The Tow Boat Festival Is This Weekend........

Practically everyone has seen towboats plying the inland waterways of America, however, not many have had the opportunity to see one up close, much less had the chance to see the inside of one.

This weekend, Saturday, August 1 and Sunday, August 2, The Loading Dock in Grafton will be hosting the annual Towboat Festival.  Visitors will have the chance to take a walking tour of a working towboat, as well as an opportunity to ask the crew and captain questions.

Tour times will cost $1, and will run from 11 am to 4 pm.  According to Grafton's Mayor, Tom Thompson, the annual event typically brings in over 1,000 visitors........

Corps focuses on recovery in wake of record flooding

ST. LOUIS – In the aftermath of record flooding, the Corps is supporting local communities with damage assessment and processing requests for federal assistance through the PL84-99 Program.

The Illinois River set a new record high of 28.83 feet in Meredosia July 2. Near-record highs were reached at Valley City and Hardin, also on the Illinois. The only significant levee damage reported during the event was the Pinoaks levee in Winfield, Missouri that suffered a minor breach during flash flooding. All other federal levees in the St. Louis District held during the high water, and will be inspected to ensure their integrity for the
next flood event.

“We have about 750 miles of levees that will be locally inspected,” said Matt Hunn, chief of Emergency Management for the St. Louis District. “The summer of 2015 flood will be remembered for the levees that held and the community partners that were prepared to meet the rivers’ challenges.”

Emergency Management works with communities in the District throughout the year performing levee inspections, safety trainings and annual flood prep workshops.
In response to receding water, the U.S. Army Corps of Engineers St. Louis District has closed the emergency operations center for the Middle Mississippi region as of July 28. The center was staffed for 42 days to provide professional engineering and other strategic assistance during high water in the area’s rivers.

The Emergency Operations Center enables the Corps to coordinate interdisciplinary teams comprised of project managers and engineers to support partners. It also facilitates delivery of supplies such as sand bags, pumps and plastic sheeting.

During this high water event, the St. Louis District distributed 38,000 sand bags, 58 rolls of plastic sheeting, issued one sandbagging machine, and three pumps with hoses to help communities adjacent to the Mississippi, Illinois, Missouri, and Kaskaskia Rivers.

On the Mississippi River, locks 24 in Clarksville and 25 in Winfield, Missouri closed for a period during the summer event, as did the Jerry F. Costello Lock and Dam on the Kaskaskia River. All main locks are currently operating, with the exception of the auxiliary lock at Melvin Price which closed for repairs before the high water.
Commercial and recreational navigation are fully restored, though some portions of the Illinois River are under wake restrictions. The locks and dams on the Mississippi River and other rivers of the Inland Waterway System are purely navigation structures, designed to maintain the Congressionally-mandated nine-foot navigation channel.

Rare Blue Moon On Friday........

On Friday, July 31, there will be a bit of a rare occurrence in the night sky, a second full moon, also called a blue moon, in the month of July.  The last time this occurred was in August of 2012.  Another won't appear until 2018.

Every month features a full moon, however, the calendar year and the lunar cycle are not quite in synch.  This means that roughly every three years there will be two full moons in a calendar month.

The moon itself will not actually be blue, but there have been instances in which it has had a bluish tint.  When there are dust particles or smoke in the atmosphere, like from a cataclysmic volcanic eruption, the moon may take on a blue hue........

Durbin Calls For EPA Veto Of The New Madrid Levee........

Recently, U.S. Senator Dick Durbin, D-Ill, called on the U.S. Environmental Protection Agency to issue a federal veto of a levee project in Southeastern Missouri that has been at the center of controversy for some 50 years.

The proposed St. John's Bayou and New Madrid Floodway project is intended to seal a gap in the levee system in southeastern Missouri to protect fertile farmland in the region.

Environmentalists contend that the region is one of the few remaining floodplains linked to the Mississippi River.  Residents in towns along the river are also concerned that a new levee will increase their chances of being flooded........

Body Found In The River Below The PSB........

According to officials with the St. Louis Fire Department, on Thursday evening, a worker aboard a towboat spotted a body in the Mississippi River, just south of the Poplar Street Bridge.

The body was entangled in debris along the Illinois bank of the river.  Workers had to jockey barges around to allow responders with the Fire Department's Marine Unit Task Force access to the body, which will likely happen on Friday.

Officials could not say whether the body was male or female, nor how long it had been in the river........

Company Looking To Take Over Carp Processing Plant........

American Meixi Fishing Industry Inc., based in California, is interested in taking over the facility that formerly housed Grafton-based American Heartland Fish Products.

During Tuesday's Grafton City Council meeting, Mayor Tom Thompson said that he would approve the company's business license.  American Meixi Fishing Industry has leased the property.  They are a non-processing company, that would flash freeze Asian carp for shipment to China.

Earlier this year, American Heartland Fish Products basically shut down their operations after receiving multiple complaints about the odor produced by the processing of Asian carp into fish meal and oil using extreme heat........

On Tuesday, the Coast Guard Sector Upper Mississippi River Captain of the Port has removed the restrictions on the Illinois River, opening it to all recreational and commercial traffic.

The Coast Guard has also issued a reminder for mariners and recreational boaters to always be cautious, wear your life jacket, and make sure the proper safety equipment is present.

They add that the rivers are currently experiencing stronger than normal currents, and anyone on the river is recommended to use caution.  Also, boaters should monitor VHF-FM channels 16 and 22 for changes to the river........

During late June and into July, the U.S. Army Corps of Engineers were forced to take drastic actions to protect homes and property along the Lake of the Ozarks' Shoreline.

Mississippi at New Orleans

U.S. Coast Guard

High Water Means Dangerous Currents ........

The U.S. Coast Guard is warning anyone heading out on the Mississippi River (New Orleans) to take into consideration the risks associated with high water and strong currents.

Strong and swift currents are created by higher than normal water levels, which also results in a significant amount of debris in the water, causing potentially dangerous situations on the Mississippi River.

When the currents are stronger than normal, rips and eddies are created in areas that they may not have been before, which could pull a boat or person into a dangerous situation quickly........

Bill:

Got an email from the Great Niece of Norma McClory, the lady that designed the statue of Our Lady of the Rivers where the Blessing of the Fleet takes place. They were in town recently and she sent me a picture of Norma's Great Great Niece and Nephew as close as they could get to the Shrine at the time due to the flooding.

In the photo is Great Great Niece and Nephew Katy and Sam from Harlingen Texas.

Photo was taken by Great Niece Susan Allen. Thought it was pretty cool to have some of Norma's descendants at the statue.

William Clark Descendant Paddling The Missouri River........

A descendant of William Clark is following in his ancestor's "footsteps" by paddling down the Missouri River in a dugout canoe, carved from a cottonwood log.

Churchill Clark is the seventh generation from William Clark.  Between May 14, 2004 and September 23, 2006, he and a group of reenactors retraced the route Lewis and Clark originally took 200 years previously.

After that trip, Clark began hand carving dugout canoes, and has paddled one called Knotty down the Platte River.  Last year, Clark put Knotty in the Missouri River at Twin Bridges, Montana, and paddled it as far as Garrison Dam.  This year, Clark has resumed his Missouri River journey, with the intention of paddling to St. Louis........

Flooding Reducing Summer Recreation On The Illinois River........

The Illinois River has been running high this year, and has for the most part not allowed recreational activities to be enjoyed along the river.  From June 19 to July 24, the Illinois River was closed to recreation al traffic.

Central Illinois marina owners, camp ground managers, and boat shop workers say that the high river levels have all but made this year's season a total washout.

So far this summer, the National Weather Service has issued several flood warnings for the Illinois River.  As of Tuesday, there were warnings from north of Peoria to the Mississippi River........

River History....

July 29, 2008 in River History

President Bush signed "The Clean Boating Act of 2008," while aboard Air Force One. The law permanently re-established a long-standing exemption for recreational boats from the "permitting requirements" of the Clean Water Act. It exempted effluent discharges incidental to the normal operation of vessels, including recreational boats. This includes deck runoff, bilge water, gray water and engine cooling water.

News Release From BoatUS

Grants Available to Help Pay for Visiting Boater Facilities

ALEXANDRIA, VA, July 28, 2015 – Visiting boaters, whether staying over for just one night or a couple weeks, offers real economic benefits and adds to the vitality of waterfront communities, marinas and boat clubs. But laying out the welcome mat can be challenging. Transient boat docks that are protected and safe for overnight tie-ups, deep-water channels, restrooms, and pumpouts – just some of the infrastructure necessary to draw visiting boaters – can be expensive. However, the Boating Infrastructure Grant (BIG) program from the US Fish and Wildlife Service can help communities, marinas and boat clubs pay up to half of these improvements, but they need to apply by September 18 by going to their state’s BIG administrator, typically a boating, wildlife or natural resources agency.

Not a government handout, funding for the competitive BIG program comes from excise taxes on boat gasoline and fishing tackle that boaters and anglers pay into the Sport Fish Restoration and Boating Trust Fund.

The goal is give cruising boaters convenient access to shore-side amenities via slips dedicated to transient boats as well as mooring fields and dinghy docks. Municipal or privately-owned marinas as well as boat clubs can install these conveniences including moorings, restrooms (including floating ones), fuel docks, electricity, water and sewage utilities, recycling and pumpout stations, and undertake small dredging projects (up to $200,000) using BIG dollars. Two tiers of funding, both competitive and non-competitive, are available.

Projects must be located on water bodies deep enough for boats 26-feet in length staying overnight from one to up to 15 days, and to navigate at a minimum depth of six feet. Matching funds – a 25% minimum is required – may not come from other federal sources, but state, local and private funds can be used to match.

Boat Owners Association of The United States (BoatUS) was instrumental in creating the program in 1998 that is viewed today by local municipalities as an economic development tool to attract cruising boats and related boater spending. To date, over $177 million in grants have been awarded.

BoatUS suggests that if your community, club or marina is interested, take a look at what’s possible by seeing a list of projects that received prior grant funding at BoatUS.com/gov/BIG.asp. There’s also a helpful link to state BIG administrator contacts.

Missouri State Highway Patrol

News Release

Troop D: Highway Patrol Encourages Water Safety

Captain Juan Villanueva, commanding officer of Troop D, Springfield, encourages everyone to enjoy Missouri's lakes and rivers with safety in mind. This state is filled with rivers and lakes that offer a variety of summer fun; however, safety needs to be part of your plan. Rivers and lakes include a number of natural hazards and should never be considered safe.
The Highway Patrol has investigated several drownings this year. With more than five months of 2015 yet to go, 30 people have drowned in Missouri so far this year, which has already surpassed the 2014 total of 29. Specifically in Troop D, four people have been killed in boating crashes and another seven have drowned in 2015, which includes three deaths and one near drowning incident this past weekend at Shoal Creek in Newton County.

Creve Coeur Lake

Asian Carp Fish Kill Causing Problems........

The beauty of Creve Coeur Lake is being marred by the corpses of Asian carp.  By 2 pm Monday, workers had gathered up about 70 dead carp.  By 4 pm, there were close to 50 more floating atop the water, and washing up on shore.

Kayakers and paddlers usually have a hard time resisting the draw of the lake, but with the dead carp around, they end up unable to resist the urge to get off the water.

According to the Missouri Department of Conservation, Asian carp are a river species that are sensitive to temperature changes. They got into the lake via a flooded Missouri River, and the rapidly rising temperatures in the confined waters killed the carp, which is good for the lake's ecosystem........

Missouri State Highway Patrol
News Release

Patrol Announces An Increase In Traffic Fatalities And Drownings So Far In 2015.

Colonel J. Bret Johnson, superintendent of the Missouri State Highway Patrol, announces Missouri has experienced an increase in traffic fatalities and drowning's so far in 2015.

Preliminary statistics indicate that Missouri has recorded 437 traffic fatalities so far in 2015, compared to 412 fatalities during the same time in 2014. This is a six percent increase from the same time last year. Of those required to be restrained, approximately 63 percent were not wearing a seat belt at the time of the crash. Inattention, speed, and impaired driving continue to be the leading causes of traffic crashes in Missouri. The Patrol is committed to continuing our enforcement and educational efforts to reduce these numbers. Motorists are asked to do their part by paying attention to the full-time job of driving, obeying the speed limit and never driving impaired. Remember the best defense against all types of unsafe drivers is to make sure that everyone in your vehicle is properly restrained in a seat belt or child restraint.

A total of 30 drownings have occurred on Missouri’s lakes and rivers so far in 2015, compared to 29 in all of 2014. There have been four drownings in the last five days and one near drowning. None of the victims were wearing life jackets. Flood waters have proven to be very dangerous this year to motorists as well as those in and around Missouri’s lakes and streams. Motorists should never drive through fast-moving water; even a small amount of fast-moving water can sweep a slow-moving vehicle off the roadway. If your vehicle becomes stuck in rising water, get out quickly and move to higher ground. Flooded rivers and streams with strong current present some of the most dangerous situations a boater can encounter. Fast moving water can easily capsize a boat, especially when combined with floating debris or fixed objects such as trees. Boaters should take the time to research existing water conditions which could potentially be hazardous. As temperatures rise, more people will utilize our waterways to cool off. Be smart, don’t overestimate your swimming ability. Life jackets should be worn when in or around Missouri’s waterways, and if not worn, within reach.

Approximately 63 percent of Missouri fatal crash victims who are required to be restrained are NOT at the time of the traffic crash. The Patrol urges motorists to protect themselves and their passengers by making sure everyone is properly restrained in a seat belt or child restraint. Join us in supporting the Drive To Zero Highway Deaths. Watercraft operators should ensure that everyone in the vessel is wearing an approved life jacket. Click It 4 Life And Wear It!!!

US Coast Guard

News Release

PHOTO: Coast Guard reminding boaters of safety measures after recreational boat hits breakwall near Calumet Harbor in Chicago

CHICAGO — The Coast Guard is reminding boaters to take precautions and to be prepared with the proper training and safety equipment after a recreational boat with three passengers hit a breakwall off Calumet Park in Lake Michigan, Saturday night.

The Coast Guard is not releasing the names of any of the persons involved in the incident.

At about 8 a.m. Sunday, Coast Guard Station Calumet Harbor received a report from a good Samaritan, via Chicago 911, of a 22-foot recreational boat aground on the Calumet Harbor breakwall.

A Coast Guard rescue crew was diverted to the scene and found the boat on the breakwall and the three passengers, two women and one man, still on the breakwall, in good condition with no injuries.

The three people were returning from viewing Saturday night’s fireworks at Navy Pier and were following the shoreline when they allided with the breakwall. The three people were able to exit the boat and walk up on to the breakwall. Neither person had an operable cell phone, nor did the boat have a marine radio, to call for help. Officers from the Chicago Police Department arrived and assisted the three people off of the breakwall.

During a post-search and rescue boarding by the Coast Guard, the owner/operator was cited for no registration, no fire extinguisher and no emergency flares.

Personnel from Coast Guard Marine Safety Unit Chicago are working with the owner to ensure that the boat will be salvaged. There is no report of any pollution.

The Coast Guard reminds boaters to be familiar with their surrounds and to be sure they have proper, operable emergency equipment and safety gear before getting underway, such as fire extinguishers, and flares. Also, be sure to wear life jackets at all times. Boaters are required to have a life jacket for each passenger on board their vessel.

Boaters can ensure their vessel is up to date with the required equipment by getting a free vessel safety check by members of the Coast Guard Auxiliary. Contact your nearest marina for more information or visit the Coast Guard Auxiliary website at http://cgaux.org/

“We recommend that boaters also have a marine radio on board their boat in order to call for help in an emergency,” said Petty Officer 1st Class Jacob Borges, watchstander at Coast Guard Station Calumet Harbor. “Today’s case is a perfect example how one can not, and should not, rely on a cell phone to call for help. Batteries can go dead and will not work if you’re offshore and out of range of a cell tower.”

Mississippi River At Moline, Illinois

Up To 4 Years To Replace Bridge To Sylvan Island........

It appears that there will be up to four more years before a new pedestrian footbridge will be completed for Moline's Sylvan Island.  For now, the only access to the island is by boat.

In April 2013, the pedestrian bridge to the 35 acre island was closed after officials became concerned that there was too much "bounce" in the bridge.  Engineers had determined that the nearly 125 year old span was no longer safe for foot traffic.

In 2014, officials learned that they have been awarded a $1.1 million grant from the Illinois Transportation Enhancement Program for the replacement of the span.  There are, however, a few strings attached........

Brunswick's Sales Numbers Bolstered By Pontoons........

Brunswick Corp. is on the road to recovery from the Great Recession, and the main driver for the company's shift in boat sales are pontoon boats.  Pontoon boat sales have rebounded to where they were before the recession.

Some other Brunswick products, such as aluminum fishing boats, are are selling well.  The company is working on expanding the production of their high-end yachts, which sell for upwards of $3 million.

Overall, Brunswick's sales are still below their pre-recession highs, however, the company is doing some hiring again.  Brunswick's CEO, Dustan McCoy says that the market is recovering nicely, but it is unlike anything they have seen before........

Weekend Report:  On Water Injuries........

Injuries on the Lake of the Ozarks happen, and this past weekend was no exception.  On Saturday, 52 year old Thomas K. Begeske was jumping wakes near the 3 Mile Marker of the Grand Glaize Arm, when he hit a wake that shot him up in the air, causing a hard landing on his 1993 Kawasaki PWC.

The Missouri State Highway Patrol didn't offer many details about the incident, however, they classified his injuries as moderate.  He was transported to Lake Regional Hospital via ambulance.

On Friday, 33 year old James Densmore suffered minor injuries in a tubing accident.  Densmore was tubing behind a 2009 Sea Ray when he was ejected off the tube, striking his face on the water.  He was transported to the hospital with minor injuries........

Normality Returns To Grafton With The Flea Market........

The residents and business owners in Grafton know the risks of living and working along the river.  Recently, the river had taken over, but it has receded, and things are getting back to normal.

This weekend, the flea market at The Loading Dock returned, after the monthly event was cancelled in June, due to flooding along the Mississippi River.

The vendors that operate booths in the flea market are aware of the risks of setting up shop so near the river, but few are worried about the water.  Maureen Nichols, of Cottage 960, says this isn't the first time she has had to deal with the cancellation, but she returns to the Loading Dock as it offers a sense of home, and offers a stable customer base........
