down to Tampa Bay. We hadn't been on this route since first coming through it in 2012.
We crossed the mouth of Tampa Bay towards Passage Key, a small island just off the northern end of Anna Maria Island. We anchored out to watch the sunset, but as it got closer to evening I decided to pull up anchor and find another anchorage a little more out of the wind. It was at this point that our windlass quit.
Recently, the rocker switch for our engine sync had been acting up, and the switch for the windlass seemed to be acting intermittently as well, so I ordered two switches from Morgan at Marine Max at Lake of the Ozarks. You might wonder why I order parts from a Sea Ray dealer way up in Missouri, but a lot of parts are that we need for a 20 year old boat are not kept in stock, they're special ordered from Sea Ray and drop shipped to wherever they're needed anyway. When I call Morgan, he knows us and has never failed to deliver.

Historic Ste. Genevieve has a new trolley set up, allowing residents and visitors to check out the downtown area, or take a ride to the local wineries.

About seven months ago, Ste. Genevieve Trolley owners Sam Obele and Jon DeBold got the idea of a trolley for Ste. Genevieve following a trip to Herman, Missouri.

The trolley operation just began running about a month ago, and already, dozens of people have toured the city and the wineries aboard the trolley, including people from Springfield, Illinois........

Illinois River Near Grafton, Illinois

Cold War Relic Hiding Within Pere Marquette State Park........

Sharp eyed visitors to Pere Marquette State Park in Grafton can spot all that remains of a U.S. Army missile installation that was charged with protecting the Riverbend region during the Cold War.

The missile base was one of 260 Nike missile facilities across the country, and one of four in the St. Louis Metropolitan area, located in Marine and Heckler, Illinois, and Pacific, Missouri.

The base covers about 25 acres in three separate regions, including a radar installation, an administration area, and a launch area.  All that remains are some fencing, concrete slabs, a guard shack and a road.  The silos were filled with gravel in the '90s........

Sketch Shows Historic Side Wheel Steamboat........

One of the unique treasures owned by the Historical Society of Quincy and Adams County is an ink sketch of an old side-wheel steamboat, the Die Vernon

The vessel's name crosses the sizable wheelhouse, while the name of the vessel's owner, the St. Louis and Keokuk Packet Company arch over the top of the wheelhouse.

Quincy-area artist Harriet "Hattie" Glenn likely created the sketch when she was around 16 years old.  Her parents, Captain and Mrs. John Glenn moved the family to Quincy around 1860........

Dave Tilley Passed Away

Post by Scott A. Nielsen:

I am sad to report that Dave Tilley passed away at his home in St Charles this afternoon. He is survived by his wife Annie and many children and grandchildren. He kept a boat on D-Dock at the Duck Club and another one at Woodland Marina and was a true friend to everyone and will be missed by all. Services will be in a few days at BAUE Funeral Home in Cave Springs and he will be laid to rest in Calverton Cemetery.

Take A Look Back At The Eads Bridge........

On June 3, 1874, the St. Louis Post Dispatch reported that on June 4, the Eads Bridge would be opening for wagon traffic, and posted a schedule of tolls for vehicles, horses and riders, cattle, hogs and sheep, as well as pedestrians.  The public was encouraged to purchase tickets prior to entering the bridge........

Reader Commentary........

So, I've been debating for days to ask you to post this commentary about parents who bring their kiddos to the islands along Turkey, 521, etc. Especially after seeing some stupid parents let their kids swim without life jackets. At one point Sunday and Monday the same boys drifted down from the current. Monday much more dangerously, they had to be picked up by the parents jumping into their boat and have them jump into the tubing raft they were pulling. Sure got lucky they were safe but WTF!?

Mississippi River At Davenport, Iowa

Changes To Davenport's Riverfront Not Without Controversy........

Over the past thirty years, the City of Davenport has been working on "greening" it's nine miles of riverfront.  At one time, the land along the Mississippi River was home to warehouses, rail yards, grain elevators and a landfill.

The reversal from completely utilitarian use of the riverfront to a haven for recreation is nearly complete.  There are still some places that industry remains, but when land comes available on the riverfront, city officials vote to make it greenspace.

The next parcel of land that will opening up in Davenport is the soon-to-be-former home of the Rhythm City Casino riverboat, and officials are trying to determine the best use of that property........

Cape's Riverfront Park Trail Officially Opens........

On Saturday, June 4, Cape Girardeau's footbridge and Riverfront Park Trail officially opened, following months of weather delays.  Officials including Mayor Harry Rediger attended the event.

The new extension links the Red Star River Access to the Cape Girardeau riverfront.  The project involved widening thee trail at several points, and the installation of lighting at the north and south ends of the trail.

The majority of the project was funded by the Missouri Department of Transportation.  Cape Girardeau officials will keep planning for future upgrades to the park........

Columbus Ships In Grafton This Week........

This week, replicas of the Nina and Pinta, two of the three vessels comprising Christopher Columbus' transatlantic fleet, were tied up along the Mississippi River near The Loading Dock in Grafton, Illinois.

The vessels are operated by the not-for-profit Columbus Foundation.  They tour all over the United States, and beyond.  According to recent deckhand John Boney, the ships have passed through Panama Canal several times, although he was not aboard at the time.

Boney was a volunteer crewmember, as are all of the crew.  Their tasks include keeping the vessels clean and functioning, and offering tourists the chance to tour the ships.  Like many volunteers, Boney intended to spend three or four weeks, but those weeks turned into months........

Illinois' Great River Trail

Website Promotes Illinois' Often Forgotten Trail........

The Illinois Great River Trail begins at Sunset Marina at Rock Island, and extends 60 miles north, through three counties, ending at Savanna.  Along the way, you can see the bend in the Mississippi River at Rapids City, or check out the 200 plus acres of the Indian Mounds State Historic Site in Albany.

In order to help promote the often forgotten trail, a pair of pals from the Quad Cities came up with a mobile-friendly website, GreatRiverTrail.org, which highlights lunch spots, camp grounds, and entertainment within Rock Island, Whiteside and Carroll counties.

Dan McNeil says that he has been thinking about this idea for three years, and he partnered up with his tech-savvy friend Devin Hansen, who is the developer of the website........

New Lines, Ships Cruising The River........

River cruising has proven to be extremely popular across Europe, as it is growing in leaps and bounds.  This hasn't happened here in the states, but this year, there be a slight increase with the addition of a new cruise line, and several new vessels.

Last month, American Cruise Lines unveiled their latest boat, the 185 passenger America, however, she wasn't christened until Friday.

The American Queen Steamboat Company has added longer cruises to their schedule, and during the American Queen's time in drydock, she will be receiving more luxury suites to the vessel........

Jon boats, fire pit, table, food, music.... they had it all !

City Celebrates Renovations To The Riverfront........

CityArchRiver organizers decided that the best way to celebrate the completion of the renovated riverfront below the Gateway Arch was to hold a city picnic beneath the Arch.

Thursday afternoon, food trucks started arriving in preparation for the picnic, which featured a picnic table more than 2,000 feet in length.

The riverfront has been redesigned to help fight flooding, as a hydrological study revealed that Leonor K. Sullivan Boulevard spends over 125 days under water.  After raising the road, it is thought that it will spend about 40 fewer days under water........

Minnesota Mandates CO Detection Systems........

Minnesota Governor Mark Dayton recently signed legislation into law that will require carbon monoxide detectors on certain types of recreational vessels.

As of May 1, 2017, carbon monoxide detector systems will be required on any vessel that is equipped with an enclosed accommodation compartment.  Also, no new vessel with passenger accommodations can be sold in Minnesota, unless equipped with a carbon monoxide detection system.

The new requirements were known as "Sophia's Law", who was only 7 years old when she died of carbon monoxide poisoning last October........

Farmington man’s catfish wasn’t taken by a legal method

One man, three counties, 19 wildlife violations

Farmington man’s catfish wasn’t taken by a legal method.
CAPE GIRARDEAU, Mo. – The Missouri Department of Conservation (MDC) says fifteen seconds of fame garnered from “reeling in” an 83-pound catfish wasn’t earned by the man who made many news outlets last summer with an 83-pound catfish. After a lengthy investigation, a Missouri conservation agent proved the story wasn’t completely true. Anthony Stacy of Farmington pleaded guilty last week in Reynolds County to two counts of illegally shooting flathead catfish with bow fishing equipment. One was the 83-pound catfish spread across the news and the other was a 50-pound catfish. Stacy has 13 additional wildlife violation cases pending in the courts of St. Francois and Jefferson counties, according to MDC

IDNR announces summer urban fishing clinics

Learning how to fish is fun, easy and free for youngsters and families throughout Illinois this summer thanks to the Illinois Department of Natural Resources (IDNR) Urban Fishing Program. Free fishing clinics are scheduled at 20 sites throughout the state.

“Fishing is a great way for families to spend time together outdoors, and our urban fishing clinics give thousands of young people each summer a chance to experience the fun of fishing,” said Dan Stephenson, chief of the IDNR Division of Fisheries.

The free Urban Fishing Program clinics are targeted toward children ages 16 and younger, but anyone interested in learning basic fishing techniques may attend.

Fishing clinic instructors present information on fish and other aquatic life, rules and regulations for fishing, as well as basic instruction on baiting a hook, tying a knot, casting, important tactics on how to catch fish, fishing ethics, and how to handle and return fish to the water. As part of each clinic, participants are provided with rods, reels, bait and tackle for 90 minutes of catch-and-release fishing.

Urban Fishing clinics are presented on weekdays, usually with morning and afternoon sessions. Locations and reservation/contact phone numbers for the clinics are below (check with the locations for local schedules):

• Frank Holten State Park in East St. Louis -- 618-874-7920 or 618-250-2446
• Gordon Moore Park in Alton – 618-917-6296

Mississippi River At Davenport, Iowa

Davenport's Riverfront Park Is Evolving........

At one time, Davenport' riverfront was a monument to to industry, as the manufacture and transport of goods and crops were crucial to the economy.

Eventually, the public sought to reclaim the riverfront, and the grain operations were evicted.  Rather than rush into transforming the public land, officials have been pacing themselves.

Starting three years ago, plans for a gazebo were concocted, then plans for walkways and bike paths came along.  Now, plans are in the works for accommodating large excursion vessels........
