Joe and his wife, Linda, were touring Germany this past Summer when Joe snapped this picture of a RiverBills' sticker on the Mosel River.  Joe and Linda boat a lot on the Kaskaskia and the Mississippi Rivers. You can spot them now and then in Pool 26 and at Grafton Harbor.

Illinois Department Of Natural Resources

Flooding Causing MSF&W Check Station Closures........

 

The Mississippi Fish and Wildlife Area is currently shutting down check stations at Godat, Glades, and Calhoun Pt, on account of river flooding.

 

River Rules will be in effect in these areas through the end of the season.  Blind builders must claim their blind a half hour prior to shooting time.  If there is water in the blind, hunters can hunt from a boat adjacent to the blind.

 

If the Batchtown or Stump Lake check stations have to be closed, the same rules will apply........

Illinois River Near Brussels, Illinois

Rehabilitated Eagle Released At Two Rivers........

 

Back in July, a young eagle was injured while flying near Pere Marquette State Park.  Six months later, the rehabilitated raptor was released at the Two Rivers National Wildlife Refuge.

 

The injured eagle was rescued by the TreeHouse Wildlife Center of Dow.  Volunteers and TreeHouse staff, with the help of Hawthorne Animal Hospital of Glen Carbon nursed the eagle back to health.

 

Justin Sexton, Manager of Two Rivers Wildlife Refuge, says that releasing the eagle from Two Rivers introduces the public to wild birds, such as the bald eagle........

Mississippi River At St. Louis, Missouri

The Gateway Arch Is Feeling The Force........

 

With the opening of the new film, Star Wars:  The Force Awakens, the National Park Service's Facebook Page for the Jefferson National Expansion Memorial and the Gateway Arch is joining in on Feeling the Force.

 

According to the Gateway Arch Architect, Eero Saarinen, The Force is what keeps the Gateway Arch from falling down.  He explains that the Arch is a catenary curve, in which the thrust forces are retained between the legs of the Arch........

Baja Marine President Resigns, Stays On As A Consultant........

 

Recently, John "Johnny" Walker resigned his post as president of Baja Marine, which is the parent company of Baja, Donzi, Fountain, and Pro-Line boats.

 

Walker will be serving the company as a special advisor to the Baja Marine board of directors.  Day to Day operations will be handled by an executive team that includes several  company veterans.

 

Walker says that Baja Marine is being headed up by the "skilled, professional manufacturing and marketing team" that was assembled in North Carolina........

HIGH WATER ACTION PHASE LOCATIONS; UMR: Zone 28 (MM 109.9-185.4 UMR) a safety zone has been established between MILE 179 and 184. Southbound tows greater than 600 feet in length, excluding the towboat, shall limit transit to daylight hours only, all towing vessels should have minimum of 250 horsepower for each loaded barge. HIGH WATER WATCH PHASE LOCATIONS; 1. UMR: ZONE 25 (MM 241.4 - 273.3 UMR), 2. UMR: ZONE 24 (MM 273.4 - 301.1 UMR) In high waters proceed at the slowest safe operating speed, watch out for exess debris build up in fleeting areas to prevent breakaways. Navigational buoys may have been dragged off station so remain cautious during transits.

A work barge is located upstream of the existing bridge along the LDB. Mariners are advised to transit the bridge with caution

Lake Of The Ozarks

Trooper Charged In Handcuffed Man's Drowning........

 

On Friday, Missouri State Highway Patrol Trooper Anthony Piercy was charged with involuntary manslaughter in the drowning death of 20 year old Brandon Ellingson. 

 

Ellingson had fallen from a Water Patrol vessel while handcuffed on the Lake of the Ozarks on May 31, 2014.  He had been arrested on suspicion of Boating While Intoxicated.  Piercy had placed a previously buckled life jacket over Ellingson's head, however, it wasn't properly secured.  The life jacket came off shortly after Ellingson fell into the water.

 

Special prosecutor William Camm says that he has reviewed the records and reports regarding the investigation and Piercy's training.  Camm adds that he charged Piercy with recklessly causing Ellingson's death, as it relates to an unjustifiable risk that was taken........

Brandon Ellingson In-Custody Death Investigation

Today, following a special prosecutor charging Trooper Anthony Piercy with involuntary manslaughter in the May 31, 2014, drowning death of Brandon E. Ellingson, the Missouri State Highway Patrol placed Trooper Piercy on leave without pay.

All questions about the criminal proceedings should be directed to Special Prosecutor William Seay.

Below is a timetable which includes Patrol actions in the Ellingson death investigation.

On May 31, 2014, Brandon E. Ellingson was arrested at the Lake of the Ozarks for Boating While Intoxicated by Trooper Anthony Piercy and drowned while in Trooper Piercy’s custody. That same date, the Patrol’s Division of Drug and Crime Control began conducting an investigation into the death. On Aug. 5, 2014, the Patrol completed its investigation and turned over all investigative reports to the Morgan County Coroner. On Aug. 18, 2014, the Morgan County Associate Circuit Court appointed a special prosecutor to review the drowning investigation and the Patrol provided all the investigative reports to the special prosecutor. On Sept. 4, 2014, the Morgan County Coroner conducted a coroner’s inquest, which resulted in Brandon E. Ellingson’s death being classified as accidental and recommended no charges against Trooper Piercy. On Sept. 8, 2014, the Patrol was notified by the special prosecutor that no charges would be filed against Trooper Piercy. On Dec. 15, 2014, the Division of Drug and Crime Control received a request from the special prosecutor to conduct additional interviews and investigation. The Division of Drug and Crime Control completed the follow-up interviews and reports and provided them to the special prosecutor on January 30, 2015. After the first special prosecutor requested to be recused, the Morgan County Associate Circuit Court appointed a second special prosecutor to the case on March 23, 2015. On March 24, 2015, in response to a request from the second special prosecutor, the Division of Drug and Crime Control provided the case file to that special prosecutor. On Dec. 18, 2015, the second special prosecutor charged Trooper Piercy with involuntary manslaughter, at which time the Patrol put Trooper Piercy on leave without pay.

The charge for which Piercy was arrested is a mere accusation and is not evidence of guilt. Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.

Mississippi River At Alton, Illinois

Riverfront RV Park Planned Near Amphitheater........

 

Alton officials are interested in constructing a municipal recreational vehicle park near the Liberty Bank Alton Amphitheater.  The RV park would be able to accommodate 20 RVs.

 

According to Alton Mayor, Brant Walker, the "upscale" RV park would alleviate crowding at Pere Marquette State Park, as well as increase tourism at attractions in the area.

 

Before the project can move forward, Alton's planning commission will need to revise the zoning rules to allow for a riverfront RV park, with a special use permit.  Alton's City Council will also need to approve the changes........

Mississippi River At Louisiana, Missouri

Efforts To Replace The Champ Clark Bridge Progressing........

 

Plans for replacing the Champ Clark Bridge at Louisiana, Missouri are proceeding, as the Missouri Department of Transportation has the funding to design a new span.

 

Costs to replace the bridge are estimated to be about $60 million.  Back in October, the federal government awarded a $10 million grant, leaving Missouri and Illinois to raise $25 million each.

 

In spite of their financial issues, Illinois has their portion of the funding.  Missouri is working to find the funds for their share........

Mississippi River At St. Louis, Missouri

The MLK Bridge Re-Opened Friday........

 

Friday afternoon, the Martin Luther King Jr. Bridge spanning the Mississippi River at St. Louis has been re-opened.  The Illinois Department of Transportation Had replaced the steel grid deck in the center of the span, as well as making other structural repairs and painting the bridge.

 

Over the next several months, there could be some temporary bridge closures to allow crews to complete minor projects, and remove scaffolding.  The closures will occur on off peak traffic hours, and/or over weekends........

Eagle Days Returning In January........

 

On January 9 - 10, visitors to the Lake of the Ozarks will have an opportunity to check out an American bald eagle, in addition to learning more about them during the Lake of the Ozarks Eagle Days.

 

The Missouri Department of Conservation reports that over 2,000 bald eagles winter along the large rivers and reservoirs around Missouri.

 

The Lake of the Ozarks Eagle Days activities will allow attendees to see bald eagles in their natural habitats, as well as up close viewing during programs offered by the World Bird Sanctuary........

Flood Warning Issued St. Louis, Missouri to Thebes, Illinois

 

The National Weather Service announced that they have issued a Flood Warning for the Mississippi River from St. Louis, Missouri, down to Thebes, Illinois.

 

The recent heavy rainfall within the Missouri and Mississippi River basins are flowing downstream, and will cause the Mississippi River to rise over flood stage for the next several days.

 

The Mississippi River is predicted to crest at Cape Girardeau at 37.5 feet on Tuesday, December 22.  On December 23, the Mississippi River should crest at 36.0 feet at Thebes........

Mississippi River At Alton, Illinois

Alton Planning Riverfront RV Park........

 

The City of Alton is working on creating what they refer to as an upscale RV park near the river.  The intended site will be at Russell Commons Park.

 

The RV park will be intended for short term visitors that are attending events at the amphitheater, the Alton Marina, ass well as other area attractions.

 

Alton Mayor, Brant Walker says that the park will hold 20 RVs, and will not be intended for extended stays.  The U.S. Army Corps of Engineers has approved the plan........

TreeHouse Wildlife Center Releasing Bald Eagle........

 

On Friday, the TreeHouse Wildlife Center will be releasing a rehabilitated bald eagle back into the wild at the Two Rivers National Wildlife Refuge in Brussels.

 

The visitor's center at the Two Rivers Wildlife Refuge will be open from 10 am to 2 pm, however, the eagle release is scheduled for 11 am........

TreeHouse Introducing Emrys The Bald Eagle........

 

Starting on January 2, the public is invited to head out to TreeHouse Wildlife Center for Eagle Days, where they will have an opportunity to meet Emrys, their new Education and Outreach Bald Eagle.

 

Emrys is a 2 year old American Bald Eagle, who had been struck by a car in March.  He was admitted to the rehab hospital, where they found that his right wing had been injured bad enough it had to be amputated.

We wanted to update you on some recent developments and changes that are occurring here at St. Charles Boat & Motor. We have been a Yamaha PWC dealer for 20 years, and as of January 1st 2016, we will no longer be a selling dealer for the new Yamaha Wave Runners. We are putting more focus towards our boat lines. Wave runner sales over the last few years seem to have become more a part of the Motor Sports Arena. Yamaha feels as though Motor Sport Dealers are a better fit for Wave runner sales.

St. Charles Boat & Motor still believes that Yamaha provides the #1 brand in PWC’s and Sport Boats. We are still the areas Yamaha Sport Boat Dealer and will continue to be for years to come. Recently, a panel of 11 boating industry leaders met with the leadership of the Boat Owners Association of the United States to discuss issues affecting recreational boating.

 

Topics discussed included the peer-to-peer boat rental market, the new BoatU.S. fuel dock spill prevention course, life jacket requirements, demonstrations of flare alternatives.

 

The panel also discussed national topicssuch as the federal Sport Fish Restoration and Boating Trust Fund, the U.S. Coast Guard budget authorization, the Water Resources Development Act, and the Renewable Fuel Standard........

The Great Lakes

Dredge Spoils Dumping In Lake Erie Included In Legislation........

 

U.S. Senator Sherrod Brown recently announced that the appropriations bill that Congress is discussing includes language that would prevent the U.S. Army Corps of Engineers from dumping dredge spoils into Lake Erie.

 

Brown says that it is crucial to the Port of Cleveland and the businesses in northeastern Ohio that the Cuyahoga River navigation channel is maintained. 

 

He adds that the annual dredging operations are essential to the economic success of the region, however, the dredging needs to be completed in a manner that will preserve the progress made in cleaning up Lake Erie........

A USACE contractor will be working on dikes & revetments between RM's 300-195 until further notice. Mariners are asked to transit any construction areas at their slowest safe speed.

 

Illinois River

RM 71.3 - MEREDOSIA BRIDGE REPLACEMENT
A work barge is located upstream of the existing bridge along the LDB. Mariners are advised to transit the bridge with caution.

 

Missouri River

MILE 8.2 - BRIDGE MAINTENANCE
Burlington Northern (Bellfontaine) Railroad Bridge; Floating workplant will be periodically operating in the navigation channel, Monday through Friday, during daylight hours only. Workplant will move upon request by contacting M/V AL GAULT ON VHF-FM Channel 13 or 16.

 

 

Kaskaskia River

KASKASKIA RIVER MILE 3 - BRIDGE MAINTENANCE

Mississippi River At Memphis, Tennessee

Coast Guard Still Responding To Tow Vessel Sinking........

 

Local agencies, and the U.S. Coast Guard are continuing their response to a sunken tow vessel in the Mississippi River near Memphis, Tennessee. 

 

As of Tuesday, the Mississippi River was open to one way traffic between Mile Markers 726 and 728.  The restrictions were put into place to guarantee the safety of responders during the salvage and clean-up operations.

 

On Monday, watchstanders with the Coast Guard Sector Lower Mississippi River command center were notified of a collision between the tow vessels Margaret Ann and William Strait.  The William Strait subsequently sank in 20 feet of water........

Coast Guard Continues Response To Vessel Collision, Sinking........
 
On Wednesday, the U.S. Coast Guard and local authorities were continuing their response to a tow vessel that sank on the Mississippi River near Memphis, Tennessee.
 
A Unified Command has been set up, which includes the U.S. Coast Guard, the Tennessee Department of Environment and Conservation, and Western Rivers Boat Management.
 
Tuesday, the authorities flew over the river to assess the impact of the sunken tow vessel.  They found a dark sheen extending about a half mile downstream from the wreck........

Group Inquiring About Bagnell Dam....  FBI Alerted....
 
About two weeks ago, a Camden County Deputy was having lunch at the Golden Corral in Osage Beach, when the wait staff alerted him to a group of men inquiring about the Bagnell Dam.
 
Reportedly, a group of "Middle Eastern" were asking questions about the dam.  They wanted to know if it was possible to rent a boat and tour the dam.
 
After receiving the tip, the Camden County Sheriff's Office forwarded the report to the Federal Bureau of Investigation, as well as a joint task force on terrorism........

Efforts To Stop Carp Advance Appear To Have Failed........

 
Six years ago, scientists discovered that Asian carp were working their way up the Mississippi River tributaries toward the Chicago area, and The Great Lakes.
 
Officials promised swift action in an effort to stop an invasion that they believed could decimate the boating and fishing industries on the Great Lakes.
 
So far, officials have spent over $300 million on temporary solutions to the carp problem, including electric barriers.  Over the past several years, solutions to the carp invasion have been debated, a consensus has yet to be achieved........

Boat Show News
Miami Boat Show Has Two Year Permit For New Location........
 
On Tuesday, the Miami International Boat Show received approval for a necessary permit for the in-water portion of the show.  The Miami-Dade Commissioners approved a two year permit, instead of the three year permit requested by the National Marine Manufacturers Association.
 
The commissioners also approved a measure barring the usage of plastics and styrofoam from the docks, which is a provision that the show's organizers had no problem agreeing to.
 
There was some talk of reducing the number of available slips approved for the show, however, number of slips for the show remained at 830.  The NMMA only expects 450 to 500 boats at the show........

Boat Sales

Double-Digit Sales Gains For Third Quarter........

 

Jetboats and personal watercraft were the big sellers during the third quarter of 2015, as the recreational boating industry sold 10.5% more boats than were sold in 2014.

 

During the third quarter of 2015, there were 66,623 boats sold, compared to 60,276 sold during 2014.  Small to mid-sized fiberglass outboards, and the aluminum pontoon and fishing boat segments led the main powerboat segments to a 6.8% increase in sales.

 

Ryan Kloppe, Statistical Surveys' sales director, says that boat sales are on pace to show an increase of over 8% for the whole year........

We wanted to update you on some recent developments and changes that are occurring here at St. Charles Boat & Motor. We have been a Yamaha PWC dealer for 20 years, and as of January 1st 2016, we will no longer be a selling dealer for the new Yamaha Wave Runners. We are putting more focus towards our boat lines. Wave runner sales over the last few years seem to have become more a part of the Motor Sports Arena. Yamaha feels as though Motor Sport Dealers are a better fit for Wave runner sales.

St. Charles Boat & Motor still believes that Yamaha provides the #1 brand in PWC’s and Sport Boats. We are still the areas Yamaha Sport Boat Dealer and will continue to be for years to come. St. Charles Boat & Motor appreciates all of our loyal Yamaha Wave Runner customers we have had over the last 20 years. During that time we have won numerous awards for our Service Excellence. Mississippi River Near New Orleans, Louisiana

Corps Activates Phase I Flood Fight Procedures........

 

The waters of the lower Mississippi River have risen enough to cause the U.S. Army Corps of Engineers to activate Phase I Flood Fight Procedures.

 

Ricky Boyette, chief of public affairs for the Corps of Engineers, New Orleans District, says that Phase I Flood Fight Procedures means that it is time to start performing inspections on the levees.

 

The idea is to look for problems, such as seepage, erosion, or bank stabilization issues that could become an issue if the water continues to rise........

EMPHASIS: Troop D To Offer Certified Boating Safety Courses

Captain Juan Villanueva, commanding officer of Troop D, announces several boating safety certification courses are being offered to the public. The courses will take place:

From 9 a.m. to 3 p.m., Saturday, January 9, 2016, and Saturday, February 6, 2016, at the Missouri State Highway Patrol Troop D Headquarters, 3131 East Kearney Street, Springfield, MO 65803. The maximum class size each day is 30 people.

From 6 p.m. to 9 p.m., Tuesday and Wednesday, January 19 and 20, 2016, and Tuesday and Wednesday, February 9 and 10, 2016, at the Missouri State Highway Patrol Troop D Headquarters, 3131 East Kearney Street, Springfield, MO 65803. The maximum class size each day is 30 people.

From 9 a.m. to 4 p.m., Wednesday, February 3, 2016, and on Friday, March 4, 2016, at the Dewey Short Visitors Center, 4500 State Highway 165, Branson, MO 65616. The maximum class size is 40 people.

Students must be present to satisfy requirements for the boating safety card. There is no fee for this course; however, students are required to pre-register online, as seating will be limited and notification may be sent in the event the course is canceled. For more information, to register for the course, or to obtain a complete listing of where other courses are being offered, you may visit the Missouri State Highway Patrol’s website, www.mshp.dps.mo.gov. Select "Boat Safety Education & Certification" found under the "Training" heading.

Missouri law requires any person born after January 1, 1984 to carry a boating safety certification card along with a picture ID anytime they operate a vessel, which includes personal watercraft, on Missouri lakes. Any student who successfully passes this course will be eligible to order the boating safety certification card, which costs $15.

Approximately 63 percent of Missouri fatal crash victims who are required to be restrained are NOT at the time of the traffic crash. The Patrol urges motorists to protect themselves and their passengers by making sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Mississippi River At St. Louis, Missouri

Aldermen Give Initial Approval For Riverfront Stadium Financing........

 

Tuesday evening, the St. Louis City Board of Aldermen showed that they intend to finance the construction of a new stadium in an effort to keep the Rams from returning to Los Angeles.

 

Last minute changes to the financing include an additional $100 million toward construction from the NFL, however, the additional funding comes with an additional cost.  City ticket taxes will be returned to the team.

 

The financing deal still must be approved by the NFL owners, as well as the aldermen, who have been working on the financing plans since October........

RiverBill,

Thought I would send you a pic of the new boat I bought earlier this year. It's nothing fancy for sure. I just wanted a tough river boat to fish, hunt and cruise the river on. I do not have to worry about scratching the hull on this thing and there is plenty of open floor space. Got it at Quillers and have been real happy with it so far and I have a boat slip at Alton Motorboat Club for it. The club currently has 5 slips available for rent if anyone is interested. Their rates are very reasonable and the harbor was dredged this year. See you on the river. I'll be going out till its froze solid.

A USACE contractor will be working on dikes & revetments between RM's 300-195 until further notice. Mariners are asked to transit any construction areas at their slowest safe speed.

 

Illinois River

RM 71.3 - MEREDOSIA BRIDGE REPLACEMENT
A work barge is located upstream of the existing bridge along the LDB. Mariners are advised to transit the bridge with caution.

 

Missouri River

MILE 8.2 - BRIDGE MAINTENANCE
Burlington Northern (Bellfontaine) Railroad Bridge; Floating workplant will be periodically operating in the navigation channel, Monday through Friday, during daylight hours only. Workplant will move upon request by contacting M/V AL GAULT ON VHF-FM Channel 13 or 16.

U.S. Coast Guard News Release

Coast Guard response to collision on Lower Mississippi near Memphis


NEW ORLEANS – The Coast Guard and local agencies are responding to a collision between two towing vessels on the Lower Mississippi River near Memphis, Monday afternoon.

Watchstanders with Coast Guard Sector Lower Mississippi River command center received a notification of a collision between the towing vessels Margaret Ann and the William Strait at mile marker 727 on the Lower Mississippi River. The William Straight sank in 20 feet of water.

A Coast Guard 25-foot small boat crew from the Sector Lower Mississippi River along with an HC-144 Ocean Sentry fixed-wing aircraft from Aviation Training Center Mobile, Alabama and local pollution response agencies are on scene responding.

A safety zone has been established from mile markers 726 to 728.

The Coast Guard is investigating the cause of the incident.

Mississippi River At Memphis, Tennessee

Tow Vessel Sinking In The Mississippi River........

 

At around 12:30 pm Monday, two tow vessels collided on the Mississippi River, just downstream from the Interstate 55 Bridge at Memphis, Tennessee.

 

The vessels Margaret Ann and William Strait intended to pass each other, however, they incorrectly estimated the distance between the vessels, and ended up colliding.  The William Strait sank in 20 feet of water.

 

The U.S. Coast Guard reports that they have divers on scene, and oil response crews have been called in to assist, as there is a sheen on the water.  No injuries were reported........

Mississippi River At Moline, Iowa

Rivers In The Quad Cities Nearing Flood Stage........

 

Over the weekend, The Quad Cities got approximately 36 hours worth of rain.  The storm dumped 1.63 inches of rain in Davenport. 

 

David Sheets, a meteorologist for the National Weather Service says that on Sunday, 1.23 inches of rain fell in Moline, Iowa, breaking the previous record of 1.13 inches, set in 1892.

 

On Monday, the Mississippi River was at 9.51 feet in the Quad Cities.  The river is expected to crest at 13.5 feet on December 21.  Flood stage in the Quad Cities is 15 feet........

Mississippi River At Hannibal, Missouri

Flood Warnings Issued For Northeastern Missouri........

 

Thanks for continuous rainfall over the weekend, The National Weather Service has issued river flood warnings for the rest of the week.

 

The Mississippi River at Hannibal, Missouri is expected to rise past the city's flood stage of 16 feet, cresting at 17.5 feet by Wednesday, December 16.

 

Only minor flooding has been forecast.  Once the Mississippi River rises to 17 feet, the John Hay Recreation Area, located on the Illinois bank of the river, starts to flood........

Mississippi River At Cape Girardeau, Missouri

River Expected To Reach Flood Stage This Weekend........

 

The Mississippi River at Cape Girardeau, Missouri is expected to rise to flood stage by Saturday, and thanks to heavy rainfall across the Midwest, it will rise higher that that next week.

 

According to hydrograph reports from the National Weather Service, over the next several days, the Mississippi River will rise 10 feet, arriving at the flood stage of 32 feet Saturday morning.

 

The National Weather Service is predicting that the Mississippi River will crest at 36.5 feet on the morning of December 23rd, a bit more than four feet above flood stage........
