Why Do Boats Sink In The Spring?

Each spring it happens.  Just after launching the boat for the first time, she sinks while safely tied up at the dock, taking what should be an exciting time on the water, and turning it into huge mess.

BoatU.S. publication, Seaworthy Magazine takes a look through the claims filed through the BoatU.S. marine insurance program, looking for vital accident trends or lessons to learn, and have compiled the top five reasons for springtime sinkings.

The Top Five Reasons Boats Sink in Springtime are:

○  Damaged or missing hose clamps

○  Unsecured engine hoses

○  Spring rainfall

○  Broken sea strainer

○  Leaky stuffing box

Some Areas To See Above Average Rainfall, Moderate Flooding........

On March 16, NOAA released their U.S. Spring Outlook, which predicts that the parts of the country under water from last week's heavy rainfall have an increased risk of flooding during the remainder of the season.

There is an elevated risk of moderate flooding for communities along the Mississippi and Missouri Rivers, and the surrounding regions.

NOAA hydrologists figure the spring flood risk based upon environmental intelligence gathered from across the nation, including spring and fall precipitation figures, stream flows, soil saturation and much more........

Risk Of Flooding Remains Along The Mississippi River........

On Thursday, federal weather forecasters said that heavy rainfall over the winter have left the Missouri and Mississippi River Basins, between Iowa and Louisiana at a higher risk for moderate flooding through June.

The National Oceanic and Atmospheric Administration recently released their spring outlook, and said that the flood risk extends to the eastern portions of Texas and the southeastern Coastal Plains.

Tom Graziano, the acting director of NOAA's National Water Center says that once the current river flooding recedes, the risk for major flooding across the country will be low for the remainder of the spring........

Hello River Family:

Who is ready for boating season? We are excited for the new year!

We have turned the water back on at the docks for you to come out on these nice days to wash your boat! It will now be called MRH Yacht Club and the bar will be known as Driftwood as we are leasing it out. We are also giving Longshot some updates inside prior to season opener. We will have pool memberships available for $200 per season. This will allow unlimited access to the swimming pool at MRH Yacht Club for your family and guests ONLY seven days a week. We will be dredging entrance and front courtesy docks this summer too and we will keep you updated on that process.

If you know of anyone looking to purchase a boat this year, we have over 40 brokered boats listed at our website www.myriverhome.com – We have fourteen boats (14) under the price of $10,000.00!!!!

Grafton Votes To Remain In The Port District........

On Tuesday, the residents of Grafton cast 207 "NO" votes, compared to 164 "YES" votes, advising the Grafton City Council that the public disagreed with severing ties with America's Central Port District.

The public question on Grafton's primary ballot read "Should the City of Grafton be disconnected from America's Central Port District?"

Attorney Andrew Carruthers says that this is the most official type of survey possible, not looking for a quick and definite outcome, but asking the public to give their opinion........

Grafton Mayor Pleased With Port District Vote........

Grafton Mayor Tom Thompson said that he is quite pleased with the results of Tuesday's non-binding referendum, which allowed voters to say they want to remain part of America's Central Port.

Somme of Grafton's aldermen, and their supporters revealed that they wanted to  follow Quarry Township's example and remove themselves from the district, however, the matter was presented to voters for their input.

Thompson said that there was some misinformation being spread about, including that the port district would levee taxes, and The Loading Dock would be giving up their property so that a barge company could be put in it's place........

According to Paducah Public Works Director Rick Murphy, the floodwall is over 20 years past it's life expectancy.  The floodwall was built by the U.S. Army Corps of Engineers between 1939 and 1949, with an expected lifespan of 50 years.

Over the past several years, Murphy has been working with the Corps to proceed with the Local Flood Protection Project, which is a plan to repair or replace parts of the floodwall system........

America's Central Port Has Voter Support........

It appears that America's Central Port District has secured it's future within the City of Grafton, as voters said that they wanted to remain connected to the port district.

Close to a year ago, a new Grafton City Council was sworn in, and one of their first actions was to vote on requesting removal from the port district.  The measure was tabled, as some on the council wanted to get the input of the residents via an advisory referendum.

The question on the ballot read "Should the City of Grafton be disconnected from America's Central Port District?"  About 370 ballots were cast, with voters in Grafton saying no by a 56% to 44% margin........

U.S. Army Corps Of Engineers

Funding Sought For Locks Projects........

Officials are lobbying for 2017 funding for a long-delayed U.S. Army Corps of Engineers project in the Midwest.  They are encouraging Appropriations Committee leaders to approve an unspecified amount for the Navigation and Ecosystem Sustainability Program.

This plan is an odd package deal that will include five new 1,200 foot long locks along the Upper Mississippi River, and 2 locks on the Illinois Waterway.  Also included are several ecosystem restoration projects in the area.

The Corps says that these new locks would replace the 600 foot long locks that were constructed in the 1930's and 1940's.  Reportedly, the projects have not received funding since fiscal 2011, and there is no date selected for construction work to begin........

Crews Dredging For Hannibal Water Project........

This week, crews began doing some dredge work along the Hannibal riverfront as part of the Board of Public Works project to install a new diffuser.

Matthew Munzlinger with the BPW says that they are making improvements to their water system, and part of that project involves the installation of a line from the water treatment plant back to the river.

This line will allow byproducts from the water treatment process to be drained back into the river.  As part of this project, they will be installing a diffuser in the river........

Considering A Boat For The Great Loop........

Each year, better than one hundred boats complete the Great Loop, circumnavigating the entire eastern portion of the United States, by following a continuous waterway of connected lakes, rivers, sounds, canals, the Gulf of Mexico, The Atlantic Ocean, and the Atlantic Intracoastal Waterway.

Attempts at completing the Great Loop have been made in a wide variety of watercraft, from a kayak to vessels greater than 70 feet in length.  The "perfect" vessel to take on the Great Loop would feature a draft of less than 6 feet, an overhead clearance of less than 19 feet, and a cruising range of over 500 miles........

A Look Back At The Combination Bridge Demolition........

On March 17, 1981, while revelers were busy celebrating St. Patrick's Day, crews in Sioux City. Iowa were working on bringing down the a section of the Combination Bridge.

The span swung out over the Missouri River to allow steamboats to pass since it opened on January 21, 1896.  It's replacement opened to traffic on January 21, 1981.

The first section of the bridge was brought down on February 23, 1981.  The initial blast, however, did not bring the span down.  Crews had to place more charges, and blast it again to bring it down.  The remaining section was brought down on St. Patrick's Day, 1981........

Sewer Main Break Spills Sewage Into Meramec River Tributary........

Crews with the Metropolitan Sewer District are working in response to the break of an underground force sewer main that is releasing millions of gallons of sewage into a tributary of the Meramec River in South St. Louis County.

The break occurred as MSD crews were taking core samples and conducting soil boring at the MSD Lower Meramec Tunnel Project, when they drilled into an improperly marked force main sewer.

MSD officials say that the sewage leaked into a creek, and an open field owned by MSD, and has been contained to the region.  Repairs may take several days to complete........

Illinois Governor Visits The Loading Dock, Crashes Birthday Party.........

On Sunday, Illinois Governor Bruce Rauner visited The Loading Dock, along the Grafton Riverfront, on a campaign stop for Senate candidate Bryce Benton.

Rauner was quite impressed with the flood recovery of The Loading Dock, as the venue was under about five feet of water during his last visit.

After the officials finished visiting with several dozens of voters in the bar/restaurant section of The Loading Dock, they made their way over to the ice skating rink, where they crashed Wade Fietten and Caleb "Petey" Fraley's joint 10th birthday party........

Lock and Dam 2 on the Mississippi River at St. Paul, Minn

First Tow Marks Unofficial Opening to Navigation Season

ST. PAUL, Minn. – The Motor Vessel Ronald Wagonblast locked through Lock and Dam 2, near Hastings, Minn., Sunday, March 13, around 7:30 a.m. She was pushing 12 barges en route to St. Paul, Minn.

The Corps considers the first tow to arrive at Lock and Dam 2, near Hastings, Minn., as the unofficial start of the navigation season, because it means all of its locks are accessible to commercial and recreational vessels. The earliest date for an up-bound tow to reach Lock and Dam 2 was March 4, in 1983, 1984 and 2000. The average start date of the navigation season is March 22

Lock and Dam No.2 - No.10

Repairs To Be Made To The Tow Haulage Systems........

Over the past several years, the tow haulage systems in Lock and Dam No.2 through No.10 have been deteriorating, and two failures at Lock No.7 identified a need for a project to address the serviceability and safety issues.

The tow haulage system is crucial to the operation of the locks.  They are attached to the tops of the lock and dam guidewall, and facilitates guiding tows through the lock chamber.

Repair work was carried out at Lock No.7 in 2014 at a cost of $384,000, and now the Corps is developing plans for making the necessary repairs to the remaining lock chambers........

The lock will now reopen March 12. It was closed to all navigation traffic Dec. 9, 2015, for winter maintenance. An extremely efficient work crew and mild winter allowed for the repairs to be completed earlier than scheduled. The Corps originally projected reopening the lock March 17.

Captain Steve Terry Enjoys Sharing The Mississippi River With Hannibal's Visitors........

For Steve Terry, 1977 was an important year.  He took a job aboard the Mark Twain Riverboat.  It was originally intended to be a summer job, however, he fell in love with it.

Terry spent two seasons working aboard Hannibal's Mark Twain Riverboat, and in 1979, he tested for his U.S. Coast Guard Master's License, becoming one of the youngest pilots along the Mississippi River.

He worked his way up through the ranks, eventually becoming chief pilot and general manager of the riverboat in 1997.  That year, he and his wife Sandy purchased the business, and began operating it as Riverboat Excursions Inc., d/b/a Mark Twain Riverboat Co........

Body Recovered From River Presumed To Be Missing Woman's........

On Thursday, the body of a woman was recovered from the Mississippi River, near Piasa Harbor, south of Grafton, Illinois.   Officials have positively concluded that the body is that of 42 year old Heather L. Bardsley, who had been missing since December 26, 2015.

Official identification is pending a dental examination.  There have been several circumstantial items discovered that identify the remains as belonging to Bardsley.

So far, there is no evidence of foul play, however, the investigation is open and ongoing.  The evidence recovered is consistent with the original theory that Bardsley was swept away by flash flooding during the winter floods........

PT 305 Getting Ready To Ply The Waters Once Again........

In winter, 2017, the World War II era Patrol/Torpedo boat, PT 305 will slip her keel into Lake Pontchartrain, where her trio of V-12 engines will be roaring to life once again.

Originally constructed at the Higgins plant near City Park in 1943, the 78 foot vessel was shipped off to the Mediterranean Sea, where her crews sank three enemy vessels, and helped out with the southern European invasion.

According to Tom Czekanski, the Senior Curator and Restoration Manager of the National World War II Museum, the PT boats were small vessels that would spring from cover to launch torpedoes, sinking much larger vessels before using their speed to get out of the way.........

Meramec River Near Fenton, Missouri

Untreated Wastewater No Longer Being Pumped Into The River........

Toward the end of last year, heavy rains began to fall, eventually causing near-record flooding in the St. Louis region.  The Meramec River crested just shy of the 1993 record of 42.58 feet.

The flooding caused the MSD's Fenton Wastewater Treatment Plant to be severely damaged, resulting in the discharge of untreated sewage into the Meramec River.

Now, repair work has brought the treatment plant partially back on line, and the wastewater is getting some treatment prior to being released into the river.  Crews are working to bring the treatment plant fully back on line........

Bardsley reportedly had left a bar, and was last seen around 10:45 pm December 26, near North Cedar Street in Grafton.  It is thought that Bardsley had been swept away by rising waters from the creek.

Jersey County Coroner Larry Alexander reports that there were no signs of trauma on Bardsley's body, and ruled her cause of death as accidental drowning........

Illinois Flooding Aftermath

Legislation Introduced To Change FEMA Assistance Requirements........

The Federal Emergency Management Agency recently denied Illinois' request for federal assistance following the New Year's Flooding, and legislation has been introduced to change the criterion for assistance eligibility.

Illinois Congressman Rodney Davis (R-Taylorville) introduced legislation that would change the standards that FEMA uses to determine the need for federal assistance.

Davis had been hopeful that FEMA would have considered language passed in the House during the assistance evaluation, but he saw a need to alter the law so that downstate Illinois communities receive fair consideration........

Illinois Flooding Aftermath

FEMA Rejects Illinois Request For Federal Flood Aid........

Officials with the Federal Emergency Management Agency recently made the decision to deny Illinois' request for federal assistance to help out property owners in 21 counties affected by the New Year's flooding.

There were 19 Illinois counties along the Mississippi River that sustained an estimated $15 million in damages.  Unfortunately, this was not enough to meet the population-based threshold of $18.1 million.

FEMA administrator W. Craig Fugate penned a letter notifying Illinois of the denial, saying that the damage is not more than the state, the municipalities, and volunteer agencies can handle........

Bill and friends of pool 26,

We met these 6 young men who are paddling from the Gulf to the Arctic Ocean. They stopped at Sherwood Harbor, had some beers and good times.

Jarred, Adam, Luke, Winchell, Dan, and John.

Great young men that work helping troubled youths and took time off to go up the great Mississippi River. They are pulling out tomorrow morning.

Thanks,

Dave, Sue, Jim, Dorothy, and Tommy

RiveBill says....  The guys continued paddling north up the Mississippi River and various other rivers and lakes of the United State and Canada finally arriving on the shores of the Arctic Ocean in September 2015.   They paddled 5200 miles, 244 days.

News Release From BoatUS

BoatUS Fire Facts: Claim Files Show Six Ways Boat Fires Happen

ALEXANDRIA, Va., March 10, 2016 -- Fire ranks number five among all boat losses according to the BoatUS Marine Insurance Program claims files. Dig a little a deeper, and those claims files also tell you the six specific areas that lead to most reported boat fires. If every boater paid attention to these six things, over a third of all fires aboard boats would be prevented. So what are the top six ways boat fires happen, and some lessons to take home?

26% of fires are due to “Off-the-boat” sources: Over a quarter of the time, a BoatUS member’s boat burns when something else goes up in flames – the boat next to theirs, the marina, their garage, or even a neighbor’s house. It’s every boater’s responsibility to prevent fires, but when all else fails, having a good boat insurance policy is the last backstop.

20% of fires are due to “Engine Electrical”: For boats older than 25 years, old wiring harnesses take a disproportionate chunk of the blame here. A good electrical technician can put one together for you as most boats of this age had relatively simple electrical systems.

15% of fires are due to “Other DC Electrical”: The most common cause of battery-related fires is faulty installation of batteries - reversing the positive and negative cables or misconnecting them in series (when they should be in parallel). So take a picture. Label the cables. Use red fingernail polish to mark the positive lug. By gosh do everything to hook it up right the first time.

12% of fires are due to “AC Electrical”: Most AC electrical fires start between the shore power pedestal and the boat’s shorepower inlet. Inspecting the shore power cord routinely (connector ends especially) and for boats older than 10 years, inspecting or replacing the boat’s shorepower inlet, could prove wise.

9% of fires are due to “Other Engine”: This one is all about when an engine overheats due to blocked raw water intake or mangled impeller, the latter of which can also happen after experiencing a grounding or running in mucky waters. Be sure to check the engine compartment after getting underway and replace impeller every other year.

8% of fires are due to “Batteries”: This fire fact is for the outboard folks to pay attention to. On older outboards, by far the most common cause of fires is the voltage regulator. At 10 years of age, failure rates on these important electrical components begin to climb. Once it hits 15 years old, it’s time to replace.

Does your boat insurance cover boat fires? Get a free boat insurance check up and quote by calling the BoatUS Marine Insurance Program experts at 800-283-2883. Or get an online quote at BoatUS.com/insurance.

Mississippi River Near Grand Tower, Illinois

Corps Presents Grand Tower Phase 5 Public Meeting........

The U.S. Army Corps of Engineers recently released a brief from the Grand Tower Public Meeting, which was held on March 9. 2016.

The objectives of the brief were to present an update on the Grand Tower Phase 5 Regulating Works Project, as well as addressing concerns and questions about the project.

The project involves the construction of three weirs on the right descending bank that will extend to the center of the channel, concentrating the river's flow to the center of the channel........

Click here to read this news brief from the U.S. Army Corps of Engineers website.

Weir - definition by US Army Corps of Engineers
Bendway Weirs are actually low level rock dikes angled upstream to the flow and submerged at all times. Towboats navigate over the tops of the weirs at all river conditions. The structures cause a widening of the navigation channel; mainly in bends or turns, by creating a favorable redistribution of velocities and sediments that are verified in model tests and observations after they are installed. Since the first weirs were constructed in 1989 it has been well documented that they have eliminated the need for dredging in the bends and have dramatically reduced the number of accidents.
