Hello Bill,

From Duck Club to Eagles on 12/29/2015 3pm .....30.05 with at least a foot to go.

I left them unedited so others could zoom in if they wish. It was a chilly ride. A winter flood is a lot different than a summer. Don't get your feet wet!

Heya Bill,

You sure picked good time to get out of town.

Flooding is a few inches from cresting here in Portage DS, No close-up shots, too cold to get out in kayak.

My place has foot of water in kitchen and bedroom. Luckily the livingroom and bathroom are couple feet higher. Both neighbor's houses are flooded all the way through.
Southwest St. Louis county is actually getting it worse, flooding placed "its never flooded before".

Hope everybody is staying safe, winter floods are extra deadly.

Local Reps Call For Federal Flood Assistance........

Illinois State Senator Bill Haine and Illinois State Representative Dan Beiser called of federal officials to authorize disaster relief and assistance.

Governor Bruce Rauner has issued a state disaster declaration, which may mean that federal funding will be released, however, Rauner needs to dedicate state resources and funding to the recovery.

Rauner's disaster declaration will help with bringing attention to the areas affected by flooding.  Beiser says that the region is in need of federal assistance, and that assistance is necessary to start the rebuilding process within the community........

Midwest Flooding

Responders Assisting With Evacuations........

While streams and rivers across the Midwest are swelling to levels not seen in almost twenty five years, responders in Missouri and Illinois assisted residents in getting to higher ground as floodwaters overtopped several federal levees.

On Wednesday, the U.S. Army Corps of Engineers announced that nine levees have been overtopped by water.  Several of the earthen levees were protecting farmland, so it is not certain how many homes were in danger.

Almost a dozen other levees are considered to be in danger of "possible significant distress", but the Corps says that as of Wednesday evening, the levees are holding........

Flooding Update

Historic river flooding here. Chester will see the worst of it, Arnold, turned off power and gas to subdivisions. Flood levels are topping some levees. West Alton is in bad shape... river topped the levee. Highways (70) was closed down, more closing all over Missouri. Record Crests, record rainfalls, Major flood levels on most of the rivers. Very bad here...

Residents Still Preparing For Flooding........

So far, the National Weather Service stayed fairly close to their initial flood estimates for the Melvin Price Locks and Dam No.26 near Alton, Illinois.

On Sunday, the NWS forecast that the Mississippi River would reach 38.9 feet by late Thursday.  Monday saw the NWS lower this estimate to 38.8 feet, and by Tuesday, they lowered their forecast to 38.0 feet.

On Monday, Alton officials were calling for volunteers to stack sandbags, which are intended to supplement the concrete jersey barrier walls crews installed to protect the downtown area.  The call for volunteers continued Tuesday........

Levee Overtopped, West Alton Evacuated........

Tuesday morning, residents of West Alton, Missouri were forced to quickly evacuate, as the Mississippi River overtook the Consolidated North County Levee.

On Sunday, West Alton Mayor, William Richter prepared the town's 522 residents that the evacuation would be likely.  St. Charles County communications manager, Colene McEntee said that the evacuation was not mandatory, however, police will likely be conducting extended safety patrols in the area.

While no injuries have been reported, West Alton has been declared a disaster area.  This is not the first time that flooding has forced West Alton residents to evacuate.  The town was evacuated in 1973, 1986, 1993, and 1995........

Floodwater Disables Sewage Treatment Plant, Sewage Flowing Into The River........

Untreated sewage has been flowing into the Meramec River since Monday evening, when floodwaters disabled the Metropolitan St. Louis Sewer District's Fenton treatment plant.  MSD crews spent the better part of Tuesday trying to save the Valley Park treatment plant.

MSD officials say that untreated sewage may be flowing into the Meramec River for several days while they wait for the water to recede from the inundated treatment plant.  They have blocked off the sewer mains in an effort to keep floodwaters from backing up into area residences.

Sean Hadley, spokesman for MSD said that around 8:20 pm Monday, water flooded the treatment plant's control room, causing a power outage.  The plant's sole operator was able to escape the plant.  Amren Missouri then shut the power off for safety........

Mississippi River At Alton, Illinois

River Threatening Alton, Marina Is Closed........

Continuing rainfall in the Riverbend has forced Alton officials to close the Alton Marina, as well as roads covered by water, or damaged by the water.

On Monday afternoon, Amren Illinois had to cut the power to the city-owned marina, forcing it's closure.  This is only the second time since the Alton Marina opened in 1996 that Amren has shut off the power to the facility.  Cutting the power is a safety precaution for the flooding expected over the next several days.

Alton Marina's manager, Karen Baker-Brncic, of Parrot Pointe Marine Inc. said that no one, including slip holders is allowed on the marina site for safety reasons.  The Alton Police has asked the public to stay away from the site, and anyone entering the marina will be arrested........

Annual Fort de Chartres New Year's Eve Event Cancelled........

The danger of flooding has caused the cancellation of the annual singing of La Guiannee at Fort de Chartres State Historic Site on New Year's Eve.  The fort is located along the Mississippi River, and the flood gates located between the village of Prairie du Rocher and the fort will likely be closed.

The tradition of La Guiannee can be traced back to medieval France, when men would travel from house to house, entertaining homeowners in exchange for food.  Over time, the event evolved into a traveling feast for friends and relatives to ring in the new year.

The tradition may have died out in France, but immigrants brought it to the New World.  It first appeared in Prarie du Rocher in 1722, and was held nearly every year since........

High Water Shuts Down Clark Bridge Lanes........

Shortly before 10 am Monday, officials closed down the southbound lanes of the Clark Bridge coming from Alton, Illinois into West Alton, Missouri.  On Sunday, the Mayor and Fire Chief of West Alton issued a mandatory evacuation order for the 522 residents.

Alton's Public Works crews spent their Sunday sandbagging, and they were back at it on Monday.  The sandbags are being placed along Broadway to protect the downtown region.  Crews are also installing concrete blocks known as jersey barriers in the downtown area as well.  Sandbags will fortify the barriers, and build a higher barrier.

Alton Mayor, Brant Walker says that they have all hands on deck across the city, trying to save the downtown area.  Walker also reports that there have been four mudslides in Alton, at Piasa Park, on Alby Street, North Rodgers Avenue, and Summit Street........

Mississippi And Missouri Rivers Near St. Louis, Missouri

Regional Flood Crests May Be Second Only To 1993........

The rivers around the St. Louis region are quickly rising levels that are drawing comparisons to the Great Flood of 1993, however, things are a bit different this time around.

The summer of 1993 was a soggy one, and the rivers rose over a period of several weeks.  The Mississippi River had broken levees further upstream prior to July 4th, but it didn't crest at St. Louis for nearly a month.

Fast forward to 2015, the rivers are rising relatively quickly.  If the predictions come true, the sudden high water along the Mississippi River will reach levels second only to that of 1993, effectively nudging the flood of 1973 into third place........

Chesterfield Valley Agricultural Levee Likely Will Be Overtopped........

The Missouri River is expected to overtop an agricultural levee in the Chesterfield Valley.  This levee is located north of the Monarch-Chesterfield Levee and Interstate 64.  It provides flood protection for undeveloped land, so no homes or businesses are threatened.

The latest forecasts say that the Missouri River will crest 10 - 12 feet below the top of the Chesterfield-Monarch Levee.  Officials say that this flood event should not test the levee system........

Lake Of The Ozarks

Osage River Flooding Below The Bagnell Dam........

Thanks to three days worth of rainfall, the Lake of the Ozarks has been inundated with runoff.  Unfortunately, the Bagnell Dam operators are not able to keep up with the amount of water flowing into the Lake.

As of 4 pm Monday, the Lake reached an elevation of 663.79 feet, as measured at the dam.  Despite dam releases of 103,118.8 cubic feet per second (that's the equivalent of 771,376 gallons of water per second), the water level continues to rise.

Below the dam, the Osage River has risen to higher levels than those seen last summer.  As of Monday afternoon, the Osage River reached an elevation of 583.79 feet, as measured below the dam.  Back in July, the Osage River crested at 578.68 feet........

Flooding Causes Docks To Break Free....  With Boats....

The flooding at the Lake of the Ozarks, and the subsequent high water levels have caused docks to break away from their moorings along the shoreline.

People from all over the Lake are making reports of seeing docks floating across the lake, with lifts and boats still attached to them.  Reportedly, a dock has collided with the Highway 54 bridge on the Niangua Arm of the Lake.

This situation is happening at a time that most lakefront home and dock owners are not present.  If the owners are able, it is recommended that they shut off the electricity to the docks for safety........

Mississippi River At Alton, Illinois

Highest Flood Levels Since 1993 Predicted........

The National Weather Service is predicting that the Mississippi River at Alton, Illinois will be cresting at 38.9 feet on Thursday.  This would be the highest levels since the record flooding of 1993.

According to Alton's Fire Chief, Bernie Sebold, the forecast is likely accurate.  He added that a levee breach upstream could alleviate the flooding, or there could be less rain that forecast, or it could be much worse than predicted.

Sebold said that the flooding scenarios are dynamic, and it is possible that the river could rise higher than forecast.  This won't be the same levels encountered in 1993, but it will be higher than in 1973........

State Of Emergency Declared As Rivers Rise........

Amid the rainfall, flooding, and flash flooding across Missouri, Governor Jay Nixon has declared a state of emergency on Sunday.  St. Charles County Executive Steve Ehlmann has also declared a state of emergency for the county, as Interstate 70 was closed in both directions because of water over the highway.

Officials are saying that the continued rainfall will be pushing river crests to levels second only to the Great Flood of 1993.  The Mississippi River is expected to rise to 39 feet by Thursday, and in St. Louis, it should crest just under 45 feet.

It is possible that the Meramec River near Arnold will see a crest nearly equal to the 45.3 foot record crest set in 1993.  Forecasters are predicting that the Meramec River will rise to 45.1 feet at Arnold by New Year's Eve.  As of Sunday evening, it was at 31.5 feet........

Mississippi River At Ste. Genevieve, Missouri

Ste. Genevieve Officials Preparing For Rising Waters........

Officials in Ste. Genevieve, Missouri are working ahead in preparation for the rising flood waters of the Mississippi River.  Workers were filling sandbags, and closed the floodgates that open to the ferry landing.

The Mississippi River at Ste. Genevieve is expected to crest at 49.8 feet, just under the top of the 50 foot levee.  Crews will be adding another two feet of rock for additional protection.

According to Felix Meyer, the Ste. Genevieve Emergency Management Director, the levee is strong, but he doesn't want to take any chances.  He says that the levee is good for 50 feet, so it is fairly safe now.  Meyer added that they want the extra buffer to guarantee safety........

Illinois Waterways

Flooding Closes Roads, Brussels Ferry........

Major flooding around the Riverbend has forced the Illinois Department of Transportation to close several Illinois roadways, including U.S. 40 through Troy, Il. 143 east of Edwardsville, the Old Alton-Edwardsville Road, and Marine - St. Jacob Road west of Highland.

IDOT officials are saying that with additional rainfall predicted overnight and rising rivers, IL 100 through Grafton, IL 3 in Chester will likely be closed.  The Brussels Ferry is expected to shut down as well.

On Monday, floodgates will be installed, closing IL 3 near Cora, south of Chester, and IL 155 west of Ruma in Randolph County........

Flooding Causes Road Closures, Evacuation Of West Alton........

Virtually non-stop and heavy rainfall, severe thunderstorms and fluctuating temperatures have conspired to wreak havoc around the Riverbend.

Rainfall totals are approaching historic highs for the region, and several municipalities have taken measures to guarantee the safety of residents as water accumulates in creeks, streams, and fields.

At about noon Sunday, the West Alton Mayor and the Rivers Pointe Fire Protection District's Fire Chief announced on their social media accounts that the residents of West Alton are under an immediate evacuation order.

The Mississippi River at West Alton, Missouri is expected to reach 38.9 feet, which is four feet, nine inches higher than the levee's protection limits........

John Hark, the Hannibal, Marion Emergency Management Director says that installing the floodgates in December is a first.  He added that there may be snow on the gates when they try to remove them, if the temperatures keep falling.

St. Charles Boat & Motor still believes that Yamaha provides the #1 brand in PWCs and Sport Boats. We are still the areas Yamaha Sport Boat Dealer and will continue to be for years to come. St. Charles Boat & Motor appreciates all of our loyal Yamaha Wave Runner customers we have had over the last 20 years. During that time we have won numerous awards for our Service Excellence. We hope you will continue to rely on St. Charles Boat & Motor to perform all your general service needs.

We have added Yamaha Outboard Motors to our line to help complement our Crest and Manitou Pontoon lines.

Everyone here at St. Charles Boat & Motor hopes that all our valued customers have a good winter and we hope to see you soon.

Christmas Eve Bonfires Given The Green Light........

Starting at 7 pm, the Christmas Eve bonfires were burned as planned in St. James Parish, Louisiana.  Originally, the possibility of strong winds threatened the annual event.

Thousands of people annually make the trip to see the towering burning bonfires atop the Mississippi River's east bank levee in St. James Parish, as well as the towns of Lutcher, Gramercy, and Paulina.

There are a few legends of how the bonfire tradition began.  Some believe that the bonfires offered guiding light for those attending Christmas Eve Mass.  Others believe that the bonfires are to give guidance for Papa Noel to deliver toys........

Santa Claus Stops On The Peoria Riverfront........

Santa Claus spent some time on his jet ski along the Illinois River at Peoria before starting his big trip on Thursday evening.  Santa reports that the jet ski is just another way to get toys to the good children.

He says that not all areas have snow, so Santa has to have ways to get the toys distributed.  He adds that there are many workers in his network, and they do what is necessary to get the toys to the good kids.

Santa said that over the years, he has skied at least 20,000 miles up and down the Illinois River........

Mike and Rosie's Swing Set Blog

The paint on the hull looked fine, with the exception of some "wrinkles" where the straps on the travel-lift smashed the new paint, as we didn't allow for it to dry long enough. Check one lesson learned for next time. The major disappointment was that I found that the paint on all of the metal had sloughed off on a wholesale basis, right down to the bare metal. Ouch. This was the main reason we hauled the boat in the first place because the PropSpeed didn't hold up. Now I have to give the Interlux Primocon a thumbs down too, even if I didn't apply it properly, at least for the time being.
The whole bottom painting debacle is what got me started thinking about moving the boat further north, allowing us to have cheaper rent, have access to more boatyards for service and bottom painting, and to also look into real estate that was not so ridiculously overpriced.

Crews had secured the house, but officials say that the house is still shifting slowly toward the water.  Local, state, and Amren UE officials are trying to develop a remediation plan........

Boating Op/Ed

The Amount Of Drinking And Boating On The Lake Is Shameful........

While it is shameful that a young man in his 20s drowned because a trooper wasn't properly trained in securing him in his life jacket, it is also shameful that an underaged young man had a blood-alcohol level three times the legal limit.

It is also shameful that the amount of drinking and boating going on at the lake requires arrests to be made.  Given the name of the boat, SotallyTober, this is not surprising........
